Syria okays Russian deal to give up chemical arms

MOSCOW (AP) — Syria said Tuesday it has accepted Russia’s proposal to place its chemical weapons under international control for subsequent dismantling.Syrian Foreign Minister Walid Moallem said Tuesday after meeting with Russian parliament speaker that his government quickly “agreed to the Russian initiative.”

Al-Moallem added that Syria did so to “uproot US aggression.”His statement sounded more definitive than his remarks Monday, when he said that Damascus welcomed Russia’s initiative.Meanwhile, Russia’s Foreign Minister Sergey Lavrov said Tuesday that Russia is now working with Syria to prepare a detailed plan of action, which will be presented shortly.Lavrov said that Russia will then be ready to finalize the plan together with UN Secretary General Ban Ki-moon and the Organization for the Prohibition of Chemical Weapons.

President Barack Obama said Monday the Russian proposal could be “potentially a significant breakthrough,” but he remained skeptical that Syria would follow through.

PARIS (AP) — France announced Tuesday it will put forward a resolution in the UN Security Council aimed at forcing Syria to ultimately dismantle its chemical weapons program, seizing on a diplomatic opening from Syrian ally Russia amid Western threats of force against President Bashar Assad’s regime.Shortly afterward, Syria indicated it would sign on to a Russian proposal to put its chemical weapons under international control.France, a permanent member of the 15-nation council, will start the resolution process on Tuesday under Chapter 7 of the UN Charter, which is militarily enforceable, Foreign Minister Laurent Fabius told reporters at a quickly arranged news conference.The proposal would also condemn a chemical weapons attack near Damascus on August 21 that Western powers allege was carried out by Assad’s regime — a claim he has denied.On Monday, US Secretary of State John Kerry said Assad could resolve the crisis by surrendering control of his chemical arsenal to the international community. Russian Foreign Minister Sergey Lavrov responded by promising to push Syria to place its chemical weapons under international control and then dismantle them quickly, to avert US strikes.Syria quickly welcomed the Russian proposal and on Tuesday .Syrian Foreign Minister Walid Moallem said Damascus had accepted Russian proposal to surrender control over its chemical weapons.Fabius said the French resolution, based on five points, would demand that Syria bring fully to light its chemical weapons program, place it under international control, and dismantle it. Fabius said he expected a “nearly immediate” commitment from Syria. He said Russia had information about Damascus’ chemical weapons stockpile, and expressed hope that this time a tough resolution on Syria would not be blocked — an allusion to a string of efforts led by Western powers at the UN body in recent months that were blocked by Russia and China.In Beijing, Chinese Foreign Ministry spokesman Hong Lei said of the Russian proposal: “As long as it eases the tension and helps maintain Syrian and regional peace and stability, and helps politically settle the issue, the global community should consider it positively.”German Foreign Minister Guido Westerwelle, quoted in an interview published Tuesday in Die Zeit newspaper, called the proposal a “good suggestion” but said “credible action … not only words” was needed.With its initiative at the United Nations, France is eager to seize on Russia’s “overture,” Fabius said, while expressing caution that French authorities “don’t want to fall into a trap” that could allow Assad’s regime to skirt accountability.

Report: Russia Transferred S-300 Missiles into Syria

Russia has transferred several S-300 missile batteries into Syria, Kuwaiti newspaper Al Rai reported Tuesday. The transfers took place despite statements by Russian officials, including Russian President Vladimir Putin, that Russia would not provide Syria with the advanced anti-aircraft system.Al Rai claimed that Syria has accelerated the rate at which it ships arms into Syria since the current crisis between Russia and the US began, when chemical weapons were allegedly used to kill over 1,000 civilians, on August 21.

