'We have a duty to guard against illegal infiltrators'-Netanyahu: Israel won’t sign global migration pact, must protect its borders-PM says Israel will withdraw from nonbinding compact, which is set to be approved at UN gathering in Morocco next month; US among others also rejecting it-By TOI staff-NOV 22,18
Prime Minister Benjamin Netanyahu announced on Tuesday that Israel would not be joining the United Nations’ global migration pact, set to be signed next month in Marrakech, Morocco, by most of the world’s governments. The US is among several other countries that have also rejected the pact.“I instructed the Foreign Ministry to announce that Israel won’t participate [in the Marrakech gathering] and won’t sign the migration pact,” Netanyahu said in a statement to the press.“We have a duty to protect our borders against illegal infiltrators. That’s what we’ve done, and that’s what we will continue to do,” the terse statement concluded. The Global Compact for Safe, Orderly and Regular Migration, which will not be legally binding, was finalized under UN auspices in July. It is due to be formally approved at a December 11-12 meeting in Marrakech. In September 2016, all 193 UN member states, including the United States under former president Barack Obama, adopted a declaration saying no country can manage international migration on its own, and agreed to launch a process leading to the adoption of a global compact in 2018.The declaration followed vast waves of migrants fleeing in recent years from conflict and poverty in the Middle East and Africa to Europe and the West.Antagonism in Israel toward migrants has hardened in recent years with an estimated 35,000 African migrants in the country facing hostility from lawmakers and residents in communities with high migrant populations. According to a Pew Research Center survey last month, 57 percent of Israelis oppose accepting refugees fleeing war and conflict, ranking well behind that of citizens in many other Western countries. The High Court of Justice has pushed back against government plans to jail or deport the migrants, saying a solution in line with international norms must be found. The Africans, mainly from war-torn Sudan and dictatorial Eritrea, began arriving in Israel in 2005, through its porous border with Egypt, after Egyptian forces violently quashed a refugee demonstration in Cairo and word spread of safety and job opportunities in Israel. Tens of thousands crossed the desert border, often after enduring dangerous journeys, before Israel completed a barrier in 2012 that stopped the influx. While the migrants say they are refugees fleeing conflict or persecution, Israel views them as job-seekers who threaten the Jewish character of the state.Netanyahu’s Tuesday announcement was welcomed by fellow Likud lawmaker Deputy Foreign Minister Tzipi Hotovely, who said she had spoken with the prime minister about the issue yesterday. She cited the new Jewish Nation-State Law, which she said required the government “to stand up for a clear migration policy that protects our borders from illegal infiltrators.”Meretz MK Michal Rozin, a former chair of the Knesset’s special committee on foreign laborers, slammed the decision.“This is yet another example of the moral bankrupting of the State of Israel,” she charged. “It’s the result of the prime minister’s cleaving to the extremist right in Israel, in Europe and in the United States.”She added: “The State of Israel, so many of whose founders were themselves refugees fleeing murderous and cruel regimes and which was among the leading nations in the articulation of the UN Refugee Convention, must not join the forces of hate, division and chauvinism.”Netanyahu is not alone in rejecting the new pact.Last December, the United States said it was ending its participation in negotiations on the compact, stating that numerous provisions were “inconsistent with US immigration and refugee policies” under President Donald Trump. In July, Hungary said it would withdraw from the process. In October, the Austrian government followed suit, citing concerns about national sovereignty.Australia, Poland, Bulgaria and Austria have also either announced their withdrawal from the initiative or voiced serious concerns. The compact has 23 objectives that seek to boost cooperation to manage migration and numerous actions ranging from technical issues like the portability of earnings by migrant workers to reducing the detention of migrants.EU heavyweight Germany reaffirmed its support for the pact, which foreign ministry spokesman Rainer Breul said last month was “necessary and important.”AP contributed to this report.
