Province-wide, co-ordinated investigation targets child pornography offenders
ORILLIA, ON, Feb. 2, 2012 /CNW/ - Numerous charges have been laid across Ontario following a massive, coordinated, child pornography investigation by the Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet.At a media conference in Vaughan, OPP Acting Commissioner Scott TOD along with members of the Provincial Strategy's police partners and other participating law enforcement agencies, who were instrumental in bringing this investigation to a successful conclusion, announced details of the investigation.A total of 76 search warrants were executed, resulting in 213 charges against 60 persons, including three (3) young offenders. Charges include Sexual Assault, Child Luring, Possession of Child Pornography, Make Available Child Pornography, Distribution of Child Pornography, Making Child Pornography, and Accessing Child Pornography. In addition, 22 victims have been identified during the investigation. Quantities of drugs and weapons were also seized during the operations.
Members of the OPP Child Sexual Exploitation Unit also took the opportunity to encourage parents and guardians to proactively increase their awareness of Internet safety issues.Additional arrests are pending and additional victims will likely be identified as the investigation continues. The complete list of arrested persons and their respective charges have been appended to this media release (see ADDENDUM - Charged Persons).From August 2006 to February 1, 2012, there have been 16,131 investigations completed by the Provincial Strategy partners and OPP Child Sexual Exploitation Unit. Google quietly revealed earlier this month it will allow censorship in some countries of content on its Blogger service.The move came shortly before Twitter announced it will allow foreign governments to censor specific Tweets.On Jan. 9, Google said that users in some countries accessing the Blogger platform will be redirected to a country-specific Web addresses.For example, if you're in Australia and viewing [blogname].blogspot.com, you might be redirected [blogname].blogspot.com.au,Google explained.The change will allow Google to comply with censorship requests on a per country basis.Migrating to localized domains will allow us to continue promoting free expression and responsible publishing while providing greater flexibility in complying with valid removal requests pursuant to local law,Google wrote.The censored content will still be accessible from other countries.The policy change went mostly unnoticed until TechDows and Wired reported on it Tuesday.

It was there that I stumbled upon a temporary Patriots street sign put in place close to the site of Super Bowl XLVI (appropriately). I then found myself walking into the side gates of the stadium, through intense security which included full body scanners and then down the tunnel onto the field.Although Super Bowl authorities and Homeland Security have announced that pat downs and bag searches will be part of security procedures before the game, they have failed to properly inform the public that x-ray body scanners, linked with cancer risks by numerous prestigious health bodies, will also be in use.Hailing the most technologically protected Super Bowl, Frank Straub, Indianapolis’ director of public safety, said that X-ray machines would be used throughout the stadium, but didn’t specify whether this referred to devices that scanned bags or people.Senator Susan Collins, ranking Republican on the Homeland Security and Governmental Affairs Committee, yesterday introduced a bill that would require an independent study of backscatter x-ray scanners, following the TSA’s about-face on a decision to test the machines. The federal agency also backtracked on a promise to test TSA workers themselves for radiation exposure last month.
Numerous studies conducted by prestigious universities and health authorities, including Johns Hopkins, Columbia University, the University of California, and the Inter-Agency Committee on Radiation Safety, have warned that the x-ray scanners will lead to an increase in cancers.Johns Hopkins’ biophysics expert Dr Michael Love warned that, statistically someone is going to get skin cancer from these X-rays, after conducting a study of the naked body scanners.The Lucas Oil Stadium will be surrounded by a security perimeter that fans will have to clear before they even get to the stadium itself.There will be a security perimeter around the stadium through which all fans must pass before entering the gate,reports Yahoo Sports, adding that fans should not feel self-conscious about getting patted down because this is the world in which we live now.As well as pat downs, bag searches and full body scans, fans are again being encouraged to text in reports of suspicious activity to Homeland Security officials.Trucks making deliveries to the stadium will also be forced to pass through a vehicle x-ray scanner, technology that is now being introduced at US border checkpoints and on regular highways with little regard for the health risks involved.
Last year, the NFL announced its new policy would be to conduct pat downs of all people entering stadiums nationwide, a measure required as a result of NFL’s partnership with the Department of Homeland Security.Homeland Security is also developing technology to be used at security events which purports to monitor malintent on behalf of an individual who passes through a checkpoint. EU blocks German take-over of US stock exchange

BRUSSELS - The European Commission has blocked a merger between Deutsche Boerse and the New York Stock Exchange, the two largest players in trading of derivatives - a financial product said to have helped cause the 2008 financial crisis.The merger would have led to the worsening of conditions for companies trying to access financial instruments and would have harmed the European economy as a whole ... In the end, we had no alternative but to prohibit the merger,EU anti-trust commissioner Joaquin Almunia told press in Brussels on Wednesday (1 February).The decision came as a surprise after EU single market commissioner Michel Barnier earlier voiced reservations on blocking the deal. But Almunia said it was taken by the full college of 27 commissioners without a vote.Derivatives are complex financial products which bet on the performance of underlying loans, mortgages or other financial transactions. Lack of regulation and transparency in the sector is widely seen as a cause of the financial crisis three years ago.Almunia explained the two stock exchange operators - Eurex-DB and Liffe-NYSE - are the biggest competitors on the market, covering over 90 percent of trading in derivatives of European underlyings. The German company would have effectively taken over the New York-based one, as it would have held 60 percent of the new company after the merger.
The main concession the commission had asked for was for the companies to sell either Deutsche Boerse's Eurex or NYSE Euronext's Liffe. But the companies refused either option.For its part, the German firm reacted furiously to Almunia's annuoncement.This is a dark day for Europe and its future competitiveness on global financial markets ... The EU Commission's decision is totally out of touch with reality and is based on a narrow definition of the markets which does not take into account the global nature of the competition on the derivatives markets,Deutsche Boerse said in a statement.But its employees voiced relief because the merger was likely to cause redundancies in Frankfurt. The head of the Deutsche Boerse employee council, Irmgard Busch, told Spiegel magazine she was happy that this mega-project failed.The story is not over yet, with Deutsche Boerse expected to shortly make a bid for the London stock exchange.We'll see more of this in the coming years. Meanwhile, a long-awaited EU law - obliging all derivatives trades to be checked by clearing houses and registered in data bases under national and EU supervision - has hit an impasse.The bill is stuck on a single issue - the mediation powers of the European Markets and Securities Authority (Esma), a newly created EU body based in Paris.EU finance ministers last week agreed that Esma can intervene in disputes on the registration and authorisation of clearing houses when a two thirds majority of national regulators ask for it. MEPs say this makes no sense, because a two-third majority is anyway needed to approve or reject any decision.If they can't agree to it anyway, then why do they have to reach the same majority to ask for mediation? It should be just one country asking for mediation,a parliamentary source told this website.The Danish EU presidency is seeking a compromise deal in the coming week.It is unlikely that Britain will agree to the MEP's request however, as it has already made concessions. Over 720 others were hospitalized with hypothermia and frostbite.Temperatures dropped to minus 30 C (minus 22 F) in some regions, prompting authorities to close schools and nurseries. CAIRO (Reuters) - Arriving in Egypt last year, Julie Hughes had hoped to help write history by aiding the country's new generation of politicians and civil society groups to build a democratic future.Instead, the American director of the National Democratic Institute is under investigation by authorities for funding irregularities at her U.S.-based group and is banned from leaving Egypt, a measure that prompted other activists to seek refuge this week in the U.S. embassy in Cairo.
Her hope for change, inspired by the fall of Hosni Mubarak at the hands of hundreds of thousands of protesting Egyptians, was punctured on December 29 when her offices were raided in connection with an investigation by Egypt's new military rulers.The work of NDI, which is loosely linked to the U.S. Democratic Party, had fallen prey to what Egyptian pro-democracy campaigners say is a war between remnants of Mubarak's inner circle and a rapidly developing civil society.It's a war, some campaigners say, that is more vicious than the one they fought under Mubarak, and it could further sour relations between Cairo and Washington, putting $1.3 billion of annual U.S. military aid in jeopardy.But for the authorities, it is a matter of law; the non-governmental organizations broke it by receiving foreign funding without government approval.For Hughes, the first casualty has been NDI's work with Egypt's budding new political class. That is more than a little heartbreaking for us, Hughes told Reuters at her Cairo home.

A handful of Americans, including a son of a member of President Barack Obama's cabinet, are sheltering behind the fortress-like walls of the U.S. embassy for protection.All employees of U.S.-based non-governmental organizations (NGOs) that have loose links to America's two leading political parties, they say they have been accused of running groups that were not properly licensed in Egypt and receiving foreign funding illegally.A judicial source said on Wednesday the travel ban had been extended to three more Americans, taking the total to 17 U.S. citizens out of a total of 28 foreigners who have been prevented from leaving Egypt. The source expected the release of the probe's results next week.The government has yet to confirm the specific charges, leaving the activists guessing as to what the punishment could be.The groups work on everything from educating voters to advising politicians on how to build a successful coalition.Hughes sums up the euphoria with which many activists arrived in Egypt.It's an honor to be right here now at this point in history: to see history being rewritten and being remade and people grabbing hold of their political future and helping them participate in the democratic transition, she told Reuters.NDI has trained around 14,000 Egyptians in advocacy, voter education and election monitoring since April 1 last year and has brought speakers including former leaders of Poland and Chile, countries with an experience of democratic transitions.But the investigation shows how far Egypt has to go before such organizations can operate as freely as they do in much of the world, highlighting what Egyptian activists describe as the persistence of the Mubarak-era mentality - one of fear of allowing too much debate.Egyptians have also been targeted by the investigation. They accuse the military rulers of trying to row back on democratic reforms by silencing their number.
It is one of the frontlines of the revolution,said Nasser Amin, head of an Egyptian-run organization working to advance judicial independence, which is also being investigated over its legal status.It is the counter revolution that is attacking us.Egyptian activists said the fact that the investigation has been spearheaded by a government minister who served under Mubarak showed it was being pursued in his image.But Faiza Abu el-Naga, minister of international cooperation, who has survived repeated cabinet reshuffles before and after Mubarak was driven out, has said the investigation is simply a matter of law.The rights groups that are being investigated received funds from abroad without government knowledge and in violation of the law,she told a news conference on the subject.Some political analysts said the steps were being orchestrated by the ruling generals to try to secure leverage over Washington while rallying support around anti-American sentiment and undermining the reputation of their most vocal critics in the Egyptian-led NGO community.But the generals will be careful not to lose the $1.3 billion in aid they get yearly in return for Egypt becoming the first Arab state to sign a peace treaty with Israel in 1979.Congress has approved this year's payout, but it has also set conditions, including requiring that Secretary of State Hillary Clinton certify the Egyptian government is supporting the transition.For now, Pentagon officials said the alliance with Egypt was still on solid ground.

