MEPs ban seal products in face of Canadian indigenous opposition

EUOBSERVER / BRUSSELS - The European Parliament has overwhelmingly voted in favour of banning seal products, with Canada - the biggest sealing nation and also the country on the cusp of a free trade agreement with the European Union - the legislation's main target.Deputies from all parties backed the regulation, with 550 votes in favour, 49 against and 41 abstentions.Diana Wallis, the British Liberal MEP who shepherded the bill through the chamber, said that while hunting may still continue, no one may make a profit from sealing.What we have not done here is to regulate hunting. If people in any of our member states wish to hunt, they can still continue to hunt. What they cannot do is take commercial gain from the results of that hunt, she said.

The right of the house also strongly backed the law.

The issue is the inhumane way in which seals are being killed and the inability of the professional hunters to deal with it, said Malcolm Harbour, a UK Conservative MEP.I think the Canadian Government has to reflect on that as well.The parliament did however make an exception for seal products from indigenous hunts, however, Inuit leaders from Canada warn that this will kill off their market nevertheless, and the sale of seal products will be permitted only where they result from hunts conducted in a traditional manner and which contribute to their subsistence.Under the legislation, EU member states will lay down the rules on penalties. The bill still requires the okay of the 27 governments, but this is expected to occur without incident.This year 50,000 seals have been killed in the Canadian seal hunt, compared to 220,000 last year.The legislation comes at an otherwise awkward time for the European Commission, whose Arctic Strategy was dealt a setback when Canada last week convinced the Arctic Council to postpone a decision on offering the EU permanent observer status with the council. Gaining the status is a key element of the EU's plans for securing greater access to polar oil and gas resources.However, Christiane Hohmann, the commission's foreign relations spokesperson, insisted to EUobserver that the move was not a rejection of the EU's application, but a deferral and that other countries, China, Italy and South Korea, had also applied as permanent observers. The Arctic Council is simply considering how to proceed with such applications, she indicated.

Nevertheless, Canada takes the position that the seal ban was the deal-breaker.

Canada doesn't feel that the European Union, at this stage, has the required sensitivity to be able to acknowledge the Arctic Council, as well as its membership, and so therefore I'm opposed to it,Canadian foreign affairs minister Lawrence Cannon said after the decision.But at the same time, Canada does not see the seal ban as a barrier to moving ahead with a planned EU-Canada free trade agreement, to be further discussed this week at a summit with the bloc.

EU wants Internet G12 to govern cyberspace

EUOBSERVER / BRUSSELS - The European Commission wants the US to dissolve all government links with the body that 'governs' the internet, replacing it with an international forum for discussing internet governance and online security.The rules and decisions on key internet governance issues, such as the creation of top level domains (such as .com and .eu) and managing the internet address system that ensures computers can connect to each other, are currently made by the Internet Corporation for Assigned Names and Numbers (ICANN), a private, not-for profit corporation based in California which operates under an agreement with the US Department of Commerce.

The decisions made by ICANN affect the way the internet works all around the world.

EU information society commissioner Viviane Reding on Monday (4 May) suggested a new model for overseeing the internet from October this year, when the Commerce Department agreement runs out.She called on US President Barack Obama to fully privatise ICANN and set up an independent judicial body, described as a G12 for internet governance, which she described as a multilateral forum for governments to discuss general internet governance policy and security issues.I trust that President Obama will have the courage, the wisdom and the respect for the global nature of the internet to pave the way in September for a new, more accountable, more transparent, more democratic and more multilateral form of Internet Governance,she said via a video message posted on her commission website.The expiry of the agreement between ICANN and the US government opens the door for the full privatisation of ICANN, and it also raises the question of to whom ICANN should be accountable,she said.In the long run, it is not defendable that the government department of only one country has oversight of an internet function which is used by hundreds of millions of people in countries all over the world.Instead, Brussels would prefer that an international government forum that to meet twice a year makes recommendations by majority vote to the newly privatised ICANN. The forum would be restricted to representatives from 12 countries, with a regional balance taken into consideration.

