BALTIMORE — Imani Holt was just 10 when she saw a neighbour get fatally shot by a triggerman riding a bicycle. The African-American girl from a gritty section of Baltimore was so traumatized by the drug-fueled bloodshed she refused to leave her family's apartment for weeks.In the eight years since, Holt has seen the chaotic aftermath of two more deadly shootings and has lost seven high school classmates to the daily drip of gun violence.Like many black teenagers in neighbourhoods hobbled by generational poverty, she is scrutinizing the national gun control debate intensely, frustrated because her community feels ignored but also cautiously hopeful that the massacre in Florida may bring about change closer to home."I feel really bad that they lost those kids in Florida. But, like, we go through shootings all the time. It's just that our shootings happen day by day. Because it happens on the regular up here, the world says it's really not that important," said the 18-year-old Holt, a junior at Excel Academy, an alternative high school across the street from a cluster of West Baltimore's boarded-up row houses.Christina Martin, a 17-year-old who lost two schoolmates to gun violence this year at Thurgood Marshall Academy in Washington, noted that the victims in the affluent Parkland community were mostly white and Latino. None were African-American."We should have got the same attention in return," said Martin, who is black.The gun violence toll is unrelenting in parts of Baltimore — a city that reached a grim milestone last year when the per-capita homicide rate rose to 56 killings per 100,000 people. The students at Excel agree that their high school — with a metal detector at the entrance— provides a sense of security. But the toll on their bodies and minds is significant. Nerves are on edge. It can be hard to concentrate."It's really scary. You just want to go to sleep, wake up and see the same people you saw yesterday. But it's like: One day you see somebody, the next day they're gone," Holt said.At the New Hope Baptist Church in New Orleans' Central City neighbourhood — an area that has struggled with crime — Pastor Jamaal Weathersby has presided over funeral services for a toddler killed in a shooting and three brothers all shot in the same incident. "We try to ensure that in case things need to be activated, we can do it."Under the plan, the commission, the member states and the European Defence Agency will define the military requirements, including the definition of infrastructure needed, and identify how they fit with current regulations.The aim is to be able, by the end of next year, to draw up a list of "dual-use" projects to improve infrastructure that could used both for civilian and military transport.A pilot analysis conducted last year showed that standards for road bridges or railroads were different between member states. Some bridges, for example, could not support oversized or over-weighted military vehicles, and some rails had an insufficient loading capacity.The effort to update infrastructures for military will be part of an ongoing plan to create nine east-west and north-south 'core network corridors' to be completed by 2030.Bulc noted that while €500bn was needed to complete the corridors, additional costs to adapt them to the military requirements will depend on the needs still to be identified."At this point, we're not aware of the amount of money we are talking about," she said. "We have all member states on board. AMSTERDAM, Today, 09:15-On March 6, a large majority of the Dutch Parliament consisting of 10 out of 13 parties, ordered interior minister Kajsa Ollongren to convince her European colleagues to take down EUvsDisinfo.eu, the EU website dedicated to countering Russian disinformation.Ollongren has made the fight against Russian fake news and disinformation a top priority, and previously stated that she wanted to provide extra means and funding for EUvsDisinfo.That's why the parliamentarians added that if she would not make the Dutch case properly, they would send prime minister Mark Rutte to Brussels to do the job.I think the Dutch parliamentarians are right and I will explain why.The state should not interfere with the free media.EUvsDisinfo.eu is a website that reports about disinformation fake news spread by Russian state or private actors.It maintains an extensive and constantly-updated online database of currently 3,500 media reports that, according to EUvsDisinfo, constitute "disinformation".The website is published by the East Stratcom Task Force, an official EU body that was set up in 2015 by the European heads of state.In other words, EUvsDisinfo is a state publication that not only spreads its own news, but also passes judgements whether a publication in the free media contains the correct views or not.If your publication ends up in its database, you're officially labeled by the EU as a publisher of disinformation and fake news.That is a problem which should not be underestimated.Since the birth of the Enlightenment, most of us have not only come to accept the principle of democracy as a form of government where citizens – who are principally seen as equals – have the final say in politics, but also the principle of freedom of speech, meaning the natural right of free individuals to freely spread information and absorb information by others without interference by the state.Freedom of speech is closely associated with other classical citizen rights such as the right to run free media, to free assembly, free association, free education, and on.The democratic state should not interfere in these areas because if it does, it makes it impossible for the truth to emerge in the public debate leading up to democratic votes. Also, by crippling the mentioned