OZONE DEPLETION JUDGEMENT ON THE EARTH DUE TO SIN

ISAIAH 30:26-27
26 Moreover the light of the moon shall be as the light of the sun, and the light of the sun shall be sevenfold,(7X OR 7-DEGREES HOTTER) as the light of seven days, in the day that the LORD bindeth up the breach of his people,(ISRAEL) and healeth the stroke of their wound.
27 Behold, the name of the LORD cometh from far, burning with his anger, and the burden thereof is heavy: his lips are full of indignation, and his tongue as a devouring fire:

MATTHEW 24:21-22,29
21 For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be.
22 And except those days should be shortened,(DAY LIGHT HOURS SHORTENED) there should no flesh be saved: but for the elect’s sake (ISRAELS SAKE) those days shall be shortened (Daylight hours shortened)(THE ASTEROID HITS EARTH HERE)
29 Immediately after the tribulation of those days shall the sun be darkened, and the moon shall not give her light, and the stars shall fall from heaven, and the powers of the heavens shall be shaken:

REVELATION 16:7-9
7 And I heard another out of the altar say, Even so, Lord God Almighty, true and righteous are thy judgments.
8 And the fourth angel poured out his vial upon the sun; and power was given unto him to scorch men with fire.
9 And men were scorched with great heat, and blasphemed the name of God, which hath power over these plagues: and they repented not to give him glory.

Hot times continue Wednesday, but there could be frost by weekend in parts of Quebec-[CBC]-YAHOONEWS

After another day of record-breaking heat in the city, Montrealers are looking at a hot and steamy Wednesday before a cold front is forecast to arrive and cool things down.Tuesday's mid-afternoon high of 29 C, 37 with the humidity, surpassed the previous record for the highest temperature ever recorded on this day at Montreal's international airport — 26.5 C set in 2007.As a result, Environment Canada once again issued a heat warning Tuesday for parts of southwestern and central Quebec, including the greater Montreal region.Such warnings are issued when there is an elevated risk of heat illnesses, such as heat stroke or heat exhaustion.Hot Wednesday, then back to normal-The mugginess will continue tonight and into Wednesday, with overnight lows between 16 C and 20 C.On Wednesday, the daytime high could reach 29 C, which would surpass the previous heat record of 26.6 C set on Sept. 27, 2003.The hot times, however, should cool to more seasonal temperatures Thursday when that cold front moves in.Montreal has seen no rain since Sept. 10, but there is a chance of a thunderstorm Wednesday evening.Environment Canada says there's even the possibility of frost in some regions on Friday and Saturday.A low of 5 C is forecast for Friday night. As long as the heat persists, young children, pregnant women, older adults, people with chronic illnesses and people working or exercising outdoors are reminded to keep cool and hydrated, even if you don't feel thirsty.Check in on friends and neighbours who could be at risk, and never leave people or pets in parked vehicles.Call for air conditioning in schools-The heat has posed complications for schools in Quebec, most of which aren't equipped with air conditioning. At Roslyn School in Westmount, principal Nick Katalifos said children are being given extra time outdoors."Many of the teachers are also making sure the lights are turned off in the classes to make sure there is less heat from the lighting, the windows are open and we do have screens on them," Katalifos said. "The most inportant thing is to keep the kids hydrated."Pressure has been mounting on Quebec Education Minister Sébastien Proulx to approve funding for the installation of air conditioners, especially if such weather becomes the norm.Proulx said plans are in the works to modernize some schools, and that will include air conditioning. However, some schools are just too old to be retrofitted with AC, the minister said."Some will be updated faster than others, and some will install air conditioning," Proulx said Tuesday. "But we won't be able to install air conditioners in all schools across the provinces, especially in older schools."

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.
GOD PROMISED BY A RAINBOW-THE EARTH WOULD NEVER BE DESTROYED TOTALLY WITH A FLOOD AGAIN.BUT FLOODIING IS A SIGN OF JUDGEMENT.

