Czech senate approves EU's Lisbon treaty

EUOBSERVER / BRUSSELS - The Czech Senate on Wednesday (6 May) approved the EU's Treaty of Lisbon, a move that was greeted with relief in Brussels and that ups the pressure on Ireland, facing its second referendum on the document.Fifty-four of the 79 senators voted in favour of the new institutional rules, which introduce an EU foreign minister, a permanent president of the European Council and widely extend the powers of the European Parliament. The lower house passed the document in February.

The vote was preceded by six hours of debate.

Outgoing Czech Prime Minister Mirek Topolanek, who had previously questioned the merits of the treaty, urged the house to back it.We have to avoid facing another shameful moment after the shameful cabinet's fall mid-way through the EU presidency, he said last Friday, according to the CzechNews website. Mr Topolanek's government was ousted last month and is being replaced by a caretaker government.He also said his country would be sidelined if it said no to the treaty and that other countries would use a rejection as an excuse to stop further enlargement of the European Union.

European Commission President Jose Manuel Barroso called the result very good news and said it reflected the Czech Republic's commitment to a more democratic, accountable, effective and coherent European Union.For the ratification process to be completed, the treaty still has to be signed by the country's eurosceptic president, Vaclav Klaus. He has previously indicated he would not sign it no matter what the outcome of the parliamentary votes.In a reference to Mr Klaus, the commission president said he hoped the remaining constitutional requirements would be completed as quickly as possible.

No more concessions to Ireland

The Czech move significantly ups the pressure on the Irish government, which is hoping to secure a Yes vote in a referendum in the autumn after Irish voters rejected the treaty last summer.Speaking earlier on Wednesday, European Parliament President Hans-Gert Poettering said:We've gone as far in our concessions to Ireland as we can, referring to the fact that Ireland is to receive certain guarantees on neutrality, tax and social issues as well as securing the principle of one commissioner per member state as part of a sweetener deal to entice voters to say yes this time round.

He indicated that member state solidarity would run out if Ireland voted no for a second time.Germany and Poland have also not finished ratification of the treaty, with the presidents in both countries not having signed the document. Germany's Horst Koehler is waiting for the outcome of a legal challenge to the treaty, while Poland's Lech Kaczynski has said he wants to await the outcome of the Irish vote before putting pen to paper.

The Czech Republic on Tuesday (5 May) named the new team of men and women set to run the EU presidency until the end of June. The announcement came on the eve of the Czech senate's vote on the Lisbon treaty on Wednesday.Incoming prime minister and professional statistician Jan Fischer has nominated 48-year old deputy foreign minister Jan Kohout to take over as foreign minister. The ex-Communist Party member is a former Czech ambassador to the EU and UN, who also took part in drafting the now defunct EU constitution.The current Czech ambassador to Nato, 46-year old Stefan Fuele, is to be Mr Kohout's wing man as EU affairs minister.Technocrat Eduard Janota was named as finance minister. The 57-year old has worked in the state budget department since 1978 and is seen as a safe pair of hands at a time of soaring budget deficit.The head of the country's Judicial Academy, 45-year old Daniela Kovarova, is to become justice and home affairs minister. The 47-year old chief of the national electricity distributor, CEPS, is to take the industry and energy portfolio.In other appointments, 42-year old deputy defence minister and former doctor Martin Bartak is to become defence minister. Fifty-eight year old civil servant Miroslava Kopicova, in charge of employment issues, is to be education minister. And the director of the Czech philharmonic orchestra, Vaclav Riedlbauch, is to be put in charge of culture.

The only member of the current 18-person cabinet to stay in place will be human rights and minorities minister Michael Kocab.The reshuffle comes after a vote of no confidence in March toppled centre-right Prime Minister Mirek Topolanek's government mid-way through its six month mandate at the head of the EU.The new team, a compromise between the socialist, centre-right and green parties, is expected to be formally approved by President Vaclav Klaus on Friday and to meet with European Commission President Jose Manuel Barroso in Prague next Tuesday. Mr Topolanek is to chair his last EU summit, on energy diversification, in Prague at the end of this week. The messy situation has already seen Mr Klaus chair an EU-Japan summit on Monday. The meeting, which dealt with preparations for the Copenhagen climate change conference in December, saw him reiterate some of his eccentric views. I am convinced there's ...no man-made global warming,he said, DPA reports. The Russophile Mr Klaus is also to chair an EU-Russia summit, an EU-South Korea summit and an EU-China summit. But it is unclear if the eurosceptic politician will handle an EU summit in June dealing with the future of the Lisbon treaty.

Czech senators in the limelight

The announcement of the new cabinet came one day before the Czech upper house on Wednesday votes on ratifying Lisbon. The treaty needs the support of three-fifths of all senators present on the day in the 81-seat chamber to pass. The lower house ratified it in February.The upper house is expected to approve the text. But a splinter group in the centre-right ODS party has threatened to file a new challenge at the constitutional court if it gets through. President Klaus has in the past also indicated he will not sign the treaty unless Ireland votes yes in a new referendum.

French green MEP Daniel Cohn-Bendit on Tuesday voiced fears that Mr Klaus has bribed senators to cause an upset in Wednesday's vote.All of a sudden you notice that someone in a political group votes another way, and you notice a few years later that he has a nice house,he said, AFP reports.These things happen in the Czech Republic.

EU left to back Barroso under social agenda

EUOBSERVER / STRASBOURG – Socialists in the European Parliament have said they will reject any bid by Jose Manuel Barroso to lead the European Commission for a second term unless he agrees to initiate more social policies.Their conditional backing comes as they have not been able to find a candidate of their own, mainly due to internal disagreements.The socialists have no counter-candidate for Jose Manuel Barroso (Photo: EUobserver)The centre-right EPP, on the other hand, has already formally endorsed Mr Barroso for a second mandate ahead of the European elections on 4-7 June.One of the names floated as a potential counter-candidate to Mr Barroso was former Danish Prime Minister Poul Nyrup Rasmussen, the leader of the European socialists. Yet this option appears to be off the table since at least two Socialist governments – UK and Spain – openly back Mr Barroso. Denmark's EU membership is also problematic as the country it is not a eurozone member and has opted out from the justice and home affairs area. Difficulties could also arise because another former Danish premier named Rasmussen, Anders Fogh, has just been nominated as NATO secretary general.

Hannes Swoboda, vice-president of Socialist group, said his faction could reject Mr Barroso's nomination if his mandate is not stronger on social policies, for instance on the working time directive or on economic coordination policies.German Socialist MEP Jo Leinen conceded that by not putting forward a candidate, the left had missed a chance to score more votes in the elections.It is a deficit on our side. We should have had an own candidate,he told EUobserver.He added that if the centre-right came out top in the elections, as is indicated by current polls, the socialists would negotiate legislative programme for the second Barroso commission that would have a much stronger social dimension than the current one.

Keeping the centre-right – socialist power stitch up

Speaking at a separate press conference, Mr Leinen justified an agreement by centre-right and socialist MEPs to maintain a three decade long tradition of splitting the five-year tenure of the European Parliament president by saying they feared instability posed by new eurosceptical movements such as Libertas.I would like to see a political majority determining the institutional majority. But there are concerns about the instability of the Parliament and we don't know how all these anti-European MEPs will do in the elections,Mr Leinen said.The left's calls for a stronger social agenda already had their echo at the EPP's press conference – part of a series of farewell press conferences as the parliament ends its current legislature - with the group's leader Joseph Daul talking extensively about the social market economy his party was defending in the 19 EU countries where there are in government.Socialists don't have a monopoly over social ideas.he said, stressing that other parties have not put forward any candidates for the EU commission's presidency.

Liberals wait for winner

Meanwhile, the Liberal group within the European Parliament, holding 103 seats in the 785-strong House was confident the three main political families would keep the roughly 75 percent of the EU legislative.The EU reached a point where a true coalition is needed, based on ideology rather than technical arrangements,Liberal leader Graham Watson said, announcing that he would not seek to be group leader again but would look to new challenges.Earlier this year, Mr Watson said he would challenge the Socialist-EPP agreement and run for the European Parliament's presidency himself.