citizen rights the state would kill the source for its own regeneration.A curtailing by the state of the mentioned individual rights does not become more legitimate when it is democratically decided – even by referendum - because even 99 percent of citizens do not have the natural right to prevent the other one percent from free speech, free association, free education, and so on.How EUvsDisinfo operates-The above is not an abstract academic discussion. When state bodies interfere with the free media, things quickly go wrong as demonstrated below.The Dutch parliamentary action against EUvsDisinfo results from the controversy that emerged after three Dutch media outlets – regional newspaper De Gelderlander and two Eurosceptic news websites GeenStijl.nl and TPO.nl with a large cult following - discovered in January that they had been accused of spreading disinformation and fake news by the EU body because of one article published by each of them.Sadly, there is no space here to describe the cases in detail. But anyone who wants to know exactly how EUvsDisinfo distorted the Dutch media articles, falsely accused them of spreading pro-Kremlin propaganda, refused to fully rectify its obvious errors, and tried to get away with it by offering apparently false excuses, should read the English subpoena of the court case started by the Dutch media outlets against the European Union (as this is the official publisher of EUvsDisinfo).Only after receiving the subpoena, EUvsDisinfo removed the three articles from their database, without a real rectification and without informing the three media outlets about it.After their attorneys advised them that their chances in the court room had now severely reduced, the media outlets dropped the case and continued to defend themselves just by words.Meanwhile, other Dutch media, puzzled by its bizarre accusations, contacted EUvsDisinfo and investigated into its operations. The EUvsDisinfo spokesperson told them they could not visit its headquarters nor were they allowed to speak to its team members.EUvsDisinfo claims that it is informed by a volunteer network of more than 400 experts, journalists, government officials, NGOs and think tanks.In reality, Dutch public broadcaster NOS discovered that of the claimed 400 volunteers, only 10 are really active.Together they reported 75 percent of blacklisted articles, while one single jobless volunteer has been responsible for reporting no less than 25 percent of all 3,500 supposed cases of disinformation.Even more worrisome is the fact that, long after EUvsDisinfo has removed the three Dutch media reports from its blacklist, EUobserver last week quoted anonymous EU officials involved who still maintain that the Dutch media reports were, in fact, disinformation.This means EU officials have not changed their attitude at all and apparently plan to keep going on the old way.How disinformation should be combatted-Of course, the free media should be watched critically just like any other societal institution.This is the job, however, of other free media, experts, NGOs and non-state media watchdogs. The media should check on the state, not the other way around.If the media publish libel or slander, then affected individuals or organizations can sue them under the libel and slander laws existing in virtually all European countries.If state actors run disinformation campaigns meant to manipulate other countries, then governments have highly-sophisticated secret and intelligence services that can track down and counter such campaigns – if only by publishing about them.There are many claims these days that Russian disinformation threatens our democracies.In a January 2018 meeting in the European Parliament in Strasbourg, the security commissioner of the European Commission, Julian King, told MEPs and the public that Russia has been "extremely successful" in spreading disinformation.As evidence he quoted EUvsDisinfo's 3,500 cases. Danish MEP Jeppe Kofod stated: "Next year the citizens of Europe will elect a new European Parliament. This raises an uncomfortable question: how many seats will Russia get?"I think we should keep our heads cool and look at the facts.First, even if we assume that the quoted 3,500 cases (typically online articles of one webpage each) really are disinformation, then we should still remember that there are currently an estimated 130 trillion (130,000,000,000,000) single webpages, the bulk of which are from Europe and the USA.So the percentage of (claimed) disinformation pages is near zero. Could they really have the extreme effects predicted by EU officials? Second, Russian state attempts manipulate the democratic process of European countries have been in full swing since at least the 1917 Communist grab to power.And each year, tens of thousands of elections and referendums are held in Europe on all levels of government – France alone has 35,000 municipalities.Still, the first hard evidence that even a single political seat or a single referendum vote in Europe was won or lost because of hidden interference by any foreign actor, still has to be produced.That also goes for the Brexit plebiscite.Scaring the public with unproven stories that our European democracies are being derailed through hidden manipulation by agents of the enemy, comes uncomfortably close to promoting classical conspiracy theories.History has shown the destruction caused by them and responsible officials and commentators should refrain from employing them.In any case, we do not defend democracy, freedom and truth by taking over the methods of those who would like to destroy them.Arjen Nijeboer is an independent Amsterdam-based journalist, author and activist. BEIJING — North Korea's leader Kim Jong Un and his Chinese counterpart Xi Jinping sought