Government swearing-in pushed off to Thursday against backdrop of Pompeo visit-The Times of Israel-Israel’s 35th government was to be installed on Wednesday, ending 16-month political crisis; Likud officials say delay due to visit of top US diplomat-By Raoul Wootliff-may 11,20-Today, 3:28 pm

Israel’s 35th government will be officially installed on Thursday, Blue and White chairman Benny Gantz, in his role as Knesset speaker, informed parliament Monday afternoon, bringing to an end 16 months of political turmoil wrought by three inconclusive elections.Prime Minister Benjamin Netanyahu’s Likud and Blue and White had previously said that their “emergency national unity government,” to be made up also of the United Torah Judaism, Shas, Labor and Gesher parties, would be sworn in Wednesday, once final decisions were made regarding ministerial appointments. The one-day delay comes after the announcement of US Secretary of State Mike Pompeo’s Wednesday visit to Israel, when he will meet with both Netanyahu and Gantz. The head of the Bureau of Near Eastern Affairs in the State Department, David Schenker, said last week that the trip was in the works before it became clear that the swearing-in ceremony would happen on the same day.Blue and White officials told The Times of Israel that the delay had nothing to do with Pompeo’s visit, nor did it signal disagreements between the sides over ministerial positions. A spokesman for Netanyahu’s right-wing Likud party, however, told AFP the delay was “because of the visit” of the US top diplomat.Completing a remarkable turnaround that will see him retain the premiership for at least the next 18 months, Netanyahu was endorsed last Thursday as prime minister by 72 Knesset members, paving the way for him to finalize coalition agreements with other parties and swear in the new government.Blue and White leader Benny Gantz (left) and Prime Minister Benjamin Netanyahu sign their unity government agreement on April 20, 2020. (GPO) The endorsements came hours after constitutional changes underpinning the Likud-Blue and White power-sharing deal were approved by the Knesset and less than a day after the country’s top court rejected eight petitions against the deal and Netanyahu’s right to set up a new government when under indictment. The coalition deal between Netanyahu and Gantz will see the two share the premiership over the emerging government’s term. Under the deal, Netanyahu will serve as prime minister for the first 18 months, followed by Gantz. The two can also agree to extend the government’s three-year term by another year if they choose.Despite being under criminal indictment, and amid incessant predictions of his political downfall, Netanyahu has continued to helm the transitional government over the past year and a half, during what is widely seen as the worst political crisis in Israel’s history.Gantz had run in all three elections as the alternative to Netanyahu but agreed last month to negotiate a coalition deal, angering his allies. He cited the coronavirus emergency as a reason for compromising and reneging on his vow not to serve in a government under Netanyahu as long as he remained under indictment. The new government could offer Israel a rare period of political stability as it seeks to repair the economic damage wrought by the virus, which has infected more than 16,000 people in the country and caused some 250 deaths.Under the coalition deal, the government is to be defined as an “emergency” body for its first six months, tasked exclusively with combating the coronavirus. But the coalition agreement also permits Netanyahu to introduce a West Bank annexation proposal to the government after July 1, even if Gantz objects.Pompeo’s trip is expected to deal with the proposal.US Secretary of State Mike Pompeo at a news conference at the State Department in Washington, DC, on April 29, 2020. (Andrew Harnik/POOL/AFP)Annexation advocates believe they have a narrow window to redraw the Mideast map before November’s US presidential election. They also believe it would give US President Donald Trump a boost with pro-Israel voters, particularly the politically influential evangelical Christian community. The presumptive Democratic nominee, Joe Biden, has said he opposes unilateral moves by Israel in keeping with what had been decades of US policy prior to Trump. The annexation agreement says that any step must be coordinated with the US while also keeping regional stability and peace agreements in consideration.Netanyahu’s plan to annex portions of the West Bank has been met with harsh criticism from nearly the entire international community, including Washington’s European allies and key Arab partners, with the prominent exception of the United States. Trump’s much-vaunted Mideast peace plan allows for the possibility of US recognition of such annexations provided Israel agrees to negotiate under the framework of the proposal that was unveiled in January.Times of Israel staff contributed to this report.

