President Bush is doing a good job; most people say so. Two things, however, are wrong, and most people, once they have the facts, will agree they are wrong. These people need to speak up now – loud and clear.The first is the blanket amnesty for a half-million illegal Mexican immigrants, an obvious do-good favor for Bush buddy Vicente Fox, president of Mexico. This shocking move in the wake of the Sept. 11 assaults swells the mass of illegals, probably including terrorists, and jumps these lawbreakers ahead of millions legally in line and waiting for years. This is dangerous and unfair.The second wrong is the creeping authority of the World Court – the United Nations-sponsored International Criminal Court that, unless checked, will someday have American sailors, soldiers and Marines in the dock, stripped of their constitutional rights and at the mercy of foreign judges, some of whom flat-out hate America.

On April 11 in Rome, U.N. Secretary-General Kofi Annan happily announced that 10 more nations had just ratified the ICC Treaty and that the court would be in full force in the spring.A total of 66 nations had approved – six more than the required 60. Oh happy day for the globalists! The United States has not ratified this treaty, nor did China and Russia. President Clinton made a grandstand play at the deadline hour, midnight Dec. 31, 2000, by sending Assistant Secretary of State David Scheffer to the 32nd floor of the New York U.N. Headquarters Building to sign the document.

Court Claims Jurisdiction

This U.N. International Criminal Court now claims jurisdiction over U.S. citizens, including our military – and recognizes no U.S. constitutional rights, jury trial, bail or appeal. This is preposterous, to say the least – and also shows the arrogance of these U.N. internationalist lawyers, who know and scoff at the treaty-ratifying procedure in the United States: The president ratifies treaties with the advice and consent of the Senate, provided two-thirds concur (Article II, Section 2, U.S. Constitution). In a test vote in the Senate, the ICC Treaty was rejected, 99-0.U.S. Ambassador-at-Large for war crimes issues Pierre Prosper emphasized, The United States is not and will not be part of the ICC.That's tough talk that must be backed up with immediate action by President Bush: He must unsign the ICC Treaty. Just how to unsign is not clear, but an official U.S. document to the United Nations to remove the signature of the U.S. representative from the ICC Treaty should suffice – as firm, final and forever, whether accepted by the United Nations or not – that the USA is out of there.It is inconceivable that Bush, or any future American president, would ever submit the ICC Treaty to the Senate for approval. It would be defeated. Even so, the grasping, insulting integrationists are claiming jurisdiction over Americans, based on the signing.

Torn DeLay, R-Texas, is stuck in the House International Relations Committee under Chairman Henry J. Hyde, R-Ill.Both bills have the exact same language. When passed, they would go straight to the president for immediate action and would provide the following: Cut off U.S. military aid to any country that ratified the ICC Treaty.

Prohibit U.S. forces from participating in U.N. operations, unless immunized from ICC jurisdiction by a specific U.N. resolution.Authorize the president to take any action necessary and appropriate to free Americans from ICC captivity.

Why ICC Is So Popular
So, why would an International Criminal Court be so popular with 66 nations of the world – nations willing to surrender their freedoms and sovereignty to a world organization? Even the 17 members of the European Union (EU)? Most of these nations have never tasted the exhilaration of the freedoms and independence that Americans have. Perhaps many want to get back at the Colossus of the North (the U.S.) with their super Colossus of the world (the U.N.). This may be the inbred attitude in particular of the EU (Britain, France, Germany, Spain, Italy, etc.) – nations that have never experienced American-style freedoms and prosperity. Maybe they secretly want to stick it to us, i.e., force the haughty Americanos into a world organization and be cut to size.Americans do not have to accept this creeping ICC, which its instigators want to operate for a while without upsetting us, as the ICC concept moves quietly along, just as the Genocide Convention did for many years before being ratified. So Clinton dared not submit the ICC treaty for ratification, and was forced to wait for a wind change in politics.

Signs showing an integrated North America have begun showing up on U.S. Interstate highways for NORPASS, a new electronic system that allows participating truckers in Canada and the U.S. to by-pass roadside weigh stations through the use of a transponder mounted on the windshield. The NORPASS website describes the organization as a partnership of state and provincial agencies and trucking industry representatives who are committed to promoting safe and efficient trucking throughout North America.Truckers that register to participate in NORPASS receive a small transponder that signals to a computer in participating weigh stations. As the participating truck approaches the NORPASS weigh station, a roadside reader detects the transponder and a computer in the weigh station checks the truck's credentials.

If the truck is certified, the NORPASS transponder signals a green light, allowing the driver to bypass the station. If a problem is detected, a red light flashing on the transponder indicates a need for the truck to stop and be checked. Participating NORPASS truckers are charged $45 to purchase a windshield transponder directly from NORPASS.Melanie Coon, a spokesperson for the Washington Department of Transportation, or WaDOT, told WND the purpose of the system is to contribute to the state's efforts to introduce automated intelligence systems to assist trucks and people in crossing the U.S.-Canadian border more efficiently.Along with Washington, states participating in NORPASS include Alaska, Oregon, Idaho, South Dakota, New York, Connecticut, Kentucky and North Carolina. Two Canadian provinces, British Columbia and Quebec, are NORPASS participants.A map on the NORPASS website indicates NORPASS weigh station by-passing is also compatible with the transponders issued by BestPass, another U.S.-Canadian truck transponder system.While the NORPASS road sign and corporate emblem clearly portray North America – including Canada, the United States and Mexico – NORPASS currently has no Mexican states participating.

