Who should be Europe's leader? Shouldn't all Europeans be involved in the election?,Price asks.Candidates for the Commission sometimes mysteriously appear, he laments, complaining that an impartial, non-political and independent-minded person with civic courage is considered an outcast by the Council.Nevertheless, the European Commission is the most important body for the political, economic and social future of the European Union,Price states.The president of the Commission is the key position in the world's most important commercial power, the European Union.In one sense, the Commission president is the European equivalent of the president of the United States of America,he insists, even claiming that in actual fact it is far more important,since the European Union is a larger economic power than the United States.

Obama challenging Senator Obama's lack of Constitutional qualifications/eligibility to serve as President of the United States and his cases that are still pending in Federal Court, Berg vs. Obama [Third Circuit Court of Appeals No. 08 – 4340]; this case - Berg as Relator v. Obama; [U. S. District Court for the District of Columbia No. 08-cv-01933]; and Hollister vs. Soetoro a/k/a Obama, et al [U.S. Court of Appeals for the District of Columbia, No. 09-5080]; announced today that he filed a Motion for Reconsideration in the Qui Tam [False Claims Act] Case filed in the U.S. District Court, District of Columbia as United States Attorney General Eric Holder and his Office have a Conflict-of-Interest and inasmuch violated both the Federal Regulations as well as Federal Criminal Codes. U.S. Attorney General Eric Holder, his Office, his Staff and the United States Department of Justice are required to uphold and ensure our laws; the laws of the United States are upheld and enforced.
Article II, Section 3 of the U.S. Constitution states:
The Constitution entrusts the Executive with duty to take Care that the Laws be faithfully executed.Berg said, The request of the Government to Dismiss his Qui Tam action against Barry Soetoro a/k/a Barack H. Obama is in clear violation of the U.S. Attorney General’s duties pursuant to Article II, Section 3 and should NOT be allowed.
Berg continues,I furnished the Government and the Court with the information as to Barry Soetoro a/k/a Barack Hussein Obama’s legal name, which is Barry Soetoro and his citizenship status as Indonesian; I furnished sworn Affidavits showing Barry Soetoro a/k/a Barack Hussein Obama was born in Mombosa, Kenya; I presented evidence that the Certification of Live Birth [COLB] presented on the internet by Barry Soetoro a/k/a Barack Hussein Obama has been deemed a forged and altered document; I presented evidence that the birth announcement filed in the Hawaiian newspapers regarding Barack H. Obama on or about August 13, 1961 could not be verified; I presented evidence Barry Soetoro a/k/a Barack Hussein Obama never resided in the address on the birth announcement; and I raised the genuine issues pertaining to Barry Soetoro a/k/a Barack Hussein Obama’s college records wherein Berg is informed, believes and therefore alleges Barry Soetoro a/k/a Barack Hussein Obama attended Occidental College in California and Columbia University in New York and Harvard Law School as a foreign student. President Obama appointed Eric Holder for the position of the United States Attorney General and Mr. Holder reports directly to President Obama. This creates a huge Conflict-of-Interest with anyone from U.S. Attorney General Eric Holder’s Office having any association with the Qui Tam matter against, now, President Obama.
There are Federal Statutory prohibitions and related regulations addressing Conflicts-of-Interest on the part of present officers or employees of the Federal (and in some instances of the District of Columbia) government.The Code of Federal Regulations (CFR), 5 CFR § 2635, et seq. and 5 CFR § 2640, et seq. governs Governmental Employees, including U.S. Attorney General Eric Holder and his staff. 5 CFR § 2635.101 states in pertinent part,(a) Public service is a public trust. Each employee has a responsibility to the United States Government and its citizens to place loyalty to the Constitution, laws and ethical principles above private gain.In addition to the standards of ethical conduct set forth in the Code of Federal Regulations, there are Conflict-of-Interest statutes that prohibit certain conduct. Criminal Conflict-of-Interest statutes of general applicability to all employees, 18 U.S.C. §§ 201, 203, 205, 208, and 209, are summarized in the appropriate subparts located in these chapters and must be taken into consideration in determining whether conduct is proper.As to the restrictions on Conflicts-of-Interest during government service, only Section 208 is illuminated by formal regulations, which are found in the Code of Federal Regulations (CFR).
5 CFR. § 2640.103 Prohibition states:(a) Statutory prohibition. Unless permitted by 18 U.S.C. 208(b) (1)–(4), an employee is prohibited by 18 U.S.C. 208(a) from participating personally and substantially in an official capacity in any particular matter in which, to his knowledge, he or any other person specified in the statute has a financial interest, if the particular matter will have a direct and predictable effect on that interest. The restrictions of 18 U.S.C. 208 are described more fully in 5 CFR 2635.401 and 2635.402.Berg stated, U.S. Attorney General Eric Holder has a financial interest as does his staff as they draw their income from the Government who is over-seen by Barry Soetoro a/k/a Barack H. Obama.Eric Holder joined President Obama’s presidential campaign as senior legal advisor and also served as one of three [3] members on Obama’s vice-presidential selection committee. In December 2008, then President-elect, Obama asked Eric Holder to serve in his cabinet as the U.S. Attorney General. Mr. Holder was appointed by President Obama and now serves as the United States Attorney General; is the head of the United States Department of Justice and United States Attorney General’s Office. Eric Holder is paid by the United States Government and reports directly to President Obama. Eric Holder has a direct financial interest in that he draws a salary based on his position as United States Attorney General. This Conflict-of-Interest goes beyond financial. The United States Attorney General is the Chief Law enforcement officer of the Federal Government and represents the United States in legal matters and gives advice and opinions to the President of the United States.Conflicts-of-Interest include but are not limited to a financial interest; a personal interest; improper business practices; etc. Berg continued, It is clear U.S. Attorney General Eric Holder and the staff in which he supervises have a huge Conflict-of-Interest as they have financial interests as well as personal interests which limits them from doing their job as required pursuant to the United States Constitution and therefore, Attorney General Eric Holder should recuse himself and/or designate Relator Philip J. A huge simulation coordinated by the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (DHS) has begun today with no mainstream media coverage at all.The security exercise known as National Level Exercise 09 (NLE 09) will last for five days and will involve foreign security officials working in conjunction with the US military, as well as Federal, State, Local Tribal and Private Sector representatives.According to a factsheet in the recesses of the FEMA website, the agency will host National Level Exercise 2009 (NLE 09) on July 27 through July 31, 2009:NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery, the factsheet states. It is designated as a Tier I National Level Exercise, or TOPOFF, which are exercises conducted annually in accordance with the National Exercise Program (NEP),which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises,according to FEMA.NLE 09 will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants.The FEMA information sheet states that the exercise involves a scenario that begins in the aftermath of a notional terrorist event outside the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks. This scenario enables participating senior officials to focus on issues related to preventing terrorist events domestically and protecting U.S. critical infrastructure.The exercise will also include agencies in Britain, Mexico, Canada and Australia, the Department of Homeland Security has said. The Navajo Nation will also participate.
This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09.The FEMA factsheet does not explain why the participation of foreign officials is necessary, nor does it elaborate on the roles they will play.Canadian federal involvement was today confirmed in a press release attributed to Public Safety Canada. The Press release also noted the involvement of the United Kingdom, Australia and Mexico.An independent reporter from Oklahoma (or FEMA region VI) was informed that NLE 09 is not media friendly because it largely involves people looking at computer screens in Oklahoma City and Tulsa.After asking if it would be possible to sit in on the exercise, Andrew W. Griffin of Red Dirt Report was told by Brook Arbeitman, the public information officer for the Oklahoma Office of Homeland Security, that this was not possible and that the exercise is mostly decompartmentalized.Arbeitman, interestingly enough, could not answer some more in-depth questions about NLE 09 because she is a role player in the exercise, playing – you guessed it – a public information officer for Oklahoma Office of Homeland Security and as a result is not privy to some of the specifics.We will be playing along with everybody to whatever extent the exercise proceeds, Arbeitman said.
According to FEMA, the Departments of Homeland Security, Defense, Justice, and State, the Office of the Director of National Intelligence and a broad spectrum of component agencies, offices and commands will all participate in the exercise.NLE 09 activities will take place at command posts, emergency operation centers, intelligence centers and field locations throughout the country, including federal headquarters facilities in the Washington, D.C. area as well as facilities in Arkansas, Louisiana, New Mexico, Oklahoma, Texas and California.In our previous story on NLE 09, we noted that this exercise is a continuation of previous simulations under FEMA and the DHS that have involved the rounding-up and internment of American citizens labeled as suspected terrorists.Under REX 84 and other operations, FEMA, in association with 34 other federal civil departments and agencies, has consistently trained to detain large numbers of Americans.We also noted that several recently leaked Department of Homeland Security, FBI, and local law enforcement documents have stated that the focus of security operations should be rightwing extremists who support the Second Amendment and states’ rights and oppose abortion and open borders.

