ATHENS (Reuters) - Europe moved to re-open funding to Greece's stricken economy on Thursday after the parliament in Athens approved a new bailout program in a fractious vote that left the government without a majority.The European Central Bank increased emergency funding for Greek lenders, although capital controls will have to remain to avoid a bank run when they reopen on Monday.European Union finance ministers also approved 7 billion euros ($7.6 billion) in bridging loans to keep Greece afloat, allowing it to make a bond payment to the ECB next Monday and clear its arrears with the International Monetary Fund.The loans will be finalised on Friday provided Germany's parliament approves a Berlin government request to open talks on a three-year bailout program - Greece's third in the past five years - worth up to 86 billion euros.The twin lifelines were a reward for Greek Prime Minister Alexis Tsipras after he won the backing of parliament in the early hours of Thursday for the tough reform measures demanded by creditors led by Germany.But Tsipras was left weakened by a revolt in his left-wing Syriza party and is expected to reshuffle his cabinet to replace four ministers and deputy ministers who rebelled.Interior Minister Nikos Voutsis said a snap election could be held in September or October, "depending on developments".German Finance Minister Wolfgang Schaeuble, one of Greece's sternest critics, questioned whether Athens would ever get a third bailout, even after the parliamentary vote. He suggested its financing needs were spiraling and a debt "haircut" or write-off outside the euro zone might be a better solution."We will now see in the negotiations whether there is even a way to get a new program, taking into account financing needs, which have risen incredibly," Schaeuble told Deutschlandfunk radio.The move by the Greek parliament was enough to persuade the ECB to raise Emergency Liquidity Assistance (ELA) for the banks by 900 million euros for a week to nearly 90 billion euros."Things have changed now," ECB President Mario Draghi told a news conference in Frankfurt. "But this would perhaps be the better way for Greece," he said.European finance ministers said after a conference call on Thursday morning they agreed "in principle" to start talks with Greece on the new bailout and also called on Athens to adopt a second set of reforms by July 22.All 28 EU countries are expected to contribute, despite the reluctance of non-euro members such as Britain and the Czech Republic, after a compromise was found to use euro zone funds to guarantee their ring-fenced contributions.The Greek parliament comfortably approved the agreement Tsipras struck on Monday with the euro zone that demands austerity measures and liberal economic reforms tougher than those rejected by voters in a July 5 referendum.Some of the main measures, including an increase in value-added tax, take effect immediately, although it will be extended to hotels only in October after the peak tourist season.But 32 of the 149 lawmakers from Tsipras's radical left Syriza party voted against the plan while six effectively abstained and one was absent, meaning he had to rely on opposition votes."Tsipras continues wounded, until further notice," the left-leaning Efimerida Ton Syntakton newspaper said. "Governments fall when they lose the support of the people, he says."The dissidents also included the speaker of parliament and ex-finance minister Yanis Varoufakis, who compared the Brussels deal with the 1919 Versailles Treaty that imposed unpayable reparations on a defeated Germany after World War One.-"FORCED TO ACCEPT"-Tsipras told lawmakers he had accepted a package he did not believe in and which would harm Greece, but the alternative was a disorderly bankruptcy that would be catastrophic."I acknowledge the fiscal measures are harsh, that they won't benefit the Greek economy, but I'm forced to accept them," he said before the vote.However his position as prime minister faces no serious internal challenge and there has been little pressure from the pro-European opposition parties which voted for the bailout to form a national unity government.How long the government will remain in office is unclear. Frankfurt (AFP) - Eurozone ministers approved the launch of Greece bailout talks and the ECB boosted its cash lifeline to the crisis-hit country Thursday after lawmakers in Athens grudgingly passed a tough reform package demanded by creditors."The Eurogroup welcomes the adoption by the Greek Parliament of all the commitments specified in the Euro Summit statement" reached in marathon talks last weekend, the eurozone's 19 finance ministers said, just hours after the Greek parliament passed sweeping changes to taxes, pensions and labour rules.In an almost immediate reward to Athens, European Central Bank chief Mario Draghi in Frankfurt said that a vital cash lifeline to Greece's struggling banks would be boosted, while also throwing his weight behind IMF calls for debt relief to the country.The Emergency Liquidity Assistance or ELA -- which has kept Greek banks, and by extension the Greek economy, afloat -- has been fixed at around 89 billion euros ($99 billion) since late June, but would be topped up with an additional 900 million euros, Draghi said.The news propelled European stock markets which closed higher on Thursday.Greek Prime Minister Alexis Tsipras on Wednesday had to face down a major mutiny in his radical left Syriza party, and violent protests in the streets of Athens, to win parliamentary approval for the draconian reforms demanded in the bailout package.But the Eurogroup, led by the no-nonsense Dutch Finance Minister Jeroen Dijsselbloem, was encouraged by the outcome.The Greek authorities "have implemented the first set of four measures in a timely and overall satisfactory manner", it said in a statement.