TOO MUCH FOREIGN MONEY
Some Egyptian media have said American money poured into NGOs last year, proving there was a plot to subvert the course of change in Egypt.The U.S. ambassador to Cairo had spoken of close to $40 million invested in organizations including NDI and the International Republican Institute, an NGO affiliated with the Republican Party which is also under investigation.Hafez Abou Saeda, chairman of the Egyptian Organisation for Human Rights, said the state's aim was to sway public opinion against the pro-democracy movement.It is using this card to influence domestic opinion: to give the impression that the whole revolution is a foreign product,he told Reuters.Abu Saeda's organization has faced no formal accusations in the current investigation, though he said his bank accounts were examined by investigators as part of the probe.The case has a sense of deja vu for him. He was jailed in 1998, accused of receiving foreign funds to write a report in which he documented cases of torture by the security forces.Instead of putting the officers on trial, they arrested me and put me on trial and said I had received foreign funds to distort the image of the country,said Abu Saeda.It's always the issue of foreign funding that is used to defame the rights movement in Egypt,he said, adding that his organization gets most of its funds from the European Union.
OLD REGIME REMAINS
The restrictions placed on NGOs over the years have encouraged many to register their organizations in other ways.The Arab Center for the Independence of the Judiciary and the Legal Profession, the organization led by Amin, has been registered as a not-for-profit company since it was set up in 1997.All of a sudden they have discovered that we have been working for 15 years without an (NGO) license,he said from his organization's office overlooking the Nile, describing being questioned for seven hours on Monday over the group's legal status and funding.
His 11th-floor office was among those raided on December 29 by investigators who confiscated documents and computers. Staff were still using their own laptops on Tuesday because the equipment had yet to be returned.Amin said it was the return of the old days. ATHENS (Reuters) - Greece's prime minister will call the country's political leaders in the next few days to seek backing for more austerity after the International Monetary Fund warned this was key to securing the new bailout Athens needs to avoid a messy default.With a long-delayed deal with private sector creditors to cut Greece's debt mountain by 100 billion euros nearly wrapped up, the government is now racing to complete talks on the 130-billion euro ($170.18 billion) bailout by the end of the week.To do so, Athens must first persuade the European Union and the IMF - which have grown increasingly exasperated with its repeated failures to meet deficit and reform targets - that it will implement long-delayed reforms and slash spending further.Bankers said the bond swap deal, which will mean real losses of about 70 percent for Greek bond holders, is essentially done. But the second bailout and any official sector participation must be agreed before announcing a deal as all elements are interlinked.The PSI (private sector participation) deal has been done but we are waiting for the second bailout to come together and no announcements should be expected before Monday, said a senior Greek banker close to the negotiations. The coupon is under 4 percent.ECB action to further reduce the burden is seen as imperative and is proving a sticking point.The Insitute of International Finance, which represents banks and insurers in the debt swap talks, said constructive discussions continued and that it hoped various elements of the Greek rescue package would come together in the coming days.The prospect of elections as early as April complicates the talks with lenders, with political leaders in Prime Minister Lucas Papademos's coalition eager to distance themselves from any cuts that herald more pain for ordinary Greeks.
Antonis Samaras, whose conservative party shares power in the coalition, has rejected any further austerity, saying it risked plunging Greece even deeper into recession. Several lawmakers from all three major parties have said the same.This worries Greece's lenders, who want to make sure Athens will deliver this time.
We need assurances that whoever is in power after the election and reasonably wishes to make some changes in economic policy will make sure they are in line with the targets and the basic framework of the agreement,Poul Thomsen, the head of the IMF's mission for Greece, told daily Kathimerini on Wednesday.Government spokesman Pantelis Kapsis said Papademos would convene the conservative, socialist and far-right leaders in the coming days to ask them to back any deal but gave no date.
The meeting of the political leaders is crucial,Kapsis told reporters. In order to have a final deal, we first need to have a meeting of political leaders.
WAGE CUTS
Thomsen, who is in Athens to negotiate the new bailout together with a troika of senior EU and ECB officials, said the minimum wage level may have to be lowered and holiday bonuses cut to make Greece's firms more competitive. Athens may also have to fire civil servants, he said in the interview, though the bulk of savings in the public sector payroll will come from retirements.These demands are hotly contested in Greece. Labor unions have rejected cutting the minimum wage and slashing holiday bonuses and are seeking, together with employers, other ways to cut labor costs.It's all down to whether the Greeks manage to convince the troika that they will implement the necessary austerity measures,said a source close to the negotiations.
Thomsen also called for a new policy mix, which could help get political parties on board.We will have to slow down a little as far as fiscal adjustment is concerned and move faster - much faster - with implementing reforms,he said, adding that there are limits to what society can take.
RECESSION
More reforms and slower deficit reduction would be a policy shift compared with the country's first 110-billion euro bailout, which relied heavily on tax increases and less on spending cuts and which some economists blame for social unrest and the country's worst post-war recession.Greece has been dragged deeper into recession since it was first rescued by the EU and IMF in May 2010.The economy is set to contract by at least 3 percent this year, while Greece's lenders projected it would grow by 1.1 percent when they drafted the first bailout. Athens blames the deeper-than-expected recession for its failure to meet deficit targets while the lenders point to the delays on reforms.In a sign of Greece's economic struggles, manufacturing remained in deep recession in January with a record drop in production and a sharp decline in new orders leading to more job losses, a survey showed on Wednesday. Production fell at a record pace as new order volumes and work backlogs continued to decline sharply, the Markit survey showed.Some analysts said Thomsen's suggested policy switch would not work unless Greece's lenders, including the IMF, increase their aid for Greece above the 130 billion euro mark.It makes sense to put the emphasis on structural reforms and less on deficit reduction but this strategy will mean that Greece needs extra support and, at the moment, I don't see anybody willing to do that,said Christoph Weil, a Frankfurt-based economist at Commerzbank.
Greece's lenders have demanded it make extra spending cuts worth about 1 percent of GDP - or just above 2 billion euros - this year, including big cuts in defense and health spending. Thomsen said he was optimistic a deal would be done in days.Greek bank shares jumped after both the finance minister and Thomsen indicated that banks would escape nationalization when they are recapitalized.($1 = 0.7639 euros)

MEXICO CITY (AP) — A missionary couple from Texas were slain in their home outside the violence-plagued northern industrial city of Monterey, the U.S. Embassy and their family said Wednesday.The embassy identified the couple as John and Wanda Casias.Valerie Alirez, the eldest child of John Casias, told The Associated Press from her home in Greeley, Colorado, that one of her brothers found her father and stepmother Tuesday dead in their home in Santiago, Nuevo Leon.The family was originally from Amarillo, Texas, but relatives said John and Wanda Casias moved to Mexico in the late 1970s or early 1980s and made it their home.John Casias was a Baptist preacher and the couple ran the First Fundamentalist Independent Baptist Church in Santiago, Alirez said.Her brother, Shawn Casias, who lives in Monterrey, said he went to his parents' home around 4 p.m. Tuesday to pick up a trailer. After he had hooked up the trailer outside he went into the home to say goodbye. He said he found Wanda Casias lying on the floor with an electrical cord around her neck and a gash from a blunt object on her head.Missing from the house were a couple of computers, a plasma television and a safe that had been chiseled out of the wall.
The couple's Chevrolet Suburban was also missing, and Casias said he initially thought his father had been kidnapped.But about four or five hours later, he said, a forensic investigator informed him that his father's body had been found in a storage room of a small building on the property. His father also had an electrical cord around his neck.Casias said a sister-in-law in Dallas had spoken to their mother around 11 a.m. Tuesday and everything was fine. So he believes there was about a five-hour window when the killings could have occurred before he showed up.
He said the killers did not take everything they could have, leaving two of the three TV sets. He said perhaps they were warned that he was coming, because anyone watching the winding road approaching the home could have alerted them.They're scum. They're not sophisticated,he said.Speaking from his parents' home, Casias said the house was burglarized two years ago when the couple were on one of their periodic visits to the United States to talk at churches about their work in Mexico.We're convinced that it's somebody he knew,Casias said of the killers. Following the announcement that a third US aircraft carrier, the USS Enterprise, would be heading to patrol waters near the Strait of Hormuz in March, it has also been revealed that the nuclear submarine USS Annapolis and the destroyer USS Momsen are also likely to heading towards the Persian Gulf in the build up to a possible attack on Iran.Two ships of the US Navy, the nuclear submarine USS Annapolis and the destroyer USS Momsen have passed through the Suez Canal into the Red Sea. Although their destination is confidential, they are now getting dangerously close to the Persian Gulf, reports RT, citing Interfax News Agency.With the likely destination of the two ships being the U.S. Fifth Fleet area of operations, they will be joined next month by the USS Enterprise, the third aircraft carrier to be stationed in the region along with the USS Vinson and the USS Abraham Lincoln. The US also has a 15,000-men force deployed in Kuwait comprising of an expeditionary marine battalion and an amphibious landing group. British and French warships are also acting as escorts to the US aircraft carriers.
What all this means is that the United States will have a massive naval presence just off Iranian waters to coincide with rhetoric concerning an attack reaching a crescendo. Earlier today a prominent bipartisan think tank, ostensibly a front for the US military-industrial complex, called on the Obama administration to increase pressure on Iran by sending even more naval firepower to the tense region.The US is currently conducting its biggest naval exercises in over a decade. The Bold Alligator joint Navy and Marine Corps exercise, taking place off the coast of Virginia and North Carolina, is clearly geared towards simulating a naval conflict with Iranian forces despite official claims to the contrary.Navy and Marine forces involved with the exercise will work scenarios involving mine warfare, countering small boat attacks and other irregular threats and fighting in shallow coastal waters, (Command chief Adm. John) Harvey pointed out. Those threats, among others, are the hallmarks of Iranian naval forces, reports AOL News.Iran’s repeated threats to close the Strait of Hormuz, a key oil choke point, have led many to speculate that the trigger for a military assault aimed at destroying Iran’s nuclear enrichment facilities could happen in the waters of the Persian Gulf.Tehran is set to conduct more naval exercises in the Strait later this month. Experts estimate that around 1,000 mines would be required to block the 55km wide passage and that Iran’s Revolutionary Guards have already stockpiled 2,000 mines for that very purpose.

EU blocks German take-over of US stock exchange

BRUSSELS - The European Commission has blocked a merger between Deutsche Boerse and the New York Stock Exchange, the two largest players in trading of derivatives - a financial product said to have helped cause the 2008 financial crisis.The merger would have led to the worsening of conditions for companies trying to access financial instruments and would have harmed the European economy as a whole ... In the end, we had no alternative but to prohibit the merger,EU anti-trust commissioner Joaquin Almunia told press in Brussels on Wednesday (1 February).The decision came as a surprise after EU single market commissioner Michel Barnier earlier voiced reservations on blocking the deal. But Almunia said it was taken by the full college of 27 commissioners without a vote.Derivatives are complex financial products which bet on the performance of underlying loans, mortgages or other financial transactions. Lack of regulation and transparency in the sector is widely seen as a cause of the financial crisis three years ago.Almunia explained the two stock exchange operators - Eurex-DB and Liffe-NYSE - are the biggest competitors on the market, covering over 90 percent of trading in derivatives of European underlyings. The German company would have effectively taken over the New York-based one, as it would have held 60 percent of the new company after the merger.
The main concession the commission had asked for was for the companies to sell either Deutsche Boerse's Eurex or NYSE Euronext's Liffe. But the companies refused either option.For its part, the German firm reacted furiously to Almunia's annuoncement.This is a dark day for Europe and its future competitiveness on global financial markets ... The EU Commission's decision is totally out of touch with reality and is based on a narrow definition of the markets which does not take into account the global nature of the competition on the derivatives markets,Deutsche Boerse said in a statement.But its employees voiced relief because the merger was likely to cause redundancies in Frankfurt. The head of the Deutsche Boerse employee council, Irmgard Busch, told Spiegel magazine she was happy that this mega-project failed.The story is not over yet, with Deutsche Boerse expected to shortly make a bid for the London stock exchange.We'll see more of this in the coming years. Meanwhile, a long-awaited EU law - obliging all derivatives trades to be checked by clearing houses and registered in data bases under national and EU supervision - has hit an impasse.The bill is stuck on a single issue - the mediation powers of the European Markets and Securities Authority (Esma), a newly created EU body based in Paris.EU finance ministers last week agreed that Esma can intervene in disputes on the registration and authorisation of clearing houses when a two thirds majority of national regulators ask for it. MEPs say this makes no sense, because a two-third majority is anyway needed to approve or reject any decision.If they can't agree to it anyway, then why do they have to reach the same majority to ask for mediation? It should be just one country asking for mediation,a parliamentary source told this website.The Danish EU presidency is seeking a compromise deal in the coming week.It is unlikely that Britain will agree to the MEP's request however, as it has already made concessions. The UK moved from from a three-quarter to a two-third majority on mediation and accepted that Esma's decisions should be binding.

