Spanish civil servants protest wage cuts

Spanish civil servants took to the streets on Friday to protest against a second round of pay cuts. The fonctionnaires are normally entitled to 14-months of pay but Madrid wants to scale it back as part of its larger package to shave €65 billion off the government's budget through 2015.

BRUSSELS - The UK government has announced it will prepare a wide-ranging study of the EU so that any future statements about 'meddlesome' Brussels may be backed up by hard evidence."Such a comprehensive piece of work has never been undertaken before, but is long overdue," foreign secretary William Hague told MPs on Thursday (12 July)."This review will be a valuable exercise for deepening understanding in Britain of the nature of our relationship with the European Union and how it has evolved over time."Work on the "analytic exercise" - which may "give rise to policy conclusions" - will begin in September. Government departments will oversee assessment in their policy areas. Work on the review is to conclude in 2014.
It is set to be a massive job.Trying to rise above domestic politics, where any mention of the EU causes ructions within his own Conservative Party, Hague presented the task as something that would be beneficial to all member states, as well as feed into current future-of-EU discussions."These are issues that affect all member states and could have a bearing on the future shape of the EU as a whole," he said, adding that the report will "provide a constructive and serious British contribution to the public debate across Europe about how the EU can be reformed, modernised and improved."Carrying on in the public service vein, Hague noted that contributions may come not only from EU experts, including from businesses and NGOs in the UK, but from outside too."We will also invite our European and G20 partners as well as the EU institutions and other international bodies to contribute evidence if they wish."A 24-page "Balance of Competences of the European Union" accompanying Hague's speech shows how the EU's powers have evolved over the years and notes many instances where the Union was legislating before it had the specific powers to do so.
London's specific EU bugbears are EU employment and social laws - considered unfriendly to business - which it wants to "repatriate."

Controlling the debate

Hague was careful to avoid any specific plans on what the government might do once the report is drawn up. However, Conservative backbenchers were keen to pin him down to a referendum."Questions about a referendum are separate," said Hague, adding: "It is not a consultation about withdrawing or disengaging from the EU."He said he hopes the report would sort out where the EU was "meddling" and where it was beneficial.But the London's Conservative leadership is having increasing difficulty managing the country's EU debate.Diehard eurosceptics consider the eurozone's progress towards further integration as a good opportunity to re-assess Britain's EU membership, preferably by referendum. The review is in part a sop to these demands.London's domestic debate is being closely watched in Brussels."I believe that Europe without Britain at the heart will be less reform-driven, less open, less international Europe," EU commission president Jose Manuel Barroso said in an interview with the New Statesman.He went on to suggest that Britain would have little influence in the world if it is not an EU member.

