The hunt for missing Malaysia Airlines Flight MH370 entered a new phase on Monday with the resumption of the underwater search for the aircraft, officials said.Until now experts had been concentrating on mapping the seabed in the southern Indian Ocean search zone where the plane carrying 239 people is thought to have crashed in March.The Malaysian-contracted GO Phoenix vessel has now arrived in the area and begun its work scanning the ocean floor for the jet, the Australian Transport Safety Bureau (ATSB) said."The vessel GO Phoenix, with equipment and experts provided by Phoenix International, has arrived in the search area in the southern Indian Ocean, and commenced underwater search operations," the bureau said in a statement. Australia has been spearheading the hunt for the plane which is believed to have hit the ocean after mysteriously diverting off-course from Kuala Lumpur to Beijing and running out of fuel.The search for MH370 has been frustrated by a lack of solid information about the jet's final hours and the vast and largely unexplored area in which it is presumed to have crashed.After massive air and sea surface searches failed to locate any sign of the Boeing 777-200, and an undersea probe also came up empty-handed, experts analysed satellite transmissions from the plane to pinpoint the best area to search for the plane.Given the unknown nature of the ocean floor in that area -- since found to include extinct volcanoes, sheer ridges and deep trenches -- a bathymetric survey to map the seabed was considered vital before an underwater search could start.This survey, which has mapped some 110,000 square kilometres (44,000 square miles) of the remote area since May, has paved the way for the work of the GO Phoenix that will conduct a deep-water, side scan sonar search.The GO Phoenix will tow sensitive underwater equipment over the seabed in the hunt for irregularities, such as large parts of the aircraft that could still be in intact like the engines and fuselage, the ATSB has said."With this system, detailed high resolution images of the search area will be collected and analyzed in real time... in an effort to locate the wreckage of MH370," Phoenix International said in a statement late last month.

- Authorities 'cautiously optimistic' -

Australian authorities have said they are "cautiously optimistic" that the plane will be located in the refined search zone, although they have said the process could take up to a year."What we have is a plan to cover the high priority areas, (but) we don't really have any sense of when in the course of that year we're likely to find something," ATSB chief Martin Dolan told the Australian Broadcasting Corporation."All we want to indicate to everyone is we're cautiously optimistic in the course of a year we'll locate the missing aircraft."But he admits there is still uncertainty, given the limited data experts have to work with."We're by no means 100 percent confident but we know we're searching the highest probability areas and we remain cautiously optimistic we'll be successful," he said."Within those priority areas, where the aircraft is most likely to be, we have very good vessels, equipment and crews who'll be undertaking the search, so we've positioned ourselves to give every prospect of success."Australia and Malaysia are jointly funding the underwater search which will also include two other vessels, Fugro Discovery and Fugro Equator, from later this month.GO Phoenix is expected to search for about 12 days before sailing to the Western Australian port of Fremantle to be resupplied.

A fire and explosion at a military explosives facility near the Iranian capital Tehran has left at least two people dead, reports say.The semi-official Iranian Students News Agency (Isna) said the fire was in an "explosive materials production unit".A pro-opposition website reported a huge blast near the Parchin military site, south-east of the capital, but this was not confirmed.Parchin has been linked to Iran's controversial nuclear programme.The International Atomic Energy Agency (IAEA) has not been given access to the complex since 2005.Analysts say the IAEA suspects Iran of experimenting with explosives capable of triggering a nuclear weapon at Parchin.

Windows shattered

The pro-reform website Sahamnews said the explosion on Sunday evening was so intense that windows of buildings 15km (nine miles) away were shattered.The glare from the blast could also be seen from a great distance, the report added.Isna, quoting Iran's defence industries organisation, said: "Unfortunately, due to the incident, two workers of this production unit lost their lives."It gave no further details.Last month, the IAEA said more activity had been conducted at the Parchin military base.It said Iran had also missed a deadline to answer further questions about its nuclear programme.Iran is in negotiations with six world powers on a permanent agreement over its nuclear industry.The West suspects Iran of trying to develop a nuclear weapon but Iranian leaders insist they only want atomic energy.Talks are focused on lifting Western sanctions in exchange for a scaling-back of Iran's uranium enrichment programme, and a deadline for the agreement has been set for 24 November.

BRUSSELS - The European Commission may seek to suspend the UK's voting rights at the EU level should it withdraw from the European convention of human rights.The threat surfaced after a Tory policy document issued last week by the UK’s justice secretary Chris Grayling revealed plans to downgrade the jurisdiction of the European court of human rights to that of an advisory body.UK conservatives want to renegotiate the decades-old pact with the Strasbourg-based human rights watchdog, the Council of Europe, should the court's judgments remain binding.“In the event that we are unable to reach that agreement, the UK would be left with no alternative but to withdraw from the European convention of human rights,” notes the eight-page position paper.EU member states also have an “explicit obligation” to the convention under the EU treaty rules.Should a Conservative-led UK government decide to scrap it, the commission could invoke article seven of the treaties.“Such a situation, which the commission hopes will remain purely hypothetical, would need to be examined under articles 6 and 7 of the Treaty on European Union,” a commission source told this website.Article 7 is commonly referred to as the ‘nuclear option’ of the commission’s enforcement arsenal and could lead to the suspension of a member state's voting rights.It has never been used. Austria was once threatened over fourteen years ago when the centre-right party went into government with the far-right Freedom Party.

Invoking the article is also not easy.

A large backing of member states and the European Parliament must “determine the existence of a serious and persistent breach” of values outlined in the charter of fundamental rights.London-based think tank Open Europe says making such a legal argument for a values breach, should the UK withdraw, would be difficult because there is a commitment to enshrine the convention in Britain’s domestic law.Prime minister David Cameron had mooted the policy move earlier this month when he pledged to scrap the UK’s human rights act.“Let me put this very clearly: we do not require instruction on this from judges in Strasbourg,” said Cameron in a speech at a party conference in Birmingham.Critics describe the Tory policy brief and Cameron's pronouncements as an attempt to attract Ukip voters in the lead up to the elections and possible referendum to leave the EU.

