Since October 8, Hezbollah-led forces have attacked Israeli communities and military posts along the border on a near-daily basis, with the group saying it is doing so to support Gaza amid the war there against the Palestinian terror group Hamas.“I’m not expecting peace, everlasting peace, between Hezbollah and Israel,” Amos Hochstein, a senior adviser to Biden for energy and investment, said in an interview with the Carnegie Endowment for International Peace.“But if we can reach a set of understandings and… take away some of the impetus for conflict and establish for the first time ever a recognized border between the two, I think that will go a long way.”Hochstein brokered an Israel-Lebanon maritime boundary agreement in late 2022, after two years of talks, which opened the way for both countries to develop natural gas and other resources in the region. Hochstein has been working on a demarcation of the land border between the two countries that could have a number of phases.The first would be to allow for tens of thousands of displaced residents of northern communities in Israel to return to their homes, along with those living in southern communities in Lebanon, Hochstein said.Part of that would require a strengthening of the Lebanese armed forces, including recruiting, training and equipping forces, Hochstein said, without detailing how that would happen. As it stands, Hezbollah’s military might far outweighs the army’s.The second phase would involve an economic package for Lebanon, “making sure that the international community demonstrates to the Lebanese people that we’re invested in them.”Lebanon’s power grid, for example, only operates a few hours per day, at an enormous detriment to its economy. “We have a solution for that, we’ve put together a package that could create a solution that would take them to 12 hours of electricity in a… short amount of time,” Hochstein said.The last phase would be a land boundary agreement between Lebanon and Israel, he said.If politics and the economy are stabilized in Lebanon, it could help reduce Iran’s influence there, he argued.“The ability of outside forces of any consequence to influence Lebanon will diminish dramatically,” Hochstein said.So far, the skirmishes on the border have resulted in 10 civilian deaths on the Israeli side, as well as the deaths of 14 IDF soldiers and reservists. There have also been several attacks from Syria, without any injuries.Hezbollah has named 322 members who have been killed by Israel during the ongoing skirmishes, mostly in Lebanon but some also in Syria. In Lebanon, another 62 operatives from other terror groups, a Lebanese soldier, and dozens of civilians have been killed.Israel has expressed openness to a diplomatic solution to the conflict but has said it would launch an all-out war against Hezbollah to restore security to the north if an agreement isn’t reached.

Fifty percent of Israeli Jews support Israel maintaining control of the Gaza Strip after the war against the Hamas terror group ends, according to a Pew Research Center survey published Thursday.Asked who should govern the Palestinian enclave after the war, half of Jewish respondents said Israel; 15% said they didn’t know; 10% said the Palestinian Authority, but without its president, Mahmoud Abbas; 8% said people who live in Gaza should decide; 7% answered “other”; 5% said the PA with Abbas; 4% said the United Nations; and zero percent said Hamas.Among Arab Israeli respondents, 37% said people who live there should decide; 18% said the PA without Abbas should rule; 16% said they didn’t know; 11% said the PA with Abbas; 9% said Hamas; 5% said the United Nations; 3% said Israel; and 2% said “other.”Among all Israeli respondents, 40% said Israel; 16% said they didn’t know; 14% said Gazans should decide; 12% said the PA without Abbas; 6% said the PA with Abbas; 6% said “other”; 4% said the UN; and 2% said Hamas.The major caveat of the survey was that it was conducted between March 3 and April 4, finishing nearly two months ago, likely making many of the results outdated.But even if the results are several months old, they are notable given that Prime Minister Benjamin Netanyahu has come out against the idea of Israel governing Palestinians in Gaza after the war — a prospect vehemently rejected by the international community.Only far-right ministers like Bezalel Smotrich and Itamar Ben Gvir have come out in support of Israel permanently controlling the Gaza Strip and reestablishing settlements there, but the Pew survey indicates support for their stance may be more widespread among Israeli Jews than originally thought.The survey also finds that the share of Israeli Jews who believe an Israeli and a Palestinian state can peacefully coexist has plummeted since October 7, when thousands of Hamas-led terrorists stormed southern Israeli communities and army positions, killing around 1,200 people, mostly civilians, and taking 252 hostages.The figure of 19% was the lowest since Pew started surveying Israelis in 2013. It is down from 32% in a survey released just weeks before the war broke out.In 2013, according to Pew, nearly half of Israeli Jews — and a majority