The Nova Scotia community where the Barho family first settled after fleeing the civil war in Syria held a vigil Friday to mourn the seven children killed in a house fire.Hundreds gathered at Riverview United Church in Elmsdale to share condolences for the siblings — three-month-old Abdullah; Rana, 2; Hala, 3; Ola, 8; Mohamad, 9; Rola, 12; and Ahmed, 14.The children perished when a fast-moving fire tore through their home in the Spryfield neighbourhood of Halifax on Tuesday. Their father remains in critical, but stable condition in hospital. Their mother was not physically injured.The sponsorship group that helped bring the family to Canada in 2017, the Hants East Assisting Refugees Team Society, shared memories of the children during Friday's vigil.Ahmed was described as a "ladies man" and "mature beyond his years" by the society's Cathy Miller. Rola, she said, was a "little mama" who nurtured her siblings and excelled at school.Mohamad, too, loved school and would be remembered for his sweet smile, while Ola would be missed for her hugs and love of playing pranks, dancing and singing.Miller described Hala as a "spitfire" who "ruled the roost," while dimple-cheeked Rana was always cheerful. The littlest Barho, Abdullah, was known affectionately as the "Canada baby," having been born in the country just last November. Miler said the children's mother, Kawthar, wanted to let everyone in the community know she is grateful for their support.People have been placing teddy bears on their porches as a show of support for the family, including at their first Canadian home in Elmsdale.The Barhos had intended to move back to Elmsdale in the coming weeks. A public funeral will be held for the children at the Cunard Centre in Halifax on Saturday.Federal officials are also in the process of trying to bring as many as 10 relatives of the family to Nova Scotia.

OUTSIDE BAGHOUZ, Syria (AP) — They were living in holes in the ground, with only dry flatbread to eat at the end. Those injured in an intense military campaign had no access to medical care, and those who were sick had no medicine.Yet, if it were not for the call from their leaders to leave, they would have stayed.Such is the devotion of several hundred men, women and children who were evacuated Friday from the last speck of land controlled by the Islamic State group, a riverside pocket that sits on the edge of Syria and Iraq. Hundreds, if not thousands, more remain holed up in Baghouz — the last redoubt of the militants’ self-proclaimed caliphate that leaders once said would stretch to Rome.They include militants, of course, but also their family members and other civilians who are among the group’s most determined supporters. Many of them traveled to Syria from all over the world. And they stuck around as the militants’ control crumbled.At least 36 flatbed trucks used for transporting sheep carried the disheveled, haggard crowd out of the territory to a desert area miles (kilometers) away for screening. They were the latest batch of evacuees from the territory following airstrikes and clashes meant to bring about the militants’ complete territorial defeat.For now, the civilians are expected to be sent to a displaced people’s camp, while suspected fighters will go to detention facilities. Previous evacuations have already overwhelmed camps in northern Syria, and at least 60 people who left the shrinking territory have died of malnutrition or exhaustion.In a dusty area surrounded by grass, women engulfed in black robes from head to toe and children in dirty jackets — many of them crying for food — formed one line. Men wearing tattered headscarves formed another. Foreign men were in yet a third.One woman had given birth in one of the trucks. An old man was carried in a blanket by two others to the screening line. A young girl sat under the shade of the wheel of a truck looking dazed, while another moved between the crowd, asking for food.The evacuees included French, Polish, Chinese, Bengali, Egyptians, Tajiks, Moroccans, Iraqis and Syrians.It is impossible to know if all are wholeheartedly behind the militant group or how many expressed support out of fear of reprisals. But many vehemently defended IS, arguing the group was down — but not out — and said they only left because of an order from the remaining religious leader in the area.Some referred to the wali, the provincial leader, while others said the order was from the group’s top leader, Abu Bakr al-Baghdadi, who is referred to as the “Caliph.”It is not clear if IS leaders were in agreement. Amid the military pressure, reports have emerged of disagreements among them. The war monitor group the Syrian Observatory for Human Rights said one IS leader was beheaded in recent days for urging civilians to leave.All those interviewed gave nicknames or spoke on condition of anonymity because they feared for their safety.