Coon could not tell WND why no Mexican states were included in the program. Aves Thompson, the executive director of the Alaska Trucking Association, serves as the president of NORPASS.In a telephone interview with WND, Thompson could not think of any reason why Mexican states were not included in the program, other than that NORPASS was currently focusing on recruiting new participants in U.S. states and Canadian provinces contiguous to current NORPASS members. Thompson said NORPASS was a private, not-for-profit organization that is not a part of any state or federal government organization.The goal of NORPASS is to provide for safe, legal and efficient transport of freight,Thompson said.Electronic by-pass in systems like NORPASS allow trucks to by-pass weigh stations more quickly and allow the law enforcement personnel to focus on the bad actors.Law enforcement agencies across the U.S. appreciate any electronic screening that separates out safe and legal trucks from trucks that need more attention,he stressed.We are doing outreach to other states and provinces that are upgrading their capabilities to conduct electronic screening of vehicles,Anne Ford, the WaDOT commercial vehicles services administrator, told WND.Each state and province has their own electronic screening system,Ford said.As the truck approaches the weigh station in Washington state, the transponder signal is read against the WaDOT database to check the information related to the vehicle. The trucks are supposed to be in the right lane when they approach a weigh station. In the right lane WaDOT has weigh in-motion scales built in the roadway that can electronically weigh the vehicle at freeway speeds.Ford added that at the national level,there is a database called SAFER that is part of the Federal Motor Carrier Safety Administration that some states use to first gather the vehicle data. From SAFER, the data is then sent out to other NORPASS participating states.

SAFER, which stands for Safety and Fitness Electronic Records,collects a wide range of data on commercial vehicles, including inspection reports, crash reports and enforcement actions. WaDOT sends data for a Washington state vehicle registered with a transponder in NORPASS to the SAFER system in Washington, D.C. From the nation's capital, the vehicle data is then sent to other states for electronic screening, whether or not they are NORPASS participating members, Ford explained to WND. The WaDOT website indicates that as of April 1, the Commercial Vehicle Information Systems and Networks, or CVISN, program was providing electronic screening at 11 weigh stations in Washington state to 8,647 trucking companies with 61,373 trucks equipped with transponders.The NORPASS website includes downloads of NORPASS brochures in both French and Spanish.WaDOT is listed on the NORPASS website as the system's Western Service Center.

JERUSALEM – The Palestinian Authority exploited Pope Benedict XVI's visit here this week for political gain and to wage propaganda attacks against Israel, particularly regarding sovereignty over Jerusalem, according to a study released yesterday. The PA has exploited Benedict's visit to Israel ... especially the sensitive [issue] of sovereignty over Jerusalem. According to PA-affiliated spokesmen, Israel's presence in eastern Jerusalem does not give it sovereignty or any other rights,states a report by the Terrorism and Information Center at Israel's Center for Special Studies.

Reuven Erlich, the center's director, said the purported exploitation by the PA extended to the pope's tour of Bethlehem yesterday. The pope was deliberately paraded in front of the security barrier to make a non-issue into an issue. Also [PA President] Mahmoud Abbas used his speech alongside the pope for pure propaganda purposes,said Erlich.The center's study highlighted multiple aspects of Benedict's visit that were allegedly seized upon by the PA, including the pope's drive through eastern sections of Jerusalem, which the Palestinians claim for a state. States the study: [The PA] set up a media center alternative to that provided by the Israeli Government Press Office. They also criticized the hanging of Israeli flags along the routes taken by the pope to the eastern part of the city.The study documented a public incident during a meeting between the pope and representatives of the Jewish, Christian and Islamic faiths in which the Palestinian representative present interrupted the media-saturated event to deliver a rant against Israel. Chief Palestinian Justice Taysir Tamimi screamed out in a rising voice that Israel destroys Palestinian cities and establishes settlements on Palestinian land.Tamimi said Jerusalem will remain the capital of a Palestinian state. He pleaded with the pope to fight for a just peace for a Palestinian state and for Israel to stop killing women and children and destroying mosques as she did in Gaza.The Vatican's spokesman condemned Tamimi's statements. Still, the accusations in such as public forum garnered international media attention.

In a previous in-person WND interview with Tamimia,the Palestinian cleric denied the Jewish temples ever existed and claimed there is no Jewish historic connection to Jerusalem. He also argued the Torah was falsified while biblical patriarchs and matriarchs really were prophets for Islam. Erlich pointed to Benedict's visit to Bethlehem as a strong example of the PA's use of the pope to score propaganda points. The pope stood beside Abbas as the Palestinian leader pointed to a concrete separation barrier in Bethlehem and blamed that barrier, as well as Israeli occupation,for the plight of Christians. In this Holy Land, the occupation still continues building separation walls,Abbas said.Instead of building the bridge that can link us, they are using the force of occupation to force Muslims and Christians to emigrate.Bethlehem, however, is not surrounded by any wall. Israel built a fence in 2002 in the area where northern Bethlehem interfaces with Jerusalem. A tiny segment of the barrier, facing a major Israeli roadway, is a concrete wall that Israel says is meant to prevent gunmen from shooting at Israeli motorists. The PA strategically positioned the pope yesterday to make statements alongside the one segment of the barrier that is a wall. The fence was constructed after the outbreak of the Palestinian intifada, or terror war, launched after the late PLO leader Yasser Arafat turned down an Israeli offer of a Palestinian state, instead returning to the Middle East to liberate Palestine with violence. Scores of deadly suicide bombings and shooting attacks against Israelis were planned in Bethlehem and carried out by Bethlehem-area terrorists, including Abbas' Fatah organization. At one point during the period of just 30 days in 2002, at least 14 shootings were perpetuated by Bethlehem cells of Fatah's Al Aqsa Martyrs Brigades terrorists, killing two Israelis and wounding six.

