MIAMI - A small tropical depression formed late Sunday in the Atlantic Ocean northeast of the Leeward Islands, forecasters said.
The depression had sustained winds near 30 mph and could strengthen into a tropical storm Monday, according to the National Hurricane Center.Tropical storms sustain winds of at least 39 mph. The next tropical storm would be named Gordon, the seventh of the 2006 Atlantic hurricane season.At 11 p.m. EDT, the depression was centered about 525 miles east-northeast of the Leeward Islands and slowly moving west near 6 mph, forecasters said.It formed as Hurricane Florence, the season's second hurricane, was nearing Bermuda in the mid-Atlantic.

MIAMI (AFP) - Hurricane Florence pummelled Bermuda, unleashing powerful winds and sending waves crashing against the tiny Atlantic island's coast, weather forecasters said. As of 1500 GMT, the center of the storm remained about 60 miles (95 kilometers) northwest of Bermuda and was moving north-northeast at about 12 miles (19 kilometers) an hour, the US National Hurricane Center said.The storm gained strength as maximum sustained winds increased to nearly 90 miles per hour (150 kilometers) with higher gusts reported, the center said.
One Bermuda observing station recorded a gust of 111 miles per hour (179 kilometers).The center of the storm was passing just west-northwest of the island and was expected to pass Bermuda later Monday.Florence's intensity is not likely to change much in the next 12-24 hours,the center said in latest advisory.The storm is not expected to make landfall in the United States as it proceeds northward, but rough seas and strong rip currents were affecting the eastern coast, Canadian Maritime provinces and the Bahamas.
Weather forecasters also reported a tropical depression had formed in the Atlantic with the possibility that it could strengthen into tropical storm Gordon, the seventh of the year, according to the National Hurricane Center.The tropical depression had maximum sustained winds of 35 miles per hour (55 kilometers) with stronger gusts and was located 435 miles (695 kilometers) northeast of the Leeward Islands.In Bermuda, authorities closed the international airport, opened shelters and put the armed forces on alert amid reports of downed trees and power outages.Hurricane-force winds already were lashing the island, a British overseas territory with a population of 67,000 and a popular tourist destination.Up to three inches of rain were expected to soak the island and large and dangerous battering waves were forecast.Florence strengthened into a Category One hurricane early Sunday, becoming the second hurricane of the 2006 Atlantic hurricane season, after Ernesto.A Category One storm on the Saffir-Simpson scale has sustained winds 74-95 miles (119-153 kilometers) per hour and can cause a storm surge of between four and five feet.

Ads Claim Divine Disengagement Retribution

The Committee for Saving the Nation and Land of Israel has embarked on an ad campaign to spread the message There is justice and there is a Judge,regarding those who took part in Disengagement. Ads appearing in major newspapers read, One year after the expulsion of Jews – there is justice and there is a Judge.The ads and posters feature nine prominent backers of the Disengagement Plan who have suffered various misfortunes, be they medical or legal, in the year since its implementation.The largest picture features former Prime Minister Ariel Sharon, who suffered a stroke last winter and remains in a coma. His son, Omri, who was handed an active jail sentence, is pictured alongside him.
Current Prime Minister Ehud Olmert, subject of a State Comptroller recommendation for an indictment for his political appointments as Minister of Industry, is featured as well. Olmert was the first member of the Sharon government to come out in support of a Gaza withdrawal, despite the fact that Labor party candidate Amram Mitzna lost the election running on that very platform.
Chaim Ramon, who was a longtime backer of a withdrawal from Gaza, and who left the Labor Party to join Sharon’s Kadima, recently resigned from his position as Justice Minister after being indicted for sexual harassment. President Moshe Katzav, who is being investigated on sexual charges, appears as well. Though Katzav was not a vocal backer of the Disengagement, he refused to criticize it prior to its implementation and called on the residents to leave willingly a week before the forced expulsion.
Disengagement Authority chief Yonatan Bassi, a member of a religious kibbutz in the Beit She'an valley, is rumored to have cancer and appears as well. He denies that he is ill, however; see below.Of the security brass who took part in the expulsion, Chief of Staff Dan Halutz was recently humiliated by reports he sold his stock portfolio in the hours leading up to the war in Lebanon, immediately following the kidnapping of two IDF soldiers by Hizbullah.
He is also being blamed for mishandling of the war. Halutz was appointed to his position when IDF Chief of Staff Moshe Yaalon was dismissed ahead of schedule, reportedly due to his muted opposition to the Disengagement Plan.Police Chief Moshe Karadi has been linked to Israel’s Parinion crime family. According to recently released testimony before a governmental commission, the family had a part in Karadi's appointment to the post.
Shai Gefen, a members of the committee, which is affiliated with the Chabad-Lubavitch movement, told Arutz-7 that he does not see the campaign as a provocation. The Hebrew month of Elul is a time of soul-searching, he said. From the perspective of loving our fellow Jews we must make it clear to our leaders that for every retreat there is a price tag, there is Divine retribution.The ad appeared not only in the weekend Haaretz and B’Sheva newspapers, but on banner ads on several other news sites. The ads should act as a warning to Knesset Members and to the prime minister,Gefen said. Ariel Sharon said, in his day, that he is not afraid of anything since his mother lived until the age of 90 – and look what happened to him. So we are just saying to politicians, You have been warned.Gefen said that there are many other examples of misfortune that has befallen IDF generals who participated in the Disengagement. We did not want to dance on the blood of many who have since experienced tragedy in their households – and this is also the reason why we did not outline the punishment that each person received beneath their picture. Let each person understand the matter on his own, in a delicate manner.
Gefen said a number of left-wing organizations tried to term the ad incitement,but I have no idea what the connection is. VIENNA, Austria - Iranian and European Union negotiators said Sunday they made progress toward solving the impasse over Tehran's refusal to meet U.N Security Council demands that it freeze uranium enrichment, which can be used to make nuclear
weapons.
The talks in Vienna, which began Saturday, had been given little chance after months of building crisis over enrichment, exacerbated by Tehran's defiance of a U.N. deadline to freeze such activities and a U.S.led push for Security Council sanctions.
But both sides spoke positively of the results and said they would meet again in the coming days.Javier Solana, the senior EU foreign policy official, said the meeting was worth it, while chief Iranian nuclear negotiator Ali Larijani told reporters that many of the misunderstandings were removed.We have reached a common point of view on a number of issues,he said.Both said they would meet next week without disclosing a day or venue. Clarifying their comments later, Solana spokeswoman Cristina Gallach said the two had meant to say they would meet sometime in the week starting Monday.With Solana scheduled to travel to Africa on Monday, however, it was unlikely that the talks would resume before Thursday or Friday.
The meeting had been billed as possibly the last chance for Iran to avoid penalties for rejecting the U.N. Security Council's demand that it stop enriching uranium by Aug. 31.Iran says it wants to develop an enrichment program to generate power. But there are growing concerns it seeks the technology to enrich uranium to weapons-grade for the core of warheads.The talks were focused on seeking common ground for negotiations between six world powers and Iran over its nuclear defiance. While the five permanent Security Council members — the United States, Britain, France, China and Russia — along with Germany have demanded that Iran fully freeze enrichment as a condition for further negotiations, Tehran has steadfastly refused to do so.The six powers agreed on a package of economic and political rewards in June to be offered to Tehran, but only if it stops enrichment before the start of such negotiations, meant to achieve a long-term enrichment moratorium.But the international alliance also warned of punishments, including U.N. sanctions, if Tehran does not halt enrichment.
Iran's package of counterproposals, made Aug. 22, has not been fully disclosed but was initially dismissed as inadequate by leaders of the six-nation alliance, primarily because it made no mention of a pre-negotiation enrichment freeze as those six countries demanded.
Still, both men indicated the gap had been narrowed.
And European officials have suggested that at least some of the six nations were ready to listen if Iran committed itself to an enrichment freeze soon after the start of negotiations instead of as a condition for such talks. The officials, who spoke to The Associated Press on Saturday, requested anonymity in exchange for sharing confidential information.Such readiness would be a blow to U.S.led attempts to hold fast to the demand that Iran freeze enrichment before any talks or face the prospect of Security Council sanctions.One of the officials said Solana discussed the issue with Secretary of State Condoleezza Rice before going into the weekend talks, but declined to offer details.U.S. Undersecretary of State Nicholas Burns said Friday that Washington expected the Security Council to start discussing a draft on sanctions as early as next week, unless Tehran does a lastminute turn and agrees to halt enrichment.
But there might be opposition to that. Russia and China have resisted a quick move to sanctions even though they agree to them as the ultimate punishment. Chinese Premier Wen Jiabao urged the international community not to threaten Iran with economic and other sanctions to resolve the standoff. Wen said Saturday after an EU summit in Finland that diplomacy is a long process and added that to mount pressure or impose sanctions will not necessarily bring about a peaceful solution to the controversy over Tehran's nuclear ambitions.
And French Foreign Minister Philippe Douste-Blazy last week appeared to suggest that the demand to stop enrichment before talks was negotiable, saying: The question is to know at what moment this suspension takes place compared to negotiations. He later appeared to reverse himself, saying in separate comments that suspension ... is an absolute prerequisite for restoring trust and resuming negotiations. A European diplomat told AP such vacillation appeared to reflect that although Britain, France and Germany formally represent the European Union a sizable number of countries within the 25-member EU oppose a quick move to sanctions.