Jewish Kremlin critic faces ‘absurd’ new charges by Russian prosecutors-Bill Browder accused of forming a criminal group to embezzle funds in Russia, causing death of his employee in prison-By NATALIYA VASILYEVA-TOI-NOV 22,18
MOSCOW (AP) — Russian prosecutors announced new criminal charges against US-born Kremlin foe Bill Browder on Monday, days before a Russian police officer could become president of Interpol in a move that some Moscow critics fear might politicize the law enforcement agency.Browder and other opponents of Russian President Vladimir Putin have complained that Russia has tried to use Interpol against them. If a Russian is elected as its new president, it could encourage Moscow to intensify attempts to hunt down its critics abroad. The new charges leveled against Browder, who is Jewish, accuse him of forming a criminal group to embezzle funds in Russia. They also alleged that he could be behind the death of his employee, Sergei Magnitsky, in a Russian prison.Magnitsky, a 37-year-old lawyer who alleged he had uncovered $230 million in tax fraud by Russian officials, died in 2009 while in pre-trial detention. A Russian presidential commission concluded he had been beaten and denied medical care, and two prison doctors were charged with negligence leading to his death; one was acquitted and the other went free because the statute of limitations had expired.Browder mounted an international campaign to bring Magnitsky’s killers to justice, and in 2012, the US Congress passed the Magnitsky Act that imposed travel and financial sanctions on top Russian officials, including prosecutors. Several other countries have since adopted similar legislation.Browder, who had owned a major investment fund in Russia before he was barred entry to the country, was convicted in absentia in Russia on charges of tax evasion and funneling money overseas in both 2013 and again last year, and sentenced to nine years in prison. On Monday, Mikhail Alexandrov of the Russian Prosecutor General’s Office told reporters that they have opened a criminal case into the poisoning of three people described as associates of Browder, saying it was “highly likely” that Magnitsky was poisoned as well with the same military-grade substance.Browder has blamed Russian prison officials for Magnitsky’s death and dismissed the new charges against him as a sham. He told The Associated Press that he has no relation to the three men named by the prosecutors and described the accusations of poisoning as an attempt to discredit his campaign for justice for Magnitsky.Putin’s “reaction is so absurd that it only helps our campaign and our cause,” he said. The Russian prosecutors said they decided to pursue the new charges against Browder after reviewing evidence submitted by Natalia Veselnitskaya, a Russian lawyer who met with Donald Trump Jr. and members of his father’s presidential campaign in 2016 and who lobbied for the repeal of the Magnitsky Act. That meeting at Trump Tower occurred in June 2016 after the younger Trump was told by an intermediary that she represented the Russian government and was offering Moscow’s help defeating Hillary Clinton. Emails later released by Trump Jr. show that she had been described as a “Russian government attorney.”The timing of the new charges against Browder comes as the Netherlands is preparing to host diplomats from all European Union member states to discuss a pan-EU Magnitsky Act.But the charges also come two days before Interpol’s general assembly, meeting in Dubai, is expected to elect its new president, and one of the front-runners is Alexander Prokopchuk, who holds the rank of general in the Interior Ministry, which runs the police force. The officer had headed Interpol’s Russian bureau before taking the job of Interpol’s vice president in 2016.Putin’s spokesman, Dmitry Peskov, told reporters Monday that the Kremlin is “rooting for the Russian candidate and we would like the Russian candidate to win this election.”Interpol works as a clearinghouse for national police services that are hunting down suspects outside their borders, issuing “red notices,” or alerts that identify a person wanted by another country. While its charter explicitly proclaims its neutrality, the organization has faced criticism that governments have abused the “red notice” system to go after political enemies and dissidents. Two years ago, Interpol introduced measures aimed at strengthening the legal framework around the red notice system. As part of the changes, an international team of lawyers and experts first check a notice’s compliance with Interpol rules and regulations before it goes out. Interpol also says it enhanced the work of an appeals body for those targeted with red notices.Browder noted the timing of the announcement of the new charges against him and the Interpol election, tweeting: “On the eve of Interpol deciding whether a Russian official should be president of Interpol, the Russian prosecutor’s office holds a huge press conference about me and how they will chase me down anywhere