Many times Muslim gunmen in the Bethlehem area reportedly took positions in civilian homes in the hilltops of Christian Beit Jala, which straddles Bethlehem. Beit Jala afforded the terrorists a clear firing line at southern sections of Jerusalem and at a major Israeli highway down below, drawing Israeli military raids and the eventual building of the security barrier there. Abbas' claim that the barrier is driving away Christians is contradicted by demographic fact. Israel built the barrier five years ago. But Bethlehem's Christian population started to drastically decline in 1995, the very year Arafat's Palestinian Authority took over the holy Christian city in line with the U.S.-backed Oslo Accords. Bethlehem consisted of upwards of 80 percent Christians when Israel was founded in 1948, but since Arafat got his hands on it, the city's Christian population dove to its current 23 percent. That statistic is considered generous since it includes the satellite towns of Beit Sahour and Beit Jala. Some estimates place Bethlehem's actual Christian population as low as 12 percent, with hundreds of Christians leaving every year. As soon as he took over Bethlehem, Arafat unilaterally fired the city's Christian politicians and replaced them with Muslim cronies. He appointed a Muslim governor, Muhammed Rashad A-Jabar and unilaterally disbanded Bethlehem's city council, which had nine Christians and two Muslims, reducing the number of Christians councilors to a 50-50 split. Arafat then converted a Greek Orthodox monastery next to the Church of Nativity, the believed birthplace of Jesus, into his official Bethlehem residence. After the Palestinians gained the territory, reports of Christian intimidation by Muslims began to surface.

Christian leaders and residents in Bethlehem told WND they face an atmosphere of regular hostility. They said Palestinian armed groups stir tension by holding militant demonstrations and marches in the streets. They spoke of instances in which Christian shopkeepers' stores were ransacked and Christian homes attacked. In the past, they said, Palestinian gunmen fired at Israelis from Christian hilltop communities, drawing Israeli anti-terror raids to their towns. In 2002, dozens of terrorists holed up inside the Church of the Nativity for 39 days while fleeing a massive Israeli anti-terror operation. Israel surrounded the church area but refused to storm the structure. Gunmen inside included wanted senior Hamas, Tanzim and Brigades terrorists reportedly involved in suicide bombings and shooting attacks. More than 200 nuns and priests were trapped in the church after Israeli hostage negotiators failed to secure their release. Some Christian leaders said one of the most significant problems facing Christians in Bethlehem is the rampant confiscation of land by Muslim gangs. There are many cases where Christians have their land stolen by the [Muslim] mafia,said Samir Qumsiyeh, a Bethlehem Christian leader and owner of the Beit Sahour-based private Al-Mahd (Nativity) TV station. It is a regular phenomenon in Bethlehem. They go to a poor Christian person with a forged power of attorney document, then they say we have papers proving you're living on our land. If you confront them, many times the Christian is beaten. You can't do anything about it. The Christian loses, and he runs away,Qumsiyeh told WND, speaking from his hilltop television station during an interview last year. Qumsiyeh himself said he was targeted by Islamic gangs and his home was firebombed after he returned from a trip abroad during which he gave public speeches outlining the plight of Bethlehem's Christian population.

One Christian Bethlehem resident told WND her friend recently fled Bethlehem after being accused by Muslims of selling property to Jews, a crime punishable by death in some Palestinian cities. A good deal of the intimidation, she added, comes from gunmen associated with Abbas' Fatah organization. A February 2007 Jerusalem Post article cited the case of Faud and Georgette Lama, Christian residents of Bethlehem who said their land was stolen by local Muslims. (IsraelNN.com) Jordanian media last week quoted Egyptian clerics who declared that Jews are the descendants of pigs -- the only point of debate was whether they are direct descendants or not.According to a report broadcast May 10 on the Al-Moheed Arab News Network and translated by the media watchdog group, Palestinian Media Watch (PMW), pigs in our time have their origins in Jews who angered Allah... and it is obligatory to kill and slaughter them.The report quoted Sheikh Ahmed Ali Othman, supervisor of the Da'awa (Islamic Indoctrination) of the Egyptian Waqf (Authority of Islamic Holy Places), and head of its slaughtering division. Othman based his ruling on a Koranic verse (Koran sura 5, verse 60) that refers to those that Allah (G-d) has cursed and made into monkeys and pigs, and who have served abominations. Their place is worst of all, and their deviation is the greatest of all... He added that this verse referred to the nation of the descendants of the prohet Moses.

GENEVA (Reuters) – The World Health Organization warned on Friday against a false sense of security from waning and apparently mild outbreaks of H1N1 flu, saying the worst may not be over.WHO Director-General Margaret Chan, who raised the United Nations agency's pandemic alert to the second-highest level, said there remained great uncertainty about the strain that could pose particular threats in Southeast Asia.We are meeting at a time of crisis that could have global implications, she told an intergovernmental meeting on pandemic preparedness at the WHO's Geneva headquarters.The meeting is tackling the sensitive question of virus sharing, in which countries provide biological specimens to the international community for use by pharmaceutical companies and vaccine makers who are formulating jab ingredients.

At the height of fears about bird flu, Indonesia had refused to share H5N1 virus samples without guarantees that any vaccines developed from them would be made available to poorer countries at an affordable price.GlaxoSmithKline, Sanofi-Aventis, Novartis, Baxter International and other pharmaceutical companies others are awaiting WHO guidance about whether to start mass-producing vaccines to fight H1N1, which may force them to cut production of seasonal flu shots.Chan said she would make a recommendation soon about the appropriate balance between the types of jabs.We are moving on two tracks to ensure some security for seasonal vaccine and at the same time kick-starting early scientific work for pandemic vaccine,she told the session.

