Canada's PM to address nation in crisis DEC 3,08

OTTAWA (AFP) - Prime Minister Stephen Harper will urge Canadians in a televised address on Wednesday to reject an opposition bid to oust his Conservatives and install a leftist coalition without elections.By week's end, the prime minister also may ask the governor general to prorogue parliament -- a rarely-used legislative procedure that effectively shuts down the body.A move to delay a no-confidence vote set for December 8 until the end of January would give Harper more time to resolve the crisis, and allow his finance minister to present a budget on January 27 with a stimulus package.A spokesman for the prime minister told AFP Harper planned to speak at 7 p.m. eastern time (0000 GMT Thursday).Liberal leader Stephane Dion, who has been tipped to head a new coalition government, will then take to the airways for a rebuttal, his office said.Immigration Minister Jason Kenney told broadcaster CTV that Harper in his address is going to stand up for Canadian democracy and national unity against a coalition government that includes the separatists and which would jeopardize Canada's economic stability.Asked if Harper would request a shutdown of parliament to stem the revolt, Kenney said: We are looking at the legal and constitutional options available.I think Canadians want us to turn down the temperature, to stop the political games, to focus on the work they hired us to do, and if that means a time-out ... I think that would be a good thing to let cooler heads prevail.Governor General Michaelle Jean earlier cut short a four-country European trip to return home to manage the crisis.It would be up to Jean, as the representative of the head of state Queen Elizabeth II, whether to prorogue parliament or allow the coalition's request for a chance to govern now.Alternately, the governor general could dissolve parliament and ask voters to weigh in.Opposition moves to dethrone Harper were triggered by differences over how to seed an economic turnaround, as Canada confronts the global financial crisis.

These actions come just six weeks after he was reelected with a stronger minority, in Canada's third snap elections in four years.Several Conservative MPs described the plot as tantamount to treason, while a Carleton University international affairs expert commented it has reduced Canada to a banana republic with snowflakes in the eyes of the world.

Harper taking political battle to airwaves

OTTAWA - Stephen Harper is taking to the airwaves in an effort to turn the public tide against the opposition coalition and justify his bid to hold on to power. The prime minister was to address the country Wednesday night as he faces an imminent opposition threat to bring down his minority Conservative government next week. The Liberal-NDP coalition, backed by the Bloc Quebecois, asked for equal TV time to respond. Gov. Gen. Michaelle Jean was to return from Europe on Wednesday afternoon and Harper was expected to ask her to suspend Parliament until late January to put off the crucial confidence vote. Without such a delay, the opposition is prepared to defeat the government on Monday and then ask Jean to hand power to the coalition.

But a suspension of Parliament would limit the power of Harper's government to routine housekeeping matters and preclude any major spending at a time of economic crisis. The Tories say the opposition move is an assault on democracy and national unity and they vow to take all legal steps to block it. They turned up the rhetoric Wednesday, going so far as to talk of treason. Ontario Conservative Bob Dechert accused the Liberals of trying to destroy the country by aligning with the separatist Bloc. He said it's tantamount to treason. They're getting into bed with the separatists, he said. They've actually written a deal giving the separatists a veto over every decision of the Canadian government. That is as close to treason and sedition as I can imagine.The Tory outrage comes despite that fact that Harper signed a letter with the Bloc in 2004 advising the Governor General to consider letting the opposition govern should the Liberal government of Paul Martin fall. And despite the Tory anger, the coalition arrangement is legal and legitimate under the parliamentary system. This is part of our democratic system, Jean said Tuesday in Prague.The opposition parties together won just over 54 per of the popular vote in the Oct. 14 federal election. Liberal MP John McKay said the inflamed language from the Tories makes it clear that this Parliament will not work under any circumstances. He said the government must fall - either next week or next month. We have to. Have to, he said. The die is cast, there is no turning back on this decision.The Tories have fired up their formidable campaign machine for an all-out blitz against the opposition. The barrage includes radio ads, rallies, and urging supporters to swamp MPs, talk shows and media with calls and e-mails. The coalition was preparing a counterattack. The Canadian Labour Congress, which is organizing rallies in support of the coalition, says it has radio spots ready to go. Rallies were being organized across the country by supporters on both sides of the bitter parliamentary meltdown. Jean, who must decide whether to allow Parliament to prorogue or let the opposition take over, has been working closely with her advisers and constitutional experts, said an official.

There is precedent for the vice-regal refusing to dissolve Parliament in the face of a confidence crisis - the King-Byng affair of 1926. But the question of refusing prorogation is uncharted territory. The coalition would be first change of government without an election since 1926. Under the opposition pact, Dion would serve as prime minister until spring when he is to be replaced as Liberal leader. The deal calls for the coalition to survive at least 18 months. Harper precipitated the crisis last Thursday with the provocative economic update that contained no stimulus package, killed public financing for federal political parties, and banned public sector unions from striking for two years. Desperate back-peddling by the government over the weekend in the face of the coalition talks did nothing.