Lee strengthens to a Category 3 hurricane: NHC-[Reuters]-YAHOONEWS-September 27, 2017

(Reuters) - Lee has strengthened to become the fifth major hurricane of the 2017 Atlantic season, the U.S. National Hurricane Center (NHC) said on Wednesday.Lee, now a Category 3 hurricane on the five-step Saffir-Simpson scale, was about 1,765 miles (2845 km) west of the Azores, packing maximum sustained winds of 115 miles per hour (185 km per hour), the NHC said."Slow weakening is forecast during the next 48 hours," it added.(Reporting by Karen Rodrigues in Bengaluru)

North Carolina latest to suffer in 2017 hurricane season-[The Canadian Press]-YAHOONEWS-September 27, 2017

WAVES, N.C. — Winds and storm surge from Tropical Storm Maria lashed North Carolina's Outer Banks on Wednesday as the storm moved by well off-shore.Dare County Emergency Management Director Drew Pearson said in an email that the high tide early Wednesday flooded roads in the area and travel remained hazardous. Pearson said the worst problems were on Hatteras Island, where more than 10,000 visitors left under an evacuation order earlier this week.Pearson said no injuries had been reported.Already, the ocean had washed over parts of N.C. 12, the main road running along the Outer Banks. The National Weather Service reported winds had increased to 70 mph (112 kph) by daybreak, about 15 miles higher than earlier in the morning.A fine rain was falling, with patches of blue sky occasionally showing through. Police set up a check point to block all traffic heading south on N.C. 12 except for residents and reporters. Evacuations remained in place for visitors on the Hatteras and Ocracoke islands. As the winds picked up, waves crashed up to and beyond ocean-front homes on the stretch of the highway between the unincorporated communities of Rodanthe and Avon. The Atlantic Ocean has been washing under waterfront homes and onto side streets since Tuesday at high tide in parts of Avon, said Tony Meekins, 55, a lifelong resident.Mother Nature keeps chopping at it," said Meekins, an engineer on the temporarily halted Hatteras-Ocracoke ferry. "We see storm after storm."Standing near Avon's closed fishing pier, Meekins said anything is possible when it comes to Maria. He said the dune line along much of this part of Hatteras is gone, pounded down by previous storms.Water also began washing on Tuesday across sections of N.C. 12, the only road to and from Hatteras Island. A layer of wet sand remained on the road Wednesday.Chip Stevens owns Black Beard's Lodge, a 38-unit hotel on Ocracoke. He said his main concern is that the highway remains passable, both on Hatteras and Ocracoke islands, because most businesses, tourists and supplies travel down that road and across on a ferry. The weather affecting the Outer Banks, among the most fragile islands in the continental United States, is the latest swipe from this year's devastating hurricane season. The islands were expected to get only a glancing blow as weakening Tropical Storm Maria was forecast to move about 150 miles (240 kilometres ) offshore Wednesday. But officials warned that severe beach erosion was likely there and along the mid-Atlantic coast.Texas, Florida, several small Caribbean islands and Puerto Rico have all seen worse this year. Puerto Rican officials said electrical power may not be fully restored for more than a month after the grid was destroyed by Maria's Category 4 hurricane winds last week. More than 3 million of the island's U.S. citizens still lack adequate food, water and fuel.In North Carolina, officials warned the surge of ocean water and waves from Maria would overwhelm island sand dunes from both sides Wednesday. Bulldozers were already in place to push the sand off Highway 12 when water subsides.Maria is predicted to erode more than half the dunes along North Carolina's 300-mile ( 485-kilometre ) coast. Beaches in Maryland and Virginia could fare even worse, with two-thirds seeing erosion and the ocean washing over the dunes on one-third of them, according to the U.S. Geological Survey. The forecast flooding forced more than 10,000 visitors to leave their beach vacations on the North Carolina barrier islands of Hatteras and Ocracoke. The evacuation orders didn't apply to local residents, who are now resigning themselves to economic losses as well as more flood damage after a double pounding by last year's tropical weather.Sarah Midgett lost her car during Hermine and her home was severely damaged by Matthew's floods. After the dunes got hit by Jose this month, Maria pushed through the weakened natural barrier Tuesday, washing over parts of Hatteras."It's insane how much the beach has eroded," said Midgett, who moved many of her belongings off her floor, just in case.Maria weakened to a tropical storm Tuesday afternoon as the winds finally dipped below hurricane strength for the first time in nine days.As of 8 a.m. Wednesday, Maria was centred about 155 miles (249 kilometres ) east of Cape Hatteras.A tropical storm warning was in effect for the North Carolina coast from Bogue Inlet to the Virginia border, and meteorologists said a storm surge could hit from Ocracoke Inlet to Cape Hatteras.Hurricane Lee, meanwhile, was gradually strengthening far off in the open Atlantic, where it was expected to swing north and east again before tropical storm-force winds reach Bermuda.___Associated Press writer Jack Jones in Columbia, South Carolina, contributed to this report.Ben Finley, The Associated Press.