“Baghouz maybe is the most difficult moments of all my life,” said 21-year-old Um Youssef, a Tunisian-French woman who came to Syria at 17 with her mother. “I didn’t make Hirjah (migration) for the food, or for the good life. It is jihad (holy war) for the sake of God.”Um Youssef — which means mother of Youssef in Arabic — sent her two kids and her mother out of the pocket last month and stayed with her husband.She said she had no regrets and was at “peace,” describing the last few weeks as “the best” since she moved to Syria because they taught her life lessons.It was hard to see how that could be from the hills overlooking Baghouz. A four-year international campaign has reduced the self-proclaimed caliphate — which once sprawled over nearly a third of Syria and Iraq — to a tent encampment and a few homes in this village overlooking the Euphrates river.An estimated 300 IS militants are besieged there, hemmed in by the river and the U.S-backed Syrian Democratic Forces, a Kurdish-led militia spearheading the fight against IS following an intense push since September. Thousands of civilians have also poured into the area.The presence of so many civilians— and possibly senior members of the militant group — in Baghouz has surprised the SDF and slowed down the expected announcement of the extremist group’s territorial defeat.Recapturing Baghouz would mark an end to the militants’ territorial rule, but few believe that will end the threat posed by an organization that still stages and inspires attacks through sleeper cells in both Syria and Iraq and that has active affiliates in Egypt, West Africa and elsewhere. The group also has a presence online, using social media to recruit new members and promote its attacks.In the past few weeks, nearly 20,000 people have left Baghouz on foot through the humanitarian corridor, but the militants then closed the passage and no civilians left for a week until Wednesday, when a large group was evacuated.Among those evacuated Friday was a group of 11 Yazidi children. Thousands from the Yazidi minority were kidnapped by IS in Iraq in 2014, and are still missing.In the dusty clearing where the evacuees were being screened Friday, a 16-year-old mother of two from Aleppo said she has not had food for a couple of days, opting to feed her children instead.A child said he has not showered in a month, and a woman from Tajikistan asked for a phone to call her mother. Frantic and in tears, a mother held out her pale and still toddler, screaming for help. Tears of hungry children rang through the open desert as SDF officials searched the evacuees’ belongings.But of over a dozen people interviewed by The Associated Press, only four said they didn’t want to be in Baghouz.They described living in holes dug in the ground with tents hoisted to protect against airstrikes. Some said they initially got lentil soup, but then only barely-husk bread was available— a green-brownish loaf of flatbread.“We weren’t going to leave, but the Caliph said women should leave,” said Um Abdul-Aziz, a 33-year-old Syrian mother of five whose moniker means mother of Abdul-Aziz in Arabic. She was referring to IS leader, Abu Bakr al-Baghdadi, who calls himself the “Caliph of Muslims.” ”I wanted to stay. It is an Islamic State. It is land of Islam.”Her husband stayed behind to fight. “They thought if they let the women out, God may help them. May God help them,” she said.A few were critical. “Order or no order, I wanted to get out,” said Aya Ibrahim, an Iraqi mother who said she was unable to secure medicine for her children. “Many families died from airstrikes. Many kids died from hunger.”The 16-year old Syrian mother of two from Aleppo said she lost four husbands, her father, sister and two brothers. Um Mohammed — mother of Mohammed in Arabic — said the last days have been hard, with food prices soaring and intensive bombings keeping them in hiding.About 2 pounds (a kilogram) of sugar went for nearly 30,000 Liras ($70), more than 30 times the price in other parts of Syria, while a quarter-gallon (liter) of cooking oil cost 10,000 Liras ($23). “I have not eaten in four days,” she said.Then the order came for them to leave.But, for some, it’s not the end.Um Youssef, the French-Tunisian, said she has no plans or desire to return home in Tunisia, saying she would find her way to another Syrian city.“Islamic State is over? Says who?” asked a 14-year-old Syrian girl who refused to give her name. “Wherever you go there is Islamic State.”

BERLIN, Germany — Germany is still making payments to more than 2,000 people worldwide under a law that provides for “war victims,” including those who collaborated with the World War II Nazi regime.Official data from the Labor Ministry showed that 2,033 people benefited from such payments in February.Under the definition of the law, beneficiaries include individuals who suffered health problems from military or related service or internment because of their German citizenship or ethnicity during World War II.Most of the beneficiaries live in Europe, with the highest number in Poland, where 573 are still receiving payments.Other European countries with significant numbers of beneficiaries include Austria with 101, Slovenia with 184 and Croatia with 71.In the Americas, 250 beneficiaries live in the US while 121 are in Canada.Such payments came under scrutiny after Belgian lawmakers demanded that they be withdrawn for a handful of residents there.Paying pensions for “collaboration in one of the most murderous regimes in history is in contradiction with collective remembrance” and against the values of the European Union, said the lawmakers, in a legislative text adopted on Tuesday.To qualify for the payment, the individual must be able to prove an injury arising from WWII. He or she must not have been convicted for war crimes.The law first came into force in 1950.But after it emerged that some former Waffen SS troops were also drawing benefits, an amendment was passed in 1998 blocking individuals who have committed crimes against humanity from receiving it.Since 2008, however, individual German states which are responsible for making the payments are allowed to withdraw them.

