Spanish civil servants protest wage cuts

Spanish civil servants took to the streets on Friday to protest against a second round of pay cuts. The fonctionnaires are normally entitled to 14-months of pay but Madrid wants to scale it back as part of its larger package to shave €65 billion off the government's budget through 2015.

BRUSSELS - The UK government has announced it will prepare a wide-ranging study of the EU so that any future statements about 'meddlesome' Brussels may be backed up by hard evidence."Such a comprehensive piece of work has never been undertaken before, but is long overdue," foreign secretary William Hague told MPs on Thursday (12 July)."This review will be a valuable exercise for deepening understanding in Britain of the nature of our relationship with the European Union and how it has evolved over time."Work on the "analytic exercise" - which may "give rise to policy conclusions" - will begin in September. Government departments will oversee assessment in their policy areas. Work on the review is to conclude in 2014.
It is set to be a massive job.Trying to rise above domestic politics, where any mention of the EU causes ructions within his own Conservative Party, Hague presented the task as something that would be beneficial to all member states, as well as feed into current future-of-EU discussions."These are issues that affect all member states and could have a bearing on the future shape of the EU as a whole," he said, adding that the report will "provide a constructive and serious British contribution to the public debate across Europe about how the EU can be reformed, modernised and improved."Carrying on in the public service vein, Hague noted that contributions may come not only from EU experts, including from businesses and NGOs in the UK, but from outside too."We will also invite our European and G20 partners as well as the EU institutions and other international bodies to contribute evidence if they wish."A 24-page "Balance of Competences of the European Union" accompanying Hague's speech shows how the EU's powers have evolved over the years and notes many instances where the Union was legislating before it had the specific powers to do so.
London's specific EU bugbears are EU employment and social laws - considered unfriendly to business - which it wants to "repatriate."

Controlling the debate

Hague was careful to avoid any specific plans on what the government might do once the report is drawn up. However, Conservative backbenchers were keen to pin him down to a referendum."Questions about a referendum are separate," said Hague, adding: "It is not a consultation about withdrawing or disengaging from the EU."He said he hopes the report would sort out where the EU was "meddling" and where it was beneficial.But the London's Conservative leadership is having increasing difficulty managing the country's EU debate.Diehard eurosceptics consider the eurozone's progress towards further integration as a good opportunity to re-assess Britain's EU membership, preferably by referendum. The review is in part a sop to these demands.London's domestic debate is being closely watched in Brussels."I believe that Europe without Britain at the heart will be less reform-driven, less open, less international Europe," EU commission president Jose Manuel Barroso said in an interview with the New Statesman.He went on to suggest that Britain would have little influence in the world if it is not an EU member.

Syrian opposition reports massacre of 220 civilians

AMMAN/BEIRUT (Reuters) - About 220 Syrians, mostly civilians, were killed in a village in the rebellious Hama region when it was bombarded by helicopter gunships and tanks then stormed by militiamen who slaughtered some families, opposition sources said on Friday.UN special envoy Kofi Annan said he was "shocked and appalled" by news of "intense fighting, significant casualties, and the confirmed use of heavy weaponry such as artillery, tanks and helicopters" in the village of Tremseh."I condemn these atrocities in the strongest possible terms," Annan said in a statement.There were no independent accounts of the number of dead or how they were killed. U.N. monitors in Syria are currently confined to Damascus because of mounting violence.An activist video -- the only film record to appear so far -- showed the bloodied corpses of 15 young men with faces or shirts drenched in blood. Most wore T-shirts and jeans.Syrian state television said there had been fighting in Tremseh and accused "armed terrorist groups" of committing a massacre there, but gave no death toll. It said three soldiers had been killed.Opposition reports also said rebels of the Free Syrian Army had been killed in a battle. Lieutenant Ibrahim Zuait al-Tarkawai was among rebels who died "defending the people of Tremseh", the Hama Revolution Leadership Council said."We can verify continuous fighting yesterday in the area of Tremseh," said United Nations monitoring mission chief General Robert Mood. "This involved mechanized units, indirect fire, as well as helicopters," he said.UN monitors were ready to "go in and seek verification of facts if and when there is a credible ceasefire", he said.
If scores of civilians were killed, this could be the worst atrocity in 16 months of fighting between rebels and the forces of President Bashar al-Assad. World powers are deadlocked over how to halt the bloodshed, with Russia and China opposed to Western and Arab calls for Assad to step down immediately.
ACCOUNTS VARY
Activists said the killing took place on Thursday, as the U.N. Security Council began negotiating a potentially crucial new resolution on Syria. Washington said it showed the need to move to tougher action, but Russia again ruled out such a step."More than 220 people fell today in Tremseh. They died from bombardment by tanks and helicopters, artillery shelling and summary executions," the Revolution Leadership Council of Hama said in a statement.The Sunni Muslim village, surrounded by farmland near the Orontes River, was first shelled then invaded by pro-government Alawite militiamen who swept in and killed victims one by one. Some civilians were killed while trying to flee, it said.Armed Assad loyalists known as Shabbiha have been accused repeatedly of cold-blooded indiscriminate killings carried out on the coattails of army offensives into rebel-held districts.Another activist organization, the Syrian Observatory for Human Rights, said over 160 people were killed on Thursday in Hama province, most of them in a massacre in Tremseh.The Observatory said it had listed 40 victims by name so far, among them dozens of rebel fighters. More than 30 of the dead were completely burned. Some were killed with clubs and knives.Fadi Sameh, an opposition activist from Tremseh, said he left the town before the reported killing spree but was in touch with residents. "It appears that Alawite militiamen from surrounding villages descended on Tremseh after its rebel defenders pulled out, and started killing the people. Whole houses have been destroyed and burned from the shelling."Every family in the town seems to have members killed. We have names of men, women and children from countless families," he said. Many bodies were taken to a local mosque, he added.A local activist named Ahmed told Reuters there were 60 bodies at the mosque of whom 20 were identified by name."There are more bodies in the fields, bodies in the rivers and in houses ... People were trying to flee from the time the shelling started and whole families were killed trying to escape," he said.
VERIFICATION
According to a detailed account by activists before news of the massacre, a convoy of 25 vehicles with army and security forces headed west after dawn on Thursday, with three armored vehicles and five trucks towing artillery, passing through the town of Muharda in the direction of the village of Tremseh."They blockaded the village from all four sides and began violently and randomly firing on houses as a helicopter flew overhead. As the attack happened the electricity and telephone lines were cut. Residents gathered in the streets in a state of fear and panic. They were unable to flee because of the blockade from every side," the report posted on activist Web sites said.In June, it took United Nations monitors two days to reach the site of an alleged massacre of 78 people shot or stabbed or burned alive in the village of Mazraat al-Qubeir, a Sunni hamlet, by fighters of Assad's Alawite sect.Two weeks earlier the Syrian government denied responsibility for the massacre of 108 men, women and children in the town of Houla on May 25, the vast majority of them executed according to a U.N. report. Damascus was widely condemned for the atrocity.Most of Assad's political and military establishment are minority Alawites, who form a branch of Shi'ite Islam. The revolt and the fighters behind it, and the street protesters who launched the revolt in March 2011, are mostly Sunni Muslims.The insurgents cannot match the Syrian army's firepower but they have established footholds in villages, towns and even cities across Syria, coming under attack from Assad's forces to respond fiercely with helicopter gunships and artillery.Following high-profile defections of a family friend and a top diplomat, both Sunnis, analysts said cracks were appearing in Assad's Alawite-dominated rule.But Assad's strongest strategic ally, Russia, stuck by him on Thursday with a clear warning to his Western and Arab enemies that it would not even consider a tough new UN resolution.Britain, the United States, France and Germany want to make compliance with a transition plan drafted by international envoy Kofi Annan enforceable under Chapter 7 of the U.N. Charter.This would allow the council to authorize actions ranging from diplomatic and economic sanctions to military intervention.Russia's Deputy U.N. Hamas sees Egypt's Mursi defying Israel, ending blockade