In storm-ravaged Puerto Rico, drinking water in short supply-[Reuters]-By Dave Graham and Robin Respaut-YAHOONEWS-September 27, 2017

SAN JUAN, Puerto Rico (Reuters) - A week after Hurricane Maria slammed into Puerto Rico, most of its 3.4 million residents are scrambling to find clean water, with experts concerned about a looming public health crisis posed by the island's damaged water system. On Tuesday, hundreds of people crowded around a government water tanker in the northeastern municipality of Canovanas with containers of every size and shape after a wait that for many had lasted days."This is the first tank they have brought here," said Juan Cruz, a local carpenter, who was helping to fill the vessels while a solitary green-jacketed official stood by. "That is why the people are creating such a commotion, so they can survive."The U.S. territory's water woes are tied to the collapse of its power grid; electricity is needed to pump, treat and filter water that shows up in household taps. With the grid incapacitated, diesel-powered generators are needed to clean and move water where it needs to go. But the island does not have nearly enough generators to perform this work, utility officials say, while fuel to run them is scarce.Only about 40 percent to 45 percent of the customers of the Puerto Rico Aqueduct and Sewer Authority (PRASA) had potable water as of Tuesday, company authorities said. Island-wide water service may not resume until electricity is restored across Puerto Rico, which could take months. In the meantime, officials are racing to deliver bottled water and send tanker trunks across the island, where desperation is growing. At the water line in Canovanas, about 20 miles (32 kilometers) southeast of the capital San Juan, people dunked bottles into larger containers still filling with water to make the most of their turn at the tanker. Others quenched their thirst straight away, draining their bottles, then refilling them. One woman carried four empty buckets that held about five gallons each.A few residents said they been without running water since about last Wednesday, when Maria knocked out electricity, phones and commerce around the island. Fallen trees and power lines have blocked roads. Many shops and supermarkets have remained closed, leaving residents with few places to buy water.Water service was spotty in San Juan, the island's biggest city, while in places such as Toa Baja, about 25 miles west, people brought buckets and plastic trash cans to fill up at a water distribution station.Carlos Cotto, a government driver, 43, said he has been taking five-liter containers every day to work from his home in Caguas to replenish them in San Juan, about 20 miles north, to help relatives whose water is now running low."Just to keep the supply stable ... so we have enough to survive on," he said outside a large convention center that has been used to house people needing shelter from the storm.-CONTAMINATION SEEPS IN-The U.S. Federal Emergency Management Agency said it has provided more than 4 million meals and 6 million liters of water to Puerto Rico and the hurricane-hit U.S. Virgin Islands, with an additional 7 million meals and 4 million liters of water en route by barge to the islands."The vast majority of people on Puerto Rico do not have access to safe drinking water systems," said Sven Rodenbeck, chief science officer for the U.S. Centers for Disease Control and Prevention's hurricane response. He said the CDC is advising people in Puerto Rico to use bottled water as much as possible."Whenever a water system, whether it is Puerto Rico or anywhere, loses pressure there is concern that bacterial contamination can be drawn into the drinking water system. That is why when you lose pressure you issue ‘boil water’ notices," he said in a telephone interview.Even before the hurricane, Puerto Rico had a troubled water system.Virtually the entire population of Puerto Rico drew tap water in 2015 that violated federal rules set under the Safe Drinking Water Act, the Natural Resources Defense Council (NRDC) said in a study released earlier this year."Puerto Rico stood out for having the worst record of any territory or state in the U.S. in terms of drinking water contamination problems," said Erik Olson, director of the Health Program at the Washington, D.C.-based NRDC.The situation has only become worse with Maria, which has crippled sewage treatment plants and made the island's already leaky pipes even more prone to contamination. With nothing coming out of the taps, people have turned to wells and springs, which presents another public health risk, Olson said."That is shallow ground water that is incredibly susceptible to contamination from sewage and other sources," he said.-CLOSE TO DEFAULT-The water utility PRASA has also faced severe financial and regulatory problems.Last year, it entered into an agreement to plead guilty to an indictment charging 15 felony counts of violating the federal Clean Water Act through the illegal discharge of pollutants from nine sanitary wastewater treatment plants and five drinking water treatment plants, U.S. authorities said in December.PRASA last March said it had suspended ongoing projects and is considering other alternatives to pay off its contractors.A few days after the storm, ratings agency Fitch said storm-related expenditures could compromise PRASA's already-strained liquidity, driving it closer to default-"With the systems that you have in Puerto Rico, you can make a lot of people sick very quickly," the NRDC's Olson said. But with no water in the taps and bottled water hard to come by, many Puerto Ricans don't have the luxury of worrying about germs or illness. In a neighborhood near San Juan, rainwater that Angel Negroni and his wife collect in buckets for use in their garden has become the couple's main source of water for drinking and cooking.Negroni, 72, said he figures they will not have water service or electricity restored for weeks. Until then, he said he plans to cook with a small gas burner set up under a covered porch.“I can make coffee,” Negroni said. “But pretty soon, I’ll need more bottled water.”(Reporting by Dave Graham and Robin Respaut in San Juan, Puerto Rico and Jon Herskovitz in Austin, Texas; Additional reporting by Herbert Villarraga in Canovanas, Puerto Rico and Stephanie Kelly in New York)