AFP — Key parts of the internet infrastructure face large-scale attacks that threaten the global system of web traffic, the internet’s address keeper warned Friday.The Internet Corporation for Assigned Names and Numbers (ICANN) declared after an emergency meeting “an ongoing and significant risk” to key parts of the infrastructure that affects the domains on which websites reside.“They are going after the internet infrastructure itself,” ICANN chief technology officer David Conrad told AFP.“There have been targeted attacks in the past, but nothing like this.”The attacks date back as far as 2017 but have sparked growing concerns from security researchers in recent weeks, which prompted the special meeting of ICANN.The malicious activity targets the Domain Name System or DNS which routes traffic to intended online destinations.ICANN specialists and others say these attacks have a potential to snoop on data along the way, sneakily send the traffic elsewhere or enable the attackers to impersonate or “spoof” critical websites.“There isn’t a single tool to address this,” Conrad said, as ICANN called for an overall hardening of web defenses.US authorities issued a similar warning last month about the DNS attacks.“This is roughly equivalent to someone lying to the post office about your address, checking your mail, and then hand delivering it to your mailbox,” the US Department of Homeland Security said in a recent cybersecurity alert.“Lots of harmful things could be done to you (or the senders) depending on the content of that mail.”-Middle East targets-The attacks might date back to at least 2017, according to cybersecurity firm FireEye’s senior manager of cyber espionage analysis Ben Read.The list of targets included website registrars and internet service providers, particularly in the Middle East.“We’ve seen primarily targeting of email names and passwords,” Read said of what is being dubbed “DNSpionage.”“There is evidence that it is coming out of Iran and being done in support of Iran.”ICANN held an emergency meeting and is putting out word to website and online traffic handlers to ramp up security or leave users vulnerable to being tricked into trusting the wrong online venues.DNSpionage hackers appeared intent on stealing account credentials, such as email passwords, in Lebanon and the United Arab Emirates, according to Crowdstrike cyber security firm vice president of intelligence Adam Meyers.Similar attacks took place in Europe and other parts of the Middle East, with targets including governments, intelligence services, police, airlines, and the oil industry, cybersecurity specialists said.“You definitely need knowledge of how the internet works and have to handle a lot of traffic being directed to you,” Meyers said of the DNSpionage hackers.“With that access, they could temporarily break portions of how the internet works. They chose to intercept and spy on folks.”

BAGHDAD, Iraq  (AP) — Islamic State fighters facing defeat in Syria are slipping across the border into Iraq, where they are destabilizing the country’s fragile security, US and Iraqi officials say.Hundreds — likely more than 1,000 — IS fighters have crossed the open, desert border in the past six months, defying a massive operation by US, Kurdish and allied forces to stamp out the remnants of the jihadi group in eastern Syria, according to three Iraqi intelligence officials and a US military official.The officials spoke on condition of anonymity because they were not authorized to comment publicly on intelligence matters. But indications of the extremist group’s widening reach in Iraq are clear.Cells operating in four northern provinces are carrying out kidnappings, assassinations, and roadside ambushes aimed at intimidating locals and restoring the extortion rackets that financed the group’s rise to power six years ago.“IS is trying to assert itself in Iraq, because of the pressure it is under in Syria,” said Brig. Yahya Rasoul, the Iraqi army spokesman.The militants can count between 5,000 and 7,000 among their ranks in Iraq, where they are hiding out in the rugged terrain of remote areas, according to one intelligence official.In Syria, Kurdish-led forces backed by the US-led coalition have cornered the militants in a pocket less than one square kilometer in Baghouz, a Euphrates River village near the 600-kilometer (370-mile) border.The Iraqi army has deployed more than 20,000 troops to guard the frontier, but militants are slipping across, mostly to the north of the conflict zone, in tunnels or under the cover of night. Others are entering Iraq disguised as cattle herders.They are bringing with them currency and light weapons, according to intelligence reports, and digging up money and arms from caches they stashed away when they controlled a vast swath of northern Iraq.