The Ministerial Committee for Legislation on Sunday voted down MK Miri Regev’s (Likud) bill that called for Israel to annex all of Judea and Samaria.Only the two ministers from the Jewish Home who are on the committee, Uri Ariel and Uri Orbach, voted in favor of the proposal.The remaining members of the 13-member committee all voted against the bill. These include four ministers from Regev’s Likud party: Gideon Saar, Gilad Erdan, Limor Livnat and Yuval Steinitz.Regev announced last week that she intends to bring forward the bill that would have Israel apply Israeli sovereignty over Judea and Samaria. She made the announcement at the “Mothers’ Vigil” which was established outside Prime Minister Binyamin Netanyahu's residence.Regev’s bill stipulated that the state would no longer be able to impose a limit on construction in Judea and Samaria for political reasons, unless this limit is approved by the Knesset.In the explanatory notes that accompanied the bill, Regev said that its purpose is to prepare Israel for the possible scenario of a unilateral announcement by the Palestinian Authority that it has established a Palestinian state in Judea and Samaria."It is fitting that Israel remove itself of responsibility and control of the Palestinian communities in Judea and Samaria, and yet not abandon communities in these areas where there is a Jewish majority,” she wrote.Speaking after the Ministerial Committee rejected the bill, Regev expressed disappointment that "ministers from the Jewish Home supported the bill and ministers from the Likud voted against it, although the law is part of the constitution of the Likud."“It is disappointing to find out that even when the Likud is in power someone else is running it. I will continue to fight for the wholeness of the land and the wholeness of the people of Israel,” she added.Regev was recently successful in passing a bill that would annex the Jordan Valley and place it under full Israeli sovereignty. The bill passed in the Ministerial Committee for Legislation, despite objection by Justice Minister Tzipi Livni, who attacked the ministers who voted for the bill, and called it “an irresponsible proposal that will harm Israel and isolate it.”At the same time, the bill has since been frozen because Livni, who heads the Ministerial Committee for Legislation, filed an appeal against it.

US Secretary of State John Kerry sought but failed to get backing from President Barack Obama to confront Israel over its objections to his peace proposals, and therefore his bid to try impose terms for peace on Israel and the Palestinians has “pretty much collapsed,” an Israeli TV report claimed on Sunday night.

Citing unnamed sources close to the negotiations, Channel 10 news said that Kerry, who had hoped to impose a binding “framework” agreement on the two sides, covering all the key core issues for a peace agreement, sought Obama’s “political backing for confrontation primarily with Israel,” but got the presidential cold-shoulder. It was deemed that now was “not the time for such moves” for the president, the report said.

As a result, Kerry’s effort to put together a substantive framework agreement “has pretty much collapsed for now.”There was no independent confirmation of the report.The document the secretary is finalizing, the TV report said, still includes clauses providing for a Palestinian state based on the pre-1967 lines and for recognition of Israel as a Jewish state. But its formulation regarding Jerusalem, a “very problematic” clause for Israel’s Prime Minister Benjamin Netanyahu, is “amorphous,” the report said.Critically, the report noted, the status of the framework accord is no longer to be binding on the sides.The emerging framework document is so unthreatening even to Israeli hardliners that it is unlikely to prompt any kind of coalition crisis, the TV report said.Kerry himself said in a Washington Post interview published Saturday that Netanyahu and Palestinian Authority President Mahmoud Abbas would have a chance to “express reservations” over the framework agreement, adding that such caveats provide “the only way for them to politically be able to keep the negotiations moving… For them as leaders to be able to embrace an endgame, they need to have the right to be able to have some objection.”Sunday night’s TV report said that Kerry’s intention was that the framework agreement, however emptied of substance or authority, would govern talks that would continue for the rest of the year. Fatah has begun studying the legal mechanisms for nominating a deputy to PA President Mahmoud Abbas, a party official said on Saturday.Central Committee member Abbas Zaki told the Chinese news agency Xinhua that five members of the committee were selected to study the constitutional requirements for the new position.“There is a consensus within Palestinian leadership regarding the need to nominate a deputy to the president, given the dangers facing the Palestinian issue and the attempts to draft a constitution and [create] legal frameworks for the future Palestinian state,” Zaki told Xinhua.Yasser Arafat, the first chairman of the Palestinian Authority, never nominated a deputy. But international pressure exerted on him following the violent upsurge of the Second Intifada forced Arafat to nominate Fatah veteran Mahmoud Abbas as the first Palestinian prime minister in March 2003, serving as his de facto deputy.Despite his ailing health, 78-year-old Abbas has not nominated a deputy either. Abbas has unilaterally extended his term as president since January 2009 amid a political schism with rival movement Hamas, revolving around — among other issues – the arrangements of new presidential and parliamentary elections.

