PARIS (AP) — Western powers are preparing a tough response if
Syrian President Bashar Assad's regime deploys chemical or biological weapons in its civil war, key European officials warned Monday.
Syria's
leadership has said the country, which is believed to have nerve agents
as well as mustard gas and Scud missiles capable of delivering them,
could use chemical or biological weapons if it were attacked from
outside."Our response ... would be massive and blistering," if
Assad's forces used such weapons, French Foreign Minister Laurent Fabius
told RMC radio.Britain's Foreign Secretary William Hague told
the House of Commons he had asked U.N. Secretary-General Ban Ki-moon to
begin preparations so the U.N. could quickly deploy experts to make
checks if "we have any reports of such chemical weapons being used or
moved."Hague said the U.S.,
France
and Britain had been clear to Assad that the use of chemical weapons
could prompt a dramatic change in their handling of Syria's civil war.
President Barack Obama has called the issue a "red line" for the U.S."We have not ruled out any options as this crisis deepens," Hague told lawmakers.Britain's
Prime Minister David Cameron has said the U.K. had no plans to
intervene militarily in Syria, but that the use of chemical weapons
would lead him to "revisit" that approach.Fabius confirmed that
Western countries were monitoring the movement of the weapons in Syria
to be ready to "step in" immediately if necessary. "We are discussing
this notably with our American and English partners," he said.
The French minister said
Russia and
China
were "of the same position," but did not elaborate. China and Russia
have repeatedly used their veto powers in the U.N. Security Council to
block U.S.- and Arab-backed action that could have led to sanctions
against Assad's regime."The Russian position on this is only
likely to change when the situation on the ground changes further, to a
substantial degree," said Hague, reflecting talks he and Cameron held
with Russian President Vladmir Putin during the London Olympics last
month.Since March 2011,
activists estimate that more than 20,000 people have been killed in
Syria, where a popular uprising against the
Assad regime evolved over the months into a full-blown civil war.Since
the start of the Syrian conflict, Beijing has been consistent in its
stance that it should be settled through negotiations and not by outside
forces.Moscow is Syria's chief ally, and Russian Deputy Foreign
Minister Gennady Gatilov told The Associated Press in a recent interview
that Russia has the Syrian government's assurances that chemical
weapons will not be used. Gatilov said Russia will "work toward the goal
of preventing such things from happening."The foreign ministries of both China and Russia declined immediate comment on Monday.Syria's opposition has urged outside military help against Assad's armed forces."I
am going to be very clear. We are requesting military intervention in
order to protect Syrian civilians who have been constantly murdered over
the last year and a half," the head of the
Syrian National Council, Abdelbaset Sieda, said in Madrid on Monday.
Spain's
Foreign Affairs Minister Jose Manuel Garcia Margallo, who met with
Sieda, said his country would continue to press for a united EU approach
to Syria and urged Syrian opposition groups to overcome their divisions
and join together against the Assad regime.The new U.N. envoy to
Syria, Lakhdar Brahimi, acknowledged Monday that brokering an end to
the civil war is a "very, very difficult task."In London, Hague urged the West and its allies to accelerate planning for a post-Assad regime."Assad's

international community must plan rapid support to a new government in

Lebanon's Hezbollah denies possessing chemical weapons

Hassan Nasrallah, on Monday denied that his group possessed chemical
weapons."We don't have chemical weapons and we cannot use them for reasons

interview with Beirut-based Al-Mayadeen channel, which champions
Hezbollah's cause.At the end of July, a number of Israeli officials warned against a
possible transfer of Syrian chemical weapons to Hezbollah, an ally of

border, the Israeli army launched an offensive into Lebanon in July and
August 2006 to punish a movement that managed to fire 4,000 rockets into
northern Israel.While ruling out a future Israeli war against Iran,

