"Our resolute policy against terrorism may be summed up in a single principle: Whoever attacks us or plans to attack us – will bear the consequences," he stated, responding to last week's rocket attacks against Israel. Saturday night, a rocket fell in the northwestern area of the Negev; no injuries or damage was reported. On Thursday, Israel suffered from three attacks; a grad rocket was fired at the Eshkol Regional Council, terrorists fired a rocket at Ashkelon, and another rocket was fired at the Hof Ashkelon Regional Council.The IAF responded Sunday by wounding a senior Gaza terrorist, 29 year-old Abdulla Harti. TEHRAN, Iran (AP) — A senior Iranian naval commander says his country has sent several warships to the Atlantic Ocean, close to U.S. maritime borders for the first time.The commander of Iran's Northern Navy Fleet, Admiral Afshin Rezayee Haddad, is quoted by the official IRNA news agency as saying Saturday that the vessels have already begun the journey to the Atlantic Ocean via waters near South Africa.Iranian officials said last month that the fleet consisted of a destroyer and a logistic helicopter carrier, which will be on a three-month mission.Haddad says the fleet is approaching U.S. maritime borders for the first time. The Islamic Republic considers the move as a response to U.S. naval deployments near its own coastlines. The U.S. Navy's 5th fleet is based in nearby Bahrain.

Moscow says expansion of US sanctions against Tehran is unacceptable, contradicts international law

Iran and Russia are in negotiations over the construction of a second nuclear power plant in Bushehr province, according to a senior Russian official.The deputy head of the Russian State Atomic Energy Corporation (Rosatom) Nikolai Spassky said the talks were at a “working stage.”“We are discussing the possibility of continuing our cooperation with Iran,” he added in comments quoted by RIA Novosti. “Any partnership if we agree, must and will comply with Russia’s international obligations and should be cost-effective.”Iran’s semi-official Fars News Agency carried Spassky’s comments with the headline: “Official: Russia to Help Iran Build 2nd N. Power Plant in Bushehr,” implying that negotiations were further along than the Russian official indicated. Iranian President Hassan Rouhani had announced plans to build a second reactor in Bushehr in December.In related news, Moscow panned on Friday Washington’s expansion of existing Iran sanctions lists.On Thursday, the US Treasury and State Departments announced the addition of several individuals and firms to those lists, a move which the Russian Foreign Ministry called “unacceptable.”In a statement, the ministry said the expansion of sanctions went against the progress of ongoing negotiations over the Islamic Republic’s nuclear program.“We have said repeatedly that such decisions contradict the spirit of the Geneva agreements, where it is stipulated in particular that Washington refrains from introducing new sanctions related to the nuclear activities of Tehran,” the statement read.

“We consider the step made to be unacceptable and that it contradicts international law.”As part of an interim deal reached in November, Iran must largely suspend progress on its nuclear program in exchange for limited sanctions relief. The US Congress has been mulling additional sanctions legislation that would go into effect should Tehran fail to comply with the terms reached in Geneva, a measure which the Obama administration strongly opposes.

US Secretary of State John Kerry said Saturday that Israeli and Palestinian leaders will have a chance to “express reservations” on the American peace framework agreement that will be the basis of ongoing talks — even though members of both negotiating teams have stated that giving the leaders a chance to voice dissent could be a mistake.Speaking during an interview with The Washington Post’s David Ignatius, Kerry argued that, for Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas, such caveats provide “the only way for them to politically be able to keep the negotiations moving… For them as leaders to be able to embrace an endgame, they need to have the right to be able to have some objection.”The secretary also touched on Abbas’s recent statements in support of a phased withdrawal of Israeli troops from the Jordan Valley over five years and in acceptance of NATO troops as a potential buffer force in the absence of the IDF.Abbas recently stated he would agree to a NATO force in the Jordan Valley as a way of assuaging Israeli fears that the potentially porous border between Jordan and a future Palestinian state would allow the transfer of weapons and terror activists.Abbas also said that the IDF could patrol the border areas for up to three years after the signing of a peace treaty. WASHINGTON — Two leading American Orthodox bodies rebuked a group of Israeli rabbis who warned of divine retribution against Secretary of State John Kerry.“While the people of Israel and Jews around the world may properly possess serious concerns about proposals Secretary Kerry is putting forth, such concerns must only be expressed with civility and on the substance of the issues, not degenerating into personal venom and threats,” said a statement posted Feb. 5 by the Rabbinical Council of America and the Orthodox Union.The two Orthodox groups were responding to a letter put out by the Committee to Save the Land and People of Israel. The committee’s letter likened Kerry to Nebuchadnezzer, the Babylonian king who destroyed the First Temple, and warns him to “immediately halt this process of destruction,” referring to his peace push, in order to “prevent heavy divine retribution, God forbid, on all those associated with you.”

