The head of Military Intelligence this week awarded Unit 504, which employs agents beyond Israel’s borders, with an official commendation for its covert actions in 2016 and 2017, the army said on Saturday night.The military would not divulge the nature of the human intelligence unit’s actions in 2016 and 2017 that led to the “citation of praise.”The award said the actions “contributed to the IDF’s superiority and the security of the State of Israel.”There are four levels of military citations. Unit 504 received the second highest, one presented by a major general, in this case the head of Military Intelligence Maj. Gen. Herzl Halevi.“We award a citation of praise when we want to praise, it’s as simple as that. We recognize activity that is beyond the norm, that overcomes obstacles, problems, and the unexpected,” Halevi said at the ceremony this week.The soldiers and officers who make up Unit 504 operate agents in foreign countries and within the West Bank and Gaza Strip, who provide intelligence that is analyzed within the Military Intelligence Directorate.“This citation of praise is an expression of the appreciation toward everyone involved in the work, the members of the unit and our many partners in Military Intelligence, the IDF, and the intelligence community, who assist, support, and work with us, shoulder to shoulder,” said the unit’s commander, who could only be identified by his rank and first Hebrew letter of his name, Col. “Taf.”

She also stayed in Brussels for the second day of the EU summit to talk trade with her colleagues.It was a rare signal that despite Brexit a growingly hostile global environment would require stronger EU – UK included – cooperation."The UK is rediscovering that it needs us," quipped an EU official on the sidelines of the summit.Level playing field-During the unusually busy summit, EU leaders on Friday (23 March) signed off the guidelines for the post-Brexit, future EU-UK talks in a few seconds.It clears the way for the next phase in Brexit talks. These won't yet herald in extensive trade talks, only discussions on what the future relationship should look like. It will be summed up in a political declaration attached to the withdrawal treaty.The guidelines pave the way for EU chief negotiator Michel Barnier to talk to the UK about the future with a view to reaching a broad political agreement by October.The seven-page document offers the UK a "balanced, ambitious and wide-ranging free trade agreement", balancing out rights and obligations for the UK to "ensure a level playing field".It means EU countries want to avoid the UK securing rights that outweigh its future obligations, and make sure Britain will not be pick and chose from the EU's single market.The guidelines point out that the UK "cannot have the same rights and enjoy the same benefits as a member". The EU wants to prevent the UK potentially undercutting the EU on tax, environmental and labour standards.It offers no tariffs on goods and a close partnership on security and defence. EU leaders also pledge to tweak guidelines on the future if the UK changes its mind on staying in the EU's customs union or single market.-Irish protocol-The document also sets out that negotiations on future relations can only progress if all commitments agreed so far are respected in full, including the UK's assurances that it would avoid a hard border between Northern Ireland and the Republic of Ireland, the EU's new external border after Brexit.UK and EU officials will continue to talk about possible solutions on the Irish border next week. According to a recent survey, more than 80 percent of Sask. residents have pro-choice attitudes toward abortion, which marks a 10 per cent increase from a similar survey in 2012.The poll was done earlier this month through a University of Saskatchewan quarterly initiative called Taking the Pulse. Four times a year, researchers call a representative sample of Saskatchewan residents about controversial topics. In the most recent survey, Taking the Pulse called 402 Saskatchewan residents asking if they believe abortion is a matter of choice and should be decided between a woman and her doctor.The poll shows 54.5 per cent of participants said they strongly agree, while 26.5 per cent said they somewhat agree.A similar Taking the Pulse survey was carried out in 2012. In it, 70 per cent of residents had pro-choice sentiments compared to this year's 81 per cent.Breaking down the numbers-Data from this month's survey shows people living in urban areas of the province, such as Saskatoon or Regina, are more likely to have pro-choice attitudes than people living in rural areas.Those polled in urban areas showed 85 per cent pro-choice sentiment, compared to 76 per cent in rural areas.The survey also shows a difference in opinion based on age in urban areas.Residents between the ages of 18 and 34 in urban areas have more pro-choice attitudes than residents aged 35 and higher in urban areas. In fact, everyone polled between 18 and 34-years-old in urban areas expressed pro-choice opinions.In rural areas, 69 per cent of people aged between 18 and 34 showed pro-choice beliefs.The initiative is put together through a partnership between the University of Saskatchewan's Social Sciences Research Laboratories and PostMedia News Saskatchewan.

