Russia Sending Warships on Maneuvers Near Syria

MOSCOW — Russia said on Tuesday that it had dispatched a flotilla of 11 warships to the eastern Mediterranean, some of which would dock in Syria. It would be the largest display of Russian military power in the region since the Syrian conflict began almost 17 months ago. Nearly half of the ships were capable of carrying hundreds of marines.The announcement appeared intended to punctuate Russia’s effort to position itself as an increasingly decisive broker in resolving the antigovernment uprising in Syria, Russia’s last ally in the Middle East and home to Tartus, its only foreign military base outside the former Soviet Union. The announcement also came a day after Russia said it was halting new shipments of weapons to the Syrian military until the conflict settled down.Russia has occasionally sent naval vessels on maneuvers in the eastern Mediterranean, and it dispatched an aircraft-carrying battleship, the Admiral Kuznetsov, there for maneuvers with a few other vessels from December 2011 to February 2012. There were rumors in recent weeks that the Russians planned to deploy another naval force near Syria.But the unusually large size of the force announced on Tuesday was considered a message, not just to the region but also to the United States and other nations supporting the rebels now trying to depose Syria’s president, Bashar al-Assad.
Tartus consists of little more than a floating refueling station and some small barracks. But any strengthened Russian presence there could forestall Western military intervention in Syria.The Russian announcement got a muted response in Washington. “Russia maintains a naval supply and maintenance base in the Syrian port of Tartus,” said Tommy Vietor, a spokesman for the National Security Council. “We currently have no reason to believe this move is anything out of the ordinary, but we refer you to the Russian government for more details.”The announcement came as a delegation of Syrian opposition figures was visiting Moscow to gauge if Russia would accept a political transition in Syria that excludes Mr. Assad. It also coincided with a flurry of diplomacy by Kofi Annan, the special Syria envoy from the United Nations and the Arab League, who said Mr. Assad had suggested a new approach for salvaging Mr. Annan’s sidelined peace plan during their meeting on Monday in Damascus.While the Kremlin has repeatedly opposed foreign military intervention in Syria, Russian military officials have hinted at a possible role in Syria for their naval power. The ships have been presented as a means either to evacuate Russian citizens or to secure the fueling station at Tartus.
A statement by the Defense Ministry said ships had embarked from ports of three fleets: those of the Northern, the Baltic Sea and the Black Sea, and would meet for training exercises in the Mediterranean and Black Seas. Taking part, the statement said, would be two Black Sea Fleet landing craft that can carry marines: the Nikolai Filchenkov and the Tsezar Kunikov.Russia’s Interfax news agency cited an unnamed military official as saying that an escort ship, the Smetlivy, would stop in Tartus for resupplying in three days — though it had presumably recently left its home port of Sevastopol, in the Black Sea.Another contingent, from the Arctic Ocean base of Severomorsk, in the Murmansk Fjord, will take longer to arrive. That convoy includes three landing craft with marines escorted by an antisubmarine ship, the Admiral Chabanenko.
The voyage to the Mediterranean was unrelated to the Syrian conflict, the official said, but the boats laden with marines would stop in Tartus to “stock up on fuel, water and food.”Visits on Tuesday by Mr. Annan to Iran, the Syrian government’s most important regional ally, and Iraq, Syria’s neighbor to the east, which fears a sectarian spillover from the conflict, came as a deadline of July 20 approaches. That is when the United Nations Security Council is to decide whether to renew the mission of 300 observers in Syria charged with monitoring the introduction of Mr. Annan’s peace plan. The observers’ work was suspended nearly a month ago because it was too dangerous.At a news conference in Tehran, Mr. Annan reiterated his view that the Iranians had a role to play in resolving the conflict, despite objections from the United States. Mr. Annan also said Mr. Assad had proposed altering the peace proposal so that the most violent areas of the country would be pacified first. The current plan calls for an immediate cessation of all violence everywhere as a first step.
“He made a suggestion of building an approach from the ground up in some of the districts where we have extreme violence — to try and contain the violence in these districts and, step by step, build up and end the violence across the country,” Mr. Annan told reporters in Tehran.There was no immediate word on whether the suggested new approach would be accepted by Mr. Assad’s opponents. But in Moscow, a delegation from the Syrian National Council, the umbrella opposition group in exile, suggested they had no interest in engaging with him.“What brings together the opposition today is our consensus on the need to topple Assad’s regime and build a new political system,” Bassma Kodmani, a member of the delegation, said at a news conference in Moscow.The delegation members, who are to meet on Wednesday with Foreign Minister Sergey V. Lavrov, also said they would not ask that Russia grant Mr. Assad asylum — something Russian officials have said they are not considering anyway.Andrew E. Lebanon on Tuesday began sending troops to the frontier with violence-torn Syria after deadly attacks in the region.“Yes, we have started to reinforce our troops, and the operation will take us a week to 10 days to complete,” an army spokesman told AFP on condition of anonymity.The cabinet decided on Monday evening to dispatch army reinforcements to the border area in the north, after a series of cross-border incidents in recent months.Syrian troops and armed men traded gunfire overnight in the border area and shells fell inside Lebanon, wounding civilians, the army said earlier.The latest incident took place two days after clashes and blasts killed two people in the area.The decision to send troops to the Syrian border makes Lebanon the second country in the region reinforce its frontier as embattled President Bashar al-Assad continues his brutal 16-month suppression of a popular uprising now turned civil war.Ankara reinforced its border with Syria after Damascus shot down a Turkish F-4 Phantom fighter jet over the Mediterranean.
France on Tuesday condemned Syrian shelling of areas of northern Lebanon and said it backed Lebanese plans to boost its military presence along the border.“We support the decision of the Lebanese cabinet to strengthen the presence of the Lebanese armed forces at the border, to guarantee the security of Lebanon’s territory and its people,” French foreign ministry spokesman Bernard Valero said.“France calls on Syria to strictly respect the sovereignty and territorial integrity of Lebanon, in conformity with United Nations resolutions,” he added.

