WASHINGTON (Reuters) - Since Russia's annexation of Crimea in March, NATO has been publicly refocusing on its old Cold War foe Moscow. The threats it now believes it faces, however, are distinctly different to those of the latter half of the 20th century.The West then was defending against the risk of Soviet armor pouring across the North German plain. Now, officials and experts say, it is "ambiguous warfare" that is focusing minds within NATO, the North Atlantic Treaty Organization.Confrontations are viewed as more likely to start with cyber attacks or covert action to stir up Russian minorities in Europe's east than from any overt aggression.So as NATO prepares for its summit on September 4 and 5 in Wales, it is having to come to grips with relatively new threats to test Article 5 of its treaty. That essentially says that an attack on one NATO state is an attack on all.Since NATO's post-Cold War expansion that has meant protecting eastern members including the Baltic states. Lithuania, Latvia and Estonia all have considerable Russian minorities while Poland and others worry Russia still views them as within its sphere of influence.High-profile troop, aircraft and ship deployments and exercises have been designed to send the message that the United States and its allies would react with force to any attack on its territory.A less conventional attack, however, could be harder to defend against. For example, without firm proof that Moscow was behind a cyber attack or covert action, deciding whether to invoke Article 5 would be very difficult."This is new territory but it's something that is going to have to be discussed," said Janine Davidson, U.S. deputy assistant secretary of defense for plans from 2009-12 and now senior fellow at the Council on Foreign Relations. "It is very difficult to know how to react to it. It will have to be very much on a case-by-case basis."Events in non-NATO member Ukraine, senior officials say, could be a sign of how complicated things might get. Ukrainian and Western officials accuse Moscow of arming and training separatist rebels who have now been fighting the Ukrainian military for months.Some NATO officials privately and publicly worry the same could happen in Russian-speaking regions of the Baltic states of Lithuania, Latvia and Similarly, in 2007, a series of crippling cyber attacks paralyzed much of Estonia in an apparent response to a dispute over the movement of a Soviet-era war memorial. Most Western experts suspected the Kremlin was responsible.Russia has denied involvement with rebels in Ukraine and says the 2007 cyber attacks were simply by "patriotic (independent) hackers."

But it leaves NATO wondering how to react.

"We need to mature the way we think about cyber, the way we think about irregular warfare,” U.S. Air Force General Philip Breedlove, NATO's supreme allied commander, was quoted as saying by the U.S. military Stripes newspaper.

