Everybody is talking to everybody else," Gozi said on Monday (25 September) at a presentation of Italy's bid to host EMA.The London-based agency needs to be relocated after the UK leaves the EU. Its new location will be decided through a maximum of three rounds of votes at a November ministerial meeting in Brussels.Earlier this month, Gozi's Greek colleague, alternate minister of foreign affairs Georgios Katrougalos, suggested that during the first round, Mediterranean member states - Cyprus, France, Italy, Malta, Portugal, and Spain - should only give votes to each other.When EUobserver asked Gozi at Monday's presentation what he thought of the idea, he declined to answer."I will say it is too early to unveil the strategy we are carrying out, otherwise it wouldn't be strategy," said Gozi.Before the November vote, the European Commission will publish an assessment of all the bids. That paper, due by Saturday (30 September), is based on six criteria, which were determined by EU leaders last June.The criteria are: completion of new office by the date of Brexit, accessibility of the location, presence of international schools, job opportunities for spouses, business continuity, and taking into account past promises that agencies should be divided between member states as much as possible, particularly in those that do not host one yet.Italy had also wanted the commission to produce a shortlist, but the EU executive will not do that.The Italian centre-left politician said that Milan, which is Italy's candidate city for EMA, fulfils all the criteria."That is not the case for other bids," he said.-Criteria-"We want to promote something in the interest of European citizens. Sep, 19:45-Following British prime minister Theresa May's speech last week, the EU has urged for more clarity from the UK side during the start of the fourth round of Brexit talks on Monday (25 September),"The EU is keen and eager to understand better how the UK government will translate the PM's speech into negotiating positions," the bloc chief negotiator Michel Barnier said when welcoming UK Brexit minister David Davis in Brussels.He called for a "moment of clarity" and said that this would enable negotiators to make real progress.He warned that "real progress" is the condition for moving on to the negotiations on the future relationship, and on a possible transition period, first mentioned by Theresa May in her Florence speech last week.But in a characteristic move, Davis suggested that any settlement on the divorce bill should be linked to reaching an agreement on future relations."There are no excuses for standing in the way of progress," Davis said.In a press conference earlier in the day, Barnier warned however that discussions on the bill and future relationship should not be mixed up.Davis for his part said the UK is "absolutely" committed to working out the details.He said May put forward "concrete proposals", adding that "it will up to our teams to work through those details this week".The previous three rounds of Brexit negotiations led to little progress on the key issues of financial settlement, citizens' rights and the border of Ireland.Unless talks proceed on these issues, the UK will not be able to start negotiating on a transitional deal that May sugegsted could be two-years-long after 2019.May on Friday committed to settling the bills so that no EU member state has to pay more or receive less because the UK leaves the bloc, and said the European Court of Justice could play a role in defending citizens' rights.Both pledges mean a step for the UK, which has so far lacked a position on the financial settlement and refused any ECJ participation in safeguarding citizens' rights.There are two more rounds of talks before the October summit of EU leaders, where Barnier will brief them on developments.It is expected that Barnier will not be able to report "sufficient progress" on the key issues to leaders for them to be able to give the green light on moving onto discussing the future relationship.Barnier earlier on Monday updated EU affairs ministers, with an official saying "there was a little more optimism" in the room following May's speech.Some EU countries still hope it is possible that in October the UK can move onto the next phase, but most want to avoid putting too much emphasis on the October date. SPINDALE, N.C. — When Randy Fields' construction company faced potential ruin because of the cratering economy, he pleaded with his pastor at Word of Faith Fellowship church to reduce the amount of money he was required to tithe every week.To his shock, Fields said church founder Jane Whaley proposed a divine plan that would allow him to continue contributing at least 10 per cent of his income to the secretive evangelical church while helping his company survive: He would file fraudulent unemployment claims on behalf of his employees. She called it, he said, "God's plan."Fields and 10 other former congregants told The Associated