MILD SYMPTOMS

The WHO chief commended countries with H1N1 infections for their timely sharing of samples for risk assessment and making seed vaccine,saying that starting point for larger production of jabs could be ready by the end of this month.And another top official, acting WHO director-general Keiji Fukuda, said there had been rapid, widespread sharing of specimens to date.Participants in the two-day WHO meeting are seeking to reach agreement on standards for transparency, trust, and sovereignty related to virus sample sharing, an issue that is also expected to dominate next week's annual World Health Assembly in Geneva.I hope the end result is something really balanced that we can use for a long time,Fukuda said.According to the latest WHO count, some 7,520 people in 34 countries have been infected with the strain that is a genetic mixture of swine, bird and human viruses. Belgium was the latest addition to that official tally.Mexico has experienced 60 deaths from the virus that has also killed three people in the United States, one person in Canada and one in Costa Rica.Most patients infected with the flu, which spreads like the seasonal flu through sneezes, coughs and air droplets, have experienced mild symptoms and some appear to be asymptomatic.Antiviral drugs such as Roche's Tamiflu and GlaxoSmithKline's Relenza are effective against the H1N1 strain. At present, however, the majority of people catching it are able to recover without drug treatment.

The WHO's pandemic alert scale represents its views on the way a virus is spreading, not the severity of its effects. Evidence that H1N1 flu is spreading in a sustained way in communities outside of the Americas would prompt Chan to push the global alert to the top of the six-point scale and declare a full pandemic is underway. The two European countries with the highest concentrations of cases are Spain with 100 and Britain with 71.The virus has made a much smaller impact so far in Asia, with 7 infections in New Zealand, 4 in Japan, 4 in China and Hong Kong, 3 in South Korea and 2 in Thailand. No cases have been reported in Africa and Israel is the sole Middle Eastern state with WHO-confirmed infections, with 7.Financial markets have already shrugged off fears about a possible pandemic, and most people have returned to normal routines, with schools re-opened in infected areas.

But Chan stressed that important risks remain.

She said the WHO is closely watching parts of Southeast Asia that saw large outbreaks of H5N1 avian flu -- a virus that can be deadly when it passes from birds to humans, but has not spread easily between people to date. A mixture of H5N1 and H1N1 viruses could have a big impact, she said, while stressing: I am not saying it will happen.

But now our emphasis is on terrorism, illegal entry, drugs and human smuggling.Is this the literal creation of Hitler-Jugend style youth brigades designed to act as the front line for eventual programs of mass internment and gun confiscation in the advent of a national emergency? In Nazi Germany, the Hitler Youth succeeded the Boy Scout movement. Hitler Youth training was militarized in comparison to the Boy Scout network, which was largely based around education. Boys aged fourteen and upwards, as well as a separate branch aged 10-14, were trained at preparatory schools to become future Nazi leaders. Canada March factory sales drop by 2.7 percent MAY 15,09

LONDON – European markets turned lower Friday afternoon after official data showed the region's economies contracted at a sharper-than-expected pace in the first quarter.Although Asian stocks had earlier closed higher on investor hopes for a recovery in the global economy later this year, the latest statistics suggested otherwise and futures were predicting that Wall Street would also open lower.In early afternoon trading in Europe, Germany's DAX was down 0.7 percent at 4,703.11, while Britain's FTSE 100 was 0.7 percent lower at 4,333.13. In France, the CAC 40 was down 0.2 percent at 3,150.35. In the morning, all the indexes were higher.The euro zone's economy shrank by a massive 2.5 percent in the first quarter, its fourth consecutive quarterly drop, official figures showed.The recession deepened as global trade dropped off sharply, with exporters like Germany, the euro zone's biggest economy, badly hit. In the first quarter, Germany's economy shrank 3.8 percent as demand for its high value goods, such as cars and machinery, collapsed.France was confirmed to be in a recession, its longest since 1949, after a 1.2 percent drop in economic activity in the first quarter, while Britain shrank by 1.9 percent.Howard Archer, chief European and U.K. economist at IHS Global Insight, said the figures were even worse than widely expected and dragged down by Germany's slump in exports.But he added the bottom may have been reached.This should mark the nadir in the euro zone's recession as there are mounting signs that the rate of contraction is now moderating appreciably,he said.Meanwhile, reports in London that Barclays PLC is discussing the possible sale of its Barclays Global Investments unit caused its shares to rise as much as 9 percent. GM dealers expect word on plans to cut 1,100 shops MAY 15,09

DETROIT – A day after Chrysler LLC told a quarter of its dealers that it won't renew their contracts, owners of General Motors Corp. dealerships are awaiting word on whether they will be next.GM said it will notify 1,100 U.S. dealers on Friday that their franchise agreements will not be renewed. Dealers expect to hear either by telephone or FedEx letters that will begin arriving Friday morning.GM spokeswoman Susan Garontakos said the company will not make public a list of dealers to be cut, leaving the decision to release information to individual business owners.The company has scheduled a conference call for noon Friday to explain its dealer reduction strategy.The cuts will come just a day after crosstown rival Chrysler announced it was dropping 789 of its roughly 3,200 dealerships by around June 9. Both companies have too many dealerships for too few sales are slashing costs as they race to restructure.GM's dealer cuts are part of the company's plan announced last month to cut more than 2,600 dealers by 2010. The remaining cuts will come from closed Saturn and Hummer dealers, along with 400 dealers that the company expects will close voluntarily. Another 500 would be consolidated into other dealerships.The GM dealer cuts are likely to have a much greater impact than Chrysler's. While many Chrysler dealers also sell other brands and will stay open after losing their franchises, a large number of GM dealers sell only GM vehicles. So if their franchises are revoked, they run a greater risk of closing for good.In both cases, the cuts will cost thousands of jobs, create holes in local tax bases, eliminate community pillars and create economic ripple effects across the country.