Iran Producing Deadly Anti-Tank ‘Kornet’ Missile

Iran is copy-catting the deadly Russian Kornet anti-tank missile that Hizbullah used against Israeli soldiers in the Second Lebanon War and which Hamas used to kill a student on a school bus last year.Quoting defense sources in London and Moscow, the Gulf News website quoted a Russian defense advisor as saying that Iran may have obtained the design for the Kornet missile from Hizbullah. An analyst from Jane’s Defense suggested that Hamas and/ or Syria may have been the source for handing over the design to Iran, which does not have a license from Russia to produce the missile.IDF intelligence failed to obtain advanced information that Hizbullah possessed the Kornet missile, and Israeli tanks were unprepared for missile attacks that killed dozens of soldiers and wounded hundreds more in the 34-day-old war.The Kornet has a range of 5.5 kilometers, or 3.5 miles. Hizbullah has said the Kornet missiles destroyed two advanced Israeli Merkava-4 tanks during the war in 2006. The missiles were smuggled into Lebanon from Syria.Over two years ago, Israel discovered that Hamas also has possession of the missile. In December 2010, former IDF Chief of Staff Gabi Ashkenazi announced, "On December 6, a Kornet anti-tank missile fired for the first time in Gaza hit an IDF tank and penetrated its outer shell. Luckily, the missile did not explode inside the tank. Syrian envoy to Iraq defects: diplomat