- 'Important step' -The European Commission, the EU's executive and Greek creditor, also approved Greece's delivery of key reform demands."The Greek parliament took an important step toward rebuilding trust with Greece's international partners," said commission spokeswoman Annika Breidthardt.The Eurogroup statement did not mention whether ministers had discussed a three-month 7.0 billion euro bridging loan for Greece through an EU-wide crisis fund to hold Athens over until its new bailout is ratified.Non-euro Britain and the Czech Republic have resisted the use of this fund, but European officials told AFP that a compromise was in the works and could be finalised on Friday.In Frankfurt, the ECB played its part by boosting the ELA facility which, strictly speaking, it is only available for banks that are solvent -- a questionable assumption in Greece.But Draghi said, with the bailout talks now moving forward, the conditions were "in place" to raise the ELA ceiling.Athens has failed to make a key debt repayment to the International Monetary Fund, and its next debt deadline is a 4.2-billion-euro payment to the ECB itself on July 20.But Draghi was adamant that Athens would repay its debts to both the ECB and the IMF, declaring confidently that "on 20 July, we will be repaid".Draghi insisted that the capital controls introduced by Athens had protected savers, even if they may have put a temporary drag on recovery.The ECB chief conceded that doubts remain about the "willingness and capacity" of the Greek government to push through the economic reforms demanded by its creditors.- 'Debt relief needed' -Draghi also said that Greece -- whose debts amount to 180 percent of economic output -- would need some sort of debt relief.The key was what form such relief could take, he said.The IMF, one of Greece's creditors alongside the EU and the ECB, caused a stir with a bombshell report criticising the deal and warning that lenders would have to go "far beyond" existing estimates for debt relief.But for the biggest creditor, Germany -- whose parliament must vote on resuming talks on the new bailout package -- a pure and simple writeoff is seen as a no-go."A real debt haircut is irreconcilable with membership in a monetary union," hardline Finance Minister Wolfgang Schaeuble insisted on Deutschlandfunk public radio.In Athens, many of Syriza's hardline leftists Wednesday voted against the measures, including former finance minister Yanis Varoufakis, after a tempestuous debate.And even the new finance chief Euclid Tsakalotos said his decision to back the bailout terms "will burden me my whole life".Several other eurozone parliaments are now due to vote on the bailout package.France gave its green light on Wednesday, and Finland's parliament on Thursday gave its approval for the bridge financing plan and for talks on a third bailout deal for Greece.On Friday, German lawmakers will interrupt their summer holiday to vote on granting the government a mandate to negotiate the modalities of the new aid package.

It provides a global framework for financing sustainable development," said U.N. Secretary General Ban Ki-moon. "The results here in Addis Ababa give us the foundation of a revitalized global partnership for sustainable development that will leave no one behind."But some aid groups say they are disappointed over the failure of the conference to create a U.N. global tax body.ActionAid said that developing countries lose billions of dollars a year to tax dodging and are not being given an equal say in fixing unjust global tax rules. It said the lost money could be used by governments to provide basic services."The decision is an appalling failure and a great blow to the fight against poverty and injustice," the group said.The aid group Oxfam International said it regretted "unresolved rigged tax rules," adding that developing countries' call for true global tax reform and tax cooperation should not be ignored."Developing countries held firm in Addis on the need to set up an intergovernmental tax body that would give them an equal say in how the global rules on taxation are designed," said Winnie Byanyima, head of Oxfam International. "Instead they are returning home with a weak compromise meaning rigged rules and tax avoidance will continue to rob the world's poorest people."

VATICAN CITY (Reuters) - Vatican departments had more than a billion euros that were not declared on an overall balance sheet before new accounting standards kicked in last year, a financial statement showed on Thursday.The man appointed to clean up Vatican finances said last December that departments had "tucked away" million of euros and followed "long-established patterns" in jealously managing their affairs without reporting to any central accounting office.Thursday's statement showed that such funds totaled about 1.1 billion euros ($1.2 billion), the first time the Vatican has quantified the unreported funds discovered after Cardinal George Pell took up the newly created post of economy minister.Pope Francis picked Pell, an outsider from the English-speaking world, to oversee the Vatican's often muddled finances after decades of control by Italians.Pell did not suggest any wrongdoing but said the departments had long had "an almost free hand" with their finances. The Vatican said at the time that Pell was not referring to any "illegal, illicit or badly administered funds".The financial statement for 2014, issued after a meeting of the Vatican's Council for the Economy, also showed that the Holy See, including most of its departments in Rome and embassies around the world, ran a budget deficit of 25.6 million euros, in line with the previous year.Vatican City State, which has a separate budget, ran a surplus of 63.5 million euros, almost twice the previous year's, due to strong revenue from the Vatican Museums, which draw about six million paying visitors a year, and other cultural activities.Since the pope's election in March, 2013, the Vatican has enacted major reforms to adhere to international financial standards and prevent money laundering and has closed many suspicious accounts at its scandal-rocked bank, the Institute for Works of Religion (IOR).Last year, the Vatican adopted International Public Sector Accounting Standards (IPSAS) and each department's financial statements are now reviewed by am international auditing firm.(Reporting by Philip Pullella; Editing by Robin Pomeroy)
