ATHENS (Reuters) - Europe moved to re-open funding to Greece's stricken economy on Thursday after the parliament in Athens approved a new bailout program in a fractious vote that left the government without a majority.The European Central Bank increased emergency funding for Greek lenders, although capital controls will have to remain to avoid a bank run when they reopen on Monday.European Union finance ministers also approved 7 billion euros ($7.6 billion) in bridging loans to keep Greece afloat, allowing it to make a bond payment to the ECB next Monday and clear its arrears with the International Monetary Fund.The loans will be finalised on Friday provided Germany's parliament approves a Berlin government request to open talks on a three-year bailout program - Greece's third in the past five years - worth up to 86 billion euros.The twin lifelines were a reward for Greek Prime Minister Alexis Tsipras after he won the backing of parliament in the early hours of Thursday for the tough reform measures demanded by creditors led by Germany.But Tsipras was left weakened by a revolt in his left-wing Syriza party and is expected to reshuffle his cabinet to replace four ministers and deputy ministers who rebelled.Interior Minister Nikos Voutsis said a snap election could be held in September or October, "depending on developments".German Finance Minister Wolfgang Schaeuble, one of Greece's sternest critics, questioned whether Athens would ever get a third bailout, even after the parliamentary vote. He suggested its financing needs were spiraling and a debt "haircut" or write-off outside the euro zone might be a better solution."We will now see in the negotiations whether there is even a way to get a new program, taking into account financing needs, which have risen incredibly," Schaeuble told Deutschlandfunk radio.The move by the Greek parliament was enough to persuade the ECB to raise Emergency Liquidity Assistance (ELA) for the banks by 900 million euros for a week to nearly 90 billion euros."Things have changed now," ECB President Mario Draghi told a news conference in Frankfurt. Frankfurt (AFP) - Eurozone ministers approved the launch of Greece bailout talks and the ECB boosted its cash lifeline to the crisis-hit country Thursday after lawmakers in Athens grudgingly passed a tough reform package demanded by creditors."The Eurogroup welcomes the adoption by the Greek Parliament of all the commitments specified in the Euro Summit statement" reached in marathon talks last weekend, the eurozone's 19 finance ministers said, just hours after the Greek parliament passed sweeping changes to taxes, pensions and labour rules.In an almost immediate reward to Athens, European Central Bank chief Mario Draghi in Frankfurt said that a vital cash lifeline to Greece's struggling banks would be boosted, while also throwing his weight behind IMF calls for debt relief to the country.The Emergency Liquidity Assistance or ELA -- which has kept Greek banks, and by extension the Greek economy, afloat -- has been fixed at around 89 billion euros ($99 billion) since late June, but would be topped up with an additional 900 million euros, Draghi said.The news propelled European stock markets which closed higher on Thursday.Greek Prime Minister Alexis Tsipras on Wednesday had to face down a major mutiny in his radical left Syriza party, and violent protests in the streets of Athens, to win parliamentary approval for the draconian reforms demanded in the bailout package.But the Eurogroup, led by the no-nonsense Dutch Finance Minister Jeroen Dijsselbloem, was encouraged by the outcome.The Greek authorities "have implemented the first set of four measures in a timely and overall satisfactory manner", it said in a statement.