in the world.”At the news conference, prosecutors said they will be placing Browder on Interpol’s wanted list and they expect its cooperation.Russia has previously tried to get Browder placed on the wanted list, but the body has rejected the efforts, viewing his prosecution as politically motivated. He was briefly detained in Spain in May but released after police found that the arrest warrant for him was no longer valid.Browder said Prokopchuk’s possible appointment “puts the organization in a grave danger of being fully discredited.”Other Kremlin critics also have raised alarm about the possible politicization of Interpol.Opposition leader Alexei Navalny, who has faced a flurry of detentions and criminal charges, tweeted Monday that his associates “have suffered abuse” from Interpol officials who were complying with Russian warrants to persecute Kremlin opponents.“I don’t think that a president from Russia will help to reduce such violations,” he said on Twitter.Similar concerns surfaced when the previous Interpol president, Meng Hongwei, was named because he was a senior security official in the Chinese government. China has also been accused of trying to use Interpol for political ends. Meng is now detained in China as part of a sweeping purge against allegedly corrupt or disloyal officials.Asked about the upcoming vote at Interpol in connection with the Browder case, Prosecutor General’s Office spokesman Alexander Kurennoy told reporters that Moscow views the organization as “trusted partners” and expressed hope that “the procedures will be followed in a regular manner” when it submits an arrest warrant for Browder.Times of Israel staff contributed to this report.

California wildfires-related insured losses within anticipated level: Fitch-[Reuters]-YAHOONEWS-November 22, 2018
(Reuters) - Losses from the ongoing California wildfires will likely hurt fourth-quarter earnings of insurers, but are expected to remain within anticipated levels, ratings agency Fitch said on Tuesday.Camp Fire is the deadliest wildfire in California's history, incinerating some 12,000 homes along the way, while the Woolsey Fire in the foothills above Malibu has threatened thousands of homes.Catastrophe risk modeler Risk Management Solutions has estimated insured losses from the Camp and Woolsey fires to range from $9 billion to $13 billion.Personal lines insurance, which includes property and casualty insurance, is expected to take the biggest hit, Fitch said, adding the losses could also extend to automobile insurance.Commercial property and business interruption claims could also be significant, the ratings agency said.Industry analysts, however, broadly expect the wildfire-related catastrophe losses to be manageable for insurers and reinsurers. The insurance companies affected by the wildfires are generally the larger national carriers that have large capital bases, Fitch noted. As a result, the ratings agency does not expect a major deterioration in financial strength if these companies incur losses roughly in proportion to their market share.Shares of large-cap property and casualty insurers such as American International Group , Traveler and Chubb Ltd were down nearly a percent each on Tuesday, in line with broader U.S. market weakness.(Reporting By Aparajita Saxena in Bengaluru; Editing by Shinjini Ganguli)
Incoming rain could hinder search for California wildfire victims-[Reuters]-YAHOONEWS-By Jonathan Allen-November 21, 2018
(Reuters) - Heavy rains expected to hit Northern California late on Tuesday could help firefighters but will raise the risk of mudslides and hinder the search for more victims of the deadliest wildfire in the state's history as nearly 1,000 people remain missing. The chance of floods or mudslides also could increase the misery of the evacuees, some of whom are living in tents or sleeping in their cars.Remains of 79 victims have been recovered since the Camp Fire erupted on Nov. 8 and largely obliterated the Sierra foothills town of Paradise, a community of nearly 27,000 people about 175 miles (280 km) north of San Francisco. The missing persons list kept by the Butte County Sheriff's Office still has 993 names on it.That number has fluctuated dramatically in the past week as additional people were reported missing or as some initially listed as unaccounted for either turn up alive or are identified among the dead.Sheriff Kory Honea has said some people have been added to the list more than once at times under different spellings of their names. As of early Tuesday, the fire had torched more than 151,000 acres (61,100 hectares) of parched scrub and trees and incinerated about 12,000 homes, the California Department of Forestry and Fire Protection said.Efforts to suppress the flames were likely to benefit from a storm expected to dump as much as 4 inches (10 cm) of rain north of San Francisco between late Tuesday and Friday.Containment lines have been built around 70 percent of its perimeter, according to the agency.Smoke from the fire has lead to school closures in the