Ukraine says death toll from cold weather at 43

KIEV, Ukraine (AP) — Ukrainian officials say the death toll from a severe cold spell that has hit Eastern Europe has risen to 43 people, most of them homeless.The Emergency Situations Ministry said Wednesday that 28 people were found dead on the streets, eight died in hospitals and seven in their homes. Over 720 others were hospitalized with hypothermia and frostbite.Temperatures dropped to minus 30 C (minus 22 F) in some regions, prompting authorities to close schools and nurseries. The cold spell also caused power outages and blocked traffic.Authorities have deployed over 1,730 heating shelters across the country where the homeless people can get warm and eat.

Deaths mount as Russia resists UN drive on Syria

Fresh bloodshed swept Syria on Wednesday as the West and Arab League kept up their push for quick UN action to stop the regime's killing machine, but holdout Russia vowed to veto any unacceptable proposal.Wrangling at the United Nations came as fierce clashes across Syria killed 59 people, mostly civilians, the Syrian Observatory for Human Rights said.In New York, Western diplomats were to try again to persuade Russia to back a tough UN Security Council resolution condemning the violence, diplomats told AFP.We can hope that Russia has understood the message but for now there is no notable progress,one said, while noting some slight signs of flexibility from Moscow.US Secretary of State Hillary Clinton said Security Council members had to decide whether to side with the Syrian people or a brutal dictatorship.Every member of the council has to make a decision: Whose side are you on? she told reporters in response to a question about Russian opposition to an Arab- and Western-backed resolution condemning President Bashar al-Assad.Are you on the side of the Syrian people? Are you on the side of the Arab League? the chief US diplomat asked.Or are you on the side of a brutal dictatorial regime? Each country will have to be mulling that over and making a decision.Earlier on Wednesday, Russian Deputy Foreign Minister Gennady Gatilov appeared to snuff out hopes of a quick vote.
Attempts are being made to find a text that is acceptable to all sides and would help find a political solution for the situation in Syria. Therefore there is going to be no vote in the next days,he told Interfax news agency.But French Foreign Minister Alain Juppe said in Paris Russia had a less negative attitude towards a Security Council resolution and later acknowledged that a vote could take place perhaps next week.For the first time, the attitude of Russia and the BRICS (China, India and South Africa on the Security Council) is less negative,Juppe told MPs.The draft resolution, introduced by Morocco, calls for the formation of a unity government leading to transparent and free elections.It stresses that there will be no foreign military intervention in Syria as there was in Libya, which helped to topple Moamer Kadhafi.In Rabat, Foreign Minister Youssef Amrani said that Morocco, the only Arab country currently on the Security Council, was committed with all our partners to achieving a consensus on this resolution.On Tuesday, Qatari Prime Minister Sheikh Hamad bin Jassim Al-Thani told the Council that bloodshed continued as the Assad regime cracked down on its opponents and that the killing machine is still at work.Russia, a long-standing Assad ally and one of his top arms suppliers, has declared that the UN body does not have the authority to impose a resolution that calls for regime change in Syria, a position supported by China.If the text is unacceptable then we will vote against,Russia's UN envoy Vitaly Churkin was quoted as saying by the RIA Novosti news agency.

Egypt's war on democracy threatens U.S.-ties

CAIRO (Reuters) - Arriving in Egypt last year, Julie Hughes had hoped to help write history by aiding the country's new generation of politicians and civil society groups to build a democratic future.Instead, the American director of the National Democratic Institute is under investigation by authorities for funding irregularities at her U.S.-based group and is banned from leaving Egypt, a measure that prompted other activists to seek refuge this week in the U.S. embassy in Cairo.
Her hope for change, inspired by the fall of Hosni Mubarak at the hands of hundreds of thousands of protesting Egyptians, was punctured on December 29 when her offices were raided in connection with an investigation by Egypt's new military rulers.The work of NDI, which is loosely linked to the U.S. Democratic Party, had fallen prey to what Egyptian pro-democracy campaigners say is a war between remnants of Mubarak's inner circle and a rapidly developing civil society.It's a war, some campaigners say, that is more vicious than the one they fought under Mubarak, and it could further sour relations between Cairo and Washington, putting $1.3 billion of annual U.S. military aid in jeopardy.But for the authorities, it is a matter of law; the non-governmental organizations broke it by receiving foreign funding without government approval.For Hughes, the first casualty has been NDI's work with Egypt's budding new political class. That is more than a little heartbreaking for us, Hughes told Reuters at her Cairo home.

A handful of Americans, including a son of a member of President Barack Obama's cabinet, are sheltering behind the fortress-like walls of the U.S. embassy for protection.All employees of U.S.-based non-governmental organizations (NGOs) that have loose links to America's two leading political parties, they say they have been accused of running groups that were not properly licensed in Egypt and receiving foreign funding illegally.A judicial source said on Wednesday the travel ban had been extended to three more Americans, taking the total to 17 U.S. citizens out of a total of 28 foreigners who have been prevented from leaving Egypt. The source expected the release of the probe's results next week.The government has yet to confirm the specific charges, leaving the activists guessing as to what the punishment could be.The groups work on everything from educating voters to advising politicians on how to build a successful coalition.Hughes sums up the euphoria with which many activists arrived in Egypt.It's an honor to be right here now at this point in history: to see history being rewritten and being remade and people grabbing hold of their political future and helping them participate in the democratic transition, she told Reuters.NDI has trained around 14,000 Egyptians in advocacy, voter education and election monitoring since April 1 last year and has brought speakers including former leaders of Poland and Chile, countries with an experience of democratic transitions.But the investigation shows how far Egypt has to go before such organizations can operate as freely as they do in much of the world, highlighting what Egyptian activists describe as the persistence of the Mubarak-era mentality - one of fear of allowing too much debate.Egyptians have also been targeted by the investigation. They accuse the military rulers of trying to row back on democratic reforms by silencing their number.
It is one of the frontlines of the revolution,said Nasser Amin, head of an Egyptian-run organization working to advance judicial independence, which is also being investigated over its legal status.It is the counter revolution that is attacking us.Egyptian activists said the fact that the investigation has been spearheaded by a government minister who served under Mubarak showed it was being pursued in his image.But Faiza Abu el-Naga, minister of international cooperation, who has survived repeated cabinet reshuffles before and after Mubarak was driven out, has said the investigation is simply a matter of law.The rights groups that are being investigated received funds from abroad without government knowledge and in violation of the law,she told a news conference on the subject.Some political analysts said the steps were being orchestrated by the ruling generals to try to secure leverage over Washington while rallying support around anti-American sentiment and undermining the reputation of their most vocal critics in the Egyptian-led NGO community.But the generals will be careful not to lose the $1.3 billion in aid they get yearly in return for Egypt becoming the first Arab state to sign a peace treaty with Israel in 1979.Congress has approved this year's payout, but it has also set conditions, including requiring that Secretary of State Hillary Clinton certify the Egyptian government is supporting the transition.For now, Pentagon officials said the alliance with Egypt was still on solid ground.
There are going to be differences of opinion. There were before the popular revolution there ... Part of what makes a relationship a relationship is the ability to continue to discuss and try to find a way to move forward even beyond the differences you might share,Pentagon spokesman Captain John Kirby said in Washington.
On a visit to Cairo, Michael Posner, the U.S. State Department's top human rights official, urged Egypt to resolve the NGO issue. And it will almost certainly be discussed in Washington, where an Egyptian military team is visiting.
TOO MUCH FOREIGN MONEY
Some Egyptian media have said American money poured into NGOs last year, proving there was a plot to subvert the course of change in Egypt.The U.S. ambassador to Cairo had spoken of close to $40 million invested in organizations including NDI and the International Republican Institute, an NGO affiliated with the Republican Party which is also under investigation.Hafez Abou Saeda, chairman of the Egyptian Organisation for Human Rights, said the state's aim was to sway public opinion against the pro-democracy movement.It is using this card to influence domestic opinion: to give the impression that the whole revolution is a foreign product,he told Reuters.Abu Saeda's organization has faced no formal accusations in the current investigation, though he said his bank accounts were examined by investigators as part of the probe.The case has a sense of deja vu for him. He was jailed in 1998, accused of receiving foreign funds to write a report in which he documented cases of torture by the security forces.Instead of putting the officers on trial, they arrested me and put me on trial and said I had received foreign funds to distort the image of the country,said Abu Saeda.It's always the issue of foreign funding that is used to defame the rights movement in Egypt,he said, adding that his organization gets most of its funds from the European Union.
OLD REGIME REMAINS
The restrictions placed on NGOs over the years have encouraged many to register their organizations in other ways.The Arab Center for the Independence of the Judiciary and the Legal Profession, the organization led by Amin, has been registered as a not-for-profit company since it was set up in 1997.All of a sudden they have discovered that we have been working for 15 years without an (NGO) license,he said from his organization's office overlooking the Nile, describing being questioned for seven hours on Monday over the group's legal status and funding.
His 11th-floor office was among those raided on December 29 by investigators who confiscated documents and computers. Staff were still using their own laptops on Tuesday because the equipment had yet to be returned.Amin said it was the return of the old days. Greek PM seeks backing for reforms key to bailout

ATHENS (Reuters) - Greece's prime minister will call the country's political leaders in the next few days to seek backing for more austerity after the International Monetary Fund warned this was key to securing the new bailout Athens needs to avoid a messy default.With a long-delayed deal with private sector creditors to cut Greece's debt mountain by 100 billion euros nearly wrapped up, the government is now racing to complete talks on the 130-billion euro ($170.18 billion) bailout by the end of the week.To do so, Athens must first persuade the European Union and the IMF - which have grown increasingly exasperated with its repeated failures to meet deficit and reform targets - that it will implement long-delayed reforms and slash spending further.Bankers said the bond swap deal, which will mean real losses of about 70 percent for Greek bond holders, is essentially done. But the second bailout and any official sector participation must be agreed before announcing a deal as all elements are interlinked.The PSI (private sector participation) deal has been done but we are waiting for the second bailout to come together and no announcements should be expected before Monday, said a senior Greek banker close to the negotiations. The coupon is under 4 percent.ECB action to further reduce the burden is seen as imperative and is proving a sticking point.The Insitute of International Finance, which represents banks and insurers in the debt swap talks, said constructive discussions continued and that it hoped various elements of the Greek rescue package would come together in the coming days.The prospect of elections as early as April complicates the talks with lenders, with political leaders in Prime Minister Lucas Papademos's coalition eager to distance themselves from any cuts that herald more pain for ordinary Greeks.
Antonis Samaras, whose conservative party shares power in the coalition, has rejected any further austerity, saying it risked plunging Greece even deeper into recession. Several lawmakers from all three major parties have said the same.This worries Greece's lenders, who want to make sure Athens will deliver this time.
We need assurances that whoever is in power after the election and reasonably wishes to make some changes in economic policy will make sure they are in line with the targets and the basic framework of the agreement,Poul Thomsen, the head of the IMF's mission for Greece, told daily Kathimerini on Wednesday.Government spokesman Pantelis Kapsis said Papademos would convene the conservative, socialist and far-right leaders in the coming days to ask them to back any deal but gave no date.