Chrysler is operating under bankruptcy protection, so it is likely to have an easier time tearing up its franchise agreements with its dealers than GM. A hearing is scheduled for June 3 in U.S. Bankruptcy Court in New York for the judge to determine whether to approve Chrysler's motion to fire its dealers.Chrysler executives said Thursday the company is trying to preserve its best-performing dealers and eliminate ones with the weakest sales. More than half of the dealerships being eliminated sell less than 100 vehicles per year, they said, and account for 14 percent of U.S. sales.

Chrysler has received $4 billion in government aid, while GM has received $15.4 billion. GM is continuing to restructure out of court and faces a government-imposed deadline of May 31 for doing so. Several difficult hurdles remain, and many experts say that it is all but inevitable that it will follow Chrysler into Chapter 11 bankruptcy.To remake itself outside of court, GM must persuade its bondholders to swap $27 billion in debt for 10 percent of its risky stock. In addition, it must work out deals with its union, announce factory closures, cut or sell brands and shutter dealers.Swapping its bond debt for equity may be its most difficult task. The company is trying to get 90 percent of its bondholders on board for the so-called debt-for-equity swap. A committee representing the bondholders has rejected the swap, saying it unfairly favors the government and the United Auto Workers union. They have counteroffered seeking a 58 percent ownership stake, which the automaker in turn rejected.On Thursday, GM said that bankruptcy is possible if it doesn't get enough takers on the exchange. If that happens, it likely would sell most of its assets to a new company and liquidate the rest, the automaker disclosed in a regulatory filing.
The automaker also says it could seek court approval of its reorganization plan even if creditors vote against it.

Economic guru calls for tax harmonisation to save single market

EUOBSERVER / BRUSSELS - A compromise deal between the EU's Anglo-Saxon and social market economies is the best way to secure Europe's future economic strength and social stability, says former EU competition commissioner Mario Monti. Speaking at the Brussels Economic Forum on Thursday (14 May), an annual meeting point for some of the globe's most influential economic policy makers, Mr Monti added that the current crisis provided an excellent opportunity to secure such a deal.To avoid frustration in both groups of countries resulting in resentment against Europe generally and the single market specifically, the EU should, in my view, grab this chance that was not there one year ago,he said. The Anglo-Saxon economies of the UK and Ireland, together with many new member states, have in the past voiced their frustration with continental countries such as France for failing to comply with single market rules, such as competition and state aid requirements.Conversely, countries that provide greater social benefits often begrudge the low-tax, low-spend countries for their long-standing opposition to any form of tax co-ordination.They argue that low corporate tax regimes such as that seen in Ireland constitute little more than a race to the bottom, promoting companies to base themselves where taxes are lowest and subsequently denying other governments the vital tax revenues necessary to support their social objectives. To reconcile the two sides says Mr Monti, the EU should propose a strategic pact with two chief components. The first would be a renewed binding commitment to the single market, including strengthened enforcement mechanisms and initiatives with deadlines to implement the single market in areas where it is still lacking,he proposes. The second measure would consist of a limited system of tax co-ordination between member states.French Socialist MEP Pervenche Beres, chair of the parliament's influential economic affairs committee, later told EUobserver that the current discussion was reminiscent of the debate surrounding the Bolkestein services directive leading up to the European elections in 2004.If nothing is done [to harmonise member state tax regimes], the sustainability of internal market logic as it is currently built will be less and less,she said.

A question of sovereignty

Securing a deal on taxation at the European level requires a unanimous decision by member-state governments, some of whom hold their sovereign right to set tax levels as absolutely sacrosanct. The Irish government is currently seeking a legal guarantee to ensure the Lisbon treaty does not weaken its control over the area. However Jacques de Larosiere, a former governor of the Bank of France and chairman of a EU high-level group on financial regulation, also called on governments to co-operate while speaking at the Brussels Economic Forum. His group's recent report says the EU's current supervisory committees on banking, insurance and securities should be beefed up with new powers, enabling them to force national regulators to intervene when financial organisations such as large banks take on too much risk. Like Mr Monti's proposal on taxation, this would require a handover of national powers to supranational structures. If, in 2009, Europe is not able to surmount its differences and get together on this modest compromise then forget about it,said Mr Larosiere.

Member state willingness to adopt pan-European solutions will shortly become evident.

At the end of this month the commission will come forward with concrete proposals for a European supervisory framework, largely based on the Larosiere report. A few weeks later at the June European summit, EU leaders will then decide whether the proposals will make it into EU legislation or are destined to join the multitude of other reports gathering dust on a commission shelf somewhere. The image of Europe is that we can't agree on anything,warns Mr Larosiere.If we can get our act together we will have much greater credibility.