Brazil aims to repair ports destroyed by floods Tue Dec 2, 4:19 pm ET

RIO DE JANEIRO, Brazil – Brazil is committed to quickly repairing key ports damaged in massive floods in order to recoup millions of dollars in daily losses to the economy, a government official said Tuesday.The floods, which have claimed at least 116 lives in the southern Santa Catarina region, severely damaged the major Itajai port, which has lost more than $400 million in revenue since the flooding began last month, said Brazilian ports minister Pedro Brito. He said those losses grow by $35 million a day. Ships have been forced to dock in ports hundreds of miles (kilometers) away in neighboring states.The flooding also severely damaged the area's other ports and washed goods on the docks out to sea.Brito said the government thus far has freed up $152 million to begin immediate repairs on the Itajai port — the biggest in the area and key to Brazil's massive beef-exporting industry.The storms also exacted a high human toll: Rescue workers were searching for 31 people still missing following massive landslides, and officials estimate the death toll could rise to as much as 150.About 80,000 people were forced from their homes by the storms, which dumped more water on the region during the weekend of Nov. 22-23 than it normally gets in months. Another 8,000 people were displaced in neighboring Rio de Janeiro state.

Ten dead, thousands hit as rains lash Panama, Costa Rica Tue Dec 2, 3:08 pm ET

GENEVA (AFP) – Over 36,000 people have been affected by heavy rains and severe floods in Panama and Costa Rica since late November, the International Red Cross said Tuesday as it launched an appeal for aid funds.Many areas are facing blackouts and lack of water. More than 45 indigenous communities in remote coastal areas are surrounded by water and can only be reached by helicopter, which has proved challenging due to the non-stop rains, said the International Federation of the Red Cross and Red Crescent Societies.The United Nations humanitarian affairs bureau said earlier Tuesday that in Panama, ten people were killed and over 23,600 affected by the deluge.About half or 11,670 of those hit in Panama are in temporary shelters, said Elisabeth Byrs, spokeswoman of the UN Office for the Coordination of Humanitarian Affairs.Rains are expected to continue this week, and the victims are in need of food, water and blankets, said Byrs.Many highways and bridges have been destroyed. 1,165 houses were damaged and about 200 destroyed. A number of communities in Bocas del Toro cannot be reached. Transport and distribution of relief items remain a challenge, she added.Panama's president has declared a state of emergency for the most affected provinces of Bocas del Toro, Chiriqui and Colon.

The gravity of the situation prompted the IFRC to seek 572,000 dollars (450,000 euros) in aid for victims in both Panama and Costa Rica.The aid group said that in Costa Rica rivers have overflown in parts of the country including the capital San Jose.Floods have also cut off access to over 100 communities and destroyed banana and plantain crops.The floods risk exacerbating diseases such as diarrhoea and the common cold, which could pose a risk especially to indigenous communities in the provinces of Limon and Cartago,it added.An emergency operation carried out in both countries by the Red Cross will provide communities with first aid, food and other relief items such as safe water tablets.

CHAMPAIGN, Ill. – Stranded airline passengers lingered in Chicago's airports Monday as a storm tapered off after delivering a wintry mix to the Midwest including snow, gusty winds and ice that led to at least two traffic deaths.More snow is expected later in the week, followed by colder weather. Anywhere from 2 to 10 inches of snow fell in Illinois and Wisconsin, the National Weather Service said. The snow knocked out power in the Milwaukee area and closed schools in both states.Illinois State Police handled dozens of accidents, even in southern Illinois, where snowfall was modest.At one point we had over two dozen troopers already at crash locations with over 50 additional calls pending, said Ralph Timmins, Illinois State Police master trooper.Snow wasn't as heavy in the Chicago area, where a couple of inches fell, but low visibility and gusty winds caused flight delays Monday at Chicago's two main airports.Delays at O'Hare International Airport, one of the world's busiest, averaged about 30 minutes, and 50 flights were canceled Monday, Chicago Department of Aviation spokesman Gregg Cunningham said. Those cancelations were in addition to 50 other flights canceled at O'Hare on Sunday as the storm rolled into Chicago.

At Midway International Airport, delays were around 15 minutes with no cancelations, Cunningham said.The season's first winter storm provided the first big test for a new $450 million O'Hare runway and air-traffic tower, which opened on Nov. 20. NEW YORK – Wall Street has withstood another stream of bad economic readings, shaking off its disappointment and closing sharply higher after an erratic session.

