Dow drops nearly 680 on consumer spending worries By SARA LEPRO and TIM PARADIS, AP Business Writer DEC 1,08

NEW YORK – The reality that the nation is indeed in recession and that the downturn may well be prolonged sent Wall Street plunging Monday, hurtling the Dow Jones industrials down nearly 700 points and wiping out more than half of last week's big gains. All the major indicators fell more than 7 percent, with the Standard & Poor's 500 index down nearly 9 percent.The market spent the day absorbing a litany of bad news that convinced investors that the optimism that fed a 1,276-point gain over five sessions was premature. Stocks first slid on initial reports that the first weekend of the holiday shopping season, while better than some retailers and analysts feared, saw only modest gains. That had Wall Street worried that the rest of the season would be disastrous, a troubling possibility not only for retailers but for an economy that is dependent on consumer spending for its growth.According to figures released by ShopperTrak RCT, a research firm that tracks total retail sales at more than 50,000 outlets, sales over Friday and Saturday rose just 1.9 percent.Meanwhile, downbeat economic reports on the manufacturing sector and construction spending only added to investors' concerns. Speeches from Federal Reserve Chairman Ben Bernanke and Treasury Secretary Henry Paulson also did little to assuage investors about the downturn.The day's news reminded investors, who last week were buying on a burst of optimism, that the economy is still in serious trouble. Then, at midday, Wall Street got confirmation of what everyone has suspected for months, that the nation is indeed in a recession. The National Bureau of Economic Research, considered the arbiter of when the economy is in recession or expanding, said the U.S. recession had begun a year ago, in December 2007.

That assessment made the retail sales figures all the more unnerving.Unfortunately, two-thirds of the American economy is based on the spending of the American consumer, said Mike Stanfield, chief executive of VSR Financial Services. When the consumer pulls back, it's very hard for the economy to gain much traction.Investors had been hopeful that last week's rally — when the major indexes shot up by double digit percentages — was a sign that some stability had returned to a market badly shaken by months of discouraging economic data. But analysts expect economic concerns to weigh on the market for some time to come.Everyone knows the recession is on us, the question is now will it be short and shallow or long and severe, Stanfield said.Chuck Widger, chief executive of investment management firm Brinker Capital, expects the volatility to continue until investors have better visibility on the future.Investors are looking for better data on the economy, he said. We've got baked in pretty nasty assumptions for the economy this quarter. The markets are looking ahead to the first quarter for data that will confirm or deny the bad news.

According to preliminary calculations, the Dow Jones industrial average fell 679.95, or 7.70 percent, to 8,149.09. The Standard & Poor's 500 index dropped 80.03, or 8.93 percent, to 816.21, while the Nasdaq composite index fell 137.50, or 8.95 percent, to 1,398.07.Only 218 stocks were in positive territory on the New York Stock Exchange with 2,693 declining. Volume came to 1.62 billion shares.The Russell 2000 index of smaller companies fell 56.07, or 11.85 percent, to 417.07.Bond prices rose. The yield on the benchmark 10-year Treasury note, which moves opposite its price, fell to 2.76 percent from 2.92 percent Friday. The yield on the three-month T-bill, considered one of the safest investments and an indicator of investor sentiment, slipped to 0.02 percent from 0.05 percent Friday. The lower the yield, the more anxious investors tend to be.The market received no relief after a pair of speeches from Paulson and Bernanke about the economy.Paulson said the administration is looking for more ways to tap a $700 billion financial rescue program and will consult with Congress and the incoming Obama administration. The program has distributed $150 billion out of the $250 billion earmarked to buy stock in banks as a way to boost their resources so they can lend more.He said the administration is looking at other ways to utilize the rescue package, including alternatives for providing capital to financial institutions. Meanwhile, Bernanke said in another speech Monday that further interest rate cuts are certainly feasible, but he warned there are limits to how much such action would revive the economy. The central bank's key interest rate now stands at 1 percent, a level seen only once before in the last half-century. Many economists predict policymakers will drop the rate again at their next meeting on Dec. 15-16. And, there have certainly been enough weak economic news to compel the Fed to make another cut. There was no shortage of disappointing economic news on Monday. The Institute for Supply Management, a trade group of purchasing executives, said its index of manufacturing activity fell to a 26-year low in November. Meanwhile, the Commerce Department said construction spending fell by a larger-than-expected amount in October. Stanfield also said investors have lost some confidence in recent moves by the government to bolster the financial system. The financials are still lagging, which in my opinion shows a lack of confidence in (Treasury Secretary) Paulson and the undertaking of the Fed and the Treasury, he said. Analysts say investors have been frustrated by the government's change in strategy as it implements its $700 billion financial bailout program; the Treasury originally said it would buy soured mortgage debt from banks, then decided to buy stock in the banks. Last week, with the rescue of Citigroup Inc., the government again said it was buying the bank's failed debt. The government injected a fresh $20 billion into the banking giant and said it would guarantee up to $306 billion of the bank's risky assets. Banking stocks were among the biggest sectors pulling the overall market down on Monday. Citigroup tumbled $1.84, or 22.2 percent, to $6.45. Morgan Stanley shares dropped $3.40, or 23.1 percent, to $11.35. Goldman Sachs Group Inc. fell $13.23, or 16.7 percent, to $65.76. Retailers were among the day's poorest performers. Wal-Mart Stores Inc. fell $2.87, or 5.1 percent, to $53.01, while JCPenney Co. tumbled $2.44, or 12.8 percent, to $16.55. Light, sweet crude dropped $5.15 to settle at $49.28 a barrel on the New York Mercantile Exchange after OPEC decided not to cut production at an informal meeting in Cairo on Saturday. The Organization of the Petroleum Exporting Countries, which accounts for about 40 percent of global supply, reduced output quotas in October by 1.5 million barrels a day. The dollar fell against other major currencies. Gold prices also fell. Overseas, Japan's Nikkei stock average fell 1.35 percent. At the close, Britain's FTSE 100 was down 5.19 percent, Germany's DAX index was down 5.88 percent, and France's CAC-40 was down 5.59 percent. Britain closer to euro, Barroso says