Mexicans displaced by quake: 'This is like a horror story'-[The Canadian Press]-YAHOONEWS-September 27, 2017

MEXICO CITY — Inside the Francisco Kino Elementary School a miniature city has emerged at the site of a shelter for people who lost their homes in last week's deadly earthquake. On the school's open-air courtyard, doctors test blood pressure and glucose levels at a makeshift triage centre set up on a plastic table. Nearby, children get haircuts while stressed-out parents receive massages. But frustration is growing inside the gym, where families camp out on mattresses alongside piles of new, donated belongings. Days without easy access to a shower and the loss of simple liberties like deciding when to turn out a light to go to asleep have become aggravating. They want to know: How long will they be stuck here? "This is like a horror story," said Ana Maria Castaneda, 49, who is living at the shelter with five relatives.More than 12,000 people whose homes were destroyed or damaged by the magnitude 7.1 quake have spent at least one night in a shelter since the quake, the Mexican government says.Officials pledged Tuesday to give families chased from their homes a monthly payment of 3,000 pesos — the equivalent of about $170 — to find a new place to live for a total of three months. But an average one-bedroom apartment outside Mexico City's centre can easily run twice as much."We will directly support families with resources and materials to repair damages or build a new home," President Enrique Pena Nieto said in a televised address Tuesday night.Government employees fanned out Tuesday urging the 25 families living at the Francisco Kino school to visit a nearby park where officials have set up areas for victims to sign up for benefits, but the suggestion was met with skepticism and resistance. If they went to the plaza, some people worried, they might lose their coveted spots at the shelter. Some 500 families were forced from nearby apartment buildings after one collapsed and the school had space only for two dozen."Sorry to interrupt you," one elderly woman sitting on a donated mattress said at a meeting with a visiting representative from Mexico City's Women's Institute. "They tell us if we leave here, we'll lose our shelter. But if we don't go there, we might miss out on government benefits.""After the fright of the quake, why are they scaring us with these threats?" she asked. The residents were urged to go one-by-one to sign up for government assistance, leaving family members to watch over their belongings.According to Mexico City Mayor Miguel Angel Mancera, inspectors have examined damage at 10,903 properties so far and 83 per cent of the structures are safe to live in. That means about 1,800 have been marked uninhabitable. In all, some 43 shelters across the capital have tended to 24,000 people since the Sept. 19 quake, though many came just for a plate of food before finding a place to stay with friends or family. It's unclear how long the shelters will be operating. Volunteers and government employees stationed at the Francisco Kino school — a shelter run largely by neighbourhood residents — said it would stay open for the foreseeable future."As long as is necessary," said Elizabeth Garcia, a government worker inspecting the site Tuesday. The mountain-like piles of donated water bottles and medical supplies along with the growing level of organized services give the impression of a population that is starting to settle in. Rows of toothbrushes and toothpaste rest on sinks