- 'Important step' -The European Commission, the EU's executive and Greek creditor, also approved Greece's delivery of key reform demands."The Greek parliament took an important step toward rebuilding trust with Greece's international partners," said commission spokeswoman Annika Breidthardt.The Eurogroup statement did not mention whether ministers had discussed a three-month 7.0 billion euro bridging loan for Greece through an EU-wide crisis fund to hold Athens over until its new bailout is ratified.Non-euro Britain and the Czech Republic have resisted the use of this fund, but European officials told AFP that a compromise was in the works and could be finalised on Friday.In Frankfurt, the ECB played its part by boosting the ELA facility which, strictly speaking, it is only available for banks that are solvent -- a questionable assumption in Greece.But Draghi said, with the bailout talks now moving forward, the conditions were "in place" to raise the ELA ceiling.Athens has failed to make a key debt repayment to the International Monetary Fund, and its next debt deadline is a 4.2-billion-euro payment to the ECB itself on July 20.But Draghi was adamant that Athens would repay its debts to both the ECB and the IMF, declaring confidently that "on 20 July, we will be repaid".Draghi insisted that the capital controls introduced by Athens had protected savers, even if they may have put a temporary drag on recovery.The ECB chief conceded that doubts remain about the "willingness and capacity" of the Greek government to push through the economic reforms demanded by its creditors.- 'Debt relief needed' -Draghi also said that Greece -- whose debts amount to 180 percent of economic output -- would need some sort of debt relief.The key was what form such relief could take, he said.The IMF, one of Greece's creditors alongside the EU and the ECB, caused a stir with a bombshell report criticising the deal and warning that lenders would have to go "far beyond" existing estimates for debt relief.But for the biggest creditor, Germany -- whose parliament must vote on resuming talks on the new bailout package -- a pure and simple writeoff is seen as a no-go."A real debt haircut is irreconcilable with membership in a monetary union," hardline Finance Minister Wolfgang Schaeuble insisted on Deutschlandfunk public radio.In Athens, many of Syriza's hardline leftists Wednesday voted against the measures, including former finance minister Yanis Varoufakis, after a tempestuous debate.And even the new finance chief Euclid Tsakalotos said his decision to back the bailout terms "will burden me my whole life".Several other eurozone parliaments are now due to vote on the bailout package.France gave its green light on Wednesday, and Finland's parliament on Thursday gave its approval for the bridge financing plan and for talks on a third bailout deal for Greece.On Friday, German lawmakers will interrupt their summer holiday to vote on granting the government a mandate to negotiate the modalities of the new aid package.

It provides a global framework for financing sustainable development," said U.N. Secretary General Ban Ki-moon. "The results here in Addis Ababa give us the foundation of a revitalized global partnership for sustainable development that will leave no one behind."But some aid groups say they are disappointed over the failure of the conference to create a U.N. global tax body.ActionAid said that developing countries lose billions of dollars a year to tax dodging and are not being given an equal say in fixing unjust global tax rules. It said the lost money could be used by governments to provide basic services."The decision is an appalling failure and a great blow to the fight against poverty and injustice," the group said.The aid group Oxfam International said it regretted "unresolved rigged tax rules," adding that developing countries' call for true global tax reform and tax cooperation should not be ignored."Developing countries held firm in Addis on the need to set up an intergovernmental tax body that would give them an equal say in how the global rules on taxation are designed," said Winnie Byanyima, head of Oxfam International. "Instead they are returning home with a weak compromise meaning rigged rules and tax avoidance will continue to rob the world's poorest people."