MONTREAL — More than a dozen Canadian cities hosted marches Saturday to call for stricter gun control laws in both Canada and the United States, adding their voices to a global movement calling for change in the wake of a high school shooting that left 17 people dead in Parkland, Fla.In both Montreal and Toronto, several hundred people joined local events in support of the massive March for Our Lives rally in Washington, D.C., which was organized by American students pushing for stricter gun-control legislation in the wake of the tragedy.In one of Montreal's two marches, hundreds of protesters swayed together, singing to the tune of "Glory, Hallelujah," before setting off towards the city's U.S. Consulate.They also seized the opportunity to ask Ottawa to ban assault weapons such as the AR-15 — the rifle allegedly used in the deadly Florida shooting on Feb. 14.Ellen Gozansky Malka, a Montrealer now living in Parkland, told the crowd that two of her children were at the school during the shooting and saw things no child should see."Our children should never fear going to school, and they should never jump at the sound of a book falling on the floor," she said to applause.A few blocks away, a slightly smaller event was organized by 11-year-old elementary school student Lexington Vickery, who led about 150 cheering classmates and supporters on a raucous march in support of American students."Its about making them feel better, and making them feel more supported and working to help them so they can have more courage to go to the government and get their gun legislation," the sixth-grader explained in an interview beforehand.In Toronto, marchers carried signs protesting both gun violence in the United States and recent shootings that have plagued the city as they marched from a downtown square to the U.S. Consulate.Joan Howard, whose son Kempton was shot to death in 2003, said that while Canada doesn't experience mass shootings on the same scale as the U.S., it's hardly immune.She pointed to several high profile Toronto shootings, including one where two people were shot and killed outside of a bowling alley — one of the victims was allegedly targeted, and the other was described by police as a bystander."Look how much shooting we have of innocent people, (such as) those near the bowling alley," said Howard, who calls herself a member of the zero gun violence movement."These are innocent people. Thousands are expected to gather in Washington, D.C., on Saturday to push for stricter U.S. gun laws. The March For Our Lives rally is a response to the deadly school shooting in Parkland, Fla., where 17 people died.Another response to the shooting has been the call to arm teachers."Ceasefire! Ceasefire!," retired police officer Bryan Proctor yells to the people in his classroom.A gunman lowers the automatic rifle he's been firing at Jace Daily — a librarian who works at a high school.Daily has been hit.Her hands are shaking and there's a little blood on one of them where a training round — a soft-tipped bullet that still packs a stinging punch — hit her finger."My heart is pounding. My voice is shaking — I can feel it," she says. "I think I did okay. It's my first live-shooter simulation and hopefully next time it will be better."Proctor owns and is the lead instructor at Go Strapped, a firearms training business. He gives Daily specific feedback on how she did, reminding her to keep her distance from the gunman.Then he repeats a blunt message to all the teachers in the room."When that active killer is in the classroom, a teacher can either have a pencil or they can have a gun," Proctor says.'If you call 911 the killing has already started'Proctor was one of the first people in the United States qualified to train teachers to defend their schools with guns. And Texas is one of the few states that already has a process for teachers to legally arm themselves.The teachers must have a gun licence, then pass Proctor's two-day course, and finally get permission from their school board before they can carry firearms into their school."The point is there are killers in our environment. They will find the weakest people they can kill, the most defenceless, and they will go after them," Proctor says. "If you call 911, the killing has already started. You have to have someone there in order to mitigate the damage."Daily, who has been licensed to carry in Texas for a couple of years now, volunteered to take the course. She says she wants to do her part to protect the children in her school."I believe we have a right to defend ourselves," she says. "I believe if someone is attacking us, we don't just huddle. We actually have skills and are empowered in this country to defend ourselves."Daily says watching TV coverage of the shooting in Parkland made her think of her own kids."As a parent I would at least want to know that my kid's teacher had a gun," she says.Daily and the other teachers, who already have licences to carry in the state of Texas, go through a few more mock scenarios. Each time, a killer tries to enter the classroom.They