Her Internet G12 would include two representatives each from North America, South America, Europe and Africa, three representatives from Asia and Australia, as well as the Chairman of ICANN as a non-voting member. International organisations with competences in this field meanwhile could be given observer status.The new US administration's position on global internet governance is not yet clear. However, during the Bush administration, Washington was steadfastly opposed to handing ICANN over to the United Nations.The commission will hold a conference on Wednesday (6 May) in Brussels to discuss the issue with Europe's internet community.

VANCOUVER, British Columbia (Reuters) – An Alberta girl has been hospitalized in Canada's first serious case of the H1N1 flu, as the country's confirmed cases climbed to 140, health officials said on Monday.Officials had expected to discover people suffering more serious effects from the virus as the disease progresses, even though all other cases in Canada have involved only mild symptoms.The news of this first more severe case, although disconcerting, is not surprising, and it does not change the course of action were are taking,said Dr. David Butler-Jones, Canada's chief public health officer.The girl is being treated in intensive care at an Edmonton, Alberta, hospital. She had not been to Mexico where the flu outbreak began and where 101 people have died, and officials do not know yet how she became infected or why her symptoms are so severe.All of Canada's other cases have involved people who had either traveled to Mexico themselves or been in contact with people who had been there recently and brought the virus back with them.The case also comes as Canada grapples with the economic fallout from last weekend's discovery of a pig herd in Alberta that had been infected with the flu virus by a worker at the farm who had recently returned from Mexico.China and other countries have banned imports of pork, even though the virus is not food-borne. MEXICO CITY – Mexico announced a return to normalcy on Monday, preparing to reopen businesses and schools even as the virus sickened more than 1,400 people in 20 countries. World health officials said the global epidemic is still in its early stages, and that a pandemic could be declared in the days to come.But Mexico's president said it was waning at its epicenter, justifying Wednesday's end to a five-day nationwide shutdown he credits for reducing the spread of the new virus.Already, streets in the capital seemed more lively, with more vehicles and fewer people wearing face masks. Some cafes even reopened ahead of time. President Felipe Calderon said universities and high schools will reopen on Thursday, and younger school children should report back to school on May 11.The school schedule will resume with the guarantee that our educational institutions are in adequate hygienic condition, promised Calderon, who called on parents to join educators in a collective cleansing and inspection of schools nationwide.This is about going back to normalcy but with everyone taking better care,Calderon said.Parents and teachers will turn away children who appear sick. Mexico's Economy Secretary, Gerardo Ruiz, said Mexico will bring the issue to the World Trade Organization if other countries don't drop restrictive measures. Beijing denied that it is discriminating by quarantining Mexicans and any other passengers who came in close contact with them, even those who don't show symptoms. Among the passengers stuck in Chinese hotels was Briton Mark Moore, who urged China to lift the quarantine.The government is trying to show the world they are strong in organizing this,the 37-year-old director of a Singapore-based company said in a phone interview. JERUSALEM – The Israeli government quietly has begun constructing the country's security barrier along a controversial route that will effectively block off Jewish property and an important Jewish neighborhood from the rest of Jerusalem, WND has learned.The scenario will likely be surprising to political observers here. During his candidacy, Prime Minister Benjamin Netanyahu spoke about the importance of maintaining and developing a Jerusalem region called E1, specifically the Jewish neighborhood of Maale Adumim in eastern Jerusalem. The Palestinians want that area as part of a state.The new barrier route, however, will essentially isolate the so-called Palestinian side of Maale Adumim, as well cordon off local Jewish property.