The Liberal politician said there were certain people in the EPP and the Socialist groups not in favour of the agreement and saw two possibilities – either a centre-right alliance within the European Parliament to work together with the centre-right dominated Council of ministers and European Commission or a centre-left majority in the EU legislative to act as balance to the centre-right executive. The Liberals could go either way as they encompass all ideas from classical liberalism to social liberalism, he pointed out.Asked if his faction would endorse Mr Barroso for a second mandate, Mr Watson said they would wait and see if the Socialists come forward with an own candidate. It's incredible the amount of the time Socialists put into attacking Barroso, but they don't put forward an own candidate. Either you put up, or you shut up,he concluded.

EU power concentration

The only really strong criticism of Mr Barroso's potential re-appointment came from Green and leftist MEPs.Portuguese MEP Ilda Figueiredo from the far-left group GUE/NGL said that although she shared the same nationality as Mr Barroso, she would in no way support his re-election.I totally disagree with most of the [European Commission's] policies. WASHINGTON (Reuters) – The Obama administration stepped up pressure on Israel's new government on Tuesday to accept the goal of a Palestinian state and halt expansion of Jewish settlements on occupied land.Vice President Joe Biden urged Prime Minister Benjamin Netanyahu's right-leaning coalition to commit to a two-state solution, hours before President Barack Obama met Israeli President Shimon Peres to lay the groundwork for Netanyahu's visit later this month.Since coming to power in March, Netanyahu has balked at recognizing the Palestinians' right to eventual statehood, an omission that has dismayed U.S., Arab and European officials. Andy Xie: If China loses faith the dollar will collapse


It's easy for Americans to pooh-pooh bearish talk about the dollar. Yet the sterling was once the reserve currency, and has fallen, what, by 80% since it lost its standing. With increasingly dubious accounting and lax enforcement, the US capital markets no longer stand out by virtue of being better regulated. Yes, they still may be deeper and more liquid. But overseas buyers have to look hard at foreign exchange risk. The direction for the dollar in the long term is certain to be down. Overextended debtors trash their currencies (see the Great Depression, the Nordic and Swedish banking crises, and the Asian crisis for a few of many examples).What is interesting about the Xie piece is that even the stalwart Chinese retail investor has become leery of the dollar. Despite th logic of oh if you sell, you only hurt yourself, the flip side is if you become certain you are indeed holding a depreciating asset, it makes sense to exit. You want to be early, not late, out.

And that logic, if it starts to take hold, in classic run on the bank fashion, could lead to a disorderly fall in the dollar. It isn't clear what the trigger might be, but Bob Shiller contends that sudden flights from markets don't necessarily require an event to kick them off. And given that Willem Buiter, who though fond of colorful writing, is hardly an extremist, foresees a collapse in dollar assets if the US fails to contain its fiscal deficit, talk of a dollar plunge isn't a a radical view.

Emerging economies such as China and Russia are calling for alternatives to the dollar...Because the magnitude of the bad assets within the banking system and the excess leverage of its households are potentially huge, the Fed may be forced into printing dollars massively, which would eventually trigger high inflation or even hyper-inflation and cause great damage to countries that hold dollar assets...

....emerging economies...have amassed nearly $10,000bn (€7,552bn, £6,721bn) in foreign exchange reserves, mostly in dollar assets. Any other country with America’s problems would need the Paris Club of creditor nations to negotiate with its lenders on its monetary and fiscal policies to protect their interests. But the US situation is unique: it borrows in its own currency, and the dollar is the world’s dominant reserve currency. The US can disregard its creditors’ concerns for the time being without worrying about a dollar collapse.The faith of the Chinese in America’s power and responsibility, and the petrodollar holdings of the gulf countries that depend on US military protection, are the twin props for the dollar’s global status. Ethnic Chinese, including those in the mainland, Hong Kong, Taiwan and overseas, may account for half of the foreign holdings of dollar assets....The Chinese love affair with the dollar began in the 1940s when it held its value while the Chinese currency depreciated massively. Memory is long when it comes to currency credibility. The Chinese renminbi remains a closed currency and is not yet a credible vehicle for wealth storage. Also, wealthy ethnic Chinese tend to send their children to the US for education. They treat the dollar as their primary currency.The US could repair its balance sheet through asset sales and fiscal transfers instead of just printing money. The $2,000bn fiscal deficit, for example, could have gone to over-indebted households for paying down debts rather than on dubious spending to prop up the economy. When property and stock prices decline sufficiently, foreign demand, especially from ethnic Chinese, will come in volume. The country’s vast and unexplored natural resource holdings could be auctioned off. Americans may view these ideas as unthinkable. It is hard to imagine that a superpower needs to sell the family silver to stay solvent. Hence, printing money seems a less painful way out.

The global environment is extremely negative for savers. The prices of property and shares, though having declined substantially, are not good value yet and may decline further. Interest rates are near zero. The Fed is printing money, which will eventually inflate away the value of dollar holdings. Other currencies are not safe havens either. As the Fed expands the money supply, it puts pressure on other currencies to appreciate. This will force other central banks to expand their own money supplies to depress their currencies. Hence, major currencies may take turns devaluing. The end result is inflation and negative real interest rates everywhere. Central banks are punishing savers to redeem the sins of debtors and speculators. Unfortunately, ethnic Chinese are the biggest savers.Diluting Chinese savings to bail out America’s failing banks and bankrupt households, though highly beneficial to the US national interest in the short term, will destroy the dollar’s global status. Ethnic Chinese demand for the dollar has been waning already. China’s bulging foreign exchange reserves reflect the lack of private demand for dollars...America’s policy is pushing China towards developing an alternative financial system. For the past two decades China’s entry into the global economy rested on making cheap labour available to multi-nationals and pegging the renminbi to the dollar. The dollar peg allowed China to leverage the US financial system for its international needs, while domestic finance remained state-controlled to redistribute prosperity from the coast to interior provinces. This dual approach has worked remarkably well. China could have its cake and eat it too. Of course, the global credit bubble was what allowed China’s dual approach to be effective; its inefficiency was masked by bubble-generated global demand.China is aware that it must become independent from the dollar at some point. Its recent decision to turn Shanghai into a financial centre by 2020 reflects China’s anxiety over relying on the dollar system. The year 2020 seems remote, and the US will not pay attention to something so distant. However, if global stagflation takes hold, as I expect it to, it will force China to accelerate its reforms to float its currency and create a single, independent and market-based financial system. When that happens, the dollar will collapse.

France pressed its European Union partners yesterday to impose strict rules on hedge funds, in spite of Swedish warnings that even the tightest regulation would be no guarantee against the current financial turmoil.Christine Lagarde, France's finance minister, said EU governments should insist on much tougher rules for hedge funds and other investment vehicles than those proposed last week by the European Commission.

The Commission's proposal is way below the demands that Europeans should have. It is regulation at its minimum. We need to have a maximalist position at the start, Ms Lagarde told reporters at a meeting in Brussels of the EU's 27 national finance ministers.The Commission has proposed mandatory registration of managers of alternative investment funds selling to professional investors in the EU, but with exemptions for managers of very small portfolios.Paris has already intervened in the hedge fund debate, objecting to proposals that would allow offshore funds to be marketed across the EU provided conditions were met. The Commission proposed that these provisions should be delayed for three years, which has been seen as a concession to the French. The plans, though too timid for France, are viewed by many financial institutions in the City of London as too far-reaching.The proposed benefits for unencumbered cross-border marketing of funds is not sufficient to outweigh the burden of compliance, said Julian Young, lead partner at Ernst & Young's hedge fund practice in London.France's private equity industry criticised the legislation. Pierre de Fouquet, head of France's AFIC private equity trade body, said the directive would inevitably generate a costly bureaucracy . . . as well as clogging up regulatory authorities without achieving any benefit for society.