to portray strong ties between the long-time allies despite a recent chill as both countries on Wednesday confirmed Kim's secret trip to Beijing this week.The visit highlights Beijing and Pyongyang's efforts to better position themselves by showing they support each other ahead of Kim's planned meetings with South Korean President Moon Jae-in and President Donald Trump in the coming weeks.Kim made the unofficial visit to China from Sunday to Wednesday at Xi's invitation, China's official Xinhua News Agency said, in what was in his first trip to a foreign country since he took power in 2011.Xi held talks with Kim at the Great Hall of the People in Beijing and he and his wife Peng Liyuan hosted a banquet for Kim and his wife Ri Sol Ju, Xinhua said. BEIJING/SEOUL (Reuters) - North Korea's leader Kim Jong Un pledged his commitment to denuclearization and to meet U.S. officials, China said on Wednesday after his meeting with President Xi Jinping, who promised China would uphold friendship with its isolated neighbor.After two days of speculation, China and North Korea both confirmed that Kim had traveled to Beijing and met Xi during what China called an unofficial visit from Sunday to Wednesday.The visit was Kim's first known trip outside North Korea since he assumed power in 2011 and is believed by analysts to serve as preparation for upcoming summits with South Korea and the United States.U.S. President Donald Trump wrote on Twitter he had received a message from Xi on Tuesday night that his meeting with Kim "went very well" and that Kim looked forward to meeting the U.S. president."Look forward to our meeting!" Mar, 09:29-Eleven EU countries have so far failed to join the others in expelling Russian diplomats in solidarity with the UK.The list as of Tuesday (27 March) included Austria, Belgium, Bulgaria, Cyprus, Greece, Ireland, Luxembourg, Malta, Portugal, Slovakia, and Slovenia.Some of them are likely to join the EU mainstream in the next few days.Belgium is still weighing up who to target from the 140 Russian diplomats accredited to Russia's bilateral mission to the country as well as its EU and Nato embassies.The Irish foreign minister, Simon Coveney, promised on Monday to "take appropriate action" to "show solidarity with our closest neighbour" later on Tuesday.The Slovak foreign ministry said: "The development of the situation, as well as Russia's response to the calls addressed to it by the EU countries - including Slovakia - will influence the next steps that we are prepared to consider in this case".Portugal does not plan to expel anyone, saying it preferred action at the level of the EU28, instead of making bilateral moves or joining EU sub-groups."Portugal believes that coordination at the European Union level is the most effective means to respond to the gravity of the current situation," its foreign ministry said on Monday.A spokeswoman for the Luxembourg foreign ministry told EUobserver: "Our government first wants to await the conclusions of the OPCW's analysis", referring to an international body on chemical warfare that is investigating the UK incident."There are only a few Russian diplomats in Luxembourg, with no proof that any of them are involved in spying activities," she added."Luxembourg has currently two diplomats in Moscow. What I can say that is that I raised all our concerns, as you know it was a long list," he said.Tusk, along with European Commission president Jean-Claude Juncker and Bulgaria's prime minister Boyko Borissov, had met with Turkey's president Recep Tayyip Erdogan as part of a broader effort to improve fraught relations.The two sides found common ground on migration, an area of cooperation that appears only to underscore tensions elsewhere. NEW YORK (Reuters) - Saudi Arabia and Russia are working on a historic long-term pact that could extend controls over world crude supplies by major exporters for many years.Saudi Crown Prince Mohammed bin Salman told Reuters that Riyadh and Moscow were considering a deal to greatly extend a short-term alliance on oil curbs that began in January 2017 after a crash in crude prices.“We are working to shift from a year-to-year agreement to a 10 to 20 year agreement,” the crown prince told Reuters in an interview in New York late on Monday.“We have agreement on the big picture, but not yet on the detail.”Russia, not a member of the Organization of the Petroleum Exporting Countries, has worked alongside the 14-member group during previous oil gluts, but a 10 to 20 year deal between the two would be unprecedented.Top OPEC producer Saudi Arabia recruited Russia and other non-OPEC countries to help drain oversupply when oil prices collapsed to below $30 a barrel in 2016 from over $100 in 2014.Crude has since recovered to $70 but fast-rising output from U.S. shale producers has capped prices.“This is all about whether the arrangement is a short-term expedient to deal with this particular crisis in the oil market, or whether it reflects a realignment in world oil,” said oil historian Daniel Yergin, vice chairman at consultancy IHS Markit.“OPEC countries want to find a way to institutionalize this relationship rather than to have it be a one-shot deal.”Robert McNally at consultancy Rapidan Energy Group said Riyadh wanted help in breaking the boom-bust cycles that characterize oil markets by capping crude on the upside as well as by helping lift low oil prices.