Aaron's Klein's new book,The Late Great State of Israel,shows how enemies within and without threaten the Jewish nation's survival. Since 2002, the security barrier has created a de facto border between Jerusalem and the West Bank. The new route now threads along an area called Anata, leaving eight acres of property owned by Jews on the Palestinian side. The previous governments of Ehud Barak and Ariel Sharon delayed construction of the barrier in the area, largely because the route was being contested by local Jewish landowners, but also because it would disconnect Maale Adumim from greater Jerusalem. A Supreme Court case on the subject is pending. In spite of the ongoing court case, 10 days ago Israeli Defense Minister Ehud Barak personally visited the Jerusalem areas in question and unilaterally ordered the defense ministry to construct the barrier through Anatot, blocking off Jewish land and helping to isolate Maale Adumim, according to information obtained by WND. Now, days later, the barrier's construction – which received no media attention – is almost complete.Aryeh King, chairman of the Land of Israel Forum, which promotes Jewish construction in Jerusalem, told WND he is concerned Arabs will begin squatting on the Jewish-owned property now that it's been quarantined from Jewish sections of Jerusalem.More dangerous, King argued, was blocking off Maale Adumim. After the barrier is finished, there won't be any other chance to connect the rest of Jerusalem with Maale Adumim,he said.The vision will become a nightmare.A spokesman for Netanyahu did not immediately respond to a query as to whether the prime minister was aware of Barak's actions. But WND has learned key Knesset members have been informed of the barrier's construction. The Knesset members, including senior officials in Netantyahu's Likud party, will attempt to put the barrier's construction on the agenda for discussion by lawmakers tomorrow.

Israel has already forfeited Jerusalem

The barrier construction in the Anatot area is not an isolated incident. Sections of Jerusalem essentially have been forfeited on the ground to the Palestinian Authority, while Jews, including local landowners, are barred from entering parts of Israel's capital, a WND investigation recently has found. The probe further determined the U.S. has been aiding the Palestinians in developing infrastructure in Jerusalem.

Also, it has emerged that the Israeli government has failed to stop Arabs from illegally building thousands of housing projects on Jerusalem land purchased and owned by a U.S. Jewish group for the express purpose of Jewish settlement, culminating in an Arab majority in the neighborhoods. The situation has been unfolding in the northern Jerusalem neighborhoods of Kfar Akeb, Qalandiya and Samir Amis, which are close to the Jewish neighborhoods of Neve Yaacov and Pisgat Zeev in Israel's capital. Kfar Akeb, Qalandiya and Samir Amis are located entirely within the Jerusalem municipality.A tour of the three Jerusalem neighborhoods finds some surprising developments. Official PA logos and placards abound, including one glaring red street sign at the entrance to the neighborhoods warning Israelis to keep out.

Another official sign, this one in Kfar Akeb in Jerusalem, reads in English, Ramallah-Jerusalem Road. This project is a gift form (sic) the American people to the Palestinian people in cooperation with the Palestinian Authority and PECDAR. 2007. The sign bears the emblems of the American and PA governments and of the U.S. Agency for International Development, or USAID. The displays were not present during a previous WND tour of the neighborhoods in 2006. Some local schools in the Jerusalem neighborhoods are officially run by the PA – some in conjunction with the U.N. – with many teachers drawing PA salaries. Civil disputes are usually settled not in Israeli courts but by the PA judicial system, although at times Israeli courts are used, depending on the matter.Councils governed by PA President Mahmoud Abbas' Fatah organization oversee some municipal matters. USAID provides the PA funds for road and infrastructure projects.Israeli security officials said the local Jerusalem police rarely operate in Kfar Akeb, Qalandiya and Samir Amis; instead security has been turned over to the Israel Defense Forces and Border Police, who work almost daily with PA security forces. The PA police operate in the Jerusalem neighborhoods in coordination with Israel.Shmulik Ben Ruby, spokesman for the Jerusalem police, confirmed the arrangement.If there are fights between some local families, sometimes we involve the PA police to make peace between the families, he told WND.Yes, the PA police can operate in these neighborhoods in coordination with the IDF and Border Police.

Jews barred from sections of Jerusalem

In another recent development, Israeli Jews, including local property owners, have been almost entirely barred from entering Kfar Akeb, Qalandiya and Samir Amis, while Israeli Arabs can freely enter. Aryeh King, a nationalist activist who holds the power of attorney to some Kfar Akeb land owned by an Israeli Jew, told WND he was barred several times during the past few months from entering the neighborhood to administer to the land, upon which local Arabs illegally constructed apartments.

Police spokesman Ben Ruby explained the new arrangement is due to security concerns.