Sweden's centre-right government, while in favour of more effective regulation, made clear it was sceptical that extra rules for hedge funds and other lightly regulated investment activities would eliminate financial market instability. It's important to regulate the unregulated sectors like hedge funds and private equity, but we should not be naive, said Anders Borg, Sweden's finance minister.Eventually we will see the same kind of events happening again, though maybe not of the same magnitude. Spanish prime minister snubs employment summit

EUOBSERVER / PRAGUE - Spanish Prime Minister Jose Luis Rodriguez Zapatero has decided not to attend an employment summit being held in Prague this Thursday (6 April), delivering a further blow to the meeting, which was already downgraded from EU leader-level in March to that of a conference. However, the EU's employment commissioner, Vladimir Spidla, told EUObserver that he was not concerned by the development. The method is not so important,he said.The summit is better prepared than the others and it will send a strong message to the European Council. Two other summits are also being held in Prague this week: one aiming to improve ties with Europe's eastern neighbours and certain Caucasus countries and the other hoping to secure southern energy routes from Caspian oil and gas reserves. As part of a new format of leaders from the current, upcoming and subsequent chairs of the rotating EU presidency, Mr Zapatero had been scheduled to attend the employment summit along with the Czech and Swedish prime ministers, as well as labour ministers from the three countries.The Czech Republic currently holds the EU's six-month rotating presidency. Sweden is set to take over in the second half of this year and Spain in the first half of 2010.

Further denigrating the importance of the employment summit is the fact that Spain currently has the highest unemployment rate in Europe - set to average 17.3 per cent this year, according to the commission's recently released economic forecast, compared to an EU average of 9.4 per cent.A spokesperson from the Spanish mission to the European Union cited agenda reasons for Mr Zapatero's decision. On Monday, euro area chairman Jean-Claude Juncker accused politicians of not taking the problem of rising unemployment seriously enough.

Stronger Europe

Mario Sepi, the president of the European economic and social committee - the consultative EU institution representing employers and labour - said on Wednesday that he is disappointed by the overly inter-governmental approach being taken to tackle Europe's burgeoning employment crisis so far. But Mr Spidla said the EU was playing an important role in the labour market area and he pointed to the Lisbon Treaty as a reason for future optimism. If the Lisbon Treaty is passed, social policy will move onto an equal footing with economic policy,he said.This will be the big change it will bring.Shortly afterwards, the Lisbon Treaty - still to be fully ratified in the Czech Republic, Poland, Ireland and Germany - moved a step closer when the Czech Senate approved the document by a clear majority. Mr Spidla also said it was important that Europe re-align its education system with the demands of the labour market so that skilled graduates are provided for the sectors needing them most. Likewise, he pointed to the importance of increasing the percentage of pupils finishing school while admitting that the prospects for those who do is looking less rosy.In autumn, we will see a new phenomenon: School and university leavers entering a much more constricted market and we will need a response to this,he said.

EU unemployment potentially explosive, says Juncker

EUOBSERVER / BRUSSELS - Euro group chief Jean Claude Juncker warned about the potential social fallout from the economic crisis during discussions on Europe's toxic assets and rising unemployment on Monday (4 April) evening.We are in the heart of an economic and financial crisis and we are headed towards a social crisis," said Mr Juncker after a meeting with eurozone finance ministers, describing the fallout as potentially explosive.Earlier, economy commissioner Joaquin Almunia presented the EU executive's latest economic forecast to the euro area finance ministers which project unemployment to rise to 9.9 percent for the euro area this year and 9.4 percent for the EU27.Mr Juncker, who was a labour minister in Luxembourg for 17 years, welcomed the commission's report and said greater emphasis must be placed on schemes to increase employability such as life-long learning and training programmes for workers on shortened weeks.At the same time he urged employers to avoid premature lay-offs and to act in accordance with their social responsibility.Earlier this year the Czech EU presidency, facing accusations of inactivity from French president Nicolas Sarkozy, decided to tackle the problem head on and called an extraordinary employment summit to be held in Prague on 7 May. But at a summit in March, EU leaders - worried about the possibility of coming away empty handed from the May employment summit - decided to downgrade its importance and the seniority of those attending. My feeling is that many politicians underestimate the extent of the phenomenon,said Mr Juncker.

I'm very sad that the social summit on 7 May in Prague is going to take place in a rather reduced format. Even if we don't have many ideas at this stage, it doesn't mean we shouldn't be sitting down to tackle the problem.

Toxic assets

One important step towards ending the current recession and reducing unemployment is the restoration of a correctly functioning banking system within the EU, say analysts.To do this, billions of euros worth of toxic assets held by EU banks must be cordoned off or neutralised in a bid to restore general public and investor confidence in the system.In January, the British government announced an insurance scheme for British banks holding toxic assets and recently a number of other EU states have made moves to tackle the problem.The German government is expected to complete a draft bill by 13 May aimed at clearing the banking system's toxic assets, recently valued at over €800 billion.Part of the plan may involve extensive consolidation of state-owned Landesbanken reports the Financial Times, before these banks would be allowed to avail of a central government bad bank.Irish finance minister Brian Lenihan gave more details of his country's plans to tackle the problem at the euro group meeting on Monday.Ireland recently set up a new body called the National Asset Management Agency which is expected to buy up to €90 billion of toxic assets off the country's banks using government funds.However to do so, the government will first need to issue more debt, a move that would appear to conflict with EU calls for a return to fiscal responsibility and reduced public deficits. Mr Juncker denied there was a contradiction here, however. I don't see a different way from my Irish colleagues and friends to deal with the issue,he said. For his part, Mr Almunia said Ireland would continue to be studied as a success case in the future, but also an example where macroeconomic imbalances linked with the excessive growth of the housing sector should have been dealt with at an earlier stage.

Strasbourg declined on Wednesday to ratify a compromise between its own representatives and those of the Council of Ministers, which represents the member states, on a wide-ranging telecoms package.The bill focuses on changes to telecoms infrastructure, further liberalising the sector and creating an EU-level telecoms regulator.But a battle has exploded in the last few weeks over a parliamentary amendment that aimed to prevent countries from passing legislation similar to France's three-strikes bill that would cut off internet access if users are repeatedly caught downloading music, films and other content without permission of the copyright holder.Smelling defence of internet access as a key vote-winner in next month's European elections, particularly amongst the young, MEPs have repeatedly refused to budge on the issue, demanding that access can only be cut off by court order.France, wanting to save what has become a flagship piece of legislation for President Nicholas Sarkozy, whose wife is a pop star, lobbied other member states heavily on the issue. As EUobserver reported last week, a compromise deal reached between the two sides on Tuesday (28 April) said that internet users had their internet access cut had a right to a judgment by an independent and impartial tribunal.The language however was sufficiently ambiguous that both MEPs and France claimed victory.

Catherine Trautmann, the deputy responsible for shepherding the legislation through the parliament, said she was confident that the wording in the compromise meant that a court order was required before access could be cut.French culture minister Christine Albanel meanwhile believed that the compromise meant that websurfers who had their internet access cut had a right to judicial appeal - but only after the deed had been done.The deal unravelled on Wednesday morning however, when the full sitting of the parliament supported a late amendment 407 to 57, with 171 abstentions, re-inserting stronger language requiring governments to obtain a court ruling before access can be cut.

Package delayed for months

The European Commission, which has supported the parliament's view on internet access since throughout the legislative process, again strongly backed the result. This amendment is an important restatement of the fundamental rights of EU citizens, said information society commissioner Viviane Reding.For many, it is of very high symbolic and political value. I call on the Council of Ministers to assess the situation very carefully, also in the light of the importance of the telecoms reform for the sector and for the recovery of our European economy.Telecoms ministers are to meet on 12 June, where they must decide whether to accept the package as a whole, including the parliament's amendment, or whether a ‘conciliation' process between the two sides and mediated by the commission will have to begin in the autumn. Ms Reding said she would work closely with the current, Czech EU presidency to try to achieve an agreement in the next few weeks.However, Ms Trautmann is all but certain that the Council will never agree to the package with the amendment included.The whole package will go to conciliation,Ms Trautmann told the chamber after the vote.The Council now has until September to respond with its own text and the parliament then has up to eight weeks to convene a conciliation committee.The Council would then under the chairmanship of the next, Swedish EU presidency have to negotiate with a freshly elected parliament - which is certain to have greater numbers of internet freedom advocates than the current chamber.This conciliation process itself may then take up to another eight weeks, the result of which would still then have to return to the full sitting of the parliament for a third reading.Sources close to the deliberations believe it could be as late as February before a final decision is reached.