According to the Palestinian Basic Law, if the president is to become incapacitated, the speaker of the Palestinian parliament must fill the position pending new elections to be held within 60 days. The current speaker of parliament is Hamas member Aziz Dweik, a fact adding to Fatah’s angst over the day after Abbas.Palestinian media interpreted statements by the Israeli chief negotiator, Justice Minister Tzipi Livni, late January whereby Palestinians will “pay the price” for Abbas’s “unacceptable positions” as a veiled Israeli threat on the president’s life.Zaki said that Fatah’s decision to nominate a deputy to Abbas had “nothing to do with the Israeli threats directed personally at President Mahmoud Abbas.”

Obama and the Jewish Right to Pray on the Temple Mount

I caught the remarks of Barack Obama, President of the United States, spoken at the National Prayer Breakfast event at the Washington Hilton in Washington, D.C.thanks to IMRA.
He noted that
...as Americans, we affirm the freedoms endowed by our Creator, among them freedom of religion.  And, yes, this freedom safeguards religion, allowing us to flourish as one of the most religious countries on Earth, but it works the other way, too -- because religion strengthens America.  Brave men and women of faith have challenged our conscience and brought us closer to our founding ideals, from the abolition of slavery to civil rights, workers’ rights.and continued I’ve felt the love that faith can instill in our lives during my visits to the Holy Land and Jerusalem -- sacred to Jews and Christians and Muslims...I’ve felt the compassion of so many faith leaders around the world...Yet even as our faith sustains us, it’s also clear that around the world freedom of religion is under threat.  And that is what I want to reflect on this morning. and he emphasized:We sometimes see religion twisted in an attempt to justify hatred and persecution against other people just because of who they are, or how they pray or who they love.  Old tensions are stoked, fueling conflicts along religious lines...even though to harm anyone in the name of faith is to diminish our own relationship with God.  Extremists succumb to an ignorant nihilism that shows they don’t understand the faiths they claim to profess -- for the killing of the innocent is never fulfilling God’s will; in fact, it’s the ultimate betrayal of God’s will.Today, we profess the principles we know to be true.  We believe that each of us is “wonderfully made” in the image of God.  We, therefore, believe in the inherent dignity of every human being -- dignity that no earthly power can take away.  And central to that dignity is freedom of religion -- the right of every person to practice their faith how they choose, to change their faith if they choose, or to practice no faith at all, and to do this free from persecution and fear...promoting religious freedom is a key objective of U.S. foreign policy.  And I’m proud that no nation on Earth does more to stand up for the freedom of religion around the world than the United States of America.  (Applause.)
And then, he noted.

...THE PRESIDENT:...As we support Israelis and Palestinians as they engage in direct talks, we’ve made clear that lasting peace will require freedom of worship and access to holy sites for all faiths.  I want to take this opportunity to thank Secretary Kerry for his extraordinary passion and principled diplomacy that he’s brought to the cause of peace in the Middle East......And in contrast to those who wield religion to divide us, let’s do more to nurture the dialogue between faiths that can break cycles of conflict and build true peace, including in the Holy Land.That's clear to me: President Obama supports Jewish prayer on the Temple Mount.Thank you, Mr. President.Mr. Secretary of State, John (the Dodger of Bullets) Kerry, is that part of your solution?  Forget the Klingons.  Think of the Jews.