Press that they and dozens of employees who were church members filed bogus claims at Word of Faith Fellowship leaders' direction, and said they had been interviewed at length about the false claims by investigators with the North Carolina State Bureau of Investigation and the U.S. Department of Homeland Security.The unemployment allegations were uncovered as part of the AP's ongoing investigation into Word of Faith, which has about 750 congregants in rural North Carolina and a total of nearly 2,000 members in its branches in Brazil and Ghana and its affiliations in Sweden, Scotland and other countries.Some of the former members involved with the unemployment claims said they have turned critical documents over to authorities, even though they knew they could be charged with defrauding the government.The former members estimated the fraudulent claims — some filed by the business owners' wives and other family members — would have drawn payments totalling in the hundreds of thousands of dollars over a six-year period.The Department of Homeland Security referred questions to the U.S. attorney's office in Charlotte, which cited an "ongoing investigation into allegations against Word of Faith Fellowship" and would not elaborate. The State Bureau of Investigation said the agency would not comment "due to the overall investigation" involving the church.Whaley and church attorney Josh Farmer did not respond to numerous requests for comment.In February, the AP cited more than three dozen former Word of Faith Fellowship members who said congregants were regularly punched and choked in an effort to beat out devils. The AP also revealed how, over the course of two decades, followers were ordered by church leaders to lie to authorities investigating reports of abuse.Last month, the AP outlined how Word of Faith created a pipeline of young labourers from its two Brazilian congregations who say they were brought to the U.S. and forced to work at businesses owned by church leaders for little or no pay.Over the years, church leaders have owned and operated more than two dozen businesses. The interviews with former followers, along with documents reviewed by the AP, indicate at least six companies owned by leaders were involved with filing fraudulent unemployment claims between 2008 and 2013. Most of those businesses' employees are congregants, the AP found.The AP reviewed individual checking account records that showed unemployment benefits deposited by the state, along with income tax records summarizing how much money some of the former followers interviewed received annually in such payments.Fields, who spent 24 years in the church before leaving in 2015, said his employees kept working without pay while collecting unemployment benefits. "Basically, their unemployment checks would become their paychecks," he said.It is illegal for employers or employees to knowingly file fraudulent unemployment claims. Since Dec. 1, 2012, violators in North Carolina can face felony fraud charges if the illegal benefits totalled more than $400. Before Dec. 1, 2012, filing false claims was only a misdemeanour .If investigators believe employers or employees were involved in a conspiracy, however, they could be charged with serious state and federal felony charges.Fields said he knew the plan was illegal but went along with it because of intense pressure from Whaley, who founded the church with her husband in 1979."I'm not proud of what I did, but I have to make this right," he said.The price of the refusal, Fields said, could be beatings administered by fellow church members and public shaming by Whaley. The church also might mandate that he be cut off from any contact with his family, he said."You knew it was wrong, but you knew you couldn't say a word," said Rick Cooper, who acknowledged falsely filing for unemployment from April 2011 to April 2012.In North Carolina, companies pay a quarterly unemployment tax based on the number of their workers, with the money going into a fund used to pay out claims, according to Larry Parker, spokesman for the Division of Employment Security, which oversees the program.When a worker files for unemployment, the agency checks with the employer to learn the reason. If an employer says a worker was let go because of the poor economy, payments usually are approved quickly, Parker said.During the recession, which started in 2007 and was driven by the housing meltdown, laid-off workers could receive state and federal extensions increasing unemployment to 99 weeks with a maximum weekly check of $535. Currently, laid-off workers can receive up to 26 weeks of unemployment, with a maximum payment of $350 a week, Parker said.And, he emphasized, a worker must have been laid off to collect unemployment."If a company is trying to make workers work while they collect unemployment, that's a potential fraud situation," Parker said.The former congregants said that not only were they coerced into continuing to work while