15 And this shall be the border of the land toward the north side, from the great sea, the way of Hethlon, as men go to Zedad;

15 And the five thousand, that are left in the breadth over against the five and twenty thousand, shall be a profane place for the city, for dwelling, and for suburbs: and the city shall be in the midst thereof.

18 And the residue in length over against the oblation of the holy portion shall be ten thousand eastward, and ten thousand westward: and it shall be over against the oblation of the holy portion; and the increase thereof shall be for food unto them that serve the city.
19 And they that serve the city shall serve it out of all the tribes of Israel.
20 All the oblation shall be five and twenty thousand by five and twenty thousand: ye shall offer the holy oblation foursquare, with the possession of the city.
21 And the residue shall be for the prince, on the one side and on the other of the holy oblation, and of the possession of the city, over against the five and twenty thousand of the oblation toward the east border, and westward over against the five and twenty thousand toward the west border, over against the portions for the prince: and it shall be the holy oblation; and the sanctuary of the house shall be in the midst thereof.
22 Moreover from the possession of the Levites, and from the possession of the city, being in the midst of that which is the prince's, between the border of Judah and the border of Benjamin, shall be for the prince.
23 As for the rest of the tribes, from the east side unto the west side, Benjamin shall have a portion.
24 And by the border of Benjamin, from the east side unto the west side, Simeon shall have a portion.
25 And by the border of Simeon, from the east side unto the west side, Issachar a portion.
26 And by the border of Issachar, from the east side unto the west side, Zebulun a portion.

28 And by the border of Gad, at the south side southward, the border shall be even from Tamar unto the waters of strife in Kadesh, and to the river toward the great sea.
29 This is the land which ye shall divide by lot unto the tribes of Israel for inheritance, and these are their portions, saith the Lord GOD.
30 And these are the goings out of the city on the north side, four thousand and five hundred measures.
31 And the gates of the city shall be after the names of the tribes of Israel: three gates northward; one gate of Reuben, one gate of Judah, one gate of Levi.
32 And at the east side four thousand and five hundred: and three gates; and one gate of Joseph, one gate of Benjamin, one gate of Dan.
33 And at the south side four thousand and five hundred measures: and three gates; one gate of Simeon, one gate of Issachar, one gate of Zebulun.

Bringing Israel's Lost Tribe Home By George Thomas

CBNNews.com - One of the great mysteries of ancient history has been the fate of the lost tribes of Israel.But one Jewish organization believes it has found the lost tribe, called Bnei Menashe, and plans to bring them home.Daniel is part of the Bnei Menashe tribe in India. They are believed to be descendants of the 10 lost tribes of Israel who were exiled from their homeland almost 3,000 years ago.

The Bnei Menashe practice Judaism, observing the sabbath, keeping kosher and even celebrating Jewish festivals-- all while living in India and hoping to someday return to the promise land.Michael Freund is working to bring the Bnei Menshe to Israel.They see it as the fulfillment of the of biblical prophecy. which i believe it is, he explained.So far, his organization, Shavei Israel, has helped more than 1,400 members of the tribe make the journey.Once they arrive, Shavei Israel helps them find jobs, learn the language and adjust to the culture.Bringing them into Israel is...a beginning to their new journey, and we want to ensure that they are fully absorbed and successfully so within the country,Freund said.He hopes to bring the more than 7,000 members of the Bnei Menashe tribe still living in India to Israel, and it doesn't stop there.Jews from Spain, China, Russia, and Italy have made aliyah through the help of Shavei Israel.I think we are privileged to live in a very special time, Freund said. It's a time where we are witnessing the ingathering of the exiles, just as the prophets foretold.

Freund is asking Christians and Jews alike to share in fulfilling that prophecy.Pray for the success of our efforts and plead with God to put it into the hearts of our decision makers to open the door so that our lost brethren can come home again,he said.

A Bnei Menashe Passover (LOST TRIBE OF MANASSEH JEWS IN INDIA NOW IN ISRAEL)

For 83-year-old Mendel Kingbol, a recent immigrant, Passover and its message of deliverance resonate far more strongly than perhaps any other festival. As one of the elder members of the Bnei Menashe community, Kingbol still recalls, with a mixture of fondness and nostalgia, the way his ancestors celebrated the festival over the centuries in the farthest reaches of northeastern India. The Bnei Menashe reside primarily in the Indian states of Mizoram and Manipur, along the border with Burma and Bangladesh. They are descendants of the tribe of Manasseh, one of the Ten Lost Tribes of Israel exiled by the Assyrian empire in 723 BCE. A century ago, when British missionaries first arrived in India's northeast, they were astonished to find that the local tribesmen worshiped one god, were familiar with many of the stories of the Bible and were practicing a form of biblical Judaism, including observance of the Sabbath, kashrut and the laws of family purity.Before long, the missionaries succeeded in converting most to Christianity. Some, however, continued to adhere to the ways of their ancestors. Indeed, in recent decades, the Bnei Menashe have built dozens of synagogues across India's northeast, and three times a day they turn fervently in prayer, with their eyes raised toward Zion, to which they collectively long to return.In March 2005, after I approached Sephardi Chief Rabbi Shlomo Amar and asked him to study the community and its origins, he decided to formally recognize the Bnei Menashe as descendants of the Jewish people and agreed to facilitate their return.