WAGE CUTS
Thomsen, who is in Athens to negotiate the new bailout together with a troika of senior EU and ECB officials, said the minimum wage level may have to be lowered and holiday bonuses cut to make Greece's firms more competitive. Athens may also have to fire civil servants, he said in the interview, though the bulk of savings in the public sector payroll will come from retirements.These demands are hotly contested in Greece. Athens blames the deeper-than-expected recession for its failure to meet deficit targets while the lenders point to the delays on reforms.In a sign of Greece's economic struggles, manufacturing remained in deep recession in January with a record drop in production and a sharp decline in new orders leading to more job losses, a survey showed on Wednesday. Production fell at a record pace as new order volumes and work backlogs continued to decline sharply, the Markit survey showed.Some analysts said Thomsen's suggested policy switch would not work unless Greece's lenders, including the IMF, increase their aid for Greece above the 130 billion euro mark.It makes sense to put the emphasis on structural reforms and less on deficit reduction but this strategy will mean that Greece needs extra support and, at the moment, I don't see anybody willing to do that,said Christoph Weil, a Frankfurt-based economist at Commerzbank.
Greece's lenders have demanded it make extra spending cuts worth about 1 percent of GDP - or just above 2 billion euros - this year, including big cuts in defense and health spending. Thomsen said he was optimistic a deal would be done in days.Greek bank shares jumped after both the finance minister and Thomsen indicated that banks would escape nationalization when they are recapitalized.($1 = 0.7639 euros)

MEXICO CITY (AP) — A missionary couple from Texas were slain in their home outside the violence-plagued northern industrial city of Monterey, the U.S. Embassy and their family said Wednesday.The embassy identified the couple as John and Wanda Casias.Valerie Alirez, the eldest child of John Casias, told The Associated Press from her home in Greeley, Colorado, that one of her brothers found her father and stepmother Tuesday dead in their home in Santiago, Nuevo Leon.The family was originally from Amarillo, Texas, but relatives said John and Wanda Casias moved to Mexico in the late 1970s or early 1980s and made it their home.John Casias was a Baptist preacher and the couple ran the First Fundamentalist Independent Baptist Church in Santiago, Alirez said.Her brother, Shawn Casias, who lives in Monterrey, said he went to his parents' home around 4 p.m. Tuesday to pick up a trailer. After he had hooked up the trailer outside he went into the home to say goodbye. He said he found Wanda Casias lying on the floor with an electrical cord around her neck and a gash from a blunt object on her head.Missing from the house were a couple of computers, a plasma television and a safe that had been chiseled out of the wall.
The couple's Chevrolet Suburban was also missing, and Casias said he initially thought his father had been kidnapped.But about four or five hours later, he said, a forensic investigator informed him that his father's body had been found in a storage room of a small building on the property. His father also had an electrical cord around his neck.Casias said a sister-in-law in Dallas had spoken to their mother around 11 a.m. Tuesday and everything was fine. So he believes there was about a five-hour window when the killings could have occurred before he showed up.
He said the killers did not take everything they could have, leaving two of the three TV sets. He said perhaps they were warned that he was coming, because anyone watching the winding road approaching the home could have alerted them.They're scum. Following the announcement that a third US aircraft carrier, the USS Enterprise, would be heading to patrol waters near the Strait of Hormuz in March, it has also been revealed that the nuclear submarine USS Annapolis and the destroyer USS Momsen are also likely to heading towards the Persian Gulf in the build up to a possible attack on Iran.Two ships of the US Navy, the nuclear submarine USS Annapolis and the destroyer USS Momsen have passed through the Suez Canal into the Red Sea. Although their destination is confidential, they are now getting dangerously close to the Persian Gulf, reports RT, citing Interfax News Agency.With the likely destination of the two ships being the U.S. Fifth Fleet area of operations, they will be joined next month by the USS Enterprise, the third aircraft carrier to be stationed in the region along with the USS Vinson and the USS Abraham Lincoln. The US also has a 15,000-men force deployed in Kuwait comprising of an expeditionary marine battalion and an amphibious landing group. British and French warships are also acting as escorts to the US aircraft carriers.
What all this means is that the United States will have a massive naval presence just off Iranian waters to coincide with rhetoric concerning an attack reaching a crescendo. Earlier today a prominent bipartisan think tank, ostensibly a front for the US military-industrial complex, called on the Obama administration to increase pressure on Iran by sending even more naval firepower to the tense region.The US is currently conducting its biggest naval exercises in over a decade. The Bold Alligator joint Navy and Marine Corps exercise, taking place off the coast of Virginia and North Carolina, is clearly geared towards simulating a naval conflict with Iranian forces despite official claims to the contrary.Navy and Marine forces involved with the exercise will work scenarios involving mine warfare, countering small boat attacks and other irregular threats and fighting in shallow coastal waters, (Command chief Adm. John) Harvey pointed out. Those threats, among others, are the hallmarks of Iranian naval forces, reports AOL News.Iran’s repeated threats to close the Strait of Hormuz, a key oil choke point, have led many to speculate that the trigger for a military assault aimed at destroying Iran’s nuclear enrichment facilities could happen in the waters of the Persian Gulf.Tehran is set to conduct more naval exercises in the Strait later this month. Experts estimate that around 1,000 mines would be required to block the 55km wide passage and that Iran’s Revolutionary Guards have already stockpiled 2,000 mines for that very purpose.

BRUSSELS - The Czech Republic's decision to not sign up to a new fiscal discipline treaty given the nod by EU leaders on Monday (30 January) has caused parties in the ruling coalition to lock horns - but the intergovernmental pact is proving controversial elsewhere too.Francois Hollande has pledged to re-negotiate the treaty if he wins (Photo: Francois Hollande)This really harms the Czech Republic,foreign minister Karel Schwarzenberg said on Tuesday. That much is clear to everyone, while our stance is absolutely unclear to everyone,the leader of the Top09 party, a junior partner in the centre-right coalition led by Prime Minister Petr Necas, added.Necas' own party, the right-wing Civic Democrats, are aligned with the country's eurosceptic president Vaclav Klaus, who has said he will not sign the pact.The eurosceptic president already delayed the ratification of the Lisbon Treaty by withholding his signature back in 2009.Prague's internal divisions were well known to those around the EU negotiating table.If Schwarzenberg becomes president, maybe things will change,one EU politician quipped.
At a press conference after the summit, Necas himself did not rule out that his country may join the treaty at a later stage - an allusion to the fact that Klaus will step down after March 2013 elections.But once back in Prague on Tuesday, Necas defended his stance and said Schwarzenberg's statement is extremely ill thought-out. He noted that the pact is a big step towards a fiscal union - something Czechs did not vote for when they voted on EU membership in 2003.One of the three reasons Necas gave for his opposition to the treaty was the complicated ratification procedure.
Referendum calls
Meanwhile, the new treaty has met with calls for referendums in Ireland and Denmark.
Fianna Fail, the former ruling party in Ireland, on Tuesday joined other opposition groups in calling for a plebiscite.The government itself has asked Ireland's attorney general for a legal opinion, even though the language of the treaty has been crafted so as to avoid referendums.The opposition has pledged to take the matter to court if the attorney general says a referendum is not required.Eurosceptic parties on the left and right of the political spectrum in Denmark, a non-euro country which signed up to the pact, have also called for popular votes.The majority of parliament is in favour of the pact however, while a Gallup poll showed on Tuesday that 56 percent of Danes favour the treaty, with just 27 percent against.
French challenge
In France, the frontrunner for the April presidential elections, Socialist candidate Francois Hollande, is also making waves with his pledge to re-negotiate the treaty if he wins.Hollande wants an increased role for the European Central Bank, the creation of eurobonds and a European financial transaction tax.His position has prompted a debate in French political circles about whether the treaty can be re-opened after the current French President Nicolas Sarkozy signs it in March, as expected.The intergovernmental pact came about after Britain vetoed a change to the EU Treaty proper.The treaty is widely seen as part of a grand political strategy to enable Berlin to push through measures to raise its contrbution to EU bail-out funds.
According to the Financial Times Deutschland, the plan is to increase the firepower of the bail-out funds from the current €1 trillion to €1.5 trillion.EU leaders will come back to the money issue on 1 when they meet in Brussels for another summit - the 15th since the crisis began.
Russia cuts EU gas, blames cold weather

BRUSSELS - Gazprom has begun cutting gas supplies to the EU in order to meet higher demand in Russia caused by severe cold weather.Italy said on Tuesday (31 January) that volumes dropped by 10 percent but that its underground gas reserves are 65 percent full and that it can pull in extra volumes from Algeria, the Netherlands, Norway and liquid gas markets.It is not a crisis ... there is no shortage of gas in Italy, European Commission spokeswoman Marlene Holzener told EUobserver on Wednesday morning.She noted that gas flows are so far normal in EU countries which depend more heavily on Russia, such as Hungary, Poland and Slovakia. She also said Gazprom expects to increase output in just a couple of days.Temperatures fell below minus 30 degrees Celsius at night in eastern Europe at the weekend and are forecast to stay low all week.The weather has killed dozens of people: about 30 in Ukraine; 15 in Poland; eight in Romania; five in Bulgaria; three in Serbia; and one in the Czech Republic. The dead are mostly homeless or old people. But in the Czech Republic, the victim was a 26-year-old man found in a field.The Italy gas cut is a reminder of EU vulnerability to Russian gas decisions.A price dispute between Russia and Ukraine - Gazprom's main transit route to the Union - in the winter of 2009/2010 caused massive shortages in former Communist EU members.The two sides met on January 16 in a fresh dispute which also threatens to get nasty.Russia wants Ukraine to pay $416 per thousand cubic metres of gas and to buy at least 52 billion cubic metres (bcm) a month. But Ukraine is aiming for $250 and 27 bcm.
The talks have a geopolitical dimension.
The EU and US are trying to pull Ukraine into their sphere of influence. But Russia wants it to quit the so-called European Energy Community and a draft EU free trade agreement in favour of joining its customs union. It also wants control of Ukraine's pipeline network - a strategic asset.If, as one hears in Ukraine, the gas transport system is a historical treasure, its place, apparently, is in a museum, Gazprom CEO Alexei Miller said last week.
Dutch minister: Border cameras do not break EU law

