Lisbon Treaty strengthens role of religion says EU

EUOBSERVER / BRUSSELS - Securing a stronger consultative role for European religions in EU policy making is another good reason to support the Lisbon Treaty, say two of the EU's most senior officials.Speaking after a meeting with European religious leaders on Monday (11 May), European Parliament President Hans-Gert Poettering said such discussions in the future could not be guaranteed without the full ratification of the Lisbon Treaty. A number of religious and pro-life groups in Ireland are concerned that the Lisbon Treaty could allow abortion in through the backdoor (Photo: EUobserver.com)Mr Pottering said the annual inter-religious dialogue between European religious leaders and the EU institutions - formalised in 2005 - were carried out on the basis of good will rather than because of a legal obligation. If the Lisbon Treaty is not ratified, with the new leaderships in the commission and the parliament, they could abolish this dialogue because legally it's not binding,he said.He added that it is the responsibility of Ireland to ensure the treaty comes into effect.The Irish government is set to hold a second referendum on the Lisbon Treaty this autumn, following an initial rejection by a majority of Irish voters last June.However, the document is also facing several legal challenges in Mr Pottering's home country of Germany and awaits presidential signatures in the Czech Republic and Poland.European Commission President Jose Manuel Barroso, who co-chaired the meeting with Mr Poettering, told journalists the Lisbon Treaty would also re-inforce dialogue between non-confessional organisations.One of the purposes of these meetings is to highlight how it is important in Europe to keep freedom of religion [and] also the freedom not to have a religion, he said.

The Church and Lisbon

[The Lisbon Treaty] is the first time ever that our churches and our religious communities are included in the law of the European union,Mr Pottering said. However, the EU's secularism, in particular politically unwillingness to include a reference to the Christian god in the Constitutional Treaty's preamble, was one reason given for conservative Christian groups' opposition to the Lisbon Treaty during the country's referendum on the document last June. The Lisbon Treaty is a rewritten version of the Constitutional Treaty rejected by French and Dutch voters in 2005, containing many of the main proposals but doing away with reference to European symbols such as a European flag and anthem.Also attending Monday's meeting was the Catholic archbishop for Dublin, Diarmuid Martin. Mr Martin has increasingly voiced his support for the Lisbon treaty in recent months ahead of a second Irish referendum on the document this autumn.Ireland needs Europe but also Europe needs Ireland, he says.Europe needs the diversity of its smaller nations and different cultures.Mr Martin referred to the lack of understanding by Irish citizens ahead of the last year's referendum, adding that current debate was helping to provide greater clarity ... on a number of issues that were of concern to the Irish electorate.One issue of concern to Irish religious groups is the possibility that Ireland could be forced to accept abortion under European law if the Lisbon Treaty is ratified.

Abortion is not currently allowed under Irish legislation, a situation that has prompted three of its citizens to take legal cases to the European Court of Human Rights.The Czech Republic, currently chairing the EU's six-month rotating presidency, is currently drafting three legal guarantees for the Irish government that would help ensure its sovereignty in the areas of taxation, defence and such social affairs in return for accepting the Treaty. Doubts remain however over the genunine effectiveness of the three legal protocols that are likely to be introduced via an EU accession treaty, most probably that of Croatia. A number of EU member states are also concerned that any Irish legal guarantees could result in the Lisbon ratification process being re-opened in their countries.

The Bilderberg group consists of about 140 wealthy and powerful people who meet annually to discuss key global issues. Named after the Bilderberg hotel in Oosterbeek, the Netherlands, where it held its first meeting in 1954, the group is highly secretive, doesn't let journalists attend unless they agree beforehand not to report on the proceedings, and won't even say who is a member.It's known that attendees include politicians, royalty, wealthy industrialists and back-room power brokers. Conspiracy theorists say the group essentially controls the world and makes key decisions on international policy.Canadians who have gone to the meetings in the past include Heather Reisman, chief executive officer of Indigo Books & Music Inc., former Torstar Corp. CEO Robert Prichard, former prime minister Jean Chrétien and former New Brunswick premier Frank McKenna. Conrad Black has attended many times and he organized the 1996 meeting that was held just north of Toronto. The last time the Bilderberg group met in Canada was in June, 2006.