OVER the past decade, thanks largely to Shavei Israel, some 1,500 Bnei Menashe have moved here, where they have undergone formal conversion to Judaism to remove any doubts regarding their status. Among them are Kingbol and his family. Now, comfortably ensconced in the Galilee, he is adjusting well to his new surroundings. Asked about Passover, he proceeds to recount the remarkable manner in which the festival, known in the Mizo language as Chapchar Khut, was commemorated by his ancestors. Chapchar Khut is an ancient ritual that I have always believed is strongly connected with Passover,Kingbol says. The holiday was typically celebrated for seven days during the spring, in the month of March, and at its center was a ceremony with remarkably Jewish overtones. The Bnei Menashe in Mizoram live in mountainous villages, so to grow crops we needed to make a clearing, he remembers.This period of clearing, which was done immediately before Chapchar Khut, was regarded as a new year for us,much in the way that the Torah enumerates the Hebrew months starting with Nisan, when Passover falls. Along with clearing a field for agricultural purposes, the Bnei Menashe would also fashion a new road as part of the traditional observance of the holiday. This, it appears, was intended to symbolize the long journey out of Egypt that lay ahead of their ancestors at the beginning of their deliverance from bondage.Since this was considered the start of a new year, a blessing for the entire community was recited, with the village priest taking four or five people with him to the outermost edge of the settlement where, while beating the bushes, he would chant: Behold, bushes of above and below! Make way, for the sons of Menashe are coming! On the first night of the festival, Kingbol relates, the villagers would all gather at the hut of the local chief, where they would sing and dance until the early hours of the morning. The celebration started precisely at midnight, Kingbol says, because that is when all the first-born of Egypt were slain in the 10th plague, as recounted in the Bible.

The next morning, on the threshold of the village, everyone had to eat a quick and hurried meal,he says. They did this because our ancestors, when they left Egypt, did not have time to bake their bread. The villagers would feed each other very quickly. This was known as chhawng hnawt - I don't know exactly what this phrase means, but it signifies something that had to be done hastily, because our ancestors were under pressure to leave after Pharaoh's command to depart Egypt.WHILE Kingbol's recollection of Chapchar Khut revolves around the social and communal aspects of the holiday, another Bnei Menashe elder named Yossi provides an additional perspective on how the Bnei Menashe celebrated its ritual components. On the first night of the holiday, after sundown, the village priest would don special white garments in preparation for carrying out the sacrificial rite. These garments included, according to Yossi, one that had strings dangling from its four corners, recalling the tallit.

The priest would take an animal and slaughter it, and then collect the blood in a special pouch,Yossi says. He would then dip a branch or leaf into the blood and smear it on the doorways of people's homes, just as the Israelites had done before leaving Egypt.The priest then had to carefully separate the meat from the bones of the carcass, for if even one bone were to break, it would invalidate the animal for use in the ceremony. For anyone familiar with the Torah's description of the Paschal sacrifice, this requirement will sound more than a little familiar (see Exodus 12:46).Having successfully completed this task, the priest would place the animal on an altar and offer it up to G-d, in the process reciting a series of ancient Bnei Menashe chants and prayers. Perhaps the most extraordinary of them is Miriam's song, as it is known among the community. We had to cross the Red Sea,it began. Our enemies were coming after us with chariots but the sea swallowed them all as if they were meat. We are led by the cloud during the day and by fire at night. Take those birds for the food, and drink water coming out from the rock.The echoes of the biblical account of the Exodus and its aftermath are unmistakable - a Bnei Menashe version of the Haggada as it narrates the story of how their ancestors left Egypt, together with our own.Now, after so many years of wandering, the Bnei Menashe are once again setting out on the long journey back to the Promised Land. May the road ahead lead to their safe and quick return.

Obama’s First 100 Days: Worse Than Even We Predicted

As President Barack Obama approaches his first 100 days in office, the corporate media prepares a new round of fawning idolatry about the Obama administration’s achievements, yet a summary glance at what Obama has actually done in that short time with regard to expanding the Bush police state and the Neo-Con empire is worse than even we predicted.The day after Barack Obama was elected the 44th President of the United States in November last year, we challenged Obama supporters and the administration itself to follow through on the rhetoric of change by starting to dismantle the architecture of the Bush police state and beginning to roll back the unwieldy morass of the American empire. Obama has done neither, and in fact his every action has been about ensuring the Bush police state remains in place, that the people who put it in place are protected from prosecution, and that the empire continues to expand.We presented Obama and his supporters with a series of issues on which to make progress. While we did not expect Obama to accomplish much in his first few months in office, we at least challenged the new President to take the first steps in reversing eight years of what was a de facto dictatorship and plotting the course for the change that was so consistently promised.

We asked the following questions of an Obama presidency;
- Will Obama support Dennis Kucinich’s efforts to bring war crimes charges against Bush, Cheney and others for deceiving the country into a war or will he protect them against such charges like Nancy Pelosi has done? In April 2008, Obama promised that as President he would ask his Attorney General to immediately review potential war crimes that occurred under the Bush White House. Obama or his Attorney General have done no such thing, and every noise they have made suggests that top Neo-Cons will be protected from deceiving America into a war.

Similarly we asked;
- Will Obama bring war crimes charges against Bush, Cheney and others for authorizing torture and will the torture of suspects under U.S. detention, a complete violation of both the Constitution and the Geneva Conventions, cease under an Obama administration? As we found out last week, the answer was a resounding NO. Upon the release of the torture memos, Obama’s right-hand man, chief of staff Rahm Emanuel, told ABC News that top Bush administration officials should not be prosecuted either and that’s not the place that we go.In addition, Obama’s statement that accompanied the release of the torture memos stated,In releasing these memos, it is our intention to assure those who carried out their duties relying in good faith upon legal advice from the Department of Justice that they will not be subject to prosecution.So no retribution for the people who ordered the torture, and no retribution to the people who carried it out, thus setting the precedent that future administrations are free to order torture - safe in the knowledge that they will face no consequences whatsoever.

- Will Obama withdraw American troops from Iraq and Afghanistan without sending them away again to bomb another broken-backed third world country? The answer again is a resounding NO. Upon taking office, Obama announced that he would be sending another 17,000, and eventually perhaps as many as 30,000, extra troops to Afghanistan.