The global elite sure love to flaunt their intentions in front of the masses. Take the recent IBM propaganda push for the Global Information Grid (GIG) (ad 1, ad 2, ad 3) technology or Smart Grid as they call it. Their most brazen push so far is blatantly showing how all of your personal information would be accessible from a single database that is connected to multiple agencies around the world. They even push their eugenics propaganda when they talk about tailoring vaccines to your DNA. These ads run multiple times a day on national television right now! UNISYS, an international computer security firm that has ties to virtually all sectors of the government, is actually taking on the eugenics agenda from a technological perspective called Supply Chain Eugenics. According to their recent propaganda video, they describe the many facets of industry that their security technology can protect or control by using Artificial Intelligence software that can determine problems or attacks before they occur. This software is oddly familiar to the capabilities of the AI software recently coming back out into the spotlight known as Ptech. They also specifically make the point multiple times in their video that those who do not comply with the system get left behind and will die.The major example of a modern day place using this technology is the city of Minneapolis, Minnesota. During the bridge collapse over the Missouri River in 2007, the City’s Information website was being bombarded by traffic and needed attention in order to help notify the general public of the disaster. The Chief Information Officer, Lynn Willenbring, states that UNISYS called her and offered to take over all of the IT functions of the city immediately in order to fix their problems, free of charge! Today, UNISYS runs all IT functions of transportation and security in the City of Minneapolis, with street cameras and database protection software. They also have wireless broadband anywhere in the city, accessible by businesses and citizens alike.
However, while all of those things may seem like nice perks and benefits, do not be fooled. They are all tools of control used by the NWO to suppress the population. They will have the power of all of your personal data and total control over the use of the internet at their fingertips allowing them to make sure that people only travel where they say we can and only use what they provide for us and only hear what they want us to hear. During a discussion of the Obama birth certificate controversy, MSNBC host Chris Matthews and his guests implied that anyone who questions the official 9/11 story, thinks the Bilderberg group are exercising power to create a world government, people who are worried about gun control and immigration, or even people who are merely skeptical of government, are psychologically insane.Responding to Matthews’ implication that people who had questions about Obama’s birthplace were full mooners and insane, MSNBC political analyst Howard Fineman included people who are worried about the government taking up the guns, people who deny the federal government has a right to tax your income, people who are worried about being overrun at the borders, in the same category and said they were merely looking for a reason to find a conspiracy behind Obama.Matthews then brought up a psychological test which featured the question,Is somebody chasing you right now?, implying that anyone who doubts what the government tells them would answer in the affirmative, before asking, Are we talking psychological problems here with people or what? Politico writer Ken Vogel then characterized people who question 9/11 and people who think Bilderberg are working towards a world government as a group that Republicans need to watch out for if they want to avoid being marginalized.
Matthews then said he was in love with Vogel because he had reminded him of all the androgynous zones of insanity, before cracking a lame joke about George W. Bush detonating the twin towers with a plunger.Vogel then responded by including Ron Paul and supporters in the mix, noting that they embrace an innate distrust of federal government,again in the same context that to do so is a display of insanity.