VATICAN CITY (Reuters) - Vatican departments had more than a billion euros that were not declared on an overall balance sheet before new accounting standards kicked in last year, a financial statement showed on Thursday.The man appointed to clean up Vatican finances said last December that departments had "tucked away" million of euros and followed "long-established patterns" in jealously managing their affairs without reporting to any central accounting office.Thursday's statement showed that such funds totaled about 1.1 billion euros ($1.2 billion), the first time the Vatican has quantified the unreported funds discovered after Cardinal George Pell took up the newly created post of economy minister.Pope Francis picked Pell, an outsider from the English-speaking world, to oversee the Vatican's often muddled finances after decades of control by Italians.Pell did not suggest any wrongdoing but said the departments had long had "an almost free hand" with their finances. The Vatican said at the time that Pell was not referring to any "illegal, illicit or badly administered funds".The financial statement for 2014, issued after a meeting of the Vatican's Council for the Economy, also showed that the Holy See, including most of its departments in Rome and embassies around the world, ran a budget deficit of 25.6 million euros, in line with the previous year.Vatican City State, which has a separate budget, ran a surplus of 63.5 million euros, almost twice the previous year's, due to strong revenue from the Vatican Museums, which draw about six million paying visitors a year, and other cultural activities.Since the pope's election in March, 2013, the Vatican has enacted major reforms to adhere to international financial standards and prevent money laundering and has closed many suspicious accounts at its scandal-rocked bank, the Institute for Works of Religion (IOR).Last year, the Vatican adopted International Public Sector Accounting Standards (IPSAS) and each department's financial statements are now reviewed by am international auditing firm.(Reporting by Philip Pullella; Editing by Robin Pomeroy)

JERUSALEM (AP) — The Israeli military says its warplanes have struck the Gaza Strip in response to a rocket launched from the coastal area into southern Israel.The military says the rocket landed early Thursday in an open area near the city of Ashkelon. It says Israeli warplanes retaliated by targeting a "terror infrastructure" in the Palestinian territory.Palestinian media in Gaza reported two Israeli airstrikes, in the north and central Gaza Strip. One targeted a watchtower near the Gaza-Israel border and the other a militant training site.There was no immediate claim of responsibility for the rocket fire. Islamic militants in Gaza have claimed responsibility for sporadic rocket fire into Israel in recent months.During last summer's war between Israel and the Hamas group in Gaza, more than 2,200 Palestinians, and 73 people on the Israeli side, were killed. Gill Rosenberg, 31, was among the first female volunteers to fight in the Syrian civil war. She claims to have spent eight months between November and June on the front lines with Kurdish guerrillas in Syria and a Christian militia in Iraq, Dwekh Nawsha, fighting against the Islamic State group. There were false reports in December that she had been captured and possibly killed.Rosenberg, who grew up in White Rock, British Columbia, became an Israeli citizen in 2006 and served in the Israeli military in a search and rescue unit.She later spent four years incarcerated in a U.S prison for her part in a phone scam that bilked elderly people out of millions of dollars. Wearing a reversed baseball cap, sports shirt and large chain, she told reporters Thursday that she had been "young and stupid" and regretted her involvement in the scam.Rosenberg said she became interested in the Syrian conflict and Kurdish cause soon after her release from jail last summer. She said she was angered by images of the Islamic State group's violence. The extremist group has released numerous videos beheading and torturing political opponents, suspected spies, women and religious minorities."I saw everything that was on social media," Rosenberg said. "For me that was a big difference between just a regular war and genocide, and I couldn't stand by and allow that to happen."Rosenberg said she made contact on Facebook with a Kurdish militia group with a large online following. Twenty percent of respondents said they had no opinion on the matter. MOSCOW (Reuters) - Russia plans to supply Syria with 200,000 tonnes of liquefied petroleum gas (LPG) per year via the Crimean port of Kerch, two trading sources told Reuters.The plans are a further sign of cooperation between the two countries despite hopes in the West that Russia might stop shielding President Bashar al-Assad from pressure to step aside.Moscow had been shipping significantly lower volumes of LPG to Syria via Kerch before Russia annexed the Crimea peninsula from Ukraine in March 2014.The United States and the European Union, which say the seizure of Crimea violates international law, have imposed sanctions on individuals and business in Crimea, which include restrictions on use of the Kerch port.Russia is a staunch ally of Syria and an exporter of arms to Damascus. President Vladimir Putin reaffirmed support for Assad last month, saying Moscow opposed any use of external force to try to end four-and-a-half years of conflict."There are talks about LPG to first be shipped to Kerch and then to Syria, about 200,000 tonnes per year," one trader said.A second trader confirmed this separately, adding: "Syria needs the Russian fuel badly."