“History shows that without a long-term, powerful, competent coherent, disciplined swing producer in the oil markets ... you get space-mountain oil prices. About 2,700 people out of the 270,000 who took part in the questionnaire were from Europe.Cambridge Analytica then used that information to target what it called people's "inner demons" with fake news updates in order to help Donald Trump in the 2016 US election.Germany's tough line was echoed by Vera Jourova, the EU's justice commissioner."Have any data of EU citizens been affected by the recent scandal? WASHINGTON — It's a double cosmic conundrum: Lots of stuff that was already invisible has gone missing.Astronomers have found a distant galaxy where there is no dark matter.Dark matter is called "dark" because it can't be seen. It is the mysterious and invisible skeleton of the universe that scientists figure makes up about 27 per cent of the cosmos. Scientists only know dark matter exists because they can observe how it pushes and pulls things they can see, like stars.It's supposed to be everywhere.But Yale University astronomer Pieter van Dokkum and colleagues spied a vast, old galaxy with relatively few stars where what you see truly is what you get. The galaxy's stars are speeding around with no apparent influence from dark matter, according to a study published in Wednesday's journal Nature .Instead of shaking the very foundations of physics, scientists say this absence of dark matter may help prove the existence of, wait for it, dark matter."Not sure what to make of it, but it is definitely intriguing," wrote Case Western Reserve astronomer Stacy McGaugh, who was not part of the study, in an email. "This is a weird galaxy."Van Dokkum studies diffuse galaxies, ones that cover enormous areas but have relatively few stars. To look for them he and colleagues built their own makeshift telescope out of 48 telephoto lenses that he first tested by using a toy flashlight to shine a light on a paper clip. The bug-eyed telescope, called Dragonfly , peers into the sky from New Mexico.Using Dragonfly, van Dokkum and colleagues found a large, sparse galaxy called NGC1052-DF2 in the northern constellation Cetus, also known as the whale. It's as big as the Milky Way but with only one per cent of its stars. Then they used larger telescopes on Hawaii and eventually the Hubble Space Telescope to study the galaxy.Even though the galaxy is mostly empty, they found clusters of densely grouped stars. With measurements from the telescopes, van Dokkum and colleagues calculated how fast those clusters moved. If there were a normal amount of dark matter those clusters would be speeding around at about 67,000 mph (108,000 kilometres per hour). Instead, the clusters were moving at about 18,000 mph (28,000 kilometres per hour). That's about how fast they would move if there were no dark matter at all, van Dokkum said.The team also calculated the total mass of the galaxy and found the stars account for everything, with little or no room left for dark matter."I find this unlikely in all possible contexts," said McGaugh, who is a proponent of a "modified gravity" theory that excludes the existence of dark matter altogether. "That doesn't make it wrong, just really weird."How could this absence of dark matter help prove that it exists? By potentially disproving modified gravity theories that suggest gravity acts in a way that the cosmos makes sense without dark matter. But those alternative theories require stars in this galaxy to zip at least twice as fast as they were seen moving in this study.Other outside scientists said the initial look at the calculations appear to be correct, though the results are confounding. A galaxy with so few stars should have more dark matter than others, not none."These are very strong scientists and so I take the results very seriously," said Marc Kamionkowski, a physicist at Johns Hopkins University.One outsider suggested that perhaps the "galaxy" van Dokkum studied is so diffuse that it may not really be a galaxy. Another suggested that the dark matter might just be outside of the area that van Dokkum measured.Van Dokkum dismissed both possibilities. "It's sort of non-negotiable. There's nothing else, just the stars," he said. The only way this can be explained is if dark matter exists in the universe, just not in that galaxy, he said.There's no good explanation for why and how this galaxy has no dark matter, van Dokkum said. He proposed four different possibilities — all unproven. BALTIMORE — Imani Holt was just 10 when she saw a neighbour get fatally shot by a triggerman riding a bicycle. The African-American girl from a gritty section of Baltimore was so traumatized by the drug-fueled bloodshed she refused to leave her family's apartment for weeks.In the eight years since, Holt has seen the chaotic aftermath of two more deadly shootings and has lost seven high school classmates to the daily drip of gun violence.Like many black teenagers in neighbourhoods hobbled by generational poverty, she is scrutinizing the national gun control debate intensely, frustrated because her community feels ignored but also cautiously hopeful that the massacre in Florida may bring about change closer to home."I feel really bad that they lost those kids in Florida. But, like, we go through shootings all the time. It's just that our shootings happen day by day. Because it happens on the regular up here, the world says it's really not that important," said the 18-year-old Holt, a junior at Excel Academy, an alternative high school across the street from a cluster of West Baltimore's boarded-up row houses.Christina Martin, a 17-year-old who lost two schoolmates to gun violence this year at Thurgood Marshall Academy in Washington, noted that the victims in the affluent Parkland community were mostly white and Latino. None were African-American."We should have got the same attention in return," said Martin, who is black.The gun violence toll is unrelenting in parts of Baltimore — a city that reached a grim milestone last year when the per-capita homicide rate rose to 56 killings per 100,000 people. That's the highest rate among