When and where is it meeting this year?

This year's session is set to start this Thursday in Vouliagmeni, Greece, just south of Athens. The global financial crisis will undoubtedly be on the agenda. Still, China represents only about 7 per cent of the global economy, so there needs to be a more widespread recovery for the world to pull out of its funk.

Are developing countries really improving that much faster than the West?

BMO Nesbitt Burns economist Douglas Porter noted last week that some indicators in China and India are showing solid gains relative to similar markers in the West. Retail and auto sales statistics in China, for example, are much better than in North America, and industrial purchasing in both India and China is on the rise. Stock markets in developing countries have also risen much more quickly than those in Europe and North America.

Watchdog website keeps eye on MEP voting records

EUOBSERVER / BRUSSELS - A new website hopes to open up the political habits of MEPs, exposing voting behaviour, attendance and party allegiances in a bid to bring some EU politics to the European elections in June.The website Votewatch.eu launched on Monday (11 May) aims to shed some light on the activities of euro-deputies who augment legislation affecting most aspects of EU citizens' lives.Using information that is publicly available but difficult to find, the website also breaks down each MEP's record by nationality, national political party and the faction they belong to in the EU assembly.European Policy Centre (EPC) analyst Sara Hagemann, heading the project, stressed that the idea was not to name and shame MEPs but to set up a monitoring tool.Europe needs a stronger democracy. We want to make the way it works more transparent.Presenting the project, Ms Hagemann and her colleagues drew comparisons to the US, where the voting records of congress members are a powerful tool in political campaigning, with candidates trawling back in their opponent's voting history to see how they voted on particular issues.That is how we would like to see it work in European politics,said Hans Martens, head of the EPC.Unveiled just over three weeks before the European Parliament elections (4-7 June), the site notes that MEPs have cast more than 6,000 votes over the last five years. In future, these votes are to be included in the data as soon as possible after each vote.Simon Hix, political scientist at the London School of Economics, says the website will show "shifting patterns of coalitions.Taking an example from the current parliament, he noted that left-wing parties formed coalitions on civil liberties issues while right-wing parties formed coalitions on economic issues.

Austrians - highest attendance

The data - based on attendance lists and roll-call votes - show that the Greens have the highest attendence (87.39%) and the eurosceptic Independence/Democracy Group the lowest (82.46%).Using the same criteria, the website shows that Austrian MEPs (92.71%) are most likely to be found in the chamber for a roll-call vote (normally on important or divisive issues, recording MEPs' name and how they voted) while the Italians come in last at 71.93 percent.Meanwhile, the French Greens are the most loyal to their EU faction, voting with the party for 99.09 percent of the time. The UK Independence Party are the least loyal, voting with the Ind/Dem group only 66.19 percent of the time, pipping the British Conservatives' low fidelity towards their own group, the centre-right European People's Party, who voted 74.27 percent of the time with the rest of the EPP.The researchers stressed several times that their data was purely factual and not pejorative, but Mr Hix also added that the team had received some very good legal advice.The precaution follows the temporary closure after legal pressure on another, less comprehensive website rating MEPs' attendance.

The website has been welcomed by EU ombudsman Nikiforos Diamandouros, who pointed out that most of the complaints he has to deal with involving the EU institutions concern transparency.Jana Mittermaier from anti-corruption pressure group Transparency International noted that transparency is the best weapon in the battle against corruption.Making this information easily available will build up trust in the institutions, she said.

Next steps

The researcher indicated that their next target is the EU Council of Ministers, representing member states and traditionally the least accessible of the main EU institutions.We are working on a parallel set of pages for the Council, said Mr Hix, with information from this body made public only with the voting records of member states blacked out.Ms Mittermaier said it would be her group's dream to have public access to voting records from the Council.The creators of the website also intend to refine the attendance record by elaborating on whether MEPs signed in for attendance in any given plenary session, whether they voted, as well as provide information on voting and attendance in committees - with committees increasingly being the place where legislative deals are sealed.Mr Martens jokingly remarked that VoteWatch.eu does not show the user whether an MEP has collected their allowance for the day but not voted adding:I suppose that would be the next step.