The global credit crunch has sparked a debate about joining the euro among people who matter in Britain,European Commission President Jose Manuel Barroso has said.

Speaking on a French RTL radio and LCI television show on Sunday (30 November), Mr Barroso argued that the entry to the eurozone of some EU member states who had previously strongly opposed the move is now closer than ever before.I'm not going to break the confidentiality of certain conversations, but some British politicians have already told me, If we had the euro, we would have been better off, he said. I don't mean to say that it will be tomorrow and I know that the majority in Britain are still opposed, but there is a period of consideration under way and the people who matter in Britain are currently thinking about it, the former Portuguese prime minister added.Apart from the countries that joined the EU in 2004 and 2007, the UK is one of three western European member states - along with Sweden and Denmark - that have abstained from joining the common currency, partly due to the views of the current British prime minister Gordon Brown.Despite the Labour party promising to adopt the euro ahead of its election in 1997, current leader and former finance minister Gordon Brown has historically resisted such calls, arguing that the British economy was not ready. He has over the years presented several reports describing how the scrapping of the pound would harm employment and investment in the country's jobs and investment.But according to the head of the EU's executive, the financial crisis has now changed the argument. The pound has suffered from problems in both the financial sector and the real economy, with 2 million jobs in the UK expected to go by the end of this year.A Downing Street spokesperson played down suggestions by Mr Barroso however, saying: We have no comment on this. Our position on the euro is the same - it has not changed, BBC reported.

Iceland considering unilateral euro adoption

A similar debate to that in Britain is a step further in Denmark, with government officials actively explaining to the public the country's cost in not being part of the eurozone, Mr Barroso suggested. Danish Prime Minister Anders Fogh Rasmussen said last month that he would try to achieve a broad public consensus on holding a referendum on the euro,, which analysts expect in March or April next year. Meanwhile, Iceland is considering switching to the euro even without a green light from EU institutions and despite their warnings against such a unilateral move.

People are looking into the possibility of [something similar to] dollarisation, or unilateral adoption of the euro, which would probably raise a lot of eyebrows in the European Union, Icelandic Prime Minister Geir Haarde said in an interview on Saturday (29 November), Reuters reported.Mr Haarde said that the issue is an open question at the moment, while noting that the process of joining the EU and the common currency according to the normal procedures and guidelines would take two to three years.Clearly, this debate is not the answer to the current crisis, he said. Until now, the prime minister's Independence Party has been sceptical about EU membership.For its part, the European Commission has warned Reykjavik it cannot adopt the euro without joining the 27-strong Union.The eurozone currently consists of 15 member states, with Slovakia set to join on 1 January 2009.