CFR-Associate: Plan for World Government Stalled

The choir warming to the idea of a one world government was joined recently by CFR-member and presidential professor of political science, Thomas G. Weiss. In his presidential address at the 50th convention of the International Studies Association in mid February of this year, Weiss argued for world government and a world currency out of the current economic crisis. At the same time he discerns an increasing resistance on the part of the people to accept such a world government in any way, shape, or form.Thomas G. Weiss.In his speech titled What Happened to the Idea of World Government, Weiss outright rejects the idea of national sovereignty in favour of overarching central authority to set things straight. He then goes on to lament recent developments in the United States, where it has become less fashionable to speak of world government: a clear sign that the people are gradually beginning to develop an allergy for the new world order and its most vehement proponents: Once a staple of informed debate on international affairs- and as hard as it is to believe, especially in the United States- world government is a term no longer used in polite company, unless as my Graduate Center colleague Rob Jenkins states,it is to dismiss those who advocate the idea as hopelessly naïve, or to demonize those suspected of secretly plotting the creation of a global leviathan.My purpose this evening, Weiss continues,is to trace what happened to the idea of a world government and its replacement by global governance as well as the pluses and minuses of that development.
The rest of his speech is occupied mainly by ideas long promoted by transnational elites: the UN is flawed in its current form and needs to be transformed into a monolithic giant with governing powers given by the member-states to break the spell of inaction. Nation-states will gradually be stripped from their sovereignty as they are morphed into this larger system, answering only to a global central authority. Glumly shaking his head, Weiss comments:When interdependence was less and actors were fewer and states could actually solve or attenuate most international problems, the idea of a world government was not far from the mainstream. Paradoxically, now when states visibly cannot address a growing number of threats from WMDs to climate change, from terrorism to the current financial crisis, world government is unimaginable.Here Weiss brings us good tidings from his transnational headquarters. He acknowledges that the journey towards world government is not going as well as planned, and the sleeping giant is unmistakably showing signs of wakening from his unperturbed slumber. The late Harold Jacobson’s 1984 Networks of Interdependence commented that the march toward a world government was woven into in the tapestries decorating the walls of the Palais des Nations in Geneva- now the UN’s European Office but once the headquarters of the League of Nations. Jake observed that they picture the process of humanity combining into ever larger and more stable units for the purpose of governance- first the family, then the tribe, then the city-state, then the nation- a process which presumably would eventually culminate in the entire world being combined in one political unit.This concept of evolution from the small to the great to which man is supposed to be predestined is in fact a fallacy. It is the reasoning of tyrants, eager to convince an unsuspecting audience. History teaches us that expanding empires either crumble under their own weight, allowing smaller sovereign states to rise from its ruins; or they overstretch- in which case they are overrun by tribal communities demanding the tyrant’s head on a plate. Either way, the evolution of power is a continuous rollercoaster ride through history; it expands and shrinks like the tides upon the seashore. Weiss again buries his head in his hands in a theatrical gesture:Imagine a United States in which a serious conversation about the process depicted in that tapestry were possible. Could there really once have been a sizable group of prominent Americans from every walk of life, including politicians who passed resolutions in 30 of 48 state legislatures, who supported pooling American sovereignty with that of other countries?
Weiss points to prominent idealists of the late 1940s en early 50s, who also desired a world government and advocated it with all means available to them: (…) prominent individuals associated with the world government idea included, at one time or another, Kurt Vonnegut, Walter Cronkite, H.G. Wells, Peter Ustinov, Supreme Court Justices William Douglas and Owen Roberts, Senator Estes Kefauver and Senator and future Vice-President Hubert Humphrey. And the list goes on.In all his musings about the inability of the UN to fulfil its original mission, namely to bring world government into being, the concept of freedom versus tyranny does not enter his mind for a second. Instead he continues hammering on the necessity of global government lest the world starve by the lack of it. Is it really so far-fetched to imagine the global advance of inter-governmental economic agreements along the lines that Europe has nurtured since the Second World War, including a global currency?
The professor breaths a sigh of despair.
It is unsettling to recall how feeble our academic expectations have become in comparison with earlier generations of analysts who did not shy away from elements of world government and robust intergovernmental organizations. At Bretton Woods, for example, John Maynard Keynes proposed a monetary fund with resources equivalent to 50%of world imports.In light of the unprecedented recent power grab by the Federal Reserve, pumping wealth into the very lifeblood of the new world order, Weiss’ attempt at describing world government as an oxygen starved entity, is somewhat premature. But he does have a point: as the general support of Ron Paul’s HR 1207 indicates, even the lemming like congress now has mustered enough support for the bill to move ahead to the Senate, not daring to ignore its constituents. The reason that advocacy for world government has now changed from an outright roar to a passing whisper, is nevertheless encouraging. For now the agenda has hit a snag and every move they make is under scrutiny by an increasingly critical public, watching them intently.In conclusion of his long, wailing lament, Weiss places his hope in the Obama administration to realise the dream of the world’s central bankers and their mission of old:We need a big international vision from the Obama administration. (…) The new president excels in political imagination and his ability to address the need for meaningful change. He should draw on his considerable communications skills to help overcome what can only be described as the appalling public ignorance, including among members of Congress, about why the UN agglomeration works the way that it does.
The appalling public ignorance Weiss is describing is actually a sign that the tide of tyranny is turning in favour of sovereignty worldwide. But with this comes a threat, one so terrifying that it defies understanding. Now that the push for a global feudal system seems to be stalling to the point of paralysis, the danger of a false flag attack or otherwise unprecedented crisis looms ominously on the horizon. Weiss:Will it take a calamity on the scale of World War Two to demonstrate the abject poverty of our current thinking? Weiss asks threateningly.Is such a disaster required to catalyze a transformation of the current feeble system of what many of us now call global governance- the patchwork of formal and informal arrangements among states, international agencies, and public-private partnerships- into something with at least some of the attributes of a world government?

If we just let them make out like bandits off of carbon trading, then everything will be fine. Not only is this an awfully convenient for the banksters who conned us into an economic crash, but many environmentalists don’t even buy that carbon trading is the best way to reduce carbon emissions.On the other hand, big oil and king coal argue that keeping the status quo is best for everyone. You know, let the giant energy conglomerates produce all our energy and make out like robber barons. These energy giants buy up and then bury promising alternative energy technologies so that cheap alternatives don’t challenge their monopoly on energy-production.But neither the carbon trading or the energy giants want us to look at real alternatives or solutions . . . like microgeneration.Microgeneration of energy could reduce our bills, decentralize power away from the giant corporations, and help protect our freedom (and see this).
Saving money and protecting freedom are bipartisan goals that everyone can rally around, whether you believe in global warming or not.Microgeneration would also significantly reduce carbon output by substituting wind, solar and other types of clean energy for conventional energy sources, and so it would have a significant impact on reducing CO2 while empowering people at the local level, and reducing our energy bills.So if global warming is, in fact, a threat, a major switch to microgeneration would be a lot more effective than carbon trading.If global warming is not a threat, microgeneration can still help to break the monopoly of big energy, and return power back to the people (and a little money back into our pockets).We all know that the powers-that-be try to divide-and-conquer us so as to make sure we don’t organize for change, to keep us off-balance, and to ram through their agendas. They do this on every important issue.They are going to continue to try to divide us on climate issues as well. Britain: Dozens fall victim to side effects of swine flu drug

There have been 150 reports of suspected adverse reactions to the Tamiflu treatment for swine flu in Britain.The agency that licenses medicines in Britain has received 150 reports of suspected adverse reactions to the Tamiflu treatment for swine flu. The figure was released yesterday as GPs said some patients were choosing not to take the drug because of concern about the possible side effects.The Medicines and Healthcare Products Regulatory Agency (MHRA) said the 150 reports received within the UK up until 23 July mention 241 separate side effects, most of which were mild and already recognised as linked with the anti-viral drug.They include mild allergic and gastrointestinal events, such as diarrhoea and vomiting. There were five reports involving nine suspected adverse reactions to Relenza, the rival drug to Tamiflu which is taken by inhalation and is less widely used.The MHRA has allocated a dedicated section of its website to receive reports of side effects to Tamiflu from doctors and the public, in order to spot any developing trends.A spokesman said: Obviously there are a lot more people taking Tamiflu and Relenza, so we set up a specific site people can go to to report any potential side effects so we can monitor its safety. A report of a reaction does not mean it has been caused by the drug in question n a mere suspicion will suffice. We are very keen to promote this. We want the public to know about it and use it.One case of a suspected fatal reaction involving a patient who suffered liver failure after taking Tamiflu, was later attributed to hepatitis.The MHRA said previous reports from outside the UK had suggested a link between Tamiflu and liver failure but none had shown a causal link.
Hepatic adverse events remain under close monitoring,the spokesman said.A second report of a fatal reaction was being investigated, he said.Doctors said the number of adverse reaction reports was tiny in the context of the tens of thousands of patients who have been prescribed Tamiflu.The Government estimated there were 100,000 new cases of swine flu last week.The commonest side effects of Tamiflu are diarrhoea, nausea, stomach pain and vomiting. Reports from Japan, where Tamiflu has been widely used against seasonal flu, has linked the drug in rare instances with unusual neurological and psychiatric disturbances in children.Doctors yesterday backed the advice of the Government's Chief Medical Officer, Sir Liam Donaldson, that patients with swine flu should be offered anti-viral drugs, but added that it was up to the patients whether they accepted them.Richard Vautrey, a GP in Leeds, said that In my experience, when patients are reassured about the likely pattern of their illness and the possible side effects of the [anti-viral] drugs, they decide they are better off not taking them.Laurence Buckman, chairman of the British Medical Association's GPs committee, said: "Many GPs are aware of patients coming with adverse reactions to Tamiflu, including children. If you have a child with flu and then they get diarrhoea and vomiting and become confused where they weren't before, that upsets the parents and creates more work for the doctor. Where someone doesn't have an obvious need for Tamiflu, because they are healthy and have got swine flu mildly, you have to ask whether it is worth taking in this circumstance.Dr Buckman said there was an urgent need for calm in the face of what one virologist had called the weakest pandemic the world has ever seen.We must not underplay it, but we also must not overplay it as a medieval plague,Dr Buckman said.
Professor Terence Stephenson, president of the Royal College of Paediatrics said paediatricians were concerned that the NHS could be overwhelmed by patients who didn't really need help.If a third of the population get the virus and parents go to A&E with their children we will be inundated. For the vast majority this remains a mild illness. The Knesset Science and Technology Committee is due to hold another discussion on Monday about the controversial Inclusion of Biometric Identifying Features in Identity Documents and a Data Bank bill.Committee chairman Meir Sheetrit hopes to approve the bill for second and third readings in time for the final approval by the Knesset plenum before the summer recess, which starts at the end of the week.The bill calls for scrapping the old identity cards and passports and issuing new ones that include digital renderings of biometric features, including two fingerprints and the contours of the face.If an authorized official were to call on a citizen to present an ID, the official would be able to compare it to the information in a data bank containing the biometric details of every citizen and resident of Israel.According to attorney Avner Pinchuk of The Association for Civil Rights in Israel, a permanent data bank constitutes a threat to democracy because it would mean that the government had vital information on every inhabitant of the country, and would pose a serious danger to individual privacy.The social contract is based on the idea that the individual gives up some of his rights to the authority in return for public order, stability and security,Pinchuk told The Jerusalem Post.But he does so with a tight fist and only when it is absolutely necessary.
He provided an example of the threat posed by the biometric data bank, saying that if police took photographs of demonstrators, or if they even found photographs in newspapers, they would be able to identify them by comparing the facial contours from the photos to the information in the data bank.Another problem, according to Pinchuk, is that no one can guarantee that the data bank will not be leaked or broken into. Prime Minister Binyamin Netanyahu met US Defense Secretary Robert Gates on Monday in Jerusalem, and the two discussed a comprehensive range of bilateral, diplomatic, defense and strategic issues, the Prime Minister's Office said in a statement.A large part of the discussion was devoted to Iran, with Gates saying that the US and Israel saw eye-to-eye on the Iranian nuclear threat, and reiterating that US engagement with Teheran would not be open-ended, said the PMO.Netanyahu stressed Israel's concerns over Iran's nuclear ambitions and the need to utilize all available means to prevent Iran from achieving a nuclear weapon, continued the statement.Earlier Monday, Defense Minister Ehud Barak told Gates that Israel had not ruled out any means of dealing with Iran's nuclear threat, and was taking no option off the table.