It's quite dangerous to be there alone, so if they don't have to be there it's not allowed, because they might find themselves in danger if they go in,said Ben Ruby. In 2002, in response to the outbreak one year earlier of the Palestinian intifada, or terrorist war against the Jewish state, the Israeli government constructed its security barrier blocking off the West Bank from Jewish population zones. The route of the fence also cut into northern and eastern Jerusalem, incorporating Kfar Akeb, Qalandiya and Samir Amis on the so-called Palestinian side. Israel recaptured northern and eastern Jerusalem, including the Old City and the Temple Mount – Judaism's holiest site – during the 1967 Six-Day War. The Palestinians, however, have claimed eastern Jerusalem as a future capital. About 244,000 Arabs live in Jerusalem, mostly in eastern neighborhoods, out of a total population of 724,000, the majority Jewish.Jews lived in Kfar Akeb, Qalandiya and Samir Amis years before the establishment of Israel in 1948, but they were violently expelled during deadly Arab riots in 1929.Jordan, together with other Arab countries, attacked Israel after its founding in 1948 and administered the three Jerusalem neighborhoods as well as all of eastern Jerusalem following an armistice agreement. In 1967, Jordan attacked again and Israel liberated the entire city of Jerusalem in the Six-Day War. During the period of Jordanian control, some new construction took place, including in areas previously purchased by Jews.The recent barring of Jews from northern Jerusalem sections apparently coincides with an Israeli government decision the past year to allow the PA some presence in Jerusalem.Last June, WND exclusively reported then-Prime Minister Ehud Olmert allowed the PA to hold an official meeting in Jerusalem to discuss dealing with expected Palestinian sovereignty over key sections of the city. Dmitri Ziliani, a spokesman for the Jerusalem section of PA President Mahmoud Abbas' Fatah party, confirmed to WND the meeting was related to the activities and structure of Fatah's local command in some neighborhoods of Jerusalem.

Ziliani said the regular PA meetings in Jerusalem are, in part, held in anticipation of a future Palestinian state encompassing all of eastern Jerusalem. According to Israeli law, the PA cannot officially meet in Jerusalem. The PA previously maintained a de facto headquarters in Jerusalem, called Orient House, but the building was closed down by Israel in 2001 following a series of suicide bombings in Jerusalem. U.S. Jewish group to blame for division of Jerusalem?

Key land in Qalandiya and Kfar Akeb is owned by a U.S. Jewish group that over the years has allowed tens of thousands of Arabs to illegally squat on its land, resulting in the current Arab majority.The Jewish National Fund, or JNF, purchased the land in the early 1920s using Jewish donor funds for the specific purpose of Jewish settlement.The JNF lands have been utilized for the illegal construction of dozens of Arab apartment buildings, a refugee camp and a U.N. school. A previous tour of Qalandiya and Kfar Akeb found dozens of Arab apartment complexes, a Palestinian refugee camp and a U.N. school for Palestinians constructed on the land. According to officials in Israel's Housing Ministry, Arabs first constructed facilities illegally in Qalandiya and Kfar Akeb between 1948 and 1967, prior to the 1967 Six-Day War during which Israel retook control of the entire city of Jerusalem. Qalandiya, still owned by JNF, came under the management of the Israeli government's Land Authority in the late 1960s.Ministry officials say the bulk of illegal Arab construction in Qalandiya occurred in the past 20 years, with construction of several new Arab apartment complexes taking place in just the past two years.Neither the Israeli government nor JNF took any concrete measures to stop the illegal building, which continues today with at least one apartment complex in Qalandiya under construction.

Land in another Jerusalem' neighborhood, Shoafat, which has an estimated value of $3 million, was also purchased by JNF in the early 1900s and fell under the management of the Israel Land Authority about 40 years ago. Much of the illegal Arab construction in Shoafat took place in the past 15 years, with some apartment complexes built as late as 2004.In Qalandiya and Shoafat, Israel's security fence cordons off the Arab sections of the JNF lands from the rest of Jewish Jerusalem.

Internal JNF documents obtained by WND outline illegal Arab construction on the Jewish-owned land. A December 2000 survey of Qalandiya summarized on JNF stationery and signed by a JNF worker, states,In a lot of the plots I find Arabs are living and building illegally and also working the JNF land without permission.The JNF survey goes on to document illegal construction of Arab apartment complexes and the U.N. school under the property management of Israel's Land Authority.