Courageous

The European Consumers' Organisation, BEUC, regretted the delay to the legislation that the rejection will cause, but said it was worth it to prevent three-strikes-style legislation.Monique Goyens, the group's director-general, said: Today's vote is victory for consumers,and called on the next parliament to explicitly prohibit such draconian laws.La Quadrature du Net, a French internet freedoms pressure group, cheered the courageousness of MEPs.The strong statement for the access to the Internet as a fundamental right demonstrates that the parliament can be courageous and reject the pressure to compromise when essential values are at stake,said Gérald Sédrati-Dinet, an analyst with the group.

For all that scientists have learned about influenza since the catastrophic pandemic of 1917-19, one thing has not changed: the predictably unpredictable nature of the viruses that cause it.

The sudden detection of the new swine influenza virus, A(H1N1), occurred just as scientists were focusing wary eyes on behavioral changes observed in another virus, the A(H5N1) bird flu strain, in Egypt. Virologists have tracked the avian virus since its discovery in Hong Kong in 1997.The World Health Organization said over the weekend that the new swine flu virus had the potential to cause another pandemic, but that it had no way of knowing whether it actually would. The W.H.O. and public-health agencies like the Centers for Disease Control and Prevention find themselves in a delicate balance, obliged to provide information about potentially lethal diseases without causing panic.Although health officials have held exercises to prepare for pandemics and outbreaks caused by bioterrorism, they have yet to master the necessary communications skills. They are in a damned if they do, damned if they don’t situation.A decision about travel restrictions or advisories, for example, could affect trade and finances at a time of economic chaos. If the public health emergency declared by the W.H.O. and the Obama administration turns out to be a false alarm, officials will be ridiculed for unnecessarily worrying millions of people — perhaps even for creating fear to justify their budgets.If a pandemic materializes, some of the same critics are very likely to blame officials for failing to prevent it.

History teaches that the influenza virus mutates to cause worldwide spread about twice a century, on average. But scientists have yet to figure out what causes the mutations, when they will occur and what makes certain viruses more lethal than others.Epidemiologists know that the number of cases reported in the days just after detection of a new strain can be deceiving, just as early returns can be in political elections.To evaluate outbreaks, they need, among other things, accurate information about the numbers of cases; where they are occurring; the age distribution of those infected; and what contact they might have had with one another. At this stage of the swine flu investigation, such data are sorely lacking.Most mystifying are why reported deaths have occurred only in Mexico so far and why confirmed cases reported elsewhere are mild. The disparity cannot be explained by any apparent biological factors. Could it instead reflect reporting bias? For example, Mexican authorities may be more likely to look for swine flu in hospitals than authorities in other countries — who may be focusing on less vulnerable populations, like travelers. By contrast, those other countries might not have had time to concentrate on deaths in hospitals.Occasionally, alerts of a new virus, or a mutation of an old one, come from a laboratory. More often, fatalities are the first clue. But high initial death rates often fall as officials find that the causative microbe also causes mild, even symptomless cases. Officials may learn that the outbreak has gone on silently for weeks, even months. H1N1 appears to be passed easily from person to person, and reports from the United States suggest that some cases may be mild and therefore may go undetected, allowing the disease to spread further.In contrast, avian flu has killed 257 of the 421 people who have contracted it. But it has shown little ability to pass from person to person, mainly infecting poultry, and some experts suggest that there may be something about the H5N1 virus that makes it inherently less transmissible among people. SARS, or severe acute respiratory syndrome, is easily spread and virulent. In a 2003 outbreak in Hong Kong, it killed 299 of the 1,755 people it infected.Health authorities there are aggressively applying the lessons they learned from SARS. While Mexico struggles to confirm cases of swine flu and sends samples to the United States, Hong Kong is already performing swift genetic tests on patient samples and will have laboratories doing so at six local hospitals by Thursday. In an influenza outbreak, standard surveillance, or disease monitoring, is crucial. That effort can determine how many of the confirmed cases are mild or fatal, painting a more accurate picture of the virulence.As part of the exercise, epidemiologists, virologists and other health workers also interview patients and doctors, and they test many samples. The goal is to answer a list of questions, including these:

Whether deaths occur in the early or late stages of the infection.Whether those who died also had certain underlying ailments, and which ones.Whether infected patients respond to standard anti-influenza drugs.Whether they develop secondary bacterial infections, and if so, what kinds.Whether the incubation period — the time it takes to develop symptoms after exposure to a mutated virus —differs from that for known influenza viruses, usually one to three days.Whether the new virus mainly strikes healthy individuals or has a predilection for people with certain diseases.What percentage of those infected might have been protected by prior influenza shots.For the new swine influenza virus, it is too soon to know the answers. And as scientists are all too keenly aware, they have been wrong before. In 1976, after a small outbreak of swine influenza at Fort Dix in New Jersey, public-health officials persuaded President Gerald R. Ford and Congress to mount a nationwide immunization campaign that came in for widespread criticism. Yet 60 years earlier, an influenza virus that apparently started as a mild outbreak in the spring came back in a giant storm months later. Which model will the swine influenza virus follow? By stockpiling expensive drugs — Tamiflu and Relenza — that do nothing to prevent the flu. There is no evidence that Tamiflu, the drug being stockpiled by Britain, the United States and Europe, will work if a flu pandemic takes off in humans, according to a review published today by the Lancet medical journal,the Guardian reported in January.While the drugs might reduce patients’ symptoms, the authors say the use of Tamiflu could actually increase the spread of the flu virus. If people take the drug and have fewer symptoms they may end up going to work and spreading the potentially lethal virus.Not long ago, President Bush sought to instill panic in this country by telling us a minimum of 200,000 people will die from the avian flu pandemic, but it could be as bad as 2 million deaths in this country alone,writes Joseph Mercola. This hoax is then used to justify the immediate purchase of 80 million doses of Tamiflu, a worthless drug that in no way shape or form treats the avian flu, but only decreases the amount of days one is sick and can actually contribute to the virus having more lethal mutations.In response to this hype — or rather, the reason for the hype — the United States placed an order for 20 million doses of this worthless drug at a price of $100 per dose. It cost the taxpayers around $2 billion. Tamiflu was originally manufactured by Gilead Sciences and licensed to Hoffman-La Roche. The propaganda leaflet distributed by the UK admits that Tamiflu and Relenza are not a cure for the flu, but that didn’t stop the British government from buying millions of doses of the antiviral drugs. Britain will also buy into a vaccine after it is developed, according to the propaganda leaflet. The last time a government attempted to mass vaccinate a population against swine flu it resulted in disaster. It was 1976and after a few soldiers at Fort Dix, New Jersey, came down with the flu (one soldier died) then president Gerald Ford ordered a mass vaccination program. The motivating force behind the scheme was a $135 million windfall profit for the major drug manufacturers. It was hyped by our old friend, Dr. Evil, Donald Rumsfeld, then Sec. of Defense, who turned the issue into a political football. The mass vaccination scam was pushed along by the Disease Control Center in Atlanta, Georgia.On April 15, 1976, Congress passed Public Law 94-266, which provided $135 million of taxpayers’ funds to pay for a national swine flu inoculation campaign, later to be dubbed the Great Swine Flu Massacre, supposedly designed to immunize “every man, woman, and child.The vaccine cooked up by Big Pharma left some victims dead and others crippled with Guillain-Barré syndrome, but this was not a concern for the drug companies because the government had granted them indemnification, that is to say they would not be held responsible.It is said the new vaccine will be manufactured by Baxter International, the drug company responsible for contaminating experimental virus material” with a mix of H3N2 seasonal flu viruses and unlabelled H5N1 viruses and then sending this out to an Austrian research company, Avir Green Hills Biotechnology, who subsequently sent portions of it to sub-contractors in the Czech Republic, Slovenia and Germany.People familiar with biosecurity rules are dismayed by evidence that human H3N2 and avian H5N1 viruses somehow co-mingled in the Orth-Donau facility. That is a dangerous practice that should not be allowed to happen, a number of experts insisted,Helen Branswell wrote for the Canadian in February. Accidental release of a mixture of live H5N1 and H3N2 viruses could have resulted in dire consequences.Indeed. The process of mixing viruses, known as reassortment, is one of two ways to create pandemic viruses. WHO bent over backwards to make excuses for this mistake and said it could not reveal more information because it would give away proprietary information about Baxter’s production process.Baxter confirmed over the weekend that it is working with the World Health Organization on a potential vaccine to curb the deadly swine flu virus that is blamed for scores of deaths in Mexico and has emerged as a threat in the U.S.,the Chicago Tribune reported on April 27.Shares of Baxter were up 2.4 percent, or $1.16, to $49.23 a share in trading Monday on the New York Stock Exchange.