These students’ enlistment was postponed by Defense Minister Moshe Ya'alon until the new law is in place.The hareidim, who object to forced enlistment as it is, responded to the decision by launching protests against it. Adding fuel to the fire was Finance Minister Yair Lapid's decision to retroactively cut funding for all yeshivas.Shaked has said the Court’s ruling is meaningless as the yeshivas already received funding for February, and the new law should be ready in time for funding in March.Lapid, meanwhile, has called for the new draft law to include criminal sanctions on hareidim who evade draft, threatening to leave the coalition if such sanctions are not included in the law.Responding to Lapid’s threats, Deputy Education Minister MK Avi Wortzman (Jewish Home) pointed out on Sunday that Lapid is committed to a coalition agreement which explicitly states that there will be no criminal sanctions against draft evaders.Hareidi MKs have declared that they intend to fight to ensure that the new draft law does not pass. They also welcomed Lapid’s threats to leave the coalition, saying, “We would be happy if Lapid resigns as soon as possible so that we can stop the terrible damage that he has already done ​​since taking office.”

Oldest star' found from iron fingerprint

The star catalogues list it by the number of SMSS J031300.36-670839.3."The telltale sign that the star is so ancient is the complete absence of any detectable level of iron in the spectrum of light emerging from the star," Keller said in an email exchange with AFP about the study.The Big Bang gave rise to a Universe filled with hydrogen, helium, and a trace of lithium, he explained.All the other elements that we see today were forged in stars, which are born in clouds of gas and dust bequeathed by supernovae -- huge stars that explode at the end of their life.This endless recycling process has yielded an intriguing tool for astrophysicists.One way of determining stellar age is iron, whose content in a star enriches with every successive birth.Thus the lower the iron content in a star's light spectrum, the older it is."The iron level of the Universe increases with time as successive generations of stars form and die," said Keller."We can use the iron abundance of a star as a qualitative 'clock' telling us when the star was formed."In the case of the star we have announced, the amount of iron present is less than one millionth that of the Sun and a factor of at least 60 times less than any other known star. This indicates that our star is the most ancient yet found."The star was discovered using the Australian National University's SkyMapper telescope, which is carrying out a five-year survey of the southern sky.The progenitor of the star was material from a low-energy supernova, from a star whose mass was roughly 60 times that of the Sun, according to the paper, published in the journal Nature.Previous sweeps of the sky have turned up four other stars with similar very low iron content, which suggests that these kind of supernovae played a vital role in creating stars, and then galaxies, in the early Universe, it said.

ECB overstepped its mandate, German top court says

Berlin - Germany's Federal Constitutional Court on Friday (7 February) for the first time in its history referred a case to the EU's top judges - with the final ruling key to the future stability of the eurozone.

The case concerns the European Central Bank's (ECB's) controversial bond-buying proposal, a not-yet activated scheme announced in September 2012, which is largely considered to be the main reason why the euro-crisis has stabilised.The German court said that the bank overstepped its mandate when promising to buy as many government bonds as necessary to stabilise the euro, known as Outright Monetary Transactions (OMT).“Subject to the interpretation by the Court of Justice of the European Union, the Federal Constitutional Court considers the OMT Decision incompatible with primary law,” the Karlsruhe-based court said in a statement.It added, however, that a different ruling could be issued by the ECJ, "if the OMT decision could be interpreted as in conformity with primary law."The German judges argue that the ECB overstepped its mandate because it promised to engage in what can be considered government financing, even if the bonds would not bought directly from the governments, but from traders.According to EU law, the ECB is forbidden to directly fund governments.But, if the OMT scheme was applied "restrictively" with a series of caveats - particularly that bond purchases are "limited" - it could be deemed legal, the German court said.The case had been brought to the Karlsruhe court by the German Central Bank (Bundesbank), who opposed the scheme from the very beginning.“The ECB takes note of the announcement made today by the German constitutional court,” the ECB said in a statement.“The ECB reiterates that the OMT programme falls within its mandate,” it added.A similar statement was made by the European Commission, where a spokesman on Friday said the EU executive is "confident" that the OMT is legal.The parts of the constitutional challenge referring to Germany's participation in the eurozone bailout fund (ESM) will be ruled upon on 18 March.As for the OMT final ruling, Karlsruhe will wait until the ECJ pronounces its verdict - a process which could take up to 16 months."It does not happen a lot that the German Constitutional Court passes sensitive decisions on to the European level," ING Bank's chief economist Carsten Brzeski said in an emailed statement."Today’s announcement therefore could either be a sign that the Court has reached its legal limits on European issues or that the issue is so tricky and touchy that it is better to pass it on," he added.While the "fear factor" that Karlsruhe may repel OMT has been "clearly reduced," Brzeski warned that it is "not a given" that the ECJ will rubber-stamp the scheme.The euro fell slightly on the news against the US dollar, the British pound and the Swiss franc.