BRUSSELS - The Dutch interior minister has told Brussels his new border cameras will catch illegal immigrants without breaking EU rules.Gerd Leers defended the project - which has already seen military-grade surveillance technology installed on main roads from Belgium and Germany - in a letter sent to the European Commission on Friday (27 January) and seen by EUobserver.Citing chapter and verse of the EU's Schengen code on passport-free travel, the Charter of Fundamental Rights, the Dutch constitution, its so-called Aliens Act and the privacy rules of its data protection regulator, he said the cameras are an alternative to more invasive policing.He noted that under Schengen internal borders should be crossed freely and in an unhindered way,meaning that physical checks in border areas are [currently] carried out at random.But the new system will ensure that the military police will run samples at the right time and right place as effectively as possible ... minimising the number of people of good faith who are needlessly harassed.The cameras normally work by storing data on which models and colours of cars tend to cross the border at certain times of day.If intelligence indicates that, for instance, white minibuses driven in convoys at night are being used to transport illegal workers, when the cameras see a suspicious convoy they automatically send an alert, triggering motorcycle police to go into action.
If authorities issue a so-called amber warning - as in the case of a missing child or a terrorist threat - the cameras step up a gear and send an alert when a car with a particular number plate comes into view.Access to the data is controlled by the Royal Military Police and information on specific cars linked to specific people is only stored in amber cases, for up to five years.Leers said the cameras are already in place in 10 locations in zones up to 20km inside Dutch territory - [where] the chance of encountering illegal residence and migration crime is greatest.They will cover the remaining five highways from Belgium and Germany - the A76, A74, N280, A77 and A12 - by 31 May. Another six units are being mounted on police vehicles.Leers' letter comes in response to a query from Stefano Manservisi, a senior EU official working for home affairs commissioner Cecilia Malmstrom.Manservisi wrote to the Dutch ambassador to the EU, Pieter de Gooijer, on 17 November saying he found out about the cameras by chance during informal contacts with the Dutch authorities.His letter - addressed to Dear Piet - has a friendly tone. But it gave The Hague a clear deadline to come clean. Merkel downplays budget tsar idea

BRUSSELS - German leader Angela Merkel on Monday (30 January) spoke of her frustration at the slow pace of reform in Greece but avoided direct talk of imposing fiscal control from Brussels - a German idea which sparked fury in Athens over the weekend.Speaking after a summit with her EU counterparts in Brussels, Merkel said Athens' slow pace in implementing measures in return for bail-out money had put the idea of increased supervision back at the top of the political agenda.She noted that if EU and International Monetary Fund (IMF) - officials tasked with monitoring Greece's progress - were able to report that everything is on track then we would not be having this discussion again.But the chancellor was careful not to mention a veto-wielding EU budget commissioner specifically in charge Greece - a highly controversial German idea that came to light over the weekend.Instead she played down the novelty of the concept, referring to conclusions by eurozone leaders in October last year where it was agreed that there should be a monitoring capacity on the ground for the duration of the EU-IMF programme in Greece.Reading directly from those conclusions, the chancellor noted that this was a monitoring agreement back then and we are now looking at how we can make it more effective.Therefore, in terms of quality it is nothing new and it is made in the spirit of getting Greece back on track.She also made an oblique reference to the pressure from her own backbenchers and liberal coalition partners when it comes to being tough on Greece, noting that leaders of countries lending money to Athens have our parliaments at home and we ourselves also want successes.

France's Nicolas Sarkozy, who was the first of the leaders to give a briefing after the short summit, defended the chancellor saying it was completely normal to keep checking on Greece's progress but said there is no question of putting the country under tutelage.It is not a position that was expressed, or still less defended by Chancellor Merkel,he said.He added that controlling a country from outside would not be reasonable ... democratic ... [or] effective.Ahead of the meeting, the commissioner-for-Greece idea had caused division among EU leaders. Security Council was set to meet later Tuesday to discuss the draft, backed by Western and some Arab powers. But Russia would likely veto any strong action against Damascus.The Western draft Security Council resolution on Syria does not lead to a search for compromise, Russia's Deputy Foreign Minister Gennady Gatilov wrote Tuesday on Twitter. Pushing this resolution is a path to civil war.Russia has been one of Assad's strongest backers as he tries to quell an uprising that began nearly 11 months ago. In October, Moscow vetoed the first Security Council attempt to condemn Syria's crackdown and has shown little sign of budging in its opposition.
Russia fears the new measure could open the door to eventual military intervention, the way an Arab-backed U.N. resolution led to NATO airstrikes in Libya.Some of the most intense violence Tuesday was in the Baba Amr neighborhood of Homs, a center of opposition to the regime. The U.S. intelligence community is worried that mysterious assassinations and bombings aimed at Iran’s nuclear program may be spurring the Iranian leadership to pursue attacks inside the United States, according to current and former U.S. officials.On Tuesday, Director of National Intelligence James Clapper told the Senate Select Committee on Intelligence that a plot last year to assassinate the Saudi ambassador to the United States shows that some Iranian officials—probably including Supreme Leader Ali Khamenei—have changed their calculus and are now more willing to conduct an attack in the United States in response to real or perceived U.S. actions that threaten the regime.The alleged 2011 plot to murder Saudi Arabia’s ambassador—using contacts in a Mexican drug cartel to carry out the hit—was uncovered in October.The Iranians feel—and they have said this already—that they are under attack via economic pressure and things blowing up in their country, says Juan Zarate, a former deputy national security for counterterrorism who served under President Bush. The Iranians seem to be responding by trying to attack the United States and its allies abroad.While U.S. generals have stated in public testimony that Iran’s Revolutionary Guard Corps has killed U.S. soldiers in Iraq and worked with insurgents who target Americans in Afghanistan, it was not until 2011 that the U.S. government accused Iran publicly of trying to launch an attack on U.S. soil.
Clapper’s testimony is the first time, however, that a U.S. official has publicly suggested the plot to kill the Saudi ambassador may have been approved by Iran’s supreme leader.U.S. officials working on the Iran file told the Daily Beast that Clapper’s words were chosen carefully. Some people are concerned that Iranian perceptions of what is happening to them may lead them to believe they are already in some kind of conflict,one official said.What is happening to them includes the Jan. 11 bombing of Mostafa Ahmadi Roshan, a 32-year-old physicist who, according to Iran’s semi-official Fars news agency, was in charge of procurement for the Natanz enrichment facility. Four of those attacks used the same kind of magnetic limpet bomb, affixed to the vehicles of the targets.Many national-security experts speculate that Israel’s Mossad intelligence agency is behind the assassinations. Israeli officials have made little effort to dispel such speculation.After Roshan was killed in Iran, Secretary of State Hillary Clinton took the unusual step of publicly denouncing the attack and stating the United States played no role. In the past those statements were delivered at the spokesman level.
There have also been a string of industrial explosions at facilities associated with Iran’s weapons programs, such as a Nov. 12 blast at a missile-testing facility outside of Tehran that killed Maj. Gen. Hassan Moqqadam, the head of the country’s missile program.There’s been great deal of speculation about events in Iran surrounding its nuclear program, says a U.S. official who would only speak on background.Iranian paranoia about these events could lead them to lash out. I’m not saying it will happen, but it’s an option people have to consider.Iran’s intelligence service and its Revolutionary Guard Corps may have already started lashing out. On Tuesday, Azeri authorities announced that they had thwarted an attack aimed at Israel’s ambassador to Azerbaijan and a local rabbi. The country’s national-security ministry issued a statement claiming two Azeris were arrested who worked with an Iranian named Balagardash Dadashev to procure sniper rifles, explosives, and handguns from Iran.On Jan. 14, Thai authorities announced arrests that they said had thwarted an Iranian plot against tourist destinations and possibly Israeli and Jewish targets in Bangkok.Zarate said Clapper’s prediction about Iranian attacks represented a new assessment for the U.S. intelligence community. This is a big deal for two reasons, he said.It suggests the calculus at the highest level of the Iranian government to cross the most serious red line, which is to attack inside the United States, has changed. Also, the regime already feels fundamentally threatened. This suggests that the Iranians are ready to engage in an all-out proxy war.Until recently, the U.S. intelligence assessment was that Iran had the ability to attack the United States through its allies in Hizbullah, but would not cross that line unless the country was attacked militarily. They spoke on condition of anonymity, citing strict no-leaks rules by Jordanian mediators.The proposal would fall short of what the Palestinians seem likely to accept, especially because it would leave Jerusalem on the Israeli side of the border.But it would also mark a significant step for Israeli Prime Minister Benjamin Netanyahu, who has spent most of his career as a staunch opponent of Palestinian independence.And if talks advance in such a direction, it could also spell the end for his nationalist coalition, where key members would consider the abandonment of most of the West Bank — a strategic highland and biblical heartland — an unforgivable betrayal.

Ban asked Israel earlier in the day to reinstate the freeze on all construction in Jewish communities in the region, saying at a news conference it was not helpful to the peace process.But Netanyahu noted out that any discussion about a freeze on construction -- or any other action taken by Israel to move the peace process forward -- should come in context of the process itself, rather than as a precondition.This issue is part of the negotiations, he told Ban.It can't be a precondition.Netanyahu added pointedly that settlements are not the crux of the conflict, but rather, one of its outcomes. The conflict started 50 years before there were settlements.In addition to his meeting in Jerusalem with Netanyahu, Ban met with President Shimon Peres and Foreign Minister Avigdor Lieberman. He is also set to meet with Defense Minister Ehud Barak, as well as Opposition leader and Kadima party chairwoman Tzipi Livni, prior to leaving the region.
Speaking to reporters after meeting Tuesday in Jordan with King Abdullah II and Foreign Minister Nasser Judeh, Ban urged Netanyahu to revive a construction freeze in Judea and Samaria as a goodwill gesture to Palestinian Authority Chairman Mahmoud Abbas. In addition, Ban urged Israel to submit its own proposals for borders and security arrangements to PA/PLO officials.Of course, it would also be required that PA authorities come to dialogue,Ban said, clearly hoping that the Fatah leader, who also heads the PLO, would be enticed to return to talks by a new freeze.Netanyahu promised Israelis after a 10-month construction freeze which resulted in nothing but a handful of photo ops that he would not allow Israel to be forced into another one.
During that time, Jews living even 15 minutes from the capital were unable to pave a driveway to their homes, add a pergola to shade a front porch in summer, or make simple repairs to existing structures. Buildings in progress were unable to be completed, schools could not add classrooms and homes that had been started were forced to be abandoned -- throwing many families' financial affairs into total chaos.