WASHINGTON – A measure of U.S. manufacturing activity fell to a 26-year low in November as new orders dropped for the twelfth consecutive month, a trade group said Monday.The Institute for Supply Management's monthly index of manufacturing activity fell to 36.2 from October's 38.9. The reading is worse than Wall Street economists' expectations of 38.4, according to a survey by Thomson Reuters. A figure below 50 indicates the sector is contracting.The November reading is the lowest since May 1982, the ISM said, when the economy was in the midst of a painful recession.The report indicates a continuing rapid rate of contraction in manufacturing, said Norbert Ore, chairman of the ISM's survey committee.The survey's new orders index fell to 27.9 from 32.2, the report said, its lowest level since June 1980. The production index fell to 31.5 from 34.6, its third straight month of decline.Manufacturing employers continue to cut jobs, the survey found. The employment index fell to 34.2 from 34.6, its fourth straight drop.Manufacturers have been hit hard by the housing slump and financial crisis, which have led to cutbacks in business and consumer spending.

Deere & Co., which makes agriculture and construction machinery, has seen its profit fall amid the economic downturn. The Moline, Ill.-based company said last week that its fourth-quarter earnings fell 18 percent and it forecast that profit will drop by 7 percent in 2009.

OTTAWA (Reuters) - Canada's economy grew at a faster clip than expected in the third quarter, just before the global financial crisis intensified, as a rebound in goods-producing industries offset weak exports and consumer spending.Statistics Canada said on Monday that Canada's gross domestic product expanded 1.3 percent on an annualized basis in the third quarter, beating the market forecast of 1.1 percent growth, after stagnating in the first half of the year.That compares with a U.S. economic contraction of 0.5 percent in the same period.It was a bit better than the market was looking for and pretty close to what we were expecting, so it was a decent third quarter, but I guess it's ancient history given the developments since then, said Craig Wright, chief economist at Royal Bank of Canada.The upbeat numbers come as Prime Minister Stephen Harper faces a serious political crisis over his management of the economy. The three opposition parties have struck a tentative deal to defeat his minority government on December 8 and form a coalition government. They accuse him of not acting quickly enough to inject stimulus into the economy or to aid the auto sector.Finance Minister Jim Flaherty is now forecasting a recession in Canada and expects the economy to contract in the fourth quarter and first quarter of next year.That recession, not the healthy third-quarter growth, is likely to be the focus of the Bank of Canada as it prepares for a December 9 interest rate decision. Markets have priced in a 62 percent chance of a 50 basis-point rate cut next week.The Canadian dollar shrugged off the now-outdated third-quarter report and remained unchanged at C$1.2465 to the U.S. dollar, or 80.22 U.S. cents.

BAD NEWS LOOMING

The world financial crisis intensified in mid-September, the final month of the third quarter, after the bankruptcy of the U.S. investment bank Lehman Bros Holding Inc.We're certainly worried about what's looming through the windshield, said Sal Guatieri, senior economist at BMO Capital Markets.Guatieri expects a 2 percent contraction in the fourth quarter, and said the signs of that slowdown were hidden in the details of the third-quarter report.It doesn't give you much confidence when the two biggest contributors to the growth in that quarter were a buildup in inventories and a big decline in imports, he said.Most of the third-quarter strength was concentrated in July, Statscan said. The economy grew 0.1 percent in September.

Overall in the quarter, exports declined for the fifth straight quarter and consumer spending grew at its weakest pace in almost five years.Imports declined 1.6 percent and businesses accumulated inventories, especially in the auto sector, as consumers curtailed their spending.However, industries boosted their output of goods in the quarter after four straight quarters of declines. European socialists adopt 2009 manifesto

EUOBSERVER / BRUSSELS – European Socialists (PES) have opted for a green discourse in the run up to the 2009 EU elections, when they aim win more votes than the conservative European People's Party (EPP), the party's manifesto has revealed.

Relaunching the European economy by focusing on smart green growth plays a central role in the PES manifesto, People First, adopted at a party council meeting in Madrid on Monday (1 December).We propose a European strategy for smart green growth and jobs that will create 10 million new jobs by 2020 – with two million in the renewable energies sector alone – and help make Europe a world leader in innovation, new green technologies and products, the manifesto reads.Concrete proposals included a more competitive and affordable high-speed rail network between major European cities and regions, as well as an integrated airspace to shorten flying times and making maritime and inland waterway transport cleaner, more efficient and safer for workers and passengers.One new job creating sector, in the PES view, could be the insulation of buildings as part of EU's energy efficiency strategy. We propose active co-operation between the EU, governments, regional and local authorities to help people cope with rising fuel prices by reducing their energy consumption, funding energy efficiency improvements in homes, and ensuring that energy companies' pricing and customer policies are fair and responsible, the document reads.The Socialists also call for an European initiative to expand energy and broadband infrastructure for the purposes of economic modernisation and for EU support from the globalisation fund for businesses who anticipate changes caused by climate change and technological shifts, by helping workers retrain if they lose their jobs as a result of these changes. The European budget should be refocused on smart green growth and meeting future challenges. Because it is a budget of solidarity, it should serve to improve living standards and foster social cohesion and growth throughout Europe as well as supporting convergence of the least-developed EU regions, not least in the new member states, the Socialists said.