GAZA (Reuters) - The head of the Islamist group Hamas in the Gaza Strip said on Friday he was confident Egypt's new president would shield the Palestinian enclave from Israeli attack and fully open its borders to end a trade blockade.Mohamed Mursi, who won power in last month's presidential election in Egypt, is a member of the Muslim Brotherhood and ideologically close to Hamas.The Gazan Islamists long complained that his predecessor Hosni Mubarak, ousted from power last year in a popular revolt, sided not just with Israel, but also with their political rival -- Palestinian President Mahmoud Abbas's Fatah movement.

So far, Hamas has seen little sign of a policy shift since Mursi took office and diplomats said the Egyptian leader had so many domestic problems that he could ill-afford to dedicate much time to re-tooling Cairo's relations with the Palestinians.However, Ismail Haniyeh, the head of Hamas's Gaza government, told worshippers in a mosque that change was coming."We are confident that Egypt, the revolution led by Mursi, will never provide cover for any new aggression or war on Gaza," he said. "We are confident that Egypt, the revolution led by Mursi, will not take any part in blocking Gaza," he added.Israel launched a military offensive against Gaza in late 2008 in an effort to end repeated rocket attacks from Hamas, which refuses to recognize Israel's right to exist. Some 1,400 Palestinians and 13 Israelis died in the three-week war.
Low level violence continues and Israel still imposes a rigid trade blockade on Gaza, arguing that it is needed to prevent weapons of arms-making materials into the enclave.Politicians in Israel have expressed alarm in private over the election of Mursi and fear that their country's historical peace treaty with Egypt could be eroded over time.
MEETINGS AHEAD

Mubarak helped police the Gaza blockade and did not let any goods officially cross the border, saying this was part of longstanding accords with Washington and Israel. However, Cairo always turned a blind eye to a thriving blackmarket business with Gaza conducted through a warren of underground tunnels.A few hundred people cross in and out of Gaza every day via Egypt and the number of passengers has increased since Mursi took office. However, officials on both sides explain this on the start of the holiday season rather than on any policy shift.Mursi's position will soon be put to test when he meets officials from Hamas and the secular Fatah, which is backed by Western powers and rules in the nearby West Bank.Protocol means that Mursi will almost certainly see Abbas first, with one source saying it would happen on Wednesday. No date has yet been set for a Hamas delegation to be received.Both President Abbas and Hamas are likely to be pressed by Egypt to end their long-standing hostilities, which at one point saw the two sides fight a brief civil war in Gaza."No one can help the Palestinians more than they can help themselves. They should take daring steps to end their rifts," an official in Cairo told Reuters by phone.Repeated attempts at Palestinian reconciliation have ended in failure, with the two sides at loggerheads on everything from setting a date for elections to cooperating on security."Theoretically, Mursi's election gave a boost to Hamas, but the man has a million domestic problems to handle at home," a diplomat in the region told Reuters, asking not to be named."If Mursi publicly backs Hamas, he would be seen as supporting the Palestinian division and that would reflect badly on his foreign policy. SE Asia meeting in disarray over sea dispute with China

PHNOM PENH (Reuters) - A Southeast Asian regional summit ended in acrimony on Friday over China's assertive role in the strategic South China Sea, failing to agree on a concluding joint statement for the first time in its 45-year history.Divisions between the 10 countries in the Association of Southeast Asian Nations (ASEAN) follow a rise in incidents of naval brinkmanship involving Chinese vessels in the oil-rich waters that has sparked fears of a military clash.The Philippines said it "deplores" ASEAN's failure to address the worsening row, and criticized Cambodia -- a close ally of China -- for its handling of the issue during the foreign ministers' meeting.Without mentioning China, Philippine Foreign Minister Albert del Rosario told a news conference in Manila that one "member state's" intrusions into Philippine territory were part of a "creeping imposition" of its claim over the entire South China Sea and were raising the risk of a conflict.

The South China Sea has become Asia's biggest potential military flashpoint as Beijing's sovereignty claim over a huge, looping area has set it against Vietnam and the Philippines as the three countries race to tap possibly huge oil reserves.The stakes have risen as the U.S. military shifts its attention and resources back to Asia, emboldening its long-time ally the Philippines and former foe Vietnam to take a bolder stance against Beijing.ASEAN's divisions are an ominous sign for a bloc that wants to create a regional economic community by 2015 that would bring down barriers in trade, labor and financial markets -- partly to compete with China for investment.China is a member of the East Asian Summit and ASEAN Regional Forum which also held meetings in Cambodia."The increasing assertion by this member state over the disputed and non-disputed areas poses a threat to the peace and stability in the Asia-Pacific region," del Rosario said.