A statement on the committee’s website says “dozens” of rabbis signed a letter to Kerry but names only five, affiliated with various Israeli municipalities.“The letter of the ‘Committee to Save the Land and People of Israel’ may represent the views of its signators,” the RCA and O.U. statement said. “It does not represent ours.”

Israel’s former prime minister Ehud Olmert said Friday that if the current Israeli leadership could create the same kind of trusting relationship he built up with Palestinian Authority President Mahmoud Abbas, a deal along the lines he proposed five years ago could be possible.In the best case scenario, Abbas would take the deal, Olmert said. But if Abbas rejected it, Israel’s international position would improve drastically because it would be seen to have genuinely sought a viable agreement, he said.Olmert — who stepped down from the prime ministership to fight a number of legal cases but has not ruled out a return to politics — said he still didn’t know why Abbas had failed to accept the peace terms he offered in late 2008, but said Abbas has since said that a deal could have been done had Olmert remained in power for another three months.

Olmert said he respected current Prime Minister Benjamin Netanyahu, and believed Netanyahu truly “wants to reach an accord,” but that the prime minister’s positions were far from the possible basis of a viable deal. “His suggestions are a vast distance from what everybody understands is the basis on which an accord can be reached,” said Olmert.Olmert also said the Palestinian were sick of looking out of their homes “and seeing Israeli guns directed at them,” as had been the case “for almost 50 years.”Relating to some of the core disputes at the heart of the current Israeli-Palestinian peace talks, Olmert said the Israeli security establishment had drawn up plans that would enable an Israeli withdrawal from the Jordan Valley, with provisions for emergency action should enemy forces threaten that eastern border. Netanyahu has been insisting on a long-term IDF presence in the Jordan Valley, while Abbas has said troops could stay for no more than five years after a deal is signed.Olmert also said he believed the issue of Palestinian recognition of Israel as a Jewish state would not prevent an accord if most other terms were agreed. If this issue was one of the few remaining points, said Olmert, “this point will be solved to our satisfaction.”And he said that, under his terms, 80,000 settlers would have had to leave their homes, in settlements in what would become Palestinian sovereign areas, but that “they could all have been resettled in areas we were keeping [elsewhere] in Judea and Samaria.”Olmert said he had told Abbas that Israel would never accept the demand for a “right of return” for Palestinian refugees, and that Abbas once told him, “I don’t want to change the nature of the state of Israel” — reflecting an apparent acknowledgement that Israel could not be flooded with large numbers of Palestinian refugees and their descendants. Olmert said he also told Abbas he would not let Palestinians enter Israel on the basis of family reunification — since, he joked to Abbas, “every family with you is 50,000 people.” Rather, Olmert agreed to accept 1,000 Palestinians per year, for five years, as “individual humanitarian cases.”Olmert’s offer, as previously confirmed by the former prime minister, provided the Palestinians a state with a sovereign share of Jerusalem and 100% of the West Bank, with one-for-one land swaps. Olmert was ready to relinquish sovereignty in the Old City, in favor of an international trusteeship.Abbas made a hasty sketch of Olmert’s proposal, which includes no place names, when they met in September 2008 to discuss it. The sketch indicates that Olmert was willing to more or less return to the pre-1967 lines, while maintaining the Gush Etzion settlement bloc south of Jerusalem, the settlement city of Ma’aleh Adumim to the east, and a slice of territory that apparently would encompass the large settlement of Ariel in Samaria. He said he had met with Abbas 36 times and discussed the most sensitive national and personal issues with him. He said Abbas was “shocked” by the generosity of his peace proposal.“I said, initial it now,” Olmert recalled, “and in two days we’ll be at the UN and we’ll get the whole world to agree to it.” But Abbas said, “I need to have some things explained to me” about aspects of the map and its terms, Olmert said. The offer was not accepted, and the opportunity passed. “I don’t know why he didn’t say yes,” said Olmert.He hinted that “certain Israeli sources” advised Abbas not to sign — an apparent reference to oft-repeated reports that Tzipi Livni, the current Israeli justice minister and chief peace negotiator who took over from Olmert as head of their Kadima party when he resigned, encouraged Abbas not to accept the Olmert deal. Olmert did not mention Livni by name.Olmert also lambasted hawkish Israeli politicians who in recent days have slammed Abbas as an anti-Semite, and who have also castigated Secretary of State John Kerry over his peace efforts. He noted Kerry’s “100 percent voting record” of support for Israel and asked, “Is there anyone in the whole world who could be more supportive” of Israel? Kerry, said Olmert, is “our deepest friend.”

