Hassan Yousef, a Hamas leader in the West Bank, will be released from Israeli prison on Thursday, a spokesman for the Prisons Service said Wednesday.Yousef, a co-founder of the Hamas terror group and a Palestinian lawmaker, was arrested in December 2017 for “advancing and promoting Hamas activities” in the West Bank, according to the Shin Bet security service.For the past 10 months, he has been held under administrative detention, the Prisons Service spokesman said. The measure allows Israel to hold certain suspects indefinitely without charge.The spokesman said the order was not being renewed and referred questions to the Shin Bet.The Shin Bet did not immediately provide a reason for the decision to allow Yousef to go free.Three days prior to his arrest in December, Yousef had called for “escalating the Jerusalem uprising…to take down Trump’s decision,” referring to US President Donald Trump’s changes to American policy on Jerusalem.In early December 2017, Trump recognized Jerusalem as Israel’s capital and initiated a process to move the US embassy in Israel to the city. New York City creates gender-neutral 'X' option for birth certificates-[Reuters]-By Daniel Trotta-YAHOONEWS-October 11, 2018

NEW YORK (Reuters) - People who were born in New York City and do not identify as male or female can now opt for a third gender category of X on their birth certificates.Mayor Bill de Blasio signed the provision into a law on Tuesday, making New York City the fifth place to do so after California, Oregon, Washington state and New Jersey. Three states and Washington, D.C., also allow gender-neutral driver licenses.Transgender advocates have been pressing governments to allow identity documents to be more easily changed to match gender identity. They say strict male and female categories are a form of discrimination against transgender people that labels them against their will.The New York City law allows nonbinary and gender-nonconforming people to change their birth certificates from the M or F designation they were assigned at birth to X with a personal affidavit. No document from a doctor is required."This change may seem small but it is monumental," said Tanya Asapansa-Johnson Walker, a transgender activist who took part in the signing ceremony and spoke of the anxiety that goes with living with gender-mismatched identification."Imagine having to out yourself over and over and over again to strangers," Walker said. WASHINGTON (Reuters) - The outcome of the latest immigration case involving President Donald's Trump administration to come before the U.S. Supreme Court could hinge on his two appointees, conservative Justices Neil Gorsuch and Brett Kavanaugh.The nine justices on Wednesday heard the administration argue for sweeping government authority to detain immigrants awaiting deportation after they complete sentences for criminal convictions, even years after leaving prison.The administration, which has taken a hard line toward immigration, has appealed a lower court ruling in favor of immigrants that the government has said undermines its ability to deport immigrants who have committed crimes.Gorsuch, appointed by Trump last year, questioned the scope of the government's power to detain people without hearings. In April, Gorsuch joined with the court's four liberal justices in a 5-4 ruling in another immigration case that could hinder the administration's ability to step up the removal of immigrants with criminal records.Like some of the other five conservatives on the court, Kavanaugh asked questions of lawyers in the case that seemed more sympathetic to the administration's stance. It was his second day on the bench after being confirmed by the Senate on Saturday following a fierce confirmation battle.There is the possibility of a compromise ruling.The plaintiffs included two legal U.S. residents involved in separate lawsuits filed in 2013, a Cambodian immigrant named Mony Preap convicted of marijuana possession and a Palestinian immigrant named Bassam Yusuf Khoury convicted of attempting to manufacture a controlled substance.Under federal immigration law, immigrants convicted of certain offenses are subject to mandatory detention during their deportation process. They can be held indefinitely without a bond hearing after completing their sentences.Liberal Justice Stephen Breyer, expressing concern about the practice, noted that providing hearings for those held in detention is a long-established right "in a country which gives every triple ax murderer a bail hearing."The San Francisco-based 9th U.S. Circuit Court of Appeals ruled in 2016 that convicted immigrants who are not immediately detained by immigration authorities after finishing their sentences cannot later be placed into indefinite detention awaiting possible deportation.The 9th Circuit decided that immigrants who were later detained after completing their prison time - sometimes years later - could seek bond hearings to argue for their release.In some ways Wednesday's argument mirrored the split among the justices shown in a 5-3 February ruling, with the conservatives in the majority, that curbed the ability of immigrants held in long-term detention during deportation proceedings to argue for their release. That decision overturned another 9th Circuit ruling.STICKING POINT-A majority of justices, including Gorsuch, appeared concerned about immigrants being detained without a