The EU 'solemnly remembers the many victims, renews its sympathy to their families and friends, and reiterates its condemnation of all forms of terrorism,the EU's Finnish presidency said.Finland currently runs the rotating presidency of the 25-nation bloc.
Terrorism poses a serious threat to our security, to the values of our democratic societies and to the rights and freedoms of people, especially through the indiscriminate targeting of innocent people,the EU said.No cause, no grievance, can justify acts of terrorism, it stressed.The EU vowed to continue cooperation with the US and other partners in fighting terrorism.

NEW YORK (Reuters) - The United States should give the United Nations until the end of the year to reform and then consider cutting back on its U.N. dues if the changes fall short, U.S. Ambassador John Bolton said on Monday.
Is good management and lack of corruption too much to ask for? he asked, calling the United Nations severely challenged from a management and accountability point of view.Bolton made his comments in response to a question after addressing a symposium on the future of the United Nations sponsored by the conservative Hudson Institute.

AMMAN /Egyptian President Hosni Mubarak and Jordan's King Abdullah II have urged an immediate return to peace negotiations between Israel and the Palestinians, after the two leaders held talks in Amman on Sunday.
King Abdullah and President Mubarak highlighted the need to reactivate the peace process between the Palestinians and the Israelis, and said the two parties should sit down at the negotiating table as early as possible,a palace statement said. Their statement came as both Israeli Prime Minister Ehud Olmert and Palestinian leader Mahmud Abbas said they were ready to meet without preconditions, each speaking after talks with British Prime Minister Tony Blair who is touring the region.
The Jordanian and Egyptian leaders said Arab countries need to adopt a common position to support the Palestinian cause and reaffirmed their support for Abbas's efforts to form a national unity government that is capable of assuming its responsibilities.
They added that they reject unilateral solutions which only lead to failure, in an apparent reference to Olmert's prior pledges to unilaterally redraw the borders of the Jewish state by 2010. Abbas has been attempting to form a unity government with the Islamist Hamas movement which rose to power in January's election. The Hamas-led government has faced crippling aid cuts since early this year when the United States and European Union slashed funding over Hamas's refusal to recognise Israel or renounce violence. TAMPA, Fla. - The largest earthquake to strike the eastern Gulf of Mexico in the last 30 years sent shock waves from Louisiana to southwest Florida Sunday, but did little more than rattle residents. The magnitude 6.0 earthquake, centered about 260 miles southwest of Tampa, was too small to trigger a tsunami or dangerous waves, the U.S. Geological Survey said.The USGS received more than 2,800 reports from people who felt the 10:56 a.m. quake. Scientists said it was the largest and most widely felt of more than a dozen earthquakes recorded in the region in three decades.This is a fairly unique event, said Don Blakeman, an analyst with the National Earthquake Information Center who said the quake was unusually strong. I wouldn't expect any substantial damage, but it is possible there will be some minor damage.
The most prevalent vibration, which lasted for about 20 seconds, was felt on the gulf coast of Florida and in southern Georgia, Blakeman said. But residents in Alabama, Mississippi and Louisiana also called in reports.It rattled our trailer pretty good, said Dan Hawks, who lives near Ocala in the small central Florida community of Pedro. The house started shaking. We could actually see it moving. We looked at each stupidly and said, What's the deal? Florida counties along the Gulf of Mexico called the state emergency operations center with reports of tremors but no damage was reported, spokesman Mike Stone said. Gov. Jeb Bush was informed of the situation, Stone said.
The earthquake likely did not have any effect on oil operations in the Gulf of Mexico, according to Ray Connolly, a spokesman for the American Petroleum Institute, the trade association for the U.S. oil and natural gas industry. Earthquakes are factored into the design of the industry's equipment both onshore and offshore, Connolly said.The epicenter is an unusual location for earthquake activity, but scientists recorded a magnitude 5.2 temblor in the same location on Feb. 10.
This kind of occurrence is unusual in that spot, especially for an earthquake of this size,Blakeman said of Sunday's quake.The temblor was unusual because it was not

Hurricane Florence flies toward Bermuda Sun Sep 10
MIAMI, United States (AFP) - Hurricane Florence barreled toward Bermuda, with heavy rain and thrashing winds threatening the island nation, according to the US National Hurricane Center. At 1200 GMT the storm was 305 miles (495 kilometers) south-southwest of Bermuda and headed north-northwest at 15 miles (24 kilometers) per hour. The center of the storm is not due to pass by the island until Monday morning, but tropical storm-strength winds could hit Sunday afternoon.Preparations to protect life and property should be rushed to completion,the center said in a statement.The storm had sustained winds near 80 miles (130 kilometers) per hour, with higher gusts. Currently, Florence is a Category 1 hurricane but is expected to reach a Category 2 as it passes Bermuda.
A Category 2 storm has sustained winds 96-110 miles (154-177 kilometers) per hour and can cause a storm surge of between six and eight feet. Palestinians plan to protest Blair's visit to Ramallah

Representatives of various Palestinian factions are planning to hold demonstrations in Ramallah on Sunday to protest British Prime Minister Tony Blair's visit to the city. Blair is scheduled to meet with Palestinian Authority Chairman Mahmoud Abbas in the Mukata presidential compound. In the morning, he is also expected to meet with a number of Palestinians at the British Consulate-General in Jerusalem. Several Palestinian groups and figures have condemned Blair's visit to Ramallah, urging the PA leadership to boycott him because of his alleged bias toward Israel. Leaflets distributed in Ramallah over the past few days have launched scathing attacks on Blair, saying the purpose of his visit was to wash the blood of Lebanese victims with Palestinian water.
Hamas leaders in the Gaza Strip also condemned Blair's visit, saying he was unwelcome in Palestine.Salah Bardaweel, a Hamas legislator and spokesman, said that Blair's visit to the region was aimed at diverting attention from Zionist crimes that are being perpetrated against our people.Bardaweel also criticized Blair for ignoring representatives of the Hamas government during his visit to Ramallah. Blair is trying to send a message that he is prepared to meet with everyone except for the representatives of the government, he said. This is a despicable attempt on the part of the British government to serve the interests of Israel. Legislator Hanan Ashrawi, who is scheduled to meet with Blair in Jerusalem together with representatives of a number of Palestinian civic institutions, defended the decision to see the British prime minister, saying she was planning to question Blair about his pro-Israel policy.
We will ask Blair to intervene with Israel to halt its measures against the Palestinians, Ashrawi said. We are planning to deliver a daring message to Blair about the reasons behind the latest deterioration in the region. We are interested in reviving the peace process.Ashrawi added that she supported the anti-Blair petition that was signed last week by hundreds of Palestinians, but stressed that it was nevertheless important to hold the meeting to relay to the guest the purpose of the petition. In a separate development, a spokesman for Palestinian Authority Chairman Mahmoud Abbas on Saturday denied that he was considering firing the Hamas cabinet and establishing a new one that would be headed by an independent figure. The London-based Al-Quds Al-Arabi daily, quoting an anonymous senior PA official, claimed that Abbas was planning to dismiss the Hamas government in the coming
weeks. This report is completely untrue, said the spokesman, Nabil Abu Rudaineh.

He said that Abbas was pursuing efforts to establish a national-unity government and claimed that some progress had been achieved in this regard. However, Livni said, the conflicts within the Palestinian society and government were well-known. It is our duty to continue to act in a bid to find a way to promote a process with the Palestinians that would serve us, and be founded on the rules and borders that correspond with Israel's interest. According to Livni, The Road Map was there all along. It's true that we have concentrated on the disengagement and the possibility of the realignment plan in the past, but the basis fro all this is the Road Map.
What matters, however, is not how the process is called, but the principles of this process – that are a phased deal with the Palestinians.
Referring to the Syrian issue, the foreign minister said that the current explosive barrel in the Middle East is the Palestinian, not the Syrian, issue. We have learned in the past that the desire to find paths for a resolution with the Syrians have only caused much frustration here and on the Palestinian side. Today, the international community believes that Syria needs to work hard in order to be accepted as a legitimate member. I believe that we now have to focus our attention on the more relevant issues, meaning the Road Map peace plan with the Palestinian Authority,she concluded.