The major indexes fluctuated throughout the day as investors shuttled between pessimism about a protracted recession and hopes that the nation might start to soon see relief. Analysts largely believe that much of the bad news is already priced into the market. But they also warn that the market could turn lower as November retail sales and employment reports are issued Thursday and Friday.Wedneday's news included dismal readings on regional economic growth from the Federal Reserve and service-sector activity from the Institute for Supply Management.The Dow Jones industrial average bolted up 172 points to 8,591. DETROIT – The United Auto Workers said Wednesday it is willing to change its contracts with U.S. automakers and accept delayed payments of billions of dollars to a union-run health care trust to do its part to help the struggling companies secure $34 billion in government loans.United Auto Workers President Ron Gettelfinger said the union will suspend the jobs bank, in which laid-off workers are paid up to 95 percent of their salaries while not working, but he did not give specifics or a timetable of when the program will end.We're going to sit down and work out the mechanics, Gettelfinger said at a news conference after meeting with local union officials. We're a little unclear on some of the issues.Members of Congress criticized the automakers last month for paying workers who are not on the job. About 3,500 auto workers across the three companies are currently in jobs bank programs.One local union member who was in the meeting said the changes to the jobs bank would nearly eliminate the program. The member asked not to be identified because the details had not been made public.Gettelfinger stopped short of saying the union would reopen contract talks with General Motors Corp., Chrysler LLC and Ford Motor Co. but said it would be willing to return to the bargaining table to change some terms.

Talks with GM will begin immediately, but additional bargaining officials must be elected for Ford and Chrysler, Gettelfinger said, and any modifications would still have to be ratified by local union members.He also said the union will run a television ad in Maine, Kentucky, Indiana and Minnesota to put the faces of union workers on the controversy over the loans, and explain how the auto industry differs from the banking industry. The ads presumably are designed to pressure Congressional opponents of the loans.There's a perception problem, Gettelfinger said, stressing that the automakers' woes have painted a negative view of the union. Yes, we have lost some clout.Delaying the health care trust payments will help the companies survive their cash shortages, which they say were brought on by the severe economic downturn and the worst U.S. sales climate in more than a quarter century.GM had been scheduled to pay more than $7.5 billion early next year to the union-administered fund which will take over retiree health care payments on Jan. 1, 2010. Ford owes $6.3 billion to its trust fund at the end of this year. Chrysler figures were unavailable.The delay will have to be approved by federal courts, which already have blessed the trusts' formation.All three companies agreed to fund the trusts, called voluntary employee beneficiary associations or VEBAs, as part of the landmark 2007 contract reached with the UAW. By doing so they move billions in liabilities off their books.When they go into effect, the trusts will pay health care bills for about 800,000 UAW retirees, spouses and dependents at the three companies. GM expects to save about $3 billion a year when the expenses are moved, while Ford says it will save $1 billion.The CEOs of all three automakers are heading to Washington for more hearings Thursday and Friday on their loan requests after an abysmal showing before lawmakers last month. Gettelfinger will also attend.Congressional leaders demanded business plans from all three that include a reduction in labor costs so Detroit is more competitive with foreign automakers with U.S. factories. The companies submitted their plans to Congress on Tuesday.I don't think Congress is out for blood, Gettelfinger said of the criticism the union received during his previous testimony last month. There will be more pressure on us to do this. We're going to step up and do it.That sentiment was echoed by several union representatives at the news conference. Everybody has to give a little bit, said Rich Bennett, an official for Local 122 in Twinsburg, Ohio, representing Chrysler workers. We've made concessions. We really feel we're doing our part.But a retired GM worker said the union might be acting hastily out of fear that one of the automakers could shut down. Fear is a bad basis on which to make decisions, said Frank Hammer, of Local 909 in Warren, Mich. I think they're making another mistake.

Members at Local 122 are fearful of losing their jobs, said Bennett's associate, Ken Walters. They're seeing nearby plants shut down on regular basis. General Holliefield, the UAW vice president representing Chrysler workers, said union members historically do the right thing in terms of making concessions during tough times, although the moves outlined Wednesday came to fruition following last month's congressional thrashing. Washington didn't ask us for concessions, he said. It wasn't anything we were thinking about.The president of Chrysler said the UAW's willingness to change the union's contract is a good step. Chrysler LLC President Tom LaSorda said during a Toledo rally for the industry on Wednesday that both sides need to go back and review the entire framework of the contract. EUOBSERVER / BRUSSELS - Finance ministers from the euro area have agreed it's too early to say how much public money EU member states should pump into the economy to fight recession, with Germany voicing the fiercest criticism of the European Commission's €200 billion recovery plan.Less than two weeks before all the European leaders gather in Brussels to pronounce on the financial stimulus package, ministers from 15 countries sharing the euro failed to give the plan their blessing on Monday (1 December).The commission suggested last week that the EU should invest €200 billion in various sectors via a range of measures, from VAT cuts and cheap loans for businesses to social policy measures to help the most vulnerable citizens.While some €30 billion is to be drawn from the common EU budget and the European Investment Bank, national governments are called on to pony up the remaining €170 billion - depending on their economic situation and resources.But while the eurozone ministers - meeting on the eve of a gathering of all the EU's finance chiefs - agreed on the general philosophy of the package, they did not back the suggested figures.Everyone agrees that we need a strong fiscal response, Eurogoup chief Jean-Claude Juncker, Luxembourg's premier and finance minister, told journalists after the evening debate.We have the assurance that all national plans that will be presented would comply with the qualitative indications mentioned by the commission, he added, while admitting: We have got to wait until all the national plans come in before we can get a figure.

