MEPs seek control over EU commission president nomination

EUOBSERVER / BRUSSELS - The European Parliament is seeking to have a stronger influence over the choosing of the next European Commission president and is asking member states to consult it before nominating a candidate.A report passed a large majority of MEPs on Thursday (7 May) suggests that the rules of the Lisbon Treaty - still in the process of ratification in some member states - on nominating the commission president already be taken into consideration.This would mean that national governments propose a candidate that reflects the outcome of the European elections and only after discussions with political leaders in the parliament.

Prepared by Belgian centre-right MEP Jean-Luc Dehaene, the report proposes a new timetable for appointing nominating the commission president, with EU leaders previously having agreed to name someone at their mid-June summit,.Instead, MEPs suggest that parliament will take two weeks to compose itself after the 4-7 June elections and that in the third week, consultations begin between the Czech EU presidency and the parliament president, and then with all the leaders of the political groups in the parliament.Under the current rules, member states are not obliged to consult the European Parliament or to take into account the results of the elections when choosing a commission president - a process that traditionally takes place behind closed doors and involves much political horse-trading.If the centre-right EPP maintains its dominance in the parliament as has been predicted by some analysts, it has said it will support Jose Manuel Barroso, currently heading the commission, for a second term.The Socialists, unable to nominate a candidate themselves due to internal divisions, have said they will back Mr Barroso only if he commits to a programme that contains more social policies.Predicted to continue being the second biggest faction in the parliament, the Socialists have been very critical of Mr Barroso's presidency, saying he is too supportive of business and free-market policies.

More powerful parliament

Whereas member states had a tendency to dismiss parliament in the past, recent years have seen the EU assembly grow in stature. It flexed its muscles in this area in 2004 when it forced Italy to withdraw its commissioner candidate because it considered him too socially conservative for the justice and home affairs post. Many MEPs at the time spoke of a watershed moment for the parliament.Mr Barroso himself was burnt by the experience, failing to recognise the strength of feeling among deputies, a misjudgement that saw the parliament almost reach the point where it was ready to not approve the commission in its entirety.Member states are not obliged to follow the Dehaene report, with the Lisbon Treaty set to come into force next year at the earliest, and only if Ireland says Yes in its second referendum and only if it survives a legal challenge in Germany.This report and two others concerning the Lisbon Treaty caused some controversy in the parliament, with the assembly's authorities only at the last moment agreeing to put them on the agenda because of sensitivities concerning the on-going ratification of the treaty.Opponents of the move say the reports prejudge the outcome of the Irish referendum, due this autumn.

On May 5, the WikiLeaks website posted a document entitled Concept of Operations for Police Intelligence Operations produced by the U.S. Army and dated March 4, 2009. The 60 page PDF is a For Official Use Only intelligence manual from the U.S. Army’s Military Police School. PIO [Police Intelligence Operations] supports the homeland defense goals of detecting, deterring, preventing and defeating threats and attacks, the document states.PIO supports the range of homeland defense operations and civil support protection capabilities. A CONUS [Contiguous United States] based PIO network that is integrated with local, country, tribal, state and federal, law enforcement entities will ensure a federated approach to enable a unified effort for defense support to civil authorities (DSCA) [Defense Support of Civil Authorities] as well as support (within legal constraints) development and exchange of data assisting in the production of watch lists that deny adversaries access to the homeland, fixed installations/facilities, or expeditionary forces in-transit.In short, the document explains how the U.S. military, in violation of the Posse Comitatus Act, has integrated with local law enforcement under the rubric of the GWOT, or so-called Global War on Terrorism. It stresses the need for military police to collect information that identifies trends, patterns and associations that indicate a possible nexus disrupting or targeting Army operations within the United States. The criminal intelligence produced from this analysis should be focused on future coordination with local law enforcement, again a direct violation of Posse Comitatus.

In 2005, NBC revealed the existence of a DoD database containing information on the antiwar activities of American citizens.A secret 400-page Defense Department document obtained by NBC News lists the Lake Worth meeting as a threat and one of more than 1,500 suspicious incidents across the country over a recent 10-month period, Lisa Myers, Douglas Pasternak, and Rich Gardella reported on December 14, 2005. Other documents obtained by NBC News show that the Defense Department is clearly increasing its domestic monitoring activities.According to Robert Dreyfuss, writing for Rolling Stone, the Pentagon has assembled a nationwide domestic spying machine that rivals the NSA’s warrantless surveillance of telephone and email traffic. Operating in secret, the Defense Department is systematically gathering and analyzing intelligence on American citizens at home — and a new Pentagon agency called Counterintelligence Field Activity (CIFA) is helping to coordinate the military’s covert efforts with federal, state and local law enforcement agencies.The Pentagon insists the effort is aimed at preventing another attack by al-Qaeda, but as Dreyfuss notes the military’s efforts at domestic spying have caught few, if any, terrorists.In 2008, in response to negative publicity, the Pentagon’s illegal CIFA unit was shuttered, or so the media was told. CIFA maintained a databased called TALON, short for Threat and Local Observation Notice. An ACLU Freedom of Information Act lawsuit in 2006 revealed that the Department of Homeland Security, the FBI’s Joint Terrorism Task Force and local police departments had supplied the Pentagon with information that aided intelligence operations against the antiwar movement.

It is not merely the antiwar movement the feds and the military are spying on. During the Tea Party antitax protests held last month, a number of people reported the presence of DHS’ Federal Protective Service at the rallies. The Department of Homeland Security has an important public safety mission,says spokesman Russ Knocke. In a post 9/11 world, I think the public would be comforted to know that part of our mission is to maintain situational awareness of possible vulnerabilities to public safety or even security, such as, for instance, at large public gatherings. The department will, as a routine matter, maintain situational awareness of large public gatherings and share that with state and local partners.As it turns out, CIFA was not closed down. It was outsourced to QinetiQ, a major British-owned defense and intelligence contractor based in McLean, Virginia. Pentagon outsourcing of intelligence operations to corporations provide yet another layer of plausible deniability to the DoD as it wages the administration’s odious war on terror against the American people,writes Tom Burghardt. During the Republican National Convention, military intelligence teamed up with federal, state, and local law enforcement to violate the civil liberties of Americans and disregard Posse Comitatus. In late 2008, WikiLeaks posted a DHS document detailing how security forces worked together during the RNC. Many federal, state and local organizations are mentioned in this document and a number of these agencies are military based. The Concept of Operations for Police Intelligence Operations document is instrumental because it provides additional information on how this theater of operation network operates. Intelligence fusion cells,” the document explains, are now more prevalent in operational environments and these cells enable commanders to have a see, decide and act advantage over criminal networks, terrorist groups, cells, and individuals [as noted above, consisting primarily of American citizens opposed to government policies] by ensuring police information and police intelligence is integrated as vital pieces of the overall battlefield visualization.

Most recently, military police have patrolled civilian events such as the Kentucky Derby and the Boston Marathon. DHS, federal agencies, and military police have participated in illegal (under Posse Comitatus) checkpoints in Tennessee, California, Texas, and elsewhere. These operations are designed primarily to acclimate the populace to the presence of uniformed and armed soldiers in our midst — in essence, a standing army — a notion completely antithetical to the sensibilities of the founders.The Concept of Operations for Police Intelligence Operations document is another indication that the military is in the process of incrementally imposing a military dictatorship by stealth in the United States under cover of the bogus GWOT. As then General Tommy Franks told Cigar Aficionado magazine in December, 2003, the next terrorist attack will result in a cancellation of the Constitution and the imposition of a military dictatorship.The next terrorist attack will be pulled off by the same people as the first one — not a distant organization of patsies and dupes created by the CIA and hiding out in caves, but forces within the shadow government. Before this can happen, however, the military and police state apparatus must be in order. Republican Representatives have demanded answers from the Department of Homeland Security over the origins of the leaked security intelligence assessment which equates veterans and gun owners with violent terrorists.House Minority Leader John A. Boehner filed the request using a little known legislative procedure called a resolution of inquiry, which ensures that the Democratic leadership will publicly resolve the issue within 14 days.The report that came out of DHS was offensive, and unfortunately, Secretary Napolitano still has a lot of explaining to do, Boehner told the Washington Times.She has not explained how this report came about, why she signed off on it, or why she defended it.the Ohio Republican stated.The resolution, co-sponsored by Rep. Peter T. King of New York, the ranking Republican on the House Homeland Security Committee, requests that all documents and information pertaining to the compilation of the intelligence assessment be revealed.We have made repeated requests that the committee hold a bipartisan oversight hearing, but unfortunately those requests have been ignored. We are left with no other alternative but to demand answers from the secretary of homeland security herself,Mr. King commented.