Fiat vying for major expansion

Italian car firm Fiat, which last week secured rights to a 20 percent stake in American automobile giant Chrylser, signalled over the weekend that it is also interested in a merger with embattled European carmaker Opel.Top Fiat officials will meet German economy and foreign ministers on Monday (4 May) to discuss the basis of a deal.Fiat's chief executive, Sergio Marchionne, told the Financial Times over the weekend:From an engineering and industrial point of view, this is a marriage made in heaven,adding that he hopes the deal will be completed by the end of May. Opel, whose car plants are based largely in Germany, is owned by the struggling General Motors, which has until 1 June to restructure if it is to receive badly needed loans from the US administration.Earlier this year, its management turned to the German government for a €3.3 billion bail-out that it says is necessary to survive the current economic slump.However, the German government favours a private sector takeover or merger, but indicated that the new investor would be eligible for state support provided factories were kept open.Fiat's announcement over the weekend sees it join Canadian car parts maker Magna International which recently expressed an interest in taking over Opel and has presented the German government with proposals.However, Mr Marchionne's merger plans also include the other GM subsidiaries in Europe, primarily Vauxhall in Britain and Saab in Sweden.

American woes offer new dawn for Fiat

Under pressure to convince the Obama administration by the 1 June deadline that it is a viable company, GM announced last week that it intends to phase out 21,000 jobs and drop the Pontiac brand.Chrysler on the other hand failed to secure a conclusive deal with debt holders by the 30 April deadline and has now filed for bankruptcy proceedings in the US.But an agreement reached between the American manufacturer, the Obama car team and Fiat will see the Italian carmaker take a 20 percent stake in a new, slimmed down Chrysler once it emerges from the bankruptcy proceedings. Added to this, if Mr Marchionne is able to convince the German government that Fiat is best placed to save German jobs in an election year, the move has the potential to create a new car superpower, whose sales would be second only to Japan's Toyota.With GM's European plants based largely in northern Europe, Fiat plants in Italy and Chrysler plants in the US, the new company would be well placed to operate on a global level.

The Italian government last week threw its full support behind the 20 percent stake in Chrysler.A Fiat that is stronger in the world will be stronger in Italy and will make Italy stronger in the world,said Italian industry minister Claudio Scajola.The stake in Chrysler and potential deal with takeover of GM's European subsidiaries mark a huge turnaround for the Italian carmaker that has traditionally been seen as one of the weaker carmakers on the global scene.

France considers ban on anti-Zionist voting lists

A large majority of Israeli Jews support military action aimed at destroying Iran's nuclear facilities, according to a survey sponsored by the Anti-Defamation League.

According to the poll, co-sponsored by the Begin-Sadat Center for Strategic Studies at Bar-Ilan University, a large majority of those who support a move by the army said they would maintain their support even if the Obama administration opposed it. An overwhelming majority also said they believed close relations with the United States were essential for ensuring Israel's security.The survey, administered by the Maagar Mochot research institute, involved 610 respondents, constituting a representative sample of Israeli Jews over the age of 18.Asked about military action against Iran, 66 percent said they approved of it, 15 percent said they were opposed and 19 percent said they did not know. Among those who said they approved army action, 15 percent said they would change their minds if the United States opposed it, while 75 percent said they would not. The rest said they did not know or gave other answers. Focusing on Israeli-U.S. relations in the Obama era, the survey revealed concern over possible erosion of U.S. support for Israel, and over a rapprochement between the United States and Arab countries at the expense of Israel.

Sixty percent of the respondents said they had a positive or very positive attitude toward President Obama. However, only 38 percent said they thought his attitude to Israel was friendly - in contrast to 73 percent of respondents in a 2007 poll, who defined the attitude of the previous president, George W. Bush, as friendly. Asked whether reconciliation with the Arab and Muslim world would come at the expense of Israel's interests, 63 percent said they believed it would; 71 percent, however, said the interests of the United States and Israel were similar or complemented each other.
Most Israelis, according to the poll, follow the news in America, mainly through the Israeli media.