Blair Offers Hand to Palestinians,The Associated Press
RAMALLAH, West Bank British Prime Minister Tony Blair said Sunday that the world should restore contacts with the Palestinians if the ruling Hamas group formed a government with more moderate factions.
But Hamas immediately rejected his conditions for establishing dialog with such a government -- that it renounce violence and recognize Israel. Meanwhile, the moderate Palestinian President, Mahmoud Abbas, speaking at a joint news conference with Blair, said he was prepared to meet unconditionally with Israeli Prime Minister Ehud Olmert, possibly paving the way for the resumption of peace talks.
Israel and the West have been boycotting Hamas since it won legislative elections in January. They consider Abbas -- a Fatah Party moderate who thinks a coalition government would force Hamas to soften its anti-Israel ideology -- an acceptable channel for peace talks. With his overture, Blair became the first Western leader to hold out the prospect of bringing a Hamas-led government back into the international fold and ease international sanctions that have caused widespread hardship for the Palestinian people.
Blair said the unity government would have to accept the requirements set by the so-called Quartet of Mideast peacemakers of renouncing violence, recognizing Israel and accepting previous peace agreements with the Jewish state.

Italy again says Assad agreed to EU personnel on Lebanese border

Italian Prime Minister Romano Prodi reiterated Sunday that Syrian President Bashar Assad has agreed to the deployment of European Union personnel along his country's border with Lebanon.
A day earlier, Syria had issued a denial, but the confusion may have been a result of miscommunication. On Saturday, Syria's official news agency denied reports that Assad had agreed to an EU presence on the Lebanese side of the border. The reports by some news agencies that Syria has accepted that European border guards monitor the Lebanese-Syrian borders are not true, the official Syrian Arab News Agency reported. Prof. Eyal Zisser, chairman of the Department of Middle Eastern and African History at Tel Aviv University, was quick to dismiss the conflicting statements emanating from Italy and Syria as no more than a simple misunderstanding.
What Assad said and what Prodi understood are likely to have differed due to Assad's unclear speech,according to Zisser. This is not the first time that Assad's words have been misinterpreted. He has a way of not speaking clearly, and this is most probably what happened here. The positioning of European Union guards could help allay the government's concerns about the smuggling of weapons from Syria to Hizbullah, which is supposed to be stopped, according to the UN Security Council's cease-fire resolution.
Prodi issued a statement Saturday saying he had spoken with Assad several times over the last few days and that the Syrian president had agreed in principle to an EU presence on the border. Prodi's statement also said, We believe that a significant
quantity of arms pass through this border... toward southern Lebanon. The Italian news agency ANSA quoted Prodi as saying Syria had agreed to European border guards in plainclothes and without weapons to prevent arms shipments to Hizbullah. Prodi's office confirmed the ANSA report was accurate. But after Syria issued its denial, Prodi's spokesman Silvio Sircana clarified the prime minister's statements. He said Syria's denial was accurate and quoted Prodi as saying Syria had agreed to EU personnel.He denied Prodi had referred to them as border guards.
I confirm that Prodi and Assad did not discuss troops or guards, but only EU personnel without uniforms or arms that will be at the disposal of the Syrian forces,Sircana said. The Syrian news agency did not say whether the president had agreed to any other type of European presence on the border with Lebanon. It said that as part of continued consultations between Syria and Italy, Assad and Prodi spoke by telephone Saturday night and that the talks were on technical assistance, including training, that is expected to be offered to Syrian border guards.
In the past, Syria has vehemently rejected the deployment of armed UN peacekeepers on the Lebanese side of the border. Assad said he would consider such a move a hostile act. Other analysts said Sunday that Syria's refusal to allow EU guards on the border was a sign that Syria did not recognize Lebanon as a separate, sovereign state. While Syria might still have plans to assert its influence over its neighbor, said Zisser, the latest development was not directly linked to these plans.
It is simpler than that. The Syrians do not want an international force inspecting [cross-border cargo] for weapons, because they intend to continue smuggling arms to Hizbullah, he said. In a meeting with UN Secretary-General Kofi Annan in Damascus earlier this month, Assad promised to increase Syrian patrols on the border and work with Lebanese troops to enforce the arms embargo.

Iran nuclear talks constructive

For Japan's Koizumi, the summit will likely mark his final foreign trip before he steps down after a five-year term as premier that has, at times, alienated Asian neighbours. During the summit, Koizumi is expected to be snubbed once again by leaders of China and South Korea, who have been angered by his visits to the controversial Yasukuni war shrine. The two Asian countries consider the shrine, which honors top war criminals along with war dead, to be a symbol of Japan's past militarism.

TAMPA, Fla. - The largest earthquake to strike the eastern Gulf of Mexico in the last 30 years sent shock waves from Louisiana to southwest Florida Sunday, but did little more than rattle residents. The magnitude 6.0 earthquake, centered about 260 miles southwest of Tampa, was too small to trigger a tsunami or dangerous waves, the U.S. Geological Survey said.The USGS received more than 2,800 reports from people who felt the 10:56 a.m. quake. Scientists said it was the largest and most widely felt of more than a dozen earthquakes recorded in the region in three decades.This is a fairly unique event, said Don Blakeman, an analyst with the National Earthquake Information Center who said the quake was unusually strong. I wouldn't expect any substantial damage, but it is possible there will be some minor damage.
The most prevalent vibration, which lasted for about 20 seconds, was felt on the gulf coast of Florida and in southern Georgia, Blakeman said. But residents in Alabama, Mississippi and Louisiana also called in reports.It rattled our trailer pretty good, said Dan Hawks, who lives near Ocala in the small central Florida community of Pedro. The earthquake likely did not have any effect on oil operations in the Gulf of Mexico, according to Ray Connolly, a spokesman for the American Petroleum Institute, the trade association for the U.S. oil and natural gas industry. Earthquakes are factored into the design of the industry's equipment both onshore and offshore, Connolly said.The epicenter is an unusual location for earthquake activity, but scientists recorded a magnitude 5.2 temblor in the same location on Feb. 10.

MIAMI, United States (AFP) - Hurricane Florence barreled toward Bermuda, with heavy rain and thrashing winds threatening the island nation, according to the US National Hurricane Center. At 1200 GMT the storm was 305 miles (495 kilometers) south-southwest of Bermuda and headed north-northwest at 15 miles (24 kilometers) per hour. The center of the storm is not due to pass by the island until Monday morning, but tropical storm-strength winds could hit Sunday afternoon.Preparations to protect life and property should be rushed to completion,the center said in a statement.The storm had sustained winds near 80 miles (130 kilometers) per hour, with higher gusts. Currently, Florence is a Category 1 hurricane but is expected to reach a Category 2 as it passes Bermuda.

Palestinians plan to protest Blair's visit to Ramallah

Representatives of various Palestinian factions are planning to hold demonstrations in Ramallah on Sunday to protest British Prime Minister Tony Blair's visit to the city. Blair is scheduled to meet with Palestinian Authority Chairman Mahmoud Abbas in the Mukata presidential compound. In the morning, he is also expected to meet with a number of Palestinians at the British Consulate-General in Jerusalem. Several Palestinian groups and figures have condemned Blair's visit to Ramallah, urging the PA leadership to boycott him because of his alleged bias toward Israel. Leaflets distributed in Ramallah over the past few days have launched scathing attacks on Blair, saying the purpose of his visit was to wash the blood of Lebanese victims with Palestinian water.
Hamas leaders in the Gaza Strip also condemned Blair's visit, saying he was unwelcome in Palestine.Salah Bardaweel, a Hamas legislator and spokesman, said that Blair's visit to the region was aimed at diverting attention from Zionist crimes that are being perpetrated against our people.Bardaweel also criticized Blair for ignoring representatives of the Hamas government during his visit to Ramallah. Blair is trying to send a message that he is prepared to meet with everyone except for the representatives of the government, he said. This is a despicable attempt on the part of the British government to serve the interests of Israel. However, Livni said, the conflicts within the Palestinian society and government were well-known. It is our duty to continue to act in a bid to find a way to promote a process with the Palestinians that would serve us, and be founded on the rules and borders that correspond with Israel's interest. According to Livni, The Road Map was there all along. It's true that we have concentrated on the disengagement and the possibility of the realignment plan in the past, but the basis fro all this is the Road Map.
What matters, however, is not how the process is called, but the principles of this process – that are a phased deal with the Palestinians.
Referring to the Syrian issue, the foreign minister said that the current explosive barrel in the Middle East is the Palestinian, not the Syrian, issue. We have learned in the past that the desire to find paths for a resolution with the Syrians have only caused much frustration here and on the Palestinian side. Today, the international community believes that Syria needs to work hard in order to be accepted as a legitimate member. I believe that we now have to focus our attention on the more relevant issues, meaning the Road Map peace plan with the Palestinian Authority,she concluded.