Iranian leaders that "the retaliation from Tehran will be great" in the

Secretary of State Hillary Clinton headed to
Beijing pledging to pass on a strong message on the need to calm regional tension.The last time
Clinton
visited the Chinese capital, plans to highlight improving U.S.-China
ties were derailed by a blind Chinese dissident whose dramatic flight to
the U.S. embassy exposed the deeply uneasy relationship.The irritants this
time are disputes over tiny islets and craggy outcrops in oil- and
gas-rich areas of the South and
East China Seas that have set China against U.S. regional allies such as the Philippines and Taiwan.As Clinton travelled back to Beijing on Tuesday, U.S.
officials say the message is once again one of cooperation and
partnership - and an important chance to compare notes during a year of
political transition.But the unease remains, sharpened by disputes in the
South and East China Seas that have rattled nerves across the region and
led to testy exchanges with Washington just as the Obama administration
"pivots" to the Asia-Pacific region following years of military
engagement in Iraq and Afghanistan.Chinese Foreign Ministry spokesman Hong Lei suggested
at a daily news briefing that Washington was not a helpful force in the
maritime disputes."We have noted that the United States has stated many
times that it does not take sides," he said when asked about the U.S.
role. "We hope that the United States will abide by its promises and do

South China Sea and stressed that disputes should be resolved "without
coercion, without intimidation, without threats and certainly without
the use of force".But progress has been thwarted in recent months by
China's increasingly assertive posture, which has included establishing a
garrison on a disputed island and stepping up patrols of contested
waters.That suggests Beijing has no intention of backing down
on its unilateral claim to sovereignty over a huge stretch of ocean and
potentially equally large energy reserves.
Clinton faces a balancing act, pushing on the
territorial disputes while keeping cooperation on track on other issues
including reining in the North Korean and Iranian nuclear programs, the
Syria crisis and economic disputes that have long bedeviled the two
countries."One of the challenges before us is to demonstrate how
we deal with areas in which we have different perceptions and where we
face challenging issues on the ground, or in this case on the water,"
one senior U.S. official said.But some Chinese media have been blunt in their
opposition to Clinton. The Global Times, a popular, nationalist tabloid,

Clinton on Wednesday will meet outgoing President Hu
Jintao and Vice President Xi Jinping, the man who will likely succeed
him as paramount leader following a Communist Party congress this year.Xi visited the United States in February on a
get-acquainted tour and U.S. officials expect him to be a steady-handed
leader.But concerns over China's fast-expanding influence and
its belligerent tone in the regional disputes have Washington scrambling
to assess how Beijing's political stars are lining up.China, too, has its concerns and has pushed back against U.S. attempts to referee the
South China Sea dispute and insert itself into similar rows between China, Japan and South Korea over islands in the East China Sea.While Washington has stressed that it takes no position
on the competing claims and simply wants to see a mechanism established
to resolve them, its forceful calls on China to play along have had a
cool reception in Beijing.
Mark Valencia, a Hawaii-based expert on Asia-Pacific
maritime disputes, said the recent exchanges left "no doubt that the
U.S. is siding with ASEAN (Association of Southeast Asian Nations) --
not necessarily saying that their claim is correct, but that the bases
of their claims have more merit than those of China".During Clinton's
last China visit in April, dissident Chen Guangcheng stole the headlines
with his made-for-TV escape from house arrest, flight to the U.S.
embassy and eventual decision to take a U.S.-brokered deal to travel to

Syria's Assad holds talks with Red Cross chief

on Tuesday that the group is welcome to operate on the ground in the
country as long as it remains "neutral and independent," state media

Peter Maurer, but said the Red Cross chief later met with
Deputy Foreign Minister Faysal Mekdad and was also holding talks with the head of the

having spread to the country's two largest cities — the capital Damascus
and the commercial hub of

