The United States may supply Israel
with advanced Massive Ordnance Penetrator (MOP) bunker-buster bombs
that can penetrate through up to 60 feet (almost 20 meters) of
reinforced concrete, reports Maariv Tuesday.This is part of a deal being worked out between the countries, which also includes the supply of refueling jets.This equipment will make the job of demolishing Iran's nuclear weapon production array more feasible for Israel, should it decide to do so.In exchange for the weapons, Prime Minister
Binyamin Netanyahu will agree to hold off on an independent attack
until after the U.S. elections. President Barack Obama fears that a war
could negatively affect his chances of being reelected. Israel, on the
other hand, fears that Obama's re-election could create diplomatic and
military conditions that allow Iran to acquire the weapon it needs for
killing millions of Israelis.Obama may soon publicly describe the "red lines" which, if crossed by Iran, would trigger a U.S. military response. Maariv speculates this could happen when he gives a speech at the UN on Yom Kippur eve, or even in his speech at the Democratic National Convention.
These steps may mollify Netanyahu, and could be the reason for his apparently less forceful statements on Iran in the past two days.The Massive Ordnance Penetrator (MOP) GBU-57A/B is a U.S. Air Force precision-guided, 13,000-kg (30,000-pound) bomb, and the most destructive bunker-buster yet. According to a Wired.com piece last week, the USAF has announced it has finally completed building that bomb: "It’s an absolutely ginormous bomb designed to convince rogue regimes that there is no redoubt for the manufacture of chemical, biological or nuclear weapons buried deep enough to escape the U.S. Air Force."
"The military has been at work super-sizing its bunker-busters for years," writes Wired, "and the Massive Ordnance Penetrator is the premier upgraded weapon. According to the report, the U.S. sent the message to Iran in order to avoid an Iranian military response that would target U.S. installations in the Gulf region.The White House later officially denied having held secret talks with Iran over a possible attack by Israel.“The report is false and completely incorrect,” said White House Spokesman Jay Carney. “And we don't talk about hypotheticals,” he added.Meanwhile, the New York Times reported on Monday that the U.S. may declare certain "red lines" that would trigger a U.S. attack if crossed by Iran.The Obama Administration is trying to put pressure on Iran through tightening economic sanctions, placing of missile defense systems in Qatar, and weighing the launching of more cyber-attacks like Stuxnet, the newspaper reported. is going to be war in the Middle East. It is just a matter of time
until it happens. Israel has decided that there is no way that it can
ever allow Iran to develop the capability to build nuclear weapons.
Iran has gone “all-in” on developing a nuclear program and it has become
a matter of national pride at this point. Iran does not fear an
Israeli attack against its nuclear program. In fact, Iran anticipates
that an Israeli attack would cause the Islamic nations of the Middle
East to come together and declare war against Israel. Sadly, there is a
very strong chance that an Israeli attack on Iran would actually spark a
larger regional war. But there is no way that Israel is going to allow
Iran to develop the capability to build nuclear weapons, and time for a
strike may be running out. It has become quite clear that the Obama
administration does not want to strike Iran. So if Israel wants to do
something about Iran, Israel is going to have to be the one to do it.
But if Obama wins the U.S. election in November, he might work to
actively block Israel from attacking Iran for his entire second term,
and the Israelis believe that by 2016 it will be way too late to do

election, Obama would be in danger of appearing to be “anti-Israel” if
he came out against the attack. And considering the fact that Jewish
voters are a key voting block in swing states such as Florida that is
not something he would want to do. But after the election Obama would
not have to worry about what Jewish voters think. After the election
Obama could move to block an attack on Iran indefinitely.

course if Mitt Romney wins the upcoming election things would likely be
different. Romney has taken a much harder line against Iran than Obama
has.But the Israelis know that the upcoming election could go either way.In fact, if the election was held today Obama would probably win.That is why the next couple of months are such a potentially dangerous time for the Middle East.If Israel does not move against Iran now, moving against them later could be far more difficult if Obama wins a second term.So when could we potentially see an attack?Well, it probably would not happen prior to or during the very