Syria's ambassador to Iraq Nawaf Fares has defected from the regime of embattled President Bashar al-Assad, an Arab diplomat in Baghdad told AFP Wednesday."He submitted a letter to the Iraqi MFA (Ministry of Foreign Affairs)," the diplomat said, speaking on condition of anonymity because of the sensitivity of the issue."They (Iraqi officials) will have a meeting tomorrow (Thursday). They are going to discuss sending him to another country."The United States said it could not confirm Fares's defection, but White House spokesman Jay Carney told reporters: "There have been a number of high-level defections in recent days and weeks, and they are simply the tip of the iceberg.""There have been many, many defections within the military leadership, within the government, and I think that is an indication of the fact that support for Assad is crumbling, internationally and internally. And that's a welcome development."If confirmed, it would mark one of the highest-level defections from the Syrian regime since the uprising began in the country in March 2011, and comes barely a week after a top general defected.General Munaf Tlass is thus far the most influential military officer to have abandoned the Assad regime.An officer in the elite Republican Guard charged with protecting the regime, he is the son of former defense minister Mustafa Tlass, a close friend of Assad's late father and predecessor, Hafez.

Annan urges 'consequences' if no Syria cease-fire


UNITED NATIONS (AP) — International envoy Kofi Annan urged the U.N. Security Council on Wednesday to send a message to the Syrian government and the opposition that there will be "consequences" if they don't comply with demands for an immediate cease-fire, a U.N. diplomat said.
Russia and China, key allies of Syrian President Bashar Assad and veto-wielding council members, have blocked repeated attempts by the United States and its European allies to even threaten "consequences" — a diplomatic code word for sanctions.The diplomat, speaking on condition of anonymity because Annan's videoconference briefing from Geneva was at a closed session, said the council should insist on implementation of its resolutions which included a strong endorsement of his six-point peace plan.That plan calls for an immediate cease-fire and withdrawal of heavy weapons from populated areas by the Syrian government to be followed by an opposition cessation of hostilities.The U.N. sent a 300-strong unarmed observer mission for 90 days to oversee the cessation of violence and monitor implementation of the Annan plan. It was forced to withdraw from key conflict areas because of the escalating fighting and the council must decide what to do about extending its mandate which expires on July 20.Another U.N. diplomat said U.N. peacekeeping chief Herve Ladsous told the council the ceiling of 300 observers should remain and the U.N. should decide on their deployment. A third diplomat said the peacekeeping department plans temporarily withdraw half of them, on 48-hour standby to return if conditions change.They also spoke on condition of anonymity because Annan spoke behind closed doors.On the eve of Annan's briefing, Russia circulated a draft resolution to Security Council members that would extend the U.N. observer force in Syria but refocus its activities on trying to achieve a political solution to the conflict.Britain, France, Germany, Portugal and the United States have also been drafting possible texts for a new resolution but were waiting to hear what Annan had to say. Diplomats said a Western text will likely be circulated either later Wednesday or Thursday.Annan briefed the council on his talks with Assad in Damascus and his visits to Iran and Iraq.
He told reporters in Tehran and Baghdad on Tuesday that Assad agreed to a plan to contain the bloodshed in the most violent areas of Syria step by step and then expand the operation to the whole country.
"I believe that if everyone works on it seriously then it could work," Annan said in Baghdad. "We are also ... going to discuss this with the opposition on the ground."But several U.N. diplomats raised concerns about this new approach, citing the Security Council's unanimous endorsement of Annan's six-point peace plan and questioning whether targeting places of extreme violence would mean targeting opposition strongholds.
The conflict in Syria has defied every international attempt to bring peace, and there was no sign that the plan Annan described Tuesday would be a breakthrough. Although the Assad government's crackdown has turned the Syrian president into an international pariah, he still has the support of strong allies including Russia, Iran and China.There is little support for military intervention of the type that helped bring down Libya's Moammar Gadhafi, and several rounds of sanctions by the U.S. and European nations, and other attempts to isolate Assad have done little to stop the bloodshed. More than 17,000 people have been killed since the uprising against Assad began in March 2011, according to Syrian activists.In Moscow on Wednesday, a prominent Syrian opposition leader said Russia's resistance to international intervention in the conflict was bringing misery and "suffering" to the violence-torn country.Two Syrian opposition delegations visited Moscow this week, raising hopes that Russia could be pushed to accept Assad's ouster but Syrian National Council head Abdelbaset Sieda said he saw "no change" in Moscow's stance after meeting with officials including Foreign Minister Sergey Lavrov."The Syrian people are suffering because of Russia, because of the position it has taken, because of its veto in the U.N. Security Council," Sieda said at a news conference. "The current regime uses Russian weapons against its own people."Sieda called for intervention by the U.N. and said no dialogue with the regime was possible until Assad was ousted.Russia strongly opposes international intervention and says that if Assad goes, it must be as the result of dialogue.
At a conference in Geneva last month, Russia insisted that any political transition must have the "mutual consent" of both Assad's government and the opposition, essentially handing a veto on the peacemaking process to both sides.Lavrov on Wednesday repeated Russia's support for non-intervention, and insisted that any solution would have to be decided by "Syrians themselves," and not by any foreign power.
Lavrov also expressed doubt that the fragmented Syrian opposition was ready to act as a real partner for dialogue with the regime. Egypt president seeks talks over parliament crisis