collecting unemployment, the money fell short of what they needed to pay their bills."The unemployment checks never equaled what you were making," said Cooper, who worked for Diverse Corporate Tech Inc., a manufacturing company owned by church leader Kent Covington."I was making about $700 a week, but I only collected $235 a week in unemployment," Cooper said. "So I'm working the same hours — many times, much longer hours — for less. It was devastating for my family."Church members were expected to keep tithing regardless of their financial situations and Whaley kept close tabs on "who was giving what," Cooper said.Some of those interviewed by the AP said they learned about the practice at meetings with company officials, but that Whaley herself also promoted it."Jane was heavily involved. Mexico City (AFP) - A week after an earthquake that killed more than 300 people, a shaken Mexico was torn Tuesday between trying to get back to normal and keeping up an increasingly hopeless search for survivors.In a nasty twist of fate, last Tuesday's 7.1-magnitude earthquake struck on the anniversary of a 1985 quake that killed more than 10,000 people, the worst in the country's history.Improbably, it hit just two hours after an annual earthquake drill, turning Mexico City's most seismically unstable neighborhoods into something out of a post-apocalyptic movie.In the trendy Roma neighborhood, shell-shocked and sobbing residents rushed into the street, disoriented and desperate for news of their loved ones -- impossible to get in the early minutes, with cell phone networks saturated.Slowly, a picture of the destruction began to emerge: 39 buildings crumbled to the ground across the capital, trapping hundreds of people inside. Scores more were killed in the states of Morelos, Puebla, Mexico, Guerrero and Oaxaca.Just as in 1985, thousands of volunteer rescuers sprang into action, scrambling onto the mountains of mangled steel and concrete to dig through the rubble with their bare hands in a desperate search for survivors.Rescue teams from across Mexico and around the world soon joined them.Across the city, 69 people were pulled alive from the wreckage in the first days.But since late Friday, only bodies have been recovered.Now the delicate question facing the nation is how long to keep up the search.- 'Our patience is over' -Rescue workers have now wrapped up their efforts at all but five sites in Mexico City, and the chances of pulling more survivors from the rubble are dim.But President Enrique Pena Nieto has been careful to insist that authorities will not send in bulldozers to start cleanup until rescuers are absolutely certain there are no more people in the rubble.His government has been accused of botching communications with families of the missing.It faced protests Monday night by seething relatives of those still inside the biggest search site, a seven-story office building in the hard-hit Roma neighborhood.Family members threatened to burst through security barriers and take to the rubble themselves if the authorities did not release more information on the operations inside."We acted for seven days and seven nights peacefully, waiting for results. HALIFAX — Canadians appear to have an appetite for marijuana-infused munchies, according to a new survey that found a healthy majority both supported the legalization of recreational pot use but had clear concerns about children's access to edible products containing cannabis.The poll by researchers at Dalhousie University in Halifax found that about 68 per cent of people across the country favour the impending legalization of pot, with the bulk of that support in B.C. and Ontario.Just over 45 per cent said they would buy food containing marijuana, with 46 per cent saying they would purchase pot-laced baked goods like brownies and muffins if they were legal.However, more than half of those surveyed said they had overarching concerns about the potential harms to children who may be drawn to gummy candies, cookies and other confections containing the psychoactive chemical. In B.C., for example, about 81 per cent of those surveyed expressed concern over increased access to pot by young adults."The risk element around children was quite high at 58.5 per cent, so there seems to be a bit of paradox out there," said Sylvain Charlebois, a professor of food distribution and policy at Dalhousie who co-authored the report released Tuesday. "On the one hand, people are willing to accept the legalization of non-medicinal marijuana but at the same time they do recognize societal risks related to doing so."The aim of the survey, done over four weeks in August, was to gauge Canadians' perception of recreational marijuana as a food ingredient when it is legalized next July, if they would use it in their diet and, if so, how they would prepare it.It found that despite people's apparent willingness to try edible products, the bulk of survey participants indicated they didn't know how to