Outgoing EU commissioners plan 'legacy' booklet

BRUSSELS - A booklet describing the good works of EU commissioners is to be launched before the European elections in May, according to a letter leaked to this website.“Wherever possible, we should try to use pictures instead of text to convey our messages,” writes European Commission President Jose Manuel Barroso, in a letter sent on Thursday (6 February) to his team of commissioners.The second Barroso commission, which started in 2010 and ends later this autumn, wants to be remembered for its achievements in helping the EU emerge stronger from the crisis and for helping EU citizens.“We have a great story to tell and we should put our unique contribution to record,” says Barroso.The promotional material will appear in future historical volumes about the European Commission and on the commissioners’ respective websites “in a way which also conveys the collegial nature of these achievements.”"All the contributions [can be put] together in a booklet that will be made widely available," he writes.“Any idea of how to use this product further will, of course, be most welcome."The letter, which sets out preliminary agenda items for the college discussion on 19 February, asks each commissioner to draft an “own record of achievement” document no longer than five pages in length complete with a photo.“You are best placed to do this directly but [vice-president] Viviane [Reding] and DG COMM [the commission’s PR department] will also be happy to help and advise, in particular on presentation and production,” writes Barroso.The commissioners are asked to use “accessible language” to describe their three best achievements.They are also asked to make themselves available for interviews which can be used as contributions to a future European Commission historical volume. A book covering the period from 1973 to 1985 is already prepared for publication in May.
“The historians have benefitted greatly from the personal memoirs and recollections of our predecessors. Parolin lays out his roadmap for diplomacy