The information was picked up by Voice of Israel public radio, which added that Russian ships are due to offload more military aid in the next few days.The delivery of Russian missile systems to Syria is legal but the contract "has not yet been realized," Russian President Vladimir Putin said in June.In August, the head of Russia's arms export monopoly Rosoboronexport announced that Russia would not be supplying Iran with a replacement for the S-300 missile defense system delivery, following the apparent cancellation of the S-300 deal.Speaking to journalists in Baku, Azebaijan, Anatoly Isaiki said that despite media reports of discussions over a replacement system, no such deals were in the pipeline.“I will only be able to speak about that if there were any deals or when there would be deals, but there are none,” he said, according to the RIAmedia agency.Putin has praised the capabilities of the Russian-made S-300s, which can engage 12 targets simultaneously at distances of 200 kilometers and heights of up to 27 kilometers.Israel has been aggressively lobbying Moscow not to provide Syria with the system, which could alter the balance of aerial power between Israel and Syria.In May, Israel's defense minister, Moshe Yaalon, said that Israel "will know what to do" if Russia delivers the S-300s."The deliveries have not taken place – I can attest to this – and I hope they do not. Radical Egyptian cleric Yusuf al-Qaradawi, the spiritual leader of the Muslim Brotherhood movement, has expressed support for an American military strike in Syria.The reason for Qaradawi’s support for the strike is that “the Muslims cannot do it.” The remarks were made during a Friday sermon delivered by Qaradawi and which aired on Qatar TV on September 6, 2013. The sermon was translated by the Middle East Media Research Institute (MEMRI).“If only we could be the ones to retaliate against those people [the Syrian regime]. I wish there were an Islamic power capable of punishing these people. If only there was an Islamic power capable of drawing the line for the oppressors, and imposing upon them the punishment they deserve,” Qaradawi said during the sermon.“We do not have such power, however, so if they are punished by others, it is better than nothing. Allah pits the oppressors one against the other. The ancients used to say: ‘Oh Allah, keep the oppressors busy with one another, and let us emerge from among them intact.’ We do not pity those people when they are attacked by whoever strikes them, because they deserve to be attacked, just like they attacked the Muslims,” he added.Qaradawi, a Sunni, endorses Palestinian Authority Arab suicide bombers and supports Hamas in its fight against Israel.He recently slammed the Hezbollah terrorist group as the “party of Satan” that seeks to “sow discord” among Muslims, because of its support for Syrian President Bashar Al-Assad.Qaradawi is banned from entering the United States, but one of his deputies, Sheikh Abdullah bin Bayyah, visited the White House in June.

EU Delegation will Clarify 'Settlement Boycott'

A delegation from the European Union is expected in Jerusalem on Tuesday to clarify the EU's position on Jewish communities in what it considers to be "occupied Palestinian territory," an Israeli official said.

The EU is apparently seeking to reassure Israelis who are concerned about the economic harm caused  by the EU's decision to forbid its member states from cooperating, transferring funds, or giving scholarships or research grants to Jewish institutions in Judea and Samaria, eastern Jerusalem, and the Golan Heights.

