Since the first few weeks of Gaza’s “March of Return,” young Palestinians have been flying so-called “incendiary kites” into Israeli territory, setting fire to vast swaths of grasslands, agricultural fields and nature reserves.More recently, however, a new arson tactic has been gaining popularity along the Gaza border. Instead of kites, a different children’s toy is being flown into Israel: helium balloons.The concept is the same: Launch the airborne incendiary devices into the air and rely on the breeze from the coast to push them into Israeli territory, where they can start a fire.The balloon tactic has been in use for at least a month and a half, but it has picked up in recent weeks.In total, approximately 17,500 dunams (4,300 acres, or nearly seven square miles) of land have been burned in more than 250 fires over the past two months, more than half of it in nature reserves, according to initial assessments.Authorities have yet to determine how many of the fires were started by kites and how many by balloons. “Kite terror” has become a catch-all term for the phenomenon.As of Monday, there have been no injuries caused by the fires, but the cost of the damage is high and expected to increase, as there’s no sign that Palestinians in Gaza are giving up on the arson tactic.The blazes, specifically those in nature reserves, have also wreaked havoc on local wildlife, ecologists say. And there are more fires every day.The balloons themselves do not cause the fires — helium is an inert gas — but they carry flaming material attached to a long string. In some cases, just a few party balloons are used. In others, it is a larger cluster of latex balloons, capable of carrying far more substantial incendiary devices.As with the kites, the Israeli military has yet to come up with a response to this threat. A pilot program using drones to take down the incoming kites and balloons was deemed a failure, Israel’s Kan TV reported Saturday night.For now, Israel’s primary means of combating these airborne firebombs remains preparedness and a rapid response when blazes do break out.Authorities, as well as individual farmers, monitor the area and when an incoming kite or balloon is spotted, they rush to the scene in order to put out the fire before it spreads.Farmers use tractors to dig up the area around the fire in order to starve out the flames until firefighters can arrive to put out the blaze entirely.They are not always successful.Some 10,000 dunams (2,470 acres) of parks and nature reserves have been burned in recent weeks, according to a spokesperson for the Nature and Parks Authority, who stressed that the authority did not yet have definitive evidence that all of the fires were caused by kites or balloons.Just on Saturday, some 300 dunams (74 acres) of the Carmia nature reserve — approximately a third of the park’s total land area — went up in flames in one of the largest individual blazes since the start of the “fire kite” phenomenon. Israel’s Hadashot news reported that there were suspicions the Carmia fire may have been started by a “fire balloon” that spread the flames as it blew through the area, but this could not be immediately confirmed. Authorities said they were still investigating the cause of the fire.Over 5,000 dunams (1,235 acres) of farmland has been burned, most of it wheat fields, according to the Tax Authority, which is processing compensation requests from area farmers.Driving through the area, it is rare to see a field or patch of trees that does not have at least one blotch of scorched earth from one of the fires sparked by a kite or balloon.In addition, approximately 2,500 dunams (620 acres) of Jewish National Fund forests was burned, a spokesperson for the organization said, adding that the JNF would complete its final assessment of the damage on Tuesday.The Tax Authority said there have been no requests for compensation made by the JNF or the Nature and Parks Authority yet.The Tax Authority estimates that the damage to farmland alone will cost at least NIS 5 million ($1.4 million), to be paid from the government’s fund for damage caused by terrorist activity.On Sunday, Prime Minister Benjamin Netanyahu announced that in order to cover the cost the government would withhold funds from the Palestinian Authority.The decision raised eyebrows among Israeli analysts, who pointed out that the PA does not control the Gaza Strip. He argued that the motto propagates a religious view he opposes.A lower court tossed the suit citing a Supreme Court decision that a motto on currency is not something people display prominently and thus that people are not forced to publicly advertise views that clash with their own.Mayle appealed to restore the suit, but the 7th Circuit refused, describing the phrase as a “historical reminder” of the nation’s heritage.

