Iran’s military capabilities in Syria are far from what the Islamic Republic had sought, thanks to Israeli action, IDF Chief of Staff Gadi Eisenkot said Tuesday.The comment was the clearest indication yet that Israel believes it is nearing victory after a several-year campaign to keep Tehran from gaining a foothold near the Golan Heights, though other officials have warned Iran and its proxies still pose a challenge in the area.The army chief praised the IDF Northern Command for its effort in blocking Iranian forces from establishing a permanent military presence in southern Syria, near the Israeli border, and from transferring precision-guided missiles to the Hezbollah terrorist group in Lebanon.“The fact that their abilities are far from what Iran and terror groups desired is the result of high-quality, ongoing operational activity,” Eisenkot said, while visiting the Northern Command’s Bashan Division in the Golan Heights.“The IDF will continue to thwart these efforts [by Iran and Hezbollah], while preserving the security situation in the north in the long term, from a dedication to defending citizens of the State of Israel,” he said.Eisenkot was accompanied by Northern Command chief Maj. Elite search-and-rescue forces from six countries came to Israel earlier this month in the military’s largest-ever exercise of its type, practicing everything from extractions under fire to evacuating civilian victims of car wrecks.The exercise — known as “Sky Angels” — was led by Israel’s Unit 669, a special forces unit that specializes in search-and-rescue operations. Indeed, Unit 669 took part in the rescue mission to extract a group for special forces soldiers who came under fire while conducting an operation inside Gaza just over a week ago, on Sunday night.The “Sky Angels” drill was held during the same period — November 4 to 11 — but was unaffected by last week’s flareup in the Gaza Strip, according to Brig. Gen. Nir Nin-Nun, the head of the Israeli Air Force’s Air Support and Helicopter Division.Six countries participated in the exercise: Croatia, the United States, Canada, Holland, the Czech Republic, and Italy.Only half of the countries were allowed to fully participate, while the other half observed, so as to allow each ground team to be made up of an equal mix of soldiers from the various militaries, Nin-Nun said.The focus of the exercise was operations on the ground, rather than on the flying.Among other things, the teams practiced picking up pilots who ejected from their aircraft, and rescues from inside canyons. The exercises, which included operations in Israel’s deserts and forests, as well as in urban combat scenarios in fake cities, were held in daytime and night, Nin-Nun said.“Despite the fact that Israel is small, there are a number of difficult landscapes here,” Nin-Nun told reporters over the phone.For the Israeli special forces soldiers, who generally work only with other Israeli troops, the exercise gave them an opportunity to learn how to work with other nations.According to Nin-Nun, the Unit 669 soldiers were able to learn NATO protocols for search-and-rescue operations.“We didn’t know them before. It’s something we’ve never needed,” he said.In recent years, Israel has been increasingly cooperating with the North Atlantic Treaty Organization, being recognized by the US in 2014 as effectively one level below that of a full member of the group.According to Nin-Nun, initial feedback from the participating militaries was positive, with the potential for future “Sky Angels” exercises in the future, potentially within the next two years.“I thought that if it went well, maybe we’d do it once every three years,” he said.“But now I think that the next exercise isn’t so far off. Republican DeSantis secures Florida governor's seat after rival Gillum concedes-[Reuters]-YAHOONEWS-By Letitia Stein-November 17, 2018

(Reuters) - Democrat Andrew Gillum, who had sought to become Florida's first black governor, conceded on Saturday, after a recount showed he had no way of catching his Republican rival Ron DeSantis, an ally of President Donald Trump.Gillum, the 39-year-old liberal mayor of Tallahassee, had initially conceded the race on the night of the Nov. 6 election to DeSantis, a conservative former congressman. But Gillum later withdrew that concession when the results showed the two were close enough to trigger an automatic recount."This has been the journey of our lives. We've been so honored by the support that we've received," Gillum said in a video statement. "Stay tuned, there will be more to come. This fight for Florida continues."DeSantis, 40, said on Saturday on Twitter, "This was a hard-fought campaign. Now it's time to bring Florida together."After a machine recount ended on Thursday, official results showed DeSantis with a lead of 33,683, or 0.41 percent. That margin appeared impossible for Gillum to overcome by Saturday."We wanted to make sure that every single vote including those that were undervotes, overvotes, as long as it was a legally cast vote we wanted those votes to be counted," Gillum said in his video statement on Saturday.His stance echoed similar appeals from fellow Democrat U.S. Senator Bill Nelson. Numerous legal challenges were filed in Florida over how to deal with certain ballots and the deadlines for counties to review them.A recount is continuing in the race between Nelson and his challenger for the Senate seat, outgoing Republican Governor Rick Scott. Brenda Snipes submitted her resignation as Broward County, Florida’s chief of elections on Sunday after coming under fire for a host of problems that plagued the county during the midterms and over her 15 years in the position.The resignation is expected to kick in sometime in January, leaving the appointment of a new elections supervisor up to incoming Republican governor Ron DeSantis.The victorious candidate and former Congressman called Snipes’ resignation “good.”“There was no way as governor that I was going to let her preside over another election down there after all the problems that they had,” DeSantis said on Fox News Monday morning.Just hours before quitting, Snipes had finished a recount of the county’s votes for governor after taking a drawn-out period of time to submit the original vote totals and even losing 2,040 votes at one point.In 2016, Snipes destroyed ballots from those midterm primary elections sooner than state and federal laws allowed and while they were the subject of a lawsuit against her office.Four years before in 2012, about 1,000 ballots turned up after elections were over.“It is time to move on,” she said last week.Snipes has received three raises since 2016 and was making $178,865.She was appointed by Jeb Bush in 2003 when he was Florida governor, who turned on her last week, calling on Twitter for her to be replaced.

