The steady increase in the percentage of women in Israel’s parliament has not been accompanied by a similar rise in their cabinet representation.In February 1969, Golda Meir was appointed fourth prime minister of the State of Israel, thus becoming one of the first women in the democratic world to serve in her country’s highest political office. Despite this achievement, however, the inclusion of women in Israel’s cabinets is far from impressive.From the state’s establishment in 1948 and up till 1974, there was only one femlae cabinet minister — Golda Meir. The next women to become cabinet ministers were Shulamit Aloni (1974), Sara Doron (1983), Shoshana Arbeli (1986), and Ora Namir (1992). Until 1995, only five women had ever served in the Israeli cabinet. Since 1996, the situation has improved slightly, with 13 additional women appointed as ministers. As of January 2019, of the 246 ministers who have served in the Israeli cabinet, only 18 — just 7% — have been women.Which portfolios are allocated to women? Three of the four top-tier ministries – Finance, Defense, and Interior – have never been held by women. The only senior ministry ever headed by a woman is the Foreign Ministry. Golda Meir served as foreign minister from 1956 to 1966, and Tzipi Livni was foreign minister from 2006 to 2009.While women have not usually held the most senior positions in the cabinet, they have been prominent in the Education Ministry, a realm that is often labeled as “feminine.” Three women served as education ministers: Shulamit Aloni (1992–1993), Limor Livnat (2001–2006), and Yuli Tamir (2006–2009). In other so-called “second tier” ministries, women have served as ministers of Health (Shoshana Arbeli, Yael German), Justice (Tzipi Livni, Ayelet Shaked), and Communications (Shulamit Aloni, Limor Livnat, and Dalia Itzik). Cabinet portfolios that are usually considered even more junior, such as Culture, have seen even greater representation for women.Another analysis that demonstrates the marginality of women in the Israeli government examines how many women were in the cabinet at any given time. For example, at the time of its investiture (May 2015), Netanyahu’s fourth government included only three women out of 22 ministers. In fact, no more than four women have ever served in an Israeli cabinet at the same time.In the current government, as of January 2019, only four out of the 21 current cabinet ministers are women. The most recent report, from 2018, lists Israel in 74th place out of 149 countries.The new government that will be formed in Israel following the April elections provides a golden opportunity for the prime minister and the other coalition leaders to improve the representation of women in the cabinet. This should be the next natural step to the continued increase in the representation of women in the Knesset. After 70 years of independence, the time has come for Israel’s governments to strive for true equality and reflect greater gender balance.

The US-led coalition against the Islamic State in Syria in 2017 called an airstrike on a port-a-potty belonging to pro-Assad forces, Foreign Policy reported Monday.The incident was halted by the air force but could have potentially led to an escalation with Iranian-backed militias.It occurred near the American al-Tanf base, located near a strategic border crossing between Iraq and Syria and seen as essential to Iranian efforts to establish a land corridor stretching from Iran through Iraq and Syria to Lebanon, where the Hezbollah terror group is based.US forces have on several occasions carried out airstrikes on Iranian-linked forces moving near the garrison, claiming they were acting to protect their troops there.On May 17, 2017, pro-regime forces with ties to Iran and/or Hezbollah moved some 21 miles from the base in a bid to meet up with another Iranian-backed group coming from Iraq, Foreign Policy said.Coalition forces attacked the convoy, killing one man and destroying several vehicles. The militia was warned through Russia that it was not to advance toward the US base or bring in supplies.The next day, a vehicle carrying a port-a-potty was seen moving toward the stalled convoy and the coalition ordered an airstrike. However, US Air Force commanders refused, saying it was not a lawful order.“We stray from the Constitution when military commanders choose to use US military force against another state’s force in the absence of a credible, imminent threat,” a defense official told the magazine.He called the notion that the portable toilet threatened US forces “ludicrous.”