the country's 30 biggest cities.Even as Excel Academy students prepared for last Saturday's March for Our Lives protest, gun violence struck again: A 17-year-old classmate was shot on a street corner, three bullets in the back by an unidentified gunman.The deaths of seven classmates to gun violence over the span of 15 months have left deep emotional scars. The students at Excel agree that their high school — with a metal detector at the entrance— provides a sense of security. But the toll on their bodies and minds is significant. Nerves are on edge. It can be hard to concentrate."It's really scary. You just want to go to sleep, wake up and see the same people you saw yesterday. But it's like: One day you see somebody, the next day they're gone," Holt said.At the New Hope Baptist Church in New Orleans' Central City neighbourhood — an area that has struggled with crime — Pastor Jamaal Weathersby has presided over funeral services for a toddler killed in a shooting and three brothers all shot in the same incident. He worries about the impact that repeated gun violence has on young people."There are so many young people who are suffering silently, trying to internalize how their brothers, sisters, uncles, even parents are being gunned down in our streets and I think it's something, no matter how long, eventually I believe it's going to come out in some shape, form or fashion, whether it's depression, keeping up in school," he said.Parkland's student protesters are well aware that their peers in inner-city districts are dealing with the impact of gun violence daily. BRUSSELS, Today, 17:27-The European Commission launched on Wednesday (28 March) a plan to improve military mobility between member states, as part of a wider effort to step up its defence capacities.The debate over Europe's ability to project troops on and across its territory was launched by the US and Nato in 2014 after Russia's invasion of Crimea."We must be able to quickly deploy troops," EU transport commissioner Violeta Bulc said at a press conference, adding that the plan was "one of very practical steps towards a fully-fledged defence union by 2025.""I really hope this will never happen," she said about the need to move troops across Europe in response to a threat."But I don't want to be surprised," she added. "We try to ensure that in case things need to be activated, we can do it."Under the plan, the commission, the member states and the European Defence Agency will define the military requirements, including the definition of infrastructure needed, and identify how they fit with current regulations.The aim is to be able, by the end of next year, to draw up a list of "dual-use" projects to improve infrastructure that could used both for civilian and military transport.A pilot analysis conducted last year showed that standards for road bridges or railroads were different between member states. Some bridges, for example, could not support oversized or over-weighted military vehicles, and some rails had an insufficient loading capacity.The effort to update infrastructures for military will be part of an ongoing plan to create nine east-west and north-south 'core network corridors' to be completed by 2030.Bulc noted that while €500bn was needed to complete the corridors, additional costs to adapt them to the military requirements will depend on the needs still to be identified."At this point, we're not aware of the amount of money we are talking about," she said. "We have all member states on board. AMSTERDAM, Today, 09:15-On March 6, a large majority of the Dutch Parliament consisting of 10 out of 13 parties, ordered interior minister Kajsa Ollongren to convince her European colleagues to take down EUvsDisinfo.eu, the EU website dedicated to countering Russian disinformation.Ollongren has made the fight against Russian fake news and disinformation a top priority, and previously stated that she wanted to provide extra means and funding for EUvsDisinfo.That's why the parliamentarians added that if she would not make the Dutch case properly, they would send prime minister Mark Rutte to Brussels to do the job.I think the Dutch parliamentarians are right and I will explain why.The state should not interfere with the free media.EUvsDisinfo.eu is a website that reports about disinformation fake news spread by Russian state or private actors.It maintains an extensive and constantly-updated online database of currently 3,500 media reports that, according to EUvsDisinfo, constitute "disinformation".The website is published by the East Stratcom Task Force, an official EU body that was set up in 2015 by the European heads of state.In other words, EUvsDisinfo is a state publication that not only spreads its own news, but also passes judgements whether a publication in the free media contains the correct views or not.If your publication ends up in its database, you're officially labeled by the EU as a publisher of disinformation and fake news.That is a problem which should not be underestimated.Since the birth of the Enlightenment, most of us have not only come to accept the principle of democracy as a form of government where citizens – who are principally seen as equals – have the final say in politics, but also the principle of freedom of speech, meaning the natural right of free individuals to freely spread information and absorb information by others without interference by the state.Freedom of speech is closely associated with other classical citizen rights such as the right to run free media, to free assembly, free association, free education, and on.The democratic state should not interfere in these areas because if it does, it makes it impossible for the truth to emerge in the public debate leading up to democratic votes. Also, by