Obama-style campaigning against the EPP

Echoing the US Democratic campaign, in which the now president-elect Barack Obama used change as his key messag, the European Socialists also want to portray themselves as a force for change, and denounce the conservative leadership that has dominated EU institutions and national governments over the past five years.The PES formed the largest group in the European Parliament from 1994-1999, but has since fallen behind the center-right EPP, which currently holds 215 seats compared to the EPP's 285.Conservatives have pursued a policy of blind faith in the market and we are now seeing the damage that badly regulated markets can do. But we know we can do something about this. We can relaunch Europe's economy, the socialists said, promising to work for a fairer, safer and greener Europe.PES also took on the EPP rivals for having played on the fear factor in terms of migration policies, instead of offering humane answers to the challenges of legal and illegal immigration.

Climate change will also provoke new migration from the poorest affected regions, which we must address, the Socialists note, saying asylum is a fundamental human right that requires a fair and firm system.The PES supports the free movement of labour, as long as it does not lead to a brain drain from less prosperous regions and reduced social standards or wage cuts designed to give one member state a competitive advantage over others at the expense of workers.

Abolish tax havens

In terms of responding to the current financial and economic crisis, the Socialists propose comprehensive regulation of all financial players, new standards for transparency and disclosure as well as rigorous capital requirements and limits on excessive borrowing and bad loans. Limits are also needed on top executive pay and bonuses, notably so that earnings reflect losses as well as profits. New rules are needed to prevent conflicts of interest,the manifesto reads.We propose to put an end to tax havens, tax avoidance scams and tax evasion, and step up the fight against money laundering in the European Union and globally so that all market actors pay their fair share of tax to the countries in which they operate.The PES also called for an improved European system of supervision by imposing obligations to disclose asset and regulatory structures and to inform investors about risks, the limitation of excess debt financing and restrictions on investments.

Leadership candidates agree to Dion as PM

The three main contenders to replace Liberal Leader Stephane Dion announced on Monday their unanimous agreement that Dion should lead a coalition with the NDP and serve as interim prime minister if the government is brought down. Speaking outside of the Liberal caucus meeting, Dominic LeBlanc, standing shoulder to shoulder with Bob Rae and Michael Ignatieff, said they all back the deal forged with the NDP. The accord that was presented to us received unanimous support and the other issue which is very important is we decided the only person and the best person to lead and form a coalition government is the elected leader of our party, the leader of the opposition Stephane Dion, LeBlanc said. Ignatieff echoed his words, saying the coalition deal is economically responsible, preserves Liberal ideals and upholds Dion as party leader until May, when a leadership convention will be held. We are at one, the three of us, that the only person who can lead the party is the duly elected leader of the party Mr. Stephane Dion, Ignatieff said. Rae described the meeting as historic, positive, upbeat and moving. Earlier Monday the candidates met with Dion, who presented them with the draft agreement that has been negotiated with the New Democrats and the Bloc Quebecois, who would support the coalition from outside of government. They agreed that the terms were good, and they went to the Liberal caucus, where we are told they unanimously said they support Mr. Dion in being the leader, said CTV's Mike Duffy. The current political storm erupted last week after Finance Minister Jim Flaherty unveiled his economic update -- a blueprint that contained no stimulus package, temporarily shut down public servants' ability to strike and outlined plans to slash public funding for political parties. As a confidence motion the fiscal update must pass in the House of Commons or the government would fall. Almost immediately after Flaherty's announcement, opposition parties began meeting to discuss forming a coalition. Details have been in the finalization process over the weekend and on Monday as party members worked to hammer out an agreement to topple the Conservatives.

