Gulf of Mexico quake felt in La., Fla. By PHIL DAVIS, Associated Press Writer 2 hours, 22 minutes ago

TAMPA, Fla. - The largest earthquake to strike the eastern Gulf of Mexico in the last 30 years sent shock waves from Louisiana to southwest Florida Sunday, but did little more than rattle residents. The magnitude 6.0 earthquake, centered about 260 miles southwest of Tampa, was too small to trigger a tsunami or dangerous waves, the U.S. Geological Survey said. The USGS received more than 2,800 reports from people who felt the 10:56 a.m. quake. Scientists said it was the largest and most widely felt of more than a dozen earthquakes recorded in the region in three decades. This is a fairly unique event, said Don Blakeman, an analyst with the National Earthquake Information Center who said the quake was unusually strong. I wouldn't expect any substantial damage, but it is possible there will be some minor damage.

The most prevalent vibration, which lasted for about 20 seconds, was felt on the gulf coast of Florida and in southern Georgia, Blakeman said. But residents in Alabama, Mississippi and Louisiana also called in reports. It rattled our trailer pretty good, said Dan Hawks, who lives near Ocala in the small central Florida community of Pedro. The house started shaking. We could actually see it moving. We looked at each stupidly and said, What's the deal? Florida counties along the Gulf of Mexico called the state emergency operations center with reports of tremors but no damage was reported, spokesman Mike Stone said. Gov. Jeb Bush was informed of the situation, Stone said.

The earthquake likely did not have any effect on oil operations in the Gulf of Mexico, according to Ray Connolly, a spokesman for the American Petroleum Institute, the trade association for the U.S. oil and natural gas industry. Earthquakes are factored into the design of the industry's equipment both onshore and offshore, Connolly said. The epicenter is an unusual location for earthquake activity, but scientists recorded a magnitude 5.2 temblor in the same location on Feb. 10.

This kind of occurrence is unusual in that spot, especially for an earthquake of this size,Blakeman said of Sunday's quake. The temblor was unusual because it was not
centered on a known fault line. The midplate earthquake, deep under the gulf, was probably the result of stresses generated by the interaction of tectonic plates in the earth's crust, the agency said.Only one of Florida's rare earthquakes caused significant damage.

In January 1879, St. Augustine residents reported heavy shaking that knocked plaster off the walls.A more recent temblor, in November 1952, prompted a resident of Quincy to report the shaking interfered with the writing of a parking ticket, the USGS said.

Hurricane Florence flies toward Bermuda Sun Sep 10

MIAMI, United States (AFP) - Hurricane Florence barreled toward Bermuda, with heavy rain and thrashing winds threatening the island nation, according to the US National Hurricane Center. At 1200 GMT the storm was 305 miles (495 kilometers) south-southwest of Bermuda and headed north-northwest at 15 miles (24 kilometers) per hour. The center of the storm is not due to pass by the island until Monday morning, but tropical storm-strength winds could hit Sunday afternoon.Preparations to protect life and property should be rushed to completion, the center said in a statement. The storm had sustained winds near 80 miles (130 kilometers) per hour, with higher gusts. Currently, Florence is a Category 1 hurricane but is expected to reach a Category 2 as it passes Bermuda.

A Category 2 storm has sustained winds 96-110 miles (154-177 kilometers) per hour and can cause a storm surge of between six and eight feet. Residents can expect downed trees, damage to some roofs and windows and considerable damage to mobile homes and piers, according to the National Hurricane Center.Florence is already producing dangerous surf conditions and strong rip currents on Bermuda, the Northern Leeward Islands, the Virgin Islands, Puerto Rico, Hispaniola and the Bahamas. The rough waters will hit the eastern United States Sunday, officials said, but the storm was not expected to make landfall there.