outside a children's bathroom. A room that once held school materials has been fashioned into a space for medical donations. A cardboard box holds mounds of antibiotics. On a desk are Styrofoam cups holding injectable medicines like anti-inflammatories that are labeled with a black marker.Dr. Misael Dominguez, an attending physician, said doctors have "practically everything we require.""We have seen a lot of high blood pressure and sugar levels from the stress," he added. At that moment, a doctor was poking one of Roberto Ramirez's fingers with a needle to draw blood and test his glucose levels. Ramirez, a 33-year-old musician and computer programmer, is a diabetic and lives in an apartment that has been deemed too dangerous to inhabit. He was away from home when the quake struck and wasn't able to retrieve his glucose testing kit.He said he has been trying to take better care of his health since the quake, saying, "I value things more."The result came back high: 259.To the left of the entrance are signs offering psychological services. Many of those sheltering at the school have arrived with the quake's trauma still weighing heavily on their minds.Florencia Cortes, 37, was pulled from the rubble of her apartment building along with her 20-month-old son, Jonatan. In order to get her son out, she had to swing him toward the building's plumber, who happened to be outside. He caught hold of the boy by his foot.Jonatan used to follow his mother around everywhere. Now she says he stick by his father, who wasn't home during the quake."He's not the same," Cortes said. "Maybe he thinks I threw him and don't love him."Many of the shelter residents harbour a deep mistrust of their government to set things right. While government workers occasionally come in, for the most part officials have been absent, they say. Some are vowing to stay until they're given a new place to call home."The government has the last word and no one knows anything about the government here," said Angelina Usuna, 81.Night can bring the hardest hours. A lucky few have donated mattresses, but most are sleeping on uncomfortable foam mats. They get a few hours of sleep at best. Wary of sharing a collective space, no one feels entitled to tell someone else to be quiet or turn out a light. In fact, it's impossible to make the gym completely dark. As part of the shelter's safety protocol, one light must be kept on in case another tremor strikes.Christine Armario And Natacha Pisarenko, The Associated Press.

Belching Vanuatu volcano may blow, forces 7,000 to flee-[The Canadian Press]-YAHOONEWS-September 27, 2017

WELLINGTON, New Zealand — A rumbling, belching volcano that's threatening to blow has forced more than 7,000 people to flee their homes and authorities to declare an emergency on an island in the Pacific nation of Vanuatu. The Manaro volcano on Ambae island has long been active, but a recent increase in activity has raised fears of a major eruption. About 10,000 people live on the island, and villagers close to the volcano have been moved to schools and community halls on the island's less vulnerable eastern and western regions.Vanuatu National Disaster Management Office Director Shadrack Welegtabit said Wednesday a ship had arrived earlier in in the day carrying food, water and other essential supplies. He said a second ship was due to arrive Friday.Vanuatu is home to about 280,000 people. The Associated Press.

Indonesia ready to divert tourists as Bali volcano rumbles-Agence France-Presse-YAHOONEWS-September 27, 2017

