Three earthquakes hit Russia's Far East

PETROPAVLOVSK-KAMCHATSKY, September 13 (RIA Novosti) - Three powerful earthquakes have been registered off Russia's Pacific coast, local officials said Wednesday. Two quakes measuring 4.7 and 4.8 on the Richter scale were registered at 6:54 p.m.

local time Tuesday (5:35 a.m. GMT) and 11:59 p.m. (10:59 GMT), respectively, 220 kilometers (140 miles) to the east of the Kamchatka Peninsula at a depth of 33km (21 miles), seismologists said.

Another quake, with a magnitude of 4.6 was registered at 1:39 p.m. local time (2:39 a.m. GMT) in the Sea of Japan 125km (78 miles) to the northeast of the city of Nakhodka in the Primorye Territory, a spokesman for local emergency services said. A 4.6-magnitude earthquake occurred at a depth of the 450km (280 miles), he said.No tremors were felt in the territory's coastal regions. No casualties, destruction or threat of tsunamis have been reported. Powerful quakes have hit Russia's Pacific for years.

Over 2,000 people were killed when a devastating earthquake destroyed the town of Neftegorsk on the island of Sakhalin on May 28, 1995. This year more than 1,200 people, including 542 children, were evacuated from the north of the Kamchatka peninsula after a series of major earthquakes. The first 7.8-magnitude quake, the strongest in the Koryak Autonomous Area since 1900, injured 31 people on April 21 and had an epicenter about 30 kilometers (18 miles) from the town of Khailino. It also damaged about 380 houses and 25 administrative facilities in four other towns.

MANILA, Philippines - A strong undersea earthquake shook the southern Philippines Tuesday, close to an area struck by a stronger tremor last week, the government's earthquake monitoring agency said. No damage or injuries were reported. The magnitude 5.3 quake occurred at 11:56 p.m. Tuesday and was centered about 36 miles under the sea, according to he Philippine Institute of Volcanology and Seismology.The tremor, which struck about 65 miles east of the town of Prosperidad, was felt in Bislig and Butuan in the east of the main southern island of Mindanao, the institute said.

Seismologist Romy Tabanlar said the earthquake was caused by the movement of the Philippine Trench, a major fault line that runs along the east of the country.A week ago Tuesday, a magnitude 5.4 earthquake struck about 120 miles south of Tuesday's tremor without causing any damage or injuries.The Philippines is part of the Pacific Ring of Fire,where volcanic activities and earthquakes are common.

ST. JOHN'S, N.L. (CP) - Tropical storm Florence walloped southeastern Newfoundland on Wednesday, lashing the south and east coasts with sheets of heavy rain, high tides and hurricane-strength winds. Early in the day, the storm was blamed for causing power outages in the west end of St. John's and the Burin Peninsula along the province's south coast, affecting 1,600 customers. By noon local time, the sprawling storm was about 172 kilometres southwest of Cape Race, which is near the southern tip of eastern Newfoundland's Avalon Peninsula - the most populated part of the province. Satellite imagery indicated the storm centre would come very close to the peninsula, bringing more heavy weather.

In the waters off southern Newfoundland, two weather buoys recorded peak gusts at 122 kilometres per hour amid 10-metre waves. In Fortune Bay, on the west side of the Burin Peninsula, the wind hit 133 kilometres per hour on Sagona Island. The storm, downgraded from hurricane status, was blamed for forcing David Wilkins, the U.S. ambassador to Canada, to cancel a trip to Gander, N.L., where he was expected to take part in an ecumenical service commemorating the 9-11 terrorist attacks. Meanwhile, tropical storm warnings were issued for the island's south coast and along its east coast from Cape Race to Bonavista. Those areas were warned to expect sustained gale-force winds at 65 kilometres per hour. This will be quite a significant storm for southeastern Newfoundland,said Chris Fogarty, a meteorologist at the Canadian Hurricane Centre in Dartmouth, N.S.The heavy sea and surf and swell ahead of the storm could cause havoc for some southern communities People should be prepared for very high, dangerous

The province advised municipalities to clear storm sewers to ease possible flooding, and requested emergency personnel to remain on call. Rainstorms claim second victim in Spain

Madrid/Rainstorms claimed a second life in Spain on Wednesday when a homeless man was swept away by a current near Barcelona, news reports said.