Iran reports: War games showed missile accuracy

TEHRAN, Iran (AP) — War games this month showcased missiles with improved accuracy and firing capabilities, Iranian media reports said Friday, an apparent response to stepped up Western moves against Iran's nuclear program.Iran's powerful Revolutionary Guards conducted the exercise in the central desert, firing ballistic missiles including a long-range variety meant to deter an Israeli or U.S. attack. The targets were models of foreign military bases, and the stated goal was to show that Iran's missiles can hit Western bases and Israel.The U.N. Security Council has imposed several rounds of economic sanctions on Iran, aimed at persuading Iran to halt its uranium enrichment program. The sanctions have hit Iran's economy, but its leaders have refused to scale down the nuclear program.In the latest step, The European Union put a ban against purchase of Iranian oil in force on July 1. EU purchases accounted for 18 percent of Iran's oil exports.
Several Iranian news websites reported Friday that 90 percent of the missiles hit their targets and said this showed their increased accuracy.Another achievement, the reports said, was Iran's capability of firing multiple missiles within seconds. The media reports said this would create a challenge for the U.S. or Israel to intercept incoming missiles should a war break out.Iran has a variety of missiles. including a Shahab-3 variant with a range of 2,000 kilometers (1,200 miles) that can reach Israel and southern Europe. The missiles, which can carry a nuclear warhead, are also capable of hitting U.S. bases in the region.Some of the missiles used during the war games used solid fuel, the reports said, improving the accuracy of the missiles.
The elite Revolutionary Guard's Aerospace Division is in charge of Iran's missile program."Within 10 minutes, a considerable number of missile were fired at a single target. The achievement, called high firing density, makes it impossible for anti-missile systems to intercept and destroy them. In the end, the target is definitely hit," said a report on irannuc.ir.Iranian news media are tightly controlled by the regime.The Pentagon released a report June 29 noting significant advances in Iranian missile technology. The report was prepared before the latest Iranian missile tests.The report to Congress, signed by U.S. Defense Secretary Leon Panetta, acknowledged that Iran has improved the accuracy and power of its missiles. Up to now, U.S. reports have downplayed the accuracy and effectiveness of Iran's missiles.Iranian lawmaker Ismaeil Kowsari, a former Revolutionary Guard commander, said Iran has upgraded its missile deterrence."Our missiles are more accurate and lethal than ever," Kowsari told The Associated Press on Friday. Two Florida Teens Attacked by Alligators in Less Than a Week

Two teenagers have been attacked by alligators in a five-day span while swimming in Florida, one of them losing the bottom half of his right arm in the nearly fatal encounter.Kaleb Towles, 15, was spear-fishing with his grandfather last Thursday at Keaton Beach near Tallahassee. The teen was reportedly swimming in water 3 feet deep when a 10-foot-long gator came out of nowhere."The alligator came from my left and bit me across my chest," Kaleb said.The alligator released his grip. Towles has recovered from the attack, as will Kaleb Langdale, who lost his lower right arm in an alligator attack Monday but not his spirit.A 911 call made seconds after a different 10-foot alligator attacked teenager Langdale reveals the quick thinking made by the teenager and his friends, whose split-second decision-making helped save his life.Langdale and two of his friends were swimming in the Caloosahatchee River in Moore Haven, Fla. Monday when temperatures were hitting triple digits. Langdale was swimming ahead of his friends, about 30 yards from the bank, when one of them yelled, "There's a gator."At that point, Langdale turned around to find an alligator only a few feet away from him."When the gator's about right here from me, I grabbed that skin up underneath him trying to control him, and he just kept going," Langdale told ABC News. "I pulled his head up and I wrapped my legs around him and then he just went and dove while I was just trying to hold onto him. But he did a death roll and knocked me off."The gator then dragged the teen under the water, but Langdale managed to break free and start swimming away. It wasn't long before the gator caught up to him, again.The gator pulled him down another time, and Langdale was ultimately able to pull himself free, although he lost the bottom half of his right arm in his struggle for his life."He came up out of the water like Superman or something, waving to us saying, 'Hey, my arm's gone, call an ambulance," Langdale's friend Matt Baker said.On the 911 call, Langdale's friend is heard explaining the emergency."Fred. Are you all right, Fred? I'm calling," his friend can be heard shouting. "A gator just got my friend in the water. ... Ma'am, we need an ambulance on the other side of the river."After Langdale was able to get out of the water, he tried to use anything to stop the bleeding -- including spider webs found along the river bank -- while he made his way back to his car.The teen's mother, Felinda Langdale, rushed to the scene, where she was soon told by the police that Langdale was "fine, really fine."While Langdale was being treated at the hospital, authorities caught and killed the alligator to retrieve the teen's arm. By the time the arm arrived at the hospital, however, too much time had passed to reattach it. Surgery to close his wounds was successful.Langdale was fitted for a prosthetic arm Wednesday, and this morning, his family is raising money for his medical expenses, launching a fundraising site.

"I'm just happy that I'm still alive and my buddies are still alive," he said.The family of Kaleb Langdale has started an account to accept donations on his behalf.

• Syria has started to move part of its chemical weapons arsenal out of storage facilities, according to U.S. officials.

The country's undeclared stockpiles of sarin nerve agent, mustard gas and cyanide have long worried the U.S. officials and its allies in the region, according to the Wall Street Journal.
Western nations have looked for signs amid the rebellion against President Bashar al-Assad's government of any change in the location of those weapons, believed to be the world's largest stockpile.

American officials are divided on the reason for moving the arsenal.
Some fear Assad may want to use the weapons against rebels or civilians, while others said perhaps he is trying to safeguard them from his opponents.

U.S. State Department spokeswoman Victoria Nuland, travelling with Secretary of State Hillary Clinton in Phnom Penh, said: 'We repeatedly made it clear that the Syrian government has a responsibility to safeguard its stockpiles of chemical weapons.'
She added that 'the international community will hold accountable any Syrian officials who fail to meet that obligation'.

The Syrian government denied chemical stockpiles have been moved, the Journal said.
Syria is one of eight states - along with Israel and nearby Egypt - that have not joined the 1997 Chemical Weapons Convention, which means the world's chemical weapons watchdog has no jurisdiction to intervene there.
The Assad government has in the past denied having weapons of mass destruction.
The development comes a day after more than 250 Syrians were reportedly killed after a village was shelled and stormed by pro-government forces.
The massacre in the Sunni Muslim village Taramseh, Hama province, would be the worst yet since a rebellion against the rule of Assad began 17 months ago.
Civilians were allegedly killed 'execution-style' with shots to the head while others were shelled by tanks and helicopter gunships as their homes were burned down.
The Revolution Leadership Council of Hama said Taramseh was subjected to a barrage before pro-government Alawite militiamen swept in and killed victims one-by-one.
There were reports of bodies scattered in the surrounding fields, rivers and houses, with around 60 corpses were taken to a mosque.
Fadi Sameh, an opposition activist from Taramseh, left the village before the killings but was in touch with residents.
He said: ‘It appears that Alawite militiamen from surrounding villages descended on Taramseh after its rebel defenders pulled out, and started killing the people.
‘Every family in the town seems to have members killed. We have names of men, women and children from countless families.’