Karangasem (Indonesia) (AFP) - Indonesian authorities are on standby to divert flights destined for the holiday island of Bali as increasingly frequent tremors from a rumbling volcano stoke fears an eruption could be imminent.Mount Agung, 75 kilometres (47 miles) from the tourist hub of Kuta, has been shaking since August, threatening to erupt for the first time in more than 50 years and causing more than 96,000 people to flee their homes."The number of evacuees is expected to continue to rise," Sutopo Purwo Nugroho, spokesman for the national disaster mitigation agency, said in a statement.Bali attracts millions of foreign visitors every year to its palm-fringed beaches and an eruption would be a blow to its tourism-dependent economy. The airport in Bali's capital Denpasar has not been affected, but several countries including Australia and Singapore have issued advisories warning travellers to exercise caution. In case of an eruption, Indonesia plans to divert flights headed for Bali to ten other airports, including on nearby Lombok and the capital Jakarta."The planes will be diverted to their nearest location or where they originally took off from," said transport minister Budi Karya Sumadi.Airlines are watching the situation closely and 100 buses have been prepared to evacuate tourists.Virgin Australia said it would be making an extra fuel stop in Darwin for some of its flights between Australia and Bali in case it is forced to turn back.Singapore Airlines said customers travelling between September 23 and October 2 could rebook flights or ask for a refund.- Eruption jitters -Officials announced the highest possible alert level on Friday due to the increasing volcanic activity, and told people to stay at least nine kilometres away from the crater. They are still stressing the island is generally safe, but there are signs the volcano is starting to give tourists the jitters.I Komang Nik Suantara, owner of the Amed Beach Resort on Bali's east coast, said business had collapsed since the alert level was raised."Amed is safe from the lava but still the economy is very down, no customer, everyone cancelled," he said.German tourist Christoph Lange, who is staying in Amed, said that despite frequent tremors he felt "pretty safe"."We've got like 20, 30, 40 shakes where you could feel the earth shaking," Lange, 30, told AFP."While we were diving we had quite a few. Under water you can hear it, it's pretty loud actually."Rahmat, who sells clothes from a stall in Kuta, said his income had halved in the past week because there were fewer tourists. The Indonesian Center for Volcanology and Geological Hazard Mitigation said tremors were increasing and it had recorded 480 between 12am and 12pm on Wednesday. A thin column of smoke can be seen rising from the mountain's summit."So far the activity of Mount Agung remains high, the alert level is on level 4 -- the highest," said Kasbani, head volcanologist at the centre who like many Indonesians has one name.Indonesia lies on the Pacific "Ring of Fire" where tectonic plates collide, causing frequent seismic and volcanic activity.Mount Agung last erupted in 1963, killing nearly 1,600 people.

Baghdad piles pressure on Iraqi Kurds to reverse overwhelming independence vote-[Reuters]-By Ahmed Rasheed and Raya Jalabi-YAHOONEWS-September 27, 2017