Global survey shows link between COVID-19 patients and taste, smell loss-Findings could help distinguish coronavirus patients from those with colds or flu, researchers say-By Shoshanna Solomon-may 11,20-Today, 2:37 pm 0

A crowdsourced-survey of COVID-19 patients from around the world has shown the greatest evidence to date of a link between the illness caused by the coronavirus and a loss of smell, taste and the ability to perceive cooling, tingling and burning sensations in the mouth. The findings will eventually help distinguish COVID-19 patients from those with common viral infections, such as the cold or flu, and help prioritize the limited supply of COVID-19 tests, researchers at the Hebrew University of Jerusalem, who were part of the survey team, said. The survey was launched by The Global Consortium for Chemosensory Research (GCCR) on April 7 and initial findings have been posted on medRxiv.Prof. Masha Niv, vice dean at the Hebrew University of Jerusalem’s Faculty of Agriculture, Food and Environment, is a member of The Global Consortium for Chemosensory Research (GCCR), which studies the phenomenon of sensations, like irritation, tingling and burning, in reaction to compounds like chili peppers, menthol and carbonated beverages. The decision to set up the survey was made after one of the members of the consortium suggesting a group of researchers get together to investigate the complaint that COVID-19 patients were also suffering from a loss of smell and taste, Niv said.“We wanted to understand the details of this phenomenon,” said Niv in a phone interview. The hope was that researchers could learn something about the virus, see if the phenomenon could help distinguish COVID-19 patients from others, and help them to better guide patients about what to expect.Based on an analysis of responses from 4,039 COVID-19-positive participants from around the world, the GCCR found that smell, taste and chemesthesis were “significantly reduced” during the illness, the statement said. The reduction in sensation was not connected to nasal blockage, or a stuffed nose, the researchers said.“Our findings show that COVID-19 broadly impacts chemosensory function and is not limited to smell loss, and that disruption in these functions should be considered a possible indicator of COVID-19,” said Niv.Patients also said they lost a whole range of tastes, including both sweet and sour, which indicates that the illness affects the whole sensory-neural mechanism, perhaps by penetrating neurological systems and blood vessels or other signals to the brain, she said.It is not yet clear when the phenomenon first appears in patients, she said. Anecdotal, not research-based, evidence — gleaned from Facebook groups and other social media — shows that the symptoms can disappear after as few as four days or linger for 45 or more, she said. The survey aims to continue by comparing COVID-19 patients with people who are sick with other viruses, and by checking how smell, taste and chemesthesis change with time and when patients regain the sensations. The project differs from previous studies on chemosensory perception and COVID-19 in that it uses a multinational, “open-science” approach. Open science is transparent and accessible knowledge that is shared and developed through collaborative networks. The survey is available in 27 languages, including English, French, Spanish, German, Italian, Japanese, Arabic, Norwegian, Spanish, Swedish and Turkish. To date, over 30,000 responses have been received, the researchers said.“What’s needed to fight a global pandemic is a global approach. That’s what GCCR does best. We’ve harnessed scientists, clinicians and patients from around the world to give us a better understanding of the disease’s impact on various populations and to provide us with significant clues towards better diagnosis and treatment of the COVID-19 disease,” said Niv.Additional paper authors include Valentina Parma, Kathrin Ohla, Maria, Veldhuizen, Christine Kelly, Danielle Reed, Thomas Hummel, Steven Munger, John Hayes and 90 co-authors from the Global Consortium for Chemosensory Research.