cook with marijuana at home and most said they did not consider it a healthy ingredient.Charlebois said that apparent confusion over what to do with the products should compel the federal government to introduce a framework around the consumption of edibles when legalization proceeds with the Cannabis Act.Prime Minister Justin Trudeau insists legalizing marijuana will keep pot out of the hands of children and deny criminals the profits of back-alley dealing. Ottawa has said it will not allow the purchase of edible products until it develops regulatory oversight for the goods, including rules on serving sizes and potency, child-resistant packaging requirements and health warnings.But, Charlebois says that once marijuana becomes legal it will likely be mixed into a variety of products before Ottawa comes up with such measures."We should think about rolling out edibles as soon as possible with clear guidelines for the industry," he said in an interview."Right now, provinces are being absolutely hyper-conservative around the distribution of the commodity instead of thinking about the applications of the commodity at the retail level, like at restaurants and food services."Charlebois cited the example of Colorado, which legalized marijuana in 2012 without regulations over the sale of cannabis-infused edibles. He says the state saw several cases of young people being hospitalized after eating the goods.In one case, a 19-year-old ate an entire cookie containing 65 mg of THC even though the shop clerk advised him to divide the treat into six servings. The boy didn't realize it takes time for a high to kick in when consuming pot in edible form and ate the cookie. That evening he jumped to his death from a fourth-floor balcony.Colorado saw an increase in the number of marijuana-related poisonings, particularly accidental ingestion by children, in the first year of its new regime and eventually ushered in new regulations limiting THC levels in edible items.Still, Charlebois says legalized marijuana could be the next big lucrative trend in the Canadian food industry, with curiosity being the Number 1 reason survey participants cited for wanting to try the goods."This could be the next gluten-free phenomenon," he said, citing the multimillion-dollar industry. Everybody is talking to everybody else," Gozi said on Monday (25 September) at a presentation of Italy's bid to host EMA.The London-based agency needs to be relocated after the UK leaves the EU. Its new location will be decided through a maximum of three rounds of votes at a November ministerial meeting in Brussels.Earlier this month, Gozi's Greek colleague, alternate minister of foreign affairs Georgios Katrougalos, suggested that during the first round, Mediterranean member states - Cyprus, France, Italy, Malta, Portugal, and Spain - should only give votes to each other.When EUobserver asked Gozi at Monday's presentation what he thought of the idea, he declined to answer."I will say it is too early to unveil the strategy we are carrying out, otherwise it wouldn't be strategy," said Gozi.Before the November vote, the European Commission will publish an assessment of all the bids. SPINDALE, N.C. — When Randy Fields' construction company faced potential ruin because of the cratering economy, he pleaded with his pastor at Word of Faith Fellowship church to reduce the amount of money he was required to tithe every week.To his shock, Fields said church founder Jane Whaley proposed a divine plan that would allow him to continue contributing at least 10 per cent of his income to the secretive evangelical church while helping his company survive: He would file fraudulent unemployment claims on behalf of his employees. She called it, he said, "God's plan."Fields and 10 other former congregants told The Associated Press that they and dozens of employees who were church members filed bogus claims at Word of Faith Fellowship leaders' direction, and said they had been interviewed at length about the false claims by investigators with the North Carolina State Bureau of Investigation and the U.S. Department of Homeland Security.The unemployment allegations were uncovered as part of the AP's ongoing investigation into Word of Faith, which has about 750 congregants in rural North Carolina and a total of nearly 2,000 members in its branches in Brazil and Ghana and its affiliations in Sweden, Scotland and other countries.Some of the former members involved with the unemployment claims said they have turned critical documents over to authorities, even though they knew they could be charged with defrauding the government.The former members estimated the fraudulent claims — some filed by the business owners' wives and other family members — would have drawn payments totalling in the hundreds of thousands of dollars over a six-year period.The Department of Homeland Security referred questions to the U.S. attorney's office in Charlotte, which cited an "ongoing investigation into allegations