The report, entitled Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment ( PDF link) was leaked to the Internet a fortnight ago.Further analysis of the document has indicated that it was created by the DHS in 2007, under the authority of the Bush/Cheney administration, a fact that undermines any opportunity for political pointscoring on behalf of the GOP.

The document characterizes concerns about the economy, unemployment, the loss of U.S. sovereignty and the move towards global government as rightwing extremist chatter on the Internet” which itself is defined as a potential tool for terrorists to network, build bombs, and send encrypted messages to each other.It also lists those opposed to abortion or immigration as potential extremists.A footnote attached to the report by the Homeland Security Office of Intelligence and Analysis defines rightwing extremism in the United States as including not just racist or hate groups, but also groups that reject federal authority in favor of state or local authority.Controversy over the assessment was heightened earlier this week when another disturbing DHS security document emerged.Entitled Domestic Extremism Lexicon, it shockingly lists the alternative media with other radical extremist groups and implies that people who disagree with the mass media’s version of events are potential domestic terrorists.

Though Janet Napolitano appeared before the Senate Judiciary Committee yesterday, she was not questioned on either of the documents.

A Louisiana driver was stopped and detained for having a Don't Tread on Me bumper sticker on his vehicle and warned by a police officer about the subversive message it sent, according to the driver's relative. The situation developed in the small town of Ball, La., where a receptionist at the police department told WND she knew nothing about the traffic stop, during which the suspect was investigated for extremist activities, the relative said. It followed by only a few weeks the release of a Department of Homeland Security report, Right-wing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment, which prompted outrage from legislators and a campaign calling for the resignation of DHS Secretary Janet Napolitano. The report, which cites individuals who sport certain bumper stickers on their vehicles as suspect, was delivered to tens of thousands of local law enforcement officers across the nation.WND is withholding the driver's name and the relative's name at their request.

However, the situation was described on the American Vision blog.

According to the relative, it happened this way: Her brother-in-law was driving home from work through the town, which has a local reputation for enhancing its budget by ticketing speeders. He was pulled over by police officers who told him he had a subversive survivalist bumper sticker on his car.Are you ready for a second Declaration of Independence? They proceeded to keep him there on the side of the road while they ran whatever they do to see if you have a record, keeping him standing by the side of the road for 30 minutes,she told WND. Finding no record and no reason to keep him, they warned him and eventually let him go, she said. The company that sells the bumper sticker is The Patriot Depot, where Chief Operating Officer Jay Taylor told WND the woman had told his staff about the situation while ordering more bumper stickers. It's rather shocking,he said.We supposedly have freedom of speech in our country.

Benjamin Franklin helped make the rattlesnake a symbol of Americans reluctance to quarrel but vigilance and resolve in defense of their rights. By 1775 when Gadsden presented his flag to the commander-in-chief of the Navy, the rattlesnake was a symbol of the colonies and of their need to unite in defense of threats to their God-given and inherited rights. The flag and the bumper sticker symbolize American patriotism, the need to defend Americans' rights, and resistance to tyranny's threats to American liberty. Those threats included-and include-illegal taxation, profanation of Americans' rights, and violation of the fundamental principles of American law.American Vision continued: The notorious Department of Homeland Security memo, which was apparently based on the infamous Missouri State Police Report that described supporters of presidential candidates Bob Barr, Ron Paul, and Chuck Baldwin as militia-type potential extremists and potential terrorists, is not the first effort of leftist radicals to slander their political opponents as extremists.Liberals' and other leftists have been calling defenders of traditional American limited, constitutional government, free enterprise, and individual liberty extremists since at least the 1964 election,the Vision America statement said.Small town police misled by phony left wing reports are bad enough. Federal government agencies and their armed agents under the direction of leftist radicals are exponentially worse.WND reported earlier on the DHS report, which advised about the extremism that could be expected from returning veterans, those who support homeschooling and oppose abortion, post certain bumper stickers on their vehicles and other factors.The DHS not only issued that report, but also an earlier memo defining dozens of groups, members of animal rights organizations, black separatists, tax protesters and others as threats.

That item, the Domestic Extremism Lexicon reportedly was rescinded almost immediately, but Benjamin Sarlin of The Daily Beast recently obtained and published online a copy of the unclassified memo, dated March 26, 2009. It defines the tax resistance movement – also referred to in the report as the tax protest movement or the tax freedom movement – as groups or individuals who vehemently believe taxes violate their constitutional rights. Among their beliefs are that wages are not income, that paying income taxes is voluntary, and that the 16th Amendment to the U.S. Constitution, which allowed Congress to levy taxes on income, was not properly ratified.It states that tax protesters have been known to advocate or engage in criminal activity and plot acts of violence and terrorism in an attempt to advance their extremist goals.Apparently, the DHS analyzes the threat level of Internet news websites like WorldNetDaily, for the lexicon defines alternative media as a term used to describe various information sources that provide a forum for interpretations of events and issues that differ radically from those presented in mass media products and outlets.

MONTGOMERY, Ala. – Torrential rains and flooding likely killed one person Thursday in central Alabama, and lawmakers had to evacuate the statehouse after the basement filled with four feet of water and collapsed a wall.Some 700 people had to evacuate, and legislators continued their work at the old Capitol building across the street — where Jefferson Davis was once sworn in as president of the Confederacy. They had to make due without computers and other modern conveniences, including air conditioning, in the building that now serves as a museum. Regular business hadn't been conducted there in more than 20 years.Street flooding was so bad at one point at the Statehouse that legislators halted work to check on their cars, some submerged in window-high water.It is unusual to see cars floating in the parking lot. But it's just a car. Thankfully no one was hurt,said state Sen. Harri Anne Smith, R-Slocomb, whose new Hyundai Genesis was flooded.Montgomery Mayor Todd Strange had said a woman was killed when her car was swept off the road near Montgomery Mall. But officials later said a man was driving and that while he likely drowned, they were not ruling out the possibility that he somehow survived and were still searching.In Tuskegee, a family had to be rescued from their mobile home after a tree fell into it Thursday morning. No one was hurt.Weather officials also confirmed that a Wednesday tornado caused damage across two counties in north Alabama. And with water seeping into her mud-brick, thatched-roof home, Maria do Remedio Santos knows it's time to join her neighbors.Like 218,000 others across a swath of northern Brazil three times the size of Alaska, the neighbors have fled the worst rainfall and flooding in decades, braving newly formed rivers teeming with anacondas, alligators and legless reptiles known as worm lizards whose bite is excruciating.They have made their way into shelters, some of which are already packed with people, pets and livestock with little food or medical supplies. But Santos said Thursday there is no other choice for the nine people — relatives and neighbors — camped out in her shack.For now we're all sleeping in the living room, but we're going to have to leave, she said.There's no other way out.Already, 36 people have been killed in the flooding, sparked by unusually heavy rains that have been falling for two months on 10 of Brazil's 26 states, an area stretching from the normally wet rainforest to coastal states known for lengthy droughts. Downriver from Santos' home in the town of Sao Miguel de Rosario, adults waded through waist-deep, muddy water covering the main road — though they kept children in boats to protect them from rattlesnakes and anacondas swimming nearby.Also driven from their burrows and swimming through the water were rodent-eating reptiles known as a worm lizards that look like giant white earthworms.So far no one has been bitten here. The main thing you tell the kids is to stay out of the water,Palmeiro da Costa said from a canoe.Alligators swam through the city of Santarem, civil defense official Walkiria Coelho said. Scorpions congregated on the same high ground as people escaping the rising water. No injuries were reported.But authorities worried about thousands of people isolated for days with little food or clean water, rushing aid to towns and cities. In some places, aid was stuck because there were no local workers to distribute it, said Maj. Wellington Soares Araujo, head of civil defense logistics in the hardest-hit state of Maranhao.Rivers were still rising as much as a foot (30 centimeters) a day in Maranhao. The surging torrents wrecked bridges and made it too dangerous for relief workers to take boats onto some waterways. Globo TV said planes were unable to land in remote areas of Piaui state and roads were impassable, leaving boats as the only option because helicopters were not available.

It's really hard for some areas that don't have any civil defense infrastructure, Araujo said.The army evacuated thousands of people from two Maranhao towns where tiled roofs barely poked above swirling waters. In the jungle city of Altamira, more rain fell in three hours than normally falls in two months, Mayor Odileida Sampaio told the state-run Agencia Brasil news agency.We don't know yet, but this could end up being the worst flooding ever in the region, said Joaquim Godim, a specialist with Brazil's National Water Agency.It certainly is among the worst ever.Near Altamira, Ocilene Ferreira da Silva barely had time to put her two young daughters into a canoe after a small dam collapsed.My neighbor came in screaming that the water was rising really fast, and then all of a sudden the water came rushing into my house,said Silva, 23. It swept away all the dogs, cats and even parrots. It took everything.Some environmentalists said the Amazon wouldn't be hurt by the floods because the rainforest and its inhabitants have endured them for centuries. The flooding might even ease disputes over land and natural resources between settlers and Indians — at least until the waters recede.