Critics in Berlin

German finance minister Peer Steinbruck was particularly sceptical of the commission's proposal, echoing previous remarks by government ministers in Berlin, including Chancellor Angela Merkel, who had said that too much cheap money in the economy could spark a new crisis in less than a decade.We must not copy one another. European co-ordination is a way to do it, but a variation is possible, Mr Steinbruck said when he arrived at the meeting on Monday.His Dutch colleague, finance minister Wouter Bos, stressed the need for the eurozone to return to budgetary discipline as soon as the conditions allow - otherwise the common currency could suffer more due to looming public deficits and debts.We need to do something and that needs to be substantive, and I do not mind it being substantive as long as it is temporary, as long as all countries after having taken these measures return to their path of reaching objectives.Several EU countries, including the biggest European economy, Germany, have announced that they will not be able to reach their previous goal of getting rid of budgetary deficits by the end of this decade.Ireland is expected to see its public deficit jump to 6.5 percent next year, with the commission preparing disciplinary procedures against Dublin to force the four-million-strong country to balance its public finances. Although some member states - such as France, currently at the helm of the 27-strong bloc - pointed out the agreement among EU leaders to relax budgetary rules during the current financial crisis, Brussels maintains it should be only under the rubric of flexibility manoeuvres allowed by the 2003 reform of the EU's pact for stability and growth.Under the rules which underpin the euro, member states can maintain a deficit over three percent of GDP for up to a year in the case of extraordinary circumstances, but they must still hew as close to the target as possible even as they exceed it.The European Commission on Monday asked the eurozone finance ministers to present their budgetary plans for the next year by then end of December. The commission will repeat the call on Tuesday when facing all finance ministers from across the EU.On 19 January, the commission will publish an updated economic forecast and analysis of national programmes. After which point, Brussels intends to proceed with all necessary disciplinary measures against member states breaking the rules on sound finances.

Barroso to create new energy directorate

EUOBSERVER / BRUSSELS - With energy and climate change set to dominate the EU agenda in the coming years, the European Commission is to create a new energy directorate-general from 1 November 2009 at the latest.The decision - an initiative by commission president Jose Manuel Barroso - will see senior EU official Claude Chene chair a task force to make detailed proposals for the scope and structure of the new DG by 1 May 2009.Energy and climate change has become Jose Manuel Barroso's main policy priority (Photo: European Community, 2006)The new directorate is expected to be around 400 to 500-man strong and have its own communication, external relations and personnel units.Energy is currently handled in the hybrid energy and transport directorate-general, which serves both energy commissioner Andris Piebalgs and transport commissioner Antonio Tajani, despite the pair's priorities drifting apart.

The European Commission has 41 DGs, some of which serve individual commissioners, while others handle internal business such as publications or IT. The powerful administrative units have a big influence on commission policy, with industry commissioner Gunther Verheugen and internal market commissioner Charlie McCreevy in the past complaining their own officials were working against them.No special structure is foreseen for climate change however, commission spokesman Johannes Laitenberger said, while unveiling the energy move on Wednesday (4 December).

Currently, climate change is a unit within the larger environment directorate-general. But EU officials said the environment DG bosses would be unwilling to give away this most prominent part of their work.The energy DG move comes amid speculation that EU member states will create a new commissioner post of energy and climate change after the European Parliament elections in June 2009.

Piebalgs' big bang

Back in 2004 when the Barroso commission was set up, the energy portfolio was seen as a modest dossier.Career diplomat Mr Piebalgs, Latvia's second choice for commissioner, got the energy post after the European Parliament declined to clear Hungarian designate Laszlo Kovacs for the job.He inherited the shared energy-transport DG structure from previous commission president Romano Prodi, who had merged the two units in the name of efficiency. The newly-appointed Latvian also had to contend with Francois Lamoureux, a prominent French politician who led the merged DGs and defended his turf while he continued in the post in the first year of the Barroso era.The energy portfolio grew in importance after the 2005 Hampton Court summit decision to create an EU energy policy, followed by the explosive events of winter 2006 and the Russia-Ukraine gas crisis.In Spring 2006 Mr Piebalgs was mandated to draw up policies culminating in the EU's committment to reduce CO2 emissions by 20 percent until 2020 - the main subject of the upcoming 11 December summit next week.