Blair Offers Hand to Palestinians,The Associated Press
RAMALLAH, West Bank British Prime Minister Tony Blair said Sunday that the world should restore contacts with the Palestinians if the ruling Hamas group formed a government with more moderate factions.
But Hamas immediately rejected his conditions for establishing dialog with such a government -- that it renounce violence and recognize Israel. Meanwhile, the moderate Palestinian President, Mahmoud Abbas, speaking at a joint news conference with Blair, said he was prepared to meet unconditionally with Israeli Prime Minister Ehud Olmert, possibly paving the way for the resumption of peace talks.
Israel and the West have been boycotting Hamas since it won legislative elections in January. They consider Abbas -- a Fatah Party moderate who thinks a coalition government would force Hamas to soften its anti-Israel ideology -- an acceptable channel for peace talks. With his overture, Blair became the first Western leader to hold out the prospect of bringing a Hamas-led government back into the international fold and ease international sanctions that have caused widespread hardship for the Palestinian people.
Blair said the unity government would have to accept the requirements set by the so-called Quartet of Mideast peacemakers of renouncing violence, recognizing Israel and accepting previous peace agreements with the Jewish state.

Italy again says Assad agreed to EU personnel on Lebanese border

Italian Prime Minister Romano Prodi reiterated Sunday that Syrian President Bashar Assad has agreed to the deployment of European Union personnel along his country's border with Lebanon.
A day earlier, Syria had issued a denial, but the confusion may have been a result of miscommunication. On Saturday, Syria's official news agency denied reports that Assad had agreed to an EU presence on the Lebanese side of the border. The reports by some news agencies that Syria has accepted that European border guards monitor the Lebanese-Syrian borders are not true, the official Syrian Arab News Agency reported. Prof. Eyal Zisser, chairman of the Department of Middle Eastern and African History at Tel Aviv University, was quick to dismiss the conflicting statements emanating from Italy and Syria as no more than a simple misunderstanding.
What Assad said and what Prodi understood are likely to have differed due to Assad's unclear speech,according to Zisser. This is not the first time that Assad's words have been misinterpreted. He has a way of not speaking clearly, and this is most probably what happened here. The positioning of European Union guards could help allay the government's concerns about the smuggling of weapons from Syria to Hizbullah, which is supposed to be stopped, according to the UN Security Council's cease-fire resolution.
Prodi issued a statement Saturday saying he had spoken with Assad several times over the last few days and that the Syrian president had agreed in principle to an EU presence on the border. Prodi's statement also said, We believe that a significant
quantity of arms pass through this border... toward southern Lebanon. The Italian news agency ANSA quoted Prodi as saying Syria had agreed to European border guards in plainclothes and without weapons to prevent arms shipments to Hizbullah. Prodi's office confirmed the ANSA report was accurate. But after Syria issued its denial, Prodi's spokesman Silvio Sircana clarified the prime minister's statements. He said Syria's denial was accurate and quoted Prodi as saying Syria had agreed to EU personnel.He denied Prodi had referred to them as border guards.
I confirm that Prodi and Assad did not discuss troops or guards, but only EU personnel without uniforms or arms that will be at the disposal of the Syrian forces,Sircana said. The Syrian news agency did not say whether the president had agreed to any other type of European presence on the border with Lebanon. It said that as part of continued consultations between Syria and Italy, Assad and Prodi spoke by telephone Saturday night and that the talks were on technical assistance, including training, that is expected to be offered to Syrian border guards.
In the past, Syria has vehemently rejected the deployment of armed UN peacekeepers on the Lebanese side of the border. Assad said he would consider such a move a hostile act. Other analysts said Sunday that Syria's refusal to allow EU guards on the border was a sign that Syria did not recognize Lebanon as a separate, sovereign state. While Syria might still have plans to assert its influence over its neighbor, said Zisser, the latest development was not directly linked to these plans.
It is simpler than that. The Syrians do not want an international force inspecting [cross-border cargo] for weapons, because they intend to continue smuggling arms to Hizbullah, he said. In a meeting with UN Secretary-General Kofi Annan in Damascus earlier this month, Assad promised to increase Syrian patrols on the border and work with Lebanese troops to enforce the arms embargo.

The real work
On October 20, 1968, a dramatic moment took place at the Mexico City Olympics. A few thousand spectators remained in the almost-dark Olympic Stadium awaiting one last runner. Finally the wail of police sirens ripped the air. As all eyes turned to the gate, a lone runner wearing the colors of Tanzania staggered into the stadium. John Stephen Akhwari was the last contestant to finish the 26-mile contest. He had injured his leg in a fall and entered the track bloodied and crudely bandaged. While he hobbled the final, lonely lap, spectators rose and applauded him as if he had won.

4.4 earthquake hits central Israel; no injuries

A moderate earthquake was felt across central Israel Saturday morning. The tremor measured 4.4 on the Richter scale, the Geophysical Institute of Israel reported. Its epicenter was in the Jordan Valley. There were no reports of damage or injuries.

Midwest
Some parts of the northern states and western Great Lakes woke up to freezing temperstures this morning, behind a southward moving cold front. This front will continue moving south today, producing scattered showers and thunderstorms from the Lower Great Lakes to the central Plains, including areas from Detroit and Chicago, to Kansas City. There will also be an increased chance of showers and thunderstorms over the central Plains, where an area of low pressure will be forming. Locations north of the front, from Fargo to Green bay, will experience afternoon highs only in the 60s, while locations south of the front will experience 70s and 80s.
Parts of the western Great Lakes will likely again experience temperature at or below freezing overnight tonight. These areas will remain dry, but chilly into Sunday, but chances for rain will continue over the Plains, expanding into the Midwest, as low pressure moves slowly eastward.
Northeast
A strong cold front will enter the Lower Great Lakes and the western New England states today, producing showers and thunderstorms from Burlington, south through Buffalo, to Pittsburgh. The eastern areas from Boston, south through New York and
Philadelphia, to Washington will experience increasing clouds with showers and thunderstorms arriving by nightfall.
Afternoon temperatures today will range from the 60s and 70s inland, to the lower and middle 80s along eastern areas. The front should clear the Northeast states by Sunday allowing clearing skies over New England. An area of low pressure developing over the Plains will begin to push chances for rain back up the Ohio Valley by Sunday, which overspread much of the area into Monday.
South
Increased moisture, in the vicinity of a stalled boundary, will focus scattered showers and thunderstorms from eastern Texas, along Gulf coastal areas, into Florida. Elsewhere across the south, other than an outside chance of an afternoon shower or thunderstorm, partly cloudy skies will be the general rule as high pressure dominates. Afternoon temperatures will range from the 80s east to the
90s west. This general weather pattern will persist into Sunday, but with a more widespread scattering of isolated afternoon thunderstorms. By Monday, scattered showers and thunderstorms will increase across a large part of the south.
West
A front moving across the Pacific Northwest will generate a few scattered showers, breezy and cool conditions today, while the rest of the west is generally dominated by high pressure. Afternoon thunderstorm activity over the southwest will not be as widespread, but a few heavy downpours and locally severe thunderstorms cannot be ruled out. Parts of Colorado will have increased chances for showers and thunderstorms as an area of low pressure develops over the Plains.
Afternoon temperatures today will range from the 60s along northern coastal areas to the 70s inland. Temperatures in the 80s and 90s will be common of the remainder of the west with 100s in the typical desert areas. The cooler conditions over the Northwest will be short lived, and a ridge of high pressure builds over much of the area by early next week.