are taught that their first priority is to avoid the gunman altogether, and then to barricade the door to stop the shooter from getting inside their classroom.Firing their guns is a last resort, Proctor says."The goal is not to find and go after a shooter," he says. "The goal is to protect the kids in their care in the classroom they have control over. They are not trained to go after the killer."'My job is to protect them' Another trainee in Proctor's program is Jermaine Chambers, a high school teacher who works with at-risk students."I coach football. Those are my sons — those are my boys out there. I treat them like my kids," he says. "So if something comes in — it's my job to protect them all."After Chambers' scenario plays out, in which he and the gunman exchange fire, he's visibly shaken. He can barely speak."Everything went cloudy," Chambers admits.Proctor uses the situation to again drive his point home that no matter how stressed the teachers are, they're better off with a gun than a pencil."What's a pencil going to do?," Chambers asks as he tries to catch his breath."That's what Parkland found out too," Proctor says, referring to the recent school shooting at Marjory Stoneman Douglas High School in Florida, where 17 people died."There's no great solution, there's just a better response," Proctor says.Reactions under stress-The next part of getting teachers ready happens at a gun range on the outskirts of Arlington.The teachers have to prove that they can shoot accurately under extreme pressure. Their target is a high-resolution photo of a man holding a handgun to the head of a school-aged child."What this does it incorporates a whole new stress to the shooter," Proctor says. "They are gonna be shooting 200 rounds. Out of the 200 rounds, I want to see a good percentage of them in the bad guy. Not missed off the target and not in our good kid."The teachers line up in row about 20 metres from their targets — their guns and ammunition on a table in front of them."If you cannot get a good shot, don't pull it off," Proctor tells the teachers. "I don't care if you are left with ammo in the gun. What I care about is if you start missing your main target."Before she begins to shoot, Jace Daily tells me she understands full well that taking her gun into her school is controversial."A school is traditionally a safe place. It's where innocence is — it's our children. And so I think you have a great polarity there between a gun, which is such a visual image of violence and killing and hatred, and then innocent children," she says."For me, I feel like it is my job to protect that innocence. To protect those kids that are in my care."Proctor stands like a coach with a clipboard in his hands. He barks a few instructions and blows his whistle.Daily and the other teachers take aim and shoot at the target.The drills continue for 45 minutes, the teachers moving farther and farther away from the target.Finally Proctor commands them to put down their guns and make them safe.He announces they've all passed."According to the department of public safety, you've passed the proficiency," he says. "But how do you all feel?"Norman Rangel, a principal at a nearby private school, looks at his target. He's shot the child hostage several times."I hit the kid a few times," Rangel says. "I know it is just paper, but it still impacted me. This is very serious. There's no way to overstate that."Proctor nods. "If you are not satisfied," he says. "I'm a happy person. Because what would I be satisfied with? 100 per cent, that's what I would be satisfied with."'It's a big responsibility.' An obviously shaken Jace Daily stares at her own target. Six of her shots hit the child in the head. "It's not very good," she admits. "When I first came up [to the target], of course I looked at my misses. I looked at that precious little baby and all the holes in his head. I obviously did some damage to the bad guy too."She pauses and takes a deep breath."I need some practice," she concludes.Asked if seeing the little kid makes the idea of a school shooting more real, Daily says, "For sure. I have 7-year-old boys and they are about that size," she says — her voice unsteady."It's a big responsibility." Israeli planes carried out airstrikes in the southern Gaza Strip on Saturday night, the army said, hours after a group of Palestinians entered Israeli territory from the enclave and attempted to destroy military equipment.The raids targeted a Hamas site in Rafah, according to the Israel Defense Forces.The reported strikes came after a group of Palestinians from Gaza infiltrated into Israel and tried to damage machinery being used to construct a new anti-tunnel barrier around the coastal enclave on Saturday night.The four Palestinians fled the scene as Israeli troops arrived, according to the Israel Defense Forces. The head of Military Intelligence this week awarded Unit 504, which employs agents beyond Israel’s borders, with an official commendation for its covert actions in 2016 and 2017, the army said on Saturday night.The military would not divulge the nature of the human intelligence unit’s actions in 2016 and 2017 that led to the “citation of praise.”The award said the actions “contributed to the IDF’s superiority and the security of the State of Israel.”There are four levels of military citations. Unit 504 received the second highest, one presented by a major general, in this case the head of Military Intelligence Maj. Gen. Herzl Halevi.