Brussels to project soft power in post-Soviet zone

We can take the process a long way, up to the status of association, an association relationship is the furthest we can go without starting a process leading to accession.The Eastern Partnership initiative aims to sign Association Agreements with Belarus, Moldova, Ukraine, Georgia, Azerbaijan and Armenia in the coming years, pulling the six countries closer to the EU via free trade and visa free deals, as well as regular meetings at foreign minister level. The upcoming Czech EU presidency is to launch the policy at a 27+6 summit next spring, with the EU executive creating a new Eastern Partnership unit in its external relations department, to be led by veteran commission official Janos Herman.Changes to the commission's original communique on the initiative reflect Mr Barroso's warning against enlargement hopes.An early draft of the text said the policy should acknowledge the European identity and aspirations of these countries. But the final communique cuts out the statement, while saying that the step change in relations [is] without prejudice to individual countries' aspirations for their future relationship with the EU.The commission has also scaled down Eastern Partnership funding. The early draft suggested €600 million of fresh money up to 2013 and a further €1.5 billion between 2014 and 2020. The final offer comes to €350 million extra up to 2013, with consideration of more funds in the next EU budget.

Russian sensitivity

The commission communique also contains a nod toward Russian sensitivity. The Eastern Partnership will be pursued in parallel with the EU's strategic partnership with Russia,it states.But the language of the final text is less kind to Russia than earlier drafts, which had said the new EU policy is secondary, or complementary, to EU-Russian relations.Russian media in recent days voiced concern over the EU's initiative, with the Niezawisimaja Gazieta on Monday writing that the EU wants to push Russia into Asia and Kommiersant on Tuesday saying the Czech EU presidency will downgrade Russia relations after a Russia-friendly French EU chairmanship.Mr Barroso on Wednesday addressed Russian concerns over EU expansionism, saying the Eastern Partnership does not aim at building areas of inlfuence, of drawing division lines in Europe.

EU soft power

But he also underlined Brussels' ambition to transform the post-Soviet countries into Western-type democracies and market economies, hitting a rare note of assertiveness in EU foreign policy vis-a-vis Russia.The EU is an economic giant that is increasingly becoming a political player and assuming its responsibilities, he said. This partnership shows what could be called the power of soft power, the ability of the EU to attract others and bring about changes in societies.Prosperity and stability in the 21st century willl be brought about by economics, not by missiles; by political dialogue not by demonstrations of force, Mr Barroso added, in implicit criticism of Russia's actions in Georgia.

Brussels gearing up for reshuffle of top jobs

The leader of the Party of European Socialists, MEP and former Danish Prime Minister Poul Nyrup Rasmussen, is being mooted as a potential left-wing successor to the conservative Mr Barroso, if the centre-left political family wins the European Parliament elections in June 2009.In the Netherlands, Ms Kroes is the second liberal commissioner in a row after Frits Bolkenstein, with the conservative Christian Democrats and the left-wing Labour party both keen on grabbing the Brussels post for themselves.Dutch conservative names doing the rounds include ex-transport ministers and MEPs Hanja Maij-Weggen and Karla Peijs, as well as former agriculture minister Cees Veerman. Current Europe minister Frans Timmermans and ex-Europe minister Dick Benschop lead the Labour contenders. At 72, French justice commissioner Jacques Barrot may be considered too old to come back, with the influential French agriculture minister and ex-commissioner Michel Barnier keen to take his place.

The new Solana

If the Lisbon treaty is eventually ratified, the post of external relations commissioner will cease to exist, giving way to a new EU foreign minister. Meanwhile, a hybrid commission portfolio of energy and climate change could be created.The conservative Ms Ferrero-Waldner has been lobbying heavily to bag the new energy-climate job, EU officials say. But Austria's commission post may be filled by left-wing justice minister and former MEP Maria Berger, after her SDP faction won recent elections. The current energy commissioner, Andris Piebalgs, is reportedly to rejoin Latvia's diplomatic service, while Swedish foreign minister Carl Bildt and French foreign minister Bernard Kouchner are the latest favourites to take over from the 66-year old EU top diplomat, Javier Solana.Among other new faces, Irish health minister Mary Harney is tipped to come to Brussels, with Ireland's current commissioner, internal market boss Charlie McCreevy, expected to take lucrative work in the private sector.Belgium's political parties have also agreed to install the Flemish liberal foreign minister, Karel De Gucht, as the country's new man in the EU, after Walloon liberal aid commissioner Louis Michel departs.With Germany's Gunther Verheugen (industry) and Poland's Danuta Huebner (regions) likely to leave the commission, the posts of two of the EU's largest member states remain wide open.

Mr Verheugen is said to be jaded after power struggles with his officials and a scandal over promoting his alleged lover, while Ms Huebner - a fluent Spanish speaker - is expected to go into industry or join her fiancé in Bilbao. General elections in Germany in September complicate predictions. If the socialist SPD faction wins, it may put forward the leader of the European Parliament's socialist group, MEP Martin Schulz, as commissioner.But in the event of a grand coalition or a conservative victory, German media have named conservative interior minister Wolfgang Schauble, former Bavaria president Edmund Stoiber, Hesse president Roland Koch, interior ministry official Peter Altmaier and economy ministry official Peter Hintze as candidates.Meanwhile, insiders say European Parliament budget committee chair Janusz Lewandowski and former Polish prime minister turned banker, Jan Krzysztof Bielecki, lead the Polish pack. Another Polish premier turned MEP, Jerzy Buzek, is emerging as top contender for the job of European Parliament president.