region. Citing poor air quality, schools and colleges in the Sacramento area will remain closed until Nov. 26.Flights in and out of San Francisco also have continued to experience some delays or cancellations because of the smoke.'MUDDY, MUSHY MESS'-But heavy showers risk setting off mudslides in newly burned areas while also making it more difficult for forensic teams sifting through cinders and debris for additional human remains.Colleen Fitzpatrick, founder of the California-based consulting company Identifinders International, said rain would turn the site into a "muddy, mushy mess" slick with wet ash.Pathologists from the University of Nevada in Reno worked through the weekend as firefighters peeled back debris, collecting bits of burned bones and photographing everything that might help identify victims.Intense fire over the slopes of canyons, hills and mountains makes them more prone to landslides, by burning away vegetation and organic material that normally holds soil in place. The fire also creates a hard, waxy surface that tends to repel rather than absorb water. The result can be heavy runoff of rainwater mixed with mud, boulders, trees and other debris that flows downhill with tremendous force, said Jason Kean, a research hydrologist for the U.S. Geological Survey."Those debris flows have the consistency of wet concrete and move faster than you can run," he said. "It's like a flood on steroids ... and a big one can take out two-story buildings."The number of residents needing temporary shelter was unclear, but as many as 52,000 people were under evacuation orders at the height of the firestorm last week.Nearly 500 miles south of Paradise near Malibu, west of Los Angeles, at least 2 inches (5 cm) of rain are expected to fall on a second fire, the Woolsey, which has killed three people. That blaze was 96 percent contained as of Monday evening. The cause of both fires is under investigation but electric utilities reported localized equipment problems around the time they broke out.PG&E Corp has said it could face liability that exceeds its insurance coverage if its equipment were found to have caused the Camp Fire.(Reporting by Brendan O'Brien in Milwaukee; editing by David Stamp and Bill Trott)

Shouting ‘allahu akbar,’ assailant stabs policeman in Brussels-Prosecutor is investigating whether the attack was linked to any terror group-By AP-TOI-NOV 22,18
BRUSSELS — An assailant stabbed a policeman Tuesday close to the Grand Place in Brussels’ historic center, before officers got to the scene and shot the suspect. The prosecutor’s office is investigating whether the attack was linked to any terror group.Belgian Interior Minister Jan Jambon said the pre-dawn incident was a “cowardly act against our policemen.” He added that the suspect did not appear to be on the nation’s anti-terror data base. The victim was hospitalized with non-life threatening injuries while the attacker was seriously injured after being shot in the chest.Ine Van Wymersch, a spokeswoman for the Brussels prosecutor’s office, said “some witnesses said he shouted “Allahu akbar (God is great) but the investigation will need to bring more clarity.”“The terror context is not clear but we need to cast the judicial context as wide as possible,” she said.Belgium has been under heightened security since the March 2016 attacks at Brussels’ airport and subway that left 32 people dead.
Police investigate balloon carrying Palestinian flag found in north-Sappers find no other devices attached to object which comes to rest in Moshav Mle’a, a cooperative agricultural community-By TOI staff-TOI-NOV 22,18
Israel Police said Tuesday that officers were called to Moshav Mle’a in the north of the country, after a balloon was found with a Palestinian flag attached to it.Police sappers dealt with the balloon, and aside from the flag, no other objects were found connected to it, police said in a statement.During months of protests along the Israeli-Gazan borderm, which began at the end of March, Palestinians have launched thousands of balloons and kites carrying incendiaries into Israel, burning thousands of acres of land and causing millions of shekels in damage. There have been several incidents of balloons found in other areas of the country, believed to be a result of Palestinian protesters in the West Bank copying the method.Mle’a is a cooperative agricultural community located in the Ta’anakh region of the country, a few kilometers north of the West Bank.Police called on the public to show caution regarding any such items, whether balloons or kites, which may be carrying incendiary of explosives. The Gaza protests, dubbed the “Great March of Return,” mostly involved the burning of tires and rock-throwing along the security fence, but have also seen shooting attacks, bombings and attempted border breaches as well as the sending of incendiary balloons and kites into Israel.Last week saw a serious flare-up during which Palestinians in Gaza fired over 460 rockets at southern Israel drawing retaliatory airstrikes from Israel.