crippling the mentioned citizen rights the state would kill the source for its own regeneration.A curtailing by the state of the mentioned individual rights does not become more legitimate when it is democratically decided – even by referendum - because even 99 percent of citizens do not have the natural right to prevent the other one percent from free speech, free association, free education, and so on.How EUvsDisinfo operates-The above is not an abstract academic discussion. When state bodies interfere with the free media, things quickly go wrong as demonstrated below.The Dutch parliamentary action against EUvsDisinfo results from the controversy that emerged after three Dutch media outlets – regional newspaper De Gelderlander and two Eurosceptic news websites GeenStijl.nl and TPO.nl with a large cult following - discovered in January that they had been accused of spreading disinformation and fake news by the EU body because of one article published by each of them.Sadly, there is no space here to describe the cases in detail. But anyone who wants to know exactly how EUvsDisinfo distorted the Dutch media articles, falsely accused them of spreading pro-Kremlin propaganda, refused to fully rectify its obvious errors, and tried to get away with it by offering apparently false excuses, should read the English subpoena of the court case started by the Dutch media outlets against the European Union (as this is the official publisher of EUvsDisinfo).Only after receiving the subpoena, EUvsDisinfo removed the three articles from their database, without a real rectification and without informing the three media outlets about it.After their attorneys advised them that their chances in the court room had now severely reduced, the media outlets dropped the case and continued to defend themselves just by words.Meanwhile, other Dutch media, puzzled by its bizarre accusations, contacted EUvsDisinfo and investigated into its operations. The EUvsDisinfo spokesperson told them they could not visit its headquarters nor were they allowed to speak to its team members.EUvsDisinfo claims that it is informed by a volunteer network of more than 400 experts, journalists, government officials, NGOs and think tanks.In reality, Dutch public broadcaster NOS discovered that of the claimed 400 volunteers, only 10 are really active.Together they reported 75 percent of blacklisted articles, while one single jobless volunteer has been responsible for reporting no less than 25 percent of all 3,500 supposed cases of disinformation.Even more worrisome is the fact that, long after EUvsDisinfo has removed the three Dutch media reports from its blacklist, EUobserver last week quoted anonymous EU officials involved who still maintain that the Dutch media reports were, in fact, disinformation.This means EU officials have not changed their attitude at all and apparently plan to keep going on the old way.How disinformation should be combatted-Of course, the free media should be watched critically just like any other societal institution.This is the job, however, of other free media, experts, NGOs and non-state media watchdogs. The media should check on the state, not the other way around.If the media publish libel or slander, then affected individuals or organizations can sue them under the libel and slander laws existing in virtually all European countries.If state actors run disinformation campaigns meant to manipulate other countries, then governments have highly-sophisticated secret and intelligence services that can track down and counter such campaigns – if only by publishing about them.There are many claims these days that Russian disinformation threatens our democracies.In a January 2018 meeting in the European Parliament in Strasbourg, the security commissioner of the European Commission, Julian King, told MEPs and the public that Russia has been "extremely successful" in spreading disinformation.As evidence he quoted EUvsDisinfo's 3,500 cases. Danish MEP Jeppe Kofod stated: "Next year the citizens of Europe will elect a new European Parliament. This raises an uncomfortable question: how many seats will Russia get?"I think we should keep our heads cool and look at the facts.First, even if we assume that the quoted 3,500 cases (typically online articles of one webpage each) really are disinformation, then we should still remember that there are currently an estimated 130 trillion (130,000,000,000,000) single webpages, the bulk of which are from Europe and the USA.So the percentage of (claimed) disinformation pages is near zero. Could they really have the extreme effects predicted by EU officials? Second, Russian state attempts manipulate the democratic process of European countries have been in full swing since at least the 1917 Communist grab to power.And each year, tens of thousands of elections and referendums are held in Europe on all levels of government – France alone has 35,000 municipalities.Still, the first hard evidence that even a single political seat or a single referendum vote in Europe was won or lost because of hidden interference by any foreign actor, still has to be produced.That also goes for the Brexit plebiscite.Scaring the public with unproven stories that our European democracies are being derailed through hidden manipulation by agents of the enemy, comes uncomfortably close to promoting classical conspiracy theories.History has shown the destruction caused by them and responsible officials and commentators should refrain from employing them.In any case, we do not defend democracy, freedom and truth by taking over the methods of those who would like to destroy them.Arjen Nijeboer is an independent Amsterdam-based journalist, author and activist. Mar, 09:29-Eleven EU countries have so far failed to join the others