During Bush’s flu pandemic scare-mongering a couple years ago, Baxter and other mega-drug companies were awarded around $1 billion to increase and speed production [of a vaccine], particularly after the spread of bird flu.Is it possible Baxter attempted to reassort viruses into a pandemic strain in order to realize fantastic profits?

Here in the states, Massachusetts is ahead of the curve — a recently passed bill, S18, gives the Governor the power to authorize the deployment and use of force to distribute supplies and materials and local authorities will be allowed to enter private residences for investigation and to quarantine individuals.In 2005, Bush ordered, and HHS developed, the National Strategy for Pandemic Influenza, a plan funded by Congress that went into effect in 2006. HOUSTON (Reuters) – A Texas woman with the new H1N1 swine flu died earlier this week, state health officials said on Tuesday, the second death outside of Mexico, where the epidemic appeared to be waning.The death of the woman, who was in her 30s and had health problems, followed that of a Mexican toddler visiting Texas. U.S. health officials have predicted that the virus would spread and inevitably kill some people, just as seasonal flu does.The World Health Organization was monitoring the spread of the virus and said 21 countries have officially reported 1,490 cases.The United States has 403 confirmed cases of the swine flu in 38 states, the U.S. Centers for Disease Control and Prevention said, with another 700 probable cases.U.S. Health and Human Services Secretary Kathleen Sebelius warned that those numbers will go up, we anticipate, and unfortunately there are likely to be more hospitalizations and more deaths.

Canada has reported 165 cases.

Health officials said the outbreak seemed to be slowing in Mexico, hardest-hit by the virus, which is a mixture of swine viruses and some elements of human and bird flu. At the same time, infections were breaking out globally and are expected to spread.

Meanwhile, trade skirmishes have flared over pork, with some countries imposing new restrictions, despite assurances by the United Nations Food and Agriculture Organization that pork, especially cooked pork, was safe to eat.

PANDEMIC ALERT

The question remained how far the virus would spread and how serious would it be. The WHO remained at pandemic alert level 5, meaning a pandemic is imminent.If it spreads around the world you will see hundreds of millions of people get infected,the WHO's Dr. Keiji Fukuda told a news briefing.If it continues to spread outside the Americas, the WHO would likely move to phase 6, a full pandemic alert. This would prompt countries to activate pandemic plans, distribute antiviral drugs and antibiotics and perhaps advise people to take other precautions like limiting large gatherings.It's not so much the number of countries, but whether the virus sets up shop in any of those countries like it has here and starts to spread person to person. And given the number of countries that have cases, one would think that eventually that criteria would be met,said acting CDC director Dr. Richard Besser.He and Fukuda said it would be important to watch the Southern Hemisphere, where winter and the flu season are just beginning.Other pandemics have started with a mild new virus in spring that has come back to cause severe disease later in the year. The WHO said it would begin sending 2.4 million treatment courses of Roche AG's and Gilead Sciences Inc's Tamiflu, an antiviral proven effective against the new flu, to 72 nations, including Mexico.Fukuda said the WHO was still trying to answer the most pressing questions, including why more people have died in Mexico than anywhere else.More people have had mild illness than have had severe illness,Fukuda said.The reasons for that are not clear. I don't think it reflects differences in treatment.Most of those who have become ill with the new flu, including in Mexico, have recovered with little or no treatment.

ECONOMIC FALLOUT

Mexico began to return to normal, but a five-day lockdown ordered by the government to try to slow the influenza's spread cast a pall on the normally exuberant Cinco de Mayo celebrations. Mexican Finance Minister Agustin Carstens said the outbreak could knock as much as half a percentage point off growth this year.Because the flu seemed both mild and unstoppable, the CDC eased recommendations for closing schools in the United States when children or teachers had infections, but advised parents to keep sick children at home to prevent further spread.

H1N1 continued to spark trade and diplomatic quarrels.

An AeroMexico plane picked up dozens of Mexicans stranded in China after they were quarantined there. Mexican President Felipe Calderon condemned the measure as discrimination against his compatriots [nSP348835].Singapore also issued orders to quarantine sick travelers.Mexico told the World Trade Organization it was deeply disappointed by what it called divisive measures applied by some WTO members against its pork products. [nL5956461] Mexico urgently requests all its trading partners to eliminate any restrictive measures established on Mexican products, which are not in accordance with the scientific information available,the government said. U.S. and Canadian pig and pork exports have also been hit by bans that rattled the $26 billion-a-year global pork industry, in which Mexico, the United States and Canada are among top exporters.(Writing by Maggie Fox. Jacob Sullum at Reason thinks the proposed law is stupid, too.

It was bad enough that a grandstanding U.S. attorney successfully prosecuted Lori Drew, a Missouri woman who participated in a cruel MySpace prank that apparently precipitated the 2006 suicide of 13-year-old Megan Meier, under an anti-hacking law that clearly was not intended for this sort of situation. Now Rep. Linda Sanchez (D-Calif.) and 14 of her colleagues want to make such prosecutions easier through a breathtakingly broad bill that would criminalize a wide range of speech protected by the First Amendment. The Megan Meier Cyberbullying Prevention Act would make it a felony punishable by up to two years in prison to transmit an electronic communication (including email, instant messaging, blogs, websites, telephones, and text messages)with the intent to coerce, intimidate, harass, or cause substantial emotional distress to a person…to support severe, repeated, and hostile behavior.

EUOBSERVER / BRUSSELS - MEPs on Wednesday (6 May) changed the rules of the European Parliament to prevent far-right politician Jean-Marie Le Pen from opening the inaugural session of the next parliament in July.The move was hastily pushed through parliament via an amendment to a report on the internal workings of the EU assembly after it recently became clear that the French politician, who has downplayed the Holocaust, could assume the prominent role.Under the previous rules, the oldest MEP chairs the inaugural session, something that would fall to Mr Le Pen, who was born in 1928, if he is re-elected in June's European Parliament elections.The amendment, backed by the centre-right and socialist parties, instead says that the task should fall to the out-going parliament president, in this case centre-right German politician Hans-Gert Poettering.If the previous president is not re-elected, one of the 14 vice-presidents should assume the role, based on seniority.A politician who continues to assert that the Nazi gas chambers are a detail of history cannot have the honour of presiding over this assembly, which symbolises the reconciliation of the peoples of Europe,said German MEP and head of the Socialists, Martin Schulz. The Liberal group has been against the move. When the topic first came up for discussion in March, liberal leader Graham Watson said: There is no reason to treat Mr Le Pen differently from others, even if we hate his politics.According to European Voice, he has also said the leaders of the centre-right and socialist groups should rather have spent their time making sure Mr Le Pen did not get re-elected than working to change the rules.Mr Le Pen repeated his views on the Holocaust in March in the European Parliament.The parliament authorities are now looking into whether he has infringed the rules of parliament or whether his views fall under freedom of expression. Russia retaliates against Nato over spies and Georgia