WASHINGTON (AP) — US President Donald Trump declared Monday that he has the “absolute right” to pardon himself, but added he had done nothing wrong, asserting his presidential power as the White House is sharpening its political and legal defenses against the special counsel Russia probe.Trump’s comments on Twitter came a day after attorney Rudy Giuliani played down the possibility that the president could pardon himself, suggesting he might have that authority but would be unwise to use it.“Pardoning himself would be unthinkable and probably lead to immediate impeachment,” Giuliani, a member of Trump’s legal team, told NBC’s “Meet the Press” on Sunday. “And he has no need to do it, he’s done nothing wrong.”In Monday’s tweet, Trump said: “As has been stated by numerous legal scholars, I have the absolute right to PARDON myself, but why would I do that when I have done nothing wrong?” He then again decried special counsel Robert Mueller’s probe as a “never ending Witch Hunt.”Trump’s legal team is making clear that it will combat any effort to force the president to testify in front of a grand jury. EL RODEO, Guatemala — Rescuers used heavy machinery and shovels found the bodies of more victims of an eruption at Guatemala's Volcano of Fire on Monday, and rescuers pulled 10 people still alive from ash drifts and mud flows.The head of the country's disaster agency, Sergio Cabanas, said at least 33 people were dead, and the death toll was expected to rise.He said rescuers using helicopters had rescued 10 people from areas hit by thick ash, mud or lava.Residents of El Rodeo, about 8 miles (12 kilometres ) downslope from the crater, said they were caught unaware by fast-moving pyroclastic flows when the volcano west of Guatemala City exploded Sunday, sending towering clouds of ash miles into the air.Searing flows of ash mixed with water and debris down its flanks, blocking roads and burning homes.The charred landscape left behind was still too hot to touch or even to pull bodies from in many parts, melting the shoes of rescuers. (Reuters) - Rains fell on two massive wildfires in the U.S. southwest but it was not enough to quench the fires that were burning through thousands of acres in New Mexico and Colorado early Monday, officials said."The rains came and we're glad of it," said Judith Dyess, a spokeswoman for the joint agency, South West Incident Management Team in New Mexico. "But it didn't do it. We're still burning out of control.""Overnight the fires calm down some, with the lower humidity," Dyess said, "But we're working around the clock."Progress was made, she said. The fires were 23 percent contained by early Monday in the larger of the two fires, the so-called Ute Park Fire in Colfax County, New Mexico.That was a big improvement from the fire being zero percent contained early Sunday before the rains came, Dyess said.It has already scorched some 30,000 acres near Cimarron, a town of about 1,100 people northeast of Santa Fe, according to a bulletin on the New Mexico Fire Information website.Ten fire crews, totaling 510 people, 32 fire engines, eight helicopters and eight bulldozers, were deployed, officials said.About 300 structures were threatened in Cimarron, where officials issued a mandatory evacuation order on Friday.The town lies just northeast of the Santa Fe National Forest, which was closed to the public indefinitely on Friday in a rare measure prompted by the heightened fire risk from prolonged drought.About a dozen outbuildings went up in flames on an adjacent ranch, fire officials said.The cause of the fire, which began on Thursday and has been burning through grassland and pine forest, is not known.A second wildfire started on Friday about 10 miles north of Durango, Colorado, raging across more than 2,255 acres late Sunday and forcing the evacuation of about 1,500 people near the southern border of the San Juan National Forest, the U.S. Forest Service said.Air tankers dropped a red fire retardant slurry at the weekend on land near the fire 10 miles north of Durango along Highway 550, according to the Denver Post. At least 62 people still homeless after major spring flood-[CBC]-YAHOONEWS-June 5, 2018

At least 62 people remain out of their homes after record flooding hit areas of the province in April and May, according to the Emergency Measures Organization.Geoffrey Downey, a spokesperson for the Emergency Measures Organization, said the number of people who are still homeless after the flood could actually be higher.The estimate of 62 only accounts for people living in temporary housing registered with the Red Cross and not residents living with friends and family and not registered."Some people are unfortunately experts with this," said Downey in an interview with Information Morning Fredericton on Monday."This isn't the first time they've had to do it."Work moving along-The provincial government says recovery work is well underway.According to emergency organization, 2,672 people have applied for disaster financial assistance.While Downey wasn't aware of any of those payments being sent out, he did say 108 people have received advance payments.Out of those, 1,871 requested a health and safety inspection, 1,420 of which have been completed as of June 1.According to Downey, that number would've gone up over the weekend."Weekends are very productive times for the health and safety inspection teams. People are around and the work is getting done," said Downey."Hopefully in days to come we'll be able to report that more people are getting back into their homes."Mike Mallery, an inspector with the provincial government, said most of the properties between Fredericton and Saint John on the St. John River have had their inspections completed.He said the inspection unit is switching their focus to other areas."We still have some outlying properties throughout the province that people have registered that are away from the St. John River and there are still a few probably up around Grand Falls area that we need to pick up," said Mallery.'Back to normal'-The inspection unit has nine teams of five inspectors working on the inspections, according to Mallery."They assess the properties, give the homeowner some idea of what they need to do to get themselves back to normal," said Mallery.Mallery described the extent of damage homeowners have to deal with as "wide [ranging].""It could be ranging from anything from perhaps just an inch of water, debris on the lawn to water onto the first floor, basement structural damage," said Mallery.Downey said if damage is extensive enough, 80 per cent of the property's assessed value, the province would offer to buy out the homeowner, but there are no plans to pay for moving homes to higher ground."The province isn't going to pay to lift your home," said Downey.Downey said it's not too late to sign up for disaster financial assistance and no deadline has been put in place for applications."We're encouraging people that suffered damage to register as soon as possible, but at this point we don't have a deadline so there's no great rush," said Downey.

WASHINGTON (AP) -- The Supreme Court ruled Monday for a Colorado baker who wouldn't make a wedding cake for a same-sex couple in a limited decision that leaves for another day the larger issue of whether a business can invoke religious objections to refuse service to gay and lesbian people.The justices' decision turned on what the court described as anti-religious bias on the Colorado Civil Rights Commission when it ruled against baker Jack Phillips. PARIS (Reuters) - French police began on Monday to clear out two illegal refugee camp sites in Paris, following a similar operation last week, in the government's latest attempt to deal with a migrant influx that France has been facing for the past three years.A statement from the Paris police department said authorities were in the process of clearing out two illegal refugee campsites at the Porte des Poissonniers, in northeast Paris, and another site next to the city's Canal Saint Martin.Last week, authorities had cleared out around 1,000 migrants from the larger "Millenaire" camp, also in northeast Paris. Those migrants had subsequently been taken to various accommodation centers around the capital.Europe has faced a migrant crisis since 2015, following wars in Libya and Syria. More than 1 million people from Africa and the Middle East, as well as many from Afghanistan, have tried to reach the continent via Turkey or by sea.In France, much of the migrant influx ended up in the northern port of Calais, where a giant slum was cleared by the authorities in late 2016.