Netanyahu’s rival in the race, Moshe Feiglin, garnered 25 percent of votes, according to the initial count.In a victory speech he made shortly after initial results came in, Netanyahu clarified that the general elections for the Knesset are still a long way off.In his speech, the Prime Minister thanked the Cabinet ministers for working on behalf of Israel, and also thanked Knesset members, mayors and party activists.I thank you all for your confidence and the renewed support you have given me, Netanyahu said, adding that the Likud is a movement which is committed to settle in the land of Israel and is committed to the future of Israel.Some speculated that Netanyahu’s decision to hold the leadership race earlier than scheduled meant that the general elections would be held earlier as well, but Netanyahu outright rejected these speculations.There’s still time until the elections to the Knesset,he said to the sound of loud cheering. Political analysts said Netanyahu fears an embarrassing outcome against rival Moshe Feiglin. According to the analysts, a final result which will give Netanyahu less than 80 percent of support would be considered a failure for the Prime Minister.Earlier on Tuesday, Feiglin’s headquarters said that contrary to the Likud Elections Committee’s decision, Netanyahu’s supporters were removing Feiglin supporters from some polling stations.The head of Feiglin’s headquarters subsequently ordered observers to physically block the counting of ballot boxes wherever they are not present. Israel sees narrowing window for attack on Iran

JERUSALEM (AP) — Officials are quietly conceding that new international sanctions targeting Iran's suspect nuclear program, while welcome, are further constraining Israel's ability to take military action — just as a window of opportunity is closing because Tehran is moving more of its installations underground.The officials say that Israel must act by the summer if it wants to effectively attack Iran's program.A key question in the debate is how much damage Israel, or anyone else, can inflict, and whether it would be worth the risk of a possible counterstrike.Israel has been a leading voice in the international calls to curb Iran's nuclear program. Like the West, it believes the Iranians are moving toward nuclear weapons capability — a charge Tehran denies.Israel contends a nuclear-armed Iran would threaten its survival, citing Tehran's calls for the destruction of the Jewish state and its support for anti-Israel militant groups. It also fears an Iranian bomb would touch off a nuclear arms race in a region still largely hostile to Israel.
Israeli leaders say they prefer a diplomatic solution. But — skeptical of international resolve — Israel refuses to rule out the use of force, saying frequently that all options are on the table.In comments Friday to the World Economic Forum in Davos, Switzerland, Israeli Defense Minister Ehud Barak called for even tougher sanctions against Iran and said time was running out for the world to act.We are determined to prevent Iran from turning nuclear, he said.It seems to us to be urgent, because the Iranians are deliberately drifting into what we call an immunity zone where practically no surgical operation could block them.Returning Monday to Israel, Barak added: We must not waste time on this matter; the Iranians continue to advance (toward nuclear weapons), identifying every crack and squeezing through. Time is urgently running out.Key Israeli defense officials believe that the time to strike, if such a decision is made, would have to be by the middle of this year.Complicating the task is the assessment that Iran is stepping up efforts to move its work on enriching uranium — a critical component of bombmaking — deep underground. Iran's enrichment site at Fordo near the Iranian city of Qom, for instance, is shielded by about 300 feet (90 meters) of rock.
A team of U.N. nuclear inspectors, including senior weapons experts, is in Iran this week, and the findings from the visit could greatly influence Western efforts to expand economic pressures on Tehran over its uranium enrichment.The European Union this month decided to stop importing oil from Iran — just weeks after the U.S. approved, but has yet to enact, new sanctions targeting Iran's Central Bank and, by extension, its ability to sell its oil.Several officials at the heart of the decision-making structure, speaking on condition of anonymity because they were discussing some of Israel's deepest secrets, said they feel compelled to give the sanctions time.In this way, somewhat paradoxically, the new economic sanctions the U.S. and Europe are imposing — while meeting a repeated Israeli request — have emerged as an obstacle to military action.An Israeli strike would risk shattering the U.S.-led diplomatic front that has imposed four additional rounds of sanctions on Iran and jolt the shaky world economy by causing oil prices to spike. Still, officials say, if Israel feels no alternative but to take military action, it will do so.Israel possesses dozens of F-16s and F-15s, some customized with long-range fuel tanks, and has bought additional Dolphin submarines from Germany capable of firing nuclear missiles.
It introduced a fleet of huge pilotless planes known as Heron TPs that can reach the Persian Gulf, provide surveillance and be used for aerial refueling — likely a critical aspect of any Iran mission. One of the Herons, which are the size of Boeing 737s, crashed during a test flight Sunday.The U.S. has sold Israel dozens of 100 GBU-28 laser-guided bunker-buster bombs. The 2.5-ton bombs are capable of penetrating more than 20 feet (6 meters) of solid concrete.It's not clear how much damage the bunker-busters could actually do. Iran's main enrichment site at Natanz is believed to be about 25 feet (6 meters) underground and protected by two concrete walls.U.S. Defense Secretary Leon Panetta told The Wall Street Journal last week that even more sophisticated U.S. bunker-busters aren't powerful enough to penetrate all of Iran's defenses.
While the rewards of an attack are uncertain, the risks are great.Many believe Iran would likely unleash its large arsenal of missiles capable of striking Israel — and its local proxies, Hezbollah to Israel's north and Hamas to the south, possess tens of thousands of short-range rockets and missiles. American soldiers in the Persian Gulf might come under fire. Islamist backers of Iran could target civilians all over the world.The prospect of a new conflagration in the Mideast is one reason cited by some influential Israeli figures, like recently retired spy chief Meir Dagan, when arguing against an Israeli military attack.But that view is beginning to be challenged. In a radio interview several weeks ago, Barak played down the risk of Iranian missiles, saying casualties would be limited.Perhaps the biggest factor in the Israeli thinking is how much damage an airstrike could even cause.What will tip the scales in favor or against an attack is whether we will really be able to do inflict serious damage, said Yiftah Shapir, an expert in nuclear arms proliferation at Tel Aviv University. That will be more important than whether we are ready to absorb (the casualties) of an attack.If you are talking about the use of power against Iran, any kind of power, and create any damage over there, yes, it can be done, a senior Israeli military official told The Associated Press, speaking on condition of anonymity under military guidelines.Israel has a history of taking action against perceived nuclear threats. In 1981, it destroyed an unfinished Iraqi nuclear reactor, and in 2007, it struck what is believed to be a nuclear reactor in Syria.An Iranian mission would be far more complicated.Israeli officials believe the Iranian nuclear program is so far advanced that any attack would delay it by two to three years at best, but not destroy it.And unlike the Iraqi and Syrian targets, Iran has spread out its nuclear targets across the country and buried the installations deep underground. This has created a huge logistical challenge.It's a very advanced program with many facilities, some very large and some very fortified. To destroy them you need a series of massive assaults for two to three weeks, a month, something like that,Shapir said.A one-time surgical strike, the most likely attack by Israel, can't do more than politically declare that we aren't willing to tolerate a nuclear Iran, Shapir said.
That has raised speculation that Israel's veiled threats are no more than attempts to get Iran to back down.Israeli warplanes would have to travel 1,000 miles (1,600 kilometers) to reach Tehran. This would mean crossing through potentially hostile Arab airspace and could require warplanes to refuel along the way, a time-consuming process that could leave aircraft vulnerable.There are other options. Israel has been widely blamed for a computer virus that attacked Iranian centrifuges, sophisticated equipment needed to enrich uranium, as well as the mysterious assassinations of Iranian nuclear scientists. Israel has never confirmed involvement, and Israeli cyberexperts say such activities are unlikely to deliver the program a major blow.Israeli officials have also floated other scenarios, such as crippling Iranian ports or oil fields.Israel clearly prefers the U.S. to lead any military operation against Iran, in which case Israel would presumably commit, as it did in the 1991 Gulf War, to act in coordination with the U.S. and operate missile defense systems.Israeli defense officials estimate that because of its superior firepower, the U.S. could wait until next year and still have the capability to act.
U.S. military and political officials have spoken out in the past against an Israeli attack. Israeli defense officials say they haven't committed to giving the U.S. significant notice of an Israeli airstrike.But the U.S. and Israel are working together on projects to improve combat jet range, communications and refueling. They also share intelligence reports and are jointly developing missile defense systems.

At a press conference after the summit, Necas himself did not rule out that his country may join the treaty at a later stage - an allusion to the fact that Klaus will step down after March 2013 elections.But once back in Prague on Tuesday, Necas defended his stance and said Schwarzenberg's statement is extremely ill thought-out. He noted that the pact is a big step towards a fiscal union - something Czechs did not vote for when they voted on EU membership in 2003.One of the three reasons Necas gave for his opposition to the treaty was the complicated ratification procedure.
Referendum calls
Meanwhile, the new treaty has met with calls for referendums in Ireland and Denmark.
Fianna Fail, the former ruling party in Ireland, on Tuesday joined other opposition groups in calling for a plebiscite.The government itself has asked Ireland's attorney general for a legal opinion, even though the language of the treaty has been crafted so as to avoid referendums.The opposition has pledged to take the matter to court if the attorney general says a referendum is not required.Eurosceptic parties on the left and right of the political spectrum in Denmark, a non-euro country which signed up to the pact, have also called for popular votes.The majority of parliament is in favour of the pact however, while a Gallup poll showed on Tuesday that 56 percent of Danes favour the treaty, with just 27 percent against.
French challenge
In France, the frontrunner for the April presidential elections, Socialist candidate Francois Hollande, is also making waves with his pledge to re-negotiate the treaty if he wins.Hollande wants an increased role for the European Central Bank, the creation of eurobonds and a European financial transaction tax.His position has prompted a debate in French political circles about whether the treaty can be re-opened after the current French President Nicolas Sarkozy signs it in March, as expected.The intergovernmental pact came about after Britain vetoed a change to the EU Treaty proper.The treaty is widely seen as part of a grand political strategy to enable Berlin to push through measures to raise its contrbution to EU bail-out funds.
According to the Financial Times Deutschland, the plan is to increase the firepower of the bail-out funds from the current €1 trillion to €1.5 trillion.EU leaders will come back to the money issue on 1 when they meet in Brussels for another summit - the 15th since the crisis began.
Russia cuts EU gas, blames cold weather

BRUSSELS - Gazprom has begun cutting gas supplies to the EU in order to meet higher demand in Russia caused by severe cold weather.Italy said on Tuesday (31 January) that volumes dropped by 10 percent but that its underground gas reserves are 65 percent full and that it can pull in extra volumes from Algeria, the Netherlands, Norway and liquid gas markets.It is not a crisis ... there is no shortage of gas in Italy, European Commission spokeswoman Marlene Holzener told EUobserver on Wednesday morning.She noted that gas flows are so far normal in EU countries which depend more heavily on Russia, such as Hungary, Poland and Slovakia. She also said Gazprom expects to increase output in just a couple of days.Temperatures fell below minus 30 degrees Celsius at night in eastern Europe at the weekend and are forecast to stay low all week.The weather has killed dozens of people: about 30 in Ukraine; 15 in Poland; eight in Romania; five in Bulgaria; three in Serbia; and one in the Czech Republic. The dead are mostly homeless or old people. But in the Czech Republic, the victim was a 26-year-old man found in a field.The Italy gas cut is a reminder of EU vulnerability to Russian gas decisions.A price dispute between Russia and Ukraine - Gazprom's main transit route to the Union - in the winter of 2009/2010 caused massive shortages in former Communist EU members.The two sides met on January 16 in a fresh dispute which also threatens to get nasty.Russia wants Ukraine to pay $416 per thousand cubic metres of gas and to buy at least 52 billion cubic metres (bcm) a month. But Ukraine is aiming for $250 and 27 bcm.
The talks have a geopolitical dimension.
The EU and US are trying to pull Ukraine into their sphere of influence. But Russia wants it to quit the so-called European Energy Community and a draft EU free trade agreement in favour of joining its customs union. It also wants control of Ukraine's pipeline network - a strategic asset.If, as one hears in Ukraine, the gas transport system is a historical treasure, its place, apparently, is in a museum, Gazprom CEO Alexei Miller said last week.
Dutch minister: Border cameras do not break EU law