Few case rules against UK at Europe court

The origins of the Tory grief is rooted, in part, in three disputed judgments handed down by the Strasbourg-based court on prisoner voting, life sentences for prisoners, and the deportation of alleged terrorist Abu Qatada.All three decisions are unpopular in the UK, sparking complaints against the overall binding nature of the European court judgments on British law.While the judgments are binding, their enforcement is limited to exerting peer pressure from the council of ministers, a political body.

The UK wins most of the cases brought against it.

Last year, the court dealt with 1,652 applications concerning the UK - 1,633 or 98.8 percent were declared inadmissible or struck out.Only in eight cases – or 0.4 percent - did the court find at least one violation of convention rights.The UK has had a total of 499 judgments passed onto it between 1959 and 2013. By comparison, Turkey has had 2,994, Italy 2,268, Russia 1,475 and France 913.

There are four possible scenarios for the UK and the Council of Europe.

First, it can remain a member. Second, it can withdraw after a six-month notice and join Belarus as the only other European nation not in the body.Greece, while under military dictatorship rule, is so far the only country to have ever withdrawn membership.Third, the Council can either accept specific arrangements for the UK, which don’t apply to the other 46 states running the risk that Russia, Turkey, Azerbaijan, possibly others may also make similar demands.Fourth, the Council can accept in principle that the court’s judgement just becomes advisory.The UK was among the first to ratify the European convention of human rights in 1950.

The Hungarian (Tibor Navracsics), Czech (Vera Jourova) and British (Jonathan Hill) commissioners, in charge of education, justice and financial services, respectively, were all sent back to the drawing board after inconclusive hearings last week.Of the three, only Hill is actually to face another cross-examination, while the others are hoping their written replies alone will convince wavering MEPs.

A European public prosecutor in 2016

Jourova, whose portfolio spans a large policy area including consumers and gender equality, faced the most questions (45) across a wide-range of issues running from Roma rights, to data protection, to women on company boards and corporate laws.Among her answers she pledges to try and get the European public prosecutor’s office in place by 2016; do her "utmost" to unblock an equality law that would ban discrimination on grounds of sexual orientation; "revitalise" negotiations on a failed maternity leave law; and uphold the principle of free movement of people which "should not be taken hostage for political purposes".In answer to MEPs' concerns that her portfolio is too broad, she noted that: "While the portfolio covers a wide-range of areas, it has a coherent set of values.""I intend to put people at the centre of my work, based around the three principles of more choice, more protection and more trust."While Jourova had the most questions to answer, Hill's replies to his 23 questions were the lengthiest with the document running to 22 pages.

UK commissioner to serve in the "general interest'

In it, the British Conservative, who came under fire for giving vague answers last week, sought to allay MEPs' concerns about his alleged closeness to the financial sector and about his nationality, as the UK is set to take political centre-stage in the coming years over its EU membership."If confirmed, I will be a European Commissioner, serving the general interest, not any one member state's interest," he said.In response to a question about which financial services clients he had worked for when he was a lobbyist he noted that he has "no directorships, no shares, indeed have no interests at all, in any financial services companies".He also notes that the period since he left a consultancy was "three times as long" as the 18 months required by EU commission rules for a person taking up new employment in the same sector.On eurobonds - a form of debt mutualisation across the eurozone favoured by several MEPs, but highly controversial - Hill noted that it is "very unlikely that a consensus on issuance of eurobonds can be achieved at this time".While questions to Hill and Jourova stayed mainly on upcoming policies, Navracsics was asked to explain several past policy moves by the Hungarian government which have caused clashes with Brussels.

Taking distance from Orban

Over the course of his six replies, the former foreign minister made several attempts to distance himself from Budapest, noting a couple of times that he "no longer belongs" to the government.His lengthiest answer is on Hungary's media law, which critics say is an attempt to clamp down on free press."Numerous aspects of this original text did not reflect my personal views," said Navracsics. He added that the final version came about after discussion with the EU institutions, however.He promised to "fully respect" media freedom and pluralism when he is commissioner."I regret that sometimes in the past, not enough importance has been given to this important aspect by the Hungarian government, to which I no longer belong."Asked about Hungary's "highly controversial policies in the field of education," Navracsics noted that the government's attempts to centralise education policies were due to earlier decentralisation leading to poorer education standards rather than any "ideological ambition".When asked to "officially and publicly condemn" Hungary's media and judiciary reforms "that you inspired" he said the process of discussing the laws with Brussels had been instructive and the laws were changed in light of demands by the EU and by the Council of Europe, a human rights watch dog."I learnt that it would have been wise to engage in these discussions and consultations earlier, and in a more sensitive manner as regards the importance of fundamental rights and the rule of law across the European Union."

HONG KONG (Reuters) - Pro-democracy demonstrations in Hong Kong rolled into early Tuesday with hundreds of students remaining camped out in the heart of the city after more than a week of rallies and behind-the-scenes talks showing modest signs of progress.Student-led protesters early on Monday lifted a blockade of government offices that had been the focal point of their action, initially drawing tens of thousands onto the streets. Civil servants were allowed to pass through the protesters' barricades unimpeded. Several streets through downtown Hong Kong, which houses offices for international banks, luxury malls and the main stock exchange, remained barricaded and vehicle-free, although pedestrians could walk freely through the area.Over the past week, tens of thousands of protesters have demanded that the city's Beijing-appointed leader Leung Chun-ying quit and that China allow Hong Kong people the right to vote for a leader of their choice in 2017 elections.The stalemate appeared late on Monday to be nearing a potential turning point, however, when a senior official said formal talks to address the protesters' demands and end the demonstrations may begin later in the week.After preparatory discussions with student representatives on Monday night, Lau Kong-wah, the Hong Kong government's Undersecretary of Constitutional and Mainland Affairs, said both sides had agreed on general principles for the formal talks."I think today's meeting was successful and progress has been made," he told reporters."We both hope to hold these discussions soon as possible and we hope that we will be able to begin them within this week."The 'Occupy Central' protests, an idea conceived over a year ago, have presented Beijing with one of its biggest political challenges since it crushed pro-democracy demonstrations in and around Tiananmen Square in the Chinese capital in 1989.Facing separatist unrest in far-flung Tibet and Xinjiang, Beijing fears that calls for democracy in Hong Kong could spread to the mainland. HARD TO QUIT

How the Hong Kong government responds to the citizens will affect stability. If they handle it in a very adverse way then it will also affect mainland China."The protests have ebbed and flowed over the past week, with people leaving the streets overnight to return later. Police have taken a hands-off approach since last Sunday when they fired tear gas and pepper spray at protesters, creating a public relations mess and provoking more people to join the unrest."I hope students can persist. If we retreat now we will lose the power to negotiate," said Chow Ching-lam, who was studying on the ground at the main protest site.Fearing a crackdown after city leaders called for the streets to be cleared so businesses, schools and the civil service could resume on Monday, protesters who have paralysed parts of the former British colony with mass sit-ins pulled back from outside Leung's office.Some banks that had closed branches during the unrest of the past week opened for business on Monday.