Mandate of the UN probe is one-sided against Israel
A group of legal experts from the Foreign Ministry is writing a defense brief for the government in advance of two harsh reports on Operation Cast Lead expected to be released soon.The ministry's defense brief is expected to be finished in a week or two, ahead of two United Nations reports that are expected to be highly critical of the extent of civilian injuries in the Gaza Strip during the operation.A draft of the two reports is expected to be given to Israel around the end of August, before they are officially presented to the Human Rights Council in mid-September. Sources in Israel believe that the release of the UN reports could lead to legal action against Israel in one of the two international courts in The Hague.The first of the two reports, considered the harshest critique since the war, is being compiled by an investigative committee chaired by Judge Richard Goldstone, appointed by the UN Human Rights Council in Geneva.The second report is under preparation by the UN Commission on Human Rights.Legal experts in the Foreign Ministry told the special ministerial committee following suits against Israeli public figures abroad and various reports on Operation Cast Lead that they believe the release of the two UN reports could lead to legal proceedings against Israel or individual Israeli public figures in the International Court of Justice or the International Criminal Court in The Hague.A government source in Jerusalem said the Foreign Ministry's legal department has been at work on the document, which will contain the Israeli narrative of the operation, together with the international department of the Justice Ministry and members of the international law department of the Military Advocate General. The work is proceeding discretely due to the sensitivity of the subject.
The source said the document would be extensive and include the "whole story" from the Israeli perspective: the reasons for the operation, the security situation in the south after disengagement, the phases of the operation, the government's decisions and the orders given to the army. The document will also include legal aspects and legal opinions on the actions taken by the forces and details of the various actions taken.The road to international courts is very short from the point we are at right now,the government source said.The Goldstone report, with which Israel is not cooperating, is expected to be the harsher of the two.Israel argues that the mandate of the UN probe is one-sided against Israel, and therefore any cooperation by Israel would legitimize its conclusions and recommendations.The hearings the committee held last month in Geneva became a platform for accusations against Israel of "war crimes" in the Gaza Strip. Most of the witnesses were Palestinians; however, Noam Shalit, the father of kidnapped soldier Gilad Shalit, was among the few Israelis who testified and who were reportedly treated disparagingly.Israel has cooperated with the second report, that of the Commission on Human Rights. Belgium seeks to close crises ahead of EU spell

Perhaps learning from the Czech Republic's experience, Belgian Prime Minister Herman Van Rompuy says he will strive to solve the country's internal tensions by mid-2010 in order to avoid potential problems during the country's EU presidency in the second half of the year.Speaking on national radio on Saturday (25 July), Van Rompuy said he was optimistic about ongoing constitutional reform in Belgium. The reform will be completed by March or June 2010 at the latest, he further indicated, just before Belgium assumes the EU's six-month rotating presidency on 1 July.During the [EU] presidency, we cannot take the risk of a political crisis,Van Rompuy stressed. The Flemish Christian Democrat, who succeeded Yves Leterme as prime minister in December last year, said he expected his term to end in 2011, adding that he was looking forward to working hand in hand with Leterme, who was recently appointed foreign minister.My duty, my mission, as I see it, ends in 2011,Van Rompuy said.Leterme took office when Karel de Gucht left the foreign ministry to take Louis Michel's seat as EU development commissioner, after the latter was recently elected to the European Parliament (EurActiv 08/07/09).
State reform negotiations to be relaunched
Since he took over as prime minister in December last year, little progress has been made in difficult negotiations between Flanders and Wallonia, the country's two main regional entities, which have clashed over language issues.In Flanders, the Dutch-speaking side of the country - whose politicians are pushing for greater autonomy - the tone is more moderate than in 2007, Van Rompuy said.The prime minister was alluding to the 2007 federal elections, which saw the Flemish Christian Democrats (CD&V) and the nationalistic N-VA party (New Flemish Alliance) become the country's most represented. Both parties campaigned for far-reaching reform of the Belgian state but this led to instability, which lasted until Van Rompuy took over in December 2008.On the Walloon side, Van Rompuy saw better political will to comprehensively reform the state, which most political observers say will eventually need to be done.I think we can take a step, and a rather important step, in the reform of the state under this legislature. Turkey closes diplomatic row