Syrian opposition reports massacre of 220 civilians


AMMAN/BEIRUT (Reuters) - About 220 Syrians, mostly civilians, were killed in a village in the rebellious Hama region when it was bombarded by helicopter gunships and tanks then stormed by militiamen who slaughtered some families, opposition sources said on Friday.UN special envoy Kofi Annan said he was "shocked and appalled" by news of "intense fighting, significant casualties, and the confirmed use of heavy weaponry such as artillery, tanks and helicopters" in the village of Tremseh."I condemn these atrocities in the strongest possible terms," Annan said in a statement.There were no independent accounts of the number of dead or how they were killed. U.N. monitors in Syria are currently confined to Damascus because of mounting violence.An activist video -- the only film record to appear so far -- showed the bloodied corpses of 15 young men with faces or shirts drenched in blood. Most wore T-shirts and jeans.Syrian state television said there had been fighting in Tremseh and accused "armed terrorist groups" of committing a massacre there, but gave no death toll. It said three soldiers had been killed.Opposition reports also said rebels of the Free Syrian Army had been killed in a battle. Lieutenant Ibrahim Zuait al-Tarkawai was among rebels who died "defending the people of Tremseh", the Hama Revolution Leadership Council said."We can verify continuous fighting yesterday in the area of Tremseh," said United Nations monitoring mission chief General Robert Mood. "This involved mechanized units, indirect fire, as well as helicopters," he said.UN monitors were ready to "go in and seek verification of facts if and when there is a credible ceasefire", he said.
If scores of civilians were killed, this could be the worst atrocity in 16 months of fighting between rebels and the forces of President Bashar al-Assad. World powers are deadlocked over how to halt the bloodshed, with Russia and China opposed to Western and Arab calls for Assad to step down immediately.
ACCOUNTS VARY
Activists said the killing took place on Thursday, as the U.N. Security Council began negotiating a potentially crucial new resolution on Syria. Washington said it showed the need to move to tougher action, but Russia again ruled out such a step."More than 220 people fell today in Tremseh. They died from bombardment by tanks and helicopters, artillery shelling and summary executions," the Revolution Leadership Council of Hama said in a statement.The Sunni Muslim village, surrounded by farmland near the Orontes River, was first shelled then invaded by pro-government Alawite militiamen who swept in and killed victims one by one. Some civilians were killed while trying to flee, it said.Armed Assad loyalists known as Shabbiha have been accused repeatedly of cold-blooded indiscriminate killings carried out on the coattails of army offensives into rebel-held districts.Another activist organization, the Syrian Observatory for Human Rights, said over 160 people were killed on Thursday in Hama province, most of them in a massacre in Tremseh.The Observatory said it had listed 40 victims by name so far, among them dozens of rebel fighters. More than 30 of the dead were completely burned. Some were killed with clubs and knives.Fadi Sameh, an opposition activist from Tremseh, said he left the town before the reported killing spree but was in touch with residents. "It appears that Alawite militiamen from surrounding villages descended on Tremseh after its rebel defenders pulled out, and started killing the people. Whole houses have been destroyed and burned from the shelling."Every family in the town seems to have members killed. We have names of men, women and children from countless families," he said. Many bodies were taken to a local mosque, he added.A local activist named Ahmed told Reuters there were 60 bodies at the mosque of whom 20 were identified by name."There are more bodies in the fields, bodies in the rivers and in houses ... People were trying to flee from the time the shelling started and whole families were killed trying to escape," he said.
VERIFICATION
According to a detailed account by activists before news of the massacre, a convoy of 25 vehicles with army and security forces headed west after dawn on Thursday, with three armored vehicles and five trucks towing artillery, passing through the town of Muharda in the direction of the village of Tremseh."They blockaded the village from all four sides and began violently and randomly firing on houses as a helicopter flew overhead. As the attack happened the electricity and telephone lines were cut. Residents gathered in the streets in a state of fear and panic. They were unable to flee because of the blockade from every side," the report posted on activist Web sites said.In June, it took United Nations monitors two days to reach the site of an alleged massacre of 78 people shot or stabbed or burned alive in the village of Mazraat al-Qubeir, a Sunni hamlet, by fighters of Assad's Alawite sect.Two weeks earlier the Syrian government denied responsibility for the massacre of 108 men, women and children in the town of Houla on May 25, the vast majority of them executed according to a U.N. report. Damascus was widely condemned for the atrocity.Most of Assad's political and military establishment are minority Alawites, who form a branch of Shi'ite Islam. The revolt and the fighters behind it, and the street protesters who launched the revolt in March 2011, are mostly Sunni Muslims.The insurgents cannot match the Syrian army's firepower but they have established footholds in villages, towns and even cities across Syria, coming under attack from Assad's forces to respond fiercely with helicopter gunships and artillery.Following high-profile defections of a family friend and a top diplomat, both Sunnis, analysts said cracks were appearing in Assad's Alawite-dominated rule.But Assad's strongest strategic ally, Russia, stuck by him on Thursday with a clear warning to his Western and Arab enemies that it would not even consider a tough new UN resolution.Britain, the United States, France and Germany want to make compliance with a transition plan drafted by international envoy Kofi Annan enforceable under Chapter 7 of the U.N. Charter.This would allow the council to authorize actions ranging from diplomatic and economic sanctions to military intervention.Russia's Deputy U.N. Ambassador Alexander Pankin warned Moscow would use its veto if it had to. "We are definitely against Chapter 7," he said. Hamas sees Egypt's Mursi defying Israel, ending blockade