He accused the Jewish state and the United States of trying to "sterilize" the Arab Spring revolutions.Larijani charged, according to an Arab translation of his speech quoted by AFP, that Israel and the United States had "tried to render these (Arab) revolutions sterile, and to make them deviate from their course so that Israel can benefit."The American embassy in Tunis said following the incident, "What was intended to be a ceremony honoring Tunisia's achievements was used by the Iranian representative as a platform to denounce the United States.”"The U.S. representatives present at the NCA departed the ceremony due to the false accusations and inappropriate comments made by the Iranian representative present regarding the United States," added the statement, quoted by AFP.Deputy Assistant Secretary for Maghreb Affairs and Egypt, William Roebuck, was Washington's top representative at the ceremony, which was also attended by African and Arab leaders, as well as French President Francois Hollande.Larijani is no stranger to anti-Israel statements. A group of young Jewish activists in the country have started a counter-boycott movement to make local firms feel the pinch for their discrimination against the Jewish state.The Dutch pension asset manager PGGM, one of the largest in the country, announced in early January that it was divesting from five Israeli banks because they finance "Jewish settlements in the occupied Palestinian territories." The firm manages about 153 billion euros ($208 billion dollars) in funds. In response, a group of young Dutch Jewish professionals called Tradition is Our Future (TOF) have have launched a boycott of their own. The group, whose goal is to defend Jewish life in the Netherlands, decided to take action after the PGGM divestment while noting a recent wave of anti-Israel fomentation.Some examples of this wave include Vitens, the largest drinking water company in Holland, which declared last December it was cutting ties with the Israeli water company Mekorot due to its presence in Judea and Samaria. In early January, the premier Dutch soccer team Vitesse left for training in the United Arab Emirates (UAE), leaving behind its best defender Dan Mori after UAE authorities refused to allow him into the country for being an Israeli."We are afraid that this is just the beginning, and therefore we need to take counter measurements. We call upon you to help us to boycott those who boycott Israel," declared TOF.The counter-boycott being proposed targets PGGM's CEO Else Bos, who holds an advisory position on the board of Emory University located in Atlanta. Her profile can be seen among board members of the university's Center for Alternative Investments."We kindly ask for your co-operation and efforts to demand the resignation of Bos from her position in the board," requests the group, noting that doing so will send a message to PGGM and other Dutch firms considering to boycott Israel "that their policy is internationally unacceptable."The Dutch Jewish group highlights the hypocrisy of PGGM in limiting "their moral crusade to only include Israel." They report the firm has invested in the Bank of China "while China occupies Tibet" and despite the bank's funding of terrorism, as well as Turkey which "has been occupying Northern Cyprus since 1974."TOF summarizes, saying "it seems that PGGM believes that Israel and the Jews should be treated differently from other countries and other people."The response of Dutch Jews fighting back brings to mind recent reports from France, where young Jews have begun taking matters into their own hands to defend their communities from a rising wave of anti-Semitism. Deputies in Strasbourg voted on Thursday (6 February) by a strong margin to back a parliament negotiating strategy which rejects plans agreed by ministers to set up a common resolution fund to cover the costs of failed banks using an intergovernmental treaty.It would also establish a fully mutualised fund by 2018 - five years faster than the timetable proposed by ministers - and a centralised resolution authority.On Wednesday (5 February) Parliament negotiators held their third round of negotiations with representatives of the Greek presidency, which has been tasked with brokering a deal on behalf of governments. But MEPs say that governments are unwilling to compromise."We've had three trialogues where the Greek presidency has had nothing to add beyond the Council's December position, and there are limits to how long we can go explaining our position," Sharon Bowles, who chairs the Parliament's economic affairs committee, said.
Ministers reached agreement in December on a new authority to deal with bank resolution cases, together with a common fund worth €55 billion paid by the banks themselves to cover the costs.However, in a bid to pacify German government concerns that their taxpayers could be left liable for the bulk of the costs, ministers agreed that the governance and use of the fund should be subject to an intergovernmental treaty.
MEPs, together with European Commission officials, fear that this could lead to an unwieldy decision-making process when decisions on a bank's future will need to be made in hours rather than weeks.For his part, financial services commissioner Michel Barnier wants the fund to be able to access financial markets and have a lender of last resort, such as the eurozone's bailout fund, if it needs additional monies.The commissioner also called on governments to limit the scope of the inter governmental agreement to transfers from the fund, leaving its governance and the calculation of contributions in the hands of EU institutions