EUOBSERVER / BRUSSELS – Russia-Nato relations hit a new low on Tuesday (5 May) over a spy row and military exercises due to kick off in Georgia, as Tbilisi accused Moscow of staging a military coup at one of its bases.Russian foreign minister Sergei Lavrov cancelled his planned attendance at the Nato-Russia Council on 18 May and the government expelled two Canadian diplomats working at the north Atlantic alliance's information bureau in Moscow.The move came as tit-for-tat to Nato's expulsion of two Brussels-based Russian diplomats accused of spying. One of the two men, administration director Vasily Chizhov, is also the son of Russia's ambassador to the EU, Vladimir Chizhov. Russia had already pulled out of a planned meeting among senior military staff on 7 May in protest at the military exercises due to start today in Georgia.Moscow has called the simulations muscle flexing and insisted that Nato cancels them, saying they are taking place where there was recently a war,referring to the Russian 2008 invasion of Georgia after Tbilisi launched an attack against separatist forces in South Ossetia.In a parallel development, the Georgian government on Tuesday stopped an attempted army mutiny that it says was staged by Russia and designed to disrupt the Nato exercises. A former Georgian special forces commander and a tank battalion commander were arrested.President Mikhail Saakashvili called on Russia to stop its provocative maneouvres in Georgia.A spokesman for the Interior Ministry said that initial evidence and secret recordings show that the mutineers had Russian backing. It will allow IP communications data to be gathered and processed (no warrant required), and interception of communication content (with a warrant).Journalists tacitly impressed at a rare public statement from GCHQ, have happily interpreted it as a denial of the story.It's not, of course. Rather, the eavesdropping agency has produced a textbook non-denial denial. Bravo.

Survey: Israelis Like America, Distrust Obama

A recent survey conducted by Bar-Ilan University's BESA Center in conjunction with the Anti-Defamation League reveals Israelis' opinion about the United States relationship to the Jewish State.The Israeli respondents, 57 percent of whom identified as secular, reported positive feelings toward America (72%), with a preponderance asserting that the United States is a loyal ally of Israel (68%).The overwhelming majority of those polled trust that the United States would come to the aid of Israel in the event of an existential emergency (76%), with nearly all respondents believing close relations with America is vital to Israel's security (91%).However, Israeli confidence in the U.S president plummeted from surveys taken in 2007. While most Israelis considered President George W. Bush's attitude toward Israel to be friendly (73%), President Barack Hussein Obama is considered friendly by only about a third of Israelis (38%).The younger generation of Israelis is more skeptical about Obama than the older generation, with 41 percent of respondents aged 42 and over believing Obama is capable of making the right decisions regarding the Israeli-PA conflict, as opposed to only 32 percent of respondents under the age of 41.

In regard to whether Obama would maintain friendly relations with Israel, 41 percent of older respondents agreed he would, with only 34 percent of the younger respondents also agreeing.A whopping 80 percent of opinion holders said that Obama's plan to bring about reconciliation with the Arab world in order to improve the U.S.'s position and reputation would come at Israel's expense.Younger respondents again displayed conservative sentiments in regard to US-Iran negotiations, with 60 percent opposing the move, as opposed to 42 percent of older respondents.Israeli opinion holders also overwhelmingly support military action to destroy Iranian nuclear facilities in the event of the failure of economic and diplomatic efforts (81%), even if Obama's administration opposed the action (83%).A closer look at the different age groups shows that 60% of the younger respondents oppose U.S.-Iran negotiations, compared to only 42% of the older respondents. A recent US Gallup poll showed that American Jews overwhelmingly support President Obama, after 100 days of his presidency. An even higher percentage of American Muslims support the new president as well.

Iran's current air defense umbrella is antiquated and could not stop an Israeli or U.S. strike, a report said. The Center for Strategic and International Studies said Iran's air defense network could be easily penetrated by the air forces of Israel and the United States. The Washington-based center said Iran's aging U.S.- and Russian-origin assets could not intercept Israeli F-15 and F-16 fighters.Iran lacks the modern weapon systems, integration and C4I battle management to reduce the potential destructive effectiveness of any offensive interdiction missions by Israel,the report, titled Study on a Possible Israeli Strike on Iran's Nuclear Development Facilities, said.One can predict a very low attrition rate to an Israeli strike.The report, authored by senior associate Abdullah Toukan, said Iran has sought to protect key facilities, including nuclear assets, with such systems as the SA-5. The SA-5, with a range of 250 kilometers, has been deployed to protect Iranian ports and oil facilities along the Gulf coast. What is known about the Iranian air defense system clearly shows how it has become largely obsolescent even though some SA-2 upgrade has been reported to have taken place, the report said. So it has become easy to apply ECM [electronic counter-measures] against them and destroying them using anti-radiation air to surface missiles.The report said Iranian air defense assets would be unable to rapidly respond to an intrusion by Israeli fighter-jets. CSIS said Iran's fleet of F-4, F-14 and MiG-29s were plagued by low operational readiness.But Toukan said the deployment of the Russian-origin S-300 would mark an immediate and significant improvement in Iran's defense network. He cited reports that Russia has already supplied Iran with the mobile S-300V system, manufactured by Almaz-AnteyG.

The attrition rates of the Israeli air strike will be high, could go up to 20 to 30 percent. CSIS said at least three Gulf Cooperation Council states -- Bahrain, Qatar and the United Arab Emirates, would be harmed.Any strike on the Bushehr nuclear reactor will cause the immediate death of thousands of people living in or adjacent to the site, and thousands of subsequent cancer deaths or even up to hundreds of thousands depending on the population density along the contamination plume,the report said.

No one would have believed in the early years of the 21st century that there lived among us, beings whose cool and calculating aim was to depopulate the earth, starting with Australia.In Australia, their leader is former SA Democrat Sandra Kanck who recently called for the introduction of a Chinese style one-child per family policy to get Australia’s population down to 7 million - or about what it was in the Great Depression of 1929.Readers of On Line Opinion might be a bit mystified by the recent push by Kanck and others who are calling for one child or two children per family (they can’t seem to agree on that last point). The reason is that the Chair of the British Government sponsored Sustainable Development Commission, Jonathon Porritt, is behind Ms Kanck and he makes no secret that population control is a key objective of global green campaigns.I am unapologetic about asking people to connect up their own responsibility for their total environmental footprint and how they decide to procreate and how many children they think are appropriate, Mr Porritt said in The Times Online.Ms Kanck’s message is simple. We live in a finite world with limited resources. The only way the world can survive is to reduce the number of energy consumers from generation to generation. By energy consumers she means people. You and me.There are so many things wrong with this Malthusian proposal that it’s hard to know where to start. First of all, it’s not the number of people on the earth (we can feed more than the estimated 9 billion people by the year 2050, when population growth tapers off), it’s the first world’s consumption.

If you believe that we are like rabbits, living a defined piece of land, with simple inputs and outputs, then you’ve got to side with the Malthusians. If though, you believe that humans are more than the sum of their parts, then you have to reject the much of their thinking. Towards the end, even old Malthuse thought his theories were wrong.Here’s one problem: just when the anti-corporatist movement and the carbon reduction push was getting momentum, in steps the Malthusians (I call them the old systems thinkers) from the far left of the environmental movement who label people units or human resources. They want to institute the paternalistic and imperialistic family planning policies that plagued India, South America and China in the 1950s and 60s.Professor Matthew Connelly from Columbia University said in an interview with myself recently:Some people who have pushed for population control sincerely believe that it is the only way to save poor people from themselves. But even if some couples will make poor choices, governments have done an even worse job in deciding who should be able to have children, and how many they should be able to have. It's typically the most powerless members of society who are hurt in the process. And this sordid history has done tremendous damage to the cause of reproductive rights.