BETWEEN DIPLOMACY AND WAR

The Cold War was fought through espionage and proxy wars across much of Africa, Asia and Latin America. Both sides knew that any serious military incursion into Soviet or NATO territory would almost inevitably spark nuclear war.The difference now, strategists say, is the perceived greater potential for Russian interference in the new NATO member states it dominated for decades.NATO does have its own unconventional capabilities. Experienced in operating with tribal and militant groups in Afghanistan, the Middle East and Africa, U.S. special forces and intelligence personnel could theoretically stir up trouble in Russia.Agencies such as the U.S. National Security Agency and Britain's GCHQ could also wreak cyber havoc on Russian telecoms and other systems.For now, however, there is little precedent for such decisions."What they (NATO) don't have at this stage is any kind of doctrine for using them in situations short of outright war," says John Bassett, a former GCHQ official now an associate at Oxford University." There's been a lack of willingness to focus on the area beyond diplomacy but below the threshold of traditional military conflict and there is still a very long way to go."Some strategists suggest NATO is not currently up to dealing with the situation.   "A Russian unconventional attack, using asymmetric tactics designed to slip below NATO's response threshold, would be particularly difficult to counter," said a report last month from Britain's Parliamentary defense select committee.It added: "The challenges, which NATO faces in deterring, or mounting an adequate response to, such an attack poses a fundamental risk to NATO’s credibility.”Recently, however, senior officials have begun quietly laying out some of NATO's new red lines.
Breedlove, the NATO commander, said last weekend the Alliance would react militarily if Russian troops infiltrating a member state territory in the way the West believed they did in Crimea.That intervention, Western officials say, was rather more obvious than more recent events in eastern Ukraine. Russian-speaking troops in uniform but without insignia took up checkpoints across the peninsula and surrounded Ukrainian military bases. Rome-Flanking faults of tension and conflicts, that are either forgotten or perceived as exotic by the majority of  public opinion in the West, Pope Francis’ visit to the East has relaunched perspectives of reconciliation, unity and peace that are not valid for Eastern Asia alone. The path that the Pope suggests, in the wake of Gospel minimalism and realist discernment of the contexts, moves in a completely different direction from the enthusiasts of permanent conflicts, reported even by those who found an affirmation of their identity in them. Even the answer about the legitimacy of American bombings in Iraq given by the Pope during the return flight from Seoul has rendered all kinds of theological or religious cover unavailable to mouthpieces and makers of the clash of civilizations. The signs of openness towards a possible relationship with China - one of the most tormented situations for Vatican diplomacy - must be read in the same light.Francis, as these columns have already reported, has opened and keeps on opening doors. However, as we have clearly seen during this trip to Eastern Asia, he has definitely and permanently shut one door behind himself, namely the exclusive identification of Christianity with Western civilization. He did so by putting into action what he wrote in Evangelii Gaudium, in a key passage about announcing the Gospel. Where the Pope explains that “We would not do justice to the logic of the incarnation if we thought of Christianity as monocultural and monotonous” and warns the whole Church against falling into the “needless hallowing of our own culture” because thus we “show more fanaticism than true evangelizing zeal.” And time and time again Francis repeats that “the revealed message is not identified with any culture;” not even with those that “have been closely associated with the preaching of the Gospel and the development of Christian thought”.They are reflections that find confirmation in various magisterial documents by John Paul II, often quoted by Pope Francis. But Joseph Ratzinger too, before becoming Benedict XVI, did not ever align with those who wanted to reduce Christianity to Western ideology. Ratzinger, who was then  the Prefect of the former Sant’Uffizio, had distanced himself from the attempt to label the “Iraq Freedom” operation as “justified war”. In October 2004, in a public debate with Ernesto Galli della Loggia, he shied away from his interlocutor’s pressures, who wanted him to identify the cause of the developed West with the Church’s, clarifying and affirming that “the Church cannot substantially identify itself with the West: it would be historically, empirically and ideologically wrong”. The universality of Catholic faith that, by its very nature, resists any bond of exclusivity with civilizations and cultures, has been reaffirmed with force in the Second Vatican Council.Pope Francis’ preaching, concrete choices and gestures in South Korea have now eclipsed any reference, even unconscious, to the automatic identification of the Catholic Church as a religious correlation of the West. And the attitude of patient empathy, ready to serve and accompany men on their journey, the attitude of openness towards reconciliation and the tangible distance from newly legitimizing positions can certainly explain the attention and credit that Francis’ papacy has garnered in the East. It is sufficient to see and hear his words, especially those he addressed to the bishops, when he reiterates that Christians are not moved by any spirit of conquest: “they do not come as conquerors, they do not impose cultural models, nor are they moved by strategies. They have at heart first and foremost the annunciation of the Gospel, not the overturning of political regimes”. There is  no defensive closure or takeover, nor any field invasions; and therefore no attitude of instructing or cultivating hegemonic ideals. There is no foreign posture that gives the impression of Christianity as a cultural product of import that remains estranged from social and human context in Asia. And this was not a result of tactics, it was instead because real human dialogue, empathy, openness to the other and to everyone and  the respect that have characterized Pope Francis’ trip to Asia are intrinsic in the faith and imprinted on the genes of Catholic traditions.Matteo Ricci and his companions knew this very well when, back in the 15th century, they went to the other side of the Great Wall of China to spread Christian hope as “real men of peace”, without imposing their faith on anyone. It is as Pope John XXIII reiterated in his “missionary testament”, namely a speech he made to the General Council for Missionary Works in 1963, in which he always highlighted the fundamentality of announcing the Gospel in the works of missionaries who “go about the ways of the world not to intimidate”, “not to divide the land among themselves, creating areas of influence and interest, but to serve”. Benedict XV, almost a century ago, also notices this in the apostolic letter Maximum illud, instructed by the observations he received from missionaries to China. In the letter, he highlights missionary work as something determined by “supporting the gifts of the Holy Spirit and not the urgency to enlist militants”, and he rebuked those who induced a population to “believe that Christianity is something that belongs to some foreign nation and that embracing it would mean putting oneself under the protection and power of another country.”All of this is also relevant to our outlook on the sufferings of the people of the Middle East. In order to equate Christianity with Western civilization, the media have often presented and treated the Christians in those areas as if they were soldiers lost behind enemy lines. Thus, the painful events concerning Christians in Iraq are immediately classed as  a “clash of civilizations”. The Pope’s statement on the flight back to Rome cannot therefore be forgotten; he said that the objects of violence in the Middle East are “men and women of various religious minorities, not only Christians, and they are all the same in the eyes of God”. We cannot identify the Christians who have been native to Middle Eastern countries with the West and use them as a pretext “to master populations” by waging “wars of conquest”. BRUSSELS - Lithuania’s foreign minister has said Ukraine will not attack Russia’s “aid” convoy, despite its “illegal” and “provocative” nature.Linas Linkevicius spoke to EUobserver by phone from Kiev on Friday (22 August) after meeting Ukrainian president Petro Poroshenko and foreign minister Pavlo Klimkin.He said he did not discuss the convoy with the two men directly.But he added: “As far as I understand, the Ukrainians are not going to escalate the situation any more … they are not going to attack this convoy”.“We received information from Ukrainian officials that this is really the case - that they are not going to complicate the situation any further. KIEV/DONETSK-IZVARINO BORDER CROSSING Russia (Reuters) - The United States demanded Russia withdraw its equipment and personnel from Ukraine after Moscow sent in a convoy of trucks on Friday in what Kiev called a "direct invasion".NATO said Russian troops had been firing artillery across the border and within Ukraine in a major escalation of military support for pro-Moscow rebels since mid- August, a defacto charge that Russia was waging war on its former Soviet neighbour.Moscow, which has thousands of troops close to the Russian side of the border, warned against any attempt to "disrupt" what it said was a purely humanitarian operation; it did not say what action it might take if the Ukrainian military intervened.The U.S. Pentagon press secretary accused Russia of violating Ukraine's sovereignty. "Russia must remove its vehicles and its personnel from the territory of Ukraine immediately. Failure to do so will result in additional costs and isolation," Rear Admiral John Kirby said in Washington.The United States and European Union have already imposed economic sanctions on Moscow and the Kremlin has retaliated; NATO has deployed extra troops in member states bordering Russia, including the Baltic states and Poland.Ukrainian President Petro Poroshenko described the entry of the trucks without Kiev's permission as a "flagrant violation of international law." RED CROSS DECLINES TO ESCORT