EU-Pakistan summit to focus on counter-terrorism

EUOBSERVER / BRUSSELS – The first ever EU-Pakistan summit next month will be mainly aimed at helping the government in Islamabad fight the Islamist networks that staged the Mumbai attacks last year and also pose a threat to Europe, the bloc's counter-terrorism co-ordinator, Gilles de Kerchove, said on Monday (11 May).The post of counter-terrorism co-ordinator was created in 2004 after the Madrid bombings and aims at ensuring that member states apply the EU strategy in this field.The security threat posed by Afghanistan and Pakistan to Europe is obvious. We had many cases in the recent past where either Pakistanis were coming to Europe or young EU citizens were going to Pakistan for training and being brainwashed in madrassas (religious schools),Mr de Kerchove said at a conference about EU's counter-terrorism policies organised by Security and Defence Agenda, a Brussels-based think tank.In its latest report published last month, the EU's police co-operation agency, Europol, highlighted the increased threat posed by the Afghan-Pakistani region.Afghanistan and Pakistan seem to have replaced Iraq as preferred destinations for volunteers wishing to engage in armed conflicts,the report states.Apart from the Taliban, which is closely connected to the insurgency in Afghanistan, the more dangerous organisation in Pakistan was the Lashkar-e-Taiba (LET) group that staged last year's series of bombing and shooting attacks in Mumbai on hotels and other public targets and that maintains close ties to Al Qaeda, training volunteers for the Jihad, according to the report.The recruits pose a threat not only to European troops deployed in Afghanistan, the report shows, but also for EU cities upon their return – like the members of the Belgian cell who were accused of attempting to stage a bombing attack in Brussels last December. In Spain, police arrested 14 individuals of Pakistani and Indian citizenship in January 2008 for allegedly planning to carry out suicide bomb attacks in Barcelona and other European cities.The US director of national intelligence, Dennis Blair, said in February that the primary threat from Europe-based extremists stems from Al Qaeda and Sunni affiliates who return from training in Pakistan to conduct attacks in Europe or the United States.

Pakistani government opens up

Unlike three years ago, when the Pakistani authorities were dismissive of any EU help, the government in Islamabad is now open to Europe's assistance in counter-terrorism.When my predecessor went to Pakistan two-three years ago, he couldn't meet the relevant people and was only asked to add one organisation to the list of EU terrorist organisations and to get more access to Pakistani textiles on the EU market,Mr de Kerchove said.Last month, EU commissioner for external relations Benita Ferrero-Waldner announced a boost in financial aid to Pakistan of €50 million a year and mainly aimed at helping the government with combating militant extremism.Most of the EU assistance, in Mr de Kerchove's view, would go into helping the Pakistanis shift from a military approach in dealing with terrorism to a police and law enforcement one. Better governance and a functional judiciary were also very important, the EU co-ordinator stressed.Most of the terrorists arrested last year – if not all of them – have been released because the police were unable to collect the right evidence,he said, adding that the EU could help them in training police forces on how to collect evidence and better co-ordinate with other state actors.Orienting development funding into justice and home affairs projects could also be of help, he said.Development is a precondition for security and vice versa. I was told in Pakistan why the Taliban are so attractive – it's because they provide quick justice, while the state is unable to do so,he pointed out.The summit, which is set to take place next month – with 17 June being earmarked as provisional date, would only encourage momentum in the field of counter-terrorism,Mr de Kerchove said.

Swine flu is likely to spread around the world in the next few months and infect one-third of the global population, according to the first detailed analysis of the spread of the virus.The study by researchers at London's Imperial College, published in the journal Science, found that swine flu has 'full pandemic potential', spreading easily from person to person.But the research's author, Professor Neil Ferguson, said it was too early to say whether the virus will cause deaths on a massive scale, or prove little more lethal than normal seasonal flu.Its full impact on the UK is not likely to be known until the annual flu season in the autumn and winter, when a really major epidemic can be expected in the northern hemisphere.