REVELATION 8:7

Palestinians plan to protest Blair's visit to Ramallah
By KHALED ABU TOAMEH

Representatives of various Palestinian factions are planning to hold demonstrations in Ramallah on Sunday to protest British Prime Minister Tony Blair's visit to the city. Blair is scheduled to meet with Palestinian Authority Chairman Mahmoud Abbas in the Mukata presidential compound. In the morning, he is also expected to meet with a number of Palestinians at the British Consulate-General in Jerusalem. Several Palestinian groups and figures have condemned Blair's visit to Ramallah, urging the PA leadership to boycott him because of his alleged bias toward Israel. Leaflets distributed in Ramallah over the past few days have launched scathing attacks on Blair, saying the purpose of his visit was to wash the blood of Lebanese victims with Palestinian water.

Hamas leaders in the Gaza Strip also condemned Blair's visit, saying he was unwelcome in Palestine.Salah Bardaweel, a Hamas legislator and spokesman, said that Blair's visit to the region was aimed at diverting attention from Zionist crimes that are being perpetrated against our people.Bardaweel also criticized Blair for ignoring representatives of the Hamas government during his visit to Ramallah. Blair is trying to send a message that he is prepared to meet with everyone except for the representatives of the government, he said. This is a despicable attempt on the part of the British government to serve the interests of Israel. Legislator Hanan Ashrawi, who is scheduled to meet with Blair in Jerusalem together with representatives of a number of Palestinian civic institutions, defended the decision to see the British prime minister, saying she was planning to question Blair about his pro-Israel policy.

We will ask Blair to intervene with Israel to halt its measures against the Palestinians, Ashrawi said. We are planning to deliver a daring message to Blair about the reasons behind the latest deterioration in the region. We are interested in reviving the peace process.Ashrawi added that she supported the anti-Blair petition that was signed last week by hundreds of Palestinians, but stressed that it was nevertheless important to hold the meeting to relay to the guest the purpose of the petition. In a separate development, a spokesman for Palestinian Authority Chairman Mahmoud Abbas on Saturday denied that he was considering firing the Hamas cabinet and establishing a new one that would be headed by an independent figure. The London-based Al-Quds Al-Arabi daily, quoting an anonymous senior PA official, claimed that Abbas was planning to dismiss the Hamas government in the coming
weeks. This report is completely untrue, said the spokesman, Nabil Abu Rudaineh.

We condemn such reports that are aimed at poisoning the Palestinian atmosphere. He said that Abbas was pursuing efforts to establish a national-unity government and claimed that some progress had been achieved in this regard. He said Abbas was scheduled to travel on Sunday to the Gaza Strip for another round of talks with PA Prime Minister Ismail Haniyeh about forming a national-unity government.

24 And the ten horns out of this kingdom are ten kings that shall arise:(10 NATIONS) and another shall rise after them;(#11 SPAIN) and he shall be diverse from the first, and he shall subdue three kings.(BE HEAD OF 3 KINGS OR NATIONS).

Livni: Strive for phased agreement with PA (YNET NEWS)
Ronny Sofer Published: 09.11.06, 00:09

While a permanent peace agreement with the Palestinians is inapplicable at this point, the alternative is a deal that would be implemented in stages, Foreign Minister Tzipi Livni stated on Sunday. Regardless of what this process is called, the Road Map or any other process, we must strive for a settlement with the Palestinians, she said.

Olmert Speaks

PM: Find way to resume diplomatic process Attila Somfalvi During cabinet meeting, prime minister calls to create new horizons opposite Palestinians not only through humanitarian acts, but also on diplomatic platforms for benefit of region's nations.Livni: Syria fulfilling problematic role in region We can't pick and choose the problems according to the realistic possibility to implement a solution for them. At the end of the process, I would like to see two states for the two nations, based on the principles of the Quartet and the international community,Livni explained. I don't want to see a terror state alongside Israel. This is one of our demands that is not negotiable, she stressed. On Tuesday, Livni is set to depart for a United States visit during which she will convene with Secretary of State Condoleezza Rice. The purpose of Livni's trip and her scheduled meetings with senior administration officials and congress members, is to reenergize the peace process with the Palestinians. The foreign minister is also expected to deliver a speech in the UN on the issue next week.