Dear Friends,
This Monday marks the fifth anniversary of the worst terrorist attack on American soil.Like all of you, I have vivid memories of September 11, 2001. The beauty of an early fall day in Chicago contrasted eerily with the terrible events that unfolded that morning.
Prior to leaving the office, Fellowship staff gathered for a moment of prayer. Afterward I recall telling them that, from that day forward, Americans would understand why Israelis are never caught without their cell phones - they never know when they might have to call a friend or relative to ask, are you alright?
Israel was among the first to offer assistance and express solidarity with America that day. This did not surprise me - Israelis live daily with the threat of attack. They understand the nature of terrorist evil and are all too familiar with its human cost.It is fitting, too, that an Israeli, Prime Minister Ariel Sharon, was able to capture the essence of the American spirit in these eloquent words:Amid the sirens, destruction and smoke which engulfed the City of New York immediately following the collapse of the Towers, a camera lens captured the Statue of Liberty and her Torch, symbols of the spirit of America, standing steadfast.
While the attack did succeed in destroying buildings and lives, and in causing agony, grief and profound shock to millions of people, it failed to extinguish the spirit of freedom and the eternal flame of the Torch of Liberty - that spirit which beats in the hearts of all New Yorkers and indeed all Americans, and the spirit which was then and is now shared by all freedom-loving people.
Today, as then, Israelis stand by America just as Americans - and in particular American Christians - have stood by Israel in her time of need. What one columnist called the kinship of common values between the U.S. and Israel has never been stronger.
On Monday, as we remember September 11, 2001, let us also remember to pray for all whose lives have been devastated by Islamist terror from New York and Washington to London, Madrid, Bali, Tel Aviv and Jerusalem.
And, as Americans and Israelis, let us renew our pledge to promote democracy and freedom and fight terror and tyranny - together.

Pope chastises Canada on gay marriage, abortion

VATICAN CITY (AP) -- Pope Benedict XVI hit out Friday at Canada's laws allowing same-sex marriage and abortion, saying they result from Catholic politicians ignoring the values of their religion.In the name of tolerance your country has had to endure the folly of the redefinition of spouse, and in the name of `freedom of choice' it is confronted with the daily destruction of unborn children,the pope told a group of bishops from Ontario.Such laws, he said, are the result of the exclusion of God from the public sphere.
He lamented that Catholic politicians yielded to ephemeral social trends and the spurious demands of opinion polls.Benedict has made the defense of traditional family values a major goal of his papacy, speaking out often on the issue. During a trip to Spain in July, he challenged that country's Socialist government for instituting liberal reforms such as gay marriage and fast-track divorce.
Same-sex marriage was recognized by Canada's parliament last year. New Conservative Prime Minister Stephen Harper has pledged to hold a vote in the House of Commons later this year to determine whether the issue should be revisited.

Israel Lifts Lebanese Sea Blockade
Move Ends Restrictions Imposed at Outbreak of War With Hezbollah

BEIRUT, Sept. 8 Israel lifted its eight-week-old maritime blockade of Lebanon on Friday, the United Nations announced, and within hours a gleaming white ship pulled into Beirut harbor carrying a load of appliances.The reopening of sea lanes to Lebanon, which the United Nations said took place in the early afternoon, came one day after Israel lifted its blockade of air traffic, completing the end to suffocating restrictions imposed when war broke out between Israel and the Hezbollah militia on July 12.
The blockade has seriously undermined the Lebanese economy, and it is high time for it to end so as to allow the people to get back to their businesses,said Gen. Alain Pellegrini, the commander of U.N. forces in Lebanon.The head of the Beirut International Chamber of Navigation, Elie Zakhour, told reporters that six cargo ships were bound for the Lebanese capital carrying cars and containers of other goods. The lineup reflected Beirut's role as a regional hub for imports and exports, a major component of the Lebanese economy that withered under restrictions even after fighting ended on Aug. 14.
Israel said it imposed the blockade to prevent arms shipments to Hezbollah, the militant Shiite Muslim movement that battled Israeli forces for 33 days in the rugged hills along the Lebanon-Israel border. Prime Minister Ehud Olmert relaxed the restrictions only on assurances from the United Nations that European ships and soldiers would join Lebanese forces in making sure Hezbollah could not receive supplies from abroad.For now, Israeli patrol boats are turning over surveillance duties to Italian ships in the Mediterranean off Lebanon, Israeli and U.N. officials said. French and Greek navy ships have also promised to help patrol the area for an interim period. In the long term, the German navy has shouldered responsibility for working with the Lebanese military to guarantee that no arms reach Hezbollah.
Olmert announced Wednesday that he would lift the air and sea blockade Thursday evening. Unrestricted commercial airline flights to Beirut resumed as expected, but the sea blockade was maintained while Israeli officials sought additional assurances from the United Nations. More coordination took place Friday morning, and the commander of an Italian task force assumed responsibility for the patrols Friday afternoon, a U.N. spokesman said.It is our understanding that the international force is operational, and the Israelis turned it over to the Italians as of 1300 hours,or 1 p.m. local time, said Alexander Ivanko, a spokesman for Pellegrini.
Israeli officials said the airline flights were allowed to resume because German officials were on duty at Beirut's Rafiq al-Hariri International Airport monitoring airfreight traffic. But the Lebanese minister for public works and transportation, Mohammed Safadi, said that the Germans were providing only technical assistance and that customs matters were the responsibility of Lebanese authorities. Similarly, he said, the Italian ships would be assigned to help Lebanese authorities monitor sea shipments.
A senior Lebanese official, speaking on condition of anonymity, said Hezbollah insisted that any European sea patrols or customs help be under the aegis of the United Nations Interim Force in Lebanon, or UNIFIL. As a result, the Italian ships have been baptized the maritime UNIFIL.In any case, he said, Hezbollah officials are not worried about resupplying since their weapons come mainly from Iran via Syria, and smuggling is an old tradition along the long, porous Lebanon-Syria border.With that in mind, Israel had demanded that German soldiers join Lebanese army and Internal Security Forces personnel along the border.
But Prime Minister Fouad Siniora, reflecting Hezbollah's concerns, refused, saying the Germans would provide only equipment and training to the Lebanese.Meanwhile, Israeli officials were quoted in news reports as saying that Israeli soldiers who were still inside Lebanon would probably withdraw within about two weeks. The Italian foreign minister, Massimo D'Alema, said the number of foreign UNIFIL troops in the region would reach 5,000 by next week, which has been a benchmark for completing the Israeli withdrawal.
Spain's parliament approved the dispatch of 1,000 Spanish troops to further reinforce the U.N. peacekeeping contingent, according to news agency reports from Madrid. The force, which had stood at 2,000, has climbed above 3,000 with the arrival last week of about 900 Italian troops, out of a pledged 3,000, and several hundred French troops, out of a pledged 2,000. Under the U.N. Security Council resolution that ended the fighting, the force is scheduled to reach 15,000, along with a deployment of 15,000 Lebanese army troops.Correspondent Scott Wilson in Jerusalem contributed to this report.
Italy urges Israel to lift embargo on Gaza Strip, engage in talks

Italian Foreign Minister Massimo D'Alema urged Israel Thursday to follow up on its decision to lift a punishing air and sea blockade of Lebanon by easing its embargo of the Gaza Strip. Meanwhile, Palestinian political groups and intellectuals declared British Prime Minister Tony Blair persona non grata ahead of his expected visit to the West Bank city of Ramallah.Speaking in Jordan before heading to the West Bank town of Ramallah, D'Alema reiterated calls for the deployment of international observers in the Gaza Strip.
We have welcomed the Israeli decision to lift the sea blockade imposed on Lebanon and we hope that something like it will happen in Gaza, starting with the reopening of the Rafah crossing,D'Alema told reporters in Amman.
This will allow supplies of relief aid to the Palestinian people in Gaza who are suffering hardships,he added.D'Alema said he discussed with Jordan's King Abdullah II the possible dispatch of international troops to the Gaza Strip.We discussed the idea of sending an international force of observers to Gaza, and this is something that the Jordanian authorities agrees with us on, D'Alema said.But the main condition to achieve this is through a direct dialogue between Israelis and Palestinians,he said.D'Alema said he and Abdullah agreed on the need to support Palestinian President Mahmoud Abbas and his efforts aimed at forming a new Palestinian government capable of emerging from the crisis with Israel. http://www.dailystar.com.lb

European Union Supports IMF Reform to Recognize Emerging Economies but Not at Europe's Expense
HELSINKI, Finland (AP) -- The European Union said Friday it supports reforming the International Monetary Fund to give emerging economies more clout, but not at the expense of Europe's weight in the organization.Finnish Finance Minister Eero Heinaluoma, whose country currently holds the six-month rotating EU presidency, said the bloc supports a plan to give more IMF voting power to China, South Korea, Mexico and Turkey as part of a two-year program to reform the organization's governance and take Asia's growing economic prowess into account.But Heinaluoma, speaking to reporters ahead of an EU finance ministers meeting, said there are no clear proposals on giving the 25-nation EU single representation on the 184-member IMF replacing several European nations.We will need more time,he said.
Luxembourg's Jean-Claude Juncker, the chairman of the group of 12 EU finance ministers who have the euro as their common currency, said Europe's attitude toward IMF reforms was constructive.However, he told reporters, Europe is not the part of the world which should take major initiatives here.Small European nations, such as the Netherlands and Finland, oppose a single EU seat that would replace their national role.The reform issue will be up for a vote at the annual gatherings of the IMF and the World Bank in Singapore this month.