DISCREPANCIES ON TALKS

A first meeting to pave the way for formal talks between government officials and student representatives was held on Sunday and another was expected on Tuesday, students said."Whether we will get results from our discussions depends on the sincerity of the government and their attitude towards the occupying protesters," Lester Shum, vice secretary of the Hong Kong Federation of Students, told a news conference late on Monday. Brussels - The feasibility of a Dutch agreement on energy that had been heralded as “an important step towards a cleaner future”, has been thrown into question a year after it was signed.The 'Energy Agreement for Sustainable Growth', presented in September last year, was a typically Dutch piece of cooperation between government, unions, employers and environmental organisations.However, the aim of achieving a 14 percent share of renewable energy by 2020, and 16 percent in 2023, is criticised as unrealistic in a leaked report by the Netherlands Environmental Assessment Agency and several other organisations.The report will be released on Tuesday (7 October) but was published by RTLZ on Friday (3 October).The “most plausible estimate” for 2020 is that 10.6 percent of Dutch energy will be from renewable sources.If planned policy changes are implemented, the best case scenario will be 12.4 percent, one page from the leaked report said.The 2023 goal will also not be reached easily: “In favourable conditions, the share can end up at 16 percent, but if there are setbacks, at 13 percent.”In 2012, the share of renewable energy in the Netherlands was 4.5 percent according to Eurostat, well below the EU average of 14.1 percent. Only Malta, Luxembourg and the UK have lower shares.The 14 percent goal is what the Netherlands should achieve if the European goal of 20 percent renewable energy in 2020 is to be met.The leader of the social democrats in parliament, Diederik Samsom, said it would be “unacceptable” if the Energy Agreement targets aren't met.“These goals are the absolute minimum. MURSITPINAR Turkey (Reuters) - Islamic State raised its flag on a building on the outskirts of the Syrian frontier town of Kobani on Monday after an assault of almost three weeks, but the town's Kurdish defenders said its fighters had not reached the city centre.A black flag belonging to Islamic State was visible from across the Turkish border atop a four-storey building close to the scene of some of the most intense clashes in recent days.The radical al Qaeda offshoot has been battling to seize the predominantly Kurdish town after taking over large swathes of territory in northern Syria and Iraq in recent months.Air strikes by American and Gulf state warplanes have failed to halt its advance on Kobani, which it has besieged from three sides and pounded with heavy artillery.Local sources inside Kobani confirmed that the group, formerly known as ISIL, had planted its flag, but said Kurdish forces had repelled its advances so far."ISIL have only planted a flag on one building," said Ismail Eskin, a journalist in the town. "That is not inside the city, it's on the eastern side. They are not inside the city. Intense clashes are continuing. The bodies of 25 (Islamic State) fighters are there."Mortars have rained down on residential areas of Kobani, and stray fire has hit Turkish territory in recent days. But Kurdish pleas for more effective military help have so far gone unanswered, despite the presence of Turkish tanks arrayed along the border, within sight of the town.Islamic State also fought intense battles over the weekend for control of Mistanour, a strategic hill overlooking Kobani. A video released by the group on Sunday appeared to show its fighters in control of radio masts on the summit, but the footage could not be independently confirmed and Eskin said fighting for the high ground was continuing on Monday.

ONCE A HAVEN

Until recently, the city had hardly been touched by the civil war that has ravaged much of Syria, and even offered a haven for refugees from fighting elsewhere, as President Bashar al-Assad chose to let the Kurdish population have virtual autonomy.But now Islamic State wants to take the town to consolidate a dramatic sweep across northern Iraq and Syria, in the name of an absolutist version of Sunni Islam, that has sent shockwaves through the Middle East.Beheadings, mass killings and torture have spread fear of the group across the region, with villages emptying at their approach and an estimated 180,000 people fleeing into Turkey from the Kobani region.On Sunday, one female Kurdish fighter blew herself up rather than be captured by Islamic State after running out of ammunition, local sources and a monitoring group reported. Turkish hospitals have been treating a steady stream of wounded Kurdish fighters being brought across the frontier.Witnesses who had fled Kobani said that old women were being given grenades to throw, and young women with no fighting experience were being armed and sent into battle.Kobani's defenders vowed not to relinquish the town, raising fears of a massacre if Islamic State do break through."If they enter Kobani, it will be a graveyard for us and for them. We will not let them enter Kobani as long as we live," Esmat al-Sheikh, head of the Kobani Defence Authority, said by telephone earlier on Monday."We either win or die. We will resist to the end," he added as heavy weapons fire echoed from the eastern side of town.

Speaking last week, the co-chair of the Kurdish Democratic Union Party (PYD) told Reuters that Islamic State had brought large parts of its arsenal from its de facto capital at Raqqa, 140 km to the southeast, to the assault on Kobani."If (Islamic State) is defeated here in Kobani, it will be defeated in Raqqa and throughout Syria," Asya Abdullah said."We are happy about the U.S. air strikes. But really, this is not enough. We need more air strikes to be effective against (Islamic State) weapons, to eradicate and destroy (them)."On Monday, Kurdish politicians confirmed that the PYD's other co-chair, Saleh Muslim, had met Turkish officials to urge them to allow weapons into Kobani from Turkey, although no further details were available.Turkey has so far given no hint that it could join the fight against Islamic State close to its borders, beyond gestures of self-defense such as returning fire at Islamic State fighters in response to mortar shells landing on Turkish territory.Over the weekend, President Tayyip Erdogan vowed to retaliate if Islamic State attacked Turkish forces, and on Monday Turkish tanks deployed along the border for the second time in a week, some with guns pointing towards Syria, apparently in response to stray fire.Still, Islamic State's release last month of 46 Turkish hostages, and a parliamentary motion last week renewing a mandate allowing Turkish troops to cross into Syria and Iraq, have raised expectations that Ankara may be planning a more active role.