Mr Bielecki would have to take a steep pay cut to come to Brussels, however. The CEO of Poland's Pekao bank earned over €800,000 in 2007, compared to a commissioner's income of just €220,000 per year.

Israel wants closer co-operation with EU

Several MEPs warned that such actions of Israeli settlers went against Israel and the peace process and urged Ms Livni to do more to stop them.

For us, the extension of settlers and colonists in the West Bank is not acceptable and does not allow negotiations to take place, said Belgian Socialist Veronique De Keyser.Palestinian Prime Minister Salam Fayyad also argued on Tuesday that the continued presence of settlers in the occupied territories meant that the EU should not upgrade its relation with Israel. We asked for a meeting with representatives of those countries to express our deep concerns ahead of of the debate on the strengthening of relations with Israel, he said, speaking to journalists after he met with diplomats from EU countries on Monday.I told them that since Israel has violated all its commitments, including on human rights issues, EU countries should wait before upgrading the level of Israeli representation with the EU, he said.Ms Livni defended her government's actions and said all security measures were imposed because of the illegitimate Hamas government in the Gaza strip, which had no other goal than to destroy Israel and did not care about the humanitarian crisis of the Palestinians.Do do you think that I, as a human being, want them to suffer? I don't want to, but put yourself in my position, what are the options? she said, when asked about civilian casualties following Israeli strikes the country claims are necessary to counter attacks from the Gaza strip.I don't have the miracle situation for how to delegitimise a regime, how to fight terror, without any impact on the population. French paper raises concerns in Israel

Meanwhile, an internal paper drafted by the French EU presidency ahead of a foreign ministers meeting next week raised concerns in Israel, local daily Ha'aretz reported, after seeing the draft. The document called for increased pressure on Israel to re-open Palestinian institutions in Jerusalem.A key part of building the Palestinian state involves resolving the status of Jerusalem, as the future capital of two states, the paper read. Therefore, the EU will work actively towards the re-opening of the Palestinian institutions, including the Orient House.Israeli forces closed Orient House, which once served as the Palestinian Authority's de facto Foreign Ministry, with the government citing the bombing of Jerusalem's Sbarro restaurant as justification. Since then, successive Israeli governments have refused to re-open it as it symbolised Palestinian claims to sovereignty of East Jerusalem, Ha'aretz explained.The document praised the Palestinian Authority for having greatly improved security in the West Bank, and concluded that Israel must transfer additional large swathes of this territory to Palestinian security control. During the coming period, Palestinian security presence should be expanded beyond cities, it said.

JERUSALEM – President-elect Barack Obama is considering appointing his top Mideast adviser, Daniel Kurtzer, as U.S. envoy to the Middle East, a senior Israeli diplomatic source told Israel's Haaretz newspaper. Kurtzer, a former U.S. ambassador to Israel, long has been seen in Jerusalem as one of the Jewish state's greatest foes in Washington. He has been identified by Jewish and Israeli leaders, including prime ministers, as biased against Israel and is notorious for urging extreme concessions from the Jewish state. The Haaretz report follows WND articles quoting officials in Jerusalem who stated Kurtzer was likely to become Obama's envoy for the Israeli-Palestinian issue. Kurtzer came under fire last summer when he traveled to Damascus where he reportedly urged Syrian officials to fast-track negotiations with Israel aiming at an Israeli withdrawal from the strategic Golan Heights. Kurtzer at the time stressed he was not in Damascus as part of Obama's campaign but instead visiting as a private expert attending an international lawyers conference.