Livni rejected the allegation that the US trip is a political spin aimed at diverting attention away from the failures of Olmert's government during the recent war in Lebanon. The Palestinian issue existed before, and those who heard me speak on the matter in the past know that this is where I always stood… Licking the Lebanon wounds does not necessarily serve Israel's interests. We are still faced with the Palestinian problem, and we do not want to remain stagnated, but rather to initiate moves, lead them and set the pace, Livni stated.

Palestinian issue – barrel of explosives

The foreign minister also commented on the possibility that Hamas and Prime Minister Ismail Haniyeh be involved in such a diplomatic process. Livni said that their participation would depend on the group's adherence to the three conditions set by the international community and the Quartet – recognizing Israel, renouncing terror and acknowledging past agreement with the Jewish state. However, Livni said, the conflicts within the Palestinian society and government were well-known. It is our duty to continue to act in a bid to find a way to promote a process with the Palestinians that would serve us, and be founded on the rules and borders that correspond with Israel's interest. According to Livni, The Road Map was there all along. It's true that we have concentrated on the disengagement and the possibility of the realignment plan in the past, but the basis fro all this is the Road Map.

What matters, however, is not how the process is called, but the principles of this process – that are a phased deal with the Palestinians.

Referring to the Syrian issue, the foreign minister said that the current explosive barrel in the Middle East is the Palestinian, not the Syrian, issue. We have learned in the past that the desire to find paths for a resolution with the Syrians have only caused much frustration here and on the Palestinian side. Today, the international community believes that Syria needs to work hard in order to be accepted as a legitimate member. I believe that we now have to focus our attention on the more relevant issues, meaning the Road Map peace plan with the Palestinian Authority, she concluded.

Blair Offers Hand to Palestinians,The Associated Press

RAMALLAH, West Bank British Prime Minister Tony Blair said Sunday that the world should restore contacts with the Palestinians if the ruling Hamas group formed a government with more moderate factions.

But Hamas immediately rejected his conditions for establishing dialog with such a government -- that it renounce violence and recognize Israel. Meanwhile, the moderate Palestinian President, Mahmoud Abbas, speaking at a joint news conference with Blair, said he was prepared to meet unconditionally with Israeli Prime Minister Ehud Olmert, possibly paving the way for the resumption of peace talks.

Israel and the West have been boycotting Hamas since it won legislative elections in January. They consider Abbas -- a Fatah Party moderate who thinks a coalition government would force Hamas to soften its anti-Israel ideology -- an acceptable channel for peace talks. With his overture, Blair became the first Western leader to hold out the prospect of bringing a Hamas-led government back into the international fold and ease international sanctions that have caused widespread hardship for the Palestinian people.

Blair said the unity government would have to accept the requirements set by the so-called Quartet of Mideast peacemakers of renouncing violence, recognizing Israel and accepting previous peace agreements with the Jewish state.

Italy again says Assad agreed to EU personnel on Lebanese border
By SETH FREEDMAN AND AP (JERUSALEM POST)

Italian Prime Minister Romano Prodi reiterated Sunday that Syrian President Bashar Assad has agreed to the deployment of European Union personnel along his country's border with Lebanon.

A day earlier, Syria had issued a denial, but the confusion may have been a result of miscommunication. On Saturday, Syria's official news agency denied reports that Assad had agreed to an EU presence on the Lebanese side of the border. The reports by some news agencies that Syria has accepted that European border guards monitor the Lebanese-Syrian borders are not true, the official Syrian Arab News Agency reported. Prof. Eyal Zisser, chairman of the Department of Middle Eastern and African History at Tel Aviv University, was quick to dismiss the conflicting statements emanating from Italy and Syria as no more than a simple misunderstanding.

What Assad said and what Prodi understood are likely to have differed due to Assad's unclear speech, according to Zisser. This is not the first time that Assad's words have been misinterpreted. He has a way of not speaking clearly, and this is most probably what happened here. The positioning of European Union guards could help allay the government's concerns about the smuggling of weapons from Syria to Hizbullah, which is supposed to be stopped, according to the UN Security Council's cease-fire resolution.