Regarding Iraq, after the withdrawal of U.S. troops in 19 months, a timescale that has since been put back again, Mr. Obama plans to leave behind a residual force of tens of thousands of troops to continue training Iraqi security forces, hunt down foreign terrorist cells and guard American institutions,reported the New York Times.

In terms of bombing another broken-backed third world country, Obama has beefed the U.S. military role in Pakistan beyond that pursued by the Bush administration and expanded the covert war run by the Central Intelligence Agency inside Pakistan, according to the New York TImes, with an increase in missile attacks by drone aircraft.Meanwhile, Obama’s war chest demands came to a total of around $800 billion in war funds and subsidiary costs just to cover the rest of 2009.Does any of this sound like a move towards bringing the troops home and rolling back the American empire, as Obama promised before he was elected?

- Will Obama end the warrantless secret surveillance and phone-taps of American citizens? You’ll be shocked the learn that the answer was a resounding NO. Earlier this month, The Obama administration formally adopted the Bush administration’s position that the courts cannot judge the legality of the National Security Agency’s (NSA’s) warrantless wiretapping program,reported the Electronic Frontier Foundation.

President Obama promised the American people a new era of transparency, accountability, and respect for civil liberties, said EFF Senior Staff Attorney Kevin Bankston.But with the Obama Justice Department continuing the Bush administration’s cover-up of the National Security Agency’s dragnet surveillance of millions of Americans, and insisting that the much-publicized warrantless wiretapping program is still a secret that cannot be reviewed by the courts, it feels like deja vu all over again.- Will Obama cease his support for the Bush-administration backed banker bailouts, hated by the majority of Americans, and target the real cause of the problem - the Federal Reserve - or will he continue to give taxpayers’ money to banks who are merely hoarding it all for themselves? Obama’s zealous push for more bailouts, along with increased power for the Federal Reserve and the implementation of global regulations that will effectively end any notion of a free market was perhaps the defining issue of his first 100 days as President. Obama has vigorously promoted the same financial policies that were introduced by the Bush administration in its final few months.

- Will Obama repeal Patriot Acts I and II as well as reversing Bush’s signing statement and acknowledging the repeal of the John Warner Defense Authorization Act? Will Obama seek to continue the militarization of America and preparations for martial law through Northcom and the secret government or will he dismantle the police state that has been constructed over the last eight years by the Bush administration? Despite initial rhetoric about reversing Bush’s infamous signing statements, Obama himself stated that he will continue to use signing statements. The Patriot Act and its additions as well as the John Warner Defense Authorization Act, both core planks of the Bush police state, remain firmly in place, with no sign of any reversal.Regarding militarization through Northcom, weeks after Obama’s election victory it was announced that, The U.S. military expects to have 20,000 uniformed troops inside the United States by 2011 trained to help state and local officials respond to a nuclear terrorist attack or other domestic catastrophe, according to Pentagon officials.Militarization of law enforcement and troops being used domestically in preparation for martial law is continuing apace under the Obama administration.- Will Obama follow through on his rhetorical support for the second amendment or will he seek to ban guns as he did in Illinois? Despite Obama promising that he was not interested in going after the second amendment before his election, one of his first actions was to appoint the rabidly anti-gun Eric Holder as his Attorney General. Obama has also falsely blamed the drug war crisis in Mexico on American gun shops. The leaked Obama gun ban list would make millions of Americans criminals for owning weapons such certain types of rifles or pistols. Anti-gun legislation has found its way into stimulus and other unrelated bills as pork barrel. The first steps of the Obama administration with regard to gun control have resulted in record firearm and ammunition purchases across the country.

Upon Obama’s election we made a cynical but unfortunately accurate prediction of how the much vaunted promise of change would actually manifest itself. The fact is that the change began and ended on the day Obama won the election.- Illegal warrantless surveillance and wiretapping of American citizens will continue under Obama.- Top Bush administration officials who ordered torture and those that carried it out will be protected from prosecution under Obama.- Top Bush administration officials who deceived America into a war will be protected from prosecution under Obama.- The expansion of the military empire through continued occupation of Iraq and Afghanistan and further military incursions into Pakistan will continue and expand under Obama.

- Banker bailouts, reckless spending, inflation of currency through overprinting and global regulations stifling the free market, all of which were initiated under Bush, will continue under Obama.- The militarization of the United States and the architecture of the police state that was set up under Bush will be preserved and expanded under Obama.- The attack on the second amendment right to bear arms will continue under Obama.The egregious spending will continue, government will balloon in size, American soldiers will be used as cannon fodder for more interventionist wars of the military-industrial complex, U.S. citizens will continue to have their phone calls tapped and their rights curtailed,we forecast last year, and the Federal Reserve will continue to rule the financial system with an iron fist while the middle class is squeezed out of existence.Who can deny that all those things have only intensified under the Obama administration? The honeymoon is over - Barack Obama has proven himself to be nothing more than we predicted all along - another stooge for the global banking syndicate that has controlled every U.S. president since JFK, and nothing more than a black face on the new world order - sworn to continue and intensify the same agenda that the Bush-Clinton-Bush dynasty advanced before him.

Do we really want the Bank for International Settlements (BIS) issuing our global currency? In an April 7 article in the London Daily Telegraph titled The G20 Moves the World a Step Closer to a Global Currency,Ambrose Evans-Pritchard wrote:A single clause in Point 19 of the communiqué issued by the G20 leaders amounts to revolution in the global financial order.We have agreed to support a general SDR allocation which will inject $250bn (£170bn) into the world economy and increase global liquidity,it said. SDRs are Special Drawing Rights, a synthetic paper currency issued by the International Monetary Fund that has lain dormant for half a century.In effect, the G20 leaders have activated the IMF’s power to create money and begin global quantitative easing. In doing so, they are putting a de facto world currency into play. It is outside the control of any sovereign body. Conspiracy theorists will love it.