BRUSSELS - The Dutch interior minister has told Brussels his new border cameras will catch illegal immigrants without breaking EU rules.Gerd Leers defended the project - which has already seen military-grade surveillance technology installed on main roads from Belgium and Germany - in a letter sent to the European Commission on Friday (27 January) and seen by EUobserver.Citing chapter and verse of the EU's Schengen code on passport-free travel, the Charter of Fundamental Rights, the Dutch constitution, its so-called Aliens Act and the privacy rules of its data protection regulator, he said the cameras are an alternative to more invasive policing.He noted that under Schengen internal borders should be crossed freely and in an unhindered way,meaning that physical checks in border areas are [currently] carried out at random.But the new system will ensure that the military police will run samples at the right time and right place as effectively as possible ... minimising the number of people of good faith who are needlessly harassed.The cameras normally work by storing data on which models and colours of cars tend to cross the border at certain times of day.If intelligence indicates that, for instance, white minibuses driven in convoys at night are being used to transport illegal workers, when the cameras see a suspicious convoy they automatically send an alert, triggering motorcycle police to go into action.
If authorities issue a so-called amber warning - as in the case of a missing child or a terrorist threat - the cameras step up a gear and send an alert when a car with a particular number plate comes into view.Access to the data is controlled by the Royal Military Police and information on specific cars linked to specific people is only stored in amber cases, for up to five years.Leers said the cameras are already in place in 10 locations in zones up to 20km inside Dutch territory - [where] the chance of encountering illegal residence and migration crime is greatest.They will cover the remaining five highways from Belgium and Germany - the A76, A74, N280, A77 and A12 - by 31 May. Another six units are being mounted on police vehicles.Leers' letter comes in response to a query from Stefano Manservisi, a senior EU official working for home affairs commissioner Cecilia Malmstrom.Manservisi wrote to the Dutch ambassador to the EU, Pieter de Gooijer, on 17 November saying he found out about the cameras by chance during informal contacts with the Dutch authorities.His letter - addressed to Dear Piet - has a friendly tone. But it gave The Hague a clear deadline to come clean. Merkel downplays budget tsar idea

BRUSSELS - German leader Angela Merkel on Monday (30 January) spoke of her frustration at the slow pace of reform in Greece but avoided direct talk of imposing fiscal control from Brussels - a German idea which sparked fury in Athens over the weekend.Speaking after a summit with her EU counterparts in Brussels, Merkel said Athens' slow pace in implementing measures in return for bail-out money had put the idea of increased supervision back at the top of the political agenda.She noted that if EU and International Monetary Fund (IMF) - officials tasked with monitoring Greece's progress - were able to report that everything is on track then we would not be having this discussion again.But the chancellor was careful not to mention a veto-wielding EU budget commissioner specifically in charge Greece - a highly controversial German idea that came to light over the weekend.Instead she played down the novelty of the concept, referring to conclusions by eurozone leaders in October last year where it was agreed that there should be a monitoring capacity on the ground for the duration of the EU-IMF programme in Greece.Reading directly from those conclusions, the chancellor noted that this was a monitoring agreement back then and we are now looking at how we can make it more effective.Therefore, in terms of quality it is nothing new and it is made in the spirit of getting Greece back on track.She also made an oblique reference to the pressure from her own backbenchers and liberal coalition partners when it comes to being tough on Greece, noting that leaders of countries lending money to Athens have our parliaments at home and we ourselves also want successes.
Unreasonable and undemocratic
France's Nicolas Sarkozy, who was the first of the leaders to give a briefing after the short summit, defended the chancellor saying it was completely normal to keep checking on Greece's progress but said there is no question of putting the country under tutelage.It is not a position that was expressed, or still less defended by Chancellor Merkel,he said.He added that controlling a country from outside would not be reasonable ... democratic ... [or] effective.Ahead of the meeting, the commissioner-for-Greece idea had caused division among EU leaders. While supported by Sweden, it was openly questioned by others such as Luxembourg and Austria.The next meeting dealing with Athens is due later this week at finance minister level.
The pressure is mounting on Greece to secure a deal with private bond holders to take a loss on their investments - a pre-condition for a second EU-IMF bail-out, with Germany having to put up most of the loans among euro states.If the bailout is not secured in time, Athens will not manage to meet a commitment to repay €14.5 billion due mid-March.

BEIRUT (AP) — A senior Russian diplomat Tuesday said a draft U.N. resolution demanding Syrian President Bashar Assad step aside is a path to civil war, as Syrian troops besieged rebellious areas with hours of shelling and machine-gun fire.The U.N. Security Council was set to meet later Tuesday to discuss the draft, backed by Western and some Arab powers. But Russia would likely veto any strong action against Damascus.The Western draft Security Council resolution on Syria does not lead to a search for compromise, Russia's Deputy Foreign Minister Gennady Gatilov wrote Tuesday on Twitter. Pushing this resolution is a path to civil war.Russia has been one of Assad's strongest backers as he tries to quell an uprising that began nearly 11 months ago. In October, Moscow vetoed the first Security Council attempt to condemn Syria's crackdown and has shown little sign of budging in its opposition.
Russia fears the new measure could open the door to eventual military intervention, the way an Arab-backed U.N. resolution led to NATO airstrikes in Libya.Some of the most intense violence Tuesday was in the Baba Amr neighborhood of Homs, a center of opposition to the regime. Local activist Mohammed Saleh said he heard hours of shelling and machine-gun fire, and thick black smoke was rising in the distance.The smoke was believed to be from a pipeline that was struck, but details were not clear. The U.S. intelligence community is worried that mysterious assassinations and bombings aimed at Iran’s nuclear program may be spurring the Iranian leadership to pursue attacks inside the United States, according to current and former U.S. officials.On Tuesday, Director of National Intelligence James Clapper told the Senate Select Committee on Intelligence that a plot last year to assassinate the Saudi ambassador to the United States shows that some Iranian officials—probably including Supreme Leader Ali Khamenei—have changed their calculus and are now more willing to conduct an attack in the United States in response to real or perceived U.S. actions that threaten the regime.The alleged 2011 plot to murder Saudi Arabia’s ambassador—using contacts in a Mexican drug cartel to carry out the hit—was uncovered in October.The Iranians feel—and they have said this already—that they are under attack via economic pressure and things blowing up in their country, says Juan Zarate, a former deputy national security for counterterrorism who served under President Bush. The Iranians seem to be responding by trying to attack the United States and its allies abroad.While U.S. generals have stated in public testimony that Iran’s Revolutionary Guard Corps has killed U.S. soldiers in Iraq and worked with insurgents who target Americans in Afghanistan, it was not until 2011 that the U.S. government accused Iran publicly of trying to launch an attack on U.S. soil.
Clapper’s testimony is the first time, however, that a U.S. official has publicly suggested the plot to kill the Saudi ambassador may have been approved by Iran’s supreme leader.U.S. officials working on the Iran file told the Daily Beast that Clapper’s words were chosen carefully. Some people are concerned that Iranian perceptions of what is happening to them may lead them to believe they are already in some kind of conflict,one official said.What is happening to them includes the Jan. 11 bombing of Mostafa Ahmadi Roshan, a 32-year-old physicist who, according to Iran’s semi-official Fars news agency, was in charge of procurement for the Natanz enrichment facility. Five Iranian scientists or engineers affiliated with Iran’s nuclear program have been killed since 2007 and a sixth attack on a scientist was foiled. Four of those attacks used the same kind of magnetic limpet bomb, affixed to the vehicles of the targets.Many national-security experts speculate that Israel’s Mossad intelligence agency is behind the assassinations. Israeli officials have made little effort to dispel such speculation.After Roshan was killed in Iran, Secretary of State Hillary Clinton took the unusual step of publicly denouncing the attack and stating the United States played no role. In the past those statements were delivered at the spokesman level.
There have also been a string of industrial explosions at facilities associated with Iran’s weapons programs, such as a Nov. 12 blast at a missile-testing facility outside of Tehran that killed Maj. Gen. Hassan Moqqadam, the head of the country’s missile program.There’s been great deal of speculation about events in Iran surrounding its nuclear program, says a U.S. official who would only speak on background.Iranian paranoia about these events could lead them to lash out. I’m not saying it will happen, but it’s an option people have to consider.Iran’s intelligence service and its Revolutionary Guard Corps may have already started lashing out. On Tuesday, Azeri authorities announced that they had thwarted an attack aimed at Israel’s ambassador to Azerbaijan and a local rabbi. The country’s national-security ministry issued a statement claiming two Azeris were arrested who worked with an Iranian named Balagardash Dadashev to procure sniper rifles, explosives, and handguns from Iran.On Jan. 14, Thai authorities announced arrests that they said had thwarted an Iranian plot against tourist destinations and possibly Israeli and Jewish targets in Bangkok.Zarate said Clapper’s prediction about Iranian attacks represented a new assessment for the U.S. intelligence community. This is a big deal for two reasons, he said.It suggests the calculus at the highest level of the Iranian government to cross the most serious red line, which is to attack inside the United States, has changed. Also, the regime already feels fundamentally threatened. This suggests that the Iranians are ready to engage in an all-out proxy war.Until recently, the U.S. intelligence assessment was that Iran had the ability to attack the United States through its allies in Hizbullah, but would not cross that line unless the country was attacked militarily. In 2010, Michael Leiter, who was then the director of the National Counterterrorism Center, was asked during Senate testimony,Do you think if there’s an escalation between Iran and Israel that we will see more of a threat here in the United States? It was seen as a boost to the Palestinian quest for international recognition.Germany is one of the most influential countries in Europe and one of Israel's most loyal allies.The Palestinians have been campaigning for U.N. membership for a state of Palestine in the West Bank, Gaza and east Jerusalem, the territories Israel captured in the 1967 Mideast war.The Palestinians say they're trying to build leverage against Israel with the U.N. bid, but remain committed to negotiating the terms of Palestinian statehood. Israel claims the U.N. bid is a Palestinian attempt to delegitimize Israel and bypass negotiations.The Palestinians have won individual recognition of a state of Palestine from dozens of countries, but not from most of Western Europe. RAMALLAH, West Bank (AP) — Israel is proposing to essentially turn its West Bank separation barrier into the border with a future state of Palestine, two Palestinian officials said Friday, based on their interpretation of principles Israel presented in talks this week.The officials said Israeli envoy Yitzak Molcho told his Palestinian counterpart that Israel wants to keep east Jerusalem and consolidate Jewish settlements behind the separation barrier, which slices close to 10 percent off the West Bank. They spoke on condition of anonymity, citing strict no-leaks rules by Jordanian mediators.The proposal would fall short of what the Palestinians seem likely to accept, especially because it would leave Jerusalem on the Israeli side of the border.But it would also mark a significant step for Israeli Prime Minister Benjamin Netanyahu, who has spent most of his career as a staunch opponent of Palestinian independence.And if talks advance in such a direction, it could also spell the end for his nationalist coalition, where key members would consider the abandonment of most of the West Bank — a strategic highland and biblical heartland — an unforgivable betrayal.
Israel has confirmed that it presented principles this week for drawing a border with a Palestinian state. But the politically charged nature of the talks — even though they were held at a relatively low level, below that of Cabinet ministers — was reflected in the guarded refusal by any top official to discuss details.An Israeli government official said that as far as he knew, the information was incorrect, but declined to elaborate or go on the record, citing Jordan's demand for discretion.Deputy Prime Minister Dan Meridor, one of the closest Cabinet ministers to Netanyahu, said he has been supporting such an offer for months, and that Israel should concentrate on preserving the large West Bank settlement blocs, close to the pre-1967 border. Prime Minister Binyamin Netanyahu bluntly told United Nations Secretary-General Ban Ki-moon on Wednesday there will be no new construction freeze in Judea and Samaria.
Ban asked Israel earlier in the day to reinstate the freeze on all construction in Jewish communities in the region, saying at a news conference it was not helpful to the peace process.But Netanyahu noted out that any discussion about a freeze on construction -- or any other action taken by Israel to move the peace process forward -- should come in context of the process itself, rather than as a precondition.This issue is part of the negotiations, he told Ban.It can't be a precondition.Netanyahu added pointedly that settlements are not the crux of the conflict, but rather, one of its outcomes. The conflict started 50 years before there were settlements.In addition to his meeting in Jerusalem with Netanyahu, Ban met with President Shimon Peres and Foreign Minister Avigdor Lieberman. He is also set to meet with Defense Minister Ehud Barak, as well as Opposition leader and Kadima party chairwoman Tzipi Livni, prior to leaving the region.
Speaking to reporters after meeting Tuesday in Jordan with King Abdullah II and Foreign Minister Nasser Judeh, Ban urged Netanyahu to revive a construction freeze in Judea and Samaria as a goodwill gesture to Palestinian Authority Chairman Mahmoud Abbas. In addition, Ban urged Israel to submit its own proposals for borders and security arrangements to PA/PLO officials.Of course, it would also be required that PA authorities come to dialogue,Ban said, clearly hoping that the Fatah leader, who also heads the PLO, would be enticed to return to talks by a new freeze.Netanyahu promised Israelis after a 10-month construction freeze which resulted in nothing but a handful of photo ops that he would not allow Israel to be forced into another one.
During that time, Jews living even 15 minutes from the capital were unable to pave a driveway to their homes, add a pergola to shade a front porch in summer, or make simple repairs to existing structures. Buildings in progress were unable to be completed, schools could not add classrooms and homes that had been started were forced to be abandoned -- throwing many families' financial affairs into total chaos.
Ban is scheduled to visit Gaza Thursday before stopping at Sapir College, near Sderot -- an area repeatedly peppered by Qassam rocket attacks launched by Gaza terrorists. He will then travel to Herzliya to deliver the keynote address at the IDC Herzliya Conference.

