MIAMI - A small tropical depression formed late Sunday in the Atlantic Ocean northeast of the Leeward Islands, forecasters said.

The depression had sustained winds near 30 mph and could strengthen into a tropical storm Monday, according to the National Hurricane Center.Tropical storms sustain winds of at least 39 mph. The next tropical storm would be named Gordon, the seventh of the 2006 Atlantic hurricane season.At 11 p.m. EDT, the depression was centered about 525 miles east-northeast of the Leeward Islands and slowly moving west near 6 mph, forecasters said.It formed as Hurricane Florence, the season's second hurricane, was nearing Bermuda in the mid-Atlantic.

MIAMI (AFP) - Hurricane Florence pummelled Bermuda, unleashing powerful winds and sending waves crashing against the tiny Atlantic island's coast, weather forecasters said. As of 1500 GMT, the center of the storm remained about 60 miles (95 kilometers) northwest of Bermuda and was moving north-northeast at about 12 miles (19 kilometers) an hour, the US National Hurricane Center said.The storm gained strength as maximum sustained winds increased to nearly 90 miles per hour (150 kilometers) with higher gusts reported, the center said.

One Bermuda observing station recorded a gust of 111 miles per hour (179 kilometers).The center of the storm was passing just west-northwest of the island and was expected to pass Bermuda later Monday.Florence's intensity is not likely to change much in the next 12-24 hours,the center said in latest advisory.The storm is not expected to make landfall in the United States as it proceeds northward, but rough seas and strong rip currents were affecting the eastern coast, Canadian Maritime provinces and the Bahamas.

Weather forecasters also reported a tropical depression had formed in the Atlantic with the possibility that it could strengthen into tropical storm Gordon, the seventh of the year, according to the National Hurricane Center.The tropical depression had maximum sustained winds of 35 miles per hour (55 kilometers) with stronger gusts and was located 435 miles (695 kilometers) northeast of the Leeward Islands.In Bermuda, authorities closed the international airport, opened shelters and put the armed forces on alert amid reports of downed trees and power outages.Hurricane-force winds already were lashing the island, a British overseas territory with a population of 67,000 and a popular tourist destination.Up to three inches of rain were expected to soak the island and large and dangerous battering waves were forecast.Florence strengthened into a Category One hurricane early Sunday, becoming the second hurricane of the 2006 Atlantic hurricane season, after Ernesto.A Category One storm on the Saffir-Simpson scale has sustained winds 74-95 miles (119-153 kilometers) per hour and can cause a storm surge of between four and five feet.

Ads Claim Divine Disengagement Retribution

The Committee for Saving the Nation and Land of Israel has embarked on an ad campaign to spread the message There is justice and there is a Judge,regarding those who took part in Disengagement. Ads appearing in major newspapers read, One year after the expulsion of Jews – there is justice and there is a Judge.The ads and posters feature nine prominent backers of the Disengagement Plan who have suffered various misfortunes, be they medical or legal, in the year since its implementation.The largest picture features former Prime Minister Ariel Sharon, who suffered a stroke last winter and remains in a coma. His son, Omri, who was handed an active jail sentence, is pictured alongside him.

Current Prime Minister Ehud Olmert, subject of a State Comptroller recommendation for an indictment for his political appointments as Minister of Industry, is featured as well. Olmert was the first member of the Sharon government to come out in support of a Gaza withdrawal, despite the fact that Labor party candidate Amram Mitzna lost the election running on that very platform.

Chaim Ramon, who was a longtime backer of a withdrawal from Gaza, and who left the Labor Party to join Sharon’s Kadima, recently resigned from his position as Justice Minister after being indicted for sexual harassment. President Moshe Katzav, who is being investigated on sexual charges, appears as well. Though Katzav was not a vocal backer of the Disengagement, he refused to criticize it prior to its implementation and called on the residents to leave willingly a week before the forced expulsion.

Disengagement Authority chief Yonatan Bassi, a member of a religious kibbutz in the Beit She'an valley, is rumored to have cancer and appears as well. He denies that he is ill, however; see below.Of the security brass who took part in the expulsion, Chief of Staff Dan Halutz was recently humiliated by reports he sold his stock portfolio in the hours leading up to the war in Lebanon, immediately following the kidnapping of two IDF soldiers by Hizbullah.

He is also being blamed for mishandling of the war. Halutz was appointed to his position when IDF Chief of Staff Moshe Yaalon was dismissed ahead of schedule, reportedly due to his muted opposition to the Disengagement Plan.Police Chief Moshe Karadi has been linked to Israel’s Parinion crime family. According to recently released testimony before a governmental commission, the family had a part in Karadi's appointment to the post.