But Paulo Barreto, a researcher at the Amazon Institute of People and the Environment, noted that the flooding comes just four years after a major drought. He blames climate change and said such events put stress on the environment that could affect the survival of plant and animal species.That same cycle also could lead to migration within the Amazon as people move away from flooded towns and villages and into virgin forest, sparking more clashes with Indians, he said. Wildfire raging near Calif. city; 30,000 evacuated By RAQUEL MARIA DILLON, Associated Press Writer MAY 8,09

SANTA BARBARA, Calif. – Firefighters struggled Friday to get ahead of a raging wildfire that was moving dangerously close to heavily populated areas in this idyllic coastal city and had forced the evacuation of an estimated 30,000 residents.

Neighborhoods of multimillion dollar mansions stood like ghost towns, bathed in the eerie orange glow cast by the nearby blaze.Santa Barbara County spokeswoman Jodi Dyck said Friday morning that the fire had grown since the night before, when it measured roughly 2,700 acres, or 4 square miles. She did not have an updated estimates of the fire's size or burned acreage.It really got going during the night. Some areas have 45-year fuel. The wind is all over the place,Santa Barbara city fire Capt. Mike De Pont said.For this time of year this activity is unusual.Roughly 12,000 more residents have been ordered to leave their homes, including those living in a densely populated area north of U.S. 101 that's home to several mobile home parks. An estimated 18,000 previously were ordered to leave.A second evacuation shelter was opened Thursday to accommodate 900 additional evacuees. All 190 beds were filled at the first shelter at a high school.The blaze was approaching homes in the city's more populated, flat area below its steep canyons. Santa Barbara city fire spokesman Gary Pitney said flames jumped a road dividing the hilly terrain from the flatlands below and ignited spot fires in brush surrounding houses.Pitney said the fire also pushed west across state Route 134, the key thoroughfare between Santa Barbara and wine country to the north.

Kelley Gouette, a deputy incident commander with the state Department of Forestry and Fire Protection, likened the fire to a blowtorch.Santa Barbara County Fire Chief Tom Franklin said the blaze was particularly tough to fight as it spread into rugged terrain with thick brush that served as fuel and limited firefighting aircraft.

Firefighters are running pretty thin on equipment,he said.

Officials said 11 firefighters were injured, including three who were burned when they sheltered in a house during a firestorm. They were reported in good condition at a Los Angeles burn center but two will need skin grafts and surgery. Other injuries ranged from smoke inhalation to sprained ankles.About 2,300 firefighters from many departments were on the lines, aided by aircraft. Gregg Patronyk, a lifelong Santa Barbara resident whose parents' home was destroyed by a 1990 wildfire and who had to evacuate his home in November, said he began soaking his roof when he saw other houses burning Wednesday. It started firestorming dramatically, he said.The fire got within 200 to 300 feet of my house. There was a lot of pressure to leave. Police wanted me out and I got a frantic call from my sister, who was walking up the hill to get me. So I packed up the car and left, picking her up on the way.State Assemblyman Pedro Nava said he and his wife fled their home for a friend's, bringing along their pets, some clothes, photos and documents. I've learned how important preparation is in an emergency,he said.The public has to be prepared to move, and in Santa Barbara they are prepared. MEXICO CITY – Bird flu kills more than 60 percent of its human victims, but doesn't easily pass from person to person. Swine flu can be spread with a sneeze or handshake, but kills only a small fraction of the people it infects.

So what happens if they mix?

This is the scenario that has some scientists worried: The two viruses meet — possibly in Asia, where bird flu is endemic — and combine into a new bug that is both highly contagious and lethal and can spread around the world.Scientists are unsure how likely this possibility is, but note that the new swine flu strain — a never-before-seen mixture of pig, human and bird viruses — has shown itself to be especially adept at snatching evolutionarily advantageous genetic material from other flu viruses.This particular virus seems to have this unique ability to pick up other genes,said leading virologist Dr. Robert Webster, whose team discovered an ancestor of the current flu virus at a North Carolina pig farm in 1998.The current swine flu strain — known as H1N1 — has sickened more than 2,300 people in 24 countries. While people can catch bird flu from birds, the bird flu virus — H5N1 — does not easily jump from person to person. It has killed at least 258 people worldwide since it began to ravage poultry stocks in Asia in late 2003.The World Health Organization reported two new human cases of bird flu on Wednesday. One patient is recovering in Egypt, while another died in Vietnam — a reminder that the H5N1 virus is far from gone.Do not drop the ball in monitoring H5N1, WHO Director-General Margaret Chan told a meeting of Asia's top health officials in Bangkok on Friday by video link.We have no idea how H5N1 will behave under the pressure of a pandemic.Experts have long feared that bird flu could mutate into a form that spreads easily among people. The past three flu pandemics — the 1918 Spanish flu, the 1957-58 Asian flu and the Hong Kong flu of 1968-69 — were all linked to birds, though some scientists believe pigs also played a role in 1918.Webster, who works at St. Jude's Children's Research Hospital in Memphis, Tenn., said bird flu should be a worry now. Bird flu is endemic in parts of Asia and Africa, and cases of swine flu have already been confirmed in South Korea and Hong Kong.My great worry is that when this H1N1 virus gets into the epicenters for H5N1 in Indonesia, Egypt and China, we may have real problems, he told The Associated Press.We have to watch what's going on very diligently now.

Spokesman Dave Daigle said he could not comment specifically on how concerned the U.S. Centers for Disease Control and Prevention is about the scenario Webster describes, or what it is doing to study such a possibility.Malik Peiris, a flu expert at Hong Kong University, said the more immediate worry is that swine flu will mix with regular flu viruses, as flu season begins in the Southern Hemisphere. It is unclear what such a combination would produce.But he said there are indications that scenario is possible. Peiris noted that the swine flu virus jumped from a farmworker in Canada and infected about 220 pigs. The worker and the pigs recovered, but the incident showed how easily the virus can leap to a different species.It will get passed back to pigs and then probably go from pigs to humans, Peiris said.So there would be opportunities for further reassortments to occur with viruses in pigs.He said so far bird flu hasn't established itself in pigs — but that could change.H5N1 itself has not got established in pigs, he said.If that were to happen and then these two viruses were both established in pigs in Asia, that would be quite a worrying scenario.Michael Osterholm, an infectious disease specialist at the University of Minnesota who has advised the U.S. government on flu preparations, said while flu experts are discussing the scenario, he has yet to see specific evidence causing him to think it will happen.

Everything with influenza is a huge guessing game because Mother Nature holds all the rules, and we don't even know what they are, so anything's possible, he said. We don't have any evidence that this particular reassortment is that much more likely to pick up H5N1 than any other reassortment out there.We don't have to put these things together, he added.This is not chocolate and peanut butter running into each other in the dark hallway.But there is in fact discussion of putting them together — in a high-security laboratory — to see what a combination would look like, according to Webster. Similar tests have been done at the CDC mixing bird flu and seasonal human flu, resulting in a weak product, he said. Daigle, the CDC spokesman, refused to comment on the prospect of any such experiment. Webster has done groundbreaking work on both swine and bird flus in his 40-year career, and has followed the evolution of the current swine flu strain from a virus that sickened a handful of people who worked with North Carolina hogs into a bug that has spread from person to person around the world. He is closely involved in the global effort to analyze what the virus might do next. It has killed 42 people in Mexico and two in Texas, but so far has not proven very deadly elsewhere, leading to some criticism that the World Health Organization's warnings of a potential pandemic have been overblown.

Webster said underestimating the swine flu virus would be a huge mistake. This H1N1 hasn't been overblown. It's a puppy, it's an infant, and it's growing, he said.This virus has got the whole human population in the world to breed in — it's just happened. First, the hyped crisis officially authorized the use of Tamiflu stockpiles around the globe that are due to expire in 2009-2010. Secondly, the hysteria that emerged from the media hype and government fearmongering, has also allowed for the implementation of a long term plan by vaccine manufacturers, governmental institutions, and virology think-tanks, to use investigational pre-pandemic vaccines to prime the public in advance of a threatened outbreak of a novel hybrid virus.More than a week after the public announcement of this novel H1N1 strain, the WHO has yet to determine the origin of the virus. The complex reassortment of the novel virus, coupled with the location and time of year of the outbreak, has lead to numerous speculations that the novel virus was the result of a lab creation that either escaped, or was released intentionally to achieve numerous globalist agendas. Surprisingly in 2004, the CDC conducted multiple experiments in an attempt to create a new hybrid virus in a lab. The reason given to perform such dangerous experiments, was the threat of nature creating a hybrid virus with the killing rate of the avian flu, and transmissibility of human flu viruses. Using two methods, first they infected cells in laboratory tissue cultures, with H5N1 avian flu and H3N2 human virus, to see if they would mix. Secondly, they used reverse genetics to assemble a new virus that contained H5N1 and H3N2. Any viable viruses that emerged from these combinations, would in turn be seeded into ferrets, according to David Daigle, CDC spokesman.