CAIRO (Reuters) - Egypt's Islamist president said on Wednesday he wanted talks with the judiciary and political powers to defuse a crisis over him trying reinstate parliament in defiance of generals who dissolved it last month based on a court ruling.Mohamed Mursi's statement appeared to be a call for a truce to prevent the crisis, less than two weeks into his presidency, from boiling over into open confrontation with the military council or the judges in his battle to wrest power.It was the latest twist in a legal wrangle that masks a broader struggle for control of the Arab world's biggest nation that pits Mursi's Muslim Brotherhood against a military that was in charge for six decades and an establishment still filled with officials from the era of ousted President Hosni Mubarak."There will be consultations among all political forces, institutions and the supreme council of judicial authorities to find the best way out of this situation in order to overcome this stage together," Mursi's statement said.The saga began when the Supreme Constitutional Court ruled on June 14, shortly before Mursi was elected, that the Islamist-led lower house was void and the then-ruling army dissolved it. The president recalled parliament this week but was slapped down in another court ruling hours after it convened on Tuesday.Mursi's move had risked a showdown with the army, long used to having their man in charge. Previous presidents had all been drawn from military ranks and had for most of the time since the king was ousted in 1952 repressed the 84-year-old Brotherhood.The United States, which hands Egypt's army a $1.3 billion subsidy each year, had urged dialogue to end the row.According to his statement, Mursi said he was "committed to the rulings of Egyptian judges and very keen to manage state powers and prevent any confrontation".For many Egyptians, though, the stand-off threatens further uncertainty that has plagued the nation since Mubarak was toppled by mass protests in February 2011, sending the economy into a slump and tipping many deeper into poverty.The Brotherhood also faces anger from liberals and others, frustrated by what they see as a power grab by Islamists, the biggest political beneficiaries of the uprising against Mubarak. They have accused Mursi of riding roughshod over the judiciary.Presidential spokesman Yasser Ali, in a comment on the statement, said Mursi wanted to "find a way out of the legislative vacuum caused by the dissolution of parliament".He said the "problem was not bringing back this (existing) parliament" but added it did not make sense, from a constitutional point of view, to hand legislative power to the military. Mursi, when he recalled parliament, also said new elections would be held once a constitution was in place.