Shai Gefen, a members of the committee, which is affiliated with the Chabad-Lubavitch movement, told Arutz-7 that he does not see the campaign as a provocation. The Hebrew month of Elul is a time of soul-searching, he said. From the perspective of loving our fellow Jews we must make it clear to our leaders that for every retreat there is a price tag, there is Divine retribution.The ad appeared not only in the weekend Haaretz and B’Sheva newspapers, but on banner ads on several other news sites. The ads should act as a warning to Knesset Members and to the prime minister,Gefen said. Ariel Sharon said, in his day, that he is not afraid of anything since his mother lived until the age of 90 – and look what happened to him. So we are just saying to politicians, You have been warned.Gefen said that there are many other examples of misfortune that has befallen IDF generals who participated in the Disengagement. We did not want to dance on the blood of many who have since experienced tragedy in their households – and this is also the reason why we did not outline the punishment that each person received beneath their picture. Let each person understand the matter on his own, in a delicate manner.

Gefen said a number of left-wing organizations tried to term the ad incitement,but I have no idea what the connection is. We are simply stating facts and the pictures speak for themselves.Bassi: I am as Healthy as an OxSpeaking with Arutz-7, Yonatan Bassi said that rumors he is sick with cancer are incorrect.I feel great. As far as any person can attest to their own health: I am as healthy as an ox. The many letters I received from families I assisted in restructuring their lives following the evacuation testify that everything was done in a proper manner. VIENNA, Austria - Iranian and European Union negotiators said Sunday they made progress toward solving the impasse over Tehran's refusal to meet U.N Security Council demands that it freeze uranium enrichment, which can be used to make nuclear
weapons.

The talks in Vienna, which began Saturday, had been given little chance after months of building crisis over enrichment, exacerbated by Tehran's defiance of a U.N. deadline to freeze such activities and a U.S.led push for Security Council sanctions.

But both sides spoke positively of the results and said they would meet again in the coming days.Javier Solana, the senior EU foreign policy official, said the meeting was worth it, while chief Iranian nuclear negotiator Ali Larijani told reporters that many of the misunderstandings were removed.We have reached a common point of view on a number of issues,he said.Both said they would meet next week without disclosing a day or venue. Clarifying their comments later, Solana spokeswoman Cristina Gallach said the two had meant to say they would meet sometime in the week starting Monday.With Solana scheduled to travel to Africa on Monday, however, it was unlikely that the talks would resume before Thursday or Friday.

The meeting had been billed as possibly the last chance for Iran to avoid penalties for rejecting the U.N. Security Council's demand that it stop enriching uranium by Aug. 31.Iran says it wants to develop an enrichment program to generate power. But there are growing concerns it seeks the technology to enrich uranium to weapons-grade for the core of warheads.The talks were focused on seeking common ground for negotiations between six world powers and Iran over its nuclear defiance. While the five permanent Security Council members — the United States, Britain, France, China and Russia — along with Germany have demanded that Iran fully freeze enrichment as a condition for further negotiations, Tehran has steadfastly refused to do so.The six powers agreed on a package of economic and political rewards in June to be offered to Tehran, but only if it stops enrichment before the start of such negotiations, meant to achieve a long-term enrichment moratorium.But the international alliance also warned of punishments, including U.N. sanctions, if Tehran does not halt enrichment.

Iran's package of counterproposals, made Aug. 22, has not been fully disclosed but was initially dismissed as inadequate by leaders of the six-nation alliance, primarily because it made no mention of a pre-negotiation enrichment freeze as those six countries demanded.

Still, both men indicated the gap had been narrowed.

And European officials have suggested that at least some of the six nations were ready to listen if Iran committed itself to an enrichment freeze soon after the start of negotiations instead of as a condition for such talks. The officials, who spoke to The Associated Press on Saturday, requested anonymity in exchange for sharing confidential information.Such readiness would be a blow to U.S.led attempts to hold fast to the demand that Iran freeze enrichment before any talks or face the prospect of Security Council sanctions.One of the officials said Solana discussed the issue with Secretary of State Condoleezza Rice before going into the weekend talks, but declined to offer details.U.S. Undersecretary of State Nicholas Burns said Friday that Washington expected the Security Council to start discussing a draft on sanctions as early as next week, unless Tehran does a lastminute turn and agrees to halt enrichment.

But there might be opposition to that. Russia and China have resisted a quick move to sanctions even though they agree to them as the ultimate punishment. Chinese Premier Wen Jiabao urged the international community not to threaten Iran with economic and other sanctions to resolve the standoff. Wen said Saturday after an EU summit in Finland that diplomacy is a long process and added that to mount pressure or impose sanctions will not necessarily bring about a peaceful solution to the controversy over Tehran's nuclear ambitions.