(CIDRAP) reported:With obvious risks in creating viruses with the potential to spark a pandemic, the work will be done in a biosafety level 3 (BSL-3) laboratory at the CDC in Atlanta Daigle told CIDRAP News. We recognize that there is concern by some over this type of work. This concern may be heightened by reports of recent lab exposures in other lab facilities,he said.But CDC has an incredible record in lab safety and is taking very strict precautions.The CDC might have a public track record of not accidentally releasing or losing samples, but other labs who perform these types of experiments have. There have been several instances of potentially pandemic virus strains, being released or lost from labs. In an interview with NPR, Professor John Oxford at St. Bart's and the Royal London Hospital, made the following statement concerning a released strain of H1N1:Even though health officials are calling this new virus H1N1, that's also the type of virus that's in wide circulation today. And it has an interesting history. It was the dominant flu virus through the 1920s, 30s and 40s. Oxford says it disappeared in 1957, when it was displaced by another flu virus. But then a strain of H1N1 suddenly reappeared in 1977.Now where could it have come from? he asks. We reckon now, in retrospect, it was probably released accidentally from a laboratory, probably in northern China or just across the border in Russia, because everyone was experimenting with those viruses at the time in the lab.It was nothing malicious, Oxford believes, just some flu vaccine research that broke out of containment. The descendents of this virus are still circulating. He notes that most people who have encountered the newly emerged H1N1 virus seem to have developed only mild disease, and he speculates that's because we have all been exposed to a distant cousin, the H1N1 virus that emerged in the 1970s.That escaped virus perhaps will provide some benefit now in the face of this pig thing,Oxford says.

Also in 2005, the WHO reported samples of the H2N2 virus were lost in transit to Mexico, South Korea, and Lebanon.

The AP reported:In Lebanon, the shipper of a missing sample had released the virus to another shipper for local delivery, but it never arrived at the lab, Stohr told the AP. People were trying to locate the test kit and destroy the sample.In South Korea, investigators were puzzling over conflicting accounts. Officials at three labs said they had never received shipments made last year, but the shipper had signatures showing they had been delivered, Stohr said.The virus in question, influenza A(H2N2), was responsible for the flu pandemic of 1957-58, which killed an estimated 1 million to 4 million people. Samples of the pandemic virus had inadvertently been sent to 3,747 labs in 18 countries for a routine assessment that usually relies on more benign flu strains. All but about 75 labs that received the samples are in the United States, according to earlier reports. Fourteen labs are in Canada and 61 are in other countries.In another potentially pandemic lab mix-up, Baxter shipped live H5N1 samples mixed with ordinary human H3N2 flu to labs in 18 different countries. The dangerous mixture was caught when in February 2009, a lab in the Czech Republic working for Avir, alerted Baxter that, unexpectedly, ferrets inoculated with the sample had died. Ab Osterhaus of Erasmus University in the Netherlands told the The Times of India:Accidental release of a mixture of live H5N1 and H3N2 viruses could have resulted in dire consequences. While H5N1 doesn't easily infect people, H3N2 viruses do. If someone exposed to a mixture of the two had been simultaneously infected with both strains, he or she could have served as an incubator for a hybrid virus able to transmit easily to and among people.In a unconscionable turn of events, Baxter is working with the WHO to develop a new swine flu vaccine based on the Mexican strain.Finally, the Army reported that 3 vials containing samples of Venezuelan Equine Encephalitis, a virus that sickens horses and can be spread to humans by mosquitoes, were discovered missing after performing an inventory check of a retired scientist's biological samples.These facts prove the potential for pandemic virus experiments to escape labs, and be released into the public due to negligence, or criminal intent as in the 2001 Anthrax case. The CDC later reported with disappointment, that the experiments failed to spread the virus from infected ferrets to healthy ones in neighboring cages.We found that they [the viruses] were not able to transmit efficiently,said CDC researcher Dr. Jackie Katz, speaking at a Jul 28 teleconference.In fact, they were also not as able to cause severe disease as the original H5N1 virus.

According to Dr. Katz, the most important aspect of the research is the knowledge that this process isn't simple, the procedure for the virus to acquire the properties of transmissibility.This means that although hybrids could be created in a lab setting, the result is less lethal and has a reduced transmission rate. Scientists believe the 1918 pandemic arose through slowly accumulating mutations rather than a reassortment event similar to the experiments. These are very key points to ponder, a controlled novel hybrid virus can be manufactured in a lab that has the genetic signature of a potentially pandemic strain without being lethal. This would explain the puzzled response from doctors who were concerned the new hybrid virus from Mexico was a deadly strain.Since this new virus was first reported as a swine flu epidemic, let's look at how swine respond to virus mixing. In a February 2009 article appearing in Eurosurveillance, the European Centre for Disease Prevention and Control (ECDC) states the following:Swine are susceptible to the same influenza A virus subtypes as humans – H1N1, H3N2 and H1N2 - and the histories of influenza in pigs and people are closely linked [1]. Many swine influenza viruses are a result of reassortment and their genes are composed of human and avian and/or swine virus genes. Indeed, it is known that both human and avian influenza viruses occasionally transmit to pigs, and that pigs can serve as mixing vessels for these viruses, meaning that viruses can exchange genetic material and lead to the production of a new hybrid virus [2]. This has led to the thinking that perhaps pandemic viruses could emerge following reassortment in pigs. However, since nobody has observed the start of a pandemic, there remains no direct evidence to make this more than a theory.Even if the magnitude of the risk of swine influenza virus infections to human health is unknown, it seems unlikely to be high.The unknown element is the risk of reassortment to produce a novel virus, even a pandemic strain either in the pig mixing vessel or in a human dually infected with a human and pig strain. In the United States there have recently appeared triple reassortant swine influenza viruses with avian, human and swine genes and these have then transmitted to humans [19,20]. Fortunately, these and similar swine influenza viruses [21] that can infect humans have not yet met any of the criteria to cause a human pandemic. This is another confirmation from experts at the ECDC, that a hybrid virus that contains a triple reassortment of swine, avian and human flu, was not lethal enough to meet the criteria to justify a global pandemic on par with the 1918 Spanish flu. Another important clinical report released in February '09, proves researchers had previously seen triple reassortant strains in a human host on a farm in Wisconsin in 2005. The 17 year old boy who became ill, was slaughtering pigs without any facial or respiratory protection 3 days prior to his infection. A few chickens were housed at the slaughterhouse premises, but no poultry were slaughtered on site. Similar to the current case in Mexico, no ill pigs were found, and no other family members or workers at the slaughterhouse became ill. A month prior to his infection he had an inactivated influenza vaccine administered intramuscularly. The boys symptoms are consistent with the Mexico outbreak with headache, running nose, low back pain, upper respiratory tract symptoms, and a cough without fever. He was treated and made a full recovery and no other outbreaks occurred in relation to the families farm. Another fact that correlates with the Mexican outbreak is the mean age of the infected, which is 17 according to the CDC.

This is even more evidence that these hybrid triple assortant novel viruses are mild at best, and have a limited ability to be transfered from human to human. It also proves that this virus has been documented before in the US and has the same genetic signature of the novel virus in Mexico. Several different patient cases and experiments show that this virus is relatively mild and has a low human to human transmissibility rate, so why is the Mexico outbreak being hyped up to global pandemic proportions?

Worldwide government stockpiles of Tamiflu set to expire in 2009-2010

Several governments are reporting that their stockpiles of Tamiflu are either at or near the expiration date, here, here, here, here, here, and finally the US.The aging stockpile presented a problem for several governments, but the Phase 5 alert issued by the WHO would prove to be beneficial. On April 27th, the FDA issued an Emergency Use Authorization (EUA), for Tamiflu (oseltamavir) and Relenza (zanamivir) antivirals, at or nearing expiration.

The FDA press release reports:

The EUA authority permits the FDA to allow use of unapproved or uncleared medical products or unapproved or uncleared uses of approved or cleared medical products during an established emergency. Such use ends when either the swine flu emergency is deemed over or the authorization is revoked. Under the EUAs, Tamiflu and Relenza may be given to large population sectors without compliance with label requirements and can be distributed by some public health officials and volunteers based on state and local laws and/or public health emergency responses, explained the FDA.So it seems the global stockpiling problem has been solved, enabling the use of these expired and expiring products. In turn, governments and other institutions will have to buy more of these antivirals since we are still in the midst of a declared pandemic. This was accurately forecasted by Roche in their 2009 sales projections that were released in a 2008 annual report.Chugai, the Japanese unit of Swiss drugmaker Roche Holding AG, 2008 annual report to shareholders and investors included the following information specific to the sales of Tamiflu:

Roche's outlook was spot on according to their Q1 earnings released on April 16th.