“We award a citation of praise when we want to praise, it’s as simple as that. We recognize activity that is beyond the norm, that overcomes obstacles, problems, and the unexpected,” Halevi said at the ceremony this week.The soldiers and officers who make up Unit 504 operate agents in foreign countries and within the West Bank and Gaza Strip, who provide intelligence that is analyzed within the Military Intelligence Directorate.“This citation of praise is an expression of the appreciation toward everyone involved in the work, the members of the unit and our many partners in Military Intelligence, the IDF, and the intelligence community, who assist, support, and work with us, shoulder to shoulder,” said the unit’s commander, who could only be identified by his rank and first Hebrew letter of his name, Col. “Taf.”

She also stayed in Brussels for the second day of the EU summit to talk trade with her colleagues.It was a rare signal that despite Brexit a growingly hostile global environment would require stronger EU – UK included – cooperation."The UK is rediscovering that it needs us," quipped an EU official on the sidelines of the summit.Level playing field-During the unusually busy summit, EU leaders on Friday (23 March) signed off the guidelines for the post-Brexit, future EU-UK talks in a few seconds.It clears the way for the next phase in Brexit talks. These won't yet herald in extensive trade talks, only discussions on what the future relationship should look like. It will be summed up in a political declaration attached to the withdrawal treaty.The guidelines pave the way for EU chief negotiator Michel Barnier to talk to the UK about the future with a view to reaching a broad political agreement by October.The seven-page document offers the UK a "balanced, ambitious and wide-ranging free trade agreement", balancing out rights and obligations for the UK to "ensure a level playing field".It means EU countries want to avoid the UK securing rights that outweigh its future obligations, and make sure Britain will not be pick and chose from the EU's single market.The guidelines point out that the UK "cannot have the same rights and enjoy the same benefits as a member". The EU wants to prevent the UK potentially undercutting the EU on tax, environmental and labour standards.It offers no tariffs on goods and a close partnership on security and defence. EU leaders also pledge to tweak guidelines on the future if the UK changes its mind on staying in the EU's customs union or single market.-Irish protocol-The document also sets out that negotiations on future relations can only progress if all commitments agreed so far are respected in full, including the UK's assurances that it would avoid a hard border between Northern Ireland and the Republic of Ireland, the EU's new external border after Brexit.UK and EU officials will continue to talk about possible solutions on the Irish border next week. According to a recent survey, more than 80 percent of Sask. residents have pro-choice attitudes toward abortion, which marks a 10 per cent increase from a similar survey in 2012.The poll was done earlier this month through a University of Saskatchewan quarterly initiative called Taking the Pulse. Four times a year, researchers call a representative sample of Saskatchewan residents about controversial topics. In the most recent survey, Taking the Pulse called 402 Saskatchewan residents asking if they believe abortion is a matter of choice and should be decided between a woman and her doctor.The poll shows 54.5 per cent of participants said they strongly agree, while 26.5 per cent said they somewhat agree.A similar Taking the Pulse survey was carried out in 2012. In it, 70 per cent of residents had pro-choice sentiments compared to this year's 81 per cent.Breaking down the numbers-Data from this month's survey shows people living in urban areas of the province, such as Saskatoon or Regina, are more likely to have pro-choice attitudes than people living in rural areas.Those polled in urban areas showed 85 per cent pro-choice sentiment, compared to 76 per cent in rural areas.The survey also shows a difference in opinion based on age in urban areas.Residents between the ages of 18 and 34 in urban areas have more pro-choice attitudes than residents aged 35 and higher in urban areas. In fact, everyone polled between 18 and 34-years-old in urban areas expressed pro-choice opinions.In rural areas, 69 per cent of people aged between 18 and 34 showed pro-choice beliefs.The initiative is put together through a partnership between the University of Saskatchewan's Social Sciences Research Laboratories and PostMedia News Saskatchewan.

