In US, Palestinians say they want negotiated two-state solution-Visiting Palestinian delegation holds talks with Kerry, but no meetings yet set with Trump team-By Eric Cortellessa December 14, 2016, 5:50 pm-THE TIMES OF ISRAEL
WASHINGTON — A high-level Palestinian delegation to Washington has told State Department officials that they remain committed to “a negotiated two-state outcome,” even as they may move to push a resolution through the United Nations Security Council in the coming weeks that could make peace talks less likely.Top Palestinian negotiator Saeb Erekat and Majed Faraj, director of the Palestinian Authority’s General Intelligence Service, held a meeting Tuesday with Secretary of State John Kerry during which they focused on the peace process and growing threat of regional instability caused by the Islamic State terrorist organization. In that meeting, the Palestinians reaffirmed their “longstanding commitment to nonviolence and reiterated their commitment to a negotiated two-state outcome,” according to a joint statement.A two-state solution is “the only way to achieve an enduring peace that meets Israeli and Palestinian security needs and Palestinian aspirations for statehood and sovereignty, end the occupation that began in 1967, and resolve all permanent status issues,” the statement said. The Palestinians also met with Assistant Secretary of State for Near Eastern Affairs Stuart Jones and National Security Adviser Susan Rice. The meetings come as the Palestinians plan to initiate a resolution at the UN Security Council criticizing the construction of West Bank settlements, for which they hope the US will not use its veto power as it has in the past. They are expected to try to push for the measure before President Barack Obama leaves office on January 20, 2017.The statement did not mention the possibility of a UN resolution. However, when asked on the matter during a press briefing, State Department spokesman John Kirby said that as regards any potential UN action relating to the Israeli-Palestinian conflict, “nothing’s changed about our view on that.”Longstanding US policy has been for years that any resolution to the conflict should come from direct negotiations between the parties and not be imposed from the outside.Israel also opposes any resolution which would impose a solution, saying it prefers to negotiate toward a final settlement. The passage of a Security Council resolution could push the prospects of direct negotiations further out, some analysts say.The Palestinians also said they wanted to meet with members of President-elect Donald Trump’s transition team while they are in the United States, but there has been no public confirmation yet that any such meetings have been set.Earlier this week it was reported that Trump was already planning to move the US Embassy from Tel Aviv to Jerusalem, including undertaking advance work on the project, hours after Trump’s campaign manager Kellyanne Conway told a radio host it was “a very big priority for him.”The Palestinians have long opposed moving the embassy, and US policy has been since 1967 that the future status of Jerusalem should be left to final negotiations, as both Israelis and Palestinians claim it as their capital city.
Abbas said to lift immunity of political rivals-Dahlan and PA lawmakers associated with him to face charges of embezzlement, weapons smuggling and defamation, sources say-By Dov Lieber and AFP December 12, 2016, 8:59 pm-THE TIMES OF ISRAEL
Palestinian Authority President Mahmoud Abbas on Monday lifted the parliamentary immunity of five PA lawmakers, as he readied to level charges against them, sources in Abbas’s office and the Palestinian parliament said. The five MPs include Mohammad Dahlan, the former Gaza strongman who was ousted from Fatah by Abbas in 2010, and four other lawmakers: Shami Shami, Najat Abu Bakr, Nasser Juma and Jamal Tirawi. They will face charges of embezzlement, weapons smuggling, defamation and insults, according to the sources, who spoke to AFP on condition of anonymity.According to one source, “The whole issue related to existing conflicts” between Abbas and Dahlan.Dahlan, who was one of Fatah’s most prominent leaders, was kicked out of the Gaza Strip in 2011 after a feud with Abbas. He currently lives in the UAE.Arab leaders, especially in the so-called Arab Quartet of Jordan, Egypt, the UAE and Saudi Arabia, have recently pressured Abbas to mend fences within Fatah and make peace with Dahlan. Many analysts believe the outside pressure led Abbas to convene the recent Seventh Fatah Congress — in which the party voted for its leadership — with the aim of sidelining and delegitimizing Dahlan’s circle within Fatah.None of Dahlan’s associates were invited to the five-day congress, which began on November 28.Earlier in November, the Palestinian Constitutional Court, a body set up a few months earlier by Abbas himself, issued a decision confirming the right of the PA president to lift the parliamentary immunity of lawmakers in the Palestinian Legislative Council. The Palestinian Legislative Council, the Palestinian parliament, has not met since 2007, after Hamas took complete control of the Gaza Strip in a violent battle.
