The Justice Ministry is preparing a draft amendment to Israel’s Basic law that would allow the prime minister to declare war, or order a military operation that could lead to war, with the approval only of the 10-member security cabinet.The legislation is being advanced by Prime Minster Benjamin Netanyahu, according to a Channel 2 report Sunday.The bill would have the full cabinet authorize the security cabinet to make decisions about going to war or taking steps that could lead to war. And it would allow decisions to be made even if not all members of the security cabinet were available at the time.The full cabinet would not need to be briefed on the decisions or the reasons for the decisions, according to the draft.According to the report, the Justice Ministry believes the smaller decision-making body would limit the possibility of leaks.Additionally, it would give greater authority to the security cabinet so that its members would take more responsibility for their decisions. This was a recommendation of the Amidror Report into the functioning of the security cabinet, reportedly added at the request of Netanyahu.Last year, Netanyahu tasked a committee headed by former chief of the National Security Council, Major General (res.) Yaakov Amidror, with coming up with recommendations on ways to overhaul of the high-level security cabinet and improve intelligence-sharing among senior ministers. The move came amid heavy pressure by Jewish Home head Naftali Bennett who argued that the functioning of the security cabinet was deficient, and that these deficiencies were highlighted by the 2014 summer war with the Gaza Strip.A State Comptroller report published this year found considerable fault in the way the security cabinet was managed during the 2014 conflict, known in Israel as Operation Protective Edge.Channel 2 speculated that the background to the proposed legislation is an incident that took place seven years ago. Netanyahu and then-defense minister Ehud Barak approached the then-IDF chief of staff Gabi Ashkenazi and the then-head of the Shin Bet security service Meir Dagan to prepare the defense establishment to take a certain military position. There’s no reason to envy Jared Kushner, Jason Greenblatt and Dina Powell, US President Donald Trump’s point-people on Middle East peace who will soon be arriving in Israel and the Palestinian Authority to “restart the peace process.”The trio will land at a time when the positions of all three relevant leaders — President Trump, Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas — are at unprecedented lows. Indeed, it’s hard to think of a worse time for a US delegation to attempt anything so delicate as “restarting the peace process.”Trump’s aides are drowning in FBI investigations into the campaign’s alleged ties with Russia, and the White House is struggling to offer a consistent policy on nuclear war with North Korea, let alone a coherent voice on racial violence within America’s borders.Netanyahu faces a legal sword hanging precariously over his political future. With almost daily updates on the prime minister’s legal troubles, and those of some of his closest associates, it is difficult to see him as a negotiating partner who could deliver an agreement.If Netanyahu tries to move even a millimeter from the commitments of most of his coalition — no settlement freeze, or any other concessions, for that matter — he will pay for it dearly. Thirty people were hospitalized and the rest were released.The report said the gas leaked from reservoirs in an abandoned warehouse of the local water supply company.Dezful, population 250,000, is located in oil-rich Khuzestan province.

The Justice Ministry is preparing a draft amendment to Israel’s Basic law that would allow the prime minister to declare war, or order a military operation that could lead to war, with the approval only of the 10-member security cabinet.The legislation is being advanced by Prime Minster Benjamin Netanyahu, according to a Channel 2 report Sunday.The bill would have the full cabinet authorize the security cabinet to make decisions about going to war or taking steps that could lead to war. And it would allow decisions to be made even if not all members of the security cabinet were available at the time.The full cabinet would not need to be briefed on the decisions or the reasons for the decisions, according to the draft.According to the report, the Justice Ministry believes the smaller decision-making body would limit the possibility of leaks.Additionally, it would give greater authority to the security cabinet so that its members would take more responsibility for their decisions. This was a recommendation of the Amidror Report into the functioning of the security cabinet, reportedly added at the request of Netanyahu.Last year, Netanyahu tasked a committee headed by former chief of the National Security Council, Major General (res.) Yaakov Amidror, with coming up with recommendations on ways to overhaul of the high-level security cabinet and improve intelligence-sharing among senior ministers. The move came amid heavy pressure by Jewish Home head Naftali Bennett who argued that the functioning of the security cabinet was deficient, and that these deficiencies were highlighted by the 2014 summer war with the Gaza Strip.A State Comptroller report published this year found considerable fault in the way the security cabinet was managed during the 2014 conflict, known in Israel as Operation Protective Edge.Channel 2 speculated that the background to the proposed legislation is an incident that took place seven years ago. Netanyahu and then-defense minister Ehud Barak approached the then-IDF chief of staff Gabi Ashkenazi and the then-head of the Shin Bet security service Meir Dagan to prepare the defense establishment to take a certain military position. Ashkenazi and Dagan refused to do so, saying such a move was illegal without the approval of the full cabinet as it could lead to war.After Ashkenazi and Dagan refused to cooperate, Netanyahu and Barak decided not to go ahead with the operation rather than risk presenting it to the cabinet.There is speculation that the incident was related to Iran’s nuclear ambitions.The amendment is expected to come before the Knesset in the coming session after the current summer recess.