Global sales of Tamiflu (oseltamivir), for influenza, rose 38% overall to 401 million Swiss francs in the first quarter. Growth was driven by sales to governments and corporations for pandemic stockpiling, including significant new orders in Japan and the United Kingdom, where the governments have announced plans to double the size of their existing stockpiles of antiviral medicines. This more than compensated for lower seasonal sales, particularly in the United States, where flu outbreaks were less severe than in the 2007/2008 season.Although the profit outlook for Roche looks bright now, this years stock in the U.S. has become relatively ineffective, due to a genetic mutation of the H1N1 strain that now has a 98% resistance to Tamiflu, according to the CDC. Just so happens that the solution to this problem has also appeared right on time, GlaxoSmithKline has upped production of their inhaled flu drug, Relenza to 5 million a month. The Tamiflu resistant H1N1 strain has proved to be a boost for the antiviral maker with Q1 09 sales of $324 million, which is triple the sales for all of 2008. This is largely due to stockpiling by Japan and the UK, who just received 10.6 million treatment packs in April of 2009 prior to the outbreak.In another perfectly timed occurrence, GSK has also broke new ground in the emerging pre-pandemic vaccine market according to their press release:In 2008, GSK became the first company to obtain a European license for a pre-pandemic vaccine, Prepandrix. This vaccine is designed to raise immune protection against several strains of the H5N1 virus. Also in 2008, GSK received a European license for Pandemrix, a 'mock-up' pandemic vaccine. This approval, which was based on data involving the H5N1 strain, will also enable faster registration of a potential pandemic vaccine against other strains, including H1N1.It's clearly evident this hyped pandemic will result in skyrocketing profits for antiviral makers and their stakeholders like Donald Rumsfeld.

Pre-Pandemic Priming

The subject of priming, was first broke by Dr. Leonard Horowitz's research into Dr. James S. Robertson, and his connections with the CDC and lucrative biodefense contracts linked to Novavax. Horowitz urged the investigation of Dr. Roberston and Novavax due to the genetically-modified recombinants of the avian, swine, and Spanish flu viruses, H5N1 and H1N1, nearly identical to the unprecedented Mexican virus. Based on Horowitz's claims, I researched the keyword priming and how it relates to pandemic vaccines, and I stumbled upon an industry push to implement this practice once the perfect crisis emerged.In a timely press release from April 14th, Novavax and the CDC, released the results from a preclinical study showing that an investigational H1N1 virus-like particle (VLP) vaccine based on the 1918 Spanish influenza strain, protected against both the Spanish flu and a highly pathogenic H5N1 avian influenza strain.Dr. Gale Smith, Vice President of Vaccine Development at Novavax stated:The discovery that a VLP-based influenza vaccine candidate created through cell-based recombinant technology has the potential to protect against diverse strains of influenza has significant implications for both pre-pandemic and pandemic preparedness. A broadly protective vaccine administered prior to and during the first wave of a pandemic could prevent widespread morbidity and mortality from a newly emerged pandemic influenza strain and allow time for the development of strain-specific vaccines.So we have yet another newly created vaccine, that will be marketed as pre-pandemic immunity from a virus, that just magically arrived in the same time frame. This is a key point to consider, due to a ethical issues preventing this concept from being adopted prior to this outbreak.The WHO, FDA and several influenza researchers have called for pre-pandemic priming in several industry publications. CIDRAP reports on this issue stating:Any vaccination that took place before a pandemic was detected would offer uncertain amounts of both benefit and risk. As well, the vaccine might cause a greater-than-expected rate of adverse events, causing both direct harm to recipients and indirect damage to government credibility—results that would be particularly difficult to tolerate if vaccination proved unnecessary because the pandemic did not arrive.The scientific, logistical, and especially ethical questions raised by pre-pandemic vaccination has prevented this agenda from moving forward, but the recent declared pandemic has created the pretext needed to achieve this goal. Dr. Benjamin Schwartz from the National Vaccine Program Office within the Department of Health and Human Services stated the following in the The Journal of Infectious Diseases:Extraordinary threats call for consideration of innovative strategies that, in less‐threatening circumstances, might be dismissed. Although it has been assumed that pandemic vaccine cannot be stockpiled or that vaccination cannot occur before the start of a pandemic, might these approaches actually be possible?

In addition, the administration of a vaccine against a viral strain that currently causes no or very limited human disease raises ethical issues, because recipients would be exposed to potential adverse reactions for no definite benefit. Most important, would receipt of a vaccine prepared before the pandemic be effective in providing some protection or in priming recipients so that a single subsequent dose of vaccine would be protective? This is another confirmation that these researchers need a crisis in order to achieve their goal of mass vaccination of the public, for a pandemic they keep threatening will occur. But wait there's more, I tracked down Dr. Robertson, who Horowitz implicates in his article, and found a similar opinion on the subject of pre-pandemic priming.An oral report presented to the Royal Society in 2006 by Dr. Robertson states:Dr. Wood and Dr. Robertson were asked their opinion on priming the population for a pandemic using live vaccines and if they consider it to be a good idea. However the timing is critical; if live H5N1 vaccines are used now it would be considered too dangerous, but if a pandemic is imminent the risk may be justified. A stockpile of live vaccine, with the cleavage site removed, could be used to prime the population in advance of the pandemic reaching the UK. Even without an exact match in virus strain, it is predicted that this would provide a broad immunity to the population.All of these statements dovetail with scientific reports published from the European Centre for Disease Prevention and Control (ECDC).The consensus in our expert groups was that widespread vaccination of people in EU countries would not, at present, be advisable: the vaccine should be deployed in phase 5 or phase 6 of a pandemic.This crucial piece of information from the ECDC is further proof of the power of the declared phase 5 from the WHO. We can also assume that other governmental institutions around the globe have reached the same conclusion and will also begin deployment of several of these recently developed pre-pandemic vaccines. The phase 5 creates the perfect pretext to achieve the goal of mass priming of the population, carried out by several governments worldwide under the guise of health safety. The head of the WHO, Margaret Chan, has warned that the outbreak could mutate and return with a vengeance in the fall, further pushing fear in order to prompt the public to seek out these new vaccines. Now that we have evidence showing that this plan is moving forward, lets take a look at how the operation will take place. Dr. Jesse Goodman, the FDA's acting chief scientist and deputy commissioner for scientific and medical programs, gave a powerpoint presentation to the FDA in 2007 when he was the Director for the Centers Biologics Evaluation and Research, titled Considerations in the Pre- and Early Pandemic Use of Influenza Vaccine.

In this slideshow, one chart stands out amongst all the other data. The chart titled the first wave will be declining when vaccine becomes available, displays a bell curve graph that shows an outbreak occur in January, peaks in late March early April, then begins declining in May. The seeded pandemic vaccine strain begins in January, the monovalent production starts in March, with the first pre-pandemic priming beginning in May and June. The people who are to be primed will have either licensed or Emergency Use Authorization (EUA) vaccines injected, depending on the WHO's declared pandemic phase that was covered earlier in this article. Finally, the chart shows the outbreak dropping off in the summer to end the pre-pandemic period. Does all this sound familiar? It seems that we are following the exact outbreak progression that this chart demonstrates. This compiled data proves that we are in the midst of a global pandemic beta test, that will lead to an attempt in the fall to mass vaccinate the populace.Several credible doctors such as Congressman Ron Paul, are exposing this hoax as well, in a video posted on YouTube, he warns that this is a hyped event that government is using, in order to gain more control of peoples lives.