BIS, founded in Basel, Switzerland, in 1930, it has been scandal-ridden from its beginnings. According to Charles Higham in his book Trading with the Enemy, by the late 1930s the BIS had assumed an openly pro-Nazi bias. Indeed they will. The article is subtitled, The world is a step closer to a global currency, backed by a global central bank, running monetary policy for all humanity.Which naturally raises the question, who or what will serve as this global central bank, cloaked with the power to issue the global currency and police monetary policy for all humanity? When the world’s central bankers met in Washington last September, they discussed what body might be in a position to serve in that awesome and fearful role. A former governor of the Bank of England stated:[T]he answer might already be staring us in the face, in the form of the Bank for International Settlements (BIS)…. The IMF tends to couch its warnings about economic problems in very diplomatic language, but the BIS is more independent and much better placed to deal with this if it is given the power to do so.[1]And if that vision doesn’t alarm conspiracy theorists, it should. The BIS has been called the most exclusive, secretive, and powerful supranational club in the world.Founded in Basel, Switzerland, in 1930, it has been scandal-ridden from its beginnings. According to Charles Higham in his book Trading with the Enemy, by the late 1930s the BIS had assumed an openly pro-Nazi bias. This was corroborated years later in a BBC Timewatch film titled Banking with Hitler, broadcast in 1998.[2] In 1944, the American government backed a resolution at the Bretton-Woods Conference calling for the liquidation of the BIS, following Czech accusations that it was laundering gold stolen by the Nazis from occupied Europe; but the central bankers succeeded in quietly snuffing out the American resolution.[3]In Tragedy and Hope: A History of the World in Our Time (1966), Dr. Carroll Quigley revealed the key role played in global finance by the BIS behind the scenes. Dr. Quigley was Professor of History at Georgetown University, where he was President Bill Clinton’s mentor. He was also an insider, groomed by the powerful clique he called the international bankers.His credibility is heightened by the fact that he actually espoused their goals. He wrote:I know of the operations of this network because I have studied it for twenty years and was permitted for two years, in the early 1960’s, to examine its papers and secret records. I have no aversion to it or to most of its aims and have, for much of my life, been close to it and to many of its instruments. … [I]n general my chief difference of opinion is that it wishes to remain unknown, and I believe its role in history is significant enough to be known.

Quigley wrote of this international banking network:

[T]he powers of financial capitalism had another far-reaching aim, nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole. This system was to be controlled in a feudalist fashion by the central banks of the world acting in concert, by secret agreements arrived at in frequent private meetings and conferences. The apex of the system was to be the Bank for International Settlements in Basel, Switzerland, a private bank owned and controlled by the world’s central banks which were themselves private corporations.The key to their success, said Quigley, was that the international bankers would control and manipulate the money system of a nation while letting it appear to be controlled by the government. The statement echoed an often-quoted one made by the German patriarch of what would become the most powerful banking dynasty in the world. Mayer Amschel Bauer Rothschild famously said in 1791:Allow me to issue and control a nation’s currency, and I care not who makes its laws.Mayer’s five sons were sent to the major capitals of Europe – London, Paris, Vienna, Berlin and Naples – with the mission of establishing a banking system that would be outside government control. The economic and political systems of nations would be controlled not by citizens but by bankers, for the benefit of bankers. Eventually, a privately-owned central bank was established in nearly every country; and this central banking system has now gained control over the economies of the world. Central banks have the authority to print money in their respective countries, and it is from these banks that governments must borrow money to pay their debts and fund their operations. The result is a global economy in which not only industry but government itself runs on credit (or debt) created by a banking monopoly headed by a network of private central banks; and at the top of this network is the BIS, the central bank of central banks in Basel.

Behind the Curtain

For many years the BIS kept a very low profile, operating behind the scenes in an abandoned hotel. It was here that decisions were reached to devalue or defend currencies, fix the price of gold, regulate offshore banking, and raise or lower short-term interest rates. In 1977, however, the BIS gave up its anonymity in exchange for more efficient headquarters. The new building has been described as an eighteen story-high circular skyscraper that rises above the medieval city like some misplaced nuclear reactor.It quickly became known as the Tower of Basel.Today the BIS has governmental immunity, pays no taxes, and has its own private police force.[4] It is, as Mayer Rothschild envisioned, above the law.The BIS is now composed of 55 member nations, but the club that meets regularly in Basel is a much smaller group; and even within it, there is a hierarchy. In a 1983 article in Harper’s Magazine called Ruling the World of Money, Edward Jay Epstein wrote that where the real business gets done is in a sort of inner club made up of the half dozen or so powerful central bankers who find themselves more or less in the same monetary boat – those from Germany, the United States, Switzerland, Italy, Japan and England. Epstein said:The prime value, which also seems to demarcate the inner club from the rest of the BIS members, is the firm belief that central banks should act independently of their home governments… . A second and closely related belief of the inner club is that politicians should not be trusted to decide the fate of the international monetary system.In 1974, the Basel Committee on Banking Supervision was created by the central bank Governors of the Group of Ten nations (now expanded to twenty). The BIS provides the twelve-member Secretariat for the Committee. The Committee, in turn, sets the rules for banking globally, including capital requirements and reserve controls. In a 2003 article titled The Bank for International Settlements Calls for Global Currency,Joan Veon wrote:The BIS is where all of the world’s central banks meet to analyze the global economy and determine what course of action they will take next to put more money in their pockets, since they control the amount of money in circulation and how much interest they are going to charge governments and banks for borrowing from them… When you understand that the BIS pulls the strings of the world’s monetary system, you then understand that they have the ability to create a financial boom or bust in a country. If that country is not doing what the money lenders want, then all they have to do is sell its currency.[5]