Professor Connelly has spent seven years investigating the phenomenon of population control.The zero population growth greenies and Ms Kanck have support in strange places. What are we to make of Barry Walters, an associate professor of obstetric medicine at the University of Western Australia, who was quoted recently in a national newspaper? Every newborn baby in Australia represents a potent source of greenhouse gas emissions for an average of 80 years not simply by breathing, but by the prolifigate consumption of resources typical of our society. What then should we do as medical practitioners? Dr Walters asked.He goes on to say, Far from showering financial booty on new mothers and thereby rewarding greenhouse-unfriendly behaviour, a Baby Levy (his capitals) in the form of a carbon tax should apply, in line with the polluter pays principle.And just when you thought it couldn’t get weirder, American environmentalist Kelpie Wilson argues that abortion should be considered an environmental issue. She wants women to consider the environmental cost of bringing a child in to the world. I like to think Kelpie means that women should consider this before conception - but maybe not.Ms Kanck seems to have a knack of adopting whacko causes. A few years ago she advocated the regulation and decriminalisation of Ecstasy in South Australia. But her source credibility is not the issue here yet.It’s a curious phenomenon that when the going gets tough, a select few scramble to the moral high ground, tell us the end of the world is nigh and start bossing us around - in this case, calling for zero population growth. They are the Red Guards of our conscience.Sandra Kanck, the Sustainable Population lobby and other misanthropes have tapped in to a rich vein of doom and gloom to use in their global scare campaign. Who would have thought that they would want to legislate what we do in our bedrooms? It’s curious that the most striking manifestation of the loathing they have for every human can be seen in the idea that we need a significant reduction in the number of human beings from people who purport to love nature.

Obama prepares to throw Israel under the bus

As predicted here repeatedly – Obama is attempting to throw Israel under the Islamist bus, and he’s getting American Jews to do his dirty work for him. White House Chief of Staff Rahm Emanuel reportedly told the Israel lobbying group AIPAC on Sunday that efforts to stop Iran hinged on peace talks with the Palestinians. General James Jones, National Security Adviser to Obama, reportedly told a European foreign minister a week ago that unlike the Bush administration, Obama will be forceful with Israel. Ha’aretz reports:Jones is quoted in the telegram as saying that the United States, European Union and moderate Arab states must redefine a satisfactory endgame solution.The U.S. national security adviser did not mention Israel as party to these consultations.Of course not. If you are going to throw a country under the bus, you don’t invite it to discuss the manner of its destruction with the assassins who are co-ordinating the crime. As I said here months ago, the appointment of Jones and the elevation of his post of National Security Adviser at the expense of the Secretary of State was all part of the strategy to centralise power in the hands of those who want to do Israel harm.Yesterday Vice-President Joe Biden and Senate Foreign Relations Committee Chairman John Kerry turned the thumbscrews tighter, telling Israel to stop building more settlements, dismantle existing outposts and allow Palestinians freedom of movement.This is all not only evil but exceptionally stupid. The idea that a Palestine state will help build a coalition against Iran is demonstrably absurd. The Arab states are beside themselves with anxiety about Iran. They want it to be attacked and its nuclear programme stopped. They are desperately fearful that the Obama administration might have decided that it can live with a nuclear Iran.

The idea that if a Palestine state comes into being it will be easier to handle Iran is the opposite of the case: a Palestine state will be Iran, in the sense that it will be run by Hamas as a proxy for the Islamic Republic. The idea that a Palestine state will not compromise Israel’s security is ludicrous.It is of course, by any sane standard, quite fantastic that America is behaving as if it is Israel which is holding up a peace settlement when Israel has made concession after concession – giving up Sinai, giving up Gaza, offering all the territories to the Arabs in return for peace in 1967, offering more than 90 per cent of them ditto in 2000, ditto again to Mahmoud Abbas in the past year -- only to be attacked in return by a Palestinian terrorist entity, backed in its continued aggression, let us not forget, by the countries of the Organisation of the Islamic Conference, which has made no concessions at all and is not being pressured to do so.It is not the aggressor here but the victim of aggression that America is now choosing to beat up. In any sane world, one might think the Americans would be piling the pressure on the Palestinians to renounce their genocidal ambitions against Israel, to stop teaching and training their children to hate and kill Jews, to adhere to the primary requirement in the Road Map that they must dismantle their infrastructure of violence as the first step in the peace process; one might think, indeed, that they would view Mahmoud Abbas’s repeated statements that the Palestinians will never accept Israel as a Jewish state to be the main impediment to peace.But no. The repeated professions that America will never jeopardise Israel’s security are stomach churning when Obama is actually blaming Israel for measures it has taken to safeguard its security – the settlements were always first and foremost a security measure, and the travel restrictions are there solely to prevent more Israelis being murdered – and trying to force it to abandon them. Today comes further news that Obama will also try to force Israel to give up its nuclear weapons – which it only has as a last ditch insurance against the attempt to annihilate it to which several billion Arabs remain pledged.Of course Obama doesn’t care that Hamas would run any Palestinian state. Of course he doesn’t care that Israel would be unable to defend itself against such a terrorist state. Because he regards Israel as at best totally expendable, and at worst as a running sore on the world's body politic that has to be purged altogether (see this bleak assessment by Sultan Knish). His administration is proceeding on the entirely false analysis that a state of Palestine is the solution to the Middle East impasse and the route to peace in the region. What that state will look like or do is something to which at best the administration's collective mind is shut and at worst makes it a potential cynical accomplice to the unconscionable. So Israel is to be forced out of the West Bank. Far from building a coalition against Iran, Obama is thus doing Iran’s work for it.None of this, however, should come as the slightest surprise to anyone who paid any attention to Obama’s background, associations and friendships before he became President and to the cabal of Israel-bashers, appeasers and Jew-haters he appointed to his administration, with a few useful idiots thrown in for plausible deniability.

American Jews, meanwhile, are reacting as predicted – with a total absence of spine. As IsraelMatzav reports, AIPAC was sending delegates to visit Congress to 'convince' Representatives and Senators to sign a petition calling for a two-state solution. Inspired! Almost eighty per cent of American Jews voted for Obama despite the clear and present danger he posed to Israel. They did so because their liberal self-image was and is more important to them than the Jewish state whose existence and security cannot be allowed to jeopardise their standing with America’s elite.But the ordinary American people are a different matter. They do value and support Israel. They do understand that if Israel is thrown under that bus, the west is next. And it is they to whom Israel’s Prime Minister Netanyahu must now appeal, over the heads of the politicians and the media and certainly America’s Jews and everyone else. He must tell the American people the terrible truth, that America is now run by a man who is intent on sacrificing Israel for a reckless and amoral political strategy which will put America and the rest of the free world at risk.This is shaping up to be the biggest crisis in relations between Israel and America since the foundation of Israel six decades ago. Those who hate Israel and the Jews will be gloating. This after all is precisely what they hoped Obama would do. To any decent person looking on aghast, this is where the moral sickness of the west reaches the critical care ward.

President Obama's efforts to curb the spread of nuclear weapons threaten to expose and derail a 40-year-old secret U.S. agreement to shield Israel's nuclear weapons from international scrutiny, former and current U.S. and Israeli officials and nuclear specialists say. The issue will likely come to a head when Israeli Prime Minister Benjamin Netanyahu meets with Mr. Obama on May 18 in Washington. Mr. Netanyahu is expected to seek assurances from Mr. Obama that he will uphold the U.S. commitment and will not trade Israeli nuclear concessions for Iranian ones. Assistant Secretary of State Rose Gottemoeller, speaking Tuesday at a U.N. meeting on the nuclear Non-Proliferation Treaty (NPT), said Israel should join the treaty, which would require Israel to declare and relinquish its nuclear arsenal. Universal adherence to the NPT itself, including by India, Israel, Pakistan and North Korea, ... remains a fundamental objective of the United States, Ms. Gottemoeller told the meeting, according to Reuters.