Recession not over yet for eurozone

EUOBSERVER / BRUSSELS - A new survey released by the European Central Bank (ECB) on Thursday (14 May) suggests the euro area economy will contract by twice as much this year as previously predicted, dampening recent talk of the green shoots of recovery and an end to the recession. Conducted among 52 forecasting experts from across Europe, the ECB survey predicts GDP growth for the 16-member area is likely to shrink by 3.4 percent in 2009, a significant deterioration on a similar February forecast of a 1.7 percent decline. However, the experts predict the area's growth will edge back into positive territory in 2010, with a modest expansion of 0.2 percent expected. The news comes despite the extensive measures taken by the bank since the recession started.These include the cutting of interest rates to a record low of one percent last week, coupled with the announcement of plans to buy €60 billion of covered bonds held by banks.That decision is already yielding results, with Banco Santander issuing the first Spanish covered bond this week for over a year to strong demand. The EU is also co-ordinating a €200 billion stimulus package announced last December that is being implemented on a national basis. However, on Thursday Swedish finance minister Anders Borg said that figure might not be enough, suggesting some areas may require further stimulus spending. Sweden is to take over the EU's six-month rotating presidency in July, casting Mr Borg as an important economic decision-maker as chair of regular EU finance minister meetings. Despite raising the spectre of further stimulus spending, Mr Borg warned an audience of economic policy makers in Brussels over the dangers of rising budget deficits.There is a great demand for responsible fiscal policy in the future,he said.

Spanish troubles

One country where the prospect of a rapid exit from the recession seems unlikely is Spain.The once booming southern European economy has seen one of the greatest reversals of fortune among EU member states. On Thursday, the country's national statistics office released new data showing that the Spanish economy in the first quarter of this year contracted by its fastest rate in at least 40 years. Added to this is the problem of rising unemployment, recorded at 17.4 percent in March, the highest of any EU member state. The statistics office said preliminary data show that the economy contracted by 1.8 percent in the first quarter of this year compared to last quarter of 2008, when the country entered into recession. Prior to this, Spain had enjoyed 14 years of consecutive growth. The collapse in the country's construction sector is a principle factor behind the change in fortunes, with the European commission recently predicting that Spain will be the last EU economy to recover from recession, probably in 2011.

More EU states heading for deficit action

The European commission adopted economic reports on Lithuania, Malta, Poland and Romania on Wednesday (13 May), signalling that the EU executive now considers their budget deficits in 2008 to have been in breach of EU rules known as the stability and growth pact.It is vital that we apply the stability and growth pact …and devise an adjustment path to correct deficits and debts in a timely way,said economy commissioner Joaquin Almunia. This is key to preserve the sustainability of public finances in the medium-to-long term,he added. Under the rules, EU member states are not allowed to run budget deficits in excess of 3 percent of their gross domestic product.Following Wednesday's decision, the reports will now be handed to a committee of financial experts whose opinion is taken into account before the commission asks EU finance ministers to endorse corrective measures for the four states at their next meeting in June. The states then have six months to adopt the necessary measures aimed at bringing down their budget deficits within a specific timeframe, deficits largely caused by falling tax receipts and expansionary fiscal policies in 2008.

Malta for instance re-nationalised its shipyards last year at a cost of 1.3 per cent of GDP, whereas Poland increased income tax relief for families, as well as pension and social benefits.

The fallout

As a member of the euro area, Malta is the only one of the four countries that could in theory receive fines as a result of its excessive budget deficit, although the EU executive is quick to point out this has never happened in the past.We don't regard any talk of sanctions as helpful,commission spokesman Mark English told EUobserver.

Instead he describes the process as a multilateral surveillance system whereby member states put pressure on each other to reduce their deficits once the current economic crisis is over.Poland's excessive deficit appears to be having more direct consequences however.On Monday the country's finance minister, Jacek Rostowski, admitted that entry to the euro area was likely to be delayed by as much as one year as a result of the economic crisis and the government's deteriorating finances.

Poland had hoped to join the two-year waiting chamber, known as ERM-II, to the euro area this year, with a full shift to the common currency scheduled for 2012.The commission's decision follows a similar move by the EU executive in February regarding the excessive deficits of Greece, Ireland, Latvia and Spain. The UK and Hungary were already operating under the procedure prior to the onset of the financial crisis.

European satellites to explore origins of universe

The European Space Agency on Thursday launched a telescope and spacecraft on a mission set to explore the creation of the universe.Herschel, the biggest telescope launched in history, is to study electromagnetic waves, dust clouds and planet-forming discs around stars, as well ice particles.The data collected could help answer questions such as what the universe is made of, how it has evolved and the rate at which it is expanding.The Planck spacecraft will gather data on remaining radiation from the Big Bang, the massive cosmological explosion that led to the formation of stars and planets.Both blasted off on an Ariane rocket from Kourou, Europe's launching pad in French Guiana. They will spend the next two to three months making their way to observation positions some 1.5 million kilometres from Earth on its night side.Herschel and Planck will enable us to go very far back in time, to the origins of our Universe and it is only by better understanding our Universe's overall past that we can help to better define the future of our planet, the ESA's director general, Jean-Jacques Dordain said.The craft will stay in orbit for 21 months, while the telescope will gather data on the formation of planets for up to three years.

Their combined programmes cost €1.9 billion - the greatest amount ESA's science division had ever put on a single rocket. Herschel and Planck were developed after 20 years of research by an industrial team led by France's Thales Alenia and including over 100 contractors from 15 countries in Europe and the United States.