Nuclear weapons are prohibited in Islamic Republic of Iran

Ambassador Jalal Kalantari stressed that Iran’s activities to provide itself with a nuclear-energy plant have all been according to the provisions of the Nonproliferation Treaty. Iran, he said, has welcomed the International Atomic Energy Agency’s inspections. He lamented that Iran’s rights under the treaty have been violated by the world powers and yet other countries that have not even agreed to be bound by the treaty and the IAEA and that are friends of the world powers can do what they want. He noted that many parties to the treaty are actually not complying with it—but Iran punctiliously complies. Iran, he said, has agreed to be open about its nuclear-energy policy. Entering in October 2003 into an understanding with three major leaders of the European Union—the UK, France and Germany—Iran hoped that it would be allowed access to nuclear and other advanced energy-production technologies in an atmosphere of cooperation and openness.
Iran was, however, still treated with suspicion despite its voluntary confidence-building moves.Among these were its signing and immediately implementing the so-called Additional Protocols to the Nonproliferation Treaty; its acceptance of a most comprehensive and intrusive IAEA inspection, allowing even military facilities to be inspected; its giving of detailed accounts of nuclear activities of these done in compliance with the treaty; its suspension as demanded by the powers of its right to enrich uranium.
All of these have not pleased the powers, which have brought the matter to the UN Security Council despite the IAEA’s finding that there is no evidence that Iran’s previously undeclared nuclear material and activities were related to a nuclear weapons program. We are a responsible member of the international community, we will abide by all the laws and regulations under international law, Kalantari told The Manila Times roundtable.
After satisfying their [the powers’] expectations and our obligations, we should expect to enjoy the rights to nuclear energy that everybody else exercises. But unfortunately, Iran is being denied these rights. The superpowers do not want us to enjoy the same rights they do,he lamented. We are merely trying to ensure that we can stand on our feet and continue to develop as a nation for the good of our people, he said.
Twenty-two out of 31 nuclear power plants being built in developing countries in the past years are located in Asia. The main reasons given for this trend are economic growth, scarce energy resource and population growth. Yet have you heard anything about these others? Is anyone trying to prevent them from building nuclear-energy plants?
Their [the powers’ and the IAEA’s] surveillance activities are in place. We have even allowed them unlimited access to military sites. They found nothing out of place. The report of the IAEA stated that all declared nuclear materials in Iran have been accounted for and none of the materials has be diverted to nuclear weapons, but they continue to prevent us from exercising our rights, he added.
Our president has invited international companies to come and invest in our nuclear power program, so they themselves can see we have nothing to hide, but no one has come forward to do so,Kalantari said. They keep on accusing us of having a program to build nuclear weapons. We don’t. Weapons of mass destruction are against the principles of our Islamic Republic. A decree issued by the leader of the Islamic Republic of Iran prohibits the development, stockpiling or use of nuclear weapons. Kalantari pointed out how peaceable his country has been for the past 250 years. Have you heard of an Iranian terrorist? he asked. There are no Iranian terrorists. Have you heard of Iran committing aggression against any of its neighbors?
Russia dovetails stance on Middle East with Syria

Specifically, the participants looked at the situation in the region and ways to ease the tensions challenging international peace and security. Russia's Foreign Minister underscored that it was important for all parties to the UN Security Council's resolutions on the Lebanese-Israeli conflict settlement to fully abide by their commitments. The officials also stressed that only a comprehensive settlement in keeping with the UN Security Council's resolutions and other guidelines from the international community and Madrid principles could prevent crises like the Lebanese-Israeli one from recurring and help establish lasting peace
in the region.

ROME -Syria has agreed in principle to a European Union presence on its border to help stem the flow of weapons into Lebanon, Italy's prime minister said Saturday. Syrian President Bashar Assad said in a TV interview last month that he would consider the deployment of international troops along the Lebanon-Syria border a hostile move toward his country.Italian Prime Minister Romano Prodi said he had spoken with Assad several times over the last few days.I reminded President Assad that the European Union has significant experience in training programs for frontier guards, and that the idea of an EU mission of assistance on the border between Syria and Lebanon would be an excellent signal of cooperation between Syria and Europe, Prodi said in a statement.
President Assad gave me his accord in principle.Damascus had no immediate comment on Prodi's announcement. Syria's official news agency reported late Friday that Assad talked by phone with Prodi to discuss the latest developments in the region and in Lebanon, but the report did not mention deployment of peacekeepers.Prodi said details of a proposal were being worked out and would be presented at a meeting of the EU's foreign affairs committee on Thursday in Brussels, Belgium.Syria and Iran are the main backers of the Hezbollah militants based in south Lebanon, and Israeli officials repeatedly have said the guerrillas receive arms from the two countries.Israel lifted its sea blockade of Lebanon on Friday, more than three weeks after a cease-fire between Israel and Hezbollah militants. APEC tries to revive trade talks

HANOI, Vietnam (AP) -- Finance ministers from the Pacific Rim continued talks Friday aimed at rescuing stalled global trade talks, while promoting fiscal responsibility among members who already account for half the world's trade and nearly 60 percent of its economic output.Ministers and top officials from the 21-member Asia-Pacific Economic Cooperation forum moved into their second and final day of discussions, touching on tax system improvement and population aging issues.Officials have said the measures to revive the Doha round of World Trade Organization talks are likely to form an integral part of the joint ministerial statement to be issued later Friday.
APEC members, which include such economic powers as the U.S., Japan, China and Canada, were crucial in reviving the Uruguay round of WTO talks, which preceded the current Doha round negotiations that started in 2001.The Doha talks, aimed at forging a global trade treaty, collapsed in July, largely over how to cut farm trade barriers.The United States, meanwhile, also pushed other APEC economies, especially those with developing capital markets, to ensure no bank accounts in their respective nations were used to finance nuclear weapons, including by North Korea.On Thursday, U.S. Treasury Secretary Henry Paulson, on his first trip to Asia after assuming his new job in July, praised Vietnam for its cooperation in keeping North Korea from using local bank accounts to potentially fund weapons development or other illicit activities.
Trade gap with China
North Korean entities have had bank accounts in Vietnam in the past, U.S. Ambassador Michael Marine said last week.Paulson said he would also push for discussion on correcting lopsided trade and investment patterns around the world -- a key U.S. concern.
Seven of the United States' top 10 trading partners are part of APEC. It is also the region of the world where America is running the largest trade deficits, including a record $202 billion deficit last year with China.To me, this is just such an important region, Paulson said Friday. "The chance to meet with the APEC ministers and to be here just demonstrates the importance of this region and this country to the United States and it's very important to me.
The Bush administration, facing election-year pressure to narrow the trade gap and protect American jobs, has been pushing China to let its currency, the yuan, appreciate against the U.S. dollar. That would theoretically help narrow the trade gap by making U.S. exports cheaper in China and Chinese products more expensive for American consumers.APEC, which first met in 1989, includes 21 economies: the United States, Russia, China, Canada and Japan, Malaysia, Thailand, Singapore, Vietnam, Indonesia, Brunei, Chinese Taipei, Hong Kong, Mexico, the Philippines, Chile, Papua New Guinea, Australia, New Zealand, Peru and South Korea.

