WASHINGTON - A U.S. science advisory report says Japan's Fukushima nuclear accident offers a key lesson to the nation's nuclear industry: Focus more on the highly unlikely but worst case scenarios.That means thinking about earthquakes, floods, tsunamis, solar storms, multiple failures and situations that seem freakishly unusual, according to Thursday's National Academy of Sciences report. Those kinds of things triggered the world's three major nuclear accidents."We need to do a soul searching when it comes to the assumptions" of how to deal with worst case events, said University of Southern California engineering professor Najmedin Meshkati, the panel's technical adviser. Engineers should "think about something that could happen once every, perhaps 1,000 years" but that's not really part of their training or nature, he said."You have to totally change your mode of thinking because complacency and hubris is the worst enemy to nuclear safety," Meshkati said in an interview.The report said the 2011 Japanese accident, caused by an earthquake and tsunami, should not have been a surprise. The report says another Japanese nuclear power plant also hit by the tsunami was closer to the quake's fault. But the Onagawa plant wasn't damaged because quakes and flooding were considered when it was built.Onagawa had crucial backup electricity available for when the main power went down, as opposed to Fukushima which had emergency generators in a basement that flooded. Onagawa's operators had "a different mindset" than the executives who ran Fukushima, Meshkati said.The other two nuclear accidents — at Pennsylvania's Three Mile Island and Ukraine's Chornobyl— were caused by multiple system failures.Lee Clarke, a Rutgers University risk expert and author of the book "Worst Cases," criticized the academy's report as too weak. He said the tone of the report made it seem like the accident was unpredictable and caught reasonable people by surprise "and it shouldn't have." But the report itself said the "the Fukushima accident was not a technical surprise."David Lochbaum of the activist group Union of Concerned Scientists said the problem is that federal law financially protects the U.S. nuclear industry from accidents gives utilities little incentive to spend money on low-probability, high-consequence problems.But Nuclear Energy Institute senior vice-president Anthony Pietrangelo said the American nuclear industry has already taken several steps to shore up backup power and deal with natural disasters."We cannot let such an accident happen here," he said in a statement.
Another issue the report raised was about how far radiation may go in a worst case accident.The U.S. Nuclear Regulatory Commission orders plants to have emergency plans for a zone of 10 miles around a nuclear plant. But the academy study said Fukushima showed that "may prove inadequate" if a similar accident happened in the U.S. People nearly 19 miles away in Japan needed protection from radiation. But the committee would not say what would be a good emergency zone.

BRUSSELS - A decision by the EU court earlier this year to scrap a controversial data retention directive may have implications for existing international data agreements and EU proposals under review.“We will have a debate on the question of the compatibility of these international agreements with EU law here in the parliament,” German Green Jan Phillip Albrecht said Wednesday (23 July).At stake are a number of data-sharing agreements with the Americans such as the one requiring airlines to share air passengers' personal details (PNR) with US authorities, and the EU-US terrorist financial tracking programme (TFTP).The European Court of Justice in April ruled that the EU retention directive had violated the rights to privacy and data protection, in part, because no link was made between the data retained and the threat to public security.The court rejected the bulk collection of data of people not suspected of any crime and the amount of time it was stored.But the now-defunct retention directive is not the only EU policy or law that involves the mass collection of data of people not suspected of any crime.A study, commissioned by the European Greens and presented by Albrecht, says the court’s judgement means the European Commission will have to review or renegotiate a number of agreements.It finds that the transfer of undifferentiated bulk data collection and transfer of flight passenger and bank data to the US are not compatible with court’s judgement.“It doesn’t happen very often that a directive is declared void in its entirety and this shows the importance of the case and maybe the initial misjudgement of the EU legislator, in particular the commission, which defended the directive in recent years,” said Franziska Boehm, an assistant professor at the University of Munster, and co-author of the study.One legal argument used by the study is an article in the 2002 e-privacy directive.It states blanket data retention is not possible in the field of communications “except under certain circumstances” and only if compatible with fundamental rights.“We think a review of these agreements and possibly even a renegotiation of these agreements even if it is painful needs to be carried out,” she said.The commission disagrees.A “preliminary assessment” by the Brussels executive suggests other EU-level justice and home affairs laws cannot be compared with the scrapped directive.EU spokesperson Michele Cercone said in an email the air passenger data and financial tracking agreements “provide for effective data protection safeguards”.He said the existing instruments are also “more limited in purpose and scope” and “set out clear rules for the access and use of data.”Some concessions to the ruling could be made when it comes to on-going discussions, he said.He pointed to discussions on the EU’s own air passenger data collection system and the so-called Entry/Exit system where the fingerprints of all visiting non-EU nationals are collected and stored in a database.Albrecht received a similar written reply from EU home affairs commissioner Cecilia Malmstrom in June.Malmstrom said the commission has no intention of terminating the PNR agreements with the US, Canada or Australia regardless of the court’s judgement.“The personal data involved in the processing of PNR (passenger name record) data is less revealing than the types of telecommunications data formally retained under the data retention directive,” she noted.Albrecht, for his part, said the debate would continue in the parliament’s civil liberties committee after the summer break.

Yesterday Pope Francis appointed Bianchi as one of the new consultors of the Pontifical Council for Promoting Christian Unity, the Vatican dicastery led by Cardinal Kurt Koch who is in charge of ecumenical matters. The newly appointed cleric welcomed his nomination with surprise (“I didn’t expect it, he hadn’t told me anything”), predicting a synodal evolution of the Catholic Church; he urged Christians around the world not to leave their brothers and sisters in the Middle East, particularly in Iraq and Syria, alone and emphasized the fact that the various Christian denominations that exist in Ukraine have managed to avoid a “political immersion”.“I didn’t expect this nomination, it caught me by surprise,” Enzo Bianchi says. “The Pope received me in audience last 2 July. The Orthodox Church exercise synodality not supremacy, we Catholics have papal supremacy but we lack synodality. There can be no synodality without supremacy and there can be no supremacy without synodality. This would help create a new style of papal primacy and episcopal government.” A change like this would be practical: the Synod of Bishops has been around since the Second Vatican Council” and the 9-member Council of Cardinals that advise the Pope on Curia reform was the Pope’s idea. In the future, however, there is the possibility of creating “an episcopal organization that assists the Pope in leading the Church without calling papal primacy into question.”Enzo Bianchi, who has dedicated his life to ecumenism, drew attention to “the delicate situation” in Ukraine, where Christian communities are fragmented: “It must be said, however, that all Churches, the various Orthodox Churches, Latin Catholics and Greek Catholics have been intelligent enough not to immerse themselves in politics; this demonstrates a better ecclesial awareness than expected.” In terms of the dramatic situation faced by Christians in the Middle East, Enzo Bianchi said “they need to feel the fraternity and solidarity of fellow Christians.” The Prior of Bose reiterated the importance of an ecumenism of the blood, which Pope Francis had stressed: “I am thinking of the Christians in Iraq and Syria: never before have there been as many martyrs as today and they are Christians of all denominations.