BAGHDAD/ERBIL, Iraq (Reuters) - Baghdad piled pressure on Iraq's Kurds on Wednesday, demanding they cancel their overwhelming vote for independence while parliament urged the Iraqi central government to send troops to take control of vital oil fields held by Kurdish forces.Stepping up efforts to isolate autonomous Kurdish-held northern Iraq, which backed secession in a referendum on Monday that angered neighboring countries, Baghdad demanded that foreign governments close their diplomatic missions in the Kurdish capital, Erbil.Final results released on Wednesday showed nearly 93 percent in favor of independence, and 7.3 percent against. More than 3.3 million people, or 72 percent of eligible voters, took part in Monday's ballot, according to the electoral commission. The referendum has fueled fears of a new regional conflict. A delegation from Iraq's armed forces headed to neighboring Iran to coordinate military efforts, apparently as part of retaliatory measures taken by the government in Baghdad following the vote.Iran and Turkey also oppose any move toward Kurdish secession and their armies have started joint exercises near their borders with Iraqi Kurdistan in recent days. Iraq and Turkey have also held joint military drills.-TURKISH FEARS-Home to the region's largest Kurdish population, Turkey has been battling a three-decade insurgency in its largely Kurdish southeast and fears the referendum will inflame separatist tension at home.Turkish President Tayyip Erdogan and Russian President Vladimir Putin, who have stressed the need for Iraq's borders to remain unchanged, will meet in Ankara on Thursday.Russia's interest in the region is growing. Oil major Rosneft is increasing investment in Kurdistan and the Kurds have been developing strong ties with Moscow. The Russian Foreign Ministry warned Iraq and the Kurds against taking any steps that might destabilize the Middle East after the referendum,The Kurds consider Monday's referendum to be an historic step in a generations-old quest for a state of their own.Iraq considers the vote unconstitutional, especially as it was held not only within the Kurdish region itself but also on disputed territory held by Kurds elsewhere in northern Iraq. The United States, major European countries and neighbors Turkey and Iran strongly opposed the referendum, which they described as destabilizing at a time when all sides are still fighting against Islamic State militants.Iraqi Kurdish leader Masoud Barzani announced on Tuesday evening that the "yes" vote had won.The outcome has caused anger in Baghdad, where parliament, in a session boycotted by Kurdish lawmakers, asked Prime Minister Haider al-Abadi to send troops to the Kurdish-held region of Kirkuk to take control of its oilfields.Kurdish Peshmerga forces took Kirkuk, a multi-ethnic region, in 2014 when the Iraqi army fled in the face of Islamic State militants who overran about a third of Iraq. The Kurds prevented Kirkuk's huge oil resources from falling into the militants' hands."The government has to bring back the oilfields of Kirkuk under the control of the oil ministry," the resolution backed by parliament in Baghdad said. The area, long claimed by the Kurds, is also home to Turkmen and Arab communities, who opposed the independence vote, although the Kurdistan Regional Government (KRG) included the area in the referendum.-MANDATE FOR NEGOTIATIONS-Barzani, who is KRG president, has said the vote is not binding, but meant to provide a mandate for negotiations with Baghdad and neighboring countries over the peaceful secession of the region from Iraq.Baghdad has rejected talks.Abadi, a moderate from Iraq's Shi'ite Arab majority, is under pressure to take punitive measures against the Kurds. Hardline Iranian-backed Shi'ite groups have already threatened to march on Kirkuk. The Kurds were left without a state of their own when the Ottoman empire crumbled a century ago. Around 30 million are scattered in northern Iraq, southeastern Turkey and parts of Syria and Iran. The autonomous region they control in Iraq is the closest the Kurds have come in modern times to a state. It has flourished, largely remaining at peace while the rest of Iraq has been in a continuous state of civil war for 14 years.Since the fall of Saddam Hussein, they have had to carefully balance their ambitions for full independence with the threat of a backlash from their neighbors and the reluctance of Washington to redraw borders. In the past four years they achieved a measure of economic independence by opening a route to sell oil through pipelines to a port in Turkey. But that still leaves them at the mercy of Ankara, which draws a firm line at formal independence. The Kurds say the referendum acknowledges their contribution in confronting Islamic State after it overwhelmed the Iraqi army in 2014.Iraq's Kurds have been close allies of the United States since Washington offered them protection from Saddam in 1991. But the United States has long encouraged the Kurds to avoid unilateral steps so as not to jeopardize the stability of Iraq or antagonize Turkey. The U.S. State Department said it was "deeply disappointed" by the decision to conduct the referendum, while the European Union regretted that the Kurds had failed to heed its call not to hold the vote.(Writing by Giles Elgood, editing by Peter Millership)

Myanmar says 163 killed in Rohingya attacks in past year-[The Canadian Press]-YAHOONEWS-September 27, 2017