Its calculations are complex, however.

He said this in the context of the Synod, in an interview with Joaquín Morales Solá, published yesterday in Argentinian newspaper La Nación. “The family is such a precious and important part of today’s society and the Church... A great deal of emphasis has been placed on the divorced. Naturally, this issue will be discussed. But for me, the new trends among young people are just as important. Young people are not marrying. This is today’s culture. Many young people prefer to live together without getting married. What should the Church do? Cast them away from its bosom? Or should it approach them, understand them and try to bring the Word of God tot hem? I prefer the second option.”What seems to have slipped the minds of those engaged in the recent debates over the indissolubility of marriage, is that the number of people getting marriage in church, is dropping. And yet none of the Synod Fathers want to call the principle of the indissolubility of marriage into question. In Milan, to name but one example, 1,329 marriages were registered in the first half of this year. Only one in three of these was celebrated in a religious ceremony (374), while a just under a thousand couple (955) opted for a civil marriage ceremony. In one out of four cases, one of the spouses had come out of a failed marriage. The average age of first marriage is 37 for men and 33 for women, compared to 32 and 29 in 1991. In Milan, the number of singles is more than double that of married couples.To deal with this phenomenon by simply blurting out condemnations, wistfully looking back at the “good old days” and driving home religious doctrines, would clearly be counter-productive. The Church cannot just detach itself from the processes that have taken place over the last thirty to forty years, simply accusing today’s culture without asking itself why it has become so difficult for people to testify the beauty of the family.In yesterday’s homily, Francis recalled that “bad pastors burden people with an unbearable weight,” a weight they do not have to carry themselves. Francis wants this Synod to be careful and compassionate in its examination of the real experiences of families, including wounded and “irregular” families. Evangelising means being capable of embracing, being compassionate and understanding others. This has a priority over lists of rules and precepts. In this sense, Francis does not intend to change the Church’s doctrine on indissolubility, but is asking the entire Church to change its perspective, becoming more sensitive to the reality of people’s lives, proclaiming the Gospel and mercy in a calmer manner.In his interview with La Nación, the Pope also answered a question on the book which five cardinals published, opposing Cardinal Kasper’s suggestion regarding the administration of the sacraments to remarried divorcees: “It did not worry me. Everyone has an opinion to contribute.”

vatican city-More than half (106 bishops) of the almost two hundred individuals participating in the Extraordinary Synod on the Family which opened today in the Vatican hail from Asia, Latin America, Africa and Oceania. It would be very short-sighted of us to therefore focus our attention exclusively on hot issues affecting European societies and Churches which are facing the challenge of secularism, to the detriment of the challenges and problems faced in other parts of the world. Aware of the complexity of said challenges and problems, the Synod’s Secretariat carried out a comprehensive consultation of the world’s Catholic communities in order to put together the document that is to form the basis of its work on the family. The document describes the real situation, that is, how men and women really experience family life and not how the Church would like them to live it.The Synod will need to address the issues affecting real families, rather than “the family” in general. There are parts of Africa where arranged marriages take place between 10-year-old girls and 60-year-old men. In countries like Niger and Chad, 70% of women between the ages of 20 and 24 were married before their 15th birthday.It is not easy for the Church to speak about a “natural law” – as bishops of Africa, Asia and Oceania pointed out – in places where polygamy is considered natural, as is disowning a wife for not being able to bear male sons. In Melanesia, meanwhile, our idea of a “traditional” family, is seen as a Western model that is hard to get one’s head around. This is because of the existence of matriarchal societies in which it is the responsibility of the mother’s brothers to educate a child rather than the biological father.Turning our focus back to the West, not only has the family landscape changed a great deal over the past 30 years – with fewer marriages being registered and an increase in the number of couples opting for civil partnerships and new legislation that recognizes same-sex unions – many people now work Sundays too, complicating family relations. Then there are the financial problems families face and the lack of policies to support them.To think that the Synod focuses entirely on the clash between those who suggest opening up the sacraments to remarried divorcees and those who have stated that this is not in any way open for discussion would be an oversimplification of the real situation.Pope Francis wants there to be a real and free debate. He does not want to impose set frameworks and has never strategically tried to sway the discussions. The fact that he chose some cardinals who are notoriously against a softer approach to this issue, is proof of this. But a Synod is different to a party conference or a shareholders’ meeting: for faithful, the Synod is a meeting in which participants seek to “walk together”, guiding each other and listening to a God who is greater than we are capable of imagining Him. It would therefore be wrong to try to fit Him neatly into neat boxes as some do, portraying those in favour of a more open attitude as swashbucklers who are prepared to chase after worldly tendencies, and those who are against, as staunch defenders of the doctrine. It would also be wrong to imagine Him like a boxing ring, where people try to claim back rights they believe are theirs, taking the end result for granted.What is certain, is that the Pope, Gospel in hand, continues to urge people to leave behind legalist mindsets: “The Church is called to be the house of the Father, with doors always wide open,” the house of the father, where there is room for everyone. As of tomorrow, the Synod is called to discuss, not the geometrical details of doctrinal formulae, but the problems, wounds and real experiences of people, as well as the urgent need for the Gospel to be proclaimed to these people, by welcoming and being close to them. Many hope that bishops will not only speak out against the customs of a “liquid” society and “attacks” on the family, but that they will also reflect on the causes of the gap that exists between the Church’s teaching and the daily lives of many Christians.