The previous day, a 83-year-old woman was killed on the Balearic Island of Majorca when a rainstorm caused a wall of her home to collapse. Heavy rains hit especially the northeastern region of Catalonia, where a whirling storm knocked parked cars over, uprooted trees and tore roofs off houses. No injuries were reported. Local and long-distance train services suffered interruptions or delays, and roads were under water in several places. Some Barcelona underground stations were inundated, and power cuts extinguished traffic lights in parts of the city. Storms piling up in Atlantic

As Florence becomes extratropical and the National Weather Service reports it will give no more updates on the storm, one other has become a 90-mph hurricane and a depression behind it is churning its way westward. Florence is expected to bring rain to eastern Canada as it moves northeast at about 20 mph. Maximum winds are about 75 mph and little change is expected over the next day as it becomes an extratropical cyclone. Winds extend about 105 miles from the storm’s center. Gordon, located about 600 miles southeast of Bermuda at 11 a.m., is moving about 9 mph with sustained winds of 90 mph, making it a Category 1 hurricane.

The National Weather Serivce predicts there will be some strengthening, possibly making it a Category storm later today or tonight.

That is a storm with 105 mph sustained winds.

Hurricane force winds come out about 25 miles from the center and tropical storm forc winds extend 90 miles from the center. The next forecast on this storm is expected at abut 5 p.m. from the National Weather Service. The third active Atantic storm Tropical Storm 8 -does not have a name as it moves with 35 mph sustained winds behind Gordon. At 11 a.m. the NWS was predicting some slow strengthening and expects it to become a tropical storm in the next 24 hours. That happens when sustained wins reach 39 mph. It is still far from the east side of the ocean, about 335 miles southwest of the southernmost Cape Verde Islands.The NWS expects to give its next update on that storm at 5 p.m.

700 leave homes as Ontario forest fires burn

Hundreds of people have left their homes in bone-dry northwestern Ontario, where fire crews are struggling to control more than 300 fires burning in the region.

Ontario Thunder Bay Deer Lake Sandy Lake Lightning strikes have caused most of the fires burning in the area northwest of Thunder Bay, including the 60 new fires that started on Tuesday, said Debbie MacLean, with the Ontario Ministry
of Natural Resources.

Currently, there are about 300 fires burning,she said of the region north of Lake Superior, stretching from Thunder Bay to Rainy River.About 700 people have left their homes in the northern communities of Deer Lake, Sandy Lake and Keewaywin because of heavy smoke from the fires.

The evacuees, who include children, seniors and people with respiratory problems, are being housed in various communities in the municipality of Greenstone, said its mayor, Michael Power.It's a terrible thing to say but we're old hands at this,said Power.For many years the community of Geraldton in Greenstone has been doing this, acting as a host to people who flee their homes from fires.Power said nurses from the various communities travelled to Greenstone with the evacuees to look after their daily needs.

The influx is a challenge for Greenstone's resources and public employees, he said, but it's something they feel they have to do.You can't stand by and see your fellow human being in a time of need not being welcomed and not do everything you possibly can to ease the stress they face when they flee their home and they don’t know what they're going back to,said Power.

Power said the municipality is expecting additional evacuees as emergencies are called in other communities.MacLean said fire crews are working long hours to battle the dozens of small blazes popping up daily. Firefighters are managing to contain about 40 fires per day, but anywhere from 60 to 100 new fires start daily, she said.The sheer number of fires is outpacing the resources we have,said MacLean.With files from the Associated Press.

Europe seen easing, not ending Palestinian embargo

JERUSALEM, Sept 13 (Reuters)European states are willing to begin loosening an embargo of the Hamas led Palestinian government if a new unity administration takes steps toward meeting international demands, diplomats said on Wednesday.

But the new government would need to be far more explicit in renouncing violence, recognising Israel and abiding by interim peace deals if it hoped to restore full diplomatic and economic ties with Europe, they said.Resuming some diplomatic contacts would be the first step toward easing an embargo now that Hamas and moderate President Mahmoud Abbas have agreed to set up the unity government.

But the diplomats cast doubt on prospects for a quick resumption in direct aid to the Palestinian Authority that might ease the crippling economic damage the embargo has brought.

They said EU states would first need to assess the new cabinet and its policies, a process that could be delayed by objections by the United States and Israel as well as the time it takes the Palestinians to put together a government.We can't go all the way, but we can go part of the way,said one senior European diplomat based in the region.Little immediate change is expected in the economic situation, but one interim measure could be to channel increased funds from European and Arab donors through Abbas's office or a European aid mechanism set up to bypass Hamas.

European willingness to loosen the embargo reflects public sentiment at home and fears the embargo, spearheaded by Washington, has pushed the Palestinian Authority near collapse blocking salary payments to 165,000 government workers.

A World Bank report said on Wednesday that the crisis risked reversing all the economic gains since Palestinians gained a measure of self-rule 13 years ago.Diplomats said European policymakers intend to draw a distinction between the new government and Hamas, giving the Islamic militant group room to deny changing its policies.