Senator Bernie Sanders (I-VT), sponsor of S 604, the Federal Reserve Sunshine Act of 2009, has slammed a recent Washington Post editorial that contends the Federal Reserve should not be subject to a general audit.Sanders vented his opinions in a letter to the editor which was published in the Post today.We must not equate independence with secrecy.Sanders writes in response to the Post’s Friday editorial entitled Focus on the Fed which attacked his own and Congressman Ron Paul’s efforts to enact the Federal Reserve Transparency Act, a move that would allow the American people to find out for the first time where trillions in taxpayer funded bailout dollars have been used.No matter how intelligent or well-intentioned the Fed chairman and his staff may be, it isn’t appropriate to give a handful of people the power to lend an unlimited supply of money to anyone it wants without sufficient oversight. Sanders writes.
Absolute power corrupts absolutely. The American people have a right to know what is being done with their hard-earned taxpayer dollars. This money does not belong to the Fed; it belongs to the American people.Sanders urges.The Washington Post’s editorial angered many readers late last week by essentially advocating the continuation of non-accountability in government.Though the bill has attracted 276 co-sponsors in the House and 17 in the Senate, it is wrongheaded in the extreme.the Post’s anonymously written piece stated.By opening up the Fed’s most sensitive interest rate and credit policies to public second-guessing, the bill would create a risk — real and perceived — of monetary policy bent to suit congressional overseers. This would destroy financial markets’ faith in the Fed and, by extension, the value of the U.S. dollar, just as surely as a political audit of the Supreme Court’s deliberations would undercut public faith in the justice system.the piece claimed.This article makes comparisons that are utterly dissimilar.Libertymage writer Robin Grammer succinctly points out.Not only does our justice system make available verdicts and vote counts the same day that the court votes on the issue, they also make public the dissenting parties with the articulated minority opinion. This is a a world of difference from the transparency policy of the Federal Reserve, who graciously offers us meeting transcripts five years after the meetings occur. The transparency policies of these two groups are in no way similar and making such a comparison is disingenuous at best.he concludes.Furthermore, as Ron Paul himself explained during the Financial Services Committee hearings last week, the bill would do nothing to further politicize the Fed’s decision making given that the Fed is already overtly politicized anyway.Just the fact that they can issue a lot of loans and special privileges to banks and corporations, that’s political. This idea that it would be political because we know what happened afterwards just doesn’t seem to add up.Paul beseeched.The bill would not give anyone in Congress or elsewhere the authority to sit in on Fed hearings, thus it would have no impact monetary policy. All it would do is provide answers to the American people as to where their hard earned money is being spent.
The Federal Transparency Act would also expose the fact that it is the Federal Reserve that is responsible for the artificial inflation of the debt bubble and the issuing of credit out of thin air, the driving force behind the financial crises.The Truth is that the Washington establishment knows that an audit would set the stage for a return of honest money and fiscal policies, in which the privately run Federal Reserve can play no role.It comes as little surprise therefore to see the establishment media in Washington advocating a continuation of unaccountability and blanket secrecy.
Dollar Trades Near 2009 Low as Economy Reduces Refuge Demand

July 27 (Bloomberg) -- The dollar traded near the lowest level this year against the currencies of six major U.S. trading partners on speculation the global economy is shaking off the worst recession since World War II, sapping safety demand. The U.S. currency touched a seven-week low versus the euro after a report showed sales of new homes rose last month the most in eight years. The yen fell against all of its major counterparts as analysts raised their profit estimates for U.S. companies for the first time in two years, encouraging Japanese investors to seek higher yields overseas.The dollar will underperform versus the majors, said Brian Kim, a strategist in Stamford, Connecticut, at UBS AG, the world’s second-biggest currency trader.The real-money guys are keeping the trend going, so until we get a shock it doesn’t seem we’re going to stop this grind higher in risk appetite. The Dollar Index, which the ICE uses to track the greenback against currencies including the euro, yen, pound and Swedish krona, was little changed at 78.729 at 12:44 p.m. in New York. It reached 78.334 on June 2, the lowest level since falling to 77.688 on Dec. 18. The dollar slid 0.1 percent to $1.4220 per euro and earlier touched $1.4298, the weakest since June 3.The dollar pared declines as stocks fell. The Standard & Poor’s 500 Index dropped as much as 0.7 percent after touching an eight-month high. The krona gained 0.9 percent to 7.4223 after earlier rallying as much as 1.9 percent.Short-term moves in equities create a lot of short-term back-and-forth in the major currencies, said Vassili Serebriakov, a strategist at Wells Fargo & Co. in New York. The market remains jittery and subject to sharp reversals.
U.S. Housing
The yen fell to the lowest level in almost three weeks against the dollar after the Commerce Department said new-home sales in the U.S. increased 11 percent last month to a 384,000 annual rate. The expansion exceeded economist’s predictions for a 3 percent gain and added to evidence the deepest housing slump since the Great Depression is starting to stabilize.It’s only in the last few weeks that I’ve become comfortable with the idea that the housing part of the economy is starting to turn, said James Shugg, an economist at Westpac Banking Corp. in London. He said the housing market is heading toward cautious growth,with the firm forecasting the U.S. economy will expand 0.5 percent next year.The yen declined 0.7 percent to 135.51 per euro, from 134.63 on July 24. The dollar bought 95.32 yen, 0.6 percent more than its previous level of 94.79, after touching 95.38, the highest level since July 7.
Company Outlooks
Wall Street firms raised profit forecasts on S&P 500 companies 896 times in June and lowered 886, according to data compiled by JPMorgan Chase & Co. The last time analysts were bullish on a net basis was in April 2007.The euro rose earlier against the greenback as GfK AG’s index of German consumer confidence beat economists’ forecasts. The gauge for August, based on a survey of about 2,000 people, increased to 3.5, a 14-month high, from a revised 3 for July, the Nuremberg-based market-research company said in a statement today. The median forecast of 12 economists surveyed by Bloomberg News was for a reading of 2.9. Asian currencies gained as the MSCI World Index of stocks added 0.2 percent, its 11th day of gains. The Dow Jones Stoxx 600 Index of European shares advanced 0.5 percent.Australia’s dollar jumped to 78.60 yen, the highest level since June 15, from 77.46 yen last week. The South Korean won rose 0.4 percent to 1,244.05 per dollar. Indonesia’s rupiah climbed 0.3 percent to 9,960.
Carry Trades
The yen and the dollar also fell on speculation that declines in currency volatility boosted demand for carry trades.Implied volatility on options for major exchange rates fell to 13 percent today, the lowest level since Sept. 26, as measured by a JPMorgan Chase & Co. index. EU mulls climate billions for developing countries