Colorado jogger strangles mountain lion after attack on trail-[Reuters]-YAHOONEWS-By Keith Coffman-February 7, 2019

DENVER (Reuters) - A Colorado jogger strangled a juvenile mountain lion in the foothills of Horsetooth Mountain northwest of Denver, acting in self-defense after the predator attacked him, authorities said on Tuesday.The man, who was not identified, survived the life-and-death struggle in the Horsetooth Mountain Open Space, a mountain park less than 70 miles (110 km) from Denver, officials said.The man was running on a trail when the juvenile cougar attacked him from behind, biting and clawing his face, back, legs and arms, state and local officials said in a joint statement late on Monday.During the struggle, the man strangled the wild animal with his bare hands, Colorado Parks and Wildlife spokeswoman Rebecca Ferrell said by phone on Tuesday."There was some wrestling going on and the cat did latch onto his arm but he was able to choke it," she said.The size of the cougar was unclear, Ferrell said, because other animals fed on the carcass before wildlife officers arrived. But it is believed it was a male.The runner went to a hospital, officials said, with injuries that were serious but not life-threatening.The remainder of the animal's body was recovered near the trail, where the jogger had dropped some possessions, and taken to a Colorado Parks and Wildlife lab for a necropsy, officials said."The runner did everything he could to save his life," said Mark Leslie, CPW Northeast Regional Manager. "In the event of a lion attack, you need to do anything in your power to fight back, just as this gentleman did."Mountain lion attacks have caused fewer than 20 fatalities in the United States in the past 100 years. Sixteen known attacks have occurred in Colorado since 1990, officials said."Mountain lion attacks are not common in Colorado and it is unfortunate that the lion's hunting instincts were triggered by the runner," Ty Petersburg, area wildlife manager for the CPW, said in a statement. MOSCOW (Reuters) - Russia will race to develop two new land-based missile launch systems before 2021 to respond to Washington's planned exit from a landmark nuclear arms control pact, it said on Tuesday.President Vladimir Putin said at the weekend that Russia had suspended the Cold War-era Intermediate-range Nuclear Forces Treaty (INF), which bans both nations from stationing short- and intermediate-range land-based missiles in Europe.Moscow and Washington accuse each other of violating the treaty and Putin said Russia had acted after the United States announced it was withdrawing from the pact.Washington had made clear it planned to start research, development and design work on new missile systems and Moscow would do the same, Putin said.The Russian military should start work on creating land-based launch systems for an existing ship-launched cruise missile, the Kalibr, and for longer-range hypersonic missiles which travel at least five times the speed of sound, he said.Defence Minister Sergei Shoigu on Tuesday ordered work to begin on developing the new systems.Shoigu, a close Putin ally, said he wanted the work completed by the end of next year so the new systems were ready by 2021."From Feb. 2, the United States suspended its obligations under the INF treaty," Shoigu told a meeting of defense chiefs."At the same time they are actively working to create a land-based missile with a range of more than 500 km which is outside the treaty's limits. President Putin has given the defense ministry the task of taking symmetrical measures." Moscow denies flouting the 1987 pact. It says Washington is the one violating it and has accused the United States of inventing a false pretext to exit a treaty it wanted to leave anyway in order to develop new missiles. UNITED NATIONS (AP) — U.N. experts say North Korea's nuclear and ballistic missile programs "remain intact" and it is dispersing its missile assembly and testing to prevent "decapitation" strikes.The experts' report to the U.N. Security Council, seen Tuesday by The Associated Press, says North Korea also continues to defy U.N. sanctions, including through "a massive increase" in illegal ship-to-ship transfers of petroleum products and coal.The experts said it's also violating an arms embargo, a ban on luxury goods and financial sanctions. They said they investigated "cyberattacks against multiple member states to evade financial sanctions."The report was sent to council members as U.S. President Donald Trump is preparing for a second summit with North Korean leader Kim Jong Un, aimed at pursing the goal of a nuclear-free Korean Peninsula.

During the long decades of the old cold war, the USSR tried assiduously to create an appearance of equality with its main global rival, the United States.Soviet leaders succeeded in only one single – but very durable – respect before their country’s superpower status folded: creating parity in world-destroying nuclear weapons. That forced US leaders to negotiate arms control deals aimed at managing the danger on an equal footing with their Soviet counterparts – a system that helped to keep the atomic peace in the three decades since the USSR ceased to exist.With President Trump’s notice of withdrawal from the 1987 treaty abolishing intermediate-range ground-based nuclear missiles, known as INF, everyone agrees that paradigm is breaking down. Over the weekend, Vladimir Putin announced that Russia is suspending the accord as well.Though there is supposed to be a six-month pause in which the two sides might settle their mutual accusations of treaty violations, few believe that is anything more than a formality. Indeed, both sides are already talking about surging into this new era with formerly forbidden weapons systems, taking advantage of changed strategic realities and fresh diplomatic opportunities.“We have seen this coming for a long time, ever since the US unilaterally pulled out” of the 1972 Antiballistic Missile (ABM) treaty in 2001, says Sergei Karaganov, a senior Russian foreign policy hand. “This special bilateral relationship we had with the US was based on artificial notions, like parity. And it seems clear to us that the Americans decided to dismantle the arms control system quite a long time ago. We realized that we would need to develop new weapons to overcome anti-missile defenses, and get used to a new reality.