Economic guidance

CTV's Ottawa Bureau Chief Robert Fife reported earlier Monday that a high-profile, four-person economic panel would guide a Liberal-NDP coalition government on finance matters. The group would comprise Frank McKenna, Paul Martin, John Manley and Roy Romanow. This is a way to assure Canadians the economy would be managed properly, Fife told CTV Newsnet. The panel of wise men would help the new government navigate the current global economic turbulence, he said. The list includes three Liberals and one New Democrat, though none currently hold elected office. McKenna is a former Liberal premier of New Brunswick and ambassador to the U.S., Martin is a former Liberal finance minister and prime minister, Manley is a former Liberal finance minister and foreign affairs minister, and Romanow is a former New Democrat premier of Saskatchewan. Fife reported earlier Monday that the cabinet formed under the coalition would include both Liberal and NDP ministers. The Liberals would take 18 cabinet seats, while the NDP would get six. Fife also reported that the coalition government would introduce a $30-billion economic stimulus package and roll back $50 billion in planned corporate tax cuts. He said that an adviser to NDP Leader Jack Layton informed the party caucus of the plans on Sunday. The conversation was taped by Conservatives.

Tape suggests dissension

The tape also reveals some dissension among New Democrats on the notion of forming a coalition. MP Charlie Angus can be heard saying that NDP efforts to win over the Liberals, rather than the public, are insane and disastrous.Layton then responds by saying that in order to win over the Liberals, the NDP needs to create public support and that it's the Liberals that have all the nervousness and could screw this up.Layton goes on to call the current situation a game of chicken. (NaturalNews) Up to 90 percent of the infant formula sold in the United States may be contaminated with trace amounts of melamine, the toxic chemical linked to kidney damage, according to recent tests. The FDA's test results, which the agency hid from the public and only released after the Associated Press filed a Freedom of Information Act request, showed that Nestle, Mead Johnson and Enfamil infant formula products were all contaminated with melamine.The AP is also reporting that Abbott Laboratories conducted its own in-house tests that detected trace levels of melamine in its formula products. Together, these infant formula manufacturers make about 90 percent of the infant formula sold in the United States.Prior to these test results being made public, the FDA had published a document on its website that explained there was no safe level of melamine contamination in infant formula. Specifically, the FDA stated, FDA is currently unable to establish any level of melamine and melamine-related compounds in infant formula that does not raise public health concerns.Once tests found melamine in U.S.-made formula products, however, the FDA changed its story. As of today, the FDA has now officially declared melamine to be safe in infant formula as long as the contamination level is less than one part per million (1 ppm).Astonishingly: The FDA has no new science to justify its abrupt decision declaring melamine to be safe!

Protecting Big Business instead of American babies
Rather than being based on science, the FDA's decision appears to be based entirely on creating cover for U.S. infant formula manufacturers whose products were found to be contaminated with melamine. The acceptable level of contamination (1 ppm) is conveniently just above the levels found in U.S. infant formula products, thus placing U.S. infant formula in the safe contamination level category.And yet the FDA has conducted no safety testing whatsoever to determine whether 1ppm of melamine is safe for infants to consume. There is no science involved in this decision whatsoever. Rather than this decision being based on science, the FDA is once again resorting to politically-motivated decisions that seek to protect the profits of Big Business rather than the safety of infants and children.Recall that the FDA also recently declared Bisphenol-A to be safe for infants to consume, even while countries like Canada banned the chemical from baby bottles. The FDA, it seems has never met a corporate-sponsored chemical it didn't like.

Where did the melamine come from?
Laughingly, the FDA claims the 1ppm of melamine in U.S. infant formula must have come from the manufacturing machines or food packaging equipment. And yet the AP is reporting that the expected level of melamine contamination from manufacturing equipment is only 15 ppb (parts per billion).But the FDA's own tests on Mead Johnson infant formula reveal it to contain 245 ppb, or 1600% more than what would be expected to exists due to melamine contamination from manufacturing equipment.

There are two really important questions that any intelligent consumer should be asking about all this:Question #1) If the manufacturing and packaging equipment is contaminated with melamine, does this mean that ALL food products containing milk protein are similarly contaminated? The same companies that make infant formula also make Slim Fast, Ensure and Boost -- all are milk protein-based meal replacement products containing many of the same ingredients as infant formula. Are they contaminated with melamine, too? Question #2) If manufacturing and packaging machinery should only result in melamine contamination levels of 15 ppb, and yet 245 ppb were found in the infant formula, then where did all the extra melamine come from? The FDA has no explanation for this and seems to hope people will forget to ask.

Two theories of melamine contamination
I offer two theories to explain the melamine contamination of these products. Obviously, the contamination could not be caused by the manufacturing and packaging of the product, because the melamine levels already found in U.S. infant formula products greatly exceed the expected levels from such manufacturing and packaging. The following two theories may explain the additional levels of detected melamine.