She declined to say, however, whether the Obama administration would press Israel to join the treaty. A senior White House official said the administration considered the nuclear programs of Israel and Iran to be unrelated apples and oranges.Asked by The Washington Times whether the administration would press Israel to join the NPT, the official said, We support universal adherence to the NPT. [It] remains a long-term goal.The official spoke on the condition of anonymity because of the sensitivity of the issue. Avner Cohen, author of Israel and the Bomb and the leading expert outside the Israeli government on the history of Israel's nuclear program, said Mr. Obama's upcoming meeting with Netanyahu, due to the impending discussions with Iran, will be a platform for Israel to ask for reassurances that old understandings on the nuclear issue are still valid.

For the past 40 years, Israel and the U.S. have kept quiet about an Israeli nuclear arsenal that is now estimated at 80 to 200 weapons. Israel has promised not to test nuclear weapons while the U.S. has not pressed Israel to sign the nuclear NPT, which permits only five countries - the U.S., France, Britain, China and Russia - to have nuclear arms. The U.S. also has opposed most regional calls for a nuclear-free Middle East.The accord was forged at a summit between Israeli Prime Minister Golda Meir and President Nixon on Sept. 25, 1969, according to recently released documents, but remains so secret that there is no explicit record of it. Mr. Cohen has referred to the deal as don't ask, don't tell, because it commits both the U.S. and Israel never to acknowledge in public Israels nuclear arsenal. When asked what the Obama administration's position was on the 1969 understanding, the senior White House official offered no comment. Over the years, demands for Israel to come clean have multiplied.

The Iran factor
Iranian leaders have long complained about being subjected to a double standard that allows non-NPT members India and Pakistan, as well as Israel, to maintain and even increase their nuclear arsenals but sanctions Tehran, an NPT member, for not cooperating fully with the International Atomic Energy Agency (IAEA), the U.N. nuclear watchdog. On Monday, Iranian Deputy Foreign MinisterMohammad Ali Hosseini told a U.N. meeting preparing for a major review of the NPT next year that nuclear cooperation by the U.S.,France and Britain with Israel is in total disregard with the obligations under the treaty and commitments undertaken in 1995 and 2000, and a source of real concern for the international community, especially the parties to the treaty in the Middle East.The Obama administration is seeking talks with Iran on its nuclear program and has dropped a precondition for negotiations that Iran first suspend its uranium enrichment program.What the Israelis sense, rightly, is that Obama wants to do something new on Iran and this may very well involve doing something new about Israel's program,said Henry Sokolski, executive director of the Nuclear Nonproliferation Policy Education Center, a Washington think tank. Bruce Riedel, a former senior director for the Middle East and South Asia on the White House National Security Council, said,If you're really serious about a deal with Iran, Israel has to come out of the closet. A policy based on fiction and double standards is bound to fail sooner or later. The open secret
Elliott Abrams, deputy national security adviser for the George W. Bush administration, said that administration resisted international efforts to pressure Israel on the nuclear front.We did not want to accept any operational language that would put Israel at a disadvantage and raise the question of whether Israel was a nuclear power,he said.That was not a discussion that we thought was helpful. We allowed very general statements about the goal of a nuclear-free Middle East as long that language was hortatory.Israel began its nuclear program shortly after the state was founded in 1948 and produced its first weapons, according to Mr. Cohen's book, on the eve of the 1967 Six-Day War. Israeli defense doctrine considers the nuclear arsenal to be a strategic deterrent against extinction. But its nuclear monopoly is increasingly jeopardized by Iranian advances and the possibility that Iran's program could trigger a nuclear arms race in the region. Israel's arsenal has also been an open secret for decades, despite the fact that Israeli law forbids Israeli journalists from referring to the state's nuclear weapons unless they quote non-Israeli sources. In 1986, the Israeli nuclear scientist, Mordecai Vanunu disclosed in the Sunday Times of London photographs and the first insider account of Dimona, the location of Israels primary nuclear facility. Israel responded by convicting him of treason. He was released in 2004 after spending 18 years in prison but has continued to talk about the program on occasion. The government has barred Mr. Vanunu from leaving Israel.

Nuclear-free zone
References to a nuclear-free Middle East, meanwhile, have cropped up increasingly in international resolutions and conferences. For example, the 1991 U.N. Security Council Resolution 687, which sanctioned Saddam Hussein's Iraq, noted the objective of achieving balanced and comprehensive control of armaments in the region. More recently, a March 2006 IAEA resolution, in referring Iran to the Security Council, noted that a solution to the Iranian issue would contribute to global nonproliferation efforts and to realizing the objective of a Middle East free of weapons of mass destruction.U.S. allies Egypt and Saudi Arabia also have pressed the U.S. to link Israel's weapons to Iran's as part of a plan to implement a nuclear-free Middle East. A proposal to introduce a Security Council resolution declaring the Middle East a nuclear-free zone and calling for sanctions against those countries that did not comply was broached in a 2006 strategic dialogue between Saudi Arabia and the United States, said Turki al-Faisal, who was Saudi ambassador to the U.S.
When I talked to American officials about that when I was ambassador here, and before that to British officials in the U.K., the immediate response was, Israel is not going to accept,Prince Turki told editors and reporters of The Washington Times last month.And my immediate response was,So what? If Israel doesnt accept, it doesnt mean its a bad idea.

A balancing act
Mr. Netanyahu, whose meeting with Mr. Obama on May 18 will be the first since both took office, raised the issue of the nuclear understanding during a previous tenure as prime minister. Israeli journalists and officials said Mr. Netanyahu asked for a reaffirmation and clarification of the Nixon-Meir understanding in 1998 at Wye River, where the U.S. mediated an agreement between Israel and the Palestinians. Mr. Netanyahu wanted a personal commitment from President Clinton because of concerns about a treaty that Mr. Clinton supported to bar production of fissile materials that can be used to make weapons. Israel was worried that the treaty would apply to de facto nuclear states, including Israel, and might oblige it to allow inspections of Dimona.In 2000, Israeli journalist Aluf Benn disclosed that Mr. Clinton at Wye River promised Mr. Netanyahu that Israels nuclear capability will be preserved. Mr. Benn described as testy an exchange of letters between the two leaders over the Fissile Material Cut-Off Treaty. He said Mr. Netanyahu wrote Mr. Clinton:We will never sign the treaty, and do not delude yourselves - no pressure will help. We will not sign the treaty because we will not commit suicide.The Bush administration largely dropped the treaty in its first term and reopened negotiations in its second term with a proposal that did not include verification.

The Obama agenda
Mr. Obama has made nuclear disarmament a bigger priority in part to undercut Iran's and North Korea's rationale for proliferation. His administration has begun negotiations with Russia on a new treaty to reduce U.S. and Russian arsenals. He also has expressed support for the fissile material treaty. To cut off the building blocks needed for a bomb, the United States will seek a new treaty that verifiably ends the production of fissile materials intended for use in state nuclear weapons,he said last month in Prague.If we are serious about stopping the spread of these weapons, then we should put an end to the dedicated production of weapons-grade materials that create them.David Albright, president of the Institute for Science and International Security, a Washington think tank, said such a treaty would be the first step toward limiting the Israeli nuclear program. The question is how much of a priority is this for the Obama administration? he said. John R. Bolton, a former U.N. ambassador and undersecretary of state, said Israel was right to be concerned. If I were the Israeli government, I would be very worried about the Obama administration's attitude on their nuclear deterrent,he said.You can barely raise the subject of nuclear weapons in the Middle East without someone saying: What about Israel? If Israel's opponents put it on the table, it is entirely possible Obama will pick it up.Asked about the issue, Jonathan Peled, spokesman for the Israeli Embassy in Washington, said, We don't discuss the strategic relationship between the United States and Israel.The White House had no immediate comment. However, Ms. Gottemoeller endorsed the concept of a nuclear-free Middle East in a 2005 paper that she co-authored,Universal Compliance: A Strategy for Nuclear Security.Instead of defensively trying to ignore Israels nuclear status, the United States and Israel should proactively call for regional dialogue to specify the conditions necessary to achieve a zone free of nuclear, chemical, and biological weapons,she wrote. The paper recommends that Israel take steps to disarm in exchange for its neighbors getting rid of chemical and biological weapons programs as well as Iran forgoing uranium enrichment.