The International Committee of the Red Cross, which both Moscow and Kiev had agreed should supervise the convoy, said it was not escorting it "due to the volatile security situation".The entry of the trucks ran counter to the arrangement agreed with the ICRC and was a clear violation of the border, Sebastien Brabant, spokesman for the European Union's foreign policy chief Catherine Ashton, said.Rasmussen went a step further. "These developments are even more worrying as they coincide with a major escalation in Russian military involvement in eastern Ukraine since mid-August, including the use of Russian forces," he said.Kiev has been using troops, artillery and air power in an attempt to quell a separatist rebellion that broke out soon after Russia annexed the Crimean peninsula from Ukraine in March, after protesters toppled Kiev's pro-Russian president.The last few weeks has seen a string of rebel defeats in a conflict that has killed over 2,000 people.A Reuters cameraman said it had been possible to see inside some of the vehicles on Friday. GENEVA (Reuters) - More than 191,000 people were killed in the first three years of Syria's civil war, a U.N. report said on Friday, and the world body's human rights envoy rebuked leading powers for failing to halt what she branded a "wholly avoidable human catastrophe".U.N. High Commissioner for Human Rights Navi Pillay said war crimes were still being committed with total impunity on all sides in the conflict, which began with initially peaceful protests against President Bashar al-Assad's rule in March 2011."It is a real indictment of the age we live in that not only has this been allowed to continue so long, with no end in sight, but is also now impacting horrendously on hundreds of thousands of other people across the border in northern Iraq, and the violence has also spilled over into Lebanon," said Pillay.Pillay, in a statement issued a week before leaving office, added: "The killers, destroyers and torturers in Syria have been empowered and emboldened by the international paralysis."It is essential governments take serious measures to halt the fighting and deter the crimes, and above all stop fuelling this monumental, and wholly avoidable, human catastrophe through the provision of arms and other military supplies."The report by her Geneva office was based on data from four rebel groups and the Syrian government. They were cross-checked to eliminate duplicates and inaccuracies, including non-violent deaths or alleged victims later found to be alive.It said the number of men, women and children killed in the conflict as of April 30, 2014, totaled at least 191,369. Of them, some 62,000 - both civilians and combatants - were killed in the past year alone, Pillay's spokesman Rupert Colville said.The figure is more than twice the number of deaths documented a year ago and is probably still an under-estimate, Pillay said.

Colville told a news briefing in Geneva that around 5,000 to 6,000 people were being killed on a monthly basis.Men and boys account for the bulk of the deaths but nearly 18,000 women and more than 2,000 children under the age of nine are also among those killed, he said.Assad's government supplied just one set of figures on killings to the United Nations in March 2012, Colville said."We consider their information important because it's a little bit of a different perspective and possibly different groups of people that they focus on," he said, adding they were "almost exclusively military or police".All groups involved in the fighting -- including the government, the army, police, Islamist militants and other opposition groups -- have committed killings, Colville said.The U.N. report said it had excluded from its analysis an additional 51,953 killings that were reported but lacked required information of full name, date and location of death.A further "significant" number may not have been reported by any of the five sources, it added.The highest number of documented killings were recorded in Rural Damascus province, Aleppo and Homs.Pillay repeated her longstanding call on world powers on the U.N. BAGHDAD (Reuters) - Iraqi Shi'ite militiamen machine gunned minority Sunni Muslims in a village mosque on Friday, killing dozens just as Baghdad is trying to build a cross-community government to fight Sunni militants whose rise has alarmed Western powers.A morgue official in Diyala province north of Baghdad said 68 people had been killed in the sectarian attack staged on the Muslim day of prayer. Ambulances took the bodies 60 km (40 miles) to the provincial capital of Baquba, where Iranian-trained Shi'ite militias are powerful and act with impunity.Attacks on mosques are acutely sensitive and have in the past unleashed a deadly series of revenge killings and counter attacks in Iraq, where violence has returned to the levels of 2006-2007, the peak of a sectarian civil war.Lawmaker Nahida al-Dayani, who is from Diyala, said about 150 worshippers were at Imam Wais mosque when the militiamen arrived following a roadside bombing which had targeted a security vehicle. "It is a new massacre," said Dayani, a Sunni originally from the village where the attack happened."Sectarian militias entered and opened fire at worshippers. Most mosques have no security," she told Reuters. "Some of the victims were from one family. Islamic State, which this week released a video showing the beheading of American journalist James Foley, stoned the man to death in Mosul after one of its self-appointed courts sentenced him for adultery, the witnesses said.The parents of Foley, who was kidnapped while covering the Syrian civil war, called on Friday for support to free other foreigners still held by Islamic State fighters."We do pray, we beg the international community to help the remaining hostages," Diane Foley said on MSNBC television. "We just pray that they will be set free," she said after a long conversation with Pope Francis, who the Vatican said called the couple on Thursday afternoon to offer his condolences.The stoning, which happened on Thursday, was the first known instance of the punishment by Islamic State militants in Iraq since it seized large areas of the country in a June offensive. Having poured in from Syria across a desert border that it does not recognise, the movement has declared its own caliphate.Similar stonings by the radical Sunni group have been previously reported in Syria, where it split from al Qaeda. Islamic State is the most powerful rebel group fighting Assad's forces in a civil war which the United Nations said has claimed almost 200,000 lives at the very least.President Barack Obama's decision to authorise air strikes in Iraq for the first time since U.S. troops pulled out in 2011 has helped to slow the militants' offensive. SYRIAN DEATH TOLL DOUBLES