COMPLICATIONS

But this could create political complications over diplomatic contacts with Hamas ministers if their group has not renounced violence. Hamas advocates destroying Israel.

Nils Eliasson, Sweden's consul-general in Jerusalem, said renewed diplomatic
contacts were the most likely starting point for a change in policy, but it was still early to say exactly what would happen.

It depends on the composition of the government and the programme of the government,he said, adding that it would also take time for any countries to resume direct budgetary support for the Palestinians.Such support from European and Arab donors was vital for the Palestinian Authority before Hamas took office in March.Although the United States would rather that Abbas had sacked the Hamas government than joined with it, diplomats said it was unlikely the Bush administration would try to force the Europeans to maintain the embargo as-is.

Abbas wants to revive road map peace talks at UN

Palestinian Authority Chairman Mahmoud Abbas said Wednesday that he planned to send a Palestinian delegation to the United Nations General Assembly session next week to revive the long-stalled road map peace plan.

The internationally backed road map, a staged plan that calls for the creation of a Palestinian state alongside Israel, was launched by US President George W. Bush with great fanfare at a summit in Aqaba, Jordan, in June 2003. We want to revive the road map at the United Nations,Abbas said during a televised news conference with Polish President Lech Kaczynski in the West Bank city of Ramallah.

We're all for the restarting of the road map,Israeli government spokeswoman Miri Eisin said, adding that Prime Minister Ehud Olmert spoke about revitalizing the peace plan over the weekend with visiting British Prime Minister Tony Blair.

German cabinet backs historic Mideast force

Berlin - The German government approved plans on Wednesday to send up to 2 400 naval and air force troops to Lebanon, underscoring Germany's increasingly prominent role in foreign peace-keeping missions.The German contingent will help enforce a truce between Israel and Hezbollah after a month-long war that killed nearly 1 200 people in Lebanon, mostly civilians, and 157 Israelis, mainly soldiers.The question of dispatching German troops to the Middle East nearly 60 years after the Nazis wiped out six million Jews has divided a country which only recently shed its post-war reluctance to participate in foreign combat missions.

The mission must now be approved by the Bundestag

I am always careful about using grand words, but I think we can say that this mission is not like any other,Merkel told a news conference. Sending troops to the Middle East is for us a historic decision.Partly out of concern that German soldiers might be drawn into battle with Israeli forces, the government refused to send ground troops. Instead, the Germans will focus on patrolling the Lebanese coast to prevent arms from reaching Hezbollah.The German contribution is the second largest for the so-called UNIFIL II force after Italy, which is sending 3 000.The mission must now be approved by the Bundestag lower house of parliament in a vote which is likely to take place at the end of next week.The governing coalition of conservatives and Social Democrats (SPD) enjoys an overwhelming majority in the Bundestag and approval is not in doubt.

But the debate on the mission is likely to be fierce with the liberal Free Democrats (FDP) and Left Party opposing it. If a large number of governing party MPs defect and vote against the deployment, it would reflect badly on Merkel's government, which is already suffering from declining popularity.Ahead of the vote, Foreign Minister Frank-Walter Steinmeier warned against misusing Germany's historic responsibility towards Israel to justify opposition to the mission.The conflict in the Middle East is not a distant one. It lies on our doorstep, in our neighbourhood,he said.

Germany currently has about 7 700 soldiers in global hotspots, most of them concentrated in Afghanistan and Kosovo. Just seven years ago Germany engaged in its first combat operations since World War 2, taking part in Nato air strikes in Yugoslavia.The cabinet decision was delayed while German and Lebanese officials haggled over the details of the naval mission.

The German government has called repeatedly for a robust mandate that would allow its troops to effectively monitor the coast and engage opposing forces if attacked. Berlin successfully resisted a Lebanese proposal for it to keep its frigates six miles from the coast at all times.Israel invaded south Lebanon after Hezbollah fighters captured two Israeli soldiers in a cross border raid on July 12. A UN-brokered truce halted the war on August 14.Separately on Wednesday, the government agreed to extend its 2 900-strong mission in northern Afghanistan by another year. The extension must also be voted on by the Bundestag next week.

Pakistani President seeks closer economic ties with EU


Pakistani President Pervez Musharraf on Tuesday called on the European Union (EU) to allow more market access for Pakistani goods and invest more in his country, saying this will help Pakistan better fight terrorism. More investment and trade with Pakistan would help eradicate poverty and create new jobs, which will eventually contribute to the battle against terrorism, Musharraf told reporters after meeting European Commission President Jose Manuel Barroso in Brussels. With trade our industry expands and creates jobs and when it creates jobs it strikes at the root of poverty and also strikes at the root of extremism and terrorism,said the president, who is on his first visit to the EU headquarters.