Iran says 19 sailors dead in friendly fire missile hit; others put toll higher-Naval frigate fires anti-ship cruise missile at support boat laying targets during exercises in the Gulf of Oman, amid tensions with the US-By Agencies and TOI staff-MAY 11,2

Nineteen sailors were killed and a further 15 were wounded when an Iranian missile fired during a training exercise in the Gulf of Oman struck a support vessel near its target, the Iranian army said Monday, amid heightened tensions between Tehran and the US.“On Sunday afternoon, during an exercise by a number of the navy’s vessels in Jask and Chabahar waters, the Konarak light support vessel had an accident,” said a statement on the army’s website.“The number of this accident’s martyrs is 19 and 15 have also been injured,” it added, saying the vessel had been towed ashore. The statement significantly raised the death toll in Sunday’s incident from what was reported just hours earlier, when Iran’s state media said at least one sailor was killed. However, local Gulf reports said that up to 40 sailors were dead and several more wounded.Videos posted on social media purported to show injured sailors being rescued and taken for treatment. This looks no good. The vessel had been putting targets out for other ships to aim at. The media said the missile struck the vessel accidentally. The friendly fire incident happened near the port of Jask, some 1,270 kilometers (790 miles) southeast of Tehran, in the Gulf of Oman, state TV said.A local hospital admitted 12 sailors and treated another three with slight wounds, the state-run IRNA news agency reported.Iranian media said the Konarak had been overhauled in 2018 and was able to launch sea and anti-ship missiles. The Dutch-made, 47-meter (155-foot) vessel was in service since 1988 and had a capacity of 40 tons. It usually carries a crew of 20 sailors.Iran regularly holds exercises in the region, which is closed to the strategic Strait of Hormuz, the narrow mouth of the Persian Gulf through which 20 percent of the world’s oil passes. HOSEA 4:1-3
1 Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land,(EARTH) because there is no truth, nor mercy, nor knowledge of God in the land.
2  By swearing, and lying, and killing, and stealing, and committing adultery, they break out, and blood toucheth blood.
3  Therefore shall the land mourn, and every one that dwelleth therein shall languish, with the beasts of the field, and with the fowls of heaven; yea, the fishes of the sea also shall be taken away.

ZEPHANIAH 1:2-3
2  I will utterly consume all things from off the land, saith the LORD.
3  I will consume man and beast; I will consume the fowls of the heaven, and the fishes of the sea, and the stumblingblocks with the wicked; and I will cut off man from off the land, saith the LORD.

UK Brexit negotiators to tell EU that fisheries cannot be part of free trade agreement-[The Telegraph]-James Crisp-May 11, 2020

British Brexit negotiators will tell the European Union that a new fisheries agreement cannot be part of a free trade deal with Brussels during divisive talks that risk derailing the delicate negotiations this week. The UK will rebuff EU demands that the fisheries agreement, which both sides pledged to do their best to seal by July, be subject to the same governance mechanism that would police and enforce commitments in the free trade agreement. The British position sets David Frost, the UK’s top Brexit official, on a collision course with Michel Barnier as three days of talks over continued access to British waters for the EU fleet begin on Tuesday. British officials have submitted a legal negotiating text setting out its vision for a Norway style fishing agreement with catch limits agreed on an annual basis. Michel Barnier accused the UK of wasting time after the last round of talks ended in bad-tempered frustration. “Our position on fish is reasonable and straightforward. We want a separate fisheries framework agreement which reflects our rights under international law and which provides for access and sharing opportunities based on the scientific principle of zonal attachment, with sustainability at its core,” a UK official said. The Norway-style agreement risks infuriating Mr Barnier, The EU negotiator has warned Brussels will not agree a free trade deal without a fisheries agreement. Mr Barnier is also adamant that any fishing agreement cannot be renegotiated every year and must be for the long-term. Annual negotiations on fish alone would give the UK more leverage in talks than it would have in the trade negotiations. France has called for the fisheries agreement to last for up to 25 years. The EU has demanded continued reciprocal access to UK waters under “existing conditions”. UK sources close to the negotiations reject that as simply continuing the Common Fisheries Policy. The CFP is based on historic catch shares that date back to the 1970s and 1980s, which disadvantage British fishermen. More fish are now in UK waters because of climate change and zonal attachment more accurately represents that than the historic catch system. The British insistence that the legal text not be shared with EU member states has angered ambassadors, as have warnings from London that the UK could walk away from the talks in July, unless the EU caves on its demands. EU ambassadors instructed Mr Barnier to hold firm at a meeting in Brussels last week. UK officials believe that the EU is in breach of the Political Declaration, the non-binding aspirational document that sets out the terms of the negotiations, which is an accusation regularly levelled at the British by Brussels. “The Political Declaration clearly sets out that an agreement on fish should be in force by July - just over two months away,” a UK spokesman said.“Yet the EU continues to push for one single overarching agreement, despite that clearly being at odds with the Political Declaration, which envisages a separate agreement on fisheries.”EU sources said that the Political Declaration was clear the fisheries deal would be part of an overarching economic partnership.British negotiators are pinning their hopes on the EU’s national leaders, such as Angela Merkel and Emmanuel Macron, to intervene in the deadlocked talks in June and break the impasse. EU diplomats warned that no such political intervention would be forthcoming.A high level meeting is planned for June by both sides where progress towards the agreement, which must be finished by the end of the year unless the transition period is extended, will be evaluated. Downing Street  insists that the transition period will not be extended under any circumstances, despite the coronavirus pandemic slowing negotiations and forcing them online.Failure to reach a deal in time will mean the UK and EU trading on far less advantageous WTO terms and, according to the Withdrawal Agreement, an extension of up to two years can only be asked for until July,