Prodi issued a statement Saturday saying he had spoken with Assad several times over the last few days and that the Syrian president had agreed in principle to an EU presence on the border. Prodi's statement also said, We believe that a significant

quantity of arms pass through this border... toward southern Lebanon. The Italian news agency ANSA quoted Prodi as saying Syria had agreed to European border guards in plainclothes and without weapons to prevent arms shipments to Hizbullah. Prodi's office confirmed the ANSA report was accurate. But after Syria issued its denial, Prodi's spokesman Silvio Sircana clarified the prime minister's statements. He said Syria's denial was accurate and quoted Prodi as saying Syria had agreed to EU personnel. He denied Prodi had referred to them as border guards.

I confirm that Prodi and Assad did not discuss troops or guards, but only EU personnel without uniforms or arms that will be at the disposal of the Syrian forces,Sircana said. The Syrian news agency did not say whether the president had agreed to any other type of European presence on the border with Lebanon. It said that as part of continued consultations between Syria and Italy, Assad and Prodi spoke by telephone Saturday night and that the talks were on technical assistance, including training, that is expected to be offered to Syrian border guards.

In the past, Syria has vehemently rejected the deployment of armed UN peacekeepers on the Lebanese side of the border. Assad said he would consider such a move a hostile act. Other analysts said Sunday that Syria's refusal to allow EU guards on the border was a sign that Syria did not recognize Lebanon as a separate, sovereign state. While Syria might still have plans to assert its influence over its neighbor, said Zisser, the latest development was not directly linked to these plans.

It is simpler than that. The Syrians do not want an international force inspecting [cross-border cargo] for weapons, because they intend to continue smuggling arms to Hizbullah, he said. In a meeting with UN Secretary-General Kofi Annan in Damascus earlier this month, Assad promised to increase Syrian patrols on the border and work with Lebanese troops to enforce the arms embargo.

Yudhoyono hopes EU helps restore peace in Mideast

Helsinki (ANTARA News) - President Susilo Bambang Yudhoyono in his speech at the 6th Asia Europe Meeting (ASEM) summit in Helsinki, Finand, Sunday, hoped the European Union (EU) would help restore the peace process in the war-torn regions in the
Middle East, after it previously and successfully helped Indonesia reach peace in Aceh province.

I thank the EU contribution to peace in Aceh. And I hope that the active involvement of the EU in the Middle East at the moment could restore the peace process in the region,President Yudhoyono said at the opening of the 6th ASEM Summit held at the Helsinki Fair Center, Finland.

The President also hinted that the EU would be in the front line with Asia in keeping the multilateralism concept which was recently tainted by unilateralist action. However, Yudhoyono did not mention which parties in the world had developed the unilateralist trend.

At the moment, Europe has become an increasingly growing and active power of peace than 10 years ago. The important thing is that Europe, as well as Asia, constitute a power standing on multilateralism, but also suffered from the unilateralist trend, he said.

In his relatively short speech, Yudhoyono did not go into detail on the EU`s active role in the Middle East.2006 ANTARA

Iran nuclear talks constructive

Iran says there should be no preconditions on negotiations The EU's foreign policy chief and Iran's top nuclear negotiator have met for talks in Vienna, with both sides describing them as constructive. The EU's Javier Solana and Iran's Ali Larijani are thought to be trying to find common ground for negotiations on Iran's
nuclear programme. They will meet again on Sunday, both sides confirmed. Tehran has rejected accusations it is seeking a nuclear bomb, and refuses to suspend uranium enrichment. It says there should be no such preconditions on negotiations over its nuclear programme, which it says is solely for power generation. The US on Friday said it hoped the UN Security Council will begin work on a draft resolution authorising sanctions against its long-time foe next week, after Iran ignored a UN-imposed deadline to suspend enrichment. But other powers have expressed doubt that sanctions would prove effective against the world's fourth-largest oil exporter.

Analysis: Netanyahu on The History of Terrorism
by KYW’s Hadas Kuznits

While visiting Philadelphia last week, former Israeli Prime Minister Benjamin Netanyahu -- a leader who himself has had to deal with terrorism against his home country -- gave some background on the rise of terror and how it has changed. Benjamin Netanyahu, Israel's ninth Prime Minister says the biggest change in the Arab word since the 1970s has been the rise of militant Islam, when in 1979, the two competing streams made their appearance on the world stage after centuries of simmering beneath the surface:They burst into the worst scene in Afghanistan with the mujahadeen victory over the Soviet Union.