Other reports said the village school was destroyed, and one of the victims was a doctor shot dead as he tried to help the wounded.
Death tolls are almost impossible to verify in Syria, but activists say more than 17,000 people have been killed since the uprising began.

We are quickly approaching a coming time of distress that the scriptures refer to as the Tribulation Period. There has never been a generation  that has seen the significant signs of prophecy as has this one upon whom the ends of the world has come. The prophetic winds are blowing as never before creating the perfect storm.
We can now fully comprehend why Jesus said of these days that people’s hearts would fail them for fear. On the other hand, how exciting to be alive and positioned in the crosshairs of prophecy. As the stormy winds violently blow, there is another great wind sweeping across the globe, the mighty, unstoppable wind of the Holy Spirit! This eternal wind is sure to change history as the greatest harvest and explosion of signs and wonders the world has ever seen is staging to be released.In the book of Revelation (Revelation 7:1) the Word of God mentions four angels that are positioned upon the four corners of the earth. These angels have been given power over the four winds of the earth. Throughout history there have always been four winds that have shaped nations: the winds of war, economics, politics and religion. Our generation is experiencing a simultaneous escalation of these four winds.“Throughout history there have always been four winds that have shaped nations: the winds of war, economics, politics and religion. Our generation is experiencing a simultaneous escalation of these four winds.”Some nations are at war, and many others positioning themselves for it. This trend deepens U.S. doubts of Israel’s strategic value and reinforces Israeli fears about U.S. commitments and guarantees to help protect their land. As a result, Israel and America are in a very dangerous position. Israel is in danger because America is possibly the only ally she has; America is in danger because violating God’s principles concerning the dividing of Israel’s land positions America for divine judgment.
I recently had an open vision of the future of America. I was sitting on my couch when suddenly my TV changed channels to a current weather forecast. I was shocked as the newscaster showed a picture of what appeared to be the largest hurricane I had ever seen. Normally hurricanes form in the ocean as stormy winds collide and then make their way toward land; however, this hurricane was completely different! It was already on land, specifically America. As they showed a satellite image of this storm, I noticed that it spread from the America-Canada border to the American-Mexico border. The eye of the storm was plowing through the heartland of America.The news anchor said, “We have a correspondent on the ground in the storm….” The scene switched. I watched a young man with a microphone in a rain suit being tossed by the wind. I could see some sort of debris swirling around his head. He said, “This is a most unusual storm. It’s not raining as is normal.” He reached down toward the ground and picked up a handful of one-dollar bills. “It’s raining money!” he shouted.The scene went back to the news anchor. In shock I sat there as I heard him say, “Ladies and gentleman, there has been another catastrophe. It seems that a major earthquake has hit the New Madrid Fault.” Pictures flashed before my eyes of devastation, as cities had collapsed from the shaking. Immediately, I heard a loud voice behind my right ear that said sternly, “THEY DIVIDED MY LAND. NOW I WILL DIVIDE THEIRS!” I knew that this was the voice of God and that He was judging America because of her reckless policies concerning Israel.As the vision unfolded, I saw the collapse of the dollar. Riots filled the streets of America’s cities. I saw people holding large picket signs that read, “I want my entitlements!” I watched a private meeting of foreign nations that met for the sole purpose of devaluing the dollar. The price of silver went up, a fact that I have no explanation for to this day.
America is in the crosshair of prophecy. From her very roots, America has been prophetically and spiritually connected to the land of Israel and God’s chosen people, the Jews, from the creation of the dollar bill by Haym Solomon down to the formation of the laws of the land taken directly from the first five books of the Bible. To depart from this heritage is detrimental to this nation and the nation of Israel. In fact, America might have very well already crossed the line, the point of no return. If so, then the judgment of God is already descending upon this nation!The body of Christ must arise from her slumber. While she has been asleep in the bed of religion, the enemy has come in and sown tares. The Church must take action now! It is imperative that Christians become involved in the processes to appoint righteous leadership that will honor the Word of God and America’s national spiritual heritage. We must pray for mercy and pray for more time. Pray for the peace of Jerusalem and pray that another Great Awakening visits America. God’s will is not judgment. His will is blessing! In 1 Corinthians 11 Paul said that if we will judge ourselves, we will not be judged. We still have the promise that if the body of Christ will pray and turn from wickedness to seek the face of God that He will hear from heaven and heal our land (2 Chron. 7:14). On the contrary, the scripture is abundantly clear that the nation that forgets God will come under a curse and be turned into hell (Psalm 9:17)

A massive drought in the U.S. corn belt, the worst some say in nearly a quarter century, has triggered a buying frenzy in global grain markets and bolstered Canadian fertilizer producers.Prices for key agricultural commodities such as corn, soybean and wheat have soared in the past few weeks as investors realize yields in the corn belt are going to be far lower than they expected in the spring.Grain prices are approaching the peak levels reached in mid-2008, a period when many other commodities were also hitting record highs just before the economic meltdown. While many commodities are well below those levels today, grains have climbed all the way back.Corn prices lead the sector's rally, having jumped about 35% in the last month and the key futures contract has reached US$7.86 a bushel. Soybean prices Wednesday hit an all-time high of US$16.79 a bushel.The increased pricing is a direct response to a drought in the U.S. Midwest, with the hot and dry conditions limiting yields, thereby lowering supplies and boosting prices. The U.S. is the world's biggest corn exporter and the one that is most watched by traders, so weather patterns in that country can have an outsized effect on world prices."This recent price escalation is unlike anything we have seen in recent years," National Bank Financial analyst Robert Winslow wrote in a note.A few months ago, when the weather was good, all the talk in grain markets was about the early planting season in the U.S. At the time, it appeared yields were going to be better than normal, leading many customers to hold off their purchases and draw down inventories in anticipation of lower prices.Grain buyers are now facing potential shortages because many farmers are struggling to grow anything. Some farmers have even plowed under their current corn crop and replanted in hopes of better harvesting conditions in the fall."With these prices, if you get a good crop you can make a lot of money," said Bruce Waterman, chief financial officer of Agrium Inc.
All eyes in the sector are now on the U.S. Department of Agriculture, which will release an update on U.S. corn yields on Wednesday. The report should reveal the extent of the damage caused by the dry weather. The current USDA forecast is for a yield of 166 bushels per acre, but that is expected to fall closer to 150 bushels.The surge in grain prices has had a predictably strong impact on the prices of Canadian fertilizer equities such as those of Agrium and Potash Corp. of Saskatchewan Inc., which are up 13% and 16%, respectively, in the past month. Higher crop prices should lead to higher fertilizer prices, because farmers can afford to pay more for their inputs.Mr. Winslow wrote there is still more room for grain prices to rise, but that dynamic could change quickly. Demand destruction and a big uptick in South American production are two factors that could hit the market. He also noted that soybean yields are currently not as threatened as corn yields, because soybeans pollinate later in the season and could benefit from some long-overdue rainfall.