The virus has sickened more than 500 people in 43 states and Washington, D.C. — almost all of them children.The U.S. Centers for Disease Control and Prevention said earlier this week that four people infected with the virus had died, but it's unclear what role the virus played in the deaths.Some children are especially vulnerable to infection because of pre-existing conditions, though the medical examiner said that was not the case in the New Jersey boy's death. Most of the severe cases nationwide have involved children because they generally have not been exposed to enteroviruses as often as adults have and are less likely to have developed immunity to them, officials say.Township officials said the boy's parents have asked for privacy."When you're given the news that a virus was the cause of death to your child, of course they were saddened, even more so because they won't get the answers or closure they need," Mayor Kelly Yaede said. "The mother said, 'We will never find out where he contracted this.'"The enterovirus germ is not new; most people who catch the virus experience only a runny nose and low-grade fever. A construction manager who snapped about 100 photos — found on his scratched and dented camera — to show his wife what she was missing because she had to work that day.More than 50 people died when Mount Ontake, a popular hiking destination in central Japan, erupted without warning on Sept. 27 in the country's deadliest volcanic eruption since World War II.Together, they paint a typical picture of weekend recreational hikers in Japan. A few children and senior citizens, but mostly middle-aged working people enjoying the first Saturday of the fall foliage season.Most were between 30 and 59 years old, and lived within a few hours' drive or train ride from the mountain. Three were children, and only five were 60 or older."The best season for the leaves just started, the weather was beautiful, it was the weekend, and it was lunchtime," said Masahito Ono, a Nagano prefecture tourism official.Hiking has become one of Japan's most popular outdoor activities. The core fans are middle-aged climbers with some experience, but there are a growing number of beginners: health-conscious senior citizens and fashionable women who sport a casual "mountain girl" look. The number of hikers in Nagano surged to 730,000 last year, a 30 percent increase from five years ago.With modest slopes and a ropeway that takes visitors part way up, 3,067-meter (10,062-foot) Mount Ontake is one of the easier climbs in the region, recommended as a day-trip for beginners. Several hundred people are believed to have been on the mountain when it erupted at 11:52 a.m.Rescuers have found 51 bodies, and at least a dozen other people are still missing. Most of the bodies were found at the summit, with others on a trail a short way down.Hideomi Takahashi, 41, was among nine climbers from a major Japanese insurance company, Sompo Japan Nipponkoa Holdings Inc. They worked at two branches near Tokyo. Only three survived.At Takahashi's funeral on Thursday, his family showed a close friend an iPhone with at least six photos from what would be the last few minutes of his life: a cotton candy-like cloud floating next to the mountain in a clear blue sky, a sacred gate to a mountaintop shrine, some of his colleagues making their way up. The last photo, apparently shot by a colleague, shows Takahashi standing next to the "Mount Ontake summit" sign, giving a thumbs-up."When I saw the iPhone still worked, I thought it's like a miracle," said the friend Hiroyuki, who asked that only his first name be used after he was criticized online for posting some of the photos on Twitter. He has since taken the tweets down.Takahashi seems happy in the final photo, but he's not quite smiling. Typhoon Phanfone made landfall as a Category 1 storm with 80 mph winds on Japan's main island of Honshu at 7:16 pm EDT Sunday, October 5, 2014 near the city of Hamamatsu in western Shizuoka Prefecture, about 125 miles west-southwest of Tokyo, according to the Japan Meteorological Agency. A few hours later, the core of the typhoon passed over Tokyo, where sustained winds of 53 mph, gusting to 70 mph were recorded. More than 2 million people across Japan were advised to evacuate as Phanfone came ashore. In Okinawa, Japan, three U.S. servicemen were swept away by Phanfone's 12 - 15 foot waves; the body of one was recovered, but the other two remain missing. Heavy rain from Phanfone triggered at least two mudslides in Japan. Two men went missing after mudslides in Yokohama, in Kanagawa Prefecture. A 21-year-old surfer and college student is also missing after going surfing in waters just south of Tokyo off the coast of Kanagawa Prefecture. Phanfone brought heavy rains to Japan, with 19.17" (487 mm) falling at Mount Amagi, Shizuoka Prefecture, 10.06" in Tokyo and 12.72" in Yokohama. A peak gust of 101.8 mph was recorded at Omaezaki, Shizuoka Prefecture, at 8:07 a.m. Monday, and a sustained wind of 72 mph was observed at Irozaki on the southern tip of the Izu Peninsula, Shizuoka Prefecture, at 9:01 a.m.Monday.Figure 1. Typhoon Vongfong hits the Mariana Islands
Category 2 Typhoon Vongfong plowed through the U.S. Mariana islands of Guam, Rota, Saipan, and Tinian on Sunday as a Category 2 storm with 105 mph winds. The eye passed just north of the island of Rota, about 25 miles north of Guam. According to the Guam Pacific Daily News, about 70% of Rota lost power, but there were no injuries and only minor damage--buildings on the island are built mostly of concrete, limiting the amount of damage a typhoon can do. Winds at Andersen AFB on the north end of Guam reached 44 mph with a peak gust of 60 mph, but were undoubtedly higher on Rota. Vongfong dumped 7.69" of rain on Guam. The typhoon is expected to turn more to the northwest later in the week, and could be a threat to Japan in 6 - 7 days. Satellite loops show Vongfong is moderately well-organized, with plenty of low-level spirals bands, good upper-level outflow, but no eye visible. With the typhoon over warm waters of 30°C (86°F) and under moderate wind shear of 10 - 20 knots, intensification into a Category 4 storm by Wednesday appears likely, before cooler waters and higher wind shear induce weakening late in the week as the typhoon approaches Japan.Figure 2. Simon weakening rapidly
In the Eastern Pacific, Tropical Storm Simon has weakened to sustained winds of 45 mph at 11 am EDT Monday, after topping out as a Category 4 hurricane with 135 mph winds at 11 pm EDT Saturday. Simon was the eighth intense hurricane so far in the Eastern Pacific (east of 140°W), putting this year in a tie with 1992 for the highest number of of major hurricanes in one season. Simon will likely dissipate by Tuesday, and its remnants will slosh to the northeast over the central coast of Mexico's Baja Peninsula and into Mainland Mexico, bringing 3 - 6" of rain into these regions though Wednesday. Deep moisture from Simon will flow northeastward into the Southwest U.S. this week, bringing a round of heavy rains for Arizona and New Mexico. There will not be as much moisture associated with Simon compared to the what the remnants of Hurricane Odile brought in September; rainfall amounts of 1 - 2" can be expected over Arizona and New Mexico Tuesday - Thursday from Simon's remnants.Figure 3. Quiet in the Atlantic
Our top three models for predicting tropical cyclone genesis show nothing developing over the next five days in the Atlantic. However, the models predicts that an area of low pressure will develop over Central America near Nicaragua late this week, with the European model putting the focus of the low over Nicaragua's Pacific waters, while the GFS model prefers a location in the Southwest Caribbean. NHC is leaning towards the solution offered by the European model, and in their 8 am EDT Tropical Weather Outlook, give a 5-day probability of 20% for a tropical depression to form off the Pacific coast of Nicaragua this week. We should not discount the GFS model's prediction, though, and keep an eye on the Southwest Caribbean this week. Ambassadors to the United Nations from no fewer than 32 countries have asked that Yom Kippur be recognized as an official UN holiday.The UN currently marks 10 holidays, but none of them are Jewish. Among the recognized holidays are Christmas and Good Friday (Christian) and Eid al-Fitr and Eid al-Adha (Muslim).The 32 ambassadors wrote a letter to the General Assembly this past July, JNS.org reports, requesting that Yom Kippur – an annual day with a "universal" message – be added to the list.The letter described the messages of Yom Kippur as follows: “Every person’s deeds are weighed on the heavenly scales of justice and the blessings of the coming year are determined by the good deeds performed in the service of others." The ambassadors wrote that these messages deserve to be marked by the United Nations.The idea was first launched by Israeli Ambassador to the UN Ron Prosor this past May. He sent his own letter to his 192 UN ambassadorial colleagues, asking them to join Israel’s campaign to have the holiday recognized. This would not only "upgrade" the status of the Jewish Day of Atonement internationally, but would also allow Jewish UN employees to have a day off on the holy day.Several major Jewish organizations and leaders are also advocating for the cause. B’nai B’rith International Executive Vice President Daniel S. Mariaschin co-wrote a New York Times op-ed in favor of the campaign in August. It must guarantee both the Palestinians and Israelis' legitimate demands for national sovereignty and security”, he said.“A two-state solution requires mutual recognition and a will to peaceful co-existence. Sweden will therefore recognise the state of Palestine”.The step is the first ever by a sitting member of the EU.Six former Communist EU countries, as well as Cyprus and Malta, recognised Palestine in the 1980s before they joined the European Union.But their pre-EU policies have little meaning today: When Palestine asked the UN in 2012 to recognise it as an “observer state” the Czech Republic was the only EU country which voted No despite recognising its sovereignty in 1988.Fourteen others voted in favour, while the rest abstained in a sign of ongoing division in the bloc.Lofven’s announcement caught both Swedish and EU diplomats by surprise.A Swedish source told this website it “marks a really big shift in the Social-Democratic party”. And it doesn’t bode well for peace,” Netanyahu told CBS. “The idea that we’d have this ethnic purification as a condition for peace, I think it’s anti-peace.”The recently backlash against Israel is mainly over a plan to build 2,610 new homes in the Jerusalem neighborhood of Givat Hamatos.The housing units were slated for construction since 2012 and were given final approval last week.State Department spokeswoman Jen Psaki criticized the move, using unusually harsh language in doing so.She said the step would send a “troubling message” and added the construction would “poison the atmosphere not only with the Palestinians but also with the very Arab governments with which Prime Minister Netanyahu said he wanted to build relations.”Netanyahu later fired back at the United States’ criticism, telling NBC News' Andrea Mitchell that the U.S. should study the facts before it criticizes Israel over its construction."I think the important thing is to just get the facts right. The Palestinian Authority’s (PA) UN ambassador, Riyad Mansour, threatened on Thursday that his government will join the International Criminal Court (ICC) if the UN Security Council refuses to set a deadline for Israel to withdraw from Judea and Samaria.According to The Associated Press (AP), Mansour said the PA turned to the Security Council "to force Israel to negotiate in good faith the end of occupation within a time frame."He added that PA hopes the Security Council will adopt a draft resolution, the contents of which were exposed Wednesday, that would set a deadline of November 2016 for an Israeli pullout from Judea, Samaria, Gaza and eastern Jerusalem, with a goal of establishing an independent Palestinian state living side by side with Israel."But if this additional door of peace is closed before us, then we will not only join the ICC to seek accountability," Mansour said in an interview with AP."We will join other treaties and agencies" to build evidence "that we exist as a nation, we exist as a state although the land of our state is under occupation," he declared.After the collapse the last U.S.-led talks earlier this year, Mansour said the Palestinians believe it is "futile" to go back to "the old-style negotiations that led to failure."He told AP that the Palestinians hope that under Security Council pressure, Israel will negotiate by agreeing on final status issues, starting with setting borders based on lines predating the 1967 Six Day War, with minor adjustments. vatican city-The Extraordinary Synod on the Family which opens next Monday (5-19 October) will end with a “concluding document”, a Relatio Synodi which will be voted on by the Synod Fathers. The document will be sent to the Pope and to Bishops’ Conferences across the world, along with a “short questionnaire”. It is being sent ahead of next year’s Ordinary Synod. The news was announced today by the Synod Secretary, Cardinal Lorenzo Baldisseri, at a press conference in the Vatican. The Tuscan cardinal said he hoped the Synod discussions would be “free”, “peaceful” and “honest”.“The “Relatio Post Disceptationem” produced at the end of the first week will form the basis for the work that will follow in the second week in the “circuli minores” and which the Synod Fathers will examine before the concluding “Relatio Synodi” document is published. This final document will be sent to the Holy Father,” the Tuscan cardinal said. The “Relatio Synodi” differs from the concluding messages usually published at the end of every synodal assembly (this time Cardinal Gianfranco Ravasi has been asked to write the message). It replaces the proposals (“propositiones”) the Synod Fathers usually sent the Pope during these assemblies. “There will be no “propositiones”. The document will be published as one single “propositio”,” Baldisseri explained to journalists. Participants will vote on the text on Saturday 18 October in the afternoon. The vote will be a simple “yes” (“placet”) or “no” (“non placet”) vote, Cardinal Baldisseri explained. Even the reports which single work groups (“circoli minores”) will present at the plenary session will be voted on first. The document “will be published at a suitable moment, one or two days after” the vote.  The work of the second assembly – the Ordinary Synod on the Family, scheduled for 2015 – will be based on this document. It will be “sent to Bishops’ Conferences” around the world, so that they can formulate a response and examine the content of the working document. The final document produced at the Extraordinary Synod will be supplemented by a short questionnaire given that the family is a vast subject and there are other issues regarding it that have not been touched yet.” As such, no decisions will be taken at the end of the Extraordinary Synod, which ends on 19 October.“We are all aware that fraternal communion grows when there is freedom. This allows for a richer debate and facilitates pastoral choices that are more relevant to today’s families. It is crucial for us to express ourselves in a clear and courageous manner,” Baldisseri stressed. “The quality of human being comes to light when they make their opinions heard, giving them responsibility before God and other people. Participants will engage in a peaceful and honest debate. They are called not to force their own opinions alone, but to try to search for the truth together.” The Pope, who will be “present throughout the discussions, wants to open a door that has so far remained shut,” Baldisseri said. “We are at the start of the Synod and the Holy Father has encouraged participants to speak freely,” the cardinal said in response to a question put to him by the press, about whether it was likely Church would allow communion for remarried divorcees in two weeks’ time. “Conclusions will be made at the end of the Synod. I am aware that people have a lot of expectations but they will have to wait,” the cardinal added. The interviews and books the cardinals have published on this subject are just “contributions”, the Synod’s Secretary said.Regarding the coverage of the event, Baldisseri and the Vatican’s spokesman, Fr. Federico Lombardi, said that updates on what is said during press conferences and briefings will be posted on twitter and there will be a website especially dedicated to the meeting.” A part from the daily bulletin texts, audio and video interviews with the Synod Fathers will also be made available,” Fr. Lombardi said. The first week’s briefings will focus on the addresses made in the meeting room, while the second week’s briefings will concentrate on the work done in the smaller groups. During the second week, meetings will be help with Synod Fathers  who “will respond to journalists’ questions, together, in different languages or they will be split into language groups.” As far as the single briefings are concerned, Fr. Lombardi informed that each of these will be “along and detailed summary of all the addresses given in the morning and afternoon sessions, both prepared and spontaneous speeches.” However, the Vatican will not be publishing all the speeches because these are very long and the aim this year – compared to previous years – is to make the whole process simpler. “All the names of those who spoke and the issues covered” will be mentioned in the Bulletin. It will not, however, specify who spoke about each single topic. “During the meetings, the Synod Fathers will be able to alter the content of their prepared speeches which were handed out in previous Synods,” Cardinal Baldisseri said, answering journalists’ questions regarding the need for a greater transparency in communication.