against Word of Faith Fellowship" and would not elaborate. The State Bureau of Investigation said the agency would not comment "due to the overall investigation" involving the church.Whaley and church attorney Josh Farmer did not respond to numerous requests for comment.In February, the AP cited more than three dozen former Word of Faith Fellowship members who said congregants were regularly punched and choked in an effort to beat out devils. The AP also revealed how, over the course of two decades, followers were ordered by church leaders to lie to authorities investigating reports of abuse.Last month, the AP outlined how Word of Faith created a pipeline of young labourers from its two Brazilian congregations who say they were brought to the U.S. and forced to work at businesses owned by church leaders for little or no pay.Over the years, church leaders have owned and operated more than two dozen businesses. The interviews with former followers, along with documents reviewed by the AP, indicate at least six companies owned by leaders were involved with filing fraudulent unemployment claims between 2008 and 2013. Most of those businesses' employees are congregants, the AP found.The AP reviewed individual checking account records that showed unemployment benefits deposited by the state, along with income tax records summarizing how much money some of the former followers interviewed received annually in such payments.Fields, who spent 24 years in the church before leaving in 2015, said his employees kept working without pay while collecting unemployment benefits. "Basically, their unemployment checks would become their paychecks," he said.It is illegal for employers or employees to knowingly file fraudulent unemployment claims. Since Dec. 1, 2012, violators in North Carolina can face felony fraud charges if the illegal benefits totalled more than $400. Before Dec. 1, 2012, filing false claims was only a misdemeanour .If investigators believe employers or employees were involved in a conspiracy, however, they could be charged with serious state and federal felony charges.Fields said he knew the plan was illegal but went along with it because of intense pressure from Whaley, who founded the church with her husband in 1979."I'm not proud of what I did, but I have to make this right," he said.The price of the refusal, Fields said, could be beatings administered by fellow church members and public shaming by Whaley. The church also might mandate that he be cut off from any contact with his family, he said."You knew it was wrong, but you knew you couldn't say a word," said Rick Cooper, who acknowledged falsely filing for unemployment from April 2011 to April 2012.In North Carolina, companies pay a quarterly unemployment tax based on the number of their workers, with the money going into a fund used to pay out claims, according to Larry Parker, spokesman for the Division of Employment Security, which oversees the program.When a worker files for unemployment, the agency checks with the employer to learn the reason. If an employer says a worker was let go because of the poor economy, payments usually are approved quickly, Parker said.During the recession, which started in 2007 and was driven by the housing meltdown, laid-off workers could receive state and federal extensions increasing unemployment to 99 weeks with a maximum weekly check of $535. But in 2013, North Carolina legislators tied benefits to the state's unemployment rate. Currently, laid-off workers can receive up to 26 weeks of unemployment, with a maximum payment of $350 a week, Parker said.And, he emphasized, a worker must have been laid off to collect unemployment."If a company is trying to make workers work while they collect unemployment, that's a potential fraud situation," Parker said.The former congregants said that not only were they coerced into continuing to work while collecting unemployment, the money fell short of what they needed to pay their bills."The unemployment checks never equaled what you were making," said Cooper, who worked for Diverse Corporate Tech Inc., a manufacturing company owned by church leader Kent Covington."I was making about $700 a week, but I only collected $235 a week in unemployment," Cooper said. "So I'm working the same hours — many times, much longer hours — for less. It was devastating for my family."Church members were expected to keep tithing regardless of their financial situations and Whaley kept close tabs on "who was giving what," Cooper said.Some of those interviewed by the AP said they learned about the practice at meetings with company officials, but that Whaley herself also promoted it."Jane was heavily involved. She was always asking questions about it," said Rachael Bryant, who calculated that she had received unemployment benefits of about $200 a week for 18 months while still working for a Word of Faith minister."I remember after I was on unemployment for a few months and Jane said, 'You're still