GAZA (Reuters) - The head of the Islamist group Hamas in the Gaza Strip said on Friday he was confident Egypt's new president would shield the Palestinian enclave from Israeli attack and fully open its borders to end a trade blockade.Mohamed Mursi, who won power in last month's presidential election in Egypt, is a member of the Muslim Brotherhood and ideologically close to Hamas.The Gazan Islamists long complained that his predecessor Hosni Mubarak, ousted from power last year in a popular revolt, sided not just with Israel, but also with their political rival -- Palestinian President Mahmoud Abbas's Fatah movement.
So far, Hamas has seen little sign of a policy shift since Mursi took office and diplomats said the Egyptian leader had so many domestic problems that he could ill-afford to dedicate much time to re-tooling Cairo's relations with the Palestinians.However, Ismail Haniyeh, the head of Hamas's Gaza government, told worshippers in a mosque that change was coming."We are confident that Egypt, the revolution led by Mursi, will never provide cover for any new aggression or war on Gaza," he said. "We are confident that Egypt, the revolution led by Mursi, will not take any part in blocking Gaza," he added.Israel launched a military offensive against Gaza in late 2008 in an effort to end repeated rocket attacks from Hamas, which refuses to recognize Israel's right to exist. Some 1,400 Palestinians and 13 Israelis died in the three-week war.
Low level violence continues and Israel still imposes a rigid trade blockade on Gaza, arguing that it is needed to prevent weapons of arms-making materials into the enclave.Politicians in Israel have expressed alarm in private over the election of Mursi and fear that their country's historical peace treaty with Egypt could be eroded over time.
MEETINGS AHEAD
Mubarak helped police the Gaza blockade and did not let any goods officially cross the border, saying this was part of longstanding accords with Washington and Israel. However, Cairo always turned a blind eye to a thriving blackmarket business with Gaza conducted through a warren of underground tunnels.A few hundred people cross in and out of Gaza every day via Egypt and the number of passengers has increased since Mursi took office. However, officials on both sides explain this on the start of the holiday season rather than on any policy shift.Mursi's position will soon be put to test when he meets officials from Hamas and the secular Fatah, which is backed by Western powers and rules in the nearby West Bank.Protocol means that Mursi will almost certainly see Abbas first, with one source saying it would happen on Wednesday. No date has yet been set for a Hamas delegation to be received.Both President Abbas and Hamas are likely to be pressed by Egypt to end their long-standing hostilities, which at one point saw the two sides fight a brief civil war in Gaza."No one can help the Palestinians more than they can help themselves. They should take daring steps to end their rifts," an official in Cairo told Reuters by phone.Repeated attempts at Palestinian reconciliation have ended in failure, with the two sides at loggerheads on everything from setting a date for elections to cooperating on security."Theoretically, Mursi's election gave a boost to Hamas, but the man has a million domestic problems to handle at home," a diplomat in the region told Reuters, asking not to be named."If Mursi publicly backs Hamas, he would be seen as supporting the Palestinian division and that would reflect badly on his foreign policy. SE Asia meeting in disarray over sea dispute with China