"Israeli diplomatic efforts and pressure by US Secretary of State John Kerry have convinced the EU of the necessity to clarify how it intends to apply its guidelines," the official told AFP on condition of anonymity.
"The current wording of the guidelines encourages an extremist interpretation which does not allow Israel to enter partnerships with Europe," the official said.An Israeli foreign ministry spokesman said Tuesday's meeting would "prepare the terrain for negotiations between Israel and the EU over the Horizon 2020 partnership which are due to take place on Thursday in Brussels."Israel warned on August 14 that it might shun Horizon 2020, a six-year EU funding plan for research and innovation that the Jewish state was slated to participate in.But the Palestinian Authority, which welcomed the EU's guidelines, said on Monday the United States was putting pressure on the EU to delay the guidelines' implementation so as to appease Israel.
"My information is that Mr Kerry is trying to persuade the Europeans to delay the implementation of their new guidelines," senior PA negotiator Nabil Shaath said. As Israel is set to mark 40 years since the Yom Kippur War, Lieutenant Colonel (Reserves) Avi Gur, who served as a battalion commander in the war, says the milestone should bring with it a fresh take on the traditional Israeli narrative.In an interview with Arutz Sheva, Gur says the time has come for Israelis to realize that even though the war caught Israel's leaders unprepared, the efforts of the military are a cause for great pride.The Yom Kippur War began on the holiest day of the Jewish Calendar in 1973 when an Arab force led by Egypt and Syria made a joint surprise attack on Israeli positions in the Sinai desert to the south, and the Golan Heights on Israel's northern border.Despite a grim start, with an Egyptian offensive crossing the Suez Canal and advancing deep into the Sinai Peninsula within three days, Israel had mobilized and then began pushing the Egyptian forces back, launching a counter attack of its own, pushing through the Suez Canal and reaching the road to the Egyptian capital, Cairo.In the north, following a fierce attack on the Golan Heights, within three days the IDF had pushed the Syrians back and launched a four-day counter-offensive deep into Syrian territory.The war is often known for the failure of the military and political echelon to recognize signs of an upcoming war and for not issuing an order for a pre-emptive strike against the Syrians and Egyptians, when the imminent outbreak of war became apparent.Defense Minister Moshe Dayan assumed that Israel would win any war started with the Arabs and was concerned that Israel should not appear as the aggressor, for he believed this could cost much-needed US support. Following the heavy defeats of the first two days of the war, Dayan's views changed radically.Despite the 2,656 IDF soldiers killed in the war, which was second only to the War of Independence in terms of casualties, Gur says the time has come for Israelis to let the military victory take its place in the sun."Just like the Israelites needed 40 years to enter the land of Israel, so too now, 40 years on, we the Israeli people are better prepared to understand what happened back then in the war."Gur says: "What was considered a political failure is not connected to the performance of the military that was the greatest victory in the last 100 hundred years."
Last year, Gur gave his verdict on the military victory to then Minister for Education Gidon Saar who agreed to include the study of the military victory in the school curriculum.

Palestinians urge EU to stick with settlement boycott

Palestinian officials expressed concern on Monday that the European Union would rescind its policy of banning cooperation with Israeli settlements, and declared that such a decision would affect negotiations with Israel.PLO Executive Committee member Hanan Ashrawi confirmed to The Times of Israel that US Secretary of State John Kerry was pressuring the EU to revoke, postpone, or “water down” a decision taken in July to outlaw all cooperation with Israeli entities over the pre-1967 lines.“The US should stop being Israel’s lobbyist,” Ashrawi said.The EU guidelines, adopted in mid-July, bar all 28 EU member states from cooperating with Israeli entities in the West Bank and East Jerusalem. They also require that any contracts between EU member countries and Israel include a clause stating that East Jerusalem and the West Bank are not part of the State of Israel.Nabil Shaath, a member of Mahmoud Abbas’s Fatah party, on Sunday told Chinese news agency Xinhua that Europe’s failure to implement its decision on settlements would frustrate Palestinian hopes in the recently restarted peace process.“If Europe doesn’t implement what it had decided regarding the settlements, it will be impossible for the negotiations to make any progress,” he said.

In a statement published by Palestinian establishment daily Al-Ayyam on Monday, Ashrawi said the European guidelines were an important element in the Palestinian decision to resume talks with Israel in the first place. She told The Times of Israel that she was confident the EU would stick by its decision despite American pressure to revoke it.Maja Kocijancic, a spokeswoman for Catherine Ashton, the EU high representative for foreign affairs, told The Times of Israel that the EU has been discussing the implementation of the guidelines with the Israelis, while “taking into account the sensibilities” of the parties involved.

Kocijancic refused to comment on whether American pressure is being exerted on the EU, but confirmed that the guidelines would take effect on January 1, 2014, as planned. No comment was available from the US State Department at time of publication.The European Union was set to dispatch a team to Israel this week in an effort to assuage concerns over its funding ban, Ashton announced on Saturday.In a news conference with Kerry, she said that the EU would not be rescinding the new directive, which last month prompted the Israeli government to declare it would sever a string of joint projects with the European body.