hearing years after committing criminal offenses."Is there any limit to the government's power?" Gorsuch asked.The sticking point appeared to be how to define what would be a reasonable period of time for immigration authorities to detain a person whose criminal sentence is completed.The law at issue states that the government can detain convicted immigrants "when the alien is released" from criminal detention. Civil rights lawyers for two groups of plaintiffs argued that the language of the law shows that it applies only immediately after immigrants are released. The administration said the government should have the power to detain such immigrants at any time.Cecilia Wang, an American Civil Liberties Union lawyer representing the immigrants, said that the detention should occur within 24 hours. Conservative Chief Justice John Roberts questioned such a tight deadline."I don't know what is reasonable in this situation. A month?" Roberts asked.In questioning Wang, Kavanaugh said the ACLU's request for a time limit "raises a real question for me whether we should be superimposing a time limit into the statute when Congress, at least as I read it, did not itself do so."But Kavanaugh later asked administration lawyer Zachary Tripp what a reasonable amount of time would be if the court sided with the immigrants. (Reuters) - When Hurricane Michael barreled into the Florida Panhandle on Wednesday with 155-mph (249-kph) sustained winds, it defied forecasts made just two days beforehand, its wind speeds doubling since Monday and coming in just short of the highest category of intensity.Michael was not the only tropical cyclone in recent years to undergo what scientists refer to as "rapid intensification," defined as an acceleration of wind speeds of at least 35 mph (56 kph) in 24 hours or less. The phenomenon has become more serious as sea waters have warmed with climate change."It is most likely that the very warm water in the Gulf ... is likely contributing to the intensity and the intensification that we have seen," said Jim Kossin, an atmospheric scientist with the U.S. National Oceanic and Atmospheric Administration.Rapid intensification is dangerous because it gives businesses, industry and people on the ground less time to take appropriate precautions ahead of hurricanes like Michael that hit shore with far more furious winds than originally expected.Several factors can contribute, but warmer waters increase the potential for a storm becoming stronger, climate scientists have said.Climate change means that warmer ocean temperatures are being seen more often, said Jennie Evans, a professor of Meteorology at Pennsylvania State University."Since we've got warm temperatures in the Gulf now, a hurricane has a much better chance to reach its maximum possible intensity, which appears to be what Michael is doing,” she said.In some cases, high-altitude winds can put a cap on a storm's ability to draw power from moist sea air. HOUSTON (Reuters) - Hurricane Michael on Wednesday cut 42 percent of U.S. Gulf of Mexico daily crude oil production and nearly a third of natural gas output, the largest reductions in a year, after companies evacuated staff and shut-in platforms as a precaution.Michael slammed into the Florida Panhandle on Wednesday as a fast-moving, Category 4 storm bringing heavy rains and winds of 155 miles per hour (249 kph) to the U.S. southeast.Companies turned off daily production of 718,877 barrels of oil and 812 million cubic feet of natural gas by midday on Wednesday, according to the federal offshore regulator, the Bureau of Safety and Environmental Enforcement (BSEE).Despite the fall in output, U.S. crude futures settled down more than 2 percent at $73.17 per barrel on Wednesday, tracking the weaker U.S. stock market and reflecting the declining importance of Gulf of Mexico output due to burgeoning growth from onshore shale fields.Wednesday's cuts represent about 6.5 percent of the nation's daily output of 11.1 million barrels of crude. It is the most since Hurricane Nate a year ago curtailed more than 90 percent of Gulf oil production.Total crude output lost in the last three days from shut-ins amounted to 1.7 million barrels, according to BSEE data. It can take several days after a storm passes to restaff and check equipment before production can resume.Oil producers including Anadarko Petroleum Corp , BHP Billiton , BP , Chevron Corp and Exxon Mobil Corp evacuated workers from 89 Gulf production platforms before the storm entered the Gulf.Kinder Morgan Inc , North America's second largest energy pipeline operators, said its fuel and natural gas lines serving the Southeast were unaffected. An Iranian diplomat was taken into custody in Belgium on Wednesday on suspicion of involvement in an alleged plot to bomb an Iranian opposition rally in France.An investigating magistrate earlier questioned the Iranian, normally based in Vienna, in the northern Belgian city of Antwerp, the Federal Prosecutor’s Office said in a statement.Prosecutors said Tuesday that the suspect, previously identified as Assadollah Assadi, had been extradited to Belgium from Germany.Iran has denied French accusations that one of its diplomats was involved in a plot targeting an annual gathering of the National Council of Resistance of Iran (NCRI) on June 30 just outside Paris.Belgian anti-terrorism prosecutors announced on July 2 that they had foiled the plot.