NEW YORK/LONDON (Reuters) – Three big U.S. banks raced to sell stock after the U.S. government said top financial firms have a $75 billion hole in their capital, while first-quarter results from two European banks showed bad debts are soaring.U.S. regulators told 10 of the biggest U.S. banks late on Thursday to raise a total of $74.6 billion, which was less than investors once feared and helped lift European and U.S. bank shares early on Friday.The relatively modest size of the hole found by regulators, after stress tests on the nation's 19 biggest banks, led to applause from investors who believe the worst is over but also skepticism among those who think the tests weren't rigorous enough.Morgan Stanley said it sold $3.5 billion in stock Friday morning, and Wells Fargo & Co said it sold $7.5 billion in stock. Both deals were larger than expected but came at discounts of more than 11 percent to Thursday's prices.Bank of America Corp said it would sell 1.25 billion shares, after the government told the bank it had a $33.9 billion equity capital shortfall. The largest U.S. bank said that in addition to selling shares, it would sell assets and take other steps to fill the hole.Bank of America is better able to raise capital than the government estimated in its tests, Chief Executive Kenneth Lewis said in the interview with CNBC on Friday.Bank of America shares climbed about 10 percent in premarket trading despite the impending dilution to current shareholders from a stock sale.It does seem to be counterintuitive, Lewis said with a smile. But he added more seriously that the rise in the shares reflected the clarity and certainty brought about by the release of the stress test results.U.S. bank shares were broadly higher in early trading, although Morgan Stanley shares slipped 6.4 percent to $25.39 after it said it had sold 146 million shares at $24.00 each. Wells Fargo shares edged higher to $24.89 after the bank said it sold 341 million shares at $22.00 each.

Bank of America shares were up 4.0 percent to $14.05.

Morgan Stanley also sold $4 billion of senior notes on Friday, split evenly between 5-year and 10-year debt, as a step toward repaying $10 billion of capital received last fall under the Treasury's Troubled Asset Relief Program.Morgan Stanley, Goldman Sachs Group Inc and JPMorgan Chase & Co are all hoping to repay their TARP money soon, in part to avoid pay restrictions that come attached to the funds. The U.S. Treasury is set to soon release guidelines about pay at major banks.Bank of America's Lewis was upbeat on the economy, saying he still expects to see signs of a turnaround in the second half of the year.But banks globally remain under pressure as rising unemployment and sinking house prices drive loan losses.In Europe, top banks continued to show the impact of the recession as companies and consumers are increasingly running into trouble.

BAD DEBTS

Royal Bank of Scotland, now 70 percent state-owned, fell to a slim January-March loss after bad debts quadrupled to 2.9 billion and it took a 2.1 billion pound writedown on risky assets.(We expect) a slowdown in financial market activity compared with the very buoyant conditions seen in Q1,Chief Executive Stephen Hester said. Meanwhile, Germany's Commerzbank made an 861 million euro ($1.2 billion) loss in the quarter, after a 1.2 billion euro charge from the investment bank and a 54 million euro charge from its commercial real estate unit. The Frankfurt-based bank, which has been hit by writedowns on debt products related to the U.S. residential mortgage market, unveiled bullish targets as part of a planned overhaul, which included a reshuffle of its board. The DJ Stoxx Banking sector rose 2.2 percent to 182.2. EUOBSERVER / BRUSSELS – Companies in Italy received the biggest single payments from the EU's farm subsidies in 2008, with 180 of them provided with more than a million euros, a study released on Thursday (7 May) showed.Sugar producers Italia Zuccheri and Eridania Sadam were also the only two companies winning more than a €100 million each under the EU's Common Agriculture Policy (CAP), being awarded €139.8 and €125.3 million respectively, according to a study by Farmsubsidy.org – a cross-border network of journalists, reasearchers and campaigners pushing for more transparency in the EU's Common Agricultural Policy.The only non-Italian company to rank among the top five farm-subsidy millionaires was Ireland's Greencore Group – a manufacturer and supplier of food and food ingredients – which came fourth, having received €83.4 million.Some 165 companies in Spain, 47 in the Netherlands, 38 in Portugal, 22 in Belgium, 21 in the UK and 12 in both Bulgaria and Romania received more than a million euros.In France – the top overall beneficiary of the CAP, with €10.4 out of the total €55 billion – 142 companies were granted more than a million.The Doux Group, which sells chicken products worldwide, was the biggest single recipient in the country, with €62.8 million and coming sixth in the overall millionaire ranking.

Altogether, the 707 millionaires received between five and 10 percent of the total amount of the CAP in 2008, said Farmsubsidy.org co-founder Nils Mulvad at a press conference in Brussels. He stressed however that full data from only 18 member states had been taken into account at this stage. Data from Cyprus, Germany, the Netherlands and Slovakia has not been included because these countries have not yet published data on farm subsidy beneficiaries or have made it very difficult to access the data they have published,the organisation said.It explained that information from the Czech Republic, Estonia, Germany, Latvia, Lithuania and Poland would be added to the study as soon as the conversion of the sums into euros is finalised.

Most countries breaching the rules

The research also included an evaluation of member states' transposition of the European Commission's transparency rules that oblige governments to disclose information on farm funds recipients.Member states had until 30 April to publish information on the beneficiaries of farm subsidies for 2008, but the study found that only eight countries had fully complied with the rules.Belgium, the Czech Republic, Denmark, Estonia, Finland, Romania, Slovenia and the UK were the only countries to implement the commission's transparency law well.Ten countries, including Spain and Ireland, but also a number of new member states such as Lithuania, Latvia, Slovakia and Bulgaria, were clearly in breach of the regulations.Eight others – France, Greece, Hungary, Austria, Italy, Poland, Portugal and Sweden – presented important deficiencies, likely to be in breach of the regulations.The organisation cited Hungary, Ireland and the Netherlands as being among a number of countries engaging in apparent deliberate obfuscation of their websites,saying that Hungary had presented its data in a totally unstructured PDF document of more than 13,000 pages.Poland was also cited as one bad example publishing only the names of the person applying for the subsidies and not of the companies, while the Netherlands was criticised for failing to provide a total amount for each recipient, making it difficult to find out how much a particular Dutch company has received.

Germany bashed

Germany is the only member state refusing to publish its figures, arguing that it has legal constraints due to data protection laws in local districts. But the European Commission has refused to give Berlin an extension and has said it would start infringement procedures against the country if it does not fall into line.All 27 agreed on [the rules] and took this obligation ... You take an obligation, you have to stick to it. It is that simple, said Kristian Schmidt, deputy head of EU anti-fraud commissioner Siim Kallas' cabinet.He added the commission was quite disappointed by Germany's behaviour and its last-minute second thoughts.

ECB package includes first-time measures

The European central bank announced a multi-pronged attack on the recession on Thursday (7 May), cutting interest rates by a quarter point and unveiling plans to buy €60 billion worth of bonds held by euro area banks. The move appeared to follow the US federal reserve and the Bank of England which have already created new money this year in order to buy public and private sector assets, a process known as quantitative easing.But the bank's president, Jean-Claude Trichet, was adamant that the innovative move to buy covered bonds did not constitute quantitative easing, saying the exact details on how the bank will raise the money will be announced next month.Covered bonds have traditionally been considered some of the safest corporate bonds on the market as they are backed by mortgages or public sector loans. ECB governing council member and president of the German Bundesbank Axel Weber has opposed the move to take private sector risk onto the bank's balance sheet in the past, whereas other members such as Greece's George Provopoulos have supported the measure.Independently on Thursday, the Bank of England announced it would pump a further €56 billion into the British economy through the purchase of government and corporate bonds. British interest rates remained unchanged however. The ECB's quarter point interest rates cut bringing the bank's main lending rate to an historic low of just 1 percent.After the news was announced, many commercial banks around the euro area said they would pass the cut onto holders of tracker mortgages, helping reducing monthly mortgage repayments.

Others however said they would not be passing the cut on, claiming instead that they wished to protect individuals opting to save. Showing new signs of flexibility, Mr Trichet did not rule out the possibility of a further interest rate cut, marking a departure from previous statements in which he indicated 1 percent was the lowest the bank would go.While euro area rates have reached a new record low, they are still higher than those in the US which currently hover in a band between 0 - 0.25 percent. Both Britain and Japan also have lower rates on 0.5 percent and 0.1 percent respectively.In a further measure, the ECB announced it would extend its lending period to banks from 6 to 12 months and would starting lending to the European Investment Bank for the first time.The European Investment Bank was set up by the 1958Treaty of Rome, with the aim of lending money of support EU policy objectives especially the financing of projects in poorer regions. The news should bring some cheer to Eastern Europe that has been particularly badly hit by the crisis. The comprehensive package of measures announced on Thursday is more than many analysts had anticipated and reflect the ECB's gloomy assessment of the current economic situation.Mr Trichet said the first quarter of 2009 had been very bad and that the bank would revise down it growth forecasts next month.

WASHINGTON (Reuters) – U.S. employers cut 539,000 jobs in April, the fewest since October, according to government data on Friday that signaled the economy's steep decline may be easing.However, the Labor Department said the unemployment rate soared to 8.9 percent, the highest since September 1983, from 8.5 percent in March. Payrolls figures for March and February were revised to show job losses were 66,000 more than previously reported.Losses in April were tempered by a big 72,000 jump in government payrolls and overall, private sector employment fell by 611,000 last month.Still, the better-than-expected data was further confirmation that the intensity of the recession was starting to fade, with economic activity expected to gradually recover toward the end of the year.It's all going to add to the conviction that the economy is approaching bottom,said Pierre Ellis of Decision Economics in New York.U.S. stock index futures pared gains after the data, while government bond prices turned higher.