Klaus not to chair EU leaders summit

Czech President Vaclav Klaus will not chair a high-profile meeting of EU leaders in June, his office has announced.Mr Klaus proposed that Prime Minister Jan Fischer should chair June's EU summit in Brussels on behalf of the Czech presidency, his office said in a statement.The president has full trust in the prime minister and has no doubt that he will handle this role easily and with success.The move is likely to be greeted with relief by EU diplomats who feared the president would use the gathering to air his strong opposition to the EU's Lisbon treaty, compounding what many view as a damaging past few months for the bloc under the gaffe-prone Czech presidency.The summit chair became the hot topic of conversation in Brussels after the Czech government fell in March due to a vote of no confidence.At the meeting EU leaders are due to sign off a series of treaty guarantees on tax, neutrality and ethical issues as part of a political package for Ireland, whose citizens will vote on the Lisbon document for a second time in the autumn, having rejected it last year.

There had been talk of moving the summit to July when it would be chaired by next EU presidency country Sweden.Ireland, which had favoured keeping the summit in June for domestic timetable reasons, has been working on fast-tracking its treaty guarantees so that they would be agreed before the summit.The Klaus-Fischer agreement will instead see the maverick Czech president chair the EU-Russia and EU-China summits.

Austria's highest honour

But even as Mr Klaus has attracted criticism in some parts of the EU, he is winning awards in others.Austria's Wiener Zeitung reports that the Czech president will receive the country's highest honour, the Great Honorary Star for Achievements for the Republic of Austria.The gong, agreed by the government on Wednesday, is in recognition of Mr Klaus' efforts to overcome communism, a spokesperson for Austria's president said.

New EU political group open to Libertas members

EUOBSERVER / BRUSSELS - An emerging anti-federalist political group in the European Parliament would be open to take in Libertas members, if the anti-treaty party is unable to form a group itself.The British Conservative party, the Czech Republic's ODS and Poland's Law and Justice party are currently in talks with several smaller parties to form a new anti-EU integration group after the elections next month.The new group aims to unveil its name and full membership shortly after the election result on 7 June.Jan Zahradil, the head of the ODS delegation in Brussels, told EUobserver on Thursday (14 May) that more than four smaller parties have already signed up, but do not want to go public yet.They are junior parties, the kind that might get one, two or three MEPs in the elections,he said.The junior parties come from both old and new member states. Some of them are in the existing, right-leaning European People's Party (EPP-ED) and Union for Europe of the Nations (UEN) groups in parliament and some have never sent MEPs to Brussels before, the Czech politician revealed.The new group expects to get at least 65 MEPs, which would make it the fourth largest in parliament.Mr Zahradil said the group is also interested in taking in MEPs from the Libertas party, if Libertas politicians find themselves stranded after the EU vote. I believe we can negotiate on some of the political issues that are now being discussed within Libertas. My feeling is, they will not make it in seven countries. If they cannot establish their own group, in my opinion this [taking in Libertas MEPs] is perfectly negotiable,he said.

I assume they wouldn't want to be non-inscrit.

Under EU rules, a political movement has to have at least 25 MEPs coming from seven EU countries in order to form a group.Group status gives the right to good places in parliament committees, access to meetings of top officials, more speaking time in plenary and greater financial resources.Independent, or non-inscrit,MEPs are usually condemned to obscurity.

Fitting in

Any potential link-up with Libertas, seen as a dangerous upstart by the EU establishment, might prove tricky for the British Conservatives and Poland's Law and Justice. Both parties see themselves as part of the political mainstream despite their anti-integrationist views.A spokesman for the British Conservative EU delegation said it does not give a running commentary on the new group's formation. Law and Justice also declined to speak.But Mr Zahradil said that some of Libertas' ideas fit in with the new group's agenda. Both sides dislike the Lisbon treaty and oppose further transfer of national sovereignty to the EU, he explained.If the Lisbon treaty did not come into force due the German court or the Irish referendum, we could live with that. The EU does not need this treaty,the Czech politician said.The German constitutional court is currently debating the compatibility of the treaty with German law. It also faces a second referendum in Ireland, expected in October.Mr Zahradil ruled out co-operation with any of the more controversial Libertas figures, however.Czech Libertas candidate Vladimir Zelezny was this week convicted on tax evasion charges. The recent former head of Poland's far-right League of Polish Families party, Wojciech Wierzejski, is running for Libertas in Poland. We are not going to negotiate with people like the League of Polish Families,Mr Zahradil said.

Asked if Libertas' leader, Irish businessman Declan Ganley, would be welcome in the new group, the Czech politician cast doubt on Mr Ganley's intention to become an MEP if elected.The question is, how serious he is in his own running,Mr Zahradil said.

EZEKIEL 39:1-8
1 Therefore, thou son of man, prophesy against Gog,(LEADER OF RUSSIA) and say, Thus saith the Lord GOD; Behold, I am against thee, O Gog, the chief prince of Meshech (MOSCOW) and Tubal: (TUBOLSK)
2 And I will turn thee back, and leave but the sixth part of thee, and will cause thee to come up from the north parts,(RUSSIA) and will bring thee upon the mountains of Israel:
3 And I will smite thy bow out of thy left hand, and will cause thine arrows to fall out of thy right hand.
4 Thou shalt fall upon the mountains of Israel, thou, and all thy bands,( ARABS) and the people that is with thee: I will give thee unto the ravenous birds of every sort, and to the beasts of the field to be devoured.
5 Thou shalt fall upon the open field: for I have spoken it, saith the Lord GOD.
6 And I will send a fire on Magog,(NUCLEAR BOMB) and among them that dwell carelessly in the isles: and they shall know that I am the LORD.
7 So will I make my holy name known in the midst of my people Israel; and I will not let them pollute my holy name any more: and the heathen shall know that I am the LORD, the Holy One in Israel.