A draft report, discussed by EU environment ministers at an informal meeting on Saturday (25 July), calls for the immediate mobilisation of $1-2 billion to fund climate adaption in low-income, vulnerable countries.The EU hopes that the release of the money between now and 2012 will be seen as a trust-building measure by developing countries in order to seal the deal on a new international climate treaty in Copenhagen in December.The draft document is a joint effort by the European Commission and the Swedish EU Presidency. It was originally supposed to be published before last week's meeting of environment ministers, but was delayed and will instead be finalised in the coming weeks.The presidency report comes in response to the Swedish Commission on Climate Change and Development, which reported its findings in May.In addition to earmarking short-term funds, the draft report urges OECD countries to fulfil an existing commitment to provide 0.7% of gross national income as official development aid (ODA). Such an increase from the current 0.3% would effectively raise the yearly funding to poor countries from $180 to $280 billion by 2015, it notes.The report suggests that adaptation would be funded by ODA in the short term, and draw from a mixture of development aid and additional sources in the longer term.
NGOs were quick to point out that industrialised countries had already committed to reaching the 0.7% in order to reach the Millennium Development Targets for poverty reduction. But the EU was now effectively suggesting that the funds would need to be stretched in order to meet climate goals at the same time, they claimed.Oxfam International's climate change policy advisor Tim Gore argued that climate funding should come on top of existing overseas aid commitments, rather than from the existing $180 billion of ODA flows.
Air behind the numbers
The debate around additionality of climate funding is only just taking off in the EU and will likely spark controversy both between countries and within governments. In Germany, for example, an internal power struggle appears to be taking place over the governance of future climate funds, which the development ministry would like to control under its own budget. Last month, British Prime Minister Gordon Brown proposed a $100 billion annual climate fund by 2020, capping the share of development aid at 10% of this total (EurActiv 29/06/09). The Netherlands and Denmark are supporting the idea that climate funding should come on top of the 0.7%, while many other governments are still debating their position.Moreover, draft papers indicate that the Commission is preparing to take on the problem of double-counting offset credits earned from financing emissions cuts in developing countries.
Environmentalists point out that as these count towards developed country targets, they should not count towards financing reductions that must take place in developing countries too.Those are the two areas where scrutiny is going to be necessary to check that the numbers which are coming out in the debate are really what they claim to be,Oxfam's Gore emphasised.Positions:Sweden's Environment Minister Andreas Carlgren said the EU would work to bridge the gap between science and the offers on the table. BRUSSELS (AP) -- European Union nations on Monday unanimously supported expanding the bloc's anti-terror cooperation with the United States to stop the transfer of funds supporting terror groups.EU Justice and Home Affairs Commissioner Jacques Barrot said the 27-nation bloc wants to give anti-terror investigators at the U.S. Treasury access to European operation centers run by the bank transfer consortium SWIFT, expanding an existing 2007 anti-terror banking data sharing deal with Washington. To do so, it needs to negotiate under what conditions U.S. officials would have expanded access to such sensitive banking information.The consortium set up by member banks, is responsible for the collection and relay of more than 14 million financial transactions daily between banks and other financial institutions worldwide. It operates one of the largest financial transfer systems in the world.U.S. and EU authorities claim that access to the data has helped stop the transfer of money around the globe that funds terror groups and track down wanted terror suspects.
Barrot hopes to reach an initial temporary accord with American authorities giving them access to SWIFT's European data banks, which could serve as the basis for a longer lasting pact in coming months.The U.S. Treasury already has access to SWIFT's American database, but the banking consortium is setting up a new European office in Switzerland, which would focus on European clients. American investigators now want access to this new database as well.SWIFT's other two database centers, in the U.S. state of Virginia and in the Netherlands, handle all the consortium's transfer orders, including those of European citizens.It would be extremely dangerous at this stage to stop the surveillance and the monitoring of information flows, Barrot said, adding that the current pact, which only covers U.S. operations of SWIFT have been an important and effective tool to fight terrorism financing and to prevent terrorist attacks.SWIFT was forced under a court subpoena after the Sept. 11, 2001, terror attacks to give the U.S. Treasury access to its American operations under a secret deal, allowing investigators to go through private financial data held by European citizens.That arrangement was amended in 2007 after the EU, under pressure from European data protection authorities at home, said it violated European privacy laws because it did not give enough guarantees that the data collected on European citizens were properly protected.Barrot said Monday any new deal will extend data rights and privacy protections once the U.S. gets access to SWIFT's new Swiss operations. And the Swedish EU presidency ruled out any formal debate on the subject until autumn.A large majority of member states are of the view that we should maintain this as an EU operation,one EU diplomat said. The UK, Finland, Lithuania and Estonia are continuing to campaign for outside intervention, however. Poland also supports EUMM expansion. I think it would probably be very welcome if the US and the EU worked together to ensure stability in Georgia,Lithuanian foreign minister Vygaudas Usackas told EUobserver.Georgia last week publicly floated proposals to expand the EU mission following the departure of UN and OSCE monitors from the region.But the EU and the US say they have not received any formal Georgian requests so far.The US is mistrusted by Georgian rebel leaders in Abkhazia and South Ossetia after Russian accusations that it supplied arms to Georgia and incited its attack on South Ossetia last August.

OTTAWA (AFP) – Canada appealed to the European Union (EU) on Sunday to reconsider the adoption of a ban on the sale of seal products, and warned it would consider bringing the issue with the World Trade Organization.We are calling on the European Union to reconsider the proposed seal products trade ban, said a statement from International Trade Minister Stockwell Day and Minister of Fisheries and Oceans Gail Shea.Canada has clearly lived up to its obligations, and our position remains that any ban on a humanely conducted hunt such as Canada's is completely without cause, the statement said.The European Parliament in May voted to endorse an EU ban on seal products in protest against commercial hunting methods, but it will only become law once it is adopted by the Council of the European Union.The statement Sunday said the Council could take up the proposed ban as early as this Monday. If approved, it would come into force by 2010's seal hunting season.Ottawa argues that the ban should not target its seal products because it imposes regulations ensuring humane hunting inside its borders.Should the EU choose to adopt a seal products trade ban that does not contain an acceptable derogation for humanely harvested seal products, Canada will defend its rights and interests under the relevant World Trade Organization agreements,the statement said.
Around 6,000 Canadians take part in seal hunting each year along the Atlantic coast.
The Canadian government authorizes the slaughter of 338,000 seals per season, and says the survival of the species is not in danger. The popularity of seal hunting has dropped along with a decline in demand for seal products.However, seal hunting is a particular feature of Inuit communities in the country, and the ministers' statement Sunday made reference to the ban's impact on that population.We are particularly concerned that no one in the European Union has listened to the Inuit on this matter. This misinformed and ill-considered regulation will strike at some of Canada's most vulnerable communities,the statement said.