(Reuters) - Authorities on Sunday sifted through the charred wreckage of California's deadliest ever wildfire, searching for any signs of the 993 people now listed as missing after the Camp Fire tore through the mountain town of Paradise.The number of believed missing fell 283 late on Sunday, down from 1,276 people, the Butte County Sheriff's Office said in a statement, but gave no other details.The remains of 77 people have been recovered, officials said late on Sunday. The blaze ignited on Nov. 8 was 65 percent contained, up from 60 percent earlier in the day.Rain is forecast for the area this week, potentially helping douse the flames, but raising the risk of floods and mudslides that will swell the misery of 46,000 people under evacuation orders.Many refugees from the fire have taken up temporary residence with friends and relatives, while others have pitched tents or were camping out of their vehicles.The death toll far surpasses the previous fatality record from a single California wildfire - 29 in the Griffith Park fire of 1933 in Los Angeles - and already ranks among the deadliest U.S. wildfires since the turn of the last century.Eighty-seven people perished in the Big Burn firestorm that swept the Northern Rockies in August 1910. Another 234 are officially missing, although organisations supporting the communities have insisted there are thousands of missing persons.It spewed more ash and hot rock in October, prompting warnings for the nearby communities.The biggest danger from the volcano are lahars, a mixture of ash, rock, mud and debris, that can bury entire towns.

CHICAGO (Reuters) - Chicago police on Tuesday were seeking a motive for a shooting rampage outside and inside a hospital late Monday that left four people dead, including the gunman, a physician who was his former girlfriend and a police officer, officials said.The gunman, Juan Lopez, 32, was the former boyfriend of Dr. Tamara O'Neal, 38, who he shot and killed outside Mercy Hospital on Monday, Officer Jose Jara of the Chicago Police Department said.Chicago Police Superintendent Eddie Johnson on Monday described that first killing as an act of domestic violence."There’s no doubt in my mind that all of those officers who responded were heroes and they saved a lot of lives because we just don't know how much damage he (the gunman) was prepared to do," Johnson said.After killing O'Neal, Lopez fired at arriving police officers with a handgun then entered the hospital and exchanged gunfire for several minutes with officers who followed him, Johnson said.Lopez also died but it was not immediately clear if he shot himself or was struck by a police officer's bullet.Officer Samuel Jimenez, who joined the Chicago police force last year, died during the gunfight, officials said. NEW YORK (Reuters) - Joaquin "El Chapo" Guzman was a ruthless killer who ordered the murder of a man who had refused to shake his hand at a meeting, a prosecution witness told jurors at Guzman's U.S. trial on Monday.Jesus Zambada, the brother of Ismael "El Mayo" Zambada who was Guzman's alleged partner in running the Sinaloa Cartel, gave his most dramatic testimony after three days on the witness stand as he described Guzman's involvement in a series of murders.In a cross-examination, one of Guzman's defense lawyers launched an attack on Zambada's credibility, highlighting inconsistencies between his testimony and his original statements to U.S. prosecutors.Guzman, 61, was extradited to the United States in January 2017 and is accused of directing massive shipments of cocaine, heroin, methamphetamine and marijuana. He is on trial in Brooklyn federal court, charged with 17 criminal counts, and faces life in prison if convicted.Guzman had ordered Rodolfo Carrillo, a member of the rival Juarez Cartel and brother of its leader, killed after he declined to shake Guzman's hand at a meeting, Zambada said. The 2004 killing, according to Zambada, fueled a war between the cartels.Zambada said another target was a corrupt police official, identified only as Rafita, who worked for rival drug lord Arturo Beltran Leyva.