After parliament was dissolved, the army awarded itself the legislative role, a move that analysts said would have boxed Mursi in and hampered his policy program.Although liberals criticized the Brotherhood for reconvening parliament, many opposed the army for taking lawmaking powers. They could be placated, in part, with a deal to shift that role to an independent body instead of the existing parliament, declared void by the court over flaws in the way it was elected.Leftist Hamdeen Sabahy, a losing presidential contender, had urged Mursi to respect the constitutional court ruling to help "exit the current crisis" but also called for legislative authority to be passed from the army to a separate body.Taking legislative powers was one way for the military to keep its hand on the tiller after handing executive office to Mursi, helping it defend its privileges and status.But diplomats say it could also depend on a judiciary, which has a streak of anti-Islamist sentiment.Senior Brotherhood official Mahmoud Ghozlan, speaking on Tuesday, accused the army of using the Supreme Constitutional Court against the country's first freely elected leader."It is part of a power struggle between the military council and the president who represents the people and in which the military council is using the law and the judiciary to impose its will," he said.Although many were surprised at how swiftly Mursi acted to defy the military, few are in doubt that Islamists have a long war of attrition on their hands to push back the army and reform an establishment packed with Mubarak-era officials.More battles lie ahead, such as a debate over the writing of a new constitution. The army, in its decree last month, gave itself the right to form a new constitution-writing body if the one picked by parliament hits an obstacle. An earlier constituent assembly was dissolved by a court.Turkey is the closest regional example where such a struggle has taken years. The powerful army there has gradually been rolled back by the AK Party, which has Islamist roots.Turkish Prime Minister Tayyip Erdogan said on Wednesday Egypt's military council was "ignoring the power of the people and by not accepting the current parliament, it is a real affront to the power of the people."We believe in our hearts that President Mursi will overcome this difficult and arduous period through consultation, dialogue and calm."State media reported Mursi began a two day trip to Saudi Arabia on Wednesday. Christians evacuated from besieged Syrian city


DAMASCUS, Syria (AP) — A group of Christians trapped in the besieged, bombed-out Syrian city of Homs has been evacuated after a deal between the army and rebels, a priest involved in the evacuation efforts said Wednesday.Maximos al-Jamal, a Greek Orthodox priest who has been following the plight of Syrian Christians in Homs, said 63 people were taken out to safety over the past 24 hours.Christians, who make up about 10 percent of Syria's population, say they are particularly vulnerable to the violence sweeping the country of 22 million people. They are fearful that Syria will become another Iraq, with Christians caught in the crossfire between rival Muslim groups.Homs, Syria's third largest city, has a substantial Christian population and has been one of the hardest-hit regions since the uprising against President Bashar Assad's regime began in March 2011. Rebels control several neighborhoods, which has sparked several rounds of intense attacks by government troops over the past months.The rebels have controlled the Christian neighborhoods of Hamidiyeh and Bustan Diwan since early February. Sporadic clashes with government troops have already forced tens of thousands of Christians to flee the neighborhoods to a relatively safe area known as the Valley of the Christians, just outside Homs. Those that stayed faced increasing danger.
Al-Jamal says about 100 of the civilians who remained trapped in the two besieged Homs neighborhoods are Christians, down from thousands who lived in the area before the uprising began.He has said he feared the rebels wanted to keep the Christians in the city as a bargaining chip while the army's bombardment and ground attacks intensified."Gunmen have told the besieged people that if you go out of these areas, we will die," al-Jamal told The Associated Press Wednesday.But finally, he said a deal was struck between the army and armed gunmen in those areas and 24 civilians were evacuated on Tuesday and 39 on Wednesday, most of them Christians. Mediation was ongoing to get the remaining civilians out, he added.Syrian Christians have largely stuck by Assad, fearing the strength of Islamist hard-liners in the uprising against his rule."I stayed inside Hamidiyeh to protect the churches from looting. I saved 14 icons from the St. George church which has been destroyed," said Jihad Akhras, who was among those who were evacuated Wednesday.
He said the situation inside Hamidiyeh and Bistan al-Diwan was "tragic" with barely enough food for those who remain trapped there.

The latest anti-missile system is being unveiled at the Farnborough Air Show in London this week.J-MUSIC is an advanced multi-spectral infra-red fiber-laser based system, which rapidly acquires and tracks incoming man-portable missiles and deflects them from the target using a very powerful laser beam.The new system is specially designed to protect medium to large jets such as transporters, tankers, special mission platforms, business jets and others. The new system has an advantage of being lightweight, enabling it to be easily installed on a wide range of aircraft and allowing protection against multiple and simultaneous missile threats.In addition to Israel, the MUSIC family already operates in Brazil, Italy and other countries. The Italian AirForce has selected the system to be installed on helicopters.