Netanyahu in Kazakhstan warns Iran: We’re a tiger, not a rabbit-PM asks his counterpart in Astana to convey message to Tehran not to underestimate Israel; ‘If Iran attacks Israel it will put itself at risk’-By Raphael Ahren December 14, 2016, 6:18 pm-THE TIMES OF ISRAEL
ASTANA, Kazakhstan — Prime Minister Benjamin Netanyahu used a visit to Kazakhstan Wednesday to send a warning to arch-enemy Iran: Don’t underestimate us, we are tigers, not rabbits.During a meeting Wednesday morning in Astana with Kazakh President Nursultan Nazarbayev, the host asked Netanyahu whether he could deliver a message to Iran’s president, Hassan Rouhani, who is set to visit the Central Asian country next week.Netanyahu replied yes, according to a senior official with knowledge of the details of the discussions. “Ask him why Iran continues to threaten us with annihilation. Don’t you understand: we’re not a rabbit. We’re a tiger,” the prime minister told Nazarbayev.Netanyahu also told Nazarbayev that “if Iran attacks Israel it will put itself at risk,” the official said, speaking on conditioning of anonymity.Kazakhstan, a country with a Sunni Muslim majority, has friendly ties with both Israel and Iran. Last year, Nazarbayev congratulated Tehran on the nuclear pact it struck with six world powers, a deal Israel criticized as a historic mistake. In April, Nazarbayev visited Iran for the fifth time since he became president, calling the Iran and Kazakhstan “brotherly nations.”Nazarbayev asked Netanyahu whether he really believes that Tehran intends to wipe Israel off the map. Netanyahu replied that he does indeed think so, adding that he takes Iranian Supreme Leader Ayatollah Khomeini’s constant threats literally. The Kazakh president agreed to convey the message to Rouhani.Speaking to reporters after a long day of meetings with Kazakh officials, businessman and Jewish community leaders, Netanyahu confirmed the message and said that he repeated it in his subsequent meeting with Kazakh Prime Minister Bakytzhan Sagintayev. “I intend to repeat this message many times,” he said. After several months in which Netanyahu has rarely spoken publicly about Iran, he has in recent weeks made a series of comments some observers interpreted as more bellicose. Most recently, he told CBS’s “60 Minutes” that he has five ideas how to work together with US President-elect Donald Trump to roll back the nuclear pact with Iran.“If the Iranians change their attitude toward us, we will change our attitude toward them,” he said Wednesday noting, however, that the regime incessantly repeats its threats directed at Israel.Netanyahu also said that Nazarbayev “responded positively” to his request to support Israel’s candidacy for a non-permanent seat on the United Nations Security Council.Kazakhstan itself will begin a two-year term at the Security Council on January 1, though Netanyahu and Nazarbayev did not discuss possible pro-Palestinian resolutions and the likelihood of Astana opposing them, the prime minister said.Netanyahu also said Israel remains concerned that Washington could back a Palestine-related resolution at the Security Council in the last days of President Barack Obama’s presidency that ends January 20. “With every passing day that possibility becomes less likely, but until then it’s still there,” Netanyahu said.Wednesday’s “historic” visit to Astana marks the first time an Israeli prime minister has visited the country, Netanyahu said. The Jewish state openly cooperating with a Muslim majority state could, and should, serve as a model for Arab Muslim states, he added.“I don’t deny that I have double intentions,” he said, explaining that while he is genuinely interested in boosting bilateral trade and security ties with Kazakhstan, he also wants to show moderate Arab states that it is possible to have strong and overt ties with Israel.Arab countries in the Middle East will not suddenly recognize Israel, “but there plainly is a trend,” the prime minister said. Israel’s extensive clandestine cooperation with these states “will eventually create a critical mass.”Asked when was the last time he spoke with the leader of a country Israel does not have formal relations with, Netanyahu replied: “I do it all the time. By all the time, I don’t mean months ago.”