Analysts polled by Reuters had forecast non-farm payrolls dropping 590,000 in April. The unemployment rate had been forecast to rise to 8.9 percent from 8.5 percent in March.The labor market may have seen its worst months for job cuts. It will be a slow healing process, but improvement is expected to come by mid-year,said Chris Rupkey, chief financial economist at Bank of Tokyo/Mitsubishi UFJ in New York.The report showed job losses across almost all sectors, although at a less steep pace than in the previous months.The manufacturing sector lost 149,000 jobs in April, after shedding 167,000 the prior month. Construction industries cut 110,000 jobs after losing 135,000 in March.The service-providing industry slashed 269,000 positions after eliminating 381,000 in March.

Payrolls in the education and health services sector increased by 15,000.

Since the start of the recession in December 2007, the economy has lost 5.7 million jobs, the department said.The length of the average work week was unchanged at 33.2 hours in April. AMMAN, Jordan – Pope Benedict XVI expressed deep respect for Islam Friday and said he hopes the Catholic Church can play a role in Mideast peace as he began his first trip to the region, where he hopes to improve frayed ties with Muslims.The pope was met at the airport by Jordan's King Abdullah and praised the moderate Arab country as a leader in efforts to promote peace in the region and dialogue between Christians and Muslims.The pope rankled many in the Muslim world with a 2006 speech in which he quoted a Medieval text that characterized some of the Prophet Muhammad's teachings as evil and inhuman,particularly his command to spread by the sword the faith.The pope has already said he was deeply sorry over the reaction to his speech and that the passage he quoted did not reflect his own opinion.My visit to Jordan gives me a welcome opportunity to speak of my deep respect for the Muslim community, and to pay tribute to the leadership shown by his majesty the king in promoting a better understanding of the virtues proclaimed by Islam,Benedict said shortly after landing in Amman.But his past comments continue to fuel criticism by some Muslims.Jordan's hard-line Muslim Brotherhood said Friday before the pope arrived that its members would boycott his visit because he did not issue a public apology ahead of time as they demanded.Brotherhood spokesman Jamil Abu-Bakr said the absence of a public apology meant obstacles and boundaries will remain and will overshadow any possible understanding between the pope and the Muslim world.The Brotherhood is Jordan's largest opposition group. Although it commands a small bloc in parliament, it wields considerable sway, especially among poor Jordanians.

Benedict's three-day stay in Jordan is his first visit to an Arab country as pope. He prayed in Istanbul's famed Blue Mosque, a gesture that helped calm the outcry over his remarks. The pope is also expected to meet Iraqi Christians driven from their homeland by violence. JERUSALEM – Palestinian officials are using Pope Benedict XVI's visit next week to spotlight their disputes with Israel, and in doing so, are drawing criticism that they are playing politics with an event meant to bridge differences in the Holy Land.

Palestinian leaders this week made public a long-simmering dispute over Israeli plans to demolish part of a Catholic church that was allegedly built illegally. That followed an argument with Israel over a plan to host the pope in an outdoor theater the Palestinians were building alongside Israel's massive West Bank separation barrier.A Palestinian official said on Thursday that the plan has been scrapped due to Israeli pressure.The pope will start his five-day visit Monday after a stop in Jordan over the weekend. He said he will be visiting as a pilgrim of peace.On Wednesday, Rafiq Husseini, an aide to Palestinian President Mahmoud Abbas, told a news conference the pontiff should come to see the suffering of the Palestinian people and not just to see the stones and historical churches in Palestine.Husseini said Palestinian officials would raise a list of grievances with the pope, including Israeli restrictions on access of Palestinian Muslims and Christians to places of worship in Jerusalem.Israeli Foreign Ministry spokesman Yigal Palmor accused the Palestinians of trying to reap propaganda gains from the pope's visit.It will serve the cause of peace much better if this visit is taken for what it is, a pilgrimage, a visit for the cause of peace and unity,he said.During stops in Jerusalem, Nazareth and the West Bank town of Bethlehem, Benedict hopes to promote relations between Israelis and Palestinians and strengthen the church's frayed ties with Muslims and Jews. Hatem Abdel Qader, the Jerusalem affairs adviser to Palestinian Prime Minister Salam Fayyad, has led the campaign to publicize the pending demolition order for two floors of dormitory housing built atop the Armenian Catholic Church in Jerusalem's Old City. The shrine is located in the Old City, along the Via Dolorosa, the path that tradition says Jesus took to his crucifixion.Abdel Qader said it is part of a bigger effort to draw attention to Israel's policy of demolishing illegally built homes and structures in Arab areas of Jerusalem.The Jerusalem municipality says the top floors of the church were built without a permit, and Israeli maintains all demolitions are strictly a legal matter. But Palestinians say it is almost impossible to obtain a building permit and the demolitions are meant to reinforce Israeli control over the disputed city.It's not only a case of houses. It's also a case of mosques and churches. It's not a political issue anymore. It's also a religious issue, said Abdel Qader.Abdel Qader did not explicitly say the pope's visit was behind his decision to announce the demolition order now, two years after Israeli authorities issued the order.But both Jerusalem City Hall and church officials said they have been working quietly to resolve the dispute and criticized Abdel Qader for taking the issue public. Both sides suggested the church would be able to seek retroactive approval for the additional floors, which contain rooms for monks and church workers.They have until November to either take down the additional structure themselves or to file for the additional permits,said mayoral spokesman Stephan Miller.

Another dispute arose last week over a Palestinian plan to receive Benedict in the Aida refugee camp in the West Bank, next to the towering cement wall that is part of Israel's separation barrier. The Palestinians say they chose the spot to highlight life under Israeli military occupation.Israel says the barrier separating the West Bank from Israel is a security measure needed to keep out Palestinian attackers. But Palestinians have denounced it as a land grab, since much of the barrier is located inside the West Bank, slicing off large chunks of land the Palestinians seek for an independent state.The Israeli government ordered the construction to stop, saying organizers in Aida lack the necessary permits and the site's proximity to the wall poses a security risk. JERUSALEM – Palestinian officials on Thursday gave a cool reception to a new Israeli plan to develop the West Bank economy, saying the initiative will make things worse if it is not accompanied by negotiations aimed at reaching a final peace accord.The skepticism from the Palestinians came just over a week before the new Israeli prime minister, Benjamin Netanyahu, heads to Washington for talks. Netanyahu, who took office in late March, is still formulating his foreign policy and is expected to present his vision for Mideast peace when he meets President Barack Obama.Netanyahu has resisted international calls to endorse the goal of forming a Palestinian state on lands currently controlled by Israel. The two-state solution is a centerpiece of American policy in the region.Netanyahu has argued that the Palestinians are not ready for independence. Instead, he has called for economic peace,a vaguely defined plan to boost the Palestinians' moribund economy to lay the groundwork for future peace talks.Netanyahu's office said late Wednesday that he would head a high-level committee that will work on developing the Palestinian economy and improving the quality of life in the West Bank.The committee will include Israel's finance and defense ministers and will soon begin work on several development projects in the West Bank, the statement said.

The Palestinians have greeted Netanyahu's economic plan with skepticism, saying it is little more than a delaying tactic to prevent them from gaining independence. Obama envoy warns NKorea on nuke test, urges talks By JAE-SOON CHANG, Associated Press Writer MAY 8,09

SEOUL, South Korea – President Barack Obama's top envoy for North Korea warned of consequences if the regime pushes ahead with a threatened atomic test and urged Pyongyang to instead return to dialogue with Washington to defuse nuclear tensions.

Stephen Bosworth arrived in Seoul from Beijing just hours after North Korea accused the Obama administration of harboring a hostile policy toward Pyongyang, saying it would expand its nuclear arsenal in response.Nothing would be expected from the U.S., which remains unchanged in its hostility toward its dialogue partner, North Korea's Foreign Ministry said in a statement carried Friday by state media. The North will bolster its nuclear deterrent as it has already clarified.Bosworth urged North Korea —which shocked the world by conducting a nuclear test in 2006 — not to carry out another atomic test, as the communist regime has threatened to do in retaliation for U.N. sanctions its recent rocket launch.If the North Koreans decide to carry out a second nuclear test, we will deal with consequences of that. And there will be consequences, Bosworth told reporters, without elaborating.But we can't control at this stage what North Korea does. We certainly very much hope that they will not do a second nuclear test,he said.However, Bosworth said Washington is ready and willing to hold direct talks with Pyongyang.We would not interpret our policy as being hostile ... He said the regime appears to think the current envoy, Bosworth, is not senior enough.North Korea is applying maximum pressure on the United States to have bilateral talks in an attempt to restructure the entire nuclear game, Paik said, adding that Pyongyang appears to be seeking a higher-level envoy with more dealmaking power than Bosworth.Bosworth's trip to the region came as North Korea continued to ratchet up nuclear tensions following its controversial April 5 rocket launch.