Ashton asserted, however, “We, of course, want to continue to have a strong relationship with Israel.” She said the EU would send a team to Israel on Monday to make sure the implementation of the ban is done “very sensitively.”The EU team is to be headed up by Pierre Vimont, the director of the European External Action Service, according to a report in the Wall Street Journal.Notwithstanding the European position on settlements, a number of Palestinian officials stated that Israeli settlement activity could terminate peace talks currently underway with Israel.Chief Palestinian negotiator Saeb Erekat stated on Sunday that the Palestinian leadership had informed the international community that it could not carry on negotiating while Israel continued releasing tenders for construction in the settlements.“Israel’s argument that the so-called settlement blocs will remain part of Israel in any final status agreement is despicable. It amounts to dictations, not negotiations,” Erekat said in a press statement.Yasser Abed Rabbo, secretary of the PLO Executive Committee and one of only two Palestinian officials appointed to comment on negotiations, expressed his frustration with Israeli policies, which he claimed prevented any progress in negotiations.Israel, he asserted in an interview with Palestinian radio, wished “to cover up the negotiations so that Palestinian and international public opinion doesn’t realize that the negotiations are a vicious circle that achieves no progress due to Israel’s policies.”Gavriel Fiske contributed to this report.

Report Says Syria Has 1,000 Tons of Chemical Weapons

A report presented Monday at the International Institute for Counter-Terrorism's (ICT) World Summit on Counter-Terrorism said that Syria had a large stockpile of chemical weapons, and was likely to use them if attacked by the U.S. or Western countries. According to the report, Syria has one of the largest stores of VX, a deadly nerve gas, as well as of Sarin, the chemical said to have been used in the attack that killed some 1,400 people in a Damascus suburb last month.Syria has been stockpiling chemical weapons since the 1980s, the report said, and the army now possesses more than 1,000 tons of chemical weapons, stored in over 50 cities throughout the country. Syria has many methods to deploy those weapons, according to the report, including rockets, artillery shells, aerial bombs, and ballistic missiles.Syria also manufactures chemical weapons in five locations throughout the country, the report said. Damascus even has a special institute - Centre d'Etudes et de Recherches Scientifiques (CERS) – dedicated to developing chemical and biological weapons, the report said. The institute works closely with the Syrian army, and reports directly to President Bashar al-Assad.Syria's biggest chemical factory is at Al Safira, about 20 kilometers south of Aleppo, the report said, and contains the country's biggest stash of Sarin. This site was established in the 1980s with the help of Russia, and contains some of Syria's biggest military secrets.There are also large caches in Syrian cities, including Damascus, Aleppo, and Latakia. These are under the direct control of the army, the report said.However, it added, it is possible that some of these stores have been taken by rebel groups, who have in turn conquered and lost some of the cities where chemical weapons are stored.As many of the rebel groups are associated with Al Qaeda, it is highly possible that some of the chemical weapons will end up in the hands of terrorist groups. Meanwhile, the report added, it was possible that Assad would hand over some of the weapons stores to his ally Hezbollah for “safekeeping” if he felt they were threatened. Syrian Foreign Minister Walid al-Moallem on Monday welcomed Moscow’s proposal to hand over its chemical weapons stockpiles to international control, according to Reuters. In a surprise move not hours before, Russian Foreign Minister Sergey Lavrov promised to push its ally to place its chemical weapons under international control and then dismantle them quickly to avert US strikes.The announcement by Russian Foreign Minister Sergey Lavrov came a few hours after US Secretary of State John Kerry said that Syrian President Bashar Assad could resolve the crisis surrounding the alleged use of chemical weapons by his forces by surrendering control of “every single bit” of his arsenal to the international community by the end of the week.Kerry added that he thought Assad “isn’t about to do it,” but Lavrov, who just wrapped a round of talks in Moscow with his Syrian counterpart Walid al-Moallem, said that Moscow would try to convince the Syrians.“If the establishment of international control over chemical weapons in that country would allow avoiding strikes, we will immediately start working with Damascus,” Lavrov said.“We are calling on the Syrian leadership to not only agree on placing chemical weapons storage sites under international control, but also on its subsequent destruction and fully joining the treaty on prohibition of chemical weapons,” he said.