Iran to build nuclear-powered ships after US ‘breaches’ atomic deal-Rouhani slams Congress for expected renewal of sanctions, says Tehran will complain to international committee overseeing accord-By AFP December 13, 2016, 4:30 pm-THE TIMES OF ISRAEL
TEHRAN — Iran’s President Hassan Rouhani on Tuesday ordered the country’s scientists to start work on nuclear-powered ships in response to the expected renewal of sanctions by the United States. In letters read out on state television, Rouhani criticized the US move as a breach of last year’s nuclear accord and told Iran’s Atomic Energy Organisation to start work on “planning the design and production of nuclear fuel and reactors for maritime transport.”The president said he had also ordered the foreign ministry to prepare a legal complaint to the international committee that oversees the nuclear accord.Under the deal signed in July 2015, world powers agreed to lift international sanctions in exchange for curbs to Iran’s nuclear program. But US lawmakers recently voted to renew 10-year-old sanctions legislation against Iran related not just to nuclear issues, but also ballistic missile-testing and human rights.US President Barack Obama is expected to sign the measure into law in the coming days, saying it makes no difference to last year’s agreement because the White House will continue to suspend all the sanctions linked to Iran’s nuclear program.Iranian lawmakers had raised the prospect of building nuclear-powered ships and submarines back in 2012 at the height of tensions with the international community over the nuclear program.International analysts said the announcement was likely just a bluff, since it would be an extremely costly effort for little strategic gain. Then nuclear chief Fereydoon Abbasi Davani said that Iran had the capacity to design nuclear reactors for ships but no plans to do so.He also said that nuclear-powered ships did not require the sort of highly enriched uranium which could also be used for weapons.-Agreement wording ambiguous-Iran has always insisted that its nuclear program was entirely peaceful, but hoped an end to sanctions would help revive its battered economy.Although it has seen a significant boost in oil sales since the deal came into force in January, its hopes of attracting large-scale foreign investment have been thwarted by continuing US sanctions in other areas. The biggest problem lies with world banks, which are needed to finance the bigger trade deals but remain wary of returning to Iran, fearing they could be fined by Washington. The Iran Sanctions Act passed the US Senate 99-0 earlier this month after easily clearing the House of Representatives in November. The language in the nuclear agreement makes it unclear whether renewing the sanctions — and keeping the nuclear ones suspended — amounts to a violation. At a press conference last week, conservative parliament speaker Ali Larijani said parts of the deal were “rushed.”“Some of the sections of the JCPOA should have been written with more precision to stop differing interpretations,” Larijani said.Rouhani, who is expected to run for a second term in May, has faced a barrage of criticism from conservatives who say his team made too many concessions for minimal economic gain.In a speech last week, he emphasized that his team had not acted alone and that supreme leader Ayatollah Ali Khamenei was closely involved at every stage of the negotiations.“We took no step on the JCPOA issue without consulting the honorable leader,” Rouhani said.

Israel to boycott Swedish FM on her visit to region-Margot Wallstrom’s attempts to meet leaders officially blocked by scheduling conflicts, but sources say her positions have made her an unwelcome guest-By Times of Israel staff December 13, 2016, 4:31 am
Swedish Foreign Minister Margot Wallstrom will arrive in Israel on Thursday for a visit to the Jewish state as well as the Palestinian territories. But she will not meet with any Israeli officials during her stay, with the government effectively boycotting her over her controversial statements on the Israeli-Palestinian conflict.A Foreign Ministry official told Haaretz that while Wallstrom had reached out to try and arrange meetings with Prime Minister Benjamin Netanyahu and other ministers, she had been informed that these would not be possible due to schedule considerations. But the unnamed official added that official Israel was simply uninterested in meeting with Wallstrom due to her government’s positions on the conflict as well as her own past comments.“We’ve reached the conclusion that there’s no one to talk to and nothing to talk about,” he said. The 61-year-old Social Democrat has repeatedly enraged Israel, starting with Sweden’s recognition of a Palestinian state shortly after she became foreign minister in October 2014.In the wake of last November’s terror attacks in Paris, she identified the Israeli-Palestinian conflict as one of the factors explaining why “there are so many people who have become radicalized” — comments Israel called “appallingly impudent.”And in December of last year she called on Israel to halt what she called “extrajudicial executions” in response to attacks by knife-wielding Palestinians, following up with a demand for “thorough” investigations into the killing of Palestinians by the Israeli army.Israel has made clear in the past that she would not be a welcome visitor in the country, and in Netanyahu in January called her critiques outrageous, immoral, wrong and stupid.“People are defending themselves against assailants, wielding knives, who are about to stab them to death. And they shoot the people. And that’s extrajudicial killings? So why is San Bernardino not extrajudicial killings? And the other day in Paris — a knife-wielding terrorist was shot to death. Is that extrajudicial killing? Does the Swedish foreign minister suggest that there be examinations of what happened there, in Paris. Or in the United States? This is definitely wrong. And it singles out Israel in an absurd way… I don’t want to call it by other names. I’ll just say this is an absurdity, and it’s outrageous,” Netanyahu said.Israel’s deputy foreign minister Tzipi Hotovely blasted her comments as “a mix of blindness and political stupidity.”In January 2015 Wallstrom cancelled a planned visit to the region after Israel made it clear she was not welcome. Sweden’s decision to recognize the state of Palestine in October 2014 infuriated Israel and prompted it to recall its ambassador to Stockholm. He returned a month later.AFP contributed to this report.