That fathered Al-Qaida, the Sunni militancy and at the same year, the Shah fell in Iran and that spawned the militant Shiite republic of Iran.Netanyahu says over the past quarter century, these groups have proven that their only limitation in terror is access to the weapon:If they have the weapon, they'll use it. If they had nuclear weapons, they'd have wiped out New York and they would've wiped out Washington and everything else they could wipe out.Netanyahu believes one of the biggest concerns today is Iran, where he says the nuclear weapon is being developed.

Asian leaders gather in Helsinki for summit with EU Sat Sep 9, 9:00 AM ET

HELSINKI (AFP) - Asian leaders arrived in Helsinki for a two-day summit with European Union states that will focus on freeing up trade and security issues like North Korea. South Korean President Roh Moo-Hyun held bilateral talks on Saturday with the EU's Finnish presidency and its executive arm, the European Commission, and Chinese Prime Minister Wen Jiabao was scheduled to do likewise. The full Asia-Europe Meeting (ASEM), a two-yearly gathering of the 25 EU nations and 13 Asian states, takes place on Sunday and Monday.During Roh's meeting with the EU, the two sides signed an agreement for South Korea to participate in Europe's Galileo satellite navigation project.

Europe hopes the Galileo project, scheduled to be operational by 2010, will rival the reigning global positioning system (GPS) from the United States.Unlike GPS, which is controlled by the US military, Galileo will stay under civilian control, increasing the EU's strategic independence. The project represents an investment of 3.8 billion euros (4.8 billion dollars), which has prompted the EU to seek financial partners.Roh and EU representatives also discussed trade between Seoul and the European bloc, officials said.

The South Korean president is expected to use the ASEM summit as an opportunity to sell his idea of multilateral security system for northeast Asia -- possibly along the lines of the Organisation for Security and Cooperation in Europe (OSCE).

He will also lay out Seoul's stance on North Korea's nuclear policy and recent missile tests, which are likely to figure prominently during security discussions.Japanese Prime Minister Junichiro Koizumi met his Finnish counterpart Matti Vanhanen on Friday and urged him to use his influence as holder of the rotating EU presidency to have concerns over North Korea's missile development
written into the chairman's statement at the conclusion of the summit.

North Korea on July 5 test-fired six short and mid-range missiles and one long-range missile, the Taepodong-2. All of them fell harmlessly in the Sea of Japan.Security issues aside, the main focus of the ASEM gathering will be on liberalising trade, with talks about opening official negotiations between the EU and the 10-member Association of Southeast Asian Nations (ASEAN) on the one hand and the EU and South Korea on the other.

On trade issues, the big story is the chances for a bilateral trade agreement between the EU and ASEAN and South Korea, said an official close to European Trade Commissioner Peter Mandelson, who cannot attend the meeting because he will be in Rio for World Trade Organisation talks. There's no doubt that that will be talked about in the corridors, the official added. The Asian leaders are expected to push for a revival of global trade liberalisation talks even as they press ahead with their own plans for a massive Asia-Pacific free-trade area.Talks were suspended in July largely due to disagreements over subsidies given by industrialised nations, including EU members, to their farmers.Trade between the two regions now accounts for more than 43 percent of total world trade in goods, and ASEM countries make up about 52 percent of the world's gross domestic product.

With ASEM 10 years old, the leaders will also discuss inviting other countries to future talks with the aim of making a declaration on expanding the club. For Japan's Koizumi, the summit will likely mark his final foreign trip before he steps down after a five-year term as premier that has, at times, alienated Asian neighbours. During the summit, Koizumi is expected to be snubbed once again by leaders of China and South Korea, who have been angered by his visits to the controversial Yasukuni war shrine. The two Asian countries consider the shrine, which honors top war criminals along with war dead, to be a symbol of Japan's past militarism.