on unemployment, right?' And I said 'yes.' And she said, 'Thank you, Jesus! Thank you, Jesus!'" Bryant said.Workers receiving unemployment benefits must check in every week and demonstrate they are actively seeking work by providing the names of businesses where they filed job applications, and the former Word of Faith members told the AP that church leaders had a plan for that."Every week we'd go to the unemployment office and put down that we looked for work at other companies operated by Word of Faith Fellowship leaders," Rick Cooper said. "Those companies would vouch for the Word of Faith members at the unemployment offices. It was a conspiracy. What's amazing to me is that this went on for years and no red flags ever went off."Cooper said Whaley told him Covington's business needed the money because "the devil had been attacking the company's finances" and the minister might lose his house.Rick Cooper's son Jeffrey, an attorney and accountant who also has broken with the church, worked for Covington's company, too. Jeffrey Cooper said he was so uneasy about the practice that he called the Division of Employment Security to ask what he labeled a "hypothetical question.""I said, 'Can an employee file for unemployment while they were still working for a company?'" he told the AP. He said the state official replied that he hoped it was only a hypothetical question because the practice was illegal and anyone involved with it could face serious charges.Cooper said he relayed the information to Covington, who exploded. "He started screaming at me at the top of his lungs that I was wicked," Cooper said.As a result, Cooper said he was publicly rebuked by Whaley and completely segregated from his wife for six months. Other church members interviewed by the AP corroborated his story.Rick Cooper said that he and nearly three dozen employees at Diverse Corporate Tech and Covington's other company, Integrity Marble and Granite, filed false unemployment claims over the course of several years.Covington did not return several phone messages from the AP.Benjamin Cooper, Jeffrey's brother, told the AP that Whaley touted the success of the unemployment tactic from the pulpit in 2009."There was a church service and Jane got up and started saying that Kent had heard from God of a means to save God's companies' money," Benjamin Cooper said. "She needed to have a meeting after church with all the business owners. I knew what she was referring to. That's why I remember it. We were already on unemployment at that point."Rachael Bryant said she was pressured into filing false unemployment claims in 2008 after her boss, a medical professional who was a leader in the church, was audited by Medicare and told he owed money because of coding errors.Bryant said one of her boss' sons told her the company wouldn't be able to pay her for a while, but that Whaley refused to let her look for another job. Eventually, she said, Whaley said they had a plan to help both the doctor and his employees."She said, 'Rachael, God found a way where you can make some money. Kent's done it with some of his businesses. So we're going to put you on unemployment,'" Bryant said.Some of her boss' family members also filed for unemployment while continuing to work at the business, she said."I remember that I went to Jane after being on it for like three or four months and I remember asking her if I could apply for a job opening in another doctor's office. Well, she started screaming at me, 'You're wicked! There's nothing but the money devil in you!'" said Bryant, who had been making about $500 a week before being reduced to only unemployment checks.Bryant said she was too scared to leave.Looking back, Fields — whose oldest daughter and grandchild remain in the church — said he struggles with his decision to knuckle under pressure and participate in the plan. And he regrets it."The businesses helped support the church," he said. "We would make large donations. Without the businesses, they would have been in trouble."He paused for a moment to collect his thoughts."At the time, it just seemed like the right thing to do. But I was wrong," he said. Equifax disclosed earlier this month that hackers had access to its systems between mid-May and July, in one of the largest data breaches in the United States.Shares of Equifax were down 2.1 percent at $103.00 early on Tuesday."At this critical juncture, I believe it is in the best interests of the company to have new leadership to move the company forward," Smith said in a statement.Smith's resignation puts him among a small number of CEOs to lose their jobs due to a cyber breach, including the head of Target Corp following a 2013 credit card hack. Mexico City (AFP) - A week after an earthquake that killed more than 300 people, a shaken Mexico was torn Tuesday between trying to get back to normal and keeping up an increasingly hopeless search for survivors.In a nasty twist of fate, last Tuesday's 7.1-magnitude earthquake