At least 191,369 people have been killed in the Syrian conflict up to April, more than double the figure documented a year ago and probably still an under-estimate, the United Nations human rights office said on Friday.Obama had intended to punish Assad for using chemical weapons in the civil war - charges Damascus denied - but the air strikes were cancelled after a Russian-brokered deal under which Syria surrendered its chemical arsenal.Sources familiar with Syrian government thinking say Assad is wagering that Islamic State's push to reshape the Middle East will eventually force a hostile West to deal with him as the only way to tackle the threat.Western governments which back the uprising have dismissed the idea of rapprochement. But if the United States were to attack Islamic State in Syria, it would find itself - however reluctantly - fighting a common enemy with Assad.British Foreign Secretary Philip Hammond said dialogue with Assad would not advance the Western cause. "We may very well find that on some occasions we are fighting the same people as he is but that doesn't make us his ally and ... it wouldn't be practical, sensible or helpful to even think about going down that route," Hammond told BBC Radio.His Dutch counterpart Frans Timmermans said the fight against Islamic State could be successful only if it was confronted in Syria as well as Iraq.Iraq also faces hard decisions. Kinshasa (AFP) - A fever of unidentified origin has killed 13 people in the northwestern Democratic Republic of Congo since August 11, the health minister said."All 13 people who have died suffered from a fever, diarrhoea, vomiting and, in a terminal stage, of vomiting a black matter," Dr Felix Kabange Numbi said late Thursday.So far, about 80 people who came into contact with the deceased are being monitored at their homes, he added.But a World Health Organization (WHO) official and the medical charity Doctors Without Borders (MSF) said Friday it was too soon to tell whether a haemorraghic fever caused the deaths, while an epidemic of often fatal and highly contagious Ebola raged in west Africa to the north."Many died presenting haemorragic symptoms, but there is also serious malaria that can cause this type of symptom, or typhoid fever," a WHO official based in Kinshasa told AFP, asking not to be named."We're still waiting for biological confirmation to find out what kind of disease this is," said Amandine Colin of MSF, which has teams in the affected territory of Boende, in Equateur province.Samples have been taken to be examined at the National Institute of Biomedical Research as well as a specialised laboratory in Gabon, Numbi said, adding that the results should come within days.The outbreak of the Ebola virus in west Africa is the largest ever and has killed 1,350 people in Liberia, Guinea, Sierra Leone and Nigeria since March, according to the latest data released by the WHO.Ebola was first identified in 1976 in Equateur in the former Zaire, today the DRC. ABUJA, Nigeria (AP) — Two alarming new cases of Ebola have emerged in Nigeria, widening the circle of people sickened beyond the immediate group of caregivers who treated a dying airline passenger in one of Africa's largest cities.The outbreak also continues to spread elsewhere in West Africa, with 142 more cases recorded, bringing the new total to 2,615 with 1,427 deaths, the World Health Organization said Friday. Most of the new cases are in Liberia, where the government was delivering donated rice to a slum where 50,000 people have been sealed off from the rest of the capital in an attempt to contain the outbreak.New treatment centers in Liberia are being overwhelmed by patients that were not previously identified. One center with 20 beds opened its doors to 70 possibly infected people, likely coming from "shadow-zones" where people fearing authorities won't let doctors enter, the U.N health agency said."This phenomenon strongly suggests the existence of an invisible caseload of patients who are not being detected by the surveillance system," the agency said. This has "never before been seen in an Ebola outbreak."The two new cases in Nigeria were infected by their spouses, both medical workers who had direct contact with Liberian-American Patrick Sawyer, who flew into Nigeria from Liberia and Togo and infected 11 others before he died in July. The male and female caregivers also then died of Ebola, Health Minister Onyebuchi Chukwu said Friday.Nigerian officials initially claimed the risk of exposure to others was minimal because Sawyer was whisked into isolation after arriving at the airport. They had previously been under surveillance, meaning they were contacted daily to see if they developed any symptoms, but their movements were not restricted. Dozens of animals poisoned in South African game park-AFP-AUG 22,14-YAHOONEWS

Port Elizabeth (South Africa) (AFP) - South African wildlife authorities said Friday they have found dozens of dead jackals at a popular game park in the country's "worst" ever incident of poisoning.Game rangers have found over 40 dead animals, mostly jackals, but also mongeese, foxes and crows in the Addo Elephant National Park, and many more are feared dead.The motive of the killings are not known, but authorities suspect foul play and have launched an investigation to try to find the culprits."This is the worst incident of malicious poisoning of animals inside any national park in South Africa," the park's conservation manager John Adendorff told AFP."So far we have found 36 jackals, three crows, two yellow mongoose and two bat-eared foxes."Jackals have in the past been found caught in wire snares amid complaints by local farmers that they prey on their sheep and goats."We think there are some people who think jackals don't play any role (in nature)," said Adendorff.Warders are still scouring the vast 186,000 hectare (460,000 acre) national park, which is roughly the same size as the tourist Indian Ocean island of Mauritius."We believe there are still many more animals lying dead in the national park," which is close to the southern coastal city of Port Elizabeth.Adendorff said laboratory tests have confirmed that the animals ingested methomyl, a highly toxic pesticide.Many more animals are expected to die through secondary poisoning."If other animals eat the dead carcasses, they will die also," he said, adding that the poison stays in the soil for up to 90 days so could claim more lives.The loss of the animals is "priceless, it will take long to recover," he said.