Nova Scotia shooting: police launch ‘psychological autopsy’ of gunman for clues.[The Guardian]=Leyland Cecco in Toronto.May 11, 2020

Police investigating last month’s mass shooting in the Canadian province of Nova Scotia have launched a psychological analysis of the deceased gunman, in the hope of better understanding what led him to kill 22 people over a 12-hour period. The Royal Canadian Mounted police said on Monday that they were carrying out a “psychological autopsy” on Gabriel Wortman, who carried out the worst shooting in the country’s history.“The RCMP’s Behavioural Analysis Unit is conducting a psychological autopsy of the gunman, with the intent of gathering insights into why he committed the acts of violence. This includes an analysis of his personality, past behaviour and how he related to others,” said the statement. The technique, which involves extensive in-depth interviews with friends, family and colleagues, has been used for nearly 70 years, often to determine motives behind suicides. But the practice can also provide clarity in cases of mass murder.“These are much more than police inquiries,” clinical and forensic psychologist Antoon Leenaars told the Canadian Press. “They are investigations of the mind.”Leenaars, who wrote the 2017 book, The Psychological Autopsy, said the aim of the investigation is to construct a robust and detailed portrait of an individual, with the hope of providing clues as to why they acted in a particular way.“Given what this was designed for, I think this would be a perfect situation … That evidence can be extremely helpful in terms of trying to understand what happened,” said Leenaars. The psychological autopsy is part of a sweeping police investigation, which includes analysis of 17 separate crime scenes. The RCMP said they used “ground penetrating radar” to scan the gunman’s property to determine if anything of importance was buried, but found nothing.Police also announced an update on the firearms – two semiautomatic handguns and two semiautomatic rifles – used by the gunman.“One of the guns has been traced to Canada. The remaining guns that were recovered are believed to have been obtained in the United States,” they said. After the shooting, the prime minister, Justin Trudeau, announced a ban on 1,500 models of “military grade assault weapons” last week – a move that has come under fire in recent days for loopholes that would allow gun owners to continue possessing the firearms. For much of his deadly spree, the gunman disguised himself as an RCMP officer, using parts of an authentic uniform and a replica police vehicle to evade capture and to lure victims.Police said on Monday that the decals used on the shooter’s vehicle were created by an individual at a decal company without permission from the owner. Both the individual who made the decal, and the owner, are cooperating with police.
Police said on Monday they had spoken to 500 witnesses and are continuing to conduct interviews, asking anyone who had a “professional or personal” conflict with the gunman to come forward.