The Controversial Basel Accords

The power of the BIS to make or break economies was demonstrated in 1988, when it issued a Basel Accord raising bank capital requirements from 6% to 8%. By then, Japan had emerged as the world’s largest creditor; but Japan’s banks were less well capitalized than other major international banks. Raising the capital requirement forced them to cut back on lending, creating a recession in Japan like that suffered in the U.S. today. Property prices fell and loans went into default as the security for them shriveled up. A downward spiral followed, ending with the total bankruptcy of the banks, which had to be nationalized – although that word was not used, in order to avoid criticism.[6]Among other collateral damage produced by the Basel Accords was a spate of suicides among Indian farmers unable to get loans. The BIS capital adequacy standards required loans to private borrowers to be risk-weighted, with the degree of risk determined by private rating agencies; and farmers and small business owners could not afford the agencies’ fees. Banks therefore assigned 100 percent risk to the loans, and then resisted extending credit to these high-risk borrowers because more capital was required to cover the loans. When the conscience of the nation was aroused by the Indian suicides, the government, lamenting the neglect of farmers by commercial banks, established a policy of ending the financial exclusion of the weak; but this step had little real effect on lending practices, due largely to the strictures imposed by the BIS from abroad.[7] Similar complaints have come from Korea. An article in the December 12, 2008 Korea Times titled BIS Calls Trigger Vicious Cycle described how Korean entrepreneurs with good collateral cannot get operational loans from Korean banks, at a time when the economic downturn requires increased investment and easier credit:The Bank of Korea has provided more than 35 trillion won to banks since September when the global financial crisis went full throttle,said a Seoul analyst, who declined to be named. But the effect is not seen at all with the banks keeping the liquidity in their safes. They simply don’t lend and one of the biggest reasons is to keep the BIS ratio high enough to survive, he said…Chang Ha-joon, an economics professor at Cambridge University, concurs with the analyst.What banks do for their own interests, or to improve the BIS ratio, is against the interests of the whole society. This is a bad idea,Chang said in a recent telephone interview with Korea Times.

In a May 2002 article in The Asia Times titled Global Economy: The BIS vs. National Banks,economist Henry C K Liu observed that the Basel Accords have forced national banking systems to march to the same tune, designed to serve the needs of highly sophisticated global financial markets, regardless of the developmental needs of their national economies.He wrote:[N]ational banking systems are suddenly thrown into the rigid arms of the Basel Capital Accord sponsored by the Bank of International Settlement (BIS), or to face the penalty of usurious risk premium in securing international interbank loans… . National policies suddenly are subjected to profit incentives of private financial institutions, all members of a hierarchical system controlled and directed from the money center banks in New York. The result is to force national banking systems to privatize …BIS regulations serve only the single purpose of strengthening the international private banking system, even at the peril of national economies… . The IMF and the international banks regulated by the BIS are a team: the international banks lend recklessly to borrowers in emerging economies to create a foreign currency debt crisis, the IMF arrives as a carrier of monetary virus in the name of sound monetary policy, then the international banks come as vulture investors in the name of financial rescue to acquire national banks deemed capital inadequate and insolvent by the BIS.Ironically, noted Liu, developing countries with their own natural resources did not actually need the foreign investment that had trapped them in debt to outsiders:Applying the State Theory of Money [which assumes that a sovereign nation has the power to issue its own money], any government can fund with its own currency all its domestic developmental needs to maintain full employment without inflation.When governments fell into the trap of accepting loans in foreign currencies, however, they became debtor nations subject to IMF and BIS regulation. They were forced to divert their production to exports, just to earn the foreign currency necessary to pay the interest on their loans. National banks deemed capital inadequate had to deal with strictures comparable to the conditionalities imposed by the IMF on debtor nations: escalating capital requirement, loan writeoffs and liquidation, and restructuring through selloffs, layoffs, downsizing, cost-cutting and freeze on capital spending.Liu wrote:Reversing the logic that a sound banking system should lead to full employment and developmental growth, BIS regulations demand high unemployment and developmental degradation in national economies as the fair price for a sound global private banking system.

The Last Domino to Fall

While banks in developing nations were being penalized for falling short of the BIS capital requirements, large international banks managed to escape the rules, although they actually carried enormous risk because of their derivative exposure. The mega-banks succeeded in avoiding the Basel rules by separating the risk of default out from the loans and selling it off to investors, using a form of derivative known as credit default swaps.However, it was not in the game plan that U.S. banks should escape the BIS net. When they managed to sidestep the first Basel Accord, a second set of rules was imposed known as Basel II. The new rules were established in 2004, but they were not levied on U.S. banks until November 2007, the month after the Dow passed 14,000 to reach its all-time high. The economy was all downhill from there. Basel II had the same effect on U.S. banks that Basel I had on Japanese banks: they have been struggling ever since to survive.[8]Basel II requires banks to adjust the value of their marketable securities to the market price of the security, a rule called mark to market.[9] The rule has theoretical merit, but the problem is timing: it was imposed ex post facto, after the banks already had the hard-to-market assets on their books. Lenders that had been considered sufficiently well capitalized to make new loans suddenly found they were insolvent. At least, they would have been insolvent if they had tried to sell their assets, an assumption required by the new rule. Financial analyst John Berlau complained:The crisis is often called a market failure,and the term mark-to-market seems to reinforce that. But the mark-to-market rules are profoundly anti-market and hinder the free-market function of price discovery… . In this case, the accounting rules fail to allow the market players to hold on to an asset if they don’t like what the market is currently fetching, an important market action that affects price discovery in areas from agriculture to antiques.[10]