His statement followed media reports alleging that Russian President Vladimir Putin, who discussed Syria with President Barack Obama during the group of 20 summit in St. Petersburg last week, sought to negotiate a deal that would have Assad hand over control of chemical weapons.Speaking earlier in the day, Lavrov denied that Russia was trying to sponsor any deal “behind the back of the Syrian people.”The Russian move comes as Obama, who has blamed Assad for killing hundreds of his own people in a chemical attack last month, is pressing for a limited strike against the Syrian government. It has denied launching the attack, insisting along with its ally Russia that the attack was launched by the rebels to drag the U.S. into war.

Lavrov and Moallem said after their talks that UN chemical weapons experts should complete their probe and present their findings to the UN Security Council.Moallem said his government was ready to host the UN team, and insisted that Syria is ready to use all channels to convince the Americans that it wasn’t behind the attack.He added that Syria was ready for “full cooperation with Russia to remove any pretext for aggression.”Neither minister, however, offered any evidence to back their claim of rebel involvement in the chemical attack.Lavrov said that Russia will continue to promote a peaceful settlement and may try to convene a gathering of all Syrian opposition figures to join in negotiations. He added that a US attack on Syria would deal a fatal blow to peace efforts.Lavrov wouldn’t say how Russia could respond to a possible US attack on Syria, saying that “we wouldn’t like to proceed from a negative scenario and would primarily take efforts to prevent a military intervention.”Putin said that Moscow would keep providing assistance to Syria in case of US attack, but he and other Russian officials have made clear that Russia has no intention of engaging in hostilities.

The Russian Defense Ministry reportedly reprimanded Israeli and US diplomats, following a joint Israeli-American naval exercise last Tuesday which involved the launch of a number of ballistic missiles, triggering Russian missile defense systems in the region and briefly provoking alarm in the Kremlin.
According to the RIA Novosti news site, Deputy Defense Minister Anatoly Antonov personally reprimanded the Israeli and American attaches to his country, over actions that  "could have a negative effect on security in the region and the world."Antonov had also vocally criticized the missile defense drill in the exercise's immediate aftermath. Speaking to reporters, he asked “is there any other region more volatile and packed with weapons today?”“I don’t completely understand how someone could play with arms and missiles in that region today," he continued, “The Mediterranean is a powder keg, and a match is enough for fire to break out and possibly spread not only to neighboring states but to other world regions as well. I remind you that the Mediterranean is close to the borders of the Russian Federation.”In contrast, Israeli Defense Minister Moshe Ya'alon downplayed the events, claiming that the drill had been planned "a long time ago."Nevertheless, some analysts have suggested that the decision to forge ahead with the drill in spite of escalated regional tensions could have been a not-so-subtle warning to the Syrian regime and its allies, following threats by Syrian officials to attack Israel in response to a US-led strike on the Assad regime.

President Barack Obama will give interviews Monday to ABC, NBC, CBS, PBS, CNN and Fox, according to a White House pool report, as he seeks to persuade Congress to approve a U.S. military strike against Syria.
The interviews will be taped in the afternoon and appear in the evening on those channels, per the pool report.Earlier Saturday, Obama made pressed his case in the White House weekly address, promising that the mission in Syria would not turn into another Iraq or Afghanistan. He vowed that the strikes would be limited and that Bashar al-Assad's regime must be punished for using chemical weapons to murder his own people."We cannot turn a blind eye to images like the ones we’ve seen out of Syria," he said. "Failing to respond to this outrageous attack would increase the risk that chemical weapons could be used again; that they would fall into the hands of terrorists who might use them against us, and it would send a horrible signal to other nations that there would be no consequences for their use of these weapons.  All of which would pose a serious threat to our national security."