Swine flu is certainly milder than the Spanish flu which caused an estimated 50 million deaths in 1918, but it is not yet possible to say whether it will kill more than the most recent pandemics in 1957 and 1968, he said.Professor Ferguson, who sits on the World Health Organisation's emergency committee for the outbreak, said the international community should decide this week whether to switch vaccine-production capacity away from seasonal flu to concentrate on swine flu.He told the BBC Radio 4 Today programme: This virus really does have full pandemic potential. It is likely to spread around the world in the next six to nine months and when it does so it will affect about one-third of the world's population.To put that into context, normal seasonal flu every year probably affects around ten per cent of the world's population every year, so we are heading for a flu season which is perhaps three times worse than usual - not allowing for whether this virus is more severe than normal seasonal flu viruses.Professor Ferguson declined to put an estimate on the number of deaths which may result from the swine flu pandemic.We have some assessment, but the uncertainty is still quite broad, he said. We can say it is not going to be as catastrophic as the Spanish flu pandemic of 1918 - it is milder than that.But it is still possible it could be like 1957 - where about three to four out of 1,000 people who were infected died and overall about three to four million people died that year because of the pandemic worldwide - or it could be even milder than that, like the 1968 pandemic which was barely worse than a normal seasonal flu year.

I am not predicting three to million (deaths). That was what happened in 1957. The world is a very different place today. There are more people in the world, but there is also a much better healthcare system. We have drugs and vaccines, particularly in developed countries, which should markedly reduce the burdens of the disease.Professor Ferguson said his findings confirmed that decisions must be taken swiftly on vaccine production.We really need to be prepared, particularly for the autumn,he said.At the moment, the virus is not spreading fast in the northern hemisphere, because we are outside the normal flu season, but come the autumn it is likely to cause a really major epidemic.One of the key decisions which has to be made this week by the world community is how much do we switch over current vaccine production for seasonal flu to make a vaccine against this particular virus? I think those decisions need to be made quickly.

Iran's Revolutionary Guards have begun deploying mobile launchers for surface-to-air and surface-to-sea missiles in the Strait of Hurmuz and other areas in the Gulf, it has been revealed. An Iranian flag flutters, in this image released Wednesday Nov. 12, 2008 taken at an undisclosed location in Iran, that shows a missile prior to the test firing by Iranian armed forces.An Iranian official, quoted anonymously in the Saudi daily Al-Watan, said Iranian forces deployed the missile bases following secret reports that the United States and Israel were working on a military strike against Iran's nuclear facilities. Iran's preparations for a potential military strike are not new. The republic has conducted several military exercises over the past few years, some with the explicit intention of preparing the armed forces for a possible confrontation with the West. The source said the missiles were deployed a few weeks ago. Iran is said to have informed Arab countries in the region of its activities and reassured its neighbors that the missiles were not aimed at states in the region, a reference to Sunni Arab states such as Kuwait, the United Arab Emirates, Qatar, Saudi Arabia and Bahrain, which has a Shi'ite majority but Sunni government.

Bahrain, for example, is closer to Iran's Bushehr nuclear power plant than the Iranian capital Teheran. Any strike on the facility will affect Bahrainis more than Iran's center of power. Hady Amr, Director of the Brookings Doha Center, said there were too many variables at play in the region to draw conclusions as to the deployment's underlying meaning. Amr spoke of the Obama administration's disposition towards dialogue with Iran, shifting alliances in the US dialogue with Syria, the Iranian presidential elections and the global financial crisis which has made both Iran and the Gulf states less secure. On several occasions Iran has expressed its displeasure over potential US bases in its Arab neighbors' territories. This may be part of their muscle-flexing in that regard,Amr told The Media Line, to make sure that the Gulf states hosting American and French bases understand that there will be a price to pay.The reports of missile deployments coincide with the US's declared intentions to bridge the rift with Iran. US President Barack Obama is attempting a dialogue with Teheran to defuse tensions built up during the Bush Administration over Iran's controversial nuclear program. The release of Iranian-American journalist Roxana Saberi from Teheran's Evin prison on Monday could be a response to US overtures. Saberi, 31, was originally sentenced to eight years in prison on charges of espionage and had been held in prison since January, 2009. An appeals court in Iran reduced her sentence to a two-year suspended term and a five-year ban on reporting in Iran.Iran has been under international pressure to abandon its nuclear program and uranium enrichment activities since 2002. The US, Israel and other countries are concerned that Iran is secretly pursuing nuclear weapons, although Teheran vociferously denies these accusations and claims its program is for peaceful purposes.