struck on the anniversary of a 1985 quake that killed more than 10,000 people, the worst in the country's history.Improbably, it hit just two hours after an annual earthquake drill, turning Mexico City's most seismically unstable neighborhoods into something out of a post-apocalyptic movie.In the trendy Roma neighborhood, shell-shocked and sobbing residents rushed into the street, disoriented and desperate for news of their loved ones -- impossible to get in the early minutes, with cell phone networks saturated.Slowly, a picture of the destruction began to emerge: 39 buildings crumbled to the ground across the capital, trapping hundreds of people inside. Scores more were killed in the states of Morelos, Puebla, Mexico, Guerrero and Oaxaca.Just as in 1985, thousands of volunteer rescuers sprang into action, scrambling onto the mountains of mangled steel and concrete to dig through the rubble with their bare hands in a desperate search for survivors.Rescue teams from across Mexico and around the world soon joined them.Across the city, 69 people were pulled alive from the wreckage in the first days.But since late Friday, only bodies have been recovered.Now the delicate question facing the nation is how long to keep up the search.- 'Our patience is over' -Rescue workers have now wrapped up their efforts at all but five sites in Mexico City, and the chances of pulling more survivors from the rubble are dim.But President Enrique Pena Nieto has been careful to insist that authorities will not send in bulldozers to start cleanup until rescuers are absolutely certain there are no more people in the rubble.His government has been accused of botching communications with families of the missing.It faced protests Monday night by seething relatives of those still inside the biggest search site, a seven-story office building in the hard-hit Roma neighborhood.Family members threatened to burst through security barriers and take to the rubble themselves if the authorities did not release more information on the operations inside."We acted for seven days and seven nights peacefully, waiting for results. Please update the lists" of bodies recovered, said one relative, Ines Sandoval.- Schools slowly reopen -In a country with a long history of mistrusting official versions of events, the authorities' communications shortfalls have been widely criticized.The most notorious incident was at a collapsed primary school where officials said a girl was trapped inside alive.For nearly two days, the world's gaze fixated on the remains of the Enrique Rebsamen school.But on Thursday afternoon, the Mexican marines said the girl, named as "Frida Sofia" in reports, never existed.Nineteen children and seven adults were killed in the school. Like all schools in the city, it had gotten a clean bill of health from the authorities after an earlier quake on September 7.Now the authorities are inspecting schools again, slowly allowing them to reopen.- Corruption -Mexico City's mayor, the education minister and the top official for the district meanwhile traded blame after local media reports that the school was built illegally on land reserved for housing.Education Minister Aurelio Nuno said he had ordered an investigation.In Mexico City, people began to warily return to work and school.After nearly a week of eerie quiet in the sprawling city of 20 million people, the capital's notorious traffic jams were starting to appear again.But an aftershock that shook Mexico City on Saturday has made the country all the more jittery.Mexico is particularly earthquake-prone, sitting atop five tectonic plates.Many people are still on edge and suffering from post-traumatic stress, said psychologist Raquel Gonzalez, part of a team offering free counseling sessions in a park at the heart of the disaster zone."The people who come feel like the ground is still moving. MOSCOW (Reuters) - The Russian Defense Ministry on Tuesday denied allegations that its air strikes had killed civilians in Syria's Idlib province, saying that in recent days it had only bombed Islamist militant fighters in the area.Moscow said it was responding to assertions from the Britain-based Syrian Observatory for Human Rights, which on Monday said six civilians had been killed in the province, including a woman and a child.Turkish Foreign Minister Mevlut Cavusoglu criticized Moscow on Monday for the same reason, saying that recent Russian bombing in Idlib had killed civilians and moderate rebels and that this would be discussed with Russian President Vladimir Putin when he visited Turkey this week.Putin is expected to meet his Turkish counterpart Tayyip Erdogan in Ankara on Thursday for talks on Syria.Major-General Igor Konashenkov of the Russian Defense Ministry said in a statement that the Russian and Syrian air forces did not bomb residential areas and accused the observatory of making up allegations and of sympathizing with radical Islamist militants."In the last few days, after drone reconnaissance and confirmation via other channels, Russian planes struck 10 terrorist targets in Idlib Province," Konashenkov said."These were militant bases, ammunition stores, armored vehicles, rocket systems, and workshops fitting out 'jihad jeeps' which were located a long way from residential areas," he said.Konashenkov said Russia had data to confirm the accuracy of its attacks and the ministry on Tuesday published video of the strikes on Idlib to back its assertions that it had only bombed militant targets.The targets struck had taken part in a militant offensive on Sept. 18 which had surrounded 29 Russian military policemen who then had to be broken out in an operation backed by air power, he added.