Iran says Aleppo ‘victory’ shows its regional clout-Shiite regime accuses US of supporting terrorists and sends message to Trump that it is a major force in Middle East-By AFP December 14, 2016, 6:05 pm-THE TIMES OF ISRAEL
TEHRAN — Iranian officials celebrated the impending defeat of rebels in the Syrian city of Aleppo on Wednesday, saying it showed that Tehran had become the leading power in the region.Defense Minister Hossein Dehghan rang his Syrian counterpart Fahd Jassem al-Freij to congratulate him on the “victories of the Syrian army and resistance forces in liberating the city of Aleppo from the hands of takfiri terrorists.”Iran uses the term “takfiri” to refer to Sunni extremist movements such as Al-Qaeda and the Islamic State group, which it says are leading the rebellion in Syria.Tehran says its paramilitary Revolutionary Guards play only an advisory role in the conflict, and that any Iranians on the front lines are volunteers seeking to protect Shiite holy sites. But with just a small pocket of rebel resistance left in Aleppo, officials say the offensive has underlined Iran’s increasing influence.“The coalition between Iran, Russia, Syria and (Tehran-backed Lebanese militant group) Hezbollah led to the liberation of Aleppo and will next liberate Mosul (in Iraq),” said Yahya Safavi, top foreign policy adviser to supreme leader Ayatollah Ali Khamenei.Safavi, a former head of the Revolutionary Guards, said a clear message was being sent to the incoming US president, Donald Trump, who has vowed to take a tougher line with Iran.“The new American president must accept the reality that Iran is the leading power in the region,” the Guards’ Sepahnews website quoted him as saying.Iran accuses the United States and other Western powers of supporting “terrorists” in Syria.Fresh propaganda posters sprung up around Tehran on Wednesday, with one reading: “The fight against the United States has once again paid off. Aleppo is liberated. Oh martyr defenders of the shrines, your path will be followed.”Western governments counter that Syrian President Bashar Assad is responsible for the deaths of hundreds of thousands of his own people in more than five years of war.
Cop stabbed in head with screwdriver, lightly hurt in Jerusalem attack-East Jerusalem child with head wound says he was also struck by the assailant in the capital’s Old City; attacker shot dead-By Judah Ari Gross December 14, 2016, 1:12 pm-THE TIMES OF ISRAEL
A police officer was stabbed in the head and lightly wounded in an attack in the Old City of Jerusalem on Wednesday, police said.Another officer was also very lightly wounded in the attack. A 12-year-old resident of East Jerusalem with a light head wound claimed he was also attacked by the assailant. Police said they were still investigating the claim. The assailant was shot and mortally wounded. The attacker approached a group of officers near the Austrian Hospice in the Muslim Quarter of the Old City. As he got close to them, he pulled out a screwdriver and attacked the officers, stabbing one in the head and the other in the upper body, police said.In response, the officers opened fire, shooting the assailant.According to police, he was a 21-year-old Palestinian man from the Palestinian village of Bayt Surik, northwest of Jerusalem, who entered Israel without a permit. He was taken to Hadassah Hospital Mount Scopus in critical condition. After extensive CPR attempts, doctors pronounced him dead, a hospital spokesperson said.Paramedics started treating the 35-year-old injured officer at the scene before taking him to Jerusalem’s Shaare Zedek Medical Center, according to the Magen David Adom ambulance service. The other injured officer did not require hospitalization. The East Jerusalem child who was lightly wounded also received treatment from MDA medics at the scene and was taken to Hadassah Hospital Mount Scopus for further care, the ambulance service said.On Tuesday, Police said they’d foiled an attempted car-ramming attack at the flashpoint Qalandiya crossing in the West Bank. The incident began when a woman, 31, a resident of East Jerusalem’s Beit Hanina neighborhood, approached the crossing at high speed in her vehicle. Troops opened fire, forcing her to stop. She then emerged from the car, shouting Allahu akbar (God is great).Guards at the checkpoint subdued and arrested her, without injury, police said, adding that she was in possession of a knife.A spate of stabbings, car-rammings and shooting attacks by Palestinian assailants that began a year ago has waned over the last six months, though sporadic incidents have persisted. From October 2015 to October 2016, 36 Israelis, two Americans and an Eritrean national were killed in stabbing, car-ramming and shooting attacks.According to AFP figures, some 238 Palestinians, a Jordanian and a Sudanese migrant were also killed during the violent spurt, most of them in the course of carrying out attacks, Israel says, and many of the others in clashes with troops in the West Bank and at the Gaza border, as well as in Israeli airstrikes in the Strip.