The U.S. Department of Agriculture is streamlining the process for farmers to apply for government disaster help as crops in many states burn up in the widest drought in nearly 25 years.Agriculture Secretary Tom Vilsack says more than 1,000 counties nationwide will automatically qualify for disaster assistance if they're in a severe drought for at least eight weeks or were in extreme drought this growing season.The department also is lowering the interest rate on emergency loans to 2.25 per cent from 3.75 percent.As much as $39 million US is available under the program.In addition, the government will help farmers use part of the land set aside in a conservation program for hay or grazing since the drought is expected to reduce the amount of corn available for feed.Almost a third of the U.S. corn crop is already showing signs of damage, and on Wednesday, the Department of Agriculture released yet another report predicting that farmers will get only a fraction of the corn anticipated last spring when they planted 96.4 million acres, the most since 1937.It's too soon to say how that will affect food prices. The cost of meat is most likely to be affected because corn is used to feed cattle, and its price is usually passed along in the cost of hamburger and steak.
The U.S. Department of Agriculture says farmers planted 96.4 million acres of corn this spring, up five per cent from last year. It's the largest number of planted acres since 97 million in 1937. (Charlie Neibergall/Associated Press) But meat prices were already rising and were expected to stay high after last year's drought in Texas forced many ranchers to reduce their herds.Corn also is widely used as an ingredient — in corn flakes to ketchup, bread and soda pop — but it accounts for a small fraction of their costs compared to such things as transportation and marketing. A rule of thumb is that food prices typically climb about one per cent for every 50 per cent increase in average corn prices, said Richard Volpe, a USDA food markets research economist.
The government has already predicted food prices will increase this year by as much as 3.5 per cent. It won't be clear until the fall, when all the damage is known, how much the crop loss will add to that, Volpe said.
The drought stretches from parts of Ohio to California. The historic drought that gripped Texas and other parts of the Southwest last year was more severe, but this year is notable for the ground covered."To see something on this continental scale where we're seeing such a large portion of the country in drought you have to go back to 1988," said Brad Rippey, a USDA agricultural meteorologist. That year, farmers saw corn yields, or the amount produced per acre, drop by nearly a third.The USDA said Wednesday it now expects farmers to get 146 bushels per acre this year, rather than the 166 bushels per acre it predicted at the beginning of the year. They will harvest an estimated 12.97 billion bushels of grain, a 12 per cent reduction from an estimate in June of 14.79 billion bushels.

But even with that loss, farmers may still do better than they would have 10 years ago because plant breeders have developed corn varieties better able to withstand drought.The average yield in 2002 was about 129 bushels per acre. Even farmers who lose much or all of their corn this year are unlikely to go under. Most take out crop insurance to cover weather-related losses.Matt Johnson's popcorn fields in Redkey, Ind., have been burning up by the day, and he expects his insurance adjuster to tell him to mow them over if no rain comes by next month."It's pretty sad," said Johnson. "Everything's just so short, so small. We haven't mowed our yard since sometime in May. We didn't even get an inch of rain in June and haven't gotten an inch yet in July."In the end, it may be farmers' spirits that take the hardest hit."It's a farmers' nature to want to grow a good crop, and that's a very depressing state to be in when that doesn't happen," said Don Duvall, who farms near the Illinois-Indiana state line in Carmi, Ill."Not only has it hit the corn crop, but there are well-established trees that are dying," he added. "Leaves are falling like it's autumn, and a lot of the landscape is just dying.

WASHINGTON (AP) — The Federal Reserve is open toward taking further action to support the struggling U.S. economy. But minutes of the Fed's June meeting show policymakers are at odds over whether the economy needs more help now.A few said the economy may already require additional support. But several others noted that further action "could be warranted" if the recovery lost momentum, if risks became more pronounced or inflation seemed likely to run below the committee's target.Investors appeared to be disappointed by the division within the Fed.Stock prices sank after the Fed expressed concerns about the economy. The Dow Jones industrial average had been down nearly 40 points before the minutes were released at 2 p.m. Eastern time. At around 2:30 p.m., the Dow was down 112 points, on track for its fifth straight day of losses.Fed officials signaled at the June 19-20 meeting their concern that the struggling U.S. economy could worsen if Congress fails to avert tax hikes and across-the-board spending cuts that kick in at the end of the year. And they expressed worries that Europe's debt crisis will weigh on U.S. growth.
More stimulus "won't become a reality unless the recovery loses even more momentum or a more severe flare up in the euro-zone crisis raises the already elevated downside risks," said Paul Ashworth, chief U.S. economist at Capital Economics.Members said the economy will likely continue to grow moderately. But the Fed lowered its growth forecast at the June meeting, noting that the U.S. job market had weakened and consumer spending slowed. It also said it didn't expect the unemployment rate to fall much further this year from its current 8.2 percent.Since the Fed met last month, the job market's weakness has persisted. The government said Friday that hiring in June was weak for a third straight month. The economy added just 80,000 jobs last month.Some members noted that defense contractors are already laying plans for layoffs if lawmakers don't address the package of tax hikes and spending cuts by the end of the year. Members warned that tighter government spending could slow the economy well into next year.At the meeting, the Fed extended a program that shifts its bond portfolio to try to lower long-term interest rates. Policymakers left open the possibility of providing further help, such as launching a new program of bond purchases.

Chairman Ben Bernanke may offer further guidance on the Fed's plans next week when he delivers the central bank's updated economic assessment to Congress. After the June meeting, Bernanke told reporters he was open to another round of bond purchases if the job market didn't improve.Employers added an average of just 75,000 jobs a month in the April-June quarter — only about a third of the 225,000 jobs a month created in the first three months of the year.Many economists predict the Fed will hold off for one more meeting and give the job market a little longer to show improvement. If it doesn't show gains, the Fed could announce some new action at its Sept. 12-13 meeting.Since the recession, the Fed has bought more than $2 trillion in Treasury bonds and mortgage-backed securities, expanding its portfolio to more than $2.8 trillion.After its last meeting, the Fed downgraded its economic outlook. It now expects growth of just 1.9 percent to 2.4 percent in 2012, half a percentage point lower than its April forecast.