Berlin - Swiss voters will on Sunday (9 February) vote on capping immigration, in a move which could trigger Switzerland's exclusion from the EU single market.An initiative "against mass immigration,” co-sponsored by the populist-conservative Swiss People's Party, is calling for the reintroduction of migrant quotas - a de facto abolition of the freedom of movement enshrined in the EU’s single market accord with Switzerland.If voters say Yes, the Alpine country's entire set of EU relations could be suspended under a guillotine clause which can be triggered if any part of the EU-Swiss agreement is violated.The No-camp is currently polling at 50 percent, while proponents of the move have 43 percent.The referendum target refugees, and economic migrants from poorer EU member states, but will also hit, for instance, well-heeled Germans who reside in Switzerland to pay less tax.Some 300,000 Germans currently live in Swizterland, which has a total population of 8 million."How many Germans can Switzerland take?" the Swiss tabloid, Blick, asked already last year.If the Yes vote succeeds, all newcomers will fall under strictly capped "contingents.”The details would have to be negotiated with the EU in a process that is supposed to take no more than three years.In the worst case scenario, Switzerland's exclusion from the single market could harm its economy, as 55 percent of its exports go to EU countries.But the Swiss People's Party is saying that the UK may exit the EU in 2017, creating new conditions in any EU-Swiss talks.

Bolivia floods kill 38, more heavy rains forecast

LA PAZ (Reuters) - Torrential rain and floods in Bolivia have killed 38 people and left many homeless, said the government on Thursday, as forecasters predicted more heavy rainfall with the north of the Andean country again likely to be the worst affected.The Ministry of Defense said it had flown in food aid and the army was evacuating families from the worst affected regions, such as the Amazonian and cattle-rearing department of Beni, northeast of the capital La Paz.Around 100,000 head of cattle are threatened and some 6,000 hectares of crops have been destroyed, around 0.2 percent of Bolivia's total, the government said.

Weather weary nation asks why such a nasty winter

WASHINGTON (AP) — Cold and snow keep battering the Midwest and East, and even Atlanta was temporarily paralyzed. California has been bone dry. Alaska set heat records.The wild winter somehow became even more wicked Thursday morning when the national average temperature plunged to a brutal 11 degrees — the lowest temperature of a season of extremes.

A weather weary nation asks a simple question: Why?
The answer is the jet stream, the river of air that dictates our weather. Normally the jet stream stays in Canada or the northern U.S., going west to east in a somewhat straight line. But this winter it has plunged south, creating high pressure ridges and low pressure troughs and taking cold polar air south and east and leaving warm, dry weather to the west."We are having an unusual jet stream that's giving us crazy cold weather in the East and the ridiculously resilient ridge as it's called in California," said Weather Underground meteorology director Jeff Masters.
Q: Why is the jet stream doing this?
A: There are three different forces probably at work here, but scientists still need to do more research, said Derek Arndt, of the National Climatic Data Center in Asheville, N.C. One is just the random natural variability of daily weather. Another is a mid-length weather feature called the Pacific Decadal Oscillation — think of it as a cousin of El Nino — that warms the northern Pacific and helps push the jet stream south. And finally, a new and controversial theory is that a warmer Arctic region and shrinking summer sea ice from man-made global warming has shifted jet stream patterns, making it wavier and bringing more unpredictable weather.
Q: Is it unusual for the weather pattern to last this long?
A: It doesn't happen often, but it's not that unusual either, said Bruce Terry, of the National Weather Service's Weather Prediction Center in College Park, Md.
Q: So how cold was Thursday?
A: The national average temperature of 11 degrees is the coldest of this winter and will likely be the coldest of the season, according to calculations by Weather Bell Analytics meteorologist Ryan Maue. It was computed from temperatures at 7 a.m. EST in the Lower 48 states.The lowest was minus 34 in Montana and several areas were minus 20, according to the National Weather Service.
Q: Has this been a record winter?
A: No. Given the unusual heat in the West and the cold in the East, they almost balance each other, Masters and Arndt said. So when the final monthly statistics come out, January in the U.S. won't be near record cold.
"When you compare it to the 20th century, it was still cold, but not dramatically cold," Arndt said.
Q: Was this just a U.S. thing?
A: No. Parts of South America and Australia have had much warmer than normal weather. Parts of Europe have been cold and stormy, others record warm. For much of January, Greenland was 8 degrees warmer than normal.
Q: When will it end?
A: Soon enough. In Northern California, heavy rains are coming. A predicted eastern winter snowstorm this weekend is looking less mighty than it did a few days ago.