PHNOM PENH (Reuters) - A Southeast Asian regional summit ended in acrimony on Friday over China's assertive role in the strategic South China Sea, failing to agree on a concluding joint statement for the first time in its 45-year history.Divisions between the 10 countries in the Association of Southeast Asian Nations (ASEAN) follow a rise in incidents of naval brinkmanship involving Chinese vessels in the oil-rich waters that has sparked fears of a military clash.The Philippines said it "deplores" ASEAN's failure to address the worsening row, and criticized Cambodia -- a close ally of China -- for its handling of the issue during the foreign ministers' meeting.Without mentioning China, Philippine Foreign Minister Albert del Rosario told a news conference in Manila that one "member state's" intrusions into Philippine territory were part of a "creeping imposition" of its claim over the entire South China Sea and were raising the risk of a conflict.
The South China Sea has become Asia's biggest potential military flashpoint as Beijing's sovereignty claim over a huge, looping area has set it against Vietnam and the Philippines as the three countries race to tap possibly huge oil reserves.The stakes have risen as the U.S. military shifts its attention and resources back to Asia, emboldening its long-time ally the Philippines and former foe Vietnam to take a bolder stance against Beijing.ASEAN's divisions are an ominous sign for a bloc that wants to create a regional economic community by 2015 that would bring down barriers in trade, labor and financial markets -- partly to compete with China for investment.China is a member of the East Asian Summit and ASEAN Regional Forum which also held meetings in Cambodia."The increasing assertion by this member state over the disputed and non-disputed areas poses a threat to the peace and stability in the Asia-Pacific region," del Rosario said.

Iran reports: War games showed missile accuracy


TEHRAN, Iran (AP) — War games this month showcased missiles with improved accuracy and firing capabilities, Iranian media reports said Friday, an apparent response to stepped up Western moves against Iran's nuclear program.Iran's powerful Revolutionary Guards conducted the exercise in the central desert, firing ballistic missiles including a long-range variety meant to deter an Israeli or U.S. attack. The targets were models of foreign military bases, and the stated goal was to show that Iran's missiles can hit Western bases and Israel.The U.N. Security Council has imposed several rounds of economic sanctions on Iran, aimed at persuading Iran to halt its uranium enrichment program. The sanctions have hit Iran's economy, but its leaders have refused to scale down the nuclear program.In the latest step, The European Union put a ban against purchase of Iranian oil in force on July 1. EU purchases accounted for 18 percent of Iran's oil exports.
Several Iranian news websites reported Friday that 90 percent of the missiles hit their targets and said this showed their increased accuracy.Another achievement, the reports said, was Iran's capability of firing multiple missiles within seconds. The media reports said this would create a challenge for the U.S. or Israel to intercept incoming missiles should a war break out.Iran has a variety of missiles. including a Shahab-3 variant with a range of 2,000 kilometers (1,200 miles) that can reach Israel and southern Europe. The missiles, which can carry a nuclear warhead, are also capable of hitting U.S. bases in the region.Some of the missiles used during the war games used solid fuel, the reports said, improving the accuracy of the missiles.