in expelling Russian diplomats in solidarity with the UK.The list as of Tuesday (27 March) included Austria, Belgium, Bulgaria, Cyprus, Greece, Ireland, Luxembourg, Malta, Portugal, Slovakia, and Slovenia.Some of them are likely to join the EU mainstream in the next few days.Belgium is still weighing up who to target from the 140 Russian diplomats accredited to Russia's bilateral mission to the country as well as its EU and Nato embassies.The Irish foreign minister, Simon Coveney, promised on Monday to "take appropriate action" to "show solidarity with our closest neighbour" later on Tuesday.The Slovak foreign ministry said: "The development of the situation, as well as Russia's response to the calls addressed to it by the EU countries - including Slovakia - will influence the next steps that we are prepared to consider in this case".Portugal does not plan to expel anyone, saying it preferred action at the level of the EU28, instead of making bilateral moves or joining EU sub-groups."Portugal believes that coordination at the European Union level is the most effective means to respond to the gravity of the current situation," its foreign ministry said on Monday.A spokeswoman for the Luxembourg foreign ministry told EUobserver: "Our government first wants to await the conclusions of the OPCW's analysis", referring to an international body on chemical warfare that is investigating the UK incident."There are only a few Russian diplomats in Luxembourg, with no proof that any of them are involved in spying activities," she added."Luxembourg has currently two diplomats in Moscow. Mar, 09:23-EU relations with Turkey remain tense following a meeting in Bulgaria where leaders from both sides outlined differences.Speaking to reporters in the Black Sea resort of Varna on Monday (26 March), European Council president Donald Tusk said no solutions or compromises had been found between Ankara and the EU."If you are asking me if we achieved some solutions or compromises, my answer is no. What I can say that is that I raised all our concerns, as you know it was a long list," he said.Tusk, along with European Commission president Jean-Claude Juncker and Bulgaria's prime minister Boyko Borissov, had met with Turkey's president Recep Tayyip Erdogan as part of a broader effort to improve fraught relations.The two sides found common ground on migration, an area of cooperation that appears only to underscore tensions elsewhere. Outstanding internal issues on rule of law, the mass jailing of journalists, Turkish assertive military forays in northern Syria, wider conflicts with Cyprus and the detention of Greek soldiers, remain unresolved.EU leaders had only last week in a summit in Brussels roundly condemned Turkey's "illegal actions in the Eastern Mediterranean and the Aegean Sea" and demanded that Ankara respect the sovereign rights of Cyprus to explore and exploit its natural resources.The same message was repeated in Varna, with Erdogan stating that he had handed over information to the EU leaders to explain Turkey's position that he claims respects international laws."Not until the European Union stops being overly critical, in particular certain members of the EU, we will not be able to engage fully in improving the relations," said Erdogan.He warned against isolating Turkey. NEW YORK (Reuters) - Saudi Arabia and Russia are working on a historic long-term pact that could extend controls over world crude supplies by major exporters for many years.Saudi Crown Prince Mohammed bin Salman told Reuters that Riyadh and Moscow were considering a deal to greatly extend a short-term alliance on oil curbs that began in January 2017 after a crash in crude prices.“We are working to shift from a year-to-year agreement to a 10 to 20 year agreement,” the crown prince told Reuters in an interview in New York late on Monday.“We have agreement on the big picture, but not yet on the detail.”Russia, not a member of the Organization of the Petroleum Exporting Countries, has worked alongside the 14-member group during previous oil gluts, but a 10 to 20 year deal between the two would be unprecedented.Top OPEC producer Saudi Arabia recruited Russia and other non-OPEC countries to help drain oversupply when oil prices collapsed to below $30 a barrel in 2016 from over $100 in 2014.Crude has since recovered to $70 but fast-rising output from U.S. shale producers has capped prices.“This is all about whether the arrangement is a short-term expedient to deal with this particular crisis in the oil market, or whether it reflects a realignment in world oil,” said oil historian Daniel Yergin, vice chairman at consultancy IHS Markit.“OPEC countries want to find a way to institutionalize this relationship rather than to have it be a one-shot deal.”Robert McNally at consultancy Rapidan Energy Group said Riyadh wanted help in breaking the boom-bust cycles that characterize oil markets by capping crude on the upside as well as by helping lift low oil prices.