MOSCOW — Russia said on Tuesday that it had dispatched a flotilla of 11 warships to the eastern Mediterranean, some of which would dock in Syria. It would be the largest display of Russian military power in the region since the Syrian conflict began almost 17 months ago. Nearly half of the ships were capable of carrying hundreds of marines.The announcement appeared intended to punctuate Russia’s effort to position itself as an increasingly decisive broker in resolving the antigovernment uprising in Syria, Russia’s last ally in the Middle East and home to Tartus, its only foreign military base outside the former Soviet Union. The announcement also came a day after Russia said it was halting new shipments of weapons to the Syrian military until the conflict settled down.Russia has occasionally sent naval vessels on maneuvers in the eastern Mediterranean, and it dispatched an aircraft-carrying battleship, the Admiral Kuznetsov, there for maneuvers with a few other vessels from December 2011 to February 2012. There were rumors in recent weeks that the Russians planned to deploy another naval force near Syria.But the unusually large size of the force announced on Tuesday was considered a message, not just to the region but also to the United States and other nations supporting the rebels now trying to depose Syria’s president, Bashar al-Assad.

Tartus consists of little more than a floating refueling station and some small barracks. But any strengthened Russian presence there could forestall Western military intervention in Syria.The Russian announcement got a muted response in Washington. “Russia maintains a naval supply and maintenance base in the Syrian port of Tartus,” said Tommy Vietor, a spokesman for the National Security Council. “We currently have no reason to believe this move is anything out of the ordinary, but we refer you to the Russian government for more details.”The announcement came as a delegation of Syrian opposition figures was visiting Moscow to gauge if Russia would accept a political transition in Syria that excludes Mr. Assad. It also coincided with a flurry of diplomacy by Kofi Annan, the special Syria envoy from the United Nations and the Arab League, who said Mr. Assad had suggested a new approach for salvaging Mr. Annan’s sidelined peace plan during their meeting on Monday in Damascus.While the Kremlin has repeatedly opposed foreign military intervention in Syria, Russian military officials have hinted at a possible role in Syria for their naval power. The ships have been presented as a means either to evacuate Russian citizens or to secure the fueling station at Tartus.

A statement by the Defense Ministry said ships had embarked from ports of three fleets: those of the Northern, the Baltic Sea and the Black Sea, and would meet for training exercises in the Mediterranean and Black Seas. Taking part, the statement said, would be two Black Sea Fleet landing craft that can carry marines: the Nikolai Filchenkov and the Tsezar Kunikov.Russia’s Interfax news agency cited an unnamed military official as saying that an escort ship, the Smetlivy, would stop in Tartus for resupplying in three days — though it had presumably recently left its home port of Sevastopol, in the Black Sea.Another contingent, from the Arctic Ocean base of Severomorsk, in the Murmansk Fjord, will take longer to arrive. That convoy includes three landing craft with marines escorted by an antisubmarine ship, the Admiral Chabanenko.

The voyage to the Mediterranean was unrelated to the Syrian conflict, the official said, but the boats laden with marines would stop in Tartus to “stock up on fuel, water and food.”Visits on Tuesday by Mr. Annan to Iran, the Syrian government’s most important regional ally, and Iraq, Syria’s neighbor to the east, which fears a sectarian spillover from the conflict, came as a deadline of July 20 approaches. That is when the United Nations Security Council is to decide whether to renew the mission of 300 observers in Syria charged with monitoring the introduction of Mr. Annan’s peace plan. The observers’ work was suspended nearly a month ago because it was too dangerous.At a news conference in Tehran, Mr. Annan reiterated his view that the Iranians had a role to play in resolving the conflict, despite objections from the United States. Mr. Annan also said Mr. Assad had proposed altering the peace proposal so that the most violent areas of the country would be pacified first. The current plan calls for an immediate cessation of all violence everywhere as a first step.

“He made a suggestion of building an approach from the ground up in some of the districts where we have extreme violence — to try and contain the violence in these districts and, step by step, build up and end the violence across the country,” Mr. Annan told reporters in Tehran.There was no immediate word on whether the suggested new approach would be accepted by Mr. Assad’s opponents. But in Moscow, a delegation from the Syrian National Council, the umbrella opposition group in exile, suggested they had no interest in engaging with him.“What brings together the opposition today is our consensus on the need to topple Assad’s regime and build a new political system,” Bassma Kodmani, a member of the delegation, said at a news conference in Moscow.The delegation members, who are to meet on Wednesday with Foreign Minister Sergey V. Lavrov, also said they would not ask that Russia grant Mr. Assad asylum — something Russian officials have said they are not considering anyway.Andrew E. Lebanon on Tuesday began sending troops to the frontier with violence-torn Syria after deadly attacks in the region.“Yes, we have started to reinforce our troops, and the operation will take us a week to 10 days to complete,” an army spokesman told AFP on condition of anonymity.The cabinet decided on Monday evening to dispatch army reinforcements to the border area in the north, after a series of cross-border incidents in recent months.Syrian troops and armed men traded gunfire overnight in the border area and shells fell inside Lebanon, wounding civilians, the army said earlier.The latest incident took place two days after clashes and blasts killed two people in the area.The decision to send troops to the Syrian border makes Lebanon the second country in the region reinforce its frontier as embattled President Bashar al-Assad continues his brutal 16-month suppression of a popular uprising now turned civil war.Ankara reinforced its border with Syria after Damascus shot down a Turkish F-4 Phantom fighter jet over the Mediterranean.
France on Tuesday condemned Syrian shelling of areas of northern Lebanon and said it backed Lebanese plans to boost its military presence along the border.“We support the decision of the Lebanese cabinet to strengthen the presence of the Lebanese armed forces at the border, to guarantee the security of Lebanon’s territory and its people,” French foreign ministry spokesman Bernard Valero said.“France calls on Syria to strictly respect the sovereignty and territorial integrity of Lebanon, in conformity with United Nations resolutions,” he added.

Iran is copy-catting the deadly Russian Kornet anti-tank missile that Hizbullah used against Israeli soldiers in the Second Lebanon War and which Hamas used to kill a student on a school bus last year.Quoting defense sources in London and Moscow, the Gulf News website quoted a Russian defense advisor as saying that Iran may have obtained the design for the Kornet missile from Hizbullah. An analyst from Jane’s Defense suggested that Hamas and/ or Syria may have been the source for handing over the design to Iran, which does not have a license from Russia to produce the missile.IDF intelligence failed to obtain advanced information that Hizbullah possessed the Kornet missile, and Israeli tanks were unprepared for missile attacks that killed dozens of soldiers and wounded hundreds more in the 34-day-old war.The Kornet has a range of 5.5 kilometers, or 3.5 miles. Hizbullah has said the Kornet missiles destroyed two advanced Israeli Merkava-4 tanks during the war in 2006. The missiles were smuggled into Lebanon from Syria.Over two years ago, Israel discovered that Hamas also has possession of the missile. In December 2010, former IDF Chief of Staff Gabi Ashkenazi announced, "On December 6, a Kornet anti-tank missile fired for the first time in Gaza hit an IDF tank and penetrated its outer shell. Luckily, the missile did not explode inside the tank. We are talking about a massive missile, one of the most dangerous in the battlefield, which has already been used against the IDF in the Lebanon War."Hamas used the same missile to attack a school bus approximately a mile from Gaza last year, killing a student. Dozens of other children had stepped off the bus only a few minutes before the attack near Kibbutz Saad, in the western Negev.