MONTREAL — More than a dozen Canadian cities hosted marches Saturday to call for stricter gun control laws in both Canada and the United States, adding their voices to a global movement calling for change in the wake of a high school shooting that left 17 people dead in Parkland, Fla.In both Montreal and Toronto, several hundred people joined local events in support of the massive March for Our Lives rally in Washington, D.C., which was organized by American students pushing for stricter gun-control legislation in the wake of the tragedy.In one of Montreal's two marches, hundreds of protesters swayed together, singing to the tune of "Glory, Hallelujah," before setting off towards the city's U.S. Consulate.They also seized the opportunity to ask Ottawa to ban assault weapons such as the AR-15 — the rifle allegedly used in the deadly Florida shooting on Feb. 14.Ellen Gozansky Malka, a Montrealer now living in Parkland, told the crowd that two of her children were at the school during the shooting and saw things no child should see."Our children should never fear going to school, and they should never jump at the sound of a book falling on the floor," she said to applause.A few blocks away, a slightly smaller event was organized by 11-year-old elementary school student Lexington Vickery, who led about 150 cheering classmates and supporters on a raucous march in support of American students."Its about making them feel better, and making them feel more supported and working to help them so they can have more courage to go to the government and get their gun legislation," the sixth-grader explained in an interview beforehand.In Toronto, marchers carried signs protesting both gun violence in the United States and recent shootings that have plagued the city as they marched from a downtown square to the U.S. Consulate.Joan Howard, whose son Kempton was shot to death in 2003, said that while Canada doesn't experience mass shootings on the same scale as the U.S., it's hardly immune.She pointed to several high profile Toronto shootings, including one where two people were shot and killed outside of a bowling alley — one of the victims was allegedly targeted, and the other was described by police as a bystander."Look how much shooting we have of innocent people, (such as) those near the bowling alley," said Howard, who calls herself a member of the zero gun violence movement."These are innocent people. Thousands are expected to gather in Washington, D.C., on Saturday to push for stricter U.S. gun laws. The March For Our Lives rally is a response to the deadly school shooting in Parkland, Fla., where 17 people died.Another response to the shooting has been the call to arm teachers."Ceasefire! Ceasefire!," retired police officer Bryan Proctor yells to the people in his classroom.A gunman lowers the automatic rifle he's been firing at Jace Daily — a librarian who works at a high school.Daily has been hit.Her hands are shaking and there's a little blood on one of them where a training round — a soft-tipped bullet that still packs a stinging punch — hit her finger."My heart is pounding. My voice is shaking — I can feel it," she says. "I think I did okay. It's my first live-shooter simulation and hopefully next time it will be better."Proctor owns and is the lead instructor at Go Strapped, a firearms training business. He gives Daily specific feedback on how she did, reminding her to keep her distance from the gunman.Then he repeats a blunt message to all the teachers in the room."When that active killer is in the classroom, a teacher can either have a pencil or they can have a gun," Proctor says.'If you call 911 the killing has already started'Proctor was one of the first people in the United States qualified to train teachers to defend their schools with guns. And Texas is one of the few states that already has a process for teachers to legally arm themselves.The teachers must have a gun licence, then pass Proctor's two-day course, and finally get permission from their school board before they can carry firearms into their school."The point is there are killers in our environment. They will find the weakest people they can kill, the most defenceless, and they will go after them," Proctor says. "If you call 911, the killing has already started. You have to have someone there in order to mitigate the damage."Daily, who has been licensed to carry in Texas for a couple of years now, volunteered to take the course. She says she wants to do her part to protect the children in her school."I believe we have a right to defend ourselves," she says. "I believe if someone is attacking us, we don't just huddle. We