Francis entered St. Peter’s Basilica in procession, to preside the opening mass for the opening mass, which marked the start of the third Extraordinary General Assembly of the Synod of Bishops on the theme: "The pastoral challenge of the family in the context of evangelization”.  The Pope, clad in green vestments, concelebrated the mass with 230 Synod members: cardinals, patriarchs, archbishops, bishops and priests. Francis called the Synod Fathers to carry out their mission: "We, too, in the Synod of Bishops,” Francis said, “are called to work for the Lord's vineyard. Synod Assemblies are not meant to discuss beautiful and clever ideas, or to see who is more intelligent... They are meant to better nurture and tend the Lord's vineyard, to help realize his dream, his loving plan for his people. In this case the Lord is asking us to care for the family, which has been from the beginning an integral part of his loving plan for humanity.”So, the Pope continued: "we too can be tempted to "take over" the vineyard, because of that greed which is always present in us human beings.” “God's dream always clashes with the hypocrisy of some of his servants. We can "thwart" God's dream if we fail to let ourselves be guided by the Holy Spirit.” “The Spirit gives us that wisdom which surpasses knowledge, and enables us to work generously with authentic freedom and humble creativity.” "My brothers, - he concluded - to do a good job of nurturing and tending the vineyard, our hearts and our minds must be kept in Jesus Christ, as Saint Paul says, by "the peace of God which passes all understanding", Francis stressed quoting St. Paul. “In this way our thoughts and plans will correspond to God's dream: to form a holy people who are his own and produce the fruits of the kingdom of God,” the Pope highlighted.There were also 13 married couples present at today’s event (one of the couples was a Catholic woman and a Muslim man) who are participating as “auditores”. Another couple are participating as experts, not as “auditores” but simply as the “special secretary’s collaborators”. The special secretary is Archbishop Bruno Forte and the expert couple in question is the former President of Azione Cattolica (Catholic Action), Franco Miano and his wife, Giuseppina De Simone. Both of them are professors of Moral Philosophy at the University of Tor Vergata and the Theological Faculty of Southern Italy in Naples, respectively.This is the first time that a great majority of the lay participants attending the Synod are married couples. It is also an important first given the matter in hand.During the opening mass for the Synod of Bishops, Pope Francis illustrated his message with the image of the “Lord’s vineyard”. This image was famously used at the start of Joseph Ratzinger’s pontificate, when the newly elected Benedict XVI, speaking from the central loggia of St. Peter’s Basilica, referred to himself as a “humble worker”. “In the Gospel, it is the farmers themselves who ruin the Lord’s plan: they fail to do their job but think only of their own interests,” Francis reminded in his homily. “In Jesus’ parable, he is addressing the chief priests and the elders of the people, in other words the "experts", the managers. To them in a particular way God entrusted his "dream", his people, for them to nurture, tend and protect from the animals of the field. This is the job of leaders: to nurture the vineyard with freedom, creativity and hard work. But Jesus tells us that those farmers took over the vineyard. Out of greed and pride they want to do with it as they will, and so they prevent God from realizing his dream for the people he has chosen.”According to Francis, “the temptation to greed is ever present.” “Greed for money and power. And to satisfy this greed, evil pastors lay intolerable burdens on the shoulders of others, which they themselves do not lift a finger to move.” “The Lord asks us to care for the family” and urged the Synod’s Fathers “to work generously with authentic freedom and humble creativity.”  After commenting on how the prophet Isaiah and the Gospel employ the image of the Lord’s vineyard, the Pope emphasized that “we too, in the Synod of Bishops, are called to work for the Lord’s vineyard.”