Prime Minister Binyamin Netanyahu has won Tuesday's race for the leadership of the Likud party with an overwhelming 74 percent of support, according to initial results.
Netanyahu’s rival in the race, Moshe Feiglin, garnered 25 percent of votes, according to the initial count.In a victory speech he made shortly after initial results came in, Netanyahu clarified that the general elections for the Knesset are still a long way off.In his speech, the Prime Minister thanked the Cabinet ministers for working on behalf of Israel, and also thanked Knesset members, mayors and party activists.I thank you all for your confidence and the renewed support you have given me, Netanyahu said, adding that the Likud is a movement which is committed to settle in the land of Israel and is committed to the future of Israel.Some speculated that Netanyahu’s decision to hold the leadership race earlier than scheduled meant that the general elections would be held earlier as well, but Netanyahu outright rejected these speculations.There’s still time until the elections to the Knesset,he said to the sound of loud cheering. We proved that the Likud is a strong and united movement. It is a democratic, open, transparent, national, liberal movement, which respects the law and abides by its responsibility to the State of Israel.

Feiglin, however, made a good showing in some areas of Judea and Samaria, such as Elon Moreh, where he received 127 votes out of 130 and in Har Bracha, where he received 285 votes compared to only four received by Netanyahu.Netanyahu made an urgent speech Tuesday afternoon urging Likud voters to cast their ballots due to low turnout. Political analysts said Netanyahu fears an embarrassing outcome against rival Moshe Feiglin. According to the analysts, a final result which will give Netanyahu less than 80 percent of support would be considered a failure for the Prime Minister.Earlier on Tuesday, Feiglin’s headquarters said that contrary to the Likud Elections Committee’s decision, Netanyahu’s supporters were removing Feiglin supporters from some polling stations.The head of Feiglin’s headquarters subsequently ordered observers to physically block the counting of ballot boxes wherever they are not present. It is very unfortunate that the Likud was humiliated by anti-democratic conduct of the lowest kind,he said.

Israel sees narrowing window for attack on Iran

JERUSALEM (AP) — Officials are quietly conceding that new international sanctions targeting Iran's suspect nuclear program, while welcome, are further constraining Israel's ability to take military action — just as a window of opportunity is closing because Tehran is moving more of its installations underground.The officials say that Israel must act by the summer if it wants to effectively attack Iran's program.A key question in the debate is how much damage Israel, or anyone else, can inflict, and whether it would be worth the risk of a possible counterstrike.Israel has been a leading voice in the international calls to curb Iran's nuclear program. Like the West, it believes the Iranians are moving toward nuclear weapons capability — a charge Tehran denies.Israel contends a nuclear-armed Iran would threaten its survival, citing Tehran's calls for the destruction of the Jewish state and its support for anti-Israel militant groups. It also fears an Iranian bomb would touch off a nuclear arms race in a region still largely hostile to Israel.
Israeli leaders say they prefer a diplomatic solution. But — skeptical of international resolve — Israel refuses to rule out the use of force, saying frequently that all options are on the table.In comments Friday to the World Economic Forum in Davos, Switzerland, Israeli Defense Minister Ehud Barak called for even tougher sanctions against Iran and said time was running out for the world to act.We are determined to prevent Iran from turning nuclear, he said.It seems to us to be urgent, because the Iranians are deliberately drifting into what we call an immunity zone where practically no surgical operation could block them.Returning Monday to Israel, Barak added: We must not waste time on this matter; the Iranians continue to advance (toward nuclear weapons), identifying every crack and squeezing through. Time is urgently running out.Key Israeli defense officials believe that the time to strike, if such a decision is made, would have to be by the middle of this year.Complicating the task is the assessment that Iran is stepping up efforts to move its work on enriching uranium — a critical component of bombmaking — deep underground. Iran's enrichment site at Fordo near the Iranian city of Qom, for instance, is shielded by about 300 feet (90 meters) of rock.
A team of U.N. nuclear inspectors, including senior weapons experts, is in Iran this week, and the findings from the visit could greatly influence Western efforts to expand economic pressures on Tehran over its uranium enrichment.The European Union this month decided to stop importing oil from Iran — just weeks after the U.S. approved, but has yet to enact, new sanctions targeting Iran's Central Bank and, by extension, its ability to sell its oil.Several officials at the heart of the decision-making structure, speaking on condition of anonymity because they were discussing some of Israel's deepest secrets, said they feel compelled to give the sanctions time.In this way, somewhat paradoxically, the new economic sanctions the U.S. and Europe are imposing — while meeting a repeated Israeli request — have emerged as an obstacle to military action.An Israeli strike would risk shattering the U.S.-led diplomatic front that has imposed four additional rounds of sanctions on Iran and jolt the shaky world economy by causing oil prices to spike. Still, officials say, if Israel feels no alternative but to take military action, it will do so.Israel possesses dozens of F-16s and F-15s, some customized with long-range fuel tanks, and has bought additional Dolphin submarines from Germany capable of firing nuclear missiles.
It introduced a fleet of huge pilotless planes known as Heron TPs that can reach the Persian Gulf, provide surveillance and be used for aerial refueling — likely a critical aspect of any Iran mission. One of the Herons, which are the size of Boeing 737s, crashed during a test flight Sunday.The U.S. has sold Israel dozens of 100 GBU-28 laser-guided bunker-buster bombs. The 2.5-ton bombs are capable of penetrating more than 20 feet (6 meters) of solid concrete.It's not clear how much damage the bunker-busters could actually do. Iran's main enrichment site at Natanz is believed to be about 25 feet (6 meters) underground and protected by two concrete walls.U.S. Defense Secretary Leon Panetta told The Wall Street Journal last week that even more sophisticated U.S. bunker-busters aren't powerful enough to penetrate all of Iran's defenses.
While the rewards of an attack are uncertain, the risks are great.Many believe Iran would likely unleash its large arsenal of missiles capable of striking Israel — and its local proxies, Hezbollah to Israel's north and Hamas to the south, possess tens of thousands of short-range rockets and missiles. American soldiers in the Persian Gulf might come under fire. Islamist backers of Iran could target civilians all over the world.The prospect of a new conflagration in the Mideast is one reason cited by some influential Israeli figures, like recently retired spy chief Meir Dagan, when arguing against an Israeli military attack.But that view is beginning to be challenged. In a radio interview several weeks ago, Barak played down the risk of Iranian missiles, saying casualties would be limited.Perhaps the biggest factor in the Israeli thinking is how much damage an airstrike could even cause.What will tip the scales in favor or against an attack is whether we will really be able to do inflict serious damage, said Yiftah Shapir, an expert in nuclear arms proliferation at Tel Aviv University. That will be more important than whether we are ready to absorb (the casualties) of an attack.If you are talking about the use of power against Iran, any kind of power, and create any damage over there, yes, it can be done, a senior Israeli military official told The Associated Press, speaking on condition of anonymity under military guidelines.Israel has a history of taking action against perceived nuclear threats. In 1981, it destroyed an unfinished Iraqi nuclear reactor, and in 2007, it struck what is believed to be a nuclear reactor in Syria.An Iranian mission would be far more complicated.Israeli officials believe the Iranian nuclear program is so far advanced that any attack would delay it by two to three years at best, but not destroy it.And unlike the Iraqi and Syrian targets, Iran has spread out its nuclear targets across the country and buried the installations deep underground. This has created a huge logistical challenge.It's a very advanced program with many facilities, some very large and some very fortified. To destroy them you need a series of massive assaults for two to three weeks, a month, something like that,Shapir said.A one-time surgical strike, the most likely attack by Israel, can't do more than politically declare that we aren't willing to tolerate a nuclear Iran, Shapir said.
That has raised speculation that Israel's veiled threats are no more than attempts to get Iran to back down.Israeli warplanes would have to travel 1,000 miles (1,600 kilometers) to reach Tehran. This would mean crossing through potentially hostile Arab airspace and could require warplanes to refuel along the way, a time-consuming process that could leave aircraft vulnerable.There are other options. Israel has been widely blamed for a computer virus that attacked Iranian centrifuges, sophisticated equipment needed to enrich uranium, as well as the mysterious assassinations of Iranian nuclear scientists. Israel has never confirmed involvement, and Israeli cyberexperts say such activities are unlikely to deliver the program a major blow.Israeli officials have also floated other scenarios, such as crippling Iranian ports or oil fields.Israel clearly prefers the U.S. to lead any military operation against Iran, in which case Israel would presumably commit, as it did in the 1991 Gulf War, to act in coordination with the U.S. and operate missile defense systems.Israeli defense officials estimate that because of its superior firepower, the U.S. could wait until next year and still have the capability to act.
U.S. military and political officials have spoken out in the past against an Israeli attack. Israeli defense officials say they haven't committed to giving the U.S. significant notice of an Israeli airstrike.But the U.S. and Israel are working together on projects to improve combat jet range, communications and refueling. They also share intelligence reports and are jointly developing missile defense systems.