of Israelis overall — supported a two-state solution. In 2005, another polling firm found that most Israeli Jews supported the establishment of a Palestinian state.This year, just a quarter of Israeli adults overall — including nearly half of Israeli Arabs — believe a Palestinian state and Israel can peacefully exist side-by-side.Among Arab Israelis, 74% say “Israel’s military response against Hamas in Gaza has gone too far.” Only 4% of Jewish Israelis agree.The Hamas-run Gaza health ministry says more than 36,200 people in the Strip have been killed or are presumed dead in the fighting so far, though only some 24,000 fatalities have been identified at hospitals. The toll, which cannot be verified, includes some 15,000 terror operatives Israel says it has killed in battle.Two hundred and ninety-two soldiers have been killed during the ground offensive against Hamas and amid operations along the Gaza border. A civilian Defense Ministry contractor has also been killed in the Strip.And while 76% of Jewish Israelis believe Israel will achieve its goals in the war — namely, toppling Hamas’s rule in Gaza and returning the remaining hostages — only half as many Arab Israelis, 38%, say the same.But Israeli Arabs and Jews share some of the same concerns about the war: 61% of both groups are worried about the war spreading to other fronts — a concern that has been top-of-mind for many in the region and beyond after constant exchanges of fire between Israel and Hezbollah in Lebanon, the first direct attacks between Iran and Israel, and violence on other fronts.And at a time when National Security Adviser Tzachi Hanegbi has said he anticipates the war will last until at least the end of this year, the poll found that significant majorities of both groups (77% of Arabs, 66% of Jews) are worried about the war “lasting a long time.”One thousand and one Israeli adults participated in the in-person survey, which included a representative population of Jews and Arabs.It had a margin of error of four percentage points.In addition to being taken before the launch of the Rafah operation, the poll was conducted before other landmark developments of recent weeks — including a prosecutor for the International Criminal Court announcing he was seeking Netanyahu’s arrest and US President Joe Biden saying that he would suspend delivery of some large bombs to Israel in a bid to influence the scope of Israel’s Rafah invasion.But even before those events, the poll showed disapproval of Biden’s handling of the war rising in Israel. Biden was broadly popular among Israelis for his embrace of the country following October 7, but by the time the poll was taken, 60% of Israeli Jews — and 86% of Israeli Arabs — said they did not approve of how he was handling the war.Also unpopular was Netanyahu who, the poll found, had a lower favorability rating than at any point in the 11 years Pew has asked the question, at 41%. will go down as the day when Prime Minister Benjamin Netanyahu was first vindicated in his belief that he could extricate himself from the catastrophe of October 7, 2023, and retain power.For the first time in a year, a snap survey by Channel 12 found that Netanyahu had overtaken Benny Gantz and was, once again, respondents’ preferred choice for prime minister.In a survey in December by the same polling firm for the same TV channel, Gantz had been preferred to Netanyahu by a massive 45% to 27% of respondents. As recently as last month, though the gap had gradually been narrowing, Gantz was still ahead, by 35% to 29%. But on Wednesday night, Netanyahu overtook him, 36% to 30%.-The findings-Israelis don’t vote for a prime minister, but rather for a party, which they hope will become a dominant faction in the next governing coalition. Here too, however, Wednesday night’s survey was good news for Netanyahu. His Likud party, it showed, is gaining on Gantz’s National Unity, with 21 predicted seats to Gantz’s 25 were elections held today.Again, the trend has been inexorable: In its December survey, Channel 12 noted, Gantz’s National Unity was trouncing Netanyahu’s Likud, by 37 seats to 18. That, in turn, meant that Gantz was blessed with a variety of options for fashioning a majority coalition. Netanyahu’s bloc, comprising the parties with which he formed his coalition after the November 2022 elections — Likud, the two Haredi parties Shas and United Torah Judaism, and the two far-right parties Otzma Yehudit and Religious Zionism — is polling at a combined 52 seats, far short of a Knesset majority. But the anti-Netanyahu parties who together hold the other 68 seats do not constitute a unified bloc.For a start, Hadash-Ta’al, a majority-Arab party polling at 5 seats, would be unlikely to join any conceivable coalition. And while Ra’am, a second majority-Arab party, also polling at 5, did sit in the short-lived Naftali Bennett-Yair Lapid 2021-2022 coalition, its presence would be unacceptable to at least one of the other anti-Netanyahu parties, Avigdor Liberman’s hardline Yisrael Beytenu, which is polling at 10 seats. One way or another, therefore, the ostensible 68-strong anti-Netanyahu parties could in practice likely muster