Andrea Tornielli vatican city “The Pope is the Holy See’s number one diplomatic “agent”. He proved himself to be a vigorous diplomat in the Syrian crisis. This made him an authoritative and sought-after voice internationally,” the Vatican Secretary of State, Pietro Parolin said this during an interview with Italian Catholic news daily Avvenire, published in today’s issue. Parolin, who will be created cardinal in just a few days time, talked about the current international situation, the reform of the Roman Curia, the role of the Commissions for Reference, the Vatileaks scandal and the “pastoral conversion” Pope Francis has asked the whole Church for. “The tasks and objectives of papal diplomacy – Parolin explained – are those which the Pope outlined in his first meeting with the various ambassadors to the Holy See in March 2013: to build bridges in order to promote dialogue and use negotiation as a means to solve conflicts, spread fraternity, fight against poverty and build peace. The Pope has no other “interests” or “strategies” and neither do those who represent him abroad ... In a diverse world which risks being divided – he continued – Vatican diplomacy can and must stand by the side of people and populations in order to help them realise that their differences are an asset and a resource and to help bridge these differences as peacefully as possible, to build a human and fraternal world, where there is room for everyone, particularly the weak and vulnerable.”During the interview, Francis’ right-hand man stated that the aim of reforming the Roman Curia is “to turn it into a streamlined, flexible, less bureaucratic and more efficient instrument in service of the Pope, the bishops, the universal Church and the local Churches.” Parolin conceded that “it is not enough to reform the structures, although this is necessary; there also needs to be a permanent personal conversion.”What the Secretary of State said about the Commissions for Reference on the IOR and the economic and administrative structure of the Holy See was also significant: “Their roles and functions were outlined in the documents that established them. I would like to stress that these commissions are temporary bodies of “reference” and their task is to provide the Pope and the Council of eight Cardinals with suggestions and proposals in their respective fields of expertise.” So they are not intended as a means of counter-balancing the power of the Roman Curia. Their work as well as their mandate is about to conclude.Moving onto the Vatileaks scandal, Parolin said: “That was an incredibly painful time and I wish and hope with all my heart that it is over for good. What lesson have we learnt from it? The whole affair unfairly caused a great deal of suffering to Pope Benedict XVI and many others, many were dragged into the scandal and the damage done to the cause of Christ was by no means small. I believe that the events in question must not stop us from questioning our true faithfulness to the Gospel. At the same time, however, referring to the way in which the Roman Curia is always portrayed, he said: “It really does sadden me when the Curia is too quickly and violently portrayed in a completely negative light, referring to it as a place where conspiracies are power struggles are rife. We must, however, work really hard in order to become more human, more welcoming and more evangelical, as Francis wants us to be.”The Secretariat of State then went on to speak about the Institute for the Works of Religion: “I shall not go into detail about the technical solutions found as these are still being studied. What is worth highlighting, are the transparency and adherence to international regulations factors which must become key elements of the profile of the IOR. I should underline also that much has already been done in this direction, under Pope Francis’ instructions. We will continue in this direction so as to ensure that the management of the money and economic and financial activities linked to the life and mission of the Church reflect the principles contained in the Gospel.”On the subject of Syria, Parolin said: “Unfortunately, the first round of the Geneva II meetings – the Holy See was present at the inauguration in Montreaux – concluded without any concrete conclusions as stated by the UN mediator Lakhdar Brahimi. Nevertheless, the steps which the Holy See said should be taken as part of a realistic road map for an end to the conflict and lasting peace still apply now: the immediate cessation of violence, the start of reconstruction, dialogue between communities, progress the resolution of regional conflicts and the participation of all local and global players in the Geneva II peace process. The fact that the two opposing parties spoke to each other for the first time in three years is definitely a very positive sign. But mutual trust needs to grow, as does a political willingness to find a solution by means of negotiation.”
Regarding the “Arab Spring” he said: “The Arab Spring is a complex phenomenon which unfortunately has not achieved objectives such as greater democracy and social justice which seemed to have been the main motivation for the revolts. Naturally, one cannot fail to ask oneself about the extent to which the economic and geo-political interests of the international community contributed to this failure.”After stating that the “situation faced by Christians in the Middle East is one of the Holy See’s greatest concerns,”  Parolin hinted that it would take some time before an economic and financial accord is reached with Israel: “Pope Francis’ upcoming visit to the Holy Land will certainly bring us closer to the signing of an agreement. There are just some bureaucratic questions that still need to be resolved and require some more time.”Parolin defended the Pope against those who called him a “Marxist”: “How can anyone disagree with the Pope’s statement that money must serve not govern? Is it Marxist to call for selfless solidarity and the return to economic and financial actions that shows greater consideration for the human person?”On the subject of China, the Secretary of State said: The Holy See is very fond of the great country of China and its people. Recently, China too, has sent signs of a renewed interest in the Holy See and Pope Francis’ election has a lot to do with it; he is even a Jesuit, like Matteo Ricci (one of the founding figures of the Jesuit China Mission, Ed.). We sincerely hope that trust and understanding will grow among the two parties and that this will happen through a constructive dialogue with the political leadership, a dialogue which the Holy See has always sought and Benedict XVI stressed this in his 2007 Letter to the Church in China.”