Theory #1: The infant formula is adulterated with melamine

This is what happened in China: Infant formula manufacturers added melamine to their milk protein to bulk up the product without adding much cost (melamine is much cheaper than milk protein). Because melamine's chemical profile is strikingly similar to milk protein, it can often fool simple protein analysis tests and appear to be legitimate.If infant formula products use any milk protein from China, it could very easily have been adulterated with melamine. However, this is just a theory, and NaturalNews has no evidence that U.S. infant formula manufacturers actually used milk protein from China. Thus, we do not believe Theory #1 to be correct. Theory #2, below, seems more likely.

Theory #2: U.S. dairy operations are using animal feed contaminated with melamine

Because melamine is passed through cow's milk, the contamination of U.S. dairy cows with melamine through their feed could result in high melamine concentrations in the resulting milk proteins.China has already admitted that melamine has been detected in alarming quantities in animal feed there, and tests have already shown chickens to be contaminated with the chemical. The question today is this: Do U.S. dairy farms use animal feed containing ingredients imported from China? If so, then we may have a problem here that's much, much bigger than infant formula. We may have a dairy industry that's producing melamine-contaminated milk, which could mean that virtually all milk, yoghurt, butter and cheese produced in the U.S. might be contaminated with some level of melamine.Again, NaturalNews has no proof that this is the situation, but the melamine must have come from somewhere. It didn't just spontaneously generate in the infant formula as the FDA would seemingly want us to believe. If the milk proteins in infant formula are contaminated with melamine, then it stands to reason that the milk proteins used throughout the food supply may also be contaminated.

We may, indeed, be looking at an industry-wide problem here. Powdered milk, meal replacement products and even milk protein drinks may all be contaminated with melamine at levels similar to the infant formula products.Because you have to follow the logic here: Either the infant formula manufacturers ADDED melamine to their products (highly unlikely), or the entire milk product industry has a melamine problem.You can't logically conclude that these infant formula manufacturers somehow got all the melamine-contaminated milk proteins but everybody else got melamine-free milk proteins. Milk proteins are a commodity in the food industry, and milk from thousands of different cows can all be mixed together in a single pound of milk protein. What could be happening here is that one dairy farm may have highly-contaminated cows because it used cheap feed fillers from China.At this point, this is all just a theory, but it's a theory that makes sense. It makes a lot more sense than the FDA's theory that there's no problem and babies should just keep drinking melamine (and Bisphenol-A, for that matter...) and the press should stop asking questions.

Secret tests and public lies
There's no doubt that these infant formula manufacturers are pursuing the very same contamination theories I'm describing here. They're probably scrambling to test their milk protein sources, trying to figure out where all the extra melamine is coming from.As usual, they'll try to keep the test results secret, preventing this from exploding into a much larger public health issue. The FDA, for its part, will continue to conduct any actual science in secret, preventing the public from knowing the tests results unless it is sued by organizations like the AP.That's assuming the FDA conducts any science at all, because now the FDA believes it can declare contaminants to be safe at a level it just invents on the spot, without conducting any science whatsoever. JERUSALEM – A rabbi killed in last week's coordinated terrorist raids in India was so fearful his Jewish outreach center would be attacked he forbade media photographers from snapping pictures inside the building, believing terrorists were seeking information on the building's layout. [Rabbi Holtzberg] constantly spoke of his fear of a terrorist attack in the Chabad House, said Meie Alfasi, a photographer for Shterum.org, a news website affiliated with the Chabad Lubavitch Jewish outreach movement. Once I wanted to bring a Reuters photographer to document the Chabad House activities, but he was adamantly against the idea, said Alfasi. He said that he was afraid of pictures, afraid of photographers and afraid of unnecessary public exposure that could harm the Chabad House that is located in a very sensitive area, said Alfasi, who spent time a few months ago India, staying for a few days at the home of the Holtzbergs. Gavriel Holtzberg, his wife, Rivka, and three other Israelis, as well as a Jews from the U.S. and Mexico, were killed after terrorists stormed Nariman House, a building in the heart of Mumbai's tourist center where the Chabad headquarters is located. The Holtzbergs had duel U.S. and Israeli citizenship. It was not immediately clear whether the Jews were killed by terrorists or during an ensuing raid on the Chabad house by Indian security forces. A top Chabad official, speaking to WND on condition of anonymity, said he believes the Indian forces were not competent. The official was in close coordination during last week's drama with Indian officials as well as Israel's foreign ministry and the FBI.