Imposing the mark-to-market rule on U.S. banks caused an instant credit freeze, which proceeded to take down the economies not only of the U.S. but of countries worldwide. In early April 2009, the mark-to-market rule was finally softened by the U.S. Financial Accounting Standards Board (FASB); but critics said the modification did not go far enough, and it was done in response to pressure from politicians and bankers, not out of any fundamental change of heart or policies by the BIS.And that is where the conspiracy theorists come in. Why did the BIS not retract or at least modify Basel II after seeing the devastation it had caused? Why did it sit idly by as the global economy came crashing down? Was the goal to create so much economic havoc that the world would rush with relief into the waiting arms of the BIS with its privately-created global currency? The plot thickens …

Stress Test Results: Most Banks Likely to Pass By STEPHEN GANDEL APR 20,09

Is your bank broke? Probably not.

Consumers and investors have been waiting for weeks for the results of the Treasury Department's stress tests of the nation's 19 largest banks. And it won't be until May 4 that we get definitive results. But a senior Administration official says the Treasury Department has indicated that there is substantial value in the banks tested and that there are no big shocks coming. (See TIME's 25 People to Blame for the Financial Collapse.) That likely means no big bank will be deemed too stressed to survive. The official says the Treasury does believe some of the banks will need additional capital to make them stronger, and in all likelihood the government will identify those banks. (See TIME's photos of the G-20 protests.) The bank stress tests are considered one of the key components of Treasury Secretary Tim Geithner and President Barack Obama's plan to fix the financial system. They are designed to determine which banks would fail and which would survive if the economy worsens, as some economists expect. But when they were announced in mid-February it was not clear what the government would do with the information collected. Would it shut down a troubled bank? At first, the Treasury Department said it might not release the specific bank results. Observers assumed that Treasury officials were nervous that if a bank failed the test customers and investors would flee. But in the past few weeks the Obama Administration has started to believe that the market is doing a good job of differentiating between good banks and problem banks, according to the Administration official. That belief, the official says, gives the Treasury the confidence that it can release individual results of the stress tests without disrupting the market, or unduly forcing a bank out of business. It also means, if you have been following the financial crisis, you won't be too surprised to find out which banks turn out to be stressed. Shares of Goldman Sachs, for instance, are only 40% off where they were a year ago. Citigroup's shares are down 86%. The Administration official also says the Treasury Department may need to pump more money into the banks than it currently has left in its $700 billion financial-rescue fund. But the Treasury Department has no plans to ask for the money immediately.

Doug Elliott, a former investment banker and fellow at the Brookings Institution, says that he thinks releasing the results of the bank stress tests is the right move. For the test to instill any additional confidence we are going to need to know the results,he says. It is going to be very hard for these companies to raise additional capital on their own. So whatever funds they need are going to come from the taxpayer. So we should know how much that is and who it is going to.The Administration source says that the stress tests have uncovered the fact that risk controls at major financial institutions, even those that haven't failed, were much too loose. But the most surprising result from the stress tests and related discussions may be this: bankers continue to appear oblivious to the nation's insistence that regulations be put in place to keep banks from ever again putting the economy at such risk. I just don't think they get it,the official says, referring to bankers' unwillingness to take responsibility for past behavior. Bankers seem to have no understanding how much damage their actions have done to their and their bank's reputation,the official says.

Zombie companies threaten EU recovery, says think-tank

An influential Brussels-based think-tank says zombie companies – enterprises badly in need of structural reform but kept alive by state subsidies – risk hampering EU growth levels once the economic crisis comes to an end.They stifle economic growth, while preventing reallocation of resources to sectors with higher growth potential, say authors Jean Pisani-Ferry and Bruno van Pottelsberghe of Bruegel in a publication released last week. There will always be a political temptation to rescue particularly large industrial companies using government funds.The danger risks being compounded by zombie lending say the authors, a situation where EU banks prioritise lending to big failing companies as opposed to smaller ones with frequently much higher growth potential. As banks increasingly rely on bailouts from EU governments, so their lending criteria become more politically motivated while frequently ignoring good economic logic, warn the authors.Instead Europe should take account of the lessons learnt from Japan in the 1990s where such zombie companies stifled growth and added to a period in Japan's economic history known as the lost decade.As economic leaders make tentative comments regarding the emergence of the green shoots of recovery, the shape of that recovery and the longer-term consequences of the crisis will depend on current policy choices, says the Bruegel report. It is during crises that the seeds of future performance are sown – or not sown,warn the authors. Focusing on research and innovation is essential to promoting future growth, an area where the EU is so far coming up short.It would be hard to characterise the European stimulus as innovation-friendly, says the study, which estimates that the proportion of current stimulus spending going towards boosting innovation is between 1 and 10 percent. This is unlikely to deliver the innovation boost that was called for in the EU's Lisbon strategy.

The correct labour market policies will also have a huge impact on future growth potential says the paper, with the key being to keep people at work in order to enable a return to high productivity once the economy picks up. Early retirement schemes and excessive unemployment benefits that reduce incentives to find work are therefore to be avoided, while government-subsidised short-term work such as the so-called kurzarbeit scheme in Germany is advantageous. The report's authors are critical of the limited size of the EU stimulus to date, which they claim will be close be approximately 1.1 percent of EU GDP in 2009 when unemployment benefits are taken into account.This compares with the 2 percent advocated by the International Monetary Fund and the 3.3 percent for 2009 and 2010 claimed as being the level by the EU institutions and member states. The reasons for the EU's timid response, says the study, is the belief that the benefits of national stimulus programmes will largely be reaped by trading partners, while some member states are constricted by already high debt levels.