Syrian envoy to Iraq defects: diplomat

Syria's ambassador to Iraq Nawaf Fares has defected from the regime of embattled President Bashar al-Assad, an Arab diplomat in Baghdad told AFP Wednesday."He submitted a letter to the Iraqi MFA (Ministry of Foreign Affairs)," the diplomat said, speaking on condition of anonymity because of the sensitivity of the issue."They (Iraqi officials) will have a meeting tomorrow (Thursday). They are going to discuss sending him to another country."The United States said it could not confirm Fares's defection, but White House spokesman Jay Carney told reporters: "There have been a number of high-level defections in recent days and weeks, and they are simply the tip of the iceberg.""There have been many, many defections within the military leadership, within the government, and I think that is an indication of the fact that support for Assad is crumbling, internationally and internally. And that's a welcome development."If confirmed, it would mark one of the highest-level defections from the Syrian regime since the uprising began in the country in March 2011, and comes barely a week after a top general defected.General Munaf Tlass is thus far the most influential military officer to have abandoned the Assad regime.An officer in the elite Republican Guard charged with protecting the regime, he is the son of former defense minister Mustafa Tlass, a close friend of Assad's late father and predecessor, Hafez.

Annan urges 'consequences' if no Syria cease-fire

UNITED NATIONS (AP) — International envoy Kofi Annan urged the U.N. Security Council on Wednesday to send a message to the Syrian government and the opposition that there will be "consequences" if they don't comply with demands for an immediate cease-fire, a U.N. diplomat said.

Russia and China, key allies of Syrian President Bashar Assad and veto-wielding council members, have blocked repeated attempts by the United States and its European allies to even threaten "consequences" — a diplomatic code word for sanctions.The diplomat, speaking on condition of anonymity because Annan's videoconference briefing from Geneva was at a closed session, said the council should insist on implementation of its resolutions which included a strong endorsement of his six-point peace plan.That plan calls for an immediate cease-fire and withdrawal of heavy weapons from populated areas by the Syrian government to be followed by an opposition cessation of hostilities.The U.N. sent a 300-strong unarmed observer mission for 90 days to oversee the cessation of violence and monitor implementation of the Annan plan. It was forced to withdraw from key conflict areas because of the escalating fighting and the council must decide what to do about extending its mandate which expires on July 20.Another U.N. diplomat said U.N. peacekeeping chief Herve Ladsous told the council the ceiling of 300 observers should remain and the U.N. should decide on their deployment. A third diplomat said the peacekeeping department plans temporarily withdraw half of them, on 48-hour standby to return if conditions change.They also spoke on condition of anonymity because Annan spoke behind closed doors.On the eve of Annan's briefing, Russia circulated a draft resolution to Security Council members that would extend the U.N. observer force in Syria but refocus its activities on trying to achieve a political solution to the conflict.Britain, France, Germany, Portugal and the United States have also been drafting possible texts for a new resolution but were waiting to hear what Annan had to say. Diplomats said a Western text will likely be circulated either later Wednesday or Thursday.Annan briefed the council on his talks with Assad in Damascus and his visits to Iran and Iraq.
He told reporters in Tehran and Baghdad on Tuesday that Assad agreed to a plan to contain the bloodshed in the most violent areas of Syria step by step and then expand the operation to the whole country.
"I believe that if everyone works on it seriously then it could work," Annan said in Baghdad. "We are also ... going to discuss this with the opposition on the ground."But several U.N. diplomats raised concerns about this new approach, citing the Security Council's unanimous endorsement of Annan's six-point peace plan and questioning whether targeting places of extreme violence would mean targeting opposition strongholds.
The conflict in Syria has defied every international attempt to bring peace, and there was no sign that the plan Annan described Tuesday would be a breakthrough. Although the Assad government's crackdown has turned the Syrian president into an international pariah, he still has the support of strong allies including Russia, Iran and China.There is little support for military intervention of the type that helped bring down Libya's Moammar Gadhafi, and several rounds of sanctions by the U.S. and European nations, and other attempts to isolate Assad have done little to stop the bloodshed. More than 17,000 people have been killed since the uprising against Assad began in March 2011, according to Syrian activists.In Moscow on Wednesday, a prominent Syrian opposition leader said Russia's resistance to international intervention in the conflict was bringing misery and "suffering" to the violence-torn country.Two Syrian opposition delegations visited Moscow this week, raising hopes that Russia could be pushed to accept Assad's ouster but Syrian National Council head Abdelbaset Sieda said he saw "no change" in Moscow's stance after meeting with officials including Foreign Minister Sergey Lavrov."The Syrian people are suffering because of Russia, because of the position it has taken, because of its veto in the U.N. Security Council," Sieda said at a news conference. "The current regime uses Russian weapons against its own people."Sieda called for intervention by the U.N. and said no dialogue with the regime was possible until Assad was ousted.Russia strongly opposes international intervention and says that if Assad goes, it must be as the result of dialogue.

At a conference in Geneva last month, Russia insisted that any political transition must have the "mutual consent" of both Assad's government and the opposition, essentially handing a veto on the peacemaking process to both sides.Lavrov on Wednesday repeated Russia's support for non-intervention, and insisted that any solution would have to be decided by "Syrians themselves," and not by any foreign power.