Levi Shemtov, executive director of Chabad in Washington, D.C., told Israel's Army Radio yesterday he talked several times by phone with one of the terrorists holed up inside Nariman House. He said a terrorist answered Holzberg's cell phone and claimed the hostages inside were all alive. I tried and tried and tried, and in the end someone answered and said, hello, Shemtov said. Shemtov explained the man who answered said he was an Urdu speaker, so Shemtov found an Urdu translator and dialed again. The man who answered sounded very calm and said his name was Imran.He didn't want to tell me what he wanted. He said the rabbi was OK, everyone was OK, that if they did what he wanted he would free them, Shemtov said. Shemtov said the terrorist wanted to speak to the Indian government. He said he asked the man not to hurt the hostages and promised to help him get in touch with Indian officials. I asked if we could hear the voice of the rabbi, or someone who was alive there, and we only heard the voice of one woman screaming in English, please help immediately, he said. I asked him to pass the phone to the rabbi. He said, You've already asked for too much.

Eventually, Shemtov said, the assailant said the cell phone battery was dying and hung up. During the initial attack, the Chabad center's cook, Sandra Samuel, managed to escape with the Holtzberg's 1-year-old son, Moshe. I took the child, I just grabbed the baby and ran out, said Samuel. She said that the rabbi and his wife, along with two other unidentified guests, were alive but were unconscious.

Chabad house targeted

Israeli security officials piecing together the events of last week confirmed that information indicated the Chabad house was specifically targeted in the attack amid reports terrorists may have even stayed at Nariman House to scope out the Jewish facilities. Yesterday, the Times of India reported Amir Kasab, 21, the only terrorist captured by Indian authorities following the Mumbai attacks, told interrogators during questioning that he and his men were sent specifically to kill Israelis, claiming they were committing revenge attacks for atrocities against Palestinians. One security source told the Times that Kasab's colleagues killed in the operation had stayed at the Nariman House in the past. They have stayed in Nariman house on rental basis identifying themselves as Malaysian students, said a source. Police were trying to determine why Nariman House rooms were given to non-Jews, the Times of India reported. The report claimed that Kasab also revealed during questioning names and addresses of at least five people living in India who provided assistance to the terrorists in carrying out the attacks. Joint Commissioner of Police Rakesh Maria told the Times of India, We suspect there could be local assistants, but it is subject to verification. It will be very premature to comment on this at this stage, as our investigation is going on.Meanwhile, Indian newspapers reacted harshly to criticism from Israeli defense officials regarding the manner in which Indian forces raided the Chabad house and other terrorist targets throughout Mumbai, including luxury hotels, a popular restaurant, hospitals, a cinema and a crowded train station. Israeli and international media quoted Israeli security officials stating the Indian raid operations were premature and were carried out before collecting enough intelligence on the terrorists and hostages inside. The Israeli criticism was carried prominently by the Indian media. Israel's Haaretz newspaper yesterday quoted Indian newspapers reacting angrily to the Israeli criticisms, claiming Israel has a bad record in other hostage-rescue operations, aside from a successful 1978 operation in which Israeli forces saved Jewish hostages held at an airport in Entebbe. India's 60-hour terror rampage began last Wednesday night and ended Saturday when commandos killed the last three gunmen holed inside a luxury hotel. The official death count stood at 195, but is likely to rise after security forces complete a search of rooms at the Taj Mahal Palace Hotel. The assaults are being described by local media as Mumbai's 9/11.In addition to the Chabad center and several five-star hotels, terrorists reportedly armed with assault rifles, hand grenades and explosives attacked a popular cafe packed with tourists, a local Metro Cinema, a crowded train station and a hospital. EU relations with China continued to deteriorate over the weekend, as EU leaders criticised Beijing for cancelling Monday's (1 December) summit and for executing Austrian-educated scientist Wo Weihan on spy charges.We know that China is extremely sensitive when it comes to Tibet and relations with the Dalai Lama. But frankly there was no reason for this decision [to cancel the summit], European Commission head Jose Manuel Barroso said on France's RTL radio on Sunday.He [the Dalai Lama] has the right to meet whoever he wants.The remarks come after China last week called off the 11th EU-China summit in protest at French President Nicolas Sarkozy's plan to meet the Dalai Lama while in Poland on Saturday. The Dalai Lama - a leading advocate of autonomy for Tibet, which has remained in Chinese hands since 1951 - will also address the European Parliament on Thursday.The EU's top diplomat, Javier Solana, on Friday also rebuked Beijing for executing 59-year old biochemist Wo Weihan - whose daughters are Austrian citizens - on charges of passing secrets to Taiwan.Mr Weihan was killed with a shot to the head the same day the EU had urged China to reconsider his case at an EU-China human rights council in the Chinese capital.This execution seriously undermines the spirit of trust and mutual respect required for this EU-China dialogue on human rights, Mr Solana's office said.