The people who propagate this fraud are millionaire media shills who push partisan propaganda to the benefit of the owners of both parties, the special interests, military industrial complex and banking oligarchy to name a few. This is extremely evident on the heels of the corporate media co-opting of the highly publicized Tea Party movement. The origins of this grassroots inspired event, consisted of people from different ethnic and political backgrounds, focused on the true monoliths of power and the architects behind it. Seeing past the deceptive false paradigm pushers of the right during the Bush years, true conservatives joined with libertarians, independents and democrats, to protest the private non-federal reserve system, oppressive taxing by the IRS that is used to pay for the interest of our debt, eroding civil liberties through draconian legislation and wars for empire that further fund the military industrial complex that Eisenhower warned us of. The presidential run of republican Congressman Ron Paul, presented a problem for the corporate media outlets who seek to pigeonhole issues based on political labels. The rejection of Bush's policies could no longer be framed as partisan politics with the typical liberal talking points. Media shills had to actually look at the issues and determine why conservatives disagreed with his policies. This resulted in a true debate centered on the issues, instead of the usual posturing by the corporate gatekeepers.The mass awakening occurring in the conservative movement had to be stopped, therefore these new brazen patriots had to be labeled as terrorists who hated America. This would be the media spin of the false right pushers on the alphabet news channels. During the Bush years, the left found common ground with the members of the growing liberty movement, but falsely believed that it was all about Bush.

Now with the election of Obama, we see the friends that joined us under Bush, retreat to their liberal corner and take on the role the neo-cons did, in order to shield Obama from criticism. Therefore under Obama, government dissent equates to fascist extremist who hate blacks. This is the standard program that the corporate left uses in order to quell government dissent by hyping militia groups and racists. Just think back to all the subterfuge associated with groups on the right, who were against government corruption under Clinton. An unbiased look at the political environment back in the 90's would show that they were not all extremist, and the events hyped up in the media had the fingerprints of COINTELPRO all over it. Just recently in Philadelphia, 2 undercover officers organized a KKK rally and they were the only ones who showed up. Several people showed up to protest these racist who were actually cops. The anti-racist activists smashed the car of the posing skinheads, after they antagonized the protesters. An excerpt of witness testimony to the court is below.The lone defense witness, law student Sheila Maddali, who was present on July 23, 2007, said anti-racism groups showed up at Love Park a half-hour before the noontime Klan rally.No KKK members ever showed, but the witnesses said the two undercover officers walked into the park dressed like skinheads.One activist asked if the two were Klan members and Maddali said one replied, So what if we are? She said others began heckling the officers, calling them fascists and asking, So you like to lynch black people? We can lynch whoever we want, was the officer's reply, Maddali said. This type of operation can be used as a double-edged sword to infiltrate hate groups and identify activists. Then they posted an alleged July 7th E-mail to the agent in which Turner hands over a message from someone who sent in a death threat against Sen. Russ Feingold (D-Wisc.). Once again, Turner writes to his handler, my fierce rhetoric has served to flush out a possible crazy.In what is allegedly a portion of another E-mail, Turner discusses the money he is paid.On Thursday, as the E-mail exchange was heatedly discussed on a major neo-Nazi website, Turner suddenly announced he was quitting political work. I hereby separate from the pro-White movement,he said, adding that he was ending his radio show immediately.I will no longer involve myself in any aspect of it.These examples show the deceptive tactics that help manufacture political racial extremism in order to demonize, discredit, and distract from the true pillars of power that continue the agenda under both parties. With the Tea Parties already hijacked by the neo-cons through the right gatekeepers at Fox news, I knew there would be a high probability of chicanery at the Glen Beck sponsored event. I went to San Antonio to counter this takeover, by passing out DVD's that expose the parallel political ideology that is used to divide us. The thousands in attendance were fired up about the economic situation the D.C. cabal and banksters have put us in, but sadly were still stuck within the narrow confines of the left-right paradigm. The opportunity to educate the public on the history of the Federal Reserve, IRS and important legislation that would take action against both, was lost with speakers instead talking about the history of the Alamo, religious scripture, or chanting USA!, USA!. Towards the end of the event I spotted a sign piercing the crowd with the statement Save White America. Upon seeing this I had to investigate further in order to find out what his objective is for coming to this event with a sign like that. I had no issue with his 1st amendment right to express himself, my concern was that he was a plant that could be used by the media, to associate all the people at the Tea Party to racists. Since this was a large media spectacle promoted by Fox news, it was a perfect opportunity for someone to further propagate the false connection of racist right-wing extremism to the liberty movement, conservatives and anyone who speaks out against the current administration. My assumption that the media would take signs like this out of context and then falsely label the movement was proved correct, by the recent MSNBC interview of Janeane Garofalo by Keith Olbermann. This is type of despicable, irresponsible behavior by the media is nothing new, and we need to be vigilant in exposing these provocateurs who are used as pawns, marginalizing our movement against tyranny. The realization of the true geopolitical paradigm of control is steadily growing, nullifying the predictive programming of the false left-right political spin by the media's shill world order. (IsraelNN.com) Iranian President Mahmoud Ahmadinejad took the podium at the Durban II international conference in Geneva on Monday, only to face a loud heckler and widespread walkout as he spoke.As Ahmadinejad began his speech, three men in the audience rose, wearing clown wigs, and began shouting criticism, calling the Iranian president a racist. The three were removed from the hall by security personnel.The protesters were later identified as French students Jeremy Cohen, Rafael Hadad and Jonathan Hayoun, members of the French Jewish Student Union. We dressed as clowns because we wanted to show that his speech and the entire conference is a joke,Cohen explained.The speech continued as planned for a brief time. However, as Ahmadinejad began to harshly criticize Israel, dozens of people stood and left the hall in protest. In total, representatives of 23 states and organizations left the hall in protest of Ahmadinejad's speech. Among them were representatives from the European Union, Jordan, and France.In addition, three Israeli students who had managed to enter the hall rose as Ahmadinejad derided Israel and began yelling racist in his direction. The students were removed. One of the three, Student Union head Boaz Toporovsky, said the audience had expressed approval with the protest, clapping for the students as they disrupted the speech.United Nations representatives were among those who remained in the hall as Ahmadinejad continued, calling Israel a cruel and racist state and accusing Jews of using the Holocaust as an excuse to steal Arab land.