The Israel Air Force recently staged military exercises between Israel and the British colony of Gibraltar near southern Spain, the French magazine L'Express reported on Saturday.The fact that the drills were held 3,800 kilometers away from Israel confirms that the Israel Defense Forces is making concrete preparations to attack Iran over its refusal to cooperate with the international community over its contentious nuclear program, according to L'Express.Foreign Minister Avigdor Lieberman vowed last week that Israel would not attack Iran even if the international sanctions against Tehran fail to convince President Mahmoud Ahmadinejad to give up his country's nuclear program, in an interview with the Austrian daily Kleine Zeitung.But The London Times reported a few weeks ago that the IDF was indeed making preparations to be able to launch a massive aerial assault on Iran's nuclear facilities, to be carried out within days of being given the go-ahead by Israel's government.Israel wants to know that if its forces were given the green light they could strike at Iran in a matter of days, even hours. They are making preparations on every level for this eventuality. The message to Iran is that the threat is not just words,one senior Israeli defense official told The Times.The London Times report appeared to be an Israeli message to Iran conveying its capability and readiness to prevent Tehran from developing nuclear weapons.The report included a nation-wide home front drill, scheduled for June, among what it calls Israel's intensive preparations for the possibility of an attack, aiming to prepare Israel's civilians for the possible consequences of an attack on Iran.We would not make the threat [against Iran] without the force to back it. There has been a recent move, a number of on-the-ground preparations, that indicate Israel's willingness to act,another official from Israel's intelligence community told the Times.

New DHS Domestic Terrorism Lexicon Lists Neo-Paganism but Not Islamism

The Janet Napolitano led D.H.S. has struck again, releasing a handy glossary of terror related groups which omits Islam yet singles out … Neo-Paganism. Something tells me that generally left leaning Wiccans won’t be too upset since they single out Asatru and Odinism as Conservative and thus evil, yet it is extremely dishonest to claim either have been a factor in any terror attack.Odinism is too often associated with racist groups even by other neo-Pagans, but there are people who worship Woden (myself included) who not only aren’t racist but could never be a part of a White Supremacist movement. The D.H.S report defines Racial Nordic Mysticism this way:An ideology adopted by many white supremacist prison gangs who embrace a Norse mythological religion, such as Odinism or Asatru.The problem is that A) There has never been a widespread movement among White prison gangs to move to paganism (and White prison gangs are allied with Mexican prison gangs anyway, making their racism suspect to say the least) and B) Asatru and Odinism are two different religions. Odinism can mean different things to different people (though most people now avoid the term because of the Wiccan-run smear campaign) but the one thing it doesn’t mean is a person who is involved with Asatru which almost always has a strong anti-racism message:

There is a very strong anti-racist, anti-Nazi stance among national Asatru groups in the Scandinavian countries. This is also found in almost all Asatru groups in English speaking countries. They typically have a clear rejection of racism written into their constitutions. Unfortunately, some anti-racism groups like the Southern Poverty Law Center and the Federal Bureau of Investigation (in its Megiddo report) have mistakenly accused the entire religion of racism.I would theorize that this mistake is one part lazy research and two parts going to Wiccans (who are the polar opposites of asatruar, as followers of Asatru are sometimes known) for religious definitions. While there may be racist groups who refer to themselves as Odinists, most Asatru groups and people dedicated specifically to the Way of Woden are not involved in White power movements, as a little research would show. I defy anyone to find a terror attack on American soil, or anywhere in the world, committed by a Heathen.

There have been over 13,000 terrorist attacks by Muslims since 9/11. 13,000!

Yet no version of the Islamic Imperialism of Jihadism is mentioned in the memo, as Hot Air points out. Modern Paganism, which has never been linked to an atrocity is on the D.H.S. list of extremist groups, while modern Islam which is responsible for some of the worst atrocities of the last few decades, is absent.Animal rights groups, Jewish extremists and Black Separatists all make appearances on the report. And while animal rights groups have been escalating, I fail to see how they get the inclusion while Jihadists don’t. America has little to fear from Jewish extremists and Black Separatists are hardly a national security threat.This latest hack-job from Napolitano’s D.H.S. shows just how politicized, and incompetent, the new administration is. America is not safe with people like this guarding our country, who believe groups that have never attacked the homeland are more worth mentioning than Islamic terrorism. If we aren’t the victims of another 9/11 style attack in the next few years it will truly be a miracle.