The US has not ruled out the possibility of a military strike on Iran.

Iran has threatened to retaliate to any aggression on its soil by closing down the strategic Strait of Hormuz, which will disrupt global oil supplies. Last year Iran opened a new naval facility in Jask, in the entrance to the Gulf, the declared aim of which was to enable Iran to block the enemy from entering Iran in the event that the country were attacked. Gulf countries, including Iran, hold more than half of the world's crude oil reserves and more than 40 percent of the world's proven gas reserves.

Prices dropped last year. But we still need to invest to protect ourselves from inflation. That's why our retirement-plan investing needs an inflation tilt. You'll understand why in a few paragraphs.How bad will future inflation be? I don't know. Neither does anyone else. It could be a normal inflation of 3% to 4% a year. It could also be a banana-republic 10% a month.What we know is that all governments make promises they can't fulfill. Our government certainly has. Under both political parties, it has taken promise making to a high art. This is not hyperbole. The figures can be found in regularly published government reports.

Much worse than you probably think
The figures exist, but they are ignored. News reports regularly inform us of the growing federal deficit, projected at a stunning $1.75 trillion for fiscal 2009 and $1.17 trillion for 2010. But regularly reported, less visible government obligations have been growing much faster.In the nearly five years from January 2003 to December 2007, the Medicare trustees reported that the unfunded liabilities of Social Security and Medicare grew by a stunning $10.4 trillion. The average annual growth topped $2 trillion.

That exceeds the expected formal deficit of $1.75 trillion this year.

In the 2008 trustees' report (.pdf file), the unfunded liabilities of Social Security and Medicare -- promises of future retirement and health care benefits -- total $42.9 trillion. In a few days, we should be able to read the 2009 report. It's a good bet that the unfunded liabilities will show an increase in the new report. Ironically, payroll tax payments are still large enough that the Social Security and Medicare programs don't need every dime. The extra money goes into the program trust funds as Treasury debt. The actual cash is spent elsewhere. Basically, the employment tax has been subsidizing other federal spending. This has been going on since the 1983 reform of Social Security, a disaster chaired by Alan Greenspan, later the Federal Reserve chairman.

Today's deficits? That's nothing
Last year's Social Security trustee report estimates that OASDI (Social Security retirement and disability) and HI (hospital insurance), excluding book entry interest for the trust funds, will have more revenue than expenses until 2015. If higher cost assumptions prevail, however, the last year of positive flow will be 2010.That's next year.

You can see for yourself by examining table VI.F9 on page 191 of the 2008 trustees' report.When Social Security and Medicare costs exceed their revenues, the Treasury will have to borrow money to cover the shortfalls. When that happens, today's stunning deficits will look small.

That's why our future contains inflation, not deflation.

The upside-down nation
There is another way to see how serious our situation is: Compare the unfunded liabilities of Social Security and Medicare with the net worth of every household in America.According to the Federal Reserve flow-of-funds figures for year-end 2007, our collective net worth as consumers was $62.7 trillion. By the end of 2008, the same figure had fallen to $51.5 trillion. Another year of growth for Social Security and Medicare liabilities would bring total unfunded government promises to about $46 trillion. That's nearly 90% of our net worth.If consumer net worth fell an additional $5 trillion -- the same amount it fell in the last three months of 2008 -- we'd be broke. Yes, you read that right. Government obligations for basic programs would exceed the net worth of every household and nonprofit organization in America.

We'd be the upside-down nation.

In addition to cutting expenses, we would have to invest a portion of our money in assets that give us a hedge against inflation: Treasury inflation-protected securities, real-estate investment trusts and energy companies.Would this be perfect protection?