Ahmadinejad also called Zionism a form of racism, and accused the Zionists of working with the United States to wage war in Iraq and oppress the Afghani people.Among those who remained in the hall throughout the speech were many who vocally protested what Ahmadinejad was saying. Germany, Italy, Sweden and the Netherlands announced they would join a US-led boycott against the Durban Review Conference starting on Monday (20 April) in Geneva.The event is aimed at taking stock of progress in fighting racial discrimination, xenophobia and intolerance since the World Conference Against Racism in Durban, South Africa, which took place in 2001 and ended in disarray. At the time, American and Israeli diplomats walked out of the conference because of attempts by some Arab countries to link Zionism and Israel to racism. Since then, the dispute has continued to hamper UN diplomatic attempts to agree to a global anti-racism statement.

Berlin said on Sunday it would not participate in an event that could be abused as a platform for other interests.Foreign minister Frank-Walter Steinmeier said he took the decision after consulting with other EU nations, and he urged those attending the conference to stand up for the effective fight against racism and ethnic discrimination.Italy, the Netherlands and Sweden have also decided not to send their ministers to the conference for similar reasons.France, on the other hand, is planning to attend the event in order to articulate its standpoint on human rights issues,a source close to President Nicolas Sarkozy's office told AFP.Belgium said on Sunday it is urging fellow EU member states to attend the event in large numbers despite the boycott.Consultations at the European level are underway,the Belgian foreign ministry said.The Czech EU presidency, Great Britain and Ireland are also participating, but announced they would only send junior delegates.

Iran's state TV broadcast pictures showing some delegates cheering and other delegates leaving the conference. But Ahmadinejad's anti-Israel remarks may not be well-received among many others in Iran. Ahmadinejad is up for re-election in June, but his popularity has been waning as Iran's economy struggles with high-inflation and unemployment. Many have criticized Ahmadinejad for spending too much time on anti-Israel and anti-Western rhetoric and not enough on the country's economy. Ahmadinejad, as head of state, had the right to speak and did not need a U.N. invitation to the weeklong event aimed at stamping out intolerance worldwide. KINGSTON, Jamaica – A gunman forced his way though airport security onto a Canadian jet near Montego Bay, holding six crew members hostage for eight hours before police and soldiers stormed the aircraft on Monday and captured him.Nobody was killed or injured in the ordeal, which ended with a raid after talks broke down with a 20-year-old Jamaican gunman described as mentally challenged.We were getting nowhere with the negotiations,Jamaican Information Minister Daryl Vaz told The Associated Press. Police and military went on the plane and captured him.The suspect identified as Stephen Fray was in custody. Vaz said he is a mentally challenged man from the northwestern resort city of Montego Bay. He did not detail the man's mental condition but said he was apparently upset over a failed relationship.The hostage crisis began at about 10:20 p.m. local time Sunday and ended near 6:40 a.m., when members of the Jamaica Defence Force Counter Terrorism Operations Group stormed the aircraft's cabin, according to a police statement.The young man boarded CanJet Airlines Flight 918 and demanded to be flown to Cuba, Vaz told The Associated Press. The plane already was scheduled to stop in Santa Clara, Cuba, before returning to Canada. It arrived from arrived from Halifax, Nova Scotia.A total of 159 Canadian passengers and eight crew members were aboard the Boeing 737 at the time, according to Jamaican police. Grenier said a flight attendant had the idea to try to buy their freedom from the hijacker.We all took our money and we just, like, left our purses and our passports and everything just in the plane because we didn't want to take any chances. We just put the money in a bag and we ran out of the plane.The hostage talks failed despite the involvement of the Fray's father and two brothers, who helped to get him talking before negotiators reached a dead end, Vaz said.Jamaican Prime Minister Bruce Golding addressed all the passengers after they were debriefed by police, according to the police statement.The passengers were taken to a hotel, Vaz said. They [China] are doing their best to have well-staffed market authorities.The total number of non-food products notified as being dangerous through RAPEX – which is also used by Iceland, Liechtenstein and Norway - in 2008 reached 1,866, a 16 percent increase on 2007.Toys make up the single largest component of this figure, with 32 percent of the total, followed by electrical appliances on 11 percent, motor vehicles on 10 percent and clothing, textile and fashion items on 9 percent. The countries making the most notifications were Germany with 13 percent, Spain with 11 percent and Slovakia with 9 percent. Romania and Luxembourg on the other hand made no notifications in 2008.

EU products also at fault

An array of melted kettles, dangerous teddy-bears and children's bicycles were on display for journalists at the launch of the annual RAPEX report on Monday as examples of the apparently innocuous items that injure EU citizens every year. Despite the high level of attention placed on products of Chinese origin, 20 percent of the non-food products identified as dangerous through RAPEX in 2008 actually originated from within the EU itself. Ms Kuneva used the example of the Dutch electrical producer Philips who in 2008 recalled 7.2 million coffee machines from the market due to company concerns they could burn users. We should praise Philips because they took very responsible behaviour in recalling from the market these dangerous products,said Ms Kuneva, adding that self-assessment and rapid action by companies was the ideal solution.