Syrian President Bashar Assad on Sunday warned America and its allies to expect multiple forms of retaliation, including a chemical attack, if the US goes ahead with a military strike on Syria, in remarks published Monday by CBS News.Assad, speaking to Charlie Rose in a Damascus interview, said Syria was “not the only player in the region” and, if an attack occurs, the US and allies in return “should expect everything. Not necessarily from the government.”“You have different parties, you have different factions, you have different ideology. You have everything in this region now,” Assad said, likely a reference to his close allies Iran and Hezbollah, which have threatened to hit Israel.When asked if the response to a US attack could include chemical weapons, the Syrian leader replied that “it could happen” but only “if the rebels or the terrorists in this region or any other group have it.”“I don’t know. I’m not a fortune teller,” Assad added. Damascus currently maintains that rebel groups hold chemical weapons.Assad was “remarkably calm” during the interview, even when discussing claims that he had used chemical weapons on his own people, Rose told “CBS Evening News” on Sunday.Rose’s full interview with Assad is scheduled to be broadcast on PBS’s “Charlie Rose Show” on Monday evening in the US, and excerpts are to be shown on “CBS This Morning,” airing at 7 a.m. Eastern Time Monday.Israeli officials have ramped up preparations in the past weeks ahead of expected US military action against Syria, though they have also tried to calm the country, saying there is little chance Syria, Iran or terror group Hezbollah will retaliate, as they have threatened.Turkey and Jordan have also begun to boost readiness in preparation for possible US action. WASHINGTON (AP) — Of all the interests backing President Barack Obama’s call for Congress to authorize military strikes on Syria, perhaps none is more concerned about the prospect of a “no” vote than America’s pro-Israel lobby, which is finding it difficult to overcome widespread opposition to the use of force.Considered to be some of the most influential lobbyists on Capitol Hill, officials with several pro-Israel groups say they are running into rare resistance from lawmakers, even among staunch Israel advocates on whose support they could almost unquestionably count in the past.The administration has sought and won support for the vote from most of the major pro-Israel groups that traditionally have been most effective in promoting legislation to enhance Israel’s security.Among those that have released public statements and made private calls to lawmakers to urge them to vote “yes” are The American-Israeli Public Affairs Committee, or AIPAC, the Anti-Defamation League and the Simon Wiesenthal Center.“There is no question that it is very challenging,” said an official from one, who spoke on condition of anonymity because he is not authorized to speak publicly on behalf of the organization. “It is an extremely challenging environment right now.”The crux of their argument is that inaction will undermine American credibility in limiting the development and use of weapons of mass destruction with a direct impact on Israel’s security, particularly as it relates to Iran and its nuclear program.Israel regards Iran as an existential threat, and preventing Tehran from developing nuclear weapons is its primary national security concern. Iran says its program is for peaceful purposes.Lobbyists also acknowledge that a US military strike could risk Israel becoming a retaliatory target of Syrian-backed Hezbollah or other groups acting on Assad’s behalf. But they say that risk is smaller than the risk of letting Assad go unpunished.“This critical decision comes at a time when Iran is racing toward obtaining nuclear capability,” AIPAC said in its statement. “Failure to approve this resolution would weaken our country’s credibility to prevent the use and proliferation of unconventional weapons and thereby greatly endanger our country’s security and interests and those of our regional allies.”“AIPAC maintains that it is imperative to adopt the resolution to authorize the use of force and take a firm stand that the world’s most dangerous regimes cannot obtain and use the most dangerous weapons,” it said.

The Anti-Defamation League urged Congress to “act swiftly to add its voice to hold [Assad] accountable for the wanton slaughter of his own citizens.”“Any nation that violates international norms and obligations which threaten the peace and security of the world must face the consequences of those dangerous acts,” it said.