Obama's transition team did not immediately return a WND e-mail and phone message seeking comment on Kurtzer's possible appointment. Haaretz noted Obama's purported decision to appoint a special envoy to the Mideast reporting to him directly, rather than to the secretary of state, indicates the president-elect attaches special importance to the region. Kurtzer long has been identified by Israeli leaders speaking on the record as one of Israel's greatest foes in Washington, and his appointment as a primary Mideast adviser to Obama first raised some eyebrows in the pro-Israel Jewish community. We oppose the appointment of Kurtzer, because of his long, documented record of hostility to and severe pressure upon Israel, said Zionist Organization of America National Chairman Morton Klein. Kurtzer has been blasted by mainstream Jewish organizations, including the Conference of Presidents of Major American Jewish Organizations. He has angered Israeli leaders many times for pushing Israel into what they described as extreme concessions to the Palestinians. With Jews like Kurtzer, it is impossible to build a healthy relationship between Israel and the United States, Benjamin Nentanyahu was quoted saying in 2001 by Haaretz. Former Israeli Prime Minister Yitzhak Shamir said Kurtzer frequently pressured Israel to make one-sided concessions to the Arabs; he constantly blamed Israel for the absence of Mideast peace, and paid little or no attention to the fact that the Palestinians were carrying out terrorist attacks and openly calling for the destruction of Israel.Morris Amitay, former executive director of the America-Israel Public Affairs Committee, told the Jewish Telegraphic Agency in 2001: Kurtzer ... will use his Jewishness as a protective cover for his anti-Israel views.The ZOA points out Israel's leading daily, Yediot Ahronot, editorialized on Kurtzer's negative influence against Israel: Possibly more than any other U.S. State Department official, Kurtzer has been instrumental in promoting the goals of the Palestinians and in raising their afflictions to the center of the U.S. policymakers' agenda.Kurtzer first rose to prominence in 1988 when, as a State Department adviser, he counseled the Reagan administration to recognize the Palestine Liberation Organization led by Yasser Arafat. In 1988, Kurtzer was noted as the principal author of a major policy speech by then-Secretary of State George Shultz in which the U.S. government first recognized the legitimate rights of the Palestinians. Haaretz reported in 2001 that Kurtzer had a vocal conflict with an Israeli government official in Philadelphia in the summer of 1990 after Kurtzer attacked the Israeli government for refusing to include the PLO in the peace process [and] said that this constituted the main obstacle to peace.

HEBRON, West Bank (AFP) – Jewish settlers prepared on Wednesday to battle a forceful eviction after Israel declared a closed military area around a house in Hebron they occupy in defiance of a court order.The military decree followed violent protests on Tuesday involving settlers and their far right-wing supporters who hurled rocks at Palestinians, security forces, homes and cars and desecrated Muslim tombstones.The sector around the house has been decreed a closed military zone, a military spokesman said, adding that Israelis are now barred from entering the Palestinian areas of the West Bank city.But security forces did nothing to prevent hundreds of supporters from heading to the house in solidarity with the 100 or so settlers defying the November 16 High Court decision that the premises be vacated.Nor did soldiers on the roof stop young settlers from hauling buckets filled with stones to the top of the house in preparation for an eventual confrontation.We will refuse any compromise. This expulsion is illegal, said David Wilder, a US-born hardline settler who acts as the spokesman for what residents call the House of Peace but is now better known as the House of Contention.Thousands of supporters are on their way from across the country and we will stay till the end, he told AFP.Caretaker Prime Minister Ehud Olmert made it clear the settlers will be removed from the house.

Since the High Court ruled in favour of the evacuation, it will be evacuated, Olmert said at a ceremony marking the 35th anniversary of the death of David Ben Gurion, Israel's first prime minister.President Shimon Peres said the Hebron incidents were causing considerable harm to Israel.Whoever throws a stone at a soldier attacks the state, and we cannot allow that, he said at ceremony held at the Sde Boker kibbutz where Ben Gurion is buried.Twenty Palestinians and 18 Israelis were reported injured in clashes that started on Monday night and continued on Tuesday.Palestinian leader Mahmud Abbas said it was the responsibility of the Israeli government to end the violence.Despite a significant police and army deployment in Hebron, including an observation post on the roof of the house and a roadblock outside, security forces maintained a low profile during the latest violence and similar previous incidents.

The army and the police have thus far handled the violence miserably, said an editorial in the Haaretz daily newspaper.With the police and army being criticised for weakness and the settlers preparing violent resistance, the evacuation itself will be very violent indeed.Police, however, dislodged a few dozen people who briefly took over a Hebron house that has remained empty since settlers were evicted in 2006 under a court order.The settlers insist they have a God-given right to all of the biblical land of Israel and that they are legally in the house, which a Jewish-American businessman claims he bought to allow more Jews to live in Hebron.

The original Palestinian owner denies selling the house, and the High Court has ordered the settlers out until ownership can be determined. Settlers consider the house a strategic asset because it is about half-way between Kiryat Arba settlement, home to 6,500 Israelis, and Hebron city centre where about 600 hardline Jews live under heavy military protection. The settler presence in the Palestinian city of 170,000 has long caused tensions. SHARE A biological or nuclear attack is likely to occur somewhere around the globe during the Obama administration or shortly thereafter, a new congressionally mandated report has warned. A new report warns that the world is at risk of a terror attack that would use weapons of mass destruction within the next five years.
(ABC News Photo Illustration)The report, titled The World at Risk, starkly states, The commission believes that unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction will be used in a terrorist attack somewhere in the world by the end of 2013.The ominous study by the Commission on the Prevention of WMD Proliferation and Terrorism and obtained by ABC News, will be released Wednesday. The biggest threat is a biological attack, which the report considers to be a greater possibility than a nuclear or radiological attack. Terrorists are more likely to be able to obtain and use a biological weapon than a nuclear weapon. The commission believes that the U.S. government needs to move more aggressively to limit the proliferation of biological weapons and reduce the prospect of a bioterror attack, it says. While terror groups lack the expertise to make biological weapons, the study warns that terrorists are trying to upgrade their capabilities and could do so by recruiting skilled scientists.