The Jewish community can’t afford today in 2016 -- or 20 years from now, or ever -- to act in an irrational way when it comes to security'-Anti-Jewish violence in US less frequent but more intense, report finds-‘It’s not our imagination that these groups are more active now since the election,’ says author of study, which details attacks between 1969 and today-By Cathryn J. Prince December 14, 2016, 5:45 pm-THE TIMES OF ISRAEL
NEW YORK — White supremacists and Islamic terrorists carried out the majority of violent attacks against American Jews and Jewish institutions, according to a new report chronicling more than 100 major attacks on US soil since 1969, put out by the Jewish security organization, Community Security Service (CSS).“We as Jews need to be vigilant from threats — whether they come from the left or the right or anywhere in between,” said Yehudit Barksy, author of “Terrorist Incidents and Attacks Against Jews and Israelis in the United States, 1969-2016.”Covering attacks including arson, shootings and explosive devices, the report paints a sobering picture. While the number of attacks targeting American Jews and their institutions declined over the past few years, the lethality and intensity of the attacks have increased. Compared to earlier attacks, those of today claim more victims and are more brazen in their execution.Additionally, the report supports FBI hate crime statistics that show Jews are still targeted more than any other religious group in the US. Of the 1,354 anti-religious hate crimes recorded by the FBI for 2015, 51.3%, or 695, targeted Jews.“Each group has its own pattern of behavior, but where it was usually some kind of attack against a Jewish institution done in the dead of night, now you have people walking right into a place, in daylight, and shooting people or trying to blow something up,” Barksy said.According to the report, synagogues remain the most targeted institution; 51% of the attacks listed in the report were against synagogues, 14% against Jewish communal institutions, 13% against Jewish individuals, and 10% against educational institutions. As disquieting as the report is, CSS didn’t issue it to cause panic, but rather to serve as a cautionary tale.“It wasn’t written to say the sky is falling. It’s to show the long-term challenges. What we really wanted to do is make the [Jewish community] aware of what the threat has been and what practical and proactive steps can be taken,” said CSS Executive Director Jason Friedman. The report specifically focuses on white supremacists and radical Islam, as they are the two groups that most often target Jews and Jewish institutions, Barksy said.Though the campaign and election of Donald J. Trump certainly emboldened white supremacist groups and individuals such as David Duke and Richard Spencer, these groups have operated for many years, Barksy said.“It’s not our imagination that these groups are more active now since the election. But part of what is going on is that people in the middle of the country are in severe economic distress and white supremacists will take advantage of that political and economic turmoil,” Barksy said.‘People in the middle of the country are in severe economic distress and white supremacists will take advantage of that’According to the report these groups regard themselves as victims and accuse Jews of a conspiracy to control the world. Blaming Jews for “what they perceive to be the significant ills the white race has suffered,” these groups frequently target institutions over individuals.Attacks carried out by white supremacists ranged from arson, such as the 2003 destruction of the CANDLES Holocaust museum in Terre Haute, Indiana, to the murder of a security officer outside of the US Holocaust Memorial Museum in Washington in 2009. Additionally, there was the plot by Leo Felton and Erica Chase to blow up the Boston Holocaust Museum and the US Holocaust Memorial Museum in Washington in 2001.The report also chronicles radical Islam’s role in domestic hate crimes.Originating in the Middle East, groups such as Hamas, Al-Qaida and ISIS appeal