“History shows that without a long-term, powerful, competent coherent, disciplined swing producer in the oil markets ... you get space-mountain oil prices. Mar, 09:11-Germany aims to pass new laws on social media after revelations that Facebook data was used to manipulate voters."In future we will clearly have to monitor companies like Facebook more strictly and punish data protection violations severely and quickly," German justice minister Katarina Barley told press in Berlin on Monday (26 March)."We'll need much tighter supervision of companies like Facebook", she added.She spoke after meeting Richard Allan, the head of the US social media firm's public policy for Europe, but she said that his "promises were not enough" to satisfy authorities.Barley added that firms like Facebook should tell users in "clear, precise and simple language" how their data will be used, and described what happened at the US firm as "intolerable".She spoke after revelations that UK consultancy firm Cambridge Analytica used a bogus questionnaire to obtain detailed information on 50 million Facebook users. About 2,700 people out of the 270,000 who took part in the questionnaire were from Europe.Cambridge Analytica then used that information to target what it called people's "inner demons" with fake news updates in order to help Donald Trump in the 2016 US election.Germany's tough line was echoed by Vera Jourova, the EU's justice commissioner."Have any data of EU citizens been affected by the recent scandal? If this is the case, how do you intend to inform the authorities and users about it?", she wrote in a letter to Facebook's chief operating officer, Sheryl Sandberg, seen by the Reuters news agency.She asked Sandberg if a similar situation could "not be repeated today" and if Facebook thought stricter rules were needed for social media firms "like those that exist for traditional media".She also said "disappointed" in Facebook's boilerplate reactions to the data breach so far."Trust is now diminished," Jourova said.A new EU law that comes into force later this year will fine firms four percent of global turnover for similar breaches, but this would not be retrospective on Facebook.A German law already punishes social media firms with up to €50m fines if they do not take down posts or ads containing hate speech.Jourova gave Facebook two weeks to answer her letter and urged it to cooperate with British data authorities in their investigation of the Cambridge Analytica affair.Germany has played a lead role in EU privacy legislation in part due to its traumatic legacy of the East German police state during the Cold War.

WASHINGTON — It's a double cosmic conundrum: Lots of stuff that was already invisible has gone missing.Astronomers have found a distant galaxy where there is no dark matter.Dark matter is called "dark" because it can't be seen. It is the mysterious and invisible skeleton of the universe that scientists figure makes up about 27 per cent of the cosmos. Scientists only know dark matter exists because they can observe how it pushes and pulls things they can see, like stars.It's supposed to be everywhere.But Yale University astronomer Pieter van Dokkum and colleagues spied a vast, old galaxy with relatively few stars where what you see truly is what you get. The galaxy's stars are speeding around with no apparent influence from dark matter, according to a study published in Wednesday's journal Nature .Instead of shaking the very foundations of physics, scientists say this absence of dark matter may help prove the existence of, wait for it, dark matter."Not sure what to make of it, but it is definitely intriguing," wrote Case Western Reserve astronomer Stacy McGaugh, who was not part of the study, in an email. "This is a weird galaxy."Van Dokkum studies diffuse galaxies, ones that cover enormous areas but have relatively few stars. To look for them he and colleagues built their own makeshift telescope out of 48 telephoto lenses that he first tested by using a toy flashlight to shine a light on a paper clip. The bug-eyed telescope, called Dragonfly , peers into the sky from New Mexico.Using Dragonfly, van Dokkum and colleagues found a large, sparse galaxy called NGC1052-DF2 in the northern constellation Cetus, also known as the whale. It's as big as the Milky Way but with only one per cent of its stars. Then they used larger telescopes on Hawaii and eventually the Hubble Space Telescope to study the galaxy.Even though the galaxy is mostly empty, they found clusters of densely grouped stars. With measurements from the telescopes, van Dokkum and colleagues calculated how fast those clusters moved. If there were a normal amount of dark matter those clusters would be speeding around at about 67,000 mph (108,000 kilometres per hour). Instead, the clusters were moving at about 18,000 mph (28,000 kilometres per hour). That's about how fast they would move if there were no dark matter at all, van Dokkum said.The team also calculated the total mass of the galaxy and found the stars account for everything, with little or no room left for dark matter."I find this unlikely in all possible contexts," said McGaugh, who is a proponent of a "modified gravity" theory that excludes the existence of dark matter altogether. "That doesn't make it wrong, just really weird."How could this absence of dark matter help prove that it exists? By potentially disproving modified gravity theories that suggest gravity acts in a way that the cosmos makes sense without dark matter. But those alternative theories require stars in this galaxy to zip at least twice as fast as they were seen moving in this study.Other outside scientists said the initial look at the calculations appear to be correct, though the results are confounding. A galaxy with so few stars should have more dark matter than others, not none."These are very strong scientists and so I take the results very seriously," said Marc Kamionkowski, a physicist at Johns Hopkins University.One outsider suggested that perhaps the "galaxy" van Dokkum studied is so diffuse that it may not really be a galaxy. Another suggested that the dark matter might just be outside of the area that van Dokkum measured.Van Dokkum dismissed both possibilities. "It's sort of non-negotiable. There's nothing else, just the stars," he said. The only way this can be explained is if dark matter exists in the universe, just not in that galaxy, he said.There's no good explanation for why and how this galaxy has no dark matter, van Dokkum said. He proposed four different possibilities — all unproven.