In his interview with journalist Fabio Marchese Ragona, the cardinal said that the “the whole Vatileaks affair represented a time of great suffering, a period of suffering that went on too long for the Pope and his closest collaborators. Particularly because of the lack of love shown towards the Church, a sentiment that was reflected in all Vatileaks-related actions and documents that should have been kept confidential in order to allow the Church to internally discuss and put right certain attitudes.”“But I must say that this incredibly difficult moment inspired a powerful current, a high voltage power line I would say, of closeness and solidarity towards the Pope and the Holy See.” Speaking about the possibility of other documents being brought to light, Bertone said: “I believe that the times, climate and relationship network have changed significantly. I see that there is great trust within the Church.”In the interview, the former Vatican Secretary of State announced the publication of “a booklet on faith and sport” and revealed his intention to write his memoirs: “I have a very archive, so I am in a position to review and look over on these past years with objective documentation on the facts and provide another reading of events that may be useful in setting the record straight on certain off-the-mark interpretations.”The poisonous atmosphere that festered in the Vatican around the time of Benedict XVI’s resignation could return as the anniversary of his departure nears. And now the possibility of further document leaks is being wafted around (new in the sense of unpublished but still listed among the documents discovered in 2012 – at least this is what Bertone seems to be alluding to). Above all, the anniversary will be tainted by the memories of a shady Curia plagued by betrayal, power struggles and networks, as described in French author Nicolas Diat’s book, entitled: “L’homme qui ne voulait pas être pape - histoire secrète d’un règne” (published by Albin Michel).The book paints a rather discomforting portrait of the former Pope’s entourage, of the underworld that was operating around him. It shows that many top figures still seem to be keeping quiet about what went on, overcome by the fear of what may happen if they publicly begin to accuse one another, revealing the identities of the individuals that unleashed the chaos that was linked to Ratzinger’s resignation.

Prime Minister Binyamin Netanyahu opened his weekly cabinet meeting Sunday with a warning to Israel's enemies. "Our resolute policy against terrorism may be summed up in a single principle: Whoever attacks us or plans to attack us – will bear the consequences," he stated, responding to last week's rocket attacks against Israel. Saturday night, a rocket fell in the northwestern area of the Negev; no injuries or damage was reported. On Thursday, Israel suffered from three attacks; a grad rocket was fired at the Eshkol Regional Council, terrorists fired a rocket at Ashkelon, and another rocket was fired at the Hof Ashkelon Regional Council.The IAF responded Sunday by wounding a senior Gaza terrorist, 29 year-old Abdulla Harti. Harti has been directly involved in the attacks. Netanyahu also related to Saturday's escalation in tensions between Iran and the US, after Iran sent a military fleet to US maritime borders. "The international easing of the sanctions against Iran have not led Iran to moderate its international aggression; the complete opposite has occurred," the Prime Minister noted."The Iranian Foreign Minister recently met with the head of Islamic Jihad, Iran is continuing to supply terrorist organizations with deadly weapons, Iran continues to be complicit in massacres in Syria and to all this may be added the leader of Iran's crude and sharp attack against the US, alongside sending warships to the Atlantic Ocean.""What is happening here is that the international community has reduced the sanctions on Iran and Iran is stepping up its international aggression," Netanyahu summarized. "This is the real result of the steps up until now." Tensions between the US and Iran continue to escalate, despite Iran's alleged "charm offensive" against Israel and other Western powers. Ayatollah Ali Khamenei verbally attacked the US earlier Saturday, calling it "controlling and meddlesome" and taunting that it is unable to topple the Islamic Republic. The Islamic Republic's Revolutionary Guard also issued threats Saturday, warning the US that its drones and missiles could reach American vessels in the Persian Gulf.Khamenei recently threatened the United States, suggesting that the Americans “exercise self-restraint,” after Secretary of State John Kerry said the military option was still on the table if Iran fails to live up to its part of the agreement that was signed with it in Geneva.
Senior parliamentary officials in Tehran also denounced Kerry’s remarks and threatened a “crushing response” if the United States attacked Iran.

Iran says warships sailing towards U.S.: agency

TEHRAN, Iran (AP) — A senior Iranian naval commander says his country has sent several warships to the Atlantic Ocean, close to U.S. maritime borders for the first time.The commander of Iran's Northern Navy Fleet, Admiral Afshin Rezayee Haddad, is quoted by the official IRNA news agency as saying Saturday that the vessels have already begun the journey to the Atlantic Ocean via waters near South Africa.Iranian officials said last month that the fleet consisted of a destroyer and a logistic helicopter carrier, which will be on a three-month mission.Haddad says the fleet is approaching U.S. maritime borders for the first time. The Islamic Republic considers the move as a response to U.S. naval deployments near its own coastlines. The U.S. Navy's 5th fleet is based in nearby Bahrain.