“If we deployed the greatest militaries in the world, they would not be able to control this territory,” Rasoul said. “Our operations require intelligence gathering and airstrikes.”At its height in 2014 and 2015, the Islamic State group ruled over a self-proclaimed “caliphate” that spanned one-third of Iraqi and Syrian territory. The extremist offshoot of Al-Qaeda in Iraq threatened to exterminate religious minorities.Iraqi forces, with US, Iranian, and other international help, were able to turn the war around and Baghdad declared victory over the group in December 2017, after the last urban battle had been won.But precursors to IS have recovered from major setbacks in the past, and many fear the militants could stage a comeback. The group is already waging a low-level insurgency in rural areas.The Associated Press verified nine IS attacks in Iraq in January alone, based on information gathered from intelligence officials, provincial leaders, and social media. IS often boasts of its activities through group messaging apps such as Telegram.In one instance, a band of militants broke into the home of a man they accused of being an informant for the army, in the village of Tal al-Asfour in the northern Badush region. They shot him and his two brothers against the wall, and posted photos of the killing on social media.Sheikh Mohamed Nouri, a local tribal leader, said it was meant to intimidate locals in order to keep them from sharing intelligence with security officials.“I have members of our tribal militia receiving threatening messages warning them to abandon their work,” said Nouri.In other instances, IS cells have killed mukhtars — village leaders and municipal officials. They have attacked rural checkpoints with car bombs and mortar fire, and burned down militia members’ homes. In the town of Shirqat in central Iraq, militants stopped a police vehicle last month and killed all four officers inside.Other activities have aimed at restoring the group’s financial footing.On Sunday, militants kidnapped a group of 12 truffle hunters in the western Anbar province, marking a return to a strategy of intimidating and extorting farmers and traders for financial gain.Naim Kaoud, the head of provincial security, urged locals to suspend truffle gathering, which has just one season a year and is an important source of income for rural families.Other truffle hunters have disappeared in the countryside, according to former lawmaker and Anbar tribal figure Jaber al-Jaberi. He said the militants are taking cuts from truffle hunters in exchange for access to the land, and kidnapping or killing those who refuse to cooperate.“This is one of the sources of their funding,” said al-Jaberi.Al-Jaberi cautioned against exaggerating the IS threat, saying the militants have been less successful at infiltrating communities than they were earlier this decade.“These are different times,” he said.Others are not so sure. Hans-Jakob Schindler, a former adviser to the U.N. Security Council on IS and other extremist groups, said the same grievances that gave rise to IS in 2013 remain today, including a large Sunni minority that feels politically and economically marginalized by the Shiite-led central government.“I’m very worried that we are just repeating history,” said Schindler, who is now at the Counter Extremism Project.He said he has seen IS “revert to the old type” of “classical terror attacks” and kidnapping for ransom, tactics that were once widely employed by al-Qaeda in Iraq.The militants staged a dramatic resurgence after 2011, when US forces withdrew from Iraq and civil war broke out in neighboring Syria. Days before the outbreak of the Six Day War in 1967, the National Religious Party’s central committee convened in Jerusalem to pass a resolution stating that it would not be a partner to any government that did not place the pursuit of peace with Israel’s Arab neighbors at the top of its agenda.At the first cabinet meeting following the war, as a result of which Israel’s size more than doubled, the NRP (known by its Hebrew acronym, Mafdal) was among those that supported a government decision to pursue peace in exchange for the territories captured.This week, the central committee of the national religious party convened once again, albeit under the updated banner of the Jewish Home. The members voted overwhelmingly to back an agreement for their party to merge with the far-right Otzma Yehudit faction, which not only opposes peace efforts between Israel and the Palestinians, but supports encouraging non-Jews to emigrate from Israel and expelling those who refuse to declare loyalty and accept sub-equal status.The current political climate helps to explain partially the slumping Jewish Home’s decision to band with a group of long-tabooed hardliners. Prime Minister Benjamin Netanyahu has been bent on maintaining his hold on power and, if in 2015 that meant him warning supporters that Arab-Israelis were being bused to the polls “in droves,” in 2019 it seems he is prepared to expand his coalition rightward to include those that would gladly bus those very same Arabs to Jordan.But more than contemporary politics, it has been a pair of competing trends over the past half-century in the national religious camp that can better explain the Jewish Home-Otzma Yehudit merger.The dovishness of the