Palestinian victims describe being used as shields by Hamas

Members of a Gaza family whose farm was turned into a "fortress" by Hamas fighters have reported that they were helpless to stop Hamas from using them as human shields. They described how for years Hamas has used their property and homes as shields for military installations from which to launch rockets into Israel, dig tunnels and store arms. Rocket sirens on Thursday night were sounded just ten minutes before 9 p.m. in Modi'in, as well as several communities in Samaria, and the Shfela lowland region between the Jerusalem hills and the coast.Reportedly, a rocket was shot down by the Iron Dome anti-missile defense system over Modi'in, about 25 minutes' drive from Jerusalem, but residents of Jerusalem reported hearing several booms, indicating there may have been more than one rocket fired at the region.Hamas's "military wing," the Al-Qassam Brigades, took credit for the attack, saying they had fired a domestically produced M-75 long range rocket towards Modi'in.The attack came only a short time after five rockets were fired at Be'er Sheva where a man in his forties was hit by a car while running for shelter. Palestinian Media Watch (PMW) exposed and translated the interview."OK, brother, here is the occupation, am I stopping you from slaughtering a settlement? No one is stopping anyone...our political decision is resistance in the occupied territories in order to bring an end to the occupation [using] all forms of resistance," Rajoub said.Rajoub opened by saying "I'm telling everyone: Fatah has decided that our relations with the Israelis are relations between enemies. There is no kind of coordination between the Israelis and us." Apparently he was referring to the coordination between the PA security forces and Israel.The comments are especially meaningful because Rajoub holds a close relationship with PA Chairman Mahmoud Abbas. In February, Rajoub made an official trip to Iran as Abbas's representative, where he said "if the talks fail, armed struggle against (Israel) could be a strategic solution."Fatah's "military wing," the Al-Aqsa Martyrs' Brigades, this month announced a full return to terrorism, declaring "open war" on the Jewish state. Those calls have already been acted on in several shooting attacks and attempts at such attacks.Just two weeks ago, the group falsely claimed to have murdered 11,000 Israelis, and has likewise called for the ethnic cleansing of Jews from Israel.Fatah's position is in line with the Palestine Liberation Organization (PLO) charter of 1968, which calls for "armed struggle" and "armed revolution," declaring "armed struggle is the only way to liberate Palestine," and calling on local Arabs to "be prepared for the armed struggle." According to the daily, Noa, in Yam Tethys, rests in a largely depleted gas field.The claim, while false, marks yet another attempt by Hamas to win in the economic and PR war against Israel.While Hamas has peddled its false claims over "civilian casualties" in Gaza to international media and human rights organizations for the PR side of its offensive, the terror group has teamed up with the Palestinian Authority (PA) to promote economic sanctions as well.Hamas has falsely claimed before to have hit Ben-Gurion airport, sparking flights to Israel to be stopped for several days and a worldwide scare on traveling to the Jewish state. Amos Yadlin, former chief of Israel's military intelligence and head of Tel Aviv University's INSS think-tank, said Israel, which was engaged in indirect ceasefire talks with Hamas in Cairo until Tuesday, had now changed its game plan."The prime minister has adopted a strategy which says, 'You shoot at us, we'll hit you seven times harder, you want attrition? We have intelligence and an air force that will crush you with greater force'," he told Israel Radio.however, Israel's ultimate goal could still be a diplomatic deal to end the hostilities, Yadlin said."Even the crazy extremists in Hamas understand time is not on their side and this is what we need to do - military activity aimed at an eventual diplomatic outcome," he said.Shin Bet said Abu Shammala headed Hamas's southern command and it described al-Attar as a brigade commander. It said both had been leading fighting against Israel in the south of Gaza, where some of the most intense combat has occurred.Egypt has said it will continue contacts with both sides, whose delegates left Cairo after hostilities resumed. Yet there appears to be little chance in the current circumstances of putting an end to fighting or making progress on peace talks.Netanyahu said fighting could go on for a long while and provisionally approved the call-up of 10,000 army reservists."This will be a continuous campaign," he told reporters.
Hamas has said it will not relent until the Israeli-Egyptian blockade on the Gaza Strip is lifted. Both countries view Hamas as a security threat and are reluctant to make sweeping concessions without guarantees weapons will not enter Gaza.The commanders targeted on Thursday were the most senior Hamas men killed since November 2012, when the assassination of military chief Ahmed al-Jaabari triggered an eight-day cross-border war. Occupied Palestine, 20 August 2014 — On behalf of Palestinians everywhere, the Palestinian BDS National Committee (BNC) expresses its deep solidarity with the African American community of Ferguson, Missouri in the aftermath of the murder of unarmed teenager Michael Brown by a police officer on August 9th. We convey our condolences to Brown’s family and friends and to all minority communities struggling to end the still-entrenched system of racism, racial discrimination and disenfranchisement.In response to the people’s demands for justice for Michael and an end to police brutality against African Americans, police in Ferguson have shamefully launched a militarized attack against unarmed protestors. Heavily deploying tear gas and rubber bullets, police tactics partially reflected the training that some of the law enforcement agencies involved in Ferguson had received from Israeli security forces in recent years, as revealed in media reports.We recognize those tactics being used in Ferguson and the mentality behind them. The dehumanization of the victim, the corporate media distortions of the realities, the obfuscation of the root causes of the protests, and the methods of unbridled violence and control being used by security forces are all too familiar to Palestinians living under Israel’s decades-old occupation. Indeed, Israel’s dehumanization of Palestinians, particularly the 1.8 million living in the world’s largest open-air prison in Gaza, paved the way for the current massacre being perpetrated by the Israeli army. How else can Israel rationalize its murder of more than 470 Palestinian children and the obliteration of entire families in Gaza by air, sea and land bombardment? We recognize that Michael Brown’s murder is part of a system that claims the mantle of some “Anglo-American civilization” while stereotyping and endangering African Americans, especially young men, based on their race. U.S. racial justice and labor activist Bill Fletcher Jr. comments on the wider context of the Ferguson repression saying, “The racial terror against African Americans seeks to ensure that we remain immobilized and disorganized.” But our sisters and brothers in Ferguson have not been intimidated by this terror; they have shown the world their inspiring capacity to mobilize and self-organize in empowering actions against repression, for social and economic justice, for equal rights, and for a dignified future. Michael’s death has been met with outrage and anger among the people of Palestine struggling for freedom, justice and equality. We strongly believe that the oppressed of the world must stand united in the face of racism, racial repression and injustice. Together we can prevail. Together we shall prevail.