Kremlin critics unite to try to stop Russian becoming Interpol head-[Reuters]-YAHOONEWS-By Guy Faulconbridge and Andrew Osborn-November 22, 2018
LONDON/MOSCOW (Reuters) - Two of the Kremlin's most prominent critics joined forces on Tuesday to try to stop a Russian becoming the next president of international police organization Interpol, saying they feared Moscow would abuse the post to hunt down its detractors.Interpol's general assembly is due to elect a new president on Wednesday after incumbent Meng Hongwei of China went missing in September. Beijing later said it had detained him in connection with a bribery probe. The battle to succeed him turned political after Alexander Prokopchuk, a former major general in Russia's Ministry of the Interior, emerged as one of the favorites to get the job, a prospect that alarmed critics of President Vladimir Putin.Russian dissident and former oil tycoon Mikhail Khodorkovsky on Tuesday gave a news conference in London alongside U.S.-born Kremlin critic Bill Browder at which both warned against Prokopchuk's election, saying it would make it easier for the Kremlin to manipulate Interpol. Moscow has rejected such claims."Appointing such a person to the head of the international policing organization would not only damage the reputation of all Interpol member states, but would carry a grave threat to those who may be considered potential victims of political persecution," said Khodorkovsky.Putin freed Khodorkovsky in 2013 after he had spent a decade in jail for fraud, a charge Khodorkovsky said was fabricated to punish him for funding political opposition to Putin. The president has said he regards the businessman as a common thief.Browder, the head of investment fund Hermitage Capital Management, has led a campaign to expose corruption and punish Russian officials he blames for the death of lawyer Sergei Magnitsky in 2009 in a Moscow prison."If a Russian is president of this organization the Russian will be acting on the instructions of Vladimir Putin," said Browder, who used to support the president before becoming one of his most implacable international critics."To put his representative in charge of the most important international crime fighting organization is like putting the mafia in charge," said Browder.Russian prosecutors said on Monday they suspected Browder of ordering a string of murders, including of Magnitsky, in a twist the financier dismissed as ludicrous.'SMEAR CAMPAIGN'-On Monday, four U.S. senators jointly urged President Donald Trump to oppose Prokopchuk's candidacy and accused Russia of abusing Interpol to settle scores and harass dissidents by issuing warrants, known as red notices, for their arrest.Browder was briefly detained by Spanish police in May on a Russian Interpol red notice that was then deemed invalid.Politicians in Lithuania and Ukraine have urged their governments to quit Interpol if Prokopchuk is elected, while Britain has said it is backing his South Korean rival Kim Jong Yang, currently the organization's senior vice-president.The Kremlin said on Tuesday that opposition to Prokopchuk's candidacy by U.S. senators amounted to election meddling."This is probably a certain kind of interference in the electoral process of an international organization," Kremlin spokesman Dmitry Peskov told reporters.Russia's Ministry of the Interior defended Prokopchuk."We see a campaign aimed at discrediting the Russian candidate," it said in a statement, complaining about what it called the unacceptable politicisation of Interpol."Alexander Prokopchuk has many years of experience working in the law enforcement sphere and is currently Interpol's vice-president... which confirms the trust and high esteem in which his work in this international organization is held."If elected, he would carry out his duties solely in Interpol's own interests, the ministry said.Interpol's 194 member states each have a vote in Wednesday's election in Dubai, it said on its website. The winner will serve the last two years of Meng Hongwei's original four-year mandate.(Additional reporting by Andrius Sytas in Vilnius, Michael Holden in London and Tom Balmforth in Moscow; Editing by Gareth Jones)
U.S. judge blocks Trump asylum restrictions-[Reuters]-YAHOONEWS-By Dan Levine-November 22, 2018