-SANCTIONS-It was not immediately clear when supplies of the fuel, which can be used in cars, household utilities or to produce electric power, would start.Sources said the LPG would initially be bought from Russia's top petrochemical firm Sibur by state-connected traders, who would then ship it to Syria themselves.A spokesman for Sibur said the company had not and would not supply LPG to Syria and that it had not been in talks about LPG shipments to the country.Traders familiar with the plans said cargoes would first be sent to Kerch from Russia and then on to Syria. BAGHDAD/ERBIL, Iraq (Reuters) - As Iraqi forces prepare to try to recapture the city of Falluja, tens of thousands of civilians find themselves trapped between Islamic State militants ready to use them as human shields and a government suspicious of their loyalties.With the jihadists coercing them to stay, and a government blockade and shelling closing exit routes and cutting off supplies, there is "a vice, a noose around the neck of the population", Lise Grande, the U.N. humanitarian coordinator in Iraq, told Reuters.Iraq's Shi'ite Muslim-led government on Monday announced the start of operations to "liberate Anbar", the province west of Baghdad whose Sunni Muslim cities and towns along the Euphrates have since last year become strongholds of Islamic State."Since military operations began, it has become impossible to leave," said one 42-year-old teacher."They (Islamic State) have planted bombs at the entrance and exits to the city and on the main roads to prevent security forces entering or citizens leaving."Communication with those still inside Falluja is increasingly difficult. The teacher was afraid to let his name be used, and his comments were relayed to Reuters by a friend.Baghdad's last military push against Islamic State, to retake Tikrit in April, came after most citizens had fled.Leaders of the Shi'ite militias fighting alongside Iraq's army say Falluja's civilians will be evacuated before the final push, but, in a climate of fear, residents are not confident.This week, hundreds of fighters who said they had come from Syria and the northern Iraqi city of Mosul paraded through Falluja, said the teacher, whose account of Islamic State's tight control was echoed by other sources. "We have left everything behind: the car, the house and the furniture."The outskirts of Falluja are at least spared air strikes by a U.S.-led coalition, because the government forces advancing on the city are mostly Iranian-backed Shi'ite "Hashid Shaabi" militias, which Washington is reluctant to support.There is, however, air support for the Iraqi army forces advancing on the provincial capital Ramadi, halfway between Falluja and Baghdad, from where thousands fled in April and May as Islamic State seized the city.There are no precise figures for the remaining populations in either city. "It's not our fault that the government is weak and unable to defend us."Authorities in Baghdad, which has suffered repeated waves of car bombings claimed by Islamic State, are wary of admitting a flood of displaced Sunni civilians, fearing that militants could slip in with them.That led to many thousands of people being blocked at a bridge across the Euphrates in intense heat earlier this summer.While much of the focus has been on the two main Anbar cities closest to the capital, towns farther up the Euphrates valley nearer to Syria are ever more isolated and finding it harder to get food, Grande said.Haditha, one of the few government-held towns in Anbar, is increasingly cut off by Islamic State fighters. Cairo (AFP) - The Islamic State jihadist group said it carried out a missile attack on an Egyptian navy vessel off North Sinai on Thursday, the first such incident in a two-year insurgency.The group's Egyptian affiliate claimed it fired a "guided missile" at the patrol boat north of Rafah, which neighbours the Gaza Strip, in a statement posted on one of its social media accounts.It posted three pictures showing what appeared to be a guided anti-tank missile striking the vessel and causing a large fireball.The military had earlier said one of its boats came under attack and was set on fire while pursuing militants, but that it suffered no losses.Other navy boats rescued the crew as their vessel spewed a plume of smoke, said an AFP photographer across the border in the Gaza Strip.They boarded the vessel, which stayed afloat, to extinguish the flames.Jihadists loyal to the Islamic State group have killed scores of Egyptian soldiers and policemen in the