Lavrov also expressed doubt that the fragmented Syrian opposition was ready to act as a real partner for dialogue with the regime. Egypt president seeks talks over parliament crisis

CAIRO (Reuters) - Egypt's Islamist president said on Wednesday he wanted talks with the judiciary and political powers to defuse a crisis over him trying reinstate parliament in defiance of generals who dissolved it last month based on a court ruling.Mohamed Mursi's statement appeared to be a call for a truce to prevent the crisis, less than two weeks into his presidency, from boiling over into open confrontation with the military council or the judges in his battle to wrest power.It was the latest twist in a legal wrangle that masks a broader struggle for control of the Arab world's biggest nation that pits Mursi's Muslim Brotherhood against a military that was in charge for six decades and an establishment still filled with officials from the era of ousted President Hosni Mubarak."There will be consultations among all political forces, institutions and the supreme council of judicial authorities to find the best way out of this situation in order to overcome this stage together," Mursi's statement said.The saga began when the Supreme Constitutional Court ruled on June 14, shortly before Mursi was elected, that the Islamist-led lower house was void and the then-ruling army dissolved it. The president recalled parliament this week but was slapped down in another court ruling hours after it convened on Tuesday.Mursi's move had risked a showdown with the army, long used to having their man in charge. Previous presidents had all been drawn from military ranks and had for most of the time since the king was ousted in 1952 repressed the 84-year-old Brotherhood.The United States, which hands Egypt's army a $1.3 billion subsidy each year, had urged dialogue to end the row.According to his statement, Mursi said he was "committed to the rulings of Egyptian judges and very keen to manage state powers and prevent any confrontation".For many Egyptians, though, the stand-off threatens further uncertainty that has plagued the nation since Mubarak was toppled by mass protests in February 2011, sending the economy into a slump and tipping many deeper into poverty.The Brotherhood also faces anger from liberals and others, frustrated by what they see as a power grab by Islamists, the biggest political beneficiaries of the uprising against Mubarak. They have accused Mursi of riding roughshod over the judiciary.Presidential spokesman Yasser Ali, in a comment on the statement, said Mursi wanted to "find a way out of the legislative vacuum caused by the dissolution of parliament".He said the "problem was not bringing back this (existing) parliament" but added it did not make sense, from a constitutional point of view, to hand legislative power to the military. Mursi, when he recalled parliament, also said new elections would be held once a constitution was in place.

After parliament was dissolved, the army awarded itself the legislative role, a move that analysts said would have boxed Mursi in and hampered his policy program.Although liberals criticized the Brotherhood for reconvening parliament, many opposed the army for taking lawmaking powers. They could be placated, in part, with a deal to shift that role to an independent body instead of the existing parliament, declared void by the court over flaws in the way it was elected.Leftist Hamdeen Sabahy, a losing presidential contender, had urged Mursi to respect the constitutional court ruling to help "exit the current crisis" but also called for legislative authority to be passed from the army to a separate body.Taking legislative powers was one way for the military to keep its hand on the tiller after handing executive office to Mursi, helping it defend its privileges and status.But diplomats say it could also depend on a judiciary, which has a streak of anti-Islamist sentiment.Senior Brotherhood official Mahmoud Ghozlan, speaking on Tuesday, accused the army of using the Supreme Constitutional Court against the country's first freely elected leader."It is part of a power struggle between the military council and the president who represents the people and in which the military council is using the law and the judiciary to impose its will," he said.Although many were surprised at how swiftly Mursi acted to defy the military, few are in doubt that Islamists have a long war of attrition on their hands to push back the army and reform an establishment packed with Mubarak-era officials.More battles lie ahead, such as a debate over the writing of a new constitution. The army, in its decree last month, gave itself the right to form a new constitution-writing body if the one picked by parliament hits an obstacle. An earlier constituent assembly was dissolved by a court.Turkey is the closest regional example where such a struggle has taken years. The powerful army there has gradually been rolled back by the AK Party, which has Islamist roots.Turkish Prime Minister Tayyip Erdogan said on Wednesday Egypt's military council was "ignoring the power of the people and by not accepting the current parliament, it is a real affront to the power of the people."We believe in our hearts that President Mursi will overcome this difficult and arduous period through consultation, dialogue and calm."State media reported Mursi began a two day trip to Saudi Arabia on Wednesday. Christians evacuated from besieged Syrian city

DAMASCUS, Syria (AP) — A group of Christians trapped in the besieged, bombed-out Syrian city of Homs has been evacuated after a deal between the army and rebels, a priest involved in the evacuation efforts said Wednesday.Maximos al-Jamal, a Greek Orthodox priest who has been following the plight of Syrian Christians in Homs, said 63 people were taken out to safety over the past 24 hours.Christians, who make up about 10 percent of Syria's population, say they are particularly vulnerable to the violence sweeping the country of 22 million people. They are fearful that Syria will become another Iraq, with Christians caught in the crossfire between rival Muslim groups.Homs, Syria's third largest city, has a substantial Christian population and has been one of the hardest-hit regions since the uprising against President Bashar Assad's regime began in March 2011. Rebels control several neighborhoods, which has sparked several rounds of intense attacks by government troops over the past months.The rebels have controlled the Christian neighborhoods of Hamidiyeh and Bustan Diwan since early February. Sporadic clashes with government troops have already forced tens of thousands of Christians to flee the neighborhoods to a relatively safe area known as the Valley of the Christians, just outside Homs. Those that stayed faced increasing danger.

Al-Jamal says about 100 of the civilians who remained trapped in the two besieged Homs neighborhoods are Christians, down from thousands who lived in the area before the uprising began.He has said he feared the rebels wanted to keep the Christians in the city as a bargaining chip while the army's bombardment and ground attacks intensified."Gunmen have told the besieged people that if you go out of these areas, we will die," al-Jamal told The Associated Press Wednesday.But finally, he said a deal was struck between the army and armed gunmen in those areas and 24 civilians were evacuated on Tuesday and 39 on Wednesday, most of them Christians. Mediation was ongoing to get the remaining civilians out, he added.Syrian Christians have largely stuck by Assad, fearing the strength of Islamist hard-liners in the uprising against his rule."I stayed inside Hamidiyeh to protect the churches from looting. I saved 14 icons from the St. George church which has been destroyed," said Jihad Akhras, who was among those who were evacuated Wednesday.
He said the situation inside Hamidiyeh and Bistan al-Diwan was "tragic" with barely enough food for those who remain trapped there.

Israel’s giant Elbit Systems firm has produced a new to protect medium and large aircraft against shoulder-fired missiles.The “J-MUSIC” system follows the previously launched C-MUSIC system, which protects passenger planes. The latest anti-missile system is being unveiled at the Farnborough Air Show in London this week.J-MUSIC is an advanced multi-spectral infra-red fiber-laser based system, which rapidly acquires and tracks incoming man-portable missiles and deflects them from the target using a very powerful laser beam.The new system is specially designed to protect medium to large jets such as transporters, tankers, special mission platforms, business jets and others. The new system has an advantage of being lightweight, enabling it to be easily installed on a wide range of aircraft and allowing protection against multiple and simultaneous missile threats.In addition to Israel, the MUSIC family already operates in Brazil, Italy and other countries. The Italian AirForce has selected the system to be installed on helicopters.