The real work
On October 20, 1968, a dramatic moment took place at the Mexico City Olympics. A few thousand spectators remained in the almost-dark Olympic Stadium awaiting one last runner. Finally the wail of police sirens ripped the air. As all eyes turned to the gate, a lone runner wearing the colors of Tanzania staggered into the stadium. John Stephen Akhwari was the last contestant to finish the 26-mile contest. He had injured his leg in a fall and entered the track bloodied and crudely bandaged. While he hobbled the final, lonely lap, spectators rose and applauded him as if he had won.
After the race, someone asked him why he had refused to quit. My country did not send me 7,000 miles to start the race,he replied simply.They sent me 7,000 miles to finish it. Midwest
Some parts of the northern states and western Great Lakes woke up to freezing temperstures this morning, behind a southward moving cold front. This front will continue moving south today, producing scattered showers and thunderstorms from the Lower Great Lakes to the central Plains, including areas from Detroit and Chicago, to Kansas City. There will also be an increased chance of showers and thunderstorms over the central Plains, where an area of low pressure will be forming. Locations north of the front, from Fargo to Green bay, will experience afternoon highs only in the 60s, while locations south of the front will experience 70s and 80s.
Parts of the western Great Lakes will likely again experience temperature at or below freezing overnight tonight. These areas will remain dry, but chilly into Sunday, but chances for rain will continue over the Plains, expanding into the Midwest, as low pressure moves slowly eastward.
Northeast
A strong cold front will enter the Lower Great Lakes and the western New England states today, producing showers and thunderstorms from Burlington, south through Buffalo, to Pittsburgh. The eastern areas from Boston, south through New York and
Philadelphia, to Washington will experience increasing clouds with showers and thunderstorms arriving by nightfall.
Afternoon temperatures today will range from the 60s and 70s inland, to the lower and middle 80s along eastern areas. The front should clear the Northeast states by Sunday allowing clearing skies over New England. An area of low pressure developing over the Plains will begin to push chances for rain back up the Ohio Valley by Sunday, which overspread much of the area into Monday.
South
Increased moisture, in the vicinity of a stalled boundary, will focus scattered showers and thunderstorms from eastern Texas, along Gulf coastal areas, into Florida. Elsewhere across the south, other than an outside chance of an afternoon shower or thunderstorm, partly cloudy skies will be the general rule as high pressure dominates. Afternoon temperatures will range from the 80s east to the
90s west. This general weather pattern will persist into Sunday, but with a more widespread scattering of isolated afternoon thunderstorms. By Monday, scattered showers and thunderstorms will increase across a large part of the south.
West
A front moving across the Pacific Northwest will generate a few scattered showers, breezy and cool conditions today, while the rest of the west is generally dominated by high pressure. Afternoon thunderstorm activity over the southwest will not be as widespread, but a few heavy downpours and locally severe thunderstorms cannot be ruled out. Parts of Colorado will have increased chances for showers and thunderstorms as an area of low pressure develops over the Plains.
Afternoon temperatures today will range from the 60s along northern coastal areas to the 70s inland. Temperatures in the 80s and 90s will be common of the remainder of the west with 100s in the typical desert areas. The cooler conditions over the Northwest will be short lived, and a ridge of high pressure builds over much of the area by early next week.

Dear Friends,
This Monday marks the fifth anniversary of the worst terrorist attack on American soil.Like all of you, I have vivid memories of September 11, 2001. The beauty of an early fall day in Chicago contrasted eerily with the terrible events that unfolded that morning.
Prior to leaving the office, Fellowship staff gathered for a moment of prayer. Afterward I recall telling them that, from that day forward, Americans would understand why Israelis are never caught without their cell phones - they never know when they might have to call a friend or relative to ask, are you alright?
Israel was among the first to offer assistance and express solidarity with America that day. This did not surprise me - Israelis live daily with the threat of attack. They understand the nature of terrorist evil and are all too familiar with its human cost.It is fitting, too, that an Israeli, Prime Minister Ariel Sharon, was able to capture the essence of the American spirit in these eloquent words:Amid the sirens, destruction and smoke which engulfed the City of New York immediately following the collapse of the Towers, a camera lens captured the Statue of Liberty and her Torch, symbols of the spirit of America, standing steadfast.
While the attack did succeed in destroying buildings and lives, and in causing agony, grief and profound shock to millions of people, it failed to extinguish the spirit of freedom and the eternal flame of the Torch of Liberty - that spirit which beats in the hearts of all New Yorkers and indeed all Americans, and the spirit which was then and is now shared by all freedom-loving people.
Today, as then, Israelis stand by America just as Americans - and in particular American Christians - have stood by Israel in her time of need. What one columnist called the kinship of common values between the U.S. and Israel has never been stronger.
On Monday, as we remember September 11, 2001, let us also remember to pray for all whose lives have been devastated by Islamist terror from New York and Washington to London, Madrid, Bali, Tel Aviv and Jerusalem.
And, as Americans and Israelis, let us renew our pledge to promote democracy and freedom and fight terror and tyranny - together.

Pope chastises Canada on gay marriage, abortion

VATICAN CITY (AP) -- Pope Benedict XVI hit out Friday at Canada's laws allowing same-sex marriage and abortion, saying they result from Catholic politicians ignoring the values of their religion.In the name of tolerance your country has had to endure the folly of the redefinition of spouse, and in the name of `freedom of choice' it is confronted with the daily destruction of unborn children,the pope told a group of bishops from Ontario.Such laws, he said, are the result of the exclusion of God from the public sphere.
He lamented that Catholic politicians yielded to ephemeral social trends and the spurious demands of opinion polls.Benedict has made the defense of traditional family values a major goal of his papacy, speaking out often on the issue. During a trip to Spain in July, he challenged that country's Socialist government for instituting liberal reforms such as gay marriage and fast-track divorce.

Israel Lifts Lebanese Sea Blockade
Move Ends Restrictions Imposed at Outbreak of War With Hezbollah

BEIRUT, Sept. 8 Israel lifted its eight-week-old maritime blockade of Lebanon on Friday, the United Nations announced, and within hours a gleaming white ship pulled into Beirut harbor carrying a load of appliances.The reopening of sea lanes to Lebanon, which the United Nations said took place in the early afternoon, came one day after Israel lifted its blockade of air traffic, completing the end to suffocating restrictions imposed when war broke out between Israel and the Hezbollah militia on July 12.
The blockade has seriously undermined the Lebanese economy, and it is high time for it to end so as to allow the people to get back to their businesses,said Gen. Alain Pellegrini, the commander of U.N. forces in Lebanon.The head of the Beirut International Chamber of Navigation, Elie Zakhour, told reporters that six cargo ships were bound for the Lebanese capital carrying cars and containers of other goods. The lineup reflected Beirut's role as a regional hub for imports and exports, a major component of the Lebanese economy that withered under restrictions even after fighting ended on Aug. 14.
Israel said it imposed the blockade to prevent arms shipments to Hezbollah, the militant Shiite Muslim movement that battled Israeli forces for 33 days in the rugged hills along the Lebanon-Israel border. Prime Minister Ehud Olmert relaxed the restrictions only on assurances from the United Nations that European ships and soldiers would join Lebanese forces in making sure Hezbollah could not receive supplies from abroad.For now, Israeli patrol boats are turning over surveillance duties to Italian ships in the Mediterranean off Lebanon, Israeli and U.N. officials said. French and Greek navy ships have also promised to help patrol the area for an interim period. In the long term, the German navy has shouldered responsibility for working with the Lebanese military to guarantee that no arms reach Hezbollah.
Olmert announced Wednesday that he would lift the air and sea blockade Thursday evening. Unrestricted commercial airline flights to Beirut resumed as expected, but the sea blockade was maintained while Israeli officials sought additional assurances from the United Nations. More coordination took place Friday morning, and the commander of an Italian task force assumed responsibility for the patrols Friday afternoon, a U.N. spokesman said.It is our understanding that the international force is operational, and the Israelis turned it over to the Italians as of 1300 hours,or 1 p.m. local time, said Alexander Ivanko, a spokesman for Pellegrini.
Israeli officials said the airline flights were allowed to resume because German officials were on duty at Beirut's Rafiq al-Hariri International Airport monitoring airfreight traffic. But the Lebanese minister for public works and transportation, Mohammed Safadi, said that the Germans were providing only technical assistance and that customs matters were the responsibility of Lebanese authorities. Similarly, he said, the Italian ships would be assigned to help Lebanese authorities monitor sea shipments.
A senior Lebanese official, speaking on condition of anonymity, said Hezbollah insisted that any European sea patrols or customs help be under the aegis of the United Nations Interim Force in Lebanon, or UNIFIL. As a result, the Italian ships have been baptized the maritime UNIFIL.In any case, he said, Hezbollah officials are not worried about resupplying since their weapons come mainly from Iran via Syria, and smuggling is an old tradition along the long, porous Lebanon-Syria border.With that in mind, Israel had demanded that German soldiers join Lebanese army and Internal Security Forces personnel along the border.
But Prime Minister Fouad Siniora, reflecting Hezbollah's concerns, refused, saying the Germans would provide only equipment and training to the Lebanese.Meanwhile, Israeli officials were quoted in news reports as saying that Israeli soldiers who were still inside Lebanon would probably withdraw within about two weeks. The Italian foreign minister, Massimo D'Alema, said the number of foreign UNIFIL troops in the region would reach 5,000 by next week, which has been a benchmark for completing the Israeli withdrawal.
Spain's parliament approved the dispatch of 1,000 Spanish troops to further reinforce the U.N. peacekeeping contingent, according to news agency reports from Madrid. The force, which had stood at 2,000, has climbed above 3,000 with the arrival last week of about 900 Italian troops, out of a pledged 3,000, and several hundred French troops, out of a pledged 2,000. Under the U.N. Italian Foreign Minister Massimo D'Alema urged Israel Thursday to follow up on its decision to lift a punishing air and sea blockade of Lebanon by easing its embargo of the Gaza Strip. Meanwhile, Palestinian political groups and intellectuals declared British Prime Minister Tony Blair persona non grata ahead of his expected visit to the West Bank city of Ramallah.Speaking in Jordan before heading to the West Bank town of Ramallah, D'Alema reiterated calls for the deployment of international observers in the Gaza Strip.