Sinai Peninsula since the army's overthrow of Islamist president Mohamed Morsi in 2013.The militants have also carried out attacks west of the Suez Canal, which separates the Sinai from the rest of Egypt.The army said on Wednesday its troops foiled a suicide car bombing of a military post between Cairo and Suez that was claimed by IS's affiliate in Egypt.Thursday's attack, if confirmed, could be the Sunni extremist group's first maritime attack.In November 2014, the Egyptian military said eight navy men drowned after one of its patrol boats came under attack off the country's northern coast. BAGHDAD (AP) — Iraqi policeman Ziad Radi is no stranger to hot weather, but his sun-blasted face is testament that even for seasoned Iraqis, the weather on Thursday was almost too hot to bear.Radi spends eight hours a day patrolling Baghdad's Karradah neighborhood — braving temperatures that on Thursday soared above 51 degrees Celsius (123 Fahrenheit). Add to the mix Ramadan, the holy month when he and many Muslims go from sunrise to sunset without food or water, and you have a recipe for some serious problems."Heat or no heat, this is my responsibility," he said, taking shelter in the shade during a lighter wave of traffic in Baghdad's iconic Firdous Square. "Normally, I drink a lot of water but, thank God, I am fasting now, so I just have to try to keep going."The government declared Thursday an official holiday due to scorching temperatures. Health authorities have warned people not to expose themselves to the sun, with hospitals already receiving an overwhelming number of heat-related cases.The heat adds an extra burden for the thousands of Iraqi soldiers and government-affiliated militiamen combatting Islamic State militants, and also for the estimated 3 million people in Iraq displaced from their homes by the fight against the IS group.With Eid-al-Fitr, commemorating the end of Ramadan, only a day away here in Iraq, the day off meant a jumpstart on the holiday weekend. (Reuters) - Four people have died and at least five were still unaccounted for on Wednesday after a series of storms struck the Ohio Valley, producing flash floods that swept through parts of eastern Kentucky and southern Indiana, officials said.Three bodies have been recovered in Johnson County, Kentucky, which was hard hit by flooding, and a fourth person drowned in southern Indiana after his car was swept into a creek, officials said.Searchers recovered the body of a 22-year-old man on Wednesday afternoon, one of two people listed as missing who were last seen being swept away on Monday by floods in Johnson County, about 125 miles east of Lexington, officials said.The man's family has not been notified of his death and search teams were still looking for the other missing person, Johnson County Coroner J.R. Frisby said.Authorities believe the other four missing people have been unable to notify family members living outside the area, state police Captain Sean Welch said.Officials said Herman Eddie May, 56, drowned Monday evening after leaving his car on a flooded road, and the body of Willa Mae Pennington, 74, was found Tuesday afternoon amidst flood debris, both in Johnson County.Flood damage in Johnson and Rowan counties prompted Kentucky Governor Steve Beshear to declare a state of emergency.In Indiana, Edwin Flaherty, 67, was found dead on Tuesday night after his vehicle was swept into a creek near Charlestown, 20 miles north of Louisville. (Reuters) - Planned Parenthood said on Tuesday a secretly recorded video that surfaced on the Internet falsely portrayed the reproductive health group's participation in the sale of tissue and body parts from aborted fetuses.The non-profit organization said the video had been heavily edited and recorded by a group that was established to damage its reputation. It said in a statement the video "falsely portrays Planned Parenthood's participation in tissue donation programs that support lifesaving scientific research."The video, which has gotten widespread exposure on the Internet, was produced by the California-based Center for Medical Progress, a self-described organization of citizen journalists dedicated to monitoring and reporting on medical ethics and advances.Reaction to the video from some Republican presidential contenders was swift. One of them, Louisiana Governor Bobby Jindal, called for an investigation of Planned Parenthood.Another, former Texas Governor Rick Perry, called the video "a disturbing reminder" of what he characterized as "the organization’s penchant for profiting off the tragedy of a destroyed human life."The video identified a woman speaking about selling fetus body parts as Planned Parenthood Federation of America's senior director of medical services, Dr. Deborah Nucatola. Having this discussion over a meal, while drinking what appears to be wine, takes this further from the realm of professional clinical medicine and into the realm of business."From another perspective, Zoloth, who is also a professor of religious studies, noted, "Within many religious traditions, the act of abortion itself is morally impermissible.