In making their case for military action to punish Syria for using chemical weapons, Obama and his aides have gone out of their way to court the support of the American Jews by drawing parallels between Syrian President Bashar Assad’s use of poison gas and the gas chambers of Nazi Germany.Visiting the Great Synagogue of Stockholm on a trip to Sweden last week, Obama alluded to the connection while paying tribute to Raoul Wallenberg, the Swedish diplomat credited with saving at least 20,000 Jews during the Holocaust.“Because he refused to stand by, Wallenberg reminds us of our power when we choose not simply to bear witness, but also to act,” Obama said.He later added: “I cannot think of a better tribute to Raoul Wallenberg than for each of us, as individuals and as nations, to reaffirm our determination to live the values that defined his life and to make the same choice in our time.”Secretary of State John Kerry has invoked the phrase “never again,” a direct reference to international vows to prevent a repeat of the Holocaust, and even compared Assad to Adolf Hitler, something that even the pro-Israel groups backing the administration have shied away from, at least so far.Despite winning universal condemnation of Assad for using chemical weapons, the administration has found its arguments are not convincing skeptical lawmakers and their war-weary constituents that military action is a moral imperative.“I think Israel has a strong natural defense and I think they can do well in any battle. But I don’t want to involve Israel in a battle because they have so many enemies around them that I’m fearful it can spin out of control,” Sen. Rand Paul, R-Ky., told Sean Hannity of Fox News last week.Officials with several pro-Israel groups say they are encountering the same problem, which is compounded by pure political motivations, especially among Republicans, for opposing Obama’s request.They said they will continue to lobby in the days ahead — AIPAC is bringing some 250 pro-Israel activists to Washington next week to push for the authorization — but they have also told the White House that only a powerful and direct personal appeal from Obama himself is likely to have an impact.“The idea that the pro-Israel community is a magic wand that can make this vote happen is a conspiracy theory,” said Josh Block, a former AIPAC spokesman who now heads The Israel Project. “It’s not born out of reality.”“But, certainly when supporters of the U.S.-Israel relationship and experts in the region who have real credibility join with the president and other voices in the foreign policy and human rights community, it matters,” he said.Of course, Republicans are not the only ones opposing the authorization.

Many of the president’s Democratic supporters are deeply conflicted over the use of force.“I think every member of Congress’ perception is colored by what happened in Iraq,” said Rep. Bruce Braley, D-Iowa, who is seeking a Senate seat in 2014 and is leaning against authorizing force. “If Iran responds to our sending cruise missiles into Syria by launching an attack into Israel, and then Israel retaliates, and Hezbollah retaliates against Israel, I have a hard time seeing how the United States avoids getting drawn into a broader regional conflict.”This divide also is apparent among Israel-centric organizations.J Street, the relatively recent arrival to the Israel-related lobbying scene that has promoted peace with the Palestinians as its major issue, condemned the use of chemical weapons but stopped far short of the other groups in offering explicit support for Obama’s call.“As President Obama and world leaders contemplate the appropriate course of action, we are cognizant that there are no easy or clear-cut solutions,” it said. “Any action taken should aim to minimize the loss of civilian life, deter the further use of chemical weapons and avoid regional spillover.”

(CNN) -- Men sprawled on a tile floor, shirtless and convulsing. Children, too, seemingly unable to control their shaking and flailing. Panic and screams in the background.These are some of the hard-to-stomach images that the Obama administration has shown a select group of senators in closed-door briefings to make the case that a limited military attack on Syria is justified.CNN was the first to obtain the 13 different videos seen by members of the Senate Intelligence Committee that depict the gruesome scene of an chemical weapons attack in Syria on August 21. The administration told senators that their authenticity was verified by the intelligence community.The attack, allegedly carried out by Syrian forces under President Bashar al-Assad, has touched off the most critical foreign policy question since the uprising began in 2011: Is a military response merited? The videos capture a moment of panic, as those who are standing try to feed water to those who appear incapacitated. Prayers are repeated.