St. Louis Medical Examiner SLAMS Brown Family Hire-The Daily Caller-AUG 21,14-YAHOONEWS

The chief medical examiner of St. Louis County, who performed the first autopsy on Michael Brown after he was shot on Aug. 9, says that she is concerned by one of the men hired by the Brown family to conduct its own exam.“I can tell you absolutely that I find what Parcells does to be abysmal,” Dr. Mary Case told The Daily Caller when asked about Shawn Parcells, a Kansas-based forensic pathologist assistant. He has been accused in the past of fabricating his job title and of conducting autopsies without a license.Parcells, along with Dr. Michael Baden, was hired last week by the Brown family to conduct an independent private autopsy. They did so, they said, because they did not trust local authorities to conduct a thorough investigation into Brown’s police shooting death.The team released its results on Monday and determined that Brown was shot at least six times.One crucial determination was the trajectory of the bullet that killed Brown. Parcells explained to TheDC earlier this week that the bullet was traveling in a back to front direction, indicating that Brown was bent over in some fashion when he was struck.The location of Brown’s head when he was shot is sure to figure prominently in the investigation. The Brown family and many across the U.S. believe that Brown was “executed” by Ferguson, Mo. police officer Darren Wilson in broad daylight. Wilson reportedly claims he shot Brown in self-defense.But Mary Case, along with a number of other medical examiners and pathologists have been heavily critical of Parcells.“He is doing forensic autopsies which may send someone to prison, and he is not a physician much less a forensic pathologist,” she told TheDC, adding that forensic pathologists and medical examines throughout the U.S. “are shocked by this man and how bold he is to do what he does.”“No one stops him,” she said.Case said that Baden, 80, “is an excellent forensic pathologist.” At a press conference Monday, Baden said the same thing about her.
But Case claims that Baden was unaware of what she called Parcells’ “baggage.”“Dr. Baden did not know about Parcells’ baggage or he would not have become associated with him,” Case told TheDC. “His association with Parcells is very unfortunate.”Asked whether she is concerned that Parcells’ shortcomings are an issue in the Brown autopsy, Case said, “Of course I do.”Parcells operates National Forensic Autopsy & Tissue Recovery Services out of Overland Park, Kan.Forensic pathologist Dr. Erik Mitchell complained to a Kansas City news station earlier this week that Parcells is working without a license.And Dr. Thomas Young, the former medical examiner of Jackson County, Mo., told the station that Parcells was misrepresenting himself when he said Young was his mentor. “He has been representing himself in a way that is not appropriate by giving forensic pathology opinions when he is not qualified to do so,” Young told the station.Told of Case’s criticism, Parcells told TheDC, “Oh, I’m not surprised.”“She hasn’t liked me for a really time. So, whatever. I don’t know what else to say other than that.”Parcells told TheDC that the others who have accused him of improperly conducting exams “are just jealous.”Parcells explained how he was hired on to help with the Brown autopsy. He said that he received an email from the Brown family attorneys last week. He told TheDC that it was his understanding that Baden was contacted separately.Parcells told the attorneys that he would like to help with the autopsy. After Baden was brought on, Parcells said he asked if his assistance would be needed. He was told that Baden said he would be “delighted” to have Parcells’ help.Baden, who is a well-regarded pathologist, did not hand-pick Parcells. But Parcells told TheDC that he discussed with Baden some of the complaints that have been leveled against him in the past. Parcells said Baden told him not to worry about his detractors. Baden could not be reached for comment.Parcells provided a mixed picture of just how much input he had on the Brown autopsy.On the one hand, he downplayed his role; on the other, he said that Baden felt he contributed greatly to the investigation.“He felt that I was very instrumental in the investigation and very instrumental in helping him with his analysis,” Parcells told TheDC.But, he said, “at the end of the day, I was assisting Dr. Baden.”At Monday’s press conference when the autopsy results were released, Parcells presented the findings to the audience. Asked why he gave the explanation and not Baden, Parcells said that Baden felt he was a more concise speaker.The results of Case’s autopsy have not been released. The Justice Department ordered its own exam as well, but those results have not been released either.