a bloc of only 58.So Netanyahu, as things stand, could not build a majority coalition, but neither could anybody else. There are innumerable other shifts and surprises that could come into play, including the establishment of a new right-wing alliance with the likes of Bennett and the fairly unpopular ex-Likud journeyman Gideon Sa’ar. But, the momentum is with the incumbent.The reasons-Channel 12’s reasonable assessment of its own snap poll was that Gantz’s decline is tied to the ultimatum he publicly delivered on May 18: Either Netanyahu starts putting the national interest ahead of his personal and political considerations, and starts defining strategic goals for the war, its aftermath and much more besides by June 8, or, Gantz vowed, his National Unity party would leave the emergency coalition it had joined days after October 7.Since Gantz’s rise in the polls was widely regarded as reflecting public support for his ostensible statesmanship in joining the government at a time of acute national crisis, his threat to abandon the partnership is now unsurprisingly costing him that support. If you’re no longer being selflessly statesmanlike, or if, as you yourself are saying, you are no longer able to influence the coalition, some erstwhile Gantz backers are presumably asking, then why should we be supporting you? Apart from that, however, the specific horror of October 7 is now almost eight months in the past. Right now, today, minute by minute, Israel is deep in ongoing conflict with Hamas, trying to extricate 121 hostages held since October 7, facing acute dangers in the north, and battling innumerable other challenges.Much of the public is highly critical of Netanyahu’s handling of many of these issues. But his biggest vulnerability was the fact of his presiding over the unprecedented catastrophe of October 7 and the Hamas-funding policies and other actions that failed to prevent it. With that catastrophe’s current, continued dire repercussions at the very top of the national mindset, the simple passage of time has been gradually working to Netanyahu’s advantage.Moreover, the events of October 7 and since are highly unlikely to have sent large numbers of Israeli voters careening from right to left on the national political spectrum:Belief in the viability of a partnership with the Palestinian Authority is probably at an all-time low. The dangers of relinquishing territory in the ostensible cause of peace have been underlined as never before by the Hamas invasion — from a Gaza Strip that Israel had left in 2005 and where it had no military or civilian presence and, it wanted to believe, no territorial dispute. Likewise, Hezbollah took control of the security zone that Israel evacuated in southern Lebanon to international approval in 2000, and now 60,000 people are internally displaced from their homes on and near that border.What’s more, hundreds of thousands of Israelis have been fighting in Gaza for almost eight months — members of the standing army and of the reserves. For combat troops, potential death lurks at every corner; every footstep could be their last. It’s a case of kill the Hamas enemy or the Hamas enemy is going to kill you. How does that warrior’s necessary kill-or-be-killed mindset impact these soldiers’ political thinking and orientation? What proportion of them and their loved ones are becoming more dovish? Almost certainly a smaller proportion than are emerging more hawkish.There are many Israelis risking their lives fighting in Gaza who know that Hamas must be dismantled, the hostages freed, Hezbollah deterred and national security restored, but who are deeply alienated from the government that is sending them. They and their loved ones recognize that the coalition features far-right betrayers of Zionism who seek to destroy Israel’s Jewish and democratic nature, to permanently reoccupy Gaza and the entire biblical Judea and Samaria, too. But, again, one suspects that this large and anguished sector of the populace is not attracting significant new adherents from the right — as Wednesday’s poll would seem to confirm.The Netanyahu-led coalition not only failed to read the writing on the wall ahead of October 7, but has proved staggeringly dysfunctional in the eight months since. As Gantz and Likud Defense Minister Yoav Gallant have publicly charged, Netanyahu has resisted making vital strategic decisions, including on postwar governance of Gaza, because he dares not defy the would-be Gaza-occupying Bezalel Smotrich and Itamar Ben Gvir on whom his governing majority depends.Israel’s citizens on the southern and northern borders, and its vast contingent of reservists, have been failed by many of the ministerial offices whose job it is to look after them. Miri Regev’s strategic, cynical and documented abuse of the Transportation Ministry as a tool for her personal career advancement is only the most extreme alleged example of ministerial abandonment of the basic responsibility to serve the needs of the public.Against all this, Netanyahu is bolstered by a powerhouse media and social media operation that besmirches and incites against any and all potential opponents and rivals, and that has been sinking to still lower lows in just the past few days — with the prime minister’s son Yair disseminating a mutiny call against the defense establishment, and his pet TV station Channel 14 on Wednesday producing repugnant “research” to assert that being left-wing made you ten times more likely to be slaughtered or abducted on October 7. (“We, within our midst, risk destroying Israel,” responded a despairing Haim Jelin, a former local council head and ex-Yesh Atid MK from Kibbutz Be’eri, where Hamas killed 103 people. “I thought that [Hamas] came to murder Jews, Israelis, in the State of Israel, in our homes… but apparently there are those who think we should divide the people into small pieces.”)