Many of the videos were previously posted on YouTube, but this collection of footage is significant because the intelligence community has given it a stamp of authenticity.The footage could be vital in the administration's quest to convince Congress and the American public that the U.S. must launch punitive strikes against Syria, former U.N. Ambassador Bill Richardson said."That video will sensitize the American people that this isn't just an intervention, that this is a military strike to stop that type of atrocity," the former congressman told CNN.While the videos are hard to watch, they do not prove who is responsible for the attack, nor do they provide an answer for whether military strikes are the correct course.President Barack Obama favors limited intervention, and his administration has been working nonstop to convince allies in Europe and lawmakers back home for support.Hours after CNN obtained and broadcast portions of the videos, the Senate Intelligence Committee posted them on its website for public viewing.An aide to Dianne Feinstein, the committee's chairwoman, said it's expected the video will be played Monday at a briefing for all House members. Secretary of State John Kerry, Defense Secretary Chuck Hagel and National Security Adviser Susan Rice will be among those representing the Obama administration at that hearing and one Wednesday for senators, according to the White House.Based on her attendance at closed-door briefings, Feinstein has decided to vote in favor of the measure to intervene militarily in Syria, defying the wishes of many of her constituents."What's coming in is overwhelmingly negative," Feinstein said Thursday about the feedback from voters. "There's no question about that. But you see, then they don't know what I know."The availability of these videos obtained by CNN means that anyone can see at least part of the administration's evidence and come to their own conclusions.One video shows a room with enough children to fill a classroom, but they are arranged on the ground, the bright colors of their shirts -- red, yellow, green, purple, blue -- contrasting the paleness of their dead bodies. There were dead adults placed in this space, too. The video captures at least six rows of adults with no less than four bodies each.Sheets and blankets cover some of the bodies.In another video, a man uses a manual resuscitator on a toddler, who appears motionless. Another man comes with a bottled water and the men together try to rinse the small boy's face. It looks like the boy's chest moves, but his arms remain pinned to his side like a soldier at attention.CNN cannot independently confirm the authenticity of the videos. But officials have a number of reasons as to why they believe they are authentic.The videos were shot from multiple angles, providing overlap, not just in what could be seen but what could be heard, the administration officials told the senators.

Two RAF jets were scrambled from their base in Cyprus to urgently investigate Syrian planes that had crossed into international airspace, it has emerged.The Ministry of Defence confirmed that unidentified planes legally crossed into Cypriot skies from the east of the country last Monday.But it is understood the behaviour of the aircraft raised suspicions at RAF Akrotiri, less than 200 miles from Syria, prompting the rapid response.

The MoD deployed six Typhoon jets at the base in Akrotiri, Cyprus, las month as a 'purely a prudent and precautionary measure to ensure the protection of UK interests'

The aircraft retreated before any action was taken by the two RAF air-defence Typhoons.
A spokesman for the MoD said: 'The MoD can confirm that Typhoon Air Defence Aircraft operated from RAF Akrotiri on Monday to investigate unidentified aircraft to the east of Cyprus; the aircraft were flying legally in international airspace and no intercept was required.'A military source told the Sunday People: 'Recent intelligence reports have warned of an attack on Akrotiri.'The RAF Typhoons were launched after sensitive airborne early-warning radarpicked up the "contacts" floying low and fast.'
Akrotiri is one of Britain's largest overseas bases and is home to more than 1,300 personnel. It was used in the air campaign against Gaddafi's Libya in 2011.It comes amid rising global tensions with Syria as the U.S. seeks to build support for military strikes against President Bashar Asssad's regime.

Number 10 indicated last week that Britain is not expecting its military bases such as RAF Akrotiri to be used by allies in any air strikes.RAF Akrotiri is used by the RAF as a base for overseas operations in the Middle East and also for training.A week ago, six RAF Typhoon jets were sent to Cyprus in what the MoD called a 'prudent and precautionary measure'.On its website, the MoD says Typhoon Jets provide the RAF with a 'multi-role combat aircraft, capable of being deployed in the full spectrum of air operations, from air policing, to peace support, through to high-intensity conflict'.