As a cautionary example, The World at Risk cites the 2001 anthrax attacks in the United States, which the FBI and Justice Department have maintained were conducted by the lateBruce Ivins, a bio-weapons researcher at Fort Detrick. The new report drew the same conclusions as a separate study released last month by the National Intelligence Council. That report, titled Global Trends 2025, predicted the threat from biological weapons would grow. For those terrorist groups active in 2025, the diffusion of technologies and scientific knowledge will place some of the world's most dangerous capabilities within their reach. The globalization of biotechnology industries is spreading expertise and capabilities, and increasing the accessibility of biological pathogens suitable for disruptive attacks,it warns.


Pakistan Nuclear Stockpile Seen as Vulnerable
The commission said that Pakistan posed a particular danger for a WMD attack because al Qaeda reportedly has a safe haven in Pakistan's wild tribal areas, the instability in the government and Pakistan's nuclear weapons stockpile. Pakistan is an ally, but there is a grave danger it could also be an unwitting source of a terrorist attack on the United States -- possibly with weapons of mass destruction, it claims. Arizona Gov. Though most U.S. and Pakistani officials say that these weapons and their components are safe from inside or outside theft, the risk that radical Islamists -- al Qaeda or Taliban -- may gain access to nuclear material is real.America's margin of safety against a WMD attack is shrinking. But we also want to assure the people that there is ample and solid ground for hope about the future, the report states. It makes a series of 13 recommendations for the incoming administration, which includes conducting a comprehensive review of domestic stocks of deadly pathogens and tightening security at those biological labs and research facilities. While security has been known to be inadequate at bioresearch facilities overseas, especially in the former Soviet Union, the report makes mention of a recent GAO study that found that security at several of the United States' top biological laboratories containing the world's deadliest diseases and viruses was inadequate. The report also recommends that the United States should bolster rapid response ability and pharmaceutical stocks to mitigate mass casualties and should advance bioforensic capabilities. Other recommendations include for the United States to push internationally for countries to address the issue of biosecurity, enhance disease surveillance networks and push for the adherence of the Biological Weapons Convention, which countries are to review in 2011.

Nuclear Ambitions of Iran and North Korea Must Be Stopped
On the issue of nuclear security, the report recommends that the United States needs to strengthen the current nuclear nonproliferation treaties and seek a restructuring of the US-Russian relationship. Concerning Iran and North Korea, the commission recommends that As a top priority, the next administration must stop the Iranian and North Korean nuclear weapons programs. In the case of Iran, this requires the permanent cessation of all of Iran's nuclear weapons–related efforts. In the case of North Korea, this requires the complete abandonment and dismantlement of all nuclear weapons and existing nuclear programs.The study was conducted over six months, and included more than 250 interviews with government officials. Overseas site visits ranged from the U.S. national laboratories to Moscow. The commission was to travel to Pakistan, but the trip was cut short after the September bombing of the Marriott hotel in Islamabad. The commission notes in the report that it came within hours of staying at the hotel.

Iran poses the greatest foreign policy challenge to Barack Obama, the President-elect, with Tehran on course to produce a nuclear bomb in the first year of an Obama administration, a coalition of top think-tanks gave warning yesterday. Mr Obama must keep his promises of direct talks with Tehran and engage the Middle East region as a whole if he is to halt a looming crisis that could be revisited on the US, the experts said. Diplomacy is not guaranteed to work, Richard Haass, one of the authors said. But the other options – military action or living with an Iranian weapon are sufficiently unattractive for it to warrant serious commitment.The warnings came in a report entitled Restoring the Balance. The Middle East strategy for the President-elect was drafted by the Council for Foreign Relations and the Brookings Institution. Gary Samore, one of the authors, said that the level of alarm over the hornet’s nest facing the President-elect in the Middle East, and the need for the swift adoption of previously untested approach, had inspired the decision to write policy for him. New administrations can choose new policies but they can’t choose next contexts,Mr Samore said. The report paints a grim picture of the problems in the region but asserts that Mr Obama is still in a strong position. For the first time since the Iranian revolution the leadership in Tehran has endorsed the idea of talking directly with Washington, as Mr Obama has suggested. Falling oil prices also provide an opportunity, restricting Iran’s means to sponsor terrorist groups such as Hamas and Hezbollah that act as its proxy in the region. The new administration, however, must not fall into the trap of treating Iran in isolation to the rest of the Middle East, as the previous administration did.

Syria, which has shown tentative signs of a desire for better relations with the West and has held negotiations with Israel, could be the ideal test case for a new diplomatic approach. The report laid blame for much of the crisis with the Bush Administration, whose war in Iraq fuelled Iran’s regional ascendancy. The authors warned against an Anything but Bush approach, urging Mr Obama to build on changes in direction adopted in the past two years.