-Channel 12’s poll was carried out in the course of Wednesday by phone and by internet, among just 503 representative voters, with a 4.4% margin of error. As such, it is no more credible than any of the other polls carried out by the same firm, Midgam, for the same channel in recent months, which used the same methods and voter samples, with the same margins of error, or any of the other such snap polls carried out for numerous Israeli media outlets over the years. It could prove an outlier, its findings never replicated.But polls do reflect momentum, they do impact the electorate, and they affect the climate in which politicians make their decisions.Netanyahu’s opponents, first and foremost Benny Gantz, will recognize that their hopes, even expectations, of ousting him just took a significant hit.And the prime minister, who has never acknowledged his paramount personal responsibility for October 7, will see Wednesday’s survey as indicating he is now well on the way to winning back enough of the public to keep his job.

A crucial study by a key international organization that found in March that a famine had begun in northern Gaza relied on small sample sizes and undisclosed data sources, rendering its conclusions and projections unreliable, an Israeli review has found.The Health Ministry review of the study — which has been cited by the UN, human rights organizations and even by the International Court of Justice in its genocide case against Israel — also found that there appeared to have been “a consistent effort to ignore… a significant decline in the war’s intensity and a significant increase in the humanitarian effort and the flow of aid” when making its famine projections.On March 18, the Integrated Food Security Phase Classification (IPC) organization issued a “Special Brief” on the food insecurity situation in the Gaza Strip, finding that hundreds of thousands of people were already experiencing famine and that that figure would rise to over a million by July if there was no immediate cessation of hostilities.The IPC — which is connected to the Food and Agriculture Organization of the UN — is seen as a neutral and highly credible organization for evaluating where famines might be occurring around the globe.Its assessment in March that famine had already taken hold in parts of Gaza and was likely to spread was explicitly cited and accepted by the International Court of Justice (ICJ) in its March 28 ruling and was used as the basis for its specific order for Israel to increase the supply of humanitarian aid to Gaza. That order was recalled in the ICJ’s ruling last week when it issued new orders against Israel.And International Criminal Court Prosecutor Karim Khan has filed crimes against humanity charges against Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant based on the allegation that Israel is using starvation as a weapon of war against the Gazan population, a claim which is also likely connected to the IPC finding.However, the Health Ministry review, authored by public health officials in the ministry and published by the Foreign Ministry on Wednesday, found significant flaws in the methodology of the IPC Special Brief and notably found that it had deviated from IPC’s standards and principles as laid out by the organization itself.According to the review, the IPC report, which covered the period from December 21, 2023, until March 10, 2024, failed to acknowledge the increase in the supply of humanitarian aid during that time; repeatedly cited unreliable and unrepresentative surveys of Gazans regarding their level of food security; and did not provide any statistics on the mortality rate from malnutrition, as would be expected to occur in a famine and as is IPC’s practice in evaluating famine.It also allegedly used data on physical manifestations of malnutrition from undisclosed sources and gathered in an undisclosed manner, and ignored positive trends on the ground such as the withdrawal of Israeli forces and the intensity of combat operations when making its projection of worsening famine.The Health Ministry review said that the next IPC report on Gaza, which is expected to be published in June, “should avoid repeating these failures and include an acknowledgment and a correction of mistakes made in the previous report.”The IPC did not respond to a request for comment.The IPC report published on March 18 stated that there were already 677,000 Gazans at the Phase 5 Catastrophe