SAN FRANCISCO - A U.S. judge on Monday temporarily blocked an order by President Donald Trump that barred asylum for immigrants who enter the country illegally from Mexico, the latest courtroom defeat for Trump on immigration policy.U.S. District Judge Jon Tigar in San Francisco issued a temporary restraining order against the asylum rules. Tigar's order takes effect immediately, applies nationwide, and lasts until at least Dec. 19 when the judge scheduled a hearing to consider a more long-lasting injunction.Representatives for the U.S. Department of Justice could not immediately be reached for comment.Trump cited an overwhelmed immigration system for his recent proclamation that officials will only process asylum claims for migrants who present themselves at an official entry point. Civil rights groups sued, arguing that Trump's Nov. 9 order violated administrative and immigration law.In his ruling, Tigar said Congress clearly mandated that immigrants can apply for asylum regardless of how they entered the country. The judge called the latest rules an "extreme departure" from prior practice."Whatever the scope of the President's authority, he may not rewrite the immigration laws to impose a condition that Congress has expressly forbidden," Tigar wrote.Tigar was nominated to the court by President Barack Obama.Previous Trump immigration policies, including measures targeting sanctuary cities, have also been blocked by the courts. The asylum ruling came as thousands of Central Americans, including a large number of children, are traveling in caravans toward the U.S. border to escape violence and poverty at home. Some have already arrived at Tijuana, a Mexican city on the border with California."IT IS TOO MUCH"-Rights groups have said immigrants are being forced to wait days or weeks at the border before they can present themselves for asylum, and the administration has been sued for deliberately slowing processing times at official ports. At a hearing earlier on Monday, American Civil Liberties Union attorney Lee Gelernt said the order clearly conflicted with the Immigration and Nationality Act, which allows any person present in the United States to seek asylum, regardless of how they entered the country.Gelernt said the ACLU had recently learned Mexican authorities have begun barring unaccompanied minors from applying at U.S. ports of entry.Mexico's migration institute said in a statement to Reuters that there was "no basis" for the ACLU's claims, noting that there had been no such reports from the United Nations or human rights groups that are monitoring the situation at the border.Uriel Gonzalez, the head of a YMCA shelter for young migrants in Tijuana, said he had not heard of any new measures directed at unaccompanied minors. He noted there were already long lines to get a turn with U.S. authorities."This can take a while because the number of migrants has overwhelmed capacity. It is too much," he said. The judge on Monday wrote that Trump's refugee rule would force people with legitimate asylum claims "to choose between violence at the border, violence at home, or giving up a pathway to refugee status."Caravan participants began to arrive last week in Tijuana on the Mexican side of the U.S. border, which has put a strain on shelters where many will wait to seek asylum. Their presence has also strained Tijuana's reputation as a welcoming city, with some residents screaming at the migrants, "Get out!"Trump sent more than 5,000 soldiers to the 2,000-mile (3,100 km) frontier with Mexico to harden the border, although critics dismissed the move as a political stunt ahead of congressional elections on Nov. 6.(Reporting by Dan Levine in San Francisco; Additional reporting by Tom Hals in Wilmington, Delaware and Lizbeth Diaz in Tijuana; Editing by Leslie Adler, Tom Brown and Andrew Heavens)

Breaking news-Israeli man lightly injured in West Bank stabbing-Police investigating if attack terror-related; assailant flees scene south of Jerusalem, prompting manhunt near Palestinian town-By Judah Ari Gross-TOI-NOV 22,18
An Israeli man was stabbed in the face and lightly injured in a suspected terror attack Tuesday south of Jerusalem, medics said.Border Police officers began sweeping the area after the suspected stabber fled the scene of the attack.“The motive for the attack is being investigated,” a Border Police spokesperson said. The attack was said to have occurred near the bypass tunnel next to the Palestinian town of Beit Jala, northwest of Bethlehem.Eyewitnesses said the Israeli man was attacked when he walked into a story in the area, according to one of the medics who treated the victim. The 30-year-old victim was treated on the scene by medics from the Magen David Adom ambulance service and the Israel Defense Forces, who worked to stop the bleeding and bandage his wounds. He was then transported to Jerusalem’s Hadassah Hospital Ein Kerem, an MDA spokesperson said.