Draghi signals ECB bond purchases to go ahead

chief Mario Draghi has suggested a controversial bond-buying scheme will
go ahead despite opposition from Germany's Bundesbank.Bonds with a maturity of up to three years could be purchased under
the plan, he said, according to MEPs present at a closed-door meeting on
Monday (3 September)."I would expect, after this session, that there will be more
bond-buying," German Green MEP Sven Giegold told journalists after the
meeting.His French centre-right colleague Jean-Paul Gauzes said Draghi had
explained that "he does not have a problem with the ECB buying two-three
year bonds on the secondary market, as this does not amount to printing
money."It is the first time Draghi has indicated the maturity of the bonds
to be purchased. In a press conference last month, Draghi referred only
to "short-term bonds" which could be bought if a country first makes an
official request to the eurozone bailout fund to buy up its bonds.Spain is issuing €3.5 billion worth of two and three-year bonds on
Thursday, just hours before the monthly meeting of the ECB governing
council when details are expected to be announced about the bond-buying
scheme.Even though the central bank is not allowed to directly purchase the
bonds from the governments, its intention to buy them from traders (on
the secondary market) may boost the demand for these bonds and lower
their interest rates.The ECB's bond-buying programme has existed since 2010. But it has
been dormant this year following a massive intervention in November,
which helped lower the borrowing costs of the Spanish and Italian
governments.Germany's Bundesbank is still fiercely opposing a resumption of the
scheme, even if Spain promises to commit to a reform programme in
return.
But some argue it has no choice."The ECB has taken over political responsibilities beyond the monetary policy, because politicians have not sufficiently taken up the political responsibility for the euro," Austrian Conservative MEP Othmar Karas told this website."The treaty is clear, the purchase of bonds that are limited in time is not a money printing machine. Limited in time means shorter than three years," he added, after also having taking part in the closed session with Draghi.He noted that the more the ECB is forced to intervene, the less democratic scrutiny there is over these actions: "We have a clear political model, constitutional obligations, but we urgently need actions, because we have no time."

EU top rating in jeopardy
Moody's, one of the big three ratings agencies, meanwhile warned it may slash the EU's own top rating, given that Gremany, France, the UK and Netherlands could also be stripped of their AAA rating and that they account for 45 percent of the EU budget.The European Commission is empowered to borrow up to €65 billion on behalf of the EU in the so-called European Financial Stability Mechanism.The scheme was used for the bailouts of Ireland and Portugal, to the tune of €48.5 billion. The EU is also a guarantor for the European Investment Bank. Bulgaria shelves euro membership plans

BRUSSELS - Bulgaria has halted plans to join the euro in the latest public setback for the beleaguered currency union.Speaking in an interview with the Wall Street Journal on Monday (3
September) in Sofia, Prime Minister Boyko Borisov and Finance Minister
Simeon Djankov said the decision was the result of the debt crisis and
the double dip recession facing the eurozone, along with rising public
opposition to joining the single currency."Right now, I don't see any benefits of entering the euro zone, only
costs," Djankov said, adding that disagreement between countries on how
best to respond to the debt crisis made the prospect of euro membership
"too risky for us and it's also not certain what the rules are and what
are they likely to be in one year or two."In January 2010 Borisov claimed that Bulgaria would take steps to join the eurozone with a target date of 2013.Bulgaria already fulfills the economic criteria to join the euro,
having reduced its budget deficit to 2.1 percent in 2011, comfortably
below the 3 percent limit laid out in the Stability and Growth Pact.
The country, whose 17.5 percent debt burden is also one of the lowest in the EU, has pegged its Lev currency to a currency basket including the euro but is not in ERM II, a formal EU mechanism for limiting currency fluctuation. France warns of Syrian chemical weapons attack

PARIS (AP) — Western powers are preparing a tough response if Syrian President Bashar Assad's regime deploys chemical or biological weapons in its civil war, key European officials warned Monday.Syria's
leadership has said the country, which is believed to have nerve agents
as well as mustard gas and Scud missiles capable of delivering them,
could use chemical or biological weapons if it were attacked from
outside."Our response ... would be massive and blistering," if
Assad's forces used such weapons, French Foreign Minister Laurent Fabius
told RMC radio.Britain's Foreign Secretary William Hague told
the House of Commons he had asked U.N. Secretary-General Ban Ki-moon to
begin preparations so the U.N. could quickly deploy experts to make
checks if "we have any reports of such chemical weapons being used or
moved."Hague said the U.S., France
and Britain had been clear to Assad that the use of chemical weapons
could prompt a dramatic change in their handling of Syria's civil war. President Barack Obama has called the issue a "red line" for the U.S."We have not ruled out any options as this crisis deepens," Hague told lawmakers.Britain's