WASHINGTON – Despite their denials, influential Democratic Sens. Kent Conrad and Chris Dodd were told from the start they were getting VIP mortgage discounts from one of the nation's largest lenders, the official who handled their loans has told Congress in secret testimony.Both senators have said that at the time the mortgages were being written they didn't know they were getting unique deals from Countrywide Financial Corp., the company that went on to lose billions of dollars on home loans to credit-strapped borrowers. Dodd still maintains he got no preferential treatment.
Dodd got two Countrywide mortgages in 2003, refinancing his home in Connecticut and another residence in Washington. Conrad's two Countrywide mortgages in 2004 were for a beach house in Delaware and an eight-unit apartment building in Bismarck in his home state of North Dakota.Robert Feinberg, who worked in Countrywide's VIP section, told congressional investigators last month that the two senators were made aware that who you know is basically how you're coming in here.You don't say no to the VIP, Feinberg told Republican investigators for the House Oversight and Government Reform Committee, according to a transcript obtained by The Associated Press.The next day, Feinberg testified before the Senate Ethics Committee, an indication the panel is actively investigating two of the chamber's more powerful members:Dodd heads the Banking Committee and is a major player in two big areas: solving the housing foreclosure and financial crises and putting together an overhaul of the U.S. health care system. A five-term senator, he is in a tough fight for re-election in 2010, partly because of the controversy over his mortgages.Conrad chairs the Budget Committee. Referring to Dodd, the investigator asked:And do you know if during the course of your communications with the senator or his wife that you ever had an opportunity to share with them if they were getting special VIP treatment? Yes, yes, Feinberg replied.Bryan DeAngelis, Dodd's spokesman, said Feinberg has repeatedly made allegations of special treatment that were not true.As the Dodds have said from the beginning, they did not seek or expect any special rates or terms on their loans and they never received any. They were never offered special or sweetheart deals and if anyone had made such an offer, they would have severed that relationship immediately.
DeAngelis also repeated Dodd's statements from last February that an independent report showed the terms received by the senator and his wife were widely available at the time.Conrad's spokesman, Chris Gaddie, said Monday that the senator never asked for, expected or was aware of loans on any preferential terms and has worked overtime to set the record straight.He went with Countrywide simply because they already had his financial information,Gaddie said. He added that a Countrywide official had told Conrad that it is not unusual for them to make exceptions for good customers if they could sell the loan in the secondary market. We now know that they did sell the apartment building loan in the secondary market.The ethics committee determines whether senators violated standards of conduct. The outcome of the investigation could hinge on whether the mortgage violated strict limits on gifts to lawmakers or ran afoul of other Senate rules. The committee typically just issues a report. It could recommend a censure vote by the Senate, but that is rare. Feinberg could face criminal prosecution if shown to have made false statements. He was questioned closely by three of the ethics committee's six senators: Democratic Chairman Barbara Boxer of California; the panel's senior Republican, Johnny Isakson of Georgia, and Republican Jim Risch of Idaho, according to Elana Goldstein, one of Feinberg's attorneys who accompanied him to both closed-door committee appearances. The ethics questioning was intense at times, and Boxer asked the bulk of the questions, Goldstein said. When Feinberg described a conversation he had with Dodd, Boxer demanded to know how he remembered it. Feinberg said he recalled Dodd saying he had to leave to make a speech.Boxer asked whether Dodd and Conrad received VIP treatment because they were senators. Feinberg said that was not the case; they received breaks as other influential people in Countrywide's friends of Angelo VIP program. Isakson, a one-time real estate executive, asked more detailed questions about the mortgage agreements' terms. Countrywide VIPs, Feinberg told the committees, received discounts on rates, fees and points. Dodd received a break when Countrywide counted both his Connecticut and Washington homes as primary owner-occupied residences — a fiction, according to Feinberg. Conrad received a type of commercial loan that he was told Countrywide didn't offer.The simple fact that Angelo Mozilo and other high-ranking executives at Countrywide were personally making sure Mr. Feinberg handled their loans right, is proof in itself that the senators knew they were getting sweetheart deals,said Feinberg's principal attorney, Anthony Salerno. Two internal Countrywide documents in Dodd's case and one in Conrad's appear to contradict their statements about what they knew about their VIP loans. At his Feb. 2 news conference, Dodd said he knew he was in a VIP program but insisted he was told by Countrywide, It was nothing more than enhanced customer service ... being able to get a person on the phone instead of an automated operator.He insisted he didn't receive special treatment. However, the assertion was at odds with two Countrywide documents entitled Loan Policy Analysis that Dodd allowed reporters to review the same day.
The documents had separate columns: one showing points actl chrgd Dodd — zero; and a second column showing policy was to charge .250 points on one loan and .375 points on the other. Another heading on the documents said reasons for override.A notation under that heading identified a Countrywide section that approved the policy change for Dodd. Mortgage points, sometimes called loan origination fees, are upfront fees based on a percentage of the loan. Each point is equal to 1 percent of the loan. The higher the points the lower the interest rate.Dodd said he obtained the Countrywide documents in 2008, to learn details of his mortgages.In Conrad's case, an e-mail from Feinberg to Mozilo indicates Feinberg informed Conrad that Countrywide had a residential loan limit of a four-unit building. Conrad sought to finance an eight-unit apartment building in Bismarck that he had bought from his brothers. I did advise him I would check with you first since our maximum is 4 units,Feinberg said in an April 23, 2004, internal e-mail to Mozilo.Mozilo responded the same day that Feinberg should speak to another Countrywide executive and see if he can make an exception due to the fact that the borrower is a senator.Feinberg said in his deposition with House Oversight investigators last month that exceptions for the type of loan Conrad received were not allowed for borrowers outside the VIP system. If there was a regular customer calling, and of course you say, No, we're a residential lender. We cannot provide you with that service,Feinberg said. Feinberg also told House investigators that Countrywide counted both of Dodd's homes as primary residences.He was allowed to do both of those as owner-occupied, which is not allowed. You can only have one owner-occupied property. You can't live in two properties at the same time, he said.Normally, Feinberg said, a second home could require more equity and could have a higher mortgage rate.Rep. Darrell Issa of California, the senior Republican on the House Oversight Committee, had his investigators question Feinberg as part of a broader investigation into Countrywide's VIP program.Other names that have surfaced as friends of Mozilo include James Johnson, a former head of Fannie Mae who later stepped down as an adviser to Barack Obama's presidential campaign, and Franklin Raines, who also headed Fannie Mae. Still other friends included retired athletes, a judge, a congressional aide and a newspaper executive.Conrad initially said in June 2008, If they did me a favor, they did it without my knowledge and without my requesting it.The next day, Conrad changed course after reviewing documents showing he got special treatment, and said he was donating $10,500 to charity and refinancing the loan on the apartment building with another lender. He also said then it appeared Countrywide had waived 1 point at closing on the beach house.Gaddie said Feinberg has previously made statements to the news media that Countrywide waived 1 point without the senator's knowledge.Feinberg testified that VIPs usually were not told exactly how many points were being waived, but it was made clear to them that they were getting discounts.

Berkeley, Calif. – If your neighbors were making a terrible racket, would you offer to pay them to stop? Of course not.Sure, they'll stop today. But they'll soon be clamoring for more payments. One of the major features of the Waxman-Markey cap-and-trade bill – the ambitious climate change legislation recently passed by the House – offers just such payments. It pays polluting countries not to pollute. And, as with the noisy neighbor, this will just encourage a continuing racket.Here's the story: India has offered to cap its greenhouse-gas emissions – but only at a level 10 times higher than its own emission rate. China will not accept a cap at all, and at the Major Economies Forum on July 9, China and India even blocked setting a target for world emissions in 2050. This trend confirms that other developing countries will also stick with their anti-cap positions, leaving half the world's emissions unchecked and growing far faster than emissions from the industrialized nations.The Waxman-Markey bill was supposed to remedy this problem by providing US leadership, which poor nations would follow by accepting caps. But this hope ignored the inequities of caps and ignored the bill's offer of an estimated $13 billion a year – growing to $83 billion annually in 2050 – to buy international offset credits from developing countries. Such offset purchases encourage poor countries not to accept caps. Global cooperation requires a reversal in US climate policy toward developing countries. We must reward cooperation rather than the lack of it.Buying offset credits pays emitters in developing countries to emit less than they would have emitted.But implementing a cap cuts back on what they would have emitted, and reduces their profits from selling offsets.
The House bill did not create this offset problem. The European Union's cap-and-trade scheme has long allowed European companies to buy UN-certified offset credits instead of cutting their own emissions. As Stanford researchers Michael W. Wara and David G. Victor found over a year ago, Europe's offset purchases have not drawn developing countries into substantial limits on emissions, but have, by contrast, rewarded them for avoiding exactly those commitments.As a result of this perverse incentive, Europe's cap-and-trade market is considering rules to ban the purchase of UN offset credits from major developing countries.One of the offset schemes that Europe might ban involves a type of chemical plant found, among other places, in China. While dumping a notorious greenhouse gas into the atmosphere, the plant's owners suggest to the UN that the plant could incinerate the gas instead – if the owners were allowed to sell offsets. The particular gas emitted is 11,700 times worse than carbon dioxide, so naturally the UN agrees that the owners can sell 11,700 tons of emission offsets for every ton of gas incinerated. With offsets worth about $15 a ton, the profits have been enormous.By purchasing such offsets, Europe pays poor countries not to harm the climate, and the House bill would do the same. Most markets, however, pay for goods, not for stopping bads.In the private sector, we call a market for not doing harm a protection racket.By offering to pay protection money – by buying offset credits – we invite the protection-racket way of thinking into the realm of international negotiations.For example, if China had committed to even a weak cap or carbon tax, it would have curbed its horrendous chemical-plant emissions. But instead, the Chinese and others have allowed these emissions to continue and have offered to protect the world from them – for a price.There's nothing wrong with contributing funds to fight climate change in poor countries. They have done little to harm the climate. But our contributions should reward those who commit to join us in the fight. Although China and India are not likely to reconsider caps, there is still hope for a policy that rewards cooperation. Top economists, from N. Gregory Mankiw on the right to Joseph E. Stiglitz on the left, have long recommended a carbon tax as far better than a cap.
Poor countries reject effective caps because they limit their per-person emissions to far less than our own. But carbon taxes lack this offensive inequality. So China, India, and others might well commit to taxing carbon, especially if given some assistance for doing so.With half the world rejecting caps, we must change course. First, remove the foreign offsets from the Waxman-Markey bill. They cost us dearly and only work against us. Then, devise a policy to reward those who commit to join us. Seals and visas threaten EU-Canada rift