level of food insecurity, projecting that number to grow to 1,107,000 between March 16 and July 15.But its report, and the projections off which it was based, did not acknowledge that the Kerem Shalom goods crossing was opened in December or the subsequent increase in the number of humanitarian aid trucks entering the territory per day. It also made no mention of the air drops of food to northern Gaza; the opening of goods crossings into northern Gaza, where food insecurity was allegedly most acute; or the opening of 20 bakeries throughout the Gaza Strip, providing over 2 million pita breads per day.The projection for northern Gaza and Gaza City was also based on what turned out to have been a false assumption that from March to July, the “conflict and related casualties will likely continue at similar levels to January-February 2024.”The projection was also founded on an assumption that northern Gaza would likely be “mostly inaccessible and intermittently hard-to-reach” for humanitarian aid, despite the fact that Israel was already at the time of the report working on increasing humanitarian access to that region. Since that time, three goods crossings have been opened between Israel and northern Gaza, further increasing supply capacity.It appears likely that the failure to take into account these developments helped contribute to the dire projections in the IPC’s March report.Another key methodological concern with the IPC report pointed out by the Health Ministry review was the lack of transparency about the reliability of the surveys cited in the report.The IPC’s analysis of the situation in northern Gaza relied heavily on a phone survey carried out by the World Food Program (WFP) conducted between December 2023 and February 2024, which included a very small sample of just 104 observations in that time frame for northern Gaza.“According to the survey, most households across the Gaza Strip have inadequate food consumption with almost 88 percent of households in the North reporting Poor Food consumption (indicative of IPC Phase 4 and 5, Emergency and Catastrophe),” the IPC Special Brief said, despite the survey having such a small sample size .Similarly, a finding that there was just half a liter of drinking water per person per day in the Deir al-Balah governorate was based on a telephone survey of a mere 34 households. The IPC report also said that “widespread weight loss, diseases, and malnutrition prevail due to insufficient food supplies,” but based that assertion on interviews conducted by the WFP “with eight key informants” in January, although it did not say who those informants were.Another key aspect of the Special Brief was an analysis of data on a key physical indicator of malnutrition, called Middle Upper Arm Circumference (MUAC) screenings.The IPC findings on the MUAC screenings were based on a “reanalysis conducted by the Global Smart Team” from data collected from “various” sources.The International Court of Justice (ICJ) holds a hearing on South Africa’s request that the court order Israel to halt its military operation in Gaza, May 24, 2024. (Nick Gammon/AFP)-“There is no reference to the ‘reanalysis’ which can be reviewed, nor is it clear whether the raw data also came from Hamas’s Ministry of Health or other sources,” the Health Ministry review noted.The IPC Special Brief also indicated uncertainty as to whether data from sampling in February was taken from children who were sick, which would be of critical importance since the findings of famine in northern Gaza were based on a deterioration in MUAC results over a January sample.Another problem found by the Health Ministry review was that the IPC report stated that its “analysis could not benefit from representative evidence of non-trauma mortality as intended by IPC Protocols.” But in its summary of the report it stated that there was “an upward trend in non-trauma mortality,” which it said was expected to accelerate, “resulting in all famine thresholds likely to be passed imminently.”
Given the lack of non-trauma mortality data, the Health Ministry review said it “remains unknown” what the finding of increasing numbers of such deaths was based on.The Health Ministry review said in summary that a connecting thread between many of the shortcomings of the IPC’s March report appeared to be “a systematic and consistent effort to ignore” the significant decline in the war’s intensity and a significant increase in the supply of humanitarian effort between the IPC’s December and March reports.“Any analysis or projection that ignores those trends is deeply misleading,” the Health Ministry review said, adding that the absence of references to publicly available sources for key figures and studies cited in the Special Brief — which therefore cannot be independently assessed — was “inconsistent with the requirement for transparency and accessibility of data defined in the IPC manual.”The Health Ministry review added that “the next IPC report on Gaza, which is expected to be published in early-mid June, should avoid repeating these failures and include an acknowledgment and a correction of mistakes made in the previous report.”