UN chief backs EU Congo force

The United Nations secretary general, Ban Ki-moon, wants a temporary EU force to be sent to the Democratic Republic of Congo until a UN contingent can be deployed.

Belgium's foreign minister, Karel De Gucht, said on Belgian television that he had talked to the UN leader about the matter in New York, amid concerns that while the UN Security Council backed sending a further 3,000 peacekeepers of its own, the extra deployment would take some time.So the UN hopes that an European military force could come and fill in the gap during this period, the Belgian foreign minister told VRT news on Sunday (30 November).The UN head believes such an EU force would need to stay for between three and six months ahead of the UN deployment.In August, fighting broke out between Tutsi rebels under Laurent Nkunda and the armed forces of the DR Congo (French acronym FARDC), displacing some 250,000 civilians, according to the UN, joining the 1 million already displaced as a result of the long-standing regional conflict over mineral resources.Both the Congolese forces and the FARDC have carried out serious human rights abuses against civilians.On Wednesday (27November), Belgium, Congo's former colonial master, committed itself to participating in any EU force deployed in the region.If this were a European operation with a very well defined command structure and rules of engagement, yes, my country would be ready to participate in this with troops, Mr De Gucht told reporters, according to Reuters.

Some EU states, notably Germany, are opposed to such a mission for EU forces, backing instead greater support for NGOs in the region.NATO is also expected to discuss the matter further next week.The Belgian minister also said he would investigate any Belgian companies involved in the Coltan trade in Congo.Coltan, a metallic ore from which tantalum is extracted, has bankrolled much of the long-standing conflict in the region. The growth in demand in the metal for mobile phones, laptops, digital cameras and video consoles over the past decade has only exacerbated the situation.Tackling the sources of financing of armed groups could turn out to be more effective than any other military strategy, Mr De Gucht said.

MUMBAI, India – Soldiers removed the last bodies from the shattered Taj Mahal hotel Monday as India formally demanded Pakistan take strong action against those behind the 60-hour seige that left at least 172 people dead.The United States, meanwhile, called on Pakistan to fully cooperate with investigations into the attack, which India has blamed on a banned Pakistani militant group. Mumbai's most influential Muslim cemetery rejected the corpses of nine of the gunmen and said Islam does not permit this sort of barbaric crime.The three-day terror attack was apparently carried out by just 10 gunmen and exposed the weakness of India's security forces. The country's top law enforcement official resigned amid growing criticism that the attackers appeared better trained, better coordinated and better armed than police. Two provincial officials offered to step down on Monday.An Indian police official said the only gunman captured alive after the attacks claimed to belong to Lashkar-e-Taiba, a Pakistani militant group with links to the disputed Himalayan region of Kashmir. The group has long been seen as a creation of the Pakistani intelligence service.Pakistan must follow the evidence wherever it leads, Secretary of State Condoleezza Rice said in London. This is a time for complete, absolute, total transparency and cooperation and that's what we expect.

She said the perpetrators of attacks must be brought to justice.In India, Pakistan's high commissioner to the country was called to the foreign ministry and told that elements from Pakistan had carried out the attacks, ministry spokesman Vishnu Prakash told reporters.The commissioner was told that India expects that strong action would be taken against those elements, Prakash said.Pakistani President Asif Ali Zardari said the men who attacked India's financial and entertainment capital had no links to any government. He called the attackers non-state actors, and warned against letting their actions lead to greater enmity in the region.Such a tragic incident must bring opportunity rather than the defeat of a nation, Zardari said in an interview with Aaj television. We don't think the world's great nations and countries can be held hostage by non-state actors.The top provincial official, Vilasrao Deshmukh, offered to resign Monday, as did his deputy, R.R. The group the Indians have blamed, Lashkar, was banned in Pakistan in 2002 under pressure from the U.S., a year after Washington and Britain listed it a terrorist group. It is since believed to have emerged under another name, Jamaat-ud-Dawa, though that group has denied links to the Mumbai attack. A Muslim graveyard in Mumbai on Monday rejected the bodies of the nine dead attackers. People who committed this heinous crime cannot be called Muslim, said Hanif Nalkhande, a trustee of the influential Jama Masjid Trust, which runs the 7.5-acre (three-hectare) Badakabrastan graveyard in downtown Mumbai. Islam does not permit this sort of barbaric crime.While some Muslim scholars disagreed with the decision — saying Islam requires a proper burial for every Muslim — the city's other Muslim graveyards are likely to do the same.