BRUSSELS - After the first week of EU commissioner auditions, 21 of the 27 have been grilled by MEPs, leaving five struggling - but how the new college will really function is only set to be revealed next week.Packing in five three-hour-long hearings a day, the European Parliament put the team of commission president Jean-Claude Juncker through its paces, probing for weak policy knowledge and sounding out European commitment.Most of the commissioners made it through, including those with some major portfolios, such as Cecilia Malmstrom (trade), Margrethe Verstager (competition) and Elzbieta Bienkowska (internal market).But five have still not being given the green-light amid political wrangling between the two biggest groups in the European Parliament.Spain's Miguel Canete (energy and climate) is having his financial declaration scrutinised further; the UK's Jonathan Hill will go through another hearing to flesh out the answers he gave on financial services; while the commissioners from Hungary, the Czech Republic, and France have all been given extra written questions.Of the entire week, Canete and Frenchman Pierre Moscovici's (economc affairs) hearings were the rowdiest.The Spaniard was repeatedly asked by left-wing deputies about family ties to oil companies, while the French politician was asked over and again about his country's failure to fall into line with EU budget rules.The centre-right EPP has indicated that if Canete is toppled then its members will seek to get the centre-left Moscovici ditched leaving a political stand-off between the two sides.By contrast several of the would-be commissioners sailed relatively easily through their hearings, including Denmark's Vestager, Belgium's Marianne Thyssen (employment) and farm commissioner Phil Hogan (Ireland).But while the hearings threw up some interesting personal details (Moscovici's Polish-Romanian heritage, Malmstrom's student-exchange past, Vestager's love of chocolate, Lord Hill's fondness for author Joseph Conrad, and the Czech Vera Jourova's jail time), they did little to illuminate how the new two-tier commission envisaged by Juncker will work.Under the proposed system, the seven vice-presidents in the team have more powers than their colleagues, having the final say on any laws that should be proposed by the EU.They are in charge of thematic areas, so that Finland's Jyrki Katainen, in charge of jobs and growth, will be overseeing Moscovici, on economic affairs. The Frenchman will also have someone else looking over his shoulder in the shape of Latvia's Valdis Dombrovskis, vice-president for the euro.