EUOBSERVER / BRUSSELS - Canada's decision to impose visas on Czech citizens and the EU's decision to ban seal products are emerging as major irritants in bilateral relations.Both issues came up at a meeting of EU foreign ministers in Brussels on Monday (27 July), the first high level event under the Swedish EU presidency.The Czech Republic used the opportunity to complain against Ottawa's unilateral re-imposition of visa requirements due to a surge in Czech asylum applications. The move, in mid-July, comes after two years of visa-free travel. For us, this is not an issue between the Czech Republic and Canada but between the EU and Canada, Swedish foreign minister Carl Bildt commented after the EU meeting.Mr Bildt called the Canadian decision sad and said it has caused deep concern in the bloc. But he ruled out any EU reaction before the European Commission in September puts forward a legal analysis of the situation.The commission will assess Prague's call on fellow member states to show reciprocity - or in other words, to re-introduce visas against Canada. EU states will then have a further three months to consider their reaction. As the presidency of the EU, we are in favour of this reciprocity,Sweden's migration minister Tobias Billstroem told AFP, despite the Canadian opinion that such a counter-reaction is out of the question.
Germany, France and the UK could face harsh consequences in terms of trade if they retaliate on the Czech Republic's side.Canada says 1,720 mostly Roma-origin Czech citizens applied for asylum in the first six months of 2009 compared to half that figure in the whole of 2008. The Czech Roma have complained of discrimination in their home country.We need to streamline the system to provide faster protection for real victims of persecution, while showing bogus claimants the door much more quickly,Canadian immigration minister Jason Kenney said on Monday.Until we're able to come up with reforms along those lines, unfortunately, the visa policy becomes our only recourse.
Seal angst
In another matter set to annoy in Canada, EU ministers on Monday rubber stamped a ban on EU seal product imports in response to concerns about the animal welfare aspects of seal hunting practices.Canada - which culls about 300,000 seals off its east coast each year – has said the EU's decision is unscientific and plans to challenge the move at the World Trade Organisation (WTO) in Geneva.We are very disappointed with this ruling. We believe strongly this violates the World Trade Organisation guidelines,Canada's international trade minister Stockwell Day said, according to the BBC.It is in our view inappropriate that a trade decision is taken which is not based on science.The ban is due to affect the 2010 hunting season and halt annual trade worth a symbolic €4.2 million, according to media reports.
EU-Moldova relations linked to electoral conduct

Violent street protests and a brutal government crackdown followed parliamentary elections three months ago after the anti-Communist opposition claimed the vote was rigged.But Moldova was in May still invited to join the EU's Eastern Partnership - a Polish-Swedish origin project to improve EU relations with six former Soviet states.
Mr Bildt sent Polish foreign minister Radek Sikorski as his envoy to Cisinau on Friday with a call for the country to adhere to European values and principles.Mr Sikorski in Brussels on Monday made an explicit link between election behaviour and potential EU aid.The Moldovan authorities face a choice: either there are free elections and then we [the EU] say we are ready to intensify our relationship with Moldova on the Eastern Partnership, visa facilitation, economic assistance and a free trade zone, or Moldova will isolate itself,he said during a press briefing.The Pole mentioned freedom of the press, well-prepared voter registers and a climate of liberty as pre-conditions for a positive EU opinion.Mr Sikorski in Cisinau also handed a list of EU requests to acting Communist president Vladimir Voronin. The text urges respect for human rights and rule of law.It also calls on Cisinau to set up a promised commission of enquiry into the April events.In return, Poland pledged to be Moldova's advocate in future Eastern Partnership projects and in the country's potential talks with international lenders such as the International Monetary Fund (IMF), the European Bank for Reconstruction and Development and the European Investment Bank.The IMF predicts that Moldova's GDP will tumble by 9 percent this year. The country is already the poorest in Europe, with average monthly wages of less than €200.It relies economically and politically on Russia, with Moscow still keeping some 500 troops in the separatist region of Transnistria.
Communists set for losses
The latest opinion polls showed the Communists winning between 31 and 38 percent of the vote, much lower than the majority they claimed in the April elections.Three opposition parties have a combined score of around 30 percent, but one of them could forge an alliance with the Communists under a deal to oust Mr Voronin.In Europe, Communism as a political regime ...still exists only in Moldova, the liberal opposition parties said in a statement on the last day of the campaign.We have a chance in this election to turn this gruesome page once and for all.Mr Voronin, 68, has been in office since 2001 and cannot stand for a third presidential term but is hoping to take the powerful post of parliament speaker instead. EU wary of diplomatic fallout from Iceland move

EU foreign ministers in Brussels on Monday (27 July) restated their "full support for the European perspective of the Western Balkans" and promised to shortly recognise Albania's application.I hope we will be able in the next few months, and stretching beyond the Swedish presidency, to give a new impetus to the integration process in the Western Balkans,Swedish foreign minister Carl Bildt said.We must not lose sight of the need to further stabilise and integrate South East Europe,enlargement commissioner Olli Rehn added.The remarks came after the EU formally accepted Iceland's request to join the bloc just three days after it was made. Balkan nations such as Montenegro have in the past had to wait up to four months for the green light.Mr Rehn noted that he was in Podgorice last Thursday promoting EU visa free travel on the same day that Iceland handed over its EU bid in Stockholm. Montenegro, Macedonia and Serbia are set to enjoy visa-free entry into the EU from 1 January 2010.I do not happen to have a Montenegrean one, but this is the key to visa free travel in the EU [passport-free] Schengen area, the commissioner said, holding up a Serbian biometric passport at Monday's press event.EU-Balkan relations are mired in bilateral problems on top of a negative political climate toward enlargement.Greek foreign minister Dora Bakoyanni on Monday said Greece would veto starting accession talks with Macedonia unless the country changed its name, which is also the name of a Greek province. Slovenia on Friday also blocked the opening of another negotiating chapter in Croatia talks amid an ongoing dispute over maritime borders.

Mr Rehn said that Iceland's EU application will be treated by the book but explained that it already observes two-thirds of EU laws as a member of the European Economic Area (EEA), a 1994 trade pact.It took us a longer time to negotiate membership in the EEA than from that point to negotiate membership in the EU,Sweden's Mr Bildt pointed out.Iceland's EU entry will not be a walk in the park, however.Dutch EU ambassador Tom de Bruijn on Monday ruffled feathers by saying Iceland must repay €1.3 billion of debts caused by a 2008 bank collapse before its EU bid goes ahead. The Brits [which are owed €2.6 billion] are no longer making this a condition. But the Dutch want their money back,an EU diplomat said.