Pyongyang characterized the launch as a successful bid to send a satellite into space. The U.S. and others saw it as a violation of U.N. EU leaders soothe Russia over new eastern club

EUOBSERVER / PRAGUE - EU leaders anointing a new club of ex-Soviet states in Prague on Thursday (7 May) assured Russia that the scheme will not damage its interests.This project is not against anybody, whoever thinks it is against somebody is wrong, EU foreign relations chief Javier Solana said at the closing press conference of the Eastern Partnership summit. We have explained this to the Russian leadership at many levels.The current political climate in Europe is not comparable to the Cold War era, Czech Prime Minister and summit host Mirek Topolanek explained.I used to live in the Soviet bloc and it wasn't of my own free will. These countries have decided to participate of their own free will, so I see a real difference there.The Eastern Partnership is a €600 million EU policy to build closer political and trade relations with Ukraine, Belarus, Moldova, Armenia, Azerbaijan and Georgia over several years.

Russia has criticised it on numerous occasions as creating new divisions in Europe.

There are those who may wish to present the invited participants with the choice: either you are with Russia, or with the European Union,Russian foreign minister Sergei Lavrov said one day before the Prague event.

No Russian observers were invited to Thursday's talks.

But during the closed door discussion, German Chancellor Angela Merkel and Dutch Prime Minister Jan Peter Balkenende underlined that under paragraph 12 of the Eastern Partnership declaration third countries [such as Russia]can take part in concrete Eastern Partnership projects.Belarus, which together with Armenia and Moldova, has the strongest ties with Moscow out of the group, made the same point.The country's deputy prime minister, Vladimir Semashko, said his country is a bridge between east and west and does not want to sign a political Association Agreement with the EU, let alone aspire to EU accession. He also declined to join in the summit family photo with the other 32 delegates. EU officials said the tour de table, full of diplomatic pleasantries, did not see any Russia-critical statements. Georgia's President Mikheil Saakashvili was the only exception, complaining about Russia's military expansion into his territory.The discussions floated the idea of holding the next 27 plus six Eastern Partnership summit in Hungary in Spring 2011, when Budapest has the EU chair.

The Czech Republic's Mr Topolanek appeared annoyed by suggestions that the absence of the French and British leaders on the day undermined the importance of the accord.It's really quite offensive to everyone who has participated. It was really quite a high-level team, he said. The Austrian PM could not come because he was ill, Mr Topolanek explained. The Czech leader, who steps down on Friday after a failed confidence vote, added that the new caretaker prime minister, Jan Fischer, should host the regular EU summit in June, instead of the eurosceptic Czech president Vaclav Klaus.I think all the other EU members share this [opinion], he said.

EUOBSERVER / BRUSSELS - Last minute tweaks to the Eastern Partnership summit declaration reveal EU unease over enlargement and immigration, as well as the complexities of old conflicts on the union's eastern frontier.An earlier Czech EU presidency text of 29 April referred to the 27 EU states plus Ukraine, Belarus, Moldova, Armenia, Azerbaijan and Georgia as European countries.It also spoke of visa-liberalisation.The latest document, rubber-stamped by EU diplomats in Brussels on Wednesday (6 May), renamed the six as Eastern European Partners and partner countries. It added that the visa move is a long-term goal.Germany and the Netherlands forced the changes, concerned that European countries sounds too pro-enlargement. The new language on visas is a far cry from pre-April Czech proposals, which spoke of visa-free travel. The tweaks might look unimportant but have serious implications. Polish and Ukrainian officials fear the new country nomenclature dampens Ukraine's dreams of getting an EU perspective in the next two years. The visa wording may see just a privileged few, such as diplomats or businessmen, one day freely enter the EU, while ordinary people struggle to, say, meet a friend in Madrid or try to build a better life in London.Meanwhile, Georgia and Azerbaijan failed to push in a clause that the 33 countries should respect each other's territorial integrity.The latest wording speaks of obeying the principles and norms of international law - a loose phrase that could see Belarus recognise Georgia rebels in South Ossetia and Abkhazia as independent states, entrenching Russia's military occupation of Georgia.It could also see Armenia maintain military support for the breakaway Nagorno-Karabakh region in Azerbaijan, limiting EU options for building new gas pipelines in the South Caucasus.

Velvet evolution

But despite the upsets - French President Nicolas Sarkozy on Wednesday night had not confirmed if he will go to Prague on Thursday - the event will mark a victory for ex-Communist EU states keen to extend EU freedoms closer to Russia.The Eastern Partnership idea was born during informal talks between like-minded governments in Tallinn in mid-2007. The pace of progress, through European Commission blueprints to EU summit agreements in 2008, has been rapid by EU standards. If all goes well, the six states' political elites will in coming years forge new relationships with EU colleagues via abundant meetings. Free trade deals will ease the flow of money. And Europe's post-Cold War dividing lines will gently erode.The summit is just the start of the initiative, a Czech diplomat said. Moscow is quite negative about the Eastern Partnership. But frankly, that's a Russian problem. They see the world through a zero-sum lens. We do not.

Costing hearts and minds

The Russian problem may not be easy to brush off, however. Russia-linked emergencies -like the war in Georgia or the gas crunch in Ukraine - are already transforming the region faster than any EU policy.The EU visa wall, its scant help in the cruel recession and a lack of visible projects, such as EU-funded highways, are costing hearts and minds. Forty two percent of Ukrainians want to integrate with Russia, compared to 34 percent with the EU, the European Council on Foreign Relations (ECFR) think-tank reports. The Eastern Partnership is a step forward. But it is still a typical EU solution - a long-term, technocratic instrument for a region full of short-term crises,the ECFR's Andrew Wilson said.

Turkey plays politics with EU pipeline scheme

EUOBSERVER / PRAGUE - The EU risks continued energy dependency on Russia and a sharp rise in natural gas prices unless it unblocks EU accession talks with Turkey, Ankara indicated on Friday (8 May).At an energy summit in Prague, Turkish President Abdullah Gul signed a declaration promising to close an inter-governmental agreement (IGA) in June on building the Nabucco gas pipeline through his country.But he linked the IGA deal to the EU's opening the energy chapter of Turkey's accession negotiations, blocked by Cyprus due to a long-standing territorial dispute.In order to be more successful, it is of great importance that co-operation and solidarity exist on both sides," Mr Gul said. We believe the opening of the negotiations on the energy chapter will accordingly provide great benefits.The Nabucco pipeline, which cannot go ahead without the IGA, is a project to pump by 2020 25 billion cubic metres (bcm) a year of Caspian Sea basin gas directly to the EU, bypassing Russia. The pipeline would reduce the impact on the EU of any future Russian gas cut-offs and complicate Russian plans to put gas prices on a higher footing for the long-term. European Commission head Jose Manuel Barroso in Prague on Thursday downplayed Turkey's Nabucco-accession link. He [Mr Gul] did not make any kind of conditionality,the commission president said.

The commission's ambassador to Turkey, Marc Pierini, speaking to press in Ankara the same day, was less diplomatic, however. Turkey is not formally linking Nabucco to Cyprus blocking the energy chapter in the Council [the EU member states' secretariat], but it is part of their understanding of the issue, he said. It is a political play within the Council.Ankara's negotiating position is weakened by the fact it needs extra Caspian gas as much as the EU, the Paris-based International Energy Agency (IEA) told EUobserver.It's own gas use is growing. It consumed 16 bcm in 2002 and 37 bcm in 2008,the IEA's Ian Cronshaw said.Sixty three percent of its gas comes from Russia and they got cut off in the Ukrainian crisis as well, he added, referring to January's Russia-Ukraine gas crunch.

Turkmenistan disappoints

In a second niggle at the Prague summit, world number four gas owner Turkmenistan did not sign the EU declaration pledging future gas volumes for Nabucco.Turkmenistan sent its number two official, Tachberdy Tagiev, to Prague, and two days before the summit released a political prisoner, Mukhametkuli Aymuradov, auguring well for EU relations. But it did not put pen to paper on the day. Azerbaijan [which did sign] is a European country which has European aspirations. Turkmenistan is a Central Asian country that doesn't have such aspirations, so that's where I would look for the reason,Czech Prime Minister Mirek Topolanek said. The political question marks hanging over Nabucco and other pipelines in the Southern Corridor region are preventing EU energy companies, such as Germany's RWE, from moving ahead with contracts.What is very helpful is a unified political signal supporting the idea of a Southern Corridor in general," RWE spokesman Michael Rosen told this website.