Mafdal party proved to be short-lived. Israel’s 1967 capture of the West Bank, Gaza Strip, Golan Heights and Sinai Peninsula quickly led to the rise of the Gush Emunim settlement movement, which managed to modify the national religious camp discourse to add an emphasis on the issue of sanctity of the Land of Israel.Over the decades, Zionist Orthodox Israelis — unlike the majority of the ultra-Orthodox Jews, or Haredim — have remained integrated into society, with many of them dispersing into political parties across the spectrum. At the same time, experts say, the state’s evacuation of settlements, in an apparent backpedaling on what many Orthodox believed was the expediting of the messianic redemption that began in 1967, drove the rise of an increasingly religious and nationalist subgroup, the Hardalim.The ideology of Hardal, an acronym for “national Haredi,” is personified in Bezalel Smotrich and Rabbi Rafi Peretz, who merged their National Union and Jewish Home parties last month.“The Mafdal has historically been a bourgeois party whose members have resided in the cities, but there began to be a move to the (West Bank) hilltops as well,” explained Bar Ilan University philosophy professor and Shalom Hartman Institute researcher Dov Schwartz.While the national religious ideology was quickly developing in the wake of the Six Day War, Schwartz explained that it maintained an element of “pragmatism” due to its members’ integration into society.“They were able to differentiate their ideology from what was pragmatic,” he said. “When they went to work as lawyers, doctors or accountants, they weren’t thinking about Greater Israel.”Alongside their belief in the importance of settling the Land of Israel, the idea that all humans — Jewish and non-Jewish alike — were created in God’s image was still an “instinct” to national religious camp members, said Professor Avi Sagi, a colleague of Schwartz’s at Bar Ilan and the Hartman Institute.However, with Israel’s 1982 evacuation of the Yamit settlement as part of its return of the Sinai Peninsula to Egypt, Sagi explained, religious Zionists experienced a “cognitive dissonance.”Rather than question their messianic ideology that failed to foresee a setback in the march toward a Greater Israel, a large section of the national religious camp doubled down in its dogma and “began preferring a metaphysical version of Israel over a more practical one,” he added.This Hardal outlook climaxed in 2005 with the Gaza disengagement, during which Israel unilaterally removed all of Gaza’s settlements and four in the northern West Bank without even the promise of peace in return.The increasingly nationalist and religious Hardal grew further apart from the rest of the national religious, yet they remained loyal to the Mafdal and later to the Jewish Home.The ones abandoning the party were the more moderate religious Zionists, for whom the idea of a sectoral political home had lost its relevance. That camp today is represented in factions across the political spectrum, from Naftali Bennett and his New Right to Yuli Edelstein in Likud, Elazar Stern in Blue and White, and Yaya Fink in Labor.A minority of more traditional Mafdal members have remained with the party in its modern-day Jewish Home form. These politicians — MKs Moti Yogev, Nissan Slomianksy and Eli Ben Dahan — were among those who over the past several weeks voiced opposition to the idea of a merger with the Kahanists of Otzma Yehudit.In addressing the Jewish Home central committee ahead of the merger vote on Wednesday night, they highlighted their distaste for Otzma Yehudit’s views, which include support for a population transfer of Israel’s Arab citizens.“What has long differentiated the religious Zionists from supporters of Meir Kahane was (the former’s) recognition that the state belongs to its citizens and not the other way around,” Sagi said.However, one after the other, each lawmaker went on to explain that the party’s poor polling performance since it was abandoned by former leaders Bennett and Ayelet Shaked, coupled with the ministerial posts Netanyahu was dangling in front of it in exchange for a merger with Otzma Yehudit, simply made it too difficult to say “no” to an alliance.Among the roughly 250 Jewish Home members listening to their lawmakers justify the “painful” decision they felt forced to make, the feeling was not quite unanimous. But while statements in favor of the merger throughout the evening were met with thunderous applause, those who attempted to raise doubts were shouted down by their peers.“It’s possible that the willingness of Jewish Home to merge with Otzma Yehudit demonstrates that the (the former’s) rhetoric, which appears to be much more moderate, is simply just rhetoric,” said Sagi.When it came time for a vote late Wednesday evening, it was already clear that the alliance with the Kahane disciples would pass by a landslide. But perhaps for those paying attention to the growing number of religious Zionists deserting the party over the years, this wouldn’t have come as too much of a surprise.