(Reporting by Andrew Osborn; Editing by Christian Lowe and John Stonestreet)

Canadians favour marijuana legalization, curious about weed edibles: survey-[The Canadian Press]-YAHOONEWS-September 26, 2017
HALIFAX — Canadians appear to have an appetite for marijuana-infused munchies, according to a new survey that found a healthy majority both supported the legalization of recreational pot use but had clear concerns about children's access to edible products containing cannabis.The poll by researchers at Dalhousie University in Halifax found that about 68 per cent of people across the country favour the impending legalization of pot, with the bulk of that support in B.C. and Ontario.Just over 45 per cent said they would buy food containing marijuana, with 46 per cent saying they would purchase pot-laced baked goods like brownies and muffins if they were legal.However, more than half of those surveyed said they had overarching concerns about the potential harms to children who may be drawn to gummy candies, cookies and other confections containing the psychoactive chemical. In B.C., for example, about 81 per cent of those surveyed expressed concern over increased access to pot by young adults."The risk element around children was quite high at 58.5 per cent, so there seems to be a bit of paradox out there," said Sylvain Charlebois, a professor of food distribution and policy at Dalhousie who co-authored the report released Tuesday. "On the one hand, people are willing to accept the legalization of non-medicinal marijuana but at the same time they do recognize societal risks related to doing so."The aim of the survey, done over four weeks in August, was to gauge Canadians' perception of recreational marijuana as a food ingredient when it is legalized next July, if they would use it in their diet and, if so, how they would prepare it.It found that despite people's apparent willingness to try edible products, the bulk of survey participants indicated they didn't know how to cook with marijuana at home and most said they did not consider it a healthy ingredient.Charlebois said that apparent confusion over what to do with the products should compel the federal government to introduce a framework around the consumption of edibles when legalization proceeds with the Cannabis Act.Prime Minister Justin Trudeau insists legalizing marijuana will keep pot out of the hands of children and deny criminals the profits of back-alley dealing. Ottawa has said it will not allow the purchase of edible products until it develops regulatory oversight for the goods, including rules on serving sizes and potency, child-resistant packaging requirements and health warnings.But, Charlebois says that once marijuana becomes legal it will likely be mixed into a variety of products before Ottawa comes up with such measures."We should think about rolling out edibles as soon as possible with clear guidelines for the industry," he said in an interview."Right now, provinces are being absolutely hyper-conservative around the distribution of the commodity instead of thinking about the applications of the commodity at the retail level, like at restaurants and food services."Charlebois cited the example of Colorado, which legalized marijuana in 2012 without regulations over the sale of cannabis-infused edibles. He says the state saw several cases of young people being hospitalized after eating the goods.In one case, a 19-year-old ate an entire cookie containing 65 mg of THC even though the shop clerk advised him to divide the treat into six servings. The boy didn't realize it takes time for a high to kick in when consuming pot in edible form and ate the cookie. That evening he jumped to his death from a fourth-floor balcony.Colorado saw an increase in the number of marijuana-related poisonings, particularly accidental ingestion by children, in the first year of its new regime and eventually ushered in new regulations limiting THC levels in edible items.Still, Charlebois says legalized marijuana could be the next big lucrative trend in the Canadian food industry, with curiosity being the Number 1 reason survey participants cited for wanting to try the goods."This could be the next gluten-free phenomenon," he said, citing the multimillion-dollar industry.