Activists say August was the bloodiest month since the uprising
against Assad began in March 2011, with about 5,000 people killed.The escalating bloodshed has prompted a growing exodus by Syrians looking to escape the conflict.The
U.N.'s refugee agency, UNHCR, said Tuesday that 100,000 refugees fled
Syria to neighboring countries in August, the highest monthly toll since
the crisis began. In Geneva, agency spokeswoman Melissa Fleming said
the rise in people seeking asylum in neighboring countries brings the
total of Syrian refugees registered or awaiting registration with the
UNHCR to 234,368 as of September 2.
The Red Cross said earlier
that during his trip Maurer would address the "rapidly deteriorating
humanitarian situation" and the difficulties which the ICRC and the
Syrian Arab Red Crescent face in reaching people affected by the
country's civil war."At a time when more and more civilians are
being exposed to extreme violence, it is of the utmost importance that
we and the Syrian Arab Red Crescent succeed in significantly scaling up
our humanitarian response," Maurer said in comments made before his
arrival in Syria. "An adequate humanitarian response is required to keep
pace with needs, which have been growing exponentially."Maurer
added that during his visit, he also intended to follow up on points
agreed to in April, such as expanded access to persons detained in Syria

the highest monthly total since hostilities began, the U.N. refugee agency said Tuesday.The

U.N.'s World Food Program spokeswoman Elisabeth Byrs told reporters
that her agency is scaling up operations to provide food urgently needed
by 1.5 million people this month, mainly in areas where there has been
fighting and people made at least temporarily homeless.
Activists
say some 5,000 people were killed in August, the highest toll in the
17-month-old uprising and more than three times the monthly average. The
U.N. children's agency says 1,600 were killed last week alone, also the
highest figure for the entire revolt.The
two major activist groups, the Britain-based Syrian Observatory for
Human Rights and the Local Coordination Committees, have raised their
total death toll to between 23,000 and 26,000.

Russia says will retaliate if Britain has blacklisted officials

Russia said on Monday it would retaliate if
Britain confirmed a media report that it could ban dozens of
Russian officials from entering the country for their alleged roles in the 2009 prison death of lawyer
Sergei Magnitsky.Russia's
Foreign Ministry
said it had asked Britain whether it had blacklisted 60 people
including judges, intelligence officers and prosecutors, as a newspaper
reported. The ministry did not say what a Russian diplomatic response
could entail.Magnitsky, a 37-year-old lawyer for an equity fund,
died about a year after he was jailed on charges of tax evasion and
fraud.Former colleagues say the charges were fabricated by
police investigators he had accused of stealing $230 million from the
Russian state through fraudulent tax returns.The Kremlin's own human rights council has said Magnitsky was probably beaten to death.Britain's Sunday Times reported that Home Secretary
Theresa May had sent a list of 60 Russians to the British embassy in
Moscow and that they could be banned from entering Britain.
"We have ... asked the official British authorities for
confirmation or denial of this information," Russian Foreign Ministry
spokesman Alexander Lukashevich said in a statement."We will determine
our reaction depending on the answer," he said. "Obviously, if London
has introduced some sanctions against
Russian citizens, the Russian side will react, as is accepted in diplomatic practice."A diplomatic
dispute over the Magnitsky case would further strain relations between
Britain and Russia. The countries have been at odds over security,
diplomatic and
human rights
issues for years, particularly since the 2006 murder in London of
Kremlin critic Alexander Litvinenko, a former Russian spy who died from
poisoning with radioactive polonium-210.In December 2010, Britain expelled a diplomat from the
Russian embassy in London. It said this was in response to "clear
evidence" of activities by the Russian intelligence services against
British interests.Russia responded days later by expelling a diplomat from the British embassy in Moscow.
The Magnitsky case
has also strained ties between Russia and the United States. A U.S.
Senate panel in June approved a bill, sharply criticised by Moscow, that
would require the United States to deny visas and freeze the assets of
Russians linked to Magnitsky's death, along with other human rights
abusers in Russia or anywhere in the world.Russian President
Vladimir Putin called Magnitsky's death a tragedy, but said Moscow would
retaliate against the bill.The British embassy could not immediately be reached
for comment on Monday. Britain's policy is not to comment on individual
cases involving visa applications or denials.
Russian news agency Interfax quoted a British embassy
representative as saying visa applicants are usually denied entry if