Vatican City-Pope Francis launches another appeal to ask that “all means be used to solve the humanitarian crisis” in Iraq, in a letter signed on the 8th of August and delivered in the past few days to the Iraqi President Fuad Masum by Cardinal Fernando Filoni, the Pope’s personal envoy in the Middle Eastern country. In the letter, the Argentinean Pope reiterates his “pain” for “the brutal suffering of Christians and other religious minorities”. Cardinal Filoni, who arrived back in Rome last night, was received in an audience with the Pope today, in order to report on the mission.“I address you with a heart full of pain as I follow the brutal suffering of Christians and other religious minorities, who are forced to leave their homes while their places of worship are destroyed”, writes the Pope in the letter that was published today by the Presidential office in Baghdad. “In this context, I have asked Cardinal Filoni”, who has already been the apostolic nuncio in Iraq for John Paul II and was later in the service of Benedict XVI, to “come to Iraq to express worry, mine and of the whole Catholic Church, for the suffering of those whose only desire is to live in peace, harmony and freedom in the land of their ancestors.” After remembering the efforts of the last few years to set Iraq on the track of peaceful coexistence, whereby members of religious minorities are considered citizens on the same level as others, “I renew my appeal to all men and women who hold political responsibilities”, writes the Pope, “so that they use all their means to resolve the humanitarian crisis.” The Pope adds that “in these tragic moments, I ask His Excellency to receive Cardinal Filoni as my personal envoy, expressing my gratitude for all that the Iraqi people can do to alleviate the sufferings of their brothers and sisters”.It was the same Prefect for the Congregation for the Evangelization of Peoples (Propaganda Fide) who announced, in the past days, that he has delivered the Pope’s letter on the occasion of his meeting with the Iraqi president. He told Vatican Radio on the 19th of August that “the meeting was very friendly. I was accompanied by the Chaldean Patriarch Sako, the apostolic nuncio and Monsignor Warduni. I delivered the letter, which the President will then answer to. I have spoken about my experiences in these days and highlighted that my visit was not political, but rather humanitarian, on behalf of the Holy Father, and that is the reason why my first destination was Ebril, where the situation in Kurdistan is still very critical, and then to Baghdad where I would have this meeting”. Filoni explained that “the Holy Father, before situations of such serious emergency, does not hold back when there is a possibility to intervene, in order to highlight how much he takes the situation of these poor people at heart. The situation here in Iraq is not only a tragedy for the Iraqi population, for our Christians or for the Yazidi, but it also concerns all men and women who care about humanity”. Cardinal Filoni had left for Iraq on the 12th of August.After the audience that the Pope granted him this morning, Cardinal Filoni , who came back from Baghdad yesterday, has told Vatican Radio in the early afternoon that "the Pope wanted to welcome me immediately, showing his sensitivity, to learn directly from me what I have seen and heard after visiting our Christians and the Yazidi in Iraq this week. The Pope was very attentive; he preferred to listen and allowed me to speak a length, obviously taking to heart all the situations I told him about: the expectations of our Christians, the worries and the plans of the Church. He learned with pleasure about the course of action that was taken by the local Church. I can say that the meeting was good; the Holy Father was very attentive and participative towards what I told him." According to the Prefect for Propaganda Fide, "our Christians, many of whom would like to go back, wish to see that the villages, if they were to return to them, have a safety belt; they ask that it be organised internationally if possible, so that it can guarantee their ability to lead a normal life again".Fides, the news agency of Propaganda Fides itself, reports moreover that the Kurdish leader Massud Barzani, the President of the Iraqi Kurdistan Region, announced that the government of the autonomous Region in the North of Iraq is ready to open its doors to the Christian volunteers among the Kurdish armed forces, equipping them with the means to create self-defense contingencies in their villages and defend themselves against the Jihadist militias of the Islamic State (IS). Barzani received Cardinal Filone on the 14th of August.

BRUSSELS - Scotland’s EU membership “is not in any serious doubt” if the country votes for independence, according to new research by constitutional experts.Published on Wednesday (20 August), the report by Edinburgh University professor Stephen Tierney and Katie Boyle, a constitutional lawyer, on behalf of the UK’s Economic and Social Research Council examines the legal questions facing an independent Scotland.It says that “the accession of an independent Scotland to the European Union is not in any serious doubt”, even in the likely event the new country is unable to finalise its membership terms in the 18-month window between the 18 September referendum and the Scottish government’s planned declaration of independence in March 2016.“In the event that formal accession has not been secured by Independence Day, it is likely that temporary provisions will be put in place to ensure that the rights and obligations arising from the EU treaties will continue to apply to Scotland in the interim period,” the report adds.Scots go to the polls on 18 September to decide whether to split from the UK.With less than a month to go, the Better Together campaign, which wants Scotland to remain part of the UK, holds a 10 point lead, but the gap has closed in recent month.The report’s findings will be a welcome bump for pro-independence campaigners.The Scottish Nationalist government has claimed it will be able to re-negotiate its EU membership from inside the 28 country bloc by using Article 48 of the EU treaty.Meanwhile, the Better Together campaign, which opposes independence, has seized on remarks by Jose Manuel Barroso, the outgoing president of the European Commission, who earlier said Scotland would not receive special treatment and would have to go through the formal accession procedure used by all previous applicants. Whichever route Scotland takes would require the consent of all EU member states, a process which Barroso described as “extremely difficult, if not impossible”, since other countries, such as Spain, are reluctant to avoid the precedent of breakaway provinces joining the bloc.The Spanish government is currently battling plans by Catalonia to hold a referendum on its own independence in November.For its part, Wednesday’s report notes that while Article 48 offers a "plausible route to [Scotland’s] membership depending upon the political will" of the EU, a formal, Barroso-type application is the more likely option. Pro-Union campaigners have also said Scotland would lose its share of the UK’s €3 billion per year rebate from the EU budget and would receive lower agricultural subsidies.But the Nationalists have dismissed these claims as “scaremongering”, noting that UK prime minister David Cameron’s plans to hold a referendum on EU membership in 2017 pose the biggest threat to Soctland’s EU status.