There’s no reason to envy Jared Kushner, Jason Greenblatt and Dina Powell, US President Donald Trump’s point-people on Middle East peace who will soon be arriving in Israel and the Palestinian Authority to “restart the peace process.”The trio will land at a time when the positions of all three relevant leaders — President Trump, Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas — are at unprecedented lows. Indeed, it’s hard to think of a worse time for a US delegation to attempt anything so delicate as “restarting the peace process.”Trump’s aides are drowning in FBI investigations into the campaign’s alleged ties with Russia, and the White House is struggling to offer a consistent policy on nuclear war with North Korea, let alone a coherent voice on racial violence within America’s borders.Netanyahu faces a legal sword hanging precariously over his political future. With almost daily updates on the prime minister’s legal troubles, and those of some of his closest associates, it is difficult to see him as a negotiating partner who could deliver an agreement.If Netanyahu tries to move even a millimeter from the commitments of most of his coalition — no settlement freeze, or any other concessions, for that matter — he will pay for it dearly. All those now urging him to remain in office even if he is indicted will quickly begin demanding his dismissal if he demonstrates the slightest flexibility toward the Palestinians.As for Abbas, in the wake of the storm surrounding the Temple Mount and the short-lived metal detectors posted there by Israel, the Palestinian leader and his aides have been shouting to anyone who will listen that they have frozen security coordination with Israel, and that Netanyahu is not a peace partner because of his legal troubles, is not interested in a peace agreement, is “doing everything the Israeli right tells him.”One Palestinian source recently told The Times of Israel that from the point of view of the PA, “we might as well have [Jewish Home leader Naftali] Bennett. Netanyahu is scared of Bennett and doesn’t dare to do anything. So maybe Bennett is preferable, since he’ll be less scared,” the source said.But Netanyahu’s political position notwithstanding, Abbas’s own standing among Palestinians continues to erode. One key example of this was his decision to further restrict freedom of expression on social media networks. An order issued last week states that anything written against Abbas or his Fatah movement can be interpreted as “an attack on national unity,” and can consequently lead to the arrest of the poster.PA security forces have recently detained five journalists identified as Hamas supporters.But despite Abbas’s restrictions, the criticism against him has only grown, in part over the PA’s war against Hamas and its regime in the Gaza Strip. The PA’s restrictions on funding for Gaza’s electricity, water, medical treatments, medicines, and more are growing more strict — and driving Hamas, Egypt, and exiled Abbas rival Mohammad Dahlan into a rapprochement.Representatives of the Palestinian organizations in Gaza, including Fatah members who support Dahlan as well as senior Hamas figures, recently met in Egypt in an attempt to reach agreements on a “rescue Gaza” operation that included new Egyptian supplies of fuel and other necessities for the Strip. These moves, of course, further weaken Abbas.When Abbas first became PA prime minister in 2003, then-Israeli premier Ariel Sharon described him as a “chick without feathers.” That description could now be extended beyond Ramallah. Three ragged birds, dogged by political and legal troubles that severely limit their maneuvering room, are unlikely to find the will or political capability to advance any sort of peace agreement.And yet, despite all that, it must be said: The very fact that each leader finds himself in such a difficult situation could give a rejuvenated peace process some appeal — a kind of long-shot escape hatch from their current troubles that has the benefit of reshuffling each leader’s political deck. For Trump, political negotiations between Israel and the Palestinians could divert attention from international crises and stalled domestic policies. For Netanyahu and Abbas, a political breakthrough could become the “payoff” that validates their past policies and, in the long term, stabilizes their rule.

BEIRUT, Lebanon — The Syrian government has increased the size of the territory under its control by two and a half times in just two months, Russian Defense Minister Sergei Shoigu said Sunday, as Syrian forces backed by regional allies and the Russian air force seized thousands of square kilometers from the Islamic State group in the center of the country.Syrian government forces supported by Iranian-organized militias and the Russian air force have recaptured much of the country’s central Homs province from the Islamic State group in 2017. Most of the province is desert. It contains several energy fields as well as phosphate minerals.They are driving toward the city of Deir el-Zour, kept under siege by IS militants since 2015.Shoigu, in an interview on Russian state-owned Rossiya 24 TV, said recapturing Deir el-Zour “will say a lot, if not everything, about the end of the battle with” the Islamic State group.The Britain-based Syrian Observatory for Human Rights monitoring group reported on Sunday that government forces killed at least 25 IS militants in a commando operation in the desert region. TEHRAN, Iran — Iranian state TV is reporting that more than 300 people suffered respiratory and other problems after a chlorine gas leakage in the country’s south.The Sunday report says the victims have been taken to local hospitals in the city of Dezful, some 500 miles (805 kilometers) southwest of the capital Tehran. Thirty people were hospitalized and the rest were released.The report said the gas leaked from reservoirs in an abandoned warehouse of the local water supply company.Dezful, population 250,000, is located in oil-rich Khuzestan province.

A senior Iranian official said on Saturday night that the regime will never allow any foreign government, and especially not the US, to visit its military facilities.Lieutenant Commander of the Islamic Revolution Guards Corps (IRGC) Brigadier General Hossein Salami said in a television interview that under no circumstances would Iran allow any such inspections, Iran’s Fars news reported Sunday.“The great Iranian nation, the US and the world should know that if there is only one demand in the whole world which will be rejected and if there is only one wish that will be taken to the grave, it is the Americans’ demand to visit our military centers,” Salami said.He stressed that only Iranians would ever be permitted to inspect the sites.“The Americans should not allow themselves at all to speak about Iran and if they want to visit a base they should go to the the military sites in the US,” he said.In comments Sunday, Salami also boasted that “the rate of our missile production is so high that we are faced with the problem of space” to keep them in, state television reported.The comments came in light of US President Donald Trump’s repeated threats to renegotiate or abandon the nuclear deal struck by world powers under his predecessor.Iran was also slapped with a sanctions bill targeting its missile program and alleged human rights violations, which Trump signed into law last week.Tehran protested that the new sanctions violated the nuclear accord. President Hassan Rouhani warned Sunday that “if the US intends to stand against the deal, the entire world will stand before the US.”