And French Foreign Minister Philippe Douste-Blazy last week appeared to suggest that the demand to stop enrichment before talks was negotiable, saying: The question is to know at what moment this suspension takes place compared to negotiations. He later appeared to reverse himself, saying in separate comments that suspension ... is an absolute prerequisite for restoring trust and resuming negotiations. A European diplomat told AP such vacillation appeared to reflect that although Britain, France and Germany formally represent the European Union a sizable number of countries within the 25-member EU oppose a quick move to sanctions.

(IsraelNN.com) PA (Palestinian Authority) Chairman Mahmoud Abbas (Abu Mazen) announced on Monday that significant progress has been made in talks and he expects to reach an agreement to form a coalition government with Hamas in the coming days.
Abu Mazen indicated he hopes to sign a deal with PA Prime Minister Ismail Haniyah in the immediate future that would include his Fatah faction in the current Hamas-led administration.

Osama Bin Laden’s group is also believed to have plans to spread its terror tentacles into Palestinian Authority areas in Samaria and Judea.Analysts predict that, should Israel also disengage from those areas known to the world as the West Bank, Al Qaeda and the Iranian-supported Hamas and Hizb’allah organizations will quickly set up shop in Palestine, just minutes from Israel’s cities and towns.Although much – often bloody – enmity rages between Shi’a and Sunni Muslims, both streams converge when it comes to their hatred of Israel and their belief that the Jewish state should be wiped off the map of the Middle East.Neither is this hatred restricted to the so-called fundamentalist members of that religion. Fighting terrorism is priority: European Union

Brussels, Sep 11 (DPA) The European Union (EU) Monday, in a statement marking the fifth anniversary of the Sep 11, 2001 attacks on the US, said while the fight against terrorism is a priority for the bloc, any measures taken must comply with international law.

The EU 'solemnly remembers the many victims, renews its sympathy to their families and friends, and reiterates its condemnation of all forms of terrorism,the EU's Finnish presidency said.Finland currently runs the rotating presidency of the 25-nation bloc.

Terrorism poses a serious threat to our security, to the values of our democratic societies and to the rights and freedoms of people, especially through the indiscriminate targeting of innocent people,the EU said.No cause, no grievance, can justify acts of terrorism, it stressed.The EU vowed to continue cooperation with the US and other partners in fighting terrorism.

However, any measures undertaken to prevent and combat terrorism must comply with obligations under international law, in particular international human rights law, refugee law and international humanitarian law, the EU underlined.In addition, terrorism could only be defeated in the long-term if 'conditions conducive to the spread of terrorism' are successfully tackled, the bloc's statement said.The EU welcomed the recent adoption of the UN global counter-terrorism strategy. NEW YORK (Reuters) - The United States should give the United Nations until the end of the year to reform and then consider cutting back on its U.N. dues if the changes fall short, U.S. Ambassador John Bolton said on Monday.

Is good management and lack of corruption too much to ask for? he asked, calling the United Nations severely challenged from a management and accountability point of view.Bolton made his comments in response to a question after addressing a symposium on the future of the United Nations sponsored by the conservative Hudson Institute.

Egypt, Jordan urge Mideast talks

AMMAN /Egyptian President Hosni Mubarak and Jordan's King Abdullah II have urged an immediate return to peace negotiations between Israel and the Palestinians, after the two leaders held talks in Amman on Sunday.

King Abdullah and President Mubarak highlighted the need to reactivate the peace process between the Palestinians and the Israelis, and said the two parties should sit down at the negotiating table as early as possible,a palace statement said. Their statement came as both Israeli Prime Minister Ehud Olmert and Palestinian leader Mahmud Abbas said they were ready to meet without preconditions, each speaking after talks with British Prime Minister Tony Blair who is touring the region.

The Jordanian and Egyptian leaders said Arab countries need to adopt a common position to support the Palestinian cause and reaffirmed their support for Abbas's efforts to form a national unity government that is capable of assuming its responsibilities.

They added that they reject unilateral solutions which only lead to failure, in an apparent reference to Olmert's prior pledges to unilaterally redraw the borders of the Jewish state by 2010. Abbas has been attempting to form a unity government with the Islamist Hamas movement which rose to power in January's election. The Hamas-led government has faced crippling aid cuts since early this year when the United States and European Union slashed funding over Hamas's refusal to recognise Israel or renounce violence. King Abdullah and Mubarak also affirmed their support for Lebanon's unity and sovereignty and their rejection of any interference in its internal affairs. Sapa-AFP