actually have skills and are empowered in this country to defend ourselves."Daily says watching TV coverage of the shooting in Parkland made her think of her own kids."As a parent I would at least want to know that my kid's teacher had a gun," she says.Daily and the other teachers, who already have licences to carry in the state of Texas, go through a few more mock scenarios. Each time, a killer tries to enter the classroom.They are taught that their first priority is to avoid the gunman altogether, and then to barricade the door to stop the shooter from getting inside their classroom.Firing their guns is a last resort, Proctor says."The goal is not to find and go after a shooter," he says. "The goal is to protect the kids in their care in the classroom they have control over. They are not trained to go after the killer."'My job is to protect them' Another trainee in Proctor's program is Jermaine Chambers, a high school teacher who works with at-risk students."I coach football. Those are my sons — those are my boys out there. I treat them like my kids," he says. "So if something comes in — it's my job to protect them all."After Chambers' scenario plays out, in which he and the gunman exchange fire, he's visibly shaken. He can barely speak."Everything went cloudy," Chambers admits.Proctor uses the situation to again drive his point home that no matter how stressed the teachers are, they're better off with a gun than a pencil."What's a pencil going to do?," Chambers asks as he tries to catch his breath."That's what Parkland found out too," Proctor says, referring to the recent school shooting at Marjory Stoneman Douglas High School in Florida, where 17 people died."There's no great solution, there's just a better response," Proctor says.Reactions under stress-The next part of getting teachers ready happens at a gun range on the outskirts of Arlington.The teachers have to prove that they can shoot accurately under extreme pressure. Their target is a high-resolution photo of a man holding a handgun to the head of a school-aged child."What this does it incorporates a whole new stress to the shooter," Proctor says. "They are gonna be shooting 200 rounds. Out of the 200 rounds, I want to see a good percentage of them in the bad guy. Not missed off the target and not in our good kid."The teachers line up in row about 20 metres from their targets — their guns and ammunition on a table in front of them."If you cannot get a good shot, don't pull it off," Proctor tells the teachers. "I don't care if you are left with ammo in the gun. What I care about is if you start missing your main target."Before she begins to shoot, Jace Daily tells me she understands full well that taking her gun into her school is controversial."A school is traditionally a safe place. It's where innocence is — it's our children. And so I think you have a great polarity there between a gun, which is such a visual image of violence and killing and hatred, and then innocent children," she says."For me, I feel like it is my job to protect that innocence. To protect those kids that are in my care."Proctor stands like a coach with a clipboard in his hands. He barks a few instructions and blows his whistle.Daily and the other teachers take aim and shoot at the target.The drills continue for 45 minutes, the teachers moving farther and farther away from the target.Finally Proctor commands them to put down their guns and make them safe.He announces they've all passed."According to the department of public safety, you've passed the proficiency," he says. "But how do you all feel?"Norman Rangel, a principal at a nearby private school, looks at his target. He's shot the child hostage several times."I hit the kid a few times," Rangel says. "I know it is just paper, but it still impacted me. This is very serious. There's no way to overstate that."Proctor nods. "If you are not satisfied," he says. "I'm a happy person. Because what would I be satisfied with? 100 per cent, that's what I would be satisfied with."'It's a big responsibility.' An obviously shaken Jace Daily stares at her own target. Six of her shots hit the child in the head. "It's not very good," she admits. "When I first came up [to the target], of course I looked at my misses. I looked at that precious little baby and all the holes in his head. I obviously did some damage to the bad guy too."She pauses and takes a deep breath."I need some practice," she concludes.Asked if seeing the little kid makes the idea of a school shooting more real, Daily says, "For sure. I have 7-year-old boys and they are about that size," she says — her voice unsteady."It's a big responsibility."