“Still, pulling out of the INF treaty like this is a blow,” he says. “There is no way now to resurrect the old arms control framework. Too much has changed. We will have to find our own ways to adapt to and counter this, without matching everything the US does. Russia is really not eager to engage in a new arms race.”-‘NO RESTRAINTS IN PLACE WHATSOEVER’-Only one significant arms control agreement between the US and Russia remains in place. It is the New START accord, signed almost a decade ago amid the warm hopes of the Obama-era “reset” of relations with Russia. It limited the capacities of the “strategic” nuclear arsenals of both sides, meaning the intercontinental weapons with which the US and Russia could destroy each other many times over. But that agreement expires within three years, and so far there are no significant talks going on to extend it.“Very soon we will be in a situation the world has not known since the Cuban Missile Crisis in 1962 convinced leaders of the US and the USSR that they needed to limit these destructive nuclear arsenals,” says Alexander Golts, an independent security expert. “Indeed, it is already clear that if we reject the INF treaty, New START won’t work anyway. If the two sides can proliferate the number of intermediate-range missiles without limitations, then what good are controls on long-range strategic ones?”Known as “the treaty that ended the cold war,” the INF deal has been controversial from its very beginnings. Political and military hawks on both sides have never liked it. It was sealed amid a sunburst of goodwill in 1987, as President Ronald Reagan and Soviet leader Mikhail Gorbachev embraced a new era of peace and openness, which soon led to the collapse of the Iron Curtain.But it also had enormous practical effect, especially for Europe. Hundreds of Soviet SS-20 and US Pershing II nuclear-tipped, medium-range missiles faced each other on the European continent, threatening nuclear holocaust on a hair trigger. The treaty essentially abolished that entire class of missiles, those with ranges between 310 and 3,400 miles, removing at a stroke the most dangerous and potentially unstable dimension of US-Soviet nuclear rivalry.“If the two sides once again station this type of missile in Europe, then Berlin, Paris, and London will once again be under a six-minute warning,” says Mr. Golts. “It will be the same for Moscow and St. Petersburg. Six minutes is not enough time to make political decisions, to verify that an attack is really under way. With intercontinental missiles, you have about 30 minutes of warning time, which gives political leaders a chance to check and make decisions. But this time it will be worse than the 1980s, because then we had a whole structure of arms control like the SALT treaties and ABM, with constant consultations and verification procedures. Now there will be no restraints in place whatsoever.”A DIFFERENT NUCLEAR CONTEXT-The Kremlin has been worrying out loud for some time about what it views as US flirting with notions of “winnable” nuclear war. Amid the current atmosphere of political mistrust and shrinking warning times, Russian strategic posture may change, he says.“Now Russian doctrine is based on the principle of ‘launch on alert,’ which means that Russia retaliates only when its early warning systems confirm that American missiles are in flight. But if the warning time shrinks to six minutes, in the worst case scenario, they might go to ‘preemptive strike,’ which would be an extremely unstable situation,” Golts says.Other Russian experts doubt the US would try to station midrange nuclear missiles in Europe again. The Pentagon has launched an investigation into alleged Saudi transfers of US military hardware, from rifles to armored vehicles and tanks, to the hands of Islamist radical groups in Yemen.Some of the hardware, which was transferred in contravention of legally binding commitments to obtain US permission before doing so, has even ended up in the hands of Iran-allied Houthi militias, opening up the possibility that Iran could study sensitive American military technology and ultimately endanger US forces elsewhere in the region.The revelation came in an exclusive report Monday by CNN, which sent undercover reporters into Yemeni towns to find the weapons.In one weapons shop in Taiz, a city in the country’s southwest, a dealer confirmed to CNN that he had US weapons, saying they’re “expensive and sought after.”The “not-so-hidden black market” is helping to drive “the demand for hi-tech American weapons and perpetuating the cycle of violence in Yemen,” the report said.Some of the weapons systems have made their way to the Yemeni affiliate of al-Qaeda, known as al-Qaeda in the Arabian Peninsula (AQAP), which has fought in the Taiz area and once paraded US-made Oshkosh armored vehicles through the city’s streets. They said 25 Palestinians were arrested throughout the West Bank overnight.The Shin Bet security service confirmed Suheir’s arrest to The Times of Israel, saying she was suspected of failing to prevent a crime.On Monday the army announced its intention to demolish the homes of Salih and Asem Barghouti.The two are believed to have conducted a December 9 terrorist attack outside the Ofra settlement, in which seven Israelis were injured, among them a seven-months pregnant woman, who was seriously wounded. The woman’s baby was delivered in an emergency operation, but died days later.Salih Barghouti was shot dead three days later in his hometown of Kobar as he attacked Israeli security forces in an attempt to evade arrest, the army said. A day after that, Asem Barghouti opened fire at a bus stop outside the Givat Assaf outpost near Ramallah, killing two soldiers stationed there and seriously injuring a third serviceman and a civilian woman, according to the IDF.Asem Barghouti, who fled the scene after the shooting, was arrested in the home of an alleged accomplice in the nearby village of Abu Shukheidim on January 8.On January 20, the military notified the family of Asem Barghouti of its plans to destroy his home in Kobar.