Two Florida Teens Attacked by Alligators in Less Than a Week


Two teenagers have been attacked by alligators in a five-day span while swimming in Florida, one of them losing the bottom half of his right arm in the nearly fatal encounter.Kaleb Towles, 15, was spear-fishing with his grandfather last Thursday at Keaton Beach near Tallahassee. The teen was reportedly swimming in water 3 feet deep when a 10-foot-long gator came out of nowhere."The alligator came from my left and bit me across my chest," Kaleb said.The alligator released his grip. Towles has recovered from the attack, as will Kaleb Langdale, who lost his lower right arm in an alligator attack Monday but not his spirit.A 911 call made seconds after a different 10-foot alligator attacked teenager Langdale reveals the quick thinking made by the teenager and his friends, whose split-second decision-making helped save his life.Langdale and two of his friends were swimming in the Caloosahatchee River in Moore Haven, Fla. Monday when temperatures were hitting triple digits. Langdale was swimming ahead of his friends, about 30 yards from the bank, when one of them yelled, "There's a gator."At that point, Langdale turned around to find an alligator only a few feet away from him."When the gator's about right here from me, I grabbed that skin up underneath him trying to control him, and he just kept going," Langdale told ABC News. "I pulled his head up and I wrapped my legs around him and then he just went and dove while I was just trying to hold onto him. But he did a death roll and knocked me off."The gator then dragged the teen under the water, but Langdale managed to break free and start swimming away. It wasn't long before the gator caught up to him, again.The gator pulled him down another time, and Langdale was ultimately able to pull himself free, although he lost the bottom half of his right arm in his struggle for his life."He came up out of the water like Superman or something, waving to us saying, 'Hey, my arm's gone, call an ambulance," Langdale's friend Matt Baker said.On the 911 call, Langdale's friend is heard explaining the emergency."Fred. Are you all right, Fred? I'm calling," his friend can be heard shouting. "A gator just got my friend in the water. ... Ma'am, we need an ambulance on the other side of the river."After Langdale was able to get out of the water, he tried to use anything to stop the bleeding -- including spider webs found along the river bank -- while he made his way back to his car.The teen's mother, Felinda Langdale, rushed to the scene, where she was soon told by the police that Langdale was "fine, really fine."While Langdale was being treated at the hospital, authorities caught and killed the alligator to retrieve the teen's arm. By the time the arm arrived at the hospital, however, too much time had passed to reattach it. Surgery to close his wounds was successful.Langdale was fitted for a prosthetic arm Wednesday, and this morning, his family is raising money for his medical expenses, launching a fundraising site.
"I'm just happy that I'm still alive and my buddies are still alive," he said.The family of Kaleb Langdale has started an account to accept donations on his behalf.

The country's undeclared stockpiles of sarin nerve agent, mustard gas and cyanide have long worried the U.S. officials and its allies in the region, according to the Wall Street Journal.
Western nations have looked for signs amid the rebellion against President Bashar al-Assad's government of any change in the location of those weapons, believed to be the world's largest stockpile.

U.S. State Department spokeswoman Victoria Nuland, travelling with Secretary of State Hillary Clinton in Phnom Penh, said: 'We repeatedly made it clear that the Syrian government has a responsibility to safeguard its stockpiles of chemical weapons.'
She added that 'the international community will hold accountable any Syrian officials who fail to meet that obligation'.

The Syrian government denied chemical stockpiles have been moved, the Journal said.
Syria is one of eight states - along with Israel and nearby Egypt - that have not joined the 1997 Chemical Weapons Convention, which means the world's chemical weapons watchdog has no jurisdiction to intervene there.
The Assad government has in the past denied having weapons of mass destruction.
The development comes a day after more than 250 Syrians were reportedly killed after a village was shelled and stormed by pro-government forces.
The massacre in the Sunni Muslim village Taramseh, Hama province, would be the worst yet since a rebellion against the rule of Assad began 17 months ago.
Civilians were allegedly killed 'execution-style' with shots to the head while others were shelled by tanks and helicopter gunships as their homes were burned down.
The Revolution Leadership Council of Hama said Taramseh was subjected to a barrage before pro-government Alawite militiamen swept in and killed victims one-by-one.
There were reports of bodies scattered in the surrounding fields, rivers and houses, with around 60 corpses were taken to a mosque.
Fadi Sameh, an opposition activist from Taramseh, left the village before the killings but was in touch with residents.
He said: ‘It appears that Alawite militiamen from surrounding villages descended on Taramseh after its rebel defenders pulled out, and started killing the people.
‘Every family in the town seems to have members killed. We have names of men, women and children from countless families.’

A detailed account by activists said a convoy of 25 vehicles carrying army and security forces, three armoured vehicles and five trucks mounted with artillery passed west through the town of Muharda and headed toward the village of Tremseh.

One reason given for the massacre was that government troops were attempting to take back the village from opposition hands.
Other reports said the village school was destroyed, and one of the victims was a doctor shot dead as he tried to help the wounded.
Death tolls are almost impossible to verify in Syria, but activists say more than 17,000 people have been killed since the uprising began.