European Union Supports IMF Reform to Recognize Emerging Economies but Not at Europe's Expense
HELSINKI, Finland (AP) -- The European Union said Friday it supports reforming the International Monetary Fund to give emerging economies more clout, but not at the expense of Europe's weight in the organization.Finnish Finance Minister Eero Heinaluoma, whose country currently holds the six-month rotating EU presidency, said the bloc supports a plan to give more IMF voting power to China, South Korea, Mexico and Turkey as part of a two-year program to reform the organization's governance and take Asia's growing economic prowess into account.But Heinaluoma, speaking to reporters ahead of an EU finance ministers meeting, said there are no clear proposals on giving the 25-nation EU single representation on the 184-member IMF replacing several European nations.We will need more time,he said.
Luxembourg's Jean-Claude Juncker, the chairman of the group of 12 EU finance ministers who have the euro as their common currency, said Europe's attitude toward IMF reforms was constructive.However, he told reporters, Europe is not the part of the world which should take major initiatives here.Small European nations, such as the Netherlands and Finland, oppose a single EU seat that would replace their national role.The reform issue will be up for a vote at the annual gatherings of the IMF and the World Bank in Singapore this month.

Nuclear weapons are prohibited in Islamic Republic of Iran

Ambassador Jalal Kalantari stressed that Iran’s activities to provide itself with a nuclear-energy plant have all been according to the provisions of the Nonproliferation Treaty. Iran, he said, has welcomed the International Atomic Energy Agency’s inspections. He lamented that Iran’s rights under the treaty have been violated by the world powers and yet other countries that have not even agreed to be bound by the treaty and the IAEA and that are friends of the world powers can do what they want. He noted that many parties to the treaty are actually not complying with it—but Iran punctiliously complies. Iran, he said, has agreed to be open about its nuclear-energy policy. Entering in October 2003 into an understanding with three major leaders of the European Union—the UK, France and Germany—Iran hoped that it would be allowed access to nuclear and other advanced energy-production technologies in an atmosphere of cooperation and openness.
Iran was, however, still treated with suspicion despite its voluntary confidence-building moves.Among these were its signing and immediately implementing the so-called Additional Protocols to the Nonproliferation Treaty; its acceptance of a most comprehensive and intrusive IAEA inspection, allowing even military facilities to be inspected; its giving of detailed accounts of nuclear activities of these done in compliance with the treaty; its suspension as demanded by the powers of its right to enrich uranium.
All of these have not pleased the powers, which have brought the matter to the UN Security Council despite the IAEA’s finding that there is no evidence that Iran’s previously undeclared nuclear material and activities were related to a nuclear weapons program. We are a responsible member of the international community, we will abide by all the laws and regulations under international law, Kalantari told The Manila Times roundtable.
After satisfying their [the powers’] expectations and our obligations, we should expect to enjoy the rights to nuclear energy that everybody else exercises. But unfortunately, Iran is being denied these rights. The superpowers do not want us to enjoy the same rights they do,he lamented. We are merely trying to ensure that we can stand on our feet and continue to develop as a nation for the good of our people, he said.
Twenty-two out of 31 nuclear power plants being built in developing countries in the past years are located in Asia. The main reasons given for this trend are economic growth, scarce energy resource and population growth. Yet have you heard anything about these others? Is anyone trying to prevent them from building nuclear-energy plants?
Their [the powers’ and the IAEA’s] surveillance activities are in place. We have even allowed them unlimited access to military sites. They found nothing out of place. The report of the IAEA stated that all declared nuclear materials in Iran have been accounted for and none of the materials has be diverted to nuclear weapons, but they continue to prevent us from exercising our rights, he added.
Our president has invited international companies to come and invest in our nuclear power program, so they themselves can see we have nothing to hide, but no one has come forward to do so,Kalantari said. They keep on accusing us of having a program to build nuclear weapons. We don’t. Weapons of mass destruction are against the principles of our Islamic Republic. A decree issued by the leader of the Islamic Republic of Iran prohibits the development, stockpiling or use of nuclear weapons. Kalantari pointed out how peaceable his country has been for the past 250 years. Have you heard of an Iranian terrorist? he asked. There are no Iranian terrorists. Have you heard of Iran committing aggression against any of its neighbors?
Russia dovetails stance on Middle East with Syria

The officials also stressed that only a comprehensive settlement in keeping with the UN Security Council's resolutions and other guidelines from the international community and Madrid principles could prevent crises like the Lebanese-Israeli one from recurring and help establish lasting peace

ROME -Syria has agreed in principle to a European Union presence on its border to help stem the flow of weapons into Lebanon, Italy's prime minister said Saturday. Syrian President Bashar Assad said in a TV interview last month that he would consider the deployment of international troops along the Lebanon-Syria border a hostile move toward his country.Italian Prime Minister Romano Prodi said he had spoken with Assad several times over the last few days.I reminded President Assad that the European Union has significant experience in training programs for frontier guards, and that the idea of an EU mission of assistance on the border between Syria and Lebanon would be an excellent signal of cooperation between Syria and Europe, Prodi said in a statement.
President Assad gave me his accord in principle.Damascus had no immediate comment on Prodi's announcement. Syria's official news agency reported late Friday that Assad talked by phone with Prodi to discuss the latest developments in the region and in Lebanon, but the report did not mention deployment of peacekeepers.Prodi said details of a proposal were being worked out and would be presented at a meeting of the EU's foreign affairs committee on Thursday in Brussels, Belgium.Syria and Iran are the main backers of the Hezbollah militants based in south Lebanon, and Israeli officials repeatedly have said the guerrillas receive arms from the two countries.Israel lifted its sea blockade of Lebanon on Friday, more than three weeks after a cease-fire between Israel and Hezbollah militants. APEC tries to revive trade talks

HANOI, Vietnam (AP) -- Finance ministers from the Pacific Rim continued talks Friday aimed at rescuing stalled global trade talks, while promoting fiscal responsibility among members who already account for half the world's trade and nearly 60 percent of its economic output.Ministers and top officials from the 21-member Asia-Pacific Economic Cooperation forum moved into their second and final day of discussions, touching on tax system improvement and population aging issues.Officials have said the measures to revive the Doha round of World Trade Organization talks are likely to form an integral part of the joint ministerial statement to be issued later Friday.
APEC members, which include such economic powers as the U.S., Japan, China and Canada, were crucial in reviving the Uruguay round of WTO talks, which preceded the current Doha round negotiations that started in 2001.The Doha talks, aimed at forging a global trade treaty, collapsed in July, largely over how to cut farm trade barriers.The United States, meanwhile, also pushed other APEC economies, especially those with developing capital markets, to ensure no bank accounts in their respective nations were used to finance nuclear weapons, including by North Korea.On Thursday, U.S. Treasury Secretary Henry Paulson, on his first trip to Asia after assuming his new job in July, praised Vietnam for its cooperation in keeping North Korea from using local bank accounts to potentially fund weapons development or other illicit activities.
Trade gap with China
North Korean entities have had bank accounts in Vietnam in the past, U.S. Ambassador Michael Marine said last week.Paulson said he would also push for discussion on correcting lopsided trade and investment patterns around the world -- a key U.S. concern.
Seven of the United States' top 10 trading partners are part of APEC. It is also the region of the world where America is running the largest trade deficits, including a record $202 billion deficit last year with China.To me, this is just such an important region, Paulson said Friday. "The chance to meet with the APEC ministers and to be here just demonstrates the importance of this region and this country to the United States and it's very important to me.
The Bush administration, facing election-year pressure to narrow the trade gap and protect American jobs, has been pushing China to let its currency, the yuan, appreciate against the U.S. dollar. That would theoretically help narrow the trade gap by making U.S. exports cheaper in China and Chinese products more expensive for American consumers.APEC, which first met in 1989, includes 21 economies: the United States, Russia, China, Canada and Japan, Malaysia, Thailand, Singapore, Vietnam, Indonesia, Brunei, Chinese Taipei, Hong Kong, Mexico, the Philippines, Chile, Papua New Guinea, Australia, New Zealand, Peru and South Korea.
Members account for around half of the world's trade and more than 55 percent of global GDP.