Monrovia (AFP) - Two American missionaries who contracted Ebola while treating patients in Liberia have left hospital after making a full recovery, doctors said on Thursday, as authorities in the west African nation struggled to deal with their dead.Doctors Kent Brantly, 33, and Nancy Writebol, 60, caught the disease in Monrovia in the midst of an outbreak that has killed 1,350 people since March in Guinea, Liberia, Nigeria and Sierra Leone.The pair were given experimental drugs before being airlifted back to the United States, where they have been treated at a hospital in Atlanta for the last three weeks."The discharge from the hospital of both these patients poses no public health threat," said Bruce Ribner, director of Emory Hospital's Infectious Disease Unit.The news of their recovery came as west African countries intensified their efforts to contain the worst-ever outbreak of the disease ahead of the arrival of the UN's top Ebola official in the region.Senegal closed its land borders with Guinea on Thursday, the interior ministry said.The borders with Guinea, where the virus has killed 396 people, had been sealed earlier this year during an initial stage of the outbreak but Senegal re-opened them in May after the government thought it was under control.Liberia, which has seen the biggest toll in this epidemic with 576 deaths, has witnessed chaotic scenes in recent days following a surge in cases.The Red Cross said the crematorium in the capital Monrovia was struggling to deal with the dozens of bodies being brought in each day.Crematorium workers were having to return corpses to a hospital in the city because they "did not have the capacity to cremate all the bodies", Fayah Tamba, the head of the charity's Liberian office, told a local radio station.Her comments came a day after troops used tear gas to disperse protesting crowds after President Ellen Johnson Sirleaf ordered a nightime curfew and quarantine zone in Monrovia's West Point slum and Dolo Town, to the east of the capital.

Guinea, where the outbreak first appeared earlier this year, sent more than 100 doctors and volunteers to its borders with Sierra Leone and Liberia to monitor people crossing the border for symptoms.The death toll from the epidemic now stands at 1,350 after a surge of 106 victims in just two days, most of them in Liberia, according to the World Health Organization (WHO).The UN's new pointman on Ebola arrived in the region on Thursday for a visit aimed at shoring up health services there, many of which have only recently emerged from many years of devastating conflict.David Nabarro, a British physician appointed last week by UN Secretary-General Ban Ki-moon, said he would focus on "revitalising the health sectors" in affected countries.Nabarro was due to visit Monrovia, Freetown, Conakry and Abuja as part of his overall mission to coordinate the global response to the crisis.Authorities have been hampered in their fight against Ebola by the death of several top health officials and numerous frontline doctors to the virus.A doctor who treated Nigeria's first Ebola patient was named among the dead on Tuesday, taking the death toll in Africa's most populous country to five. Other countries have also lost top health professionals.

- 'Encouraging signs' -

Fears that the virus could spread to other continents have seen flights to the region cancelled, and authorities around the world have adopted measures to screen travellers arriving from affected nations.South Africa on Thursday issued a ban on non-citizens travelling from Guinea, Liberia and Sierra Leone, which it labelled "high risk countries".But despite the rising death toll, WHO spokeswoman Fadela Chaib this week noted "encouraging signs" in Nigeria and Guinea, where prevention measures and work to trace lines of infection were starting to take effect.The Nigerian outbreak has been traced to a sole foreigner, a Liberian-American who died in late July in Lagos. All subsequent Nigerian victims had direct contact with him.In Sierra Leone, where 374 people have died, the outbreak has also been traced back to one person: a herbalist in the remote eastern border village of Sokoma.No cure or vaccine is currently available for Ebola, which is spread by close contact with body fluids, meaning patients must be isolated.Given the extent of the crisis, the WHO has authorised largely untested treatments -- including ZMapp and the Canadian-made VSV-EBOV vaccine, whose possible side effects on humans are not known.Three doctors in Liberia who had been given the experimental US-made ZMapp are reportedly responding to the treatment.Ireland's health service meanwhile said authorities were testing a "suspected case" after a person who travelled to an affected area in Africa was found dead.The case is in Donegal in northwest Ireland. Test results are expected late on Friday.

Drought hits food supplies in Central America-Associated Press-AUG 21,14-YAHOONEWS

GUATEMALA CITY (AP) — Central America is having one of its worst droughts in decades, and experts warned Thursday that major farm losses and the deaths of hundreds of cattle in the region could leave hundreds of thousands of families without food.The agricultural losses are largely in corn and beans, basic staples of the region's diet, the United Nations' World Food Program and the Food and Agriculture Organization said in a joint statement."The impact of the prolonged heat wave is having on nutrition and food security in parts of El Salvador, Guatemala, Honduras and Nicaragua is very worrisome," the agencies said.The food agencies said the situation needs to be addressed immediately or what is already a food crisis could worsen in the coming months.In Guatemala, about 170,000 families lost almost all of their crops, while in El Salvador crops have completely been lost in two-thirds of the country.In Nicaragua, where the drought has killed more than 2,500 cattle and left 600,000 people in a state of malnutrition, the government is asking international food agencies to help it feed 100,000 families in parched areas.Nicaragua's Institute of Territorial Studies says it is the worst drought since 1976. Prices for corn and beans have quadrupled since May In the country of 5.9 million people."There are communities that have no water to drink because of the drought, much less to grow food. We're letting poor people die of hunger. There isn't (food) production or assistance," said the Rev. Elias Barrera, director in Nicaragua for the Roman Catholic charity organization Caritas.