YANGON, Myanmar — At least 163 people have been killed and 91 others have gone missing over the past year in attacks carried out by Rohingya Muslim militants in Myanmar's restive Rakhine state, Myanmar government officials said. The comments Tuesday came after the bodies of at least 45 Hindus were discovered in three mass graves earlier in the week. The government blames Muslim insurgents for the killings. The government's Information Committee released a statement on its Facebook page saying that from October 2016 to August 2017, at least 79 people were killed in the attacks and 37 have gone missing, including local officials, public servants and security forces. Another 84 were killed and 54 have gone missing since Aug. 25, when the Arakan Rohingya Salvation Army, or ARSA, launched attacks on at least 30 police outposts. The government had previously said that nearly 400 alleged insurgents had been killed since Aug. 25.On Monday, Myanmar officials said they had discovered at least 45 slain Hindus in three mass graves in conflict-torn northern Rakhine state. Twenty-eight were uncovered from two mass graves on Sunday and 17 were discovered in a different mass grave in the same area on Monday.Local authorities said the 45 bodies were among about 100 Hindus missing since ARSA carried out the simultaneous attacks on the police outposts."We are still searching for more mass graves in that same area," said Maj. Zayar Nyein of Border Guard Police Headquarters in Maungdaw. "I don't know exactly why these terrorists killed that many people. The Hindu village was very much up north and communication was not that good, and that's why security forces were not able to reach out to the area sooner."There was no immediate way to independently verify the government's assertions.A government crackdown that followed the attacks left more than 200 Rohingya Muslim villages burned and sent at least 420,000 Rohingya fleeing into Bangladesh.Hindu families who crossed from Myanmar to Bangladesh to flee the violence said their family members and relatives were among those who were killed and buried in the shallow mass graves that were discovered this week. Hindu women who are now in refugee camps in Bangladesh told The Associated Press that the attackers killed their family members and relatives and later brought them to Bangladesh."Most of our neighbours are Muslims," said Bina Sharma, a Hindu villager who survived the violence. "Masked men threatened us and asked us to give them cash and gold. Later they killed 10 of my family members. They brought us to Bangladesh and confined us in a camp. They wanted to torture and kill us, but we told them we would convert to Islam and abide by the rules, but later with the police help we were taken to a refugee camp."Meanwhile, a Japanese doctor who just returned from the Rohingya refugee camps in Bangladesh said the situation there was "extraordinary."Masamichi Yokoe, who was a part of the Japanese Red Cross Society advanced relief team, said the rapid speed of the refugees arriving at the camps is "abnormal" and making it difficult for aid workers to assess whether sufficient aid is coming in.Yokoe said in addition to suffering from malnutrition and poor sanitation, many of the refugees appeared to be traumatized by the violence they encountered as they fled Myanmar.___Associated Press journalists Dar Yasin in Kutupalong, Bangladesh, and Kaori Hitomi in Tokyo contributed to this report.Esther Htusan, The Associated Press.

Nepal names 3-year-old as new 'living goddess'-Agence France-Presse-YAHOONEWS-September 27, 2017

Kathmandu (AFP) - A three-year-old girl has been named the new Kumari of Nepal's capital Kathmandu after her predecessor retired when she reached puberty, continuing an ancient tradition that sees young girls worshipped as "living goddesses".Trishna Shakya will be anointed as the new Kumari in a ceremony on Thursday, when she will be taken from her family home to live in a palace in Kathmandu's ancient Durbar Square where she will be cared for by specially appointed caretakers. She was selected from among four candidates, Uddhav Man Karmacharya, a Hindu priest who attends to the Kumari, told AFP on Tuesday."She will take her place on the Kumari's throne after we perform prayers and tantric rituals," Karmacharya said.Once she is anointed a living goddess, Shakya -- who, like her predecessors, belongs to the Newar community indigenous to the Kathmandu valley -- will only be allowed to leave her new home 13 times a year on special feast days. She will be paraded through Kathmandu in ceremonial dress and elaborate makeup to be worshipped. When outside, the Kumari -- who is considered an embodiment of the Hindu goddess Taleju -- is carried because her feet are not allowed to touch the ground.Selection criteria for aspiring Kumaris is strict and includes a number of specific physical attributes such as an unblemished body, a chest like a lion and thighs like a deer.Even if a girl fulfils all the physical requirements, she must then prove her bravery by not crying at the sight of a sacrificed buffalo. The Newar tradition blends elements of Hinduism and Buddhism, with the most important Kumaris representing each of the three former royal kingdoms of the Kathmandu Valley: Kathmandu, Patan and Bhaktapur. The practice was historically closely linked to the royal family, but has continued despite the end of Nepal's Hindu monarchy in 2008.The tradition has drawn criticism from child rights activists who say the Kumaris are denied a childhood and their isolation from society hinders their education and development. In 2008, Nepal's Supreme Court ruled the living goddesses should be educated and they are now taught inside the palace where they live and are allowed to sit their exams there. Many former Kumaris have spoken about the struggles they face reintegrating into society after they are dethroned. The outgoing Kumari, Matine Shakya, was anointed in 2008 at the age of three. But the number of girls being put forward by their families to be selected as a Kumari has dwindled in recent years.