'Super-commissioners'

But while Juncker has indicated he sees commissioners as subordinate to vice-presidents, the 'ordinary' commissioners are less inclined to think this way."There is no 'super-commissioner', no 'second tier' of commissioners. We are all equal, a team formed to pull in the same direction," said Moscovici during his hearing.Employment commissioner Marianne Thyssen also said the commissioners will work as a "team" and none will have a veto.Even Kristalina Georgieva, who will be a vice-president in charge of the EU budget, was not very clear on the hierarchy during her hearing. Asked on how it should function, she said: "We are to respect each other's mandates".Next week, beginning Monday, the remaining six vice-presidents will have their turn before MEPs.Deputies are expected to focus on teasing out how the system will work in practice. Of particular interest will be the hearing of Frans Timmermans, who is 'first' vice president (in charge of institutional relations and cutting red tape) and is supposed to Juncker's right-hand man.Timmermans will, in an unprecedented move, face all the political groups on Tuesday, the last official day of the hearings, as his roaming role touches all departments in the commission.While the details remain unclear, the UK's Lord Hill gave one of the most pragmatic answers on how it is likely to function."A lot will depend on the personal relations that exist between people", he said.

BRUSSELS - France's Pierre Moscovici is to answer in writing about how he will make sure countries, including his own, will implement the EU's deficit-and-debt rules.MEPs in the economics committee were working on nine supplementary questions on Friday (3 October), after a stormy hearing with Moscovici the previous day.The draft questions, seen by EUobserver, revolve around his commitment to the Stability and Growth Pact which sets a three-percent threshold for the public deficit and a 60 percent of GDP limit on public debt. Most EU countries are well beyond both thresholds.But France is of particular concern, as it has asked for extension after extension to meet the deficit target, the latest being just on the eve of Moscovici's hearing.As they did in the hearing, MEPs press Moscovici again on his perceived failure to comply with these rules during his time as a finance minister in France in the past two years.With France constantly pushing for "flexibility" in applying the Stability and Growth Pact when a country is in distress, MEPs ask him to "clarify the concept of flexibility in the Stability and Growth Pact and its different forms of possible application."They also want to know his interpretation of what "exceptional circumstances" and "severe economic downturn" mean when applying this flexibility.They refer to France, indirectly, and its poor track record in sticking to deadlines."What action should apply to member states whose budget deficit is constantly above 3% of GDP and which have already been granted an extension of the deadline to bringing down the deficit to Maastricht levels? Under which circumstances would you argue for granting more time or for applying sanctions?"Italy, at a whopping 132 percent of GDP in public debt, is also alluded to."What action will you apply to a member state whose public debt is constantly above 60% of GDP and increasing? Under what circumstances would you not recommend to apply sanctions?"Meanwhile, MEPs want to know how Moscovici will make governments implement the commission's economic policy recommendations, given that most of them are ignored even though they are legally binding."How do you think your concrete professional experience can help in changing this trend? What concrete measures will you undertake to increase the implementation rate of country specific recommendations by member states?"After having stated that some of the rules for economic policy co-ordination, known as "six-pack need" simplification, Moscovici is asked to say exactly which rules he meant and how he plans to change them."Could you put such a legislative initiative to the college [of commissioners] or would you need approval or a positive recommendation by the vice-president in charge of the Euro and Social Dialogue [Valdis Dombrovskis]?"MEPs also want to know about plans for the eurozone to have a "single external representation" in international bodies, as mentioned in the EU treaty, and what contingencies there are in case the eurzone slips into deflation.Lastly, they ask Moscovici what his "concrete actions" will be in support of the all-but-dead financial transaction tax and what he plans to do in order to implement a common corporate tax base throughout the EU.The common tax base is designed to limit tax dumping of the sort Apple is doing in Ireland.