intervene militarily in Syria, but that the use of chemical weapons

Syria's Assad holds talks with Red Cross chief

U.N.'s refugee agency, UNHCR, said Tuesday that 100,000 refugees fled
Syria to neighboring countries in August, the highest monthly toll since
the crisis began. In Geneva, agency spokeswoman Melissa Fleming said
the rise in people seeking asylum in neighboring countries brings the
total of Syrian refugees registered or awaiting registration with the
UNHCR to 234,368 as of September 2.
The Red Cross said earlier
that during his trip Maurer would address the "rapidly deteriorating
humanitarian situation" and the difficulties which the ICRC and the
Syrian Arab Red Crescent face in reaching people affected by the
country's civil war."At a time when more and more civilians are
being exposed to extreme violence, it is of the utmost importance that
we and the Syrian Arab Red Crescent succeed in significantly scaling up
our humanitarian response," Maurer said in comments made before his
arrival in Syria. "An adequate humanitarian response is required to keep
pace with needs, which have been growing exponentially."Maurer
added that during his visit, he also intended to follow up on points
agreed to in April, such as expanded access to persons detained in Syria
and "the imperative necessity of helping civilians affected by
hostilities."Syria's uprising began with largely peaceful
protests against Assad's regime, but has since morphed into a civil war
in the face of a brutal government crackdown. Activists say at least
23,000 people have been killed so far.The
civil war witnessed a turning point in July when rebels carried out an
audacious bombing in Damascus that killed four high-ranking security
officials, including the defense minister and Assad's brother-in-law.
Since then, the regime has succeeded in largely quelling a rebel
offensive in the capital, but has struggled to contain an opposition
push into the northern city of Aleppo, the country's commercial hub.On
Tuesday, Abdul-Qadir Saleh, the commander of the Tawhid Brigade that is
spearheading the Aleppo offensive, said rebels now control most of the
city, Syria's largest."The
regime only controls 30 percent of Aleppo," Saleh told reporters in
Istanbul. He added that regime forces are now attacking civilian areas
in an attempt to "turn civilians against the rebels."Saleh's claim could not be independently verified, and the government says its troops are advancing in the city.Also
Tuesday, activists reported scattered violence across the country,
including in Aleppo and Idlib in the north, Daraa in the south as well

UN says 100,000 refugees fled Syria in August

(AP) — Some 100,000 refugees fled Syria during August making it by far
the highest monthly total since hostilities began, the U.N. refugee agency said Tuesday.The
tide in people fleeing the civil war, a figure that includes both
refugees who are registered and those awaiting registration with the
Geneva-based U.N. refugee agency, underscores the intensifying violence
between the regime of Syria's president, Bashar Assad, and the armed
anti-government groups.The August total represents more than 40
percent of the 234,368 Syrian refugees who, as of the last count on
September 2, had fled for surrounding countries since the uprising began
17 months ago."If you do the math, it's quite an astonishing number," U.N. refugee agency spokesman Melissa Fleming
told reporters Tuesday at the U.N.'s European headquarters in Geneva.
"And it points to a significant escalation in refugee movement and
people seeking asylum, and probably points to a very precarious and
violent situation inside the country."The refugee agency and the Syrian Arab Red Crescent
are continuing to expand their operations to support displaced Syrians
and appealing to all nations to take in Syrians who need asylum. There
are now more than 80,000 Syrian refugees in Turkey,
where the borders remain open, and there is a backlog of some 8,000
Syrians waiting to be processed at the border, Fleming said. Jordan has more than 77,000 Syrian refugees; Lebanon has more than 59,000; and Iraq nearly 18,700, according to the agency.The
U.N.'s World Food Program spokeswoman Elisabeth Byrs told reporters
that her agency is scaling up operations to provide food urgently needed
by 1.5 million people this month, mainly in areas where there has been
fighting and people made at least temporarily homeless.
Activists
say some 5,000 people were killed in August, the highest toll in the
17-month-old uprising and more than three times the monthly average. The
U.N. children's agency says 1,600 were killed last week alone, also the
highest figure for the entire revolt.The
two major activist groups, the Britain-based Syrian Observatory for
Human Rights and the Local Coordination Committees, have raised their
total death toll to between 23,000 and 26,000.

Russia says will retaliate if Britain has blacklisted officials

MOSCOW (Reuters) - Russia said on Monday it would retaliate if Britain confirmed a media report that it could ban dozens of Russian officials from entering the country for their alleged roles in the 2009 prison death of lawyer Sergei Magnitsky.Russia's Foreign Ministry
said it had asked Britain whether it had blacklisted 60 people
including judges, intelligence officers and prosecutors, as a newspaper
reported. The ministry did not say what a Russian diplomatic response
could entail.Magnitsky, a 37-year-old lawyer for an equity fund,
died about a year after he was jailed on charges of tax evasion and
fraud.Former colleagues say the charges were fabricated by
police investigators he had accused of stealing $230 million from the
Russian state through fraudulent tax returns.The Kremlin's own human rights council has said Magnitsky was probably beaten to death.Britain's Sunday Times reported that Home Secretary
Theresa May had sent a list of 60 Russians to the British embassy in
Moscow and that they could be banned from entering Britain.
"We have ... asked the official British authorities for confirmation or denial of this information," Russian Foreign Ministry spokesman Alexander Lukashevich said in a statement."We will determine our reaction depending on the answer," he said. "Obviously, if London has introduced some sanctions against Russian citizens, the Russian side will react, as is accepted in diplomatic practice."A diplomatic dispute over the Magnitsky case would further strain relations between Britain and Russia. representative as saying visa applicants are usually denied entry if