Barroso said the EU greatly appreciates Pakistan's role in acting against terrorist networks,such as Pakistan's role in helping foil the British airline bomb plot in August. He said the two sides had agreed to step up ties and the EU's executive arm pledged a substantial increase in development funds for Pakistan's education and rural development from next year. On Tuesday, Musharraf also spoke to EU parliamentarians about the fight against terrorism in his country. He said Pakistan had not created any terrorist group but that terrorism had been imported to our country" by regional conflicts in the last 26 years. He described Taliban as a
threat more dangerous than Al-Qaeda as the former has regrouped in the south of Afghanistan and gained strength.

Al-Qaeda is not rooted in the masses but some Afghan people are sympathetic with Taliban, he said. Musharraf said Al-Qaeda leader Osama Bin Laden could be hiding in either Pakistan or Afghanistan. We will continue our search for Mr. Bin Laden, he said.

A spokesman for the Hamas-led Palestinian government said on Tuesday that the European Union (EU) and Arab nations had promised to support the new national unity government when it is formed.

Calling the news as good and assuring,government spokesman Ghazi Hamad said that it would be the beginning of breaking the siege on the Palestinian people. He disclosed that the new coalition government would be announced in a short period. Although it has not been confirmed whether all Palestinian factions would join the new government, the talks between Palestinian President Mahmoud Abbas and the factions indicate seriousness, Hamad told local radio Voice of Palestine. On Monday, Abbas and Hamas agreed on a new moderate political program, which called for forming a new national unity coalition government to replace the incumbent Hamas-led government.

As for the formation of new coalition government, the spokesman said that the ministers would come from Hamas, Fatah and Palestinian private sectors. However, he dismissed the reports saying that the names and portfolios of the new government has
been decided.

So far only incumbent Prime Minister Ismail Haneya had been nominated as the prime minister of the coming government, said Hamad. Mustafa Barghouti, a well-known lawmaker representing the National Initiative party, welcomed the agreement on the coalition government in an interview with Voice of Palestine,saying that the new government could establish a united Palestinian leadership for the first time in years.

Barghouti voiced hope that the new government would be able to break the siege imposed on the Palestinians by accepting the Arab peace initiative and formulating it as a Palestinian political model. Earlier, Abbas called on the international community to lift the siege on the Palestinian people. We call on the entire world to lift the blockade, so our people would find their daily food,said Abbas after meeting with Haneya and leaders of Palestinian factions.

Abbas termed the siege as oppressive and unjustifiable, saying that the Palestinian people have suffered a lot. Ivory Coast poisoning cases rocket to 16 000

Abidjan - The number of people in Ivory Coast seeking treatment for toxic waste poisoning has risen from 10 000 to nearly 16 000, with six fatalities, a health ministry spokesperson said on Wednesday.There were a total of 15 749 consultations by yesterday (Tuesday) evening,spokesperson Simeon N'Da told AFP.Of these, 23 have been hospitalised and six have died.On Tuesday the authorities said 10 000 people had gone to doctors fearing health problems, nearly one month after a Panamanian-registered ship dumped hundreds of tonnes of toxic sludge on open-air sites in the economic capital Abidjan.Ten people had been taken to hospital by Tuesday.The Ivory Coast government - already struggling to revive a moribund peace process and meet a United Nations deadline for nationwide elections - resigned en masse on September 6 over the pollution scandal. - Sapa-AFP

Over 47 pct of Cambodian hookers suffer from sexual diseases


Some 47.1 percent of Cambodia's prostitutes were contaminated with sexual diseases mainly because they only asked 80 percent of their clients to wear condoms while rarely adopting any protective measures when they had sex with lovers or husbands, a local media reported here on Wednesday. Around 90 percent of the hookers with STD (sexually transmitted diseases) had been hospitalized and 47 percent of them still provided service to hustlers after they had STD, the Huanshang Dailu quoted a census as saying. Prostitutes from 20 to 24 years old were the most vulnerable ones to STD, as they had much more active sexual lives than other age groups, said the census conducted by the Cambodian government.

The ratio of STD spread among this specific group of women was almost the same as that of 2000, said the census, for which 1081 hookers, 623 policemen and 547 gays were interviewed. Meanwhile, 25 percent of the policemen had the experience of visiting prostitutes and only 49 percent of those contaminated with STD dared to go to hospital, said the census conducted in eight provinces.In addition, around 50 percent of the gay people had more than one sexual partners and 63 percent of them were in the business of selling their bodies, it said. Only 70 percent of the gays adopted condoms in their sexual lives and 8.7 percent of them had aids, it added. Source: Xinhua