Medvedev criticizes NATO exercise in Georgia Fri May 15, 5:19 am ET

MOSCOW – Russian President Dmitry Medvedev criticized NATO's exercises in Georgia and pushed for a new trans-Atlantic security treaty in remarks broadcast Friday.He said NATO's expansion eastward has created new divisions and hurt European security.The United States, Canada, the European Union, NATO and alliances of ex-Soviet nations must take part in forging a new security pact, Medvedev said in an interview with Russian state television, fragments of which were broadcast Friday.Russia and NATO recently started to improve ties frozen after Russia's war with Georgia in August, but tensions soared again over expulsions of diplomats and NATO exercises that began last week in Georgia.What's better: create a new security structure or hold military maneuvers in close vicinity proximity to the area which saw a military action less than a year ago? he said.Moscow has criticized NATO for taking former Soviet republics and satellites in Central and Eastern Europe as members, and has fiercely opposed the alliance's plan to include Russia's neighbors Georgia and Ukraine.NATO is getting bigger and security becomes fragmented,Medvedev said.I don't think it can suit anyone, no matter what our partners say.Medvedev first proposed to work out a new trans-Atlantic security pact in June, but the previous U.S. administration had ignored the offer.President Barack Obama said after meeting with Medvedev in London last month that the proposal is worth exploring — part of the new U.S. administration push for better ties with Moscow.Medvedev reaffirmed Friday that the new security pact he proposed is not aimed against NATO.

Russia offers to revive European arms-control deal By VLADIMIR ISACHENKOV, Associated Press Writer – Thu May 14, 9:18 am ET

MOSCOW – Russia said Thursday it was proposing a new version of a key European arms-control treaty it suspended more than a year ago, and could once again honor the agreement if the U.S. and its NATO allies accept the changes.The statement by Russian Foreign Ministry spokesman Andrei Nesterenko signaled that the Kremlin hopes for better ties with Washington under President Barack Obama.Nesterenko said Russia is proposing to negotiate revisions in the Conventional Forces in Europe treaty with the U.S. He added that other nations could also join the talks.The 1990 treaty limits the number of tanks, aircraft and other heavy non-nuclear weapons that could be deployed west of the Ural Mountains — the edge of European Russia. A new revised version was signed in 1999, but NATO countries have not ratified it and in 2007 Russia suspended its participation.Russia believes that chances to revive the treaty still exist, Nesterenko said at a briefing. He said Russia had formally submitted its proposals for changes in the treaty to other partners in the CFE treaty earlier this month.

Russia said the original treaty became obsolete after several former Soviet republics and satellite nations joined NATO. Former President Vladimir Putin, who now serves as a powerful prime minister, has said that the CFE treaty limited the nation's ability to respond to threats on its own territory.Putin once likened the restrictions Russia faces under the existing treaty to a situation in which the U.S. would have to seek Russian approval before it sent troops from California to Texas.The West has insisted that Russia must honor a promise to pull out its troops from Georgia and the breakaway region of Trans-Dniester in Moldova before NATO moves to ratify the revised treaty. Russia shrugged off the demands as irrelevant.Nesterenko said Russia wants to remove discriminatory restrictions on deployment of military forces on its territory, to lower weapons numbers and to make sure that new NATO members observe the revised treaty.A U.S.-Russian draft package solution, if substantially improved, could serve as a basis for breaking the deadlock,Nesterenko said.The main task is to make it really well-balanced.Russia's ties with the U.S. plummeted to a post-Cold War low under the Bush administration amid sharp disputes over American missile defense plans and Russia's war with Georgia in August.The Obama administration has signaled a desire to improve ties with Moscow and sought to quickly negotiate a successor deal to the 1991 Strategic Arms Reduction Treaty, or START, which expires at year's end.

MOSCOW – Mikhail Gorbachev said Wednesday that Europe still misunderstands Russia nearly two decades after the Soviet collapse, and he dismissed as nonsense portrayals of his country as an aggressive force.Gorbachev, who resigned as the Soviet Union's last president when the Cold War superpower disintegrated in 1991, said Russia does not want military conflict but suggested it should be treated as an equal.We must achieve an understanding of Russia by Europe. This is absent,Gorbachev told a news conference, according to excerpts posted on the Web site of his charitable foundation.

Russia as an aggressor, Russia as an imperialist — this is all nonsense,he was quoted as saying.Russia is a self-sufficient state that has everything it needs to conduct its long-term policy. Russia does not want to fight anyone.At the same time, he said that Russian leaders sometimes err by reacting too sharply to events, possibly referring to the tough anti-Western rhetoric that deepened Western wariness about Russia's intentions during Vladimir Putin's eight-year presidency.Gorbachev said he likes President Barack Obama's point of view on U.S.-Russian relations.He has said, Yes, we have differences, we don't agree on everything, but we will work with Russia, Gorbachev said.On domestic affairs, Gorbachev reaffirmed that he plans to help create a new political party that would support democracy, saying organizers have received more than 10,000 letters in support of this idea.Gorbachev has generally praised Putin, now prime minister, but has carefully criticized the growing Kremlin monopoly on power by targeting Putin's dominant United Russia party. In an interview with The Associated Press in March, he called United Russia the worst version of the Soviet-era Communist Party and said Russia's parliament and judiciary are not fully independent.

On Wednesday Gorbachev also praised Putin's hand-picked successor, Dmitry Medvedev, but suggested he is still overshadowed by his mentor. Russia's beleaguered liberals hope Medvedev will ease the Kremlin's grip and follow through on statements stressing the importance of independent courts, political diversity and the rule of law.I think this person is trying, and it seems he has many desires and that they are focused on continuing democratic and reform processes,Gorbachev was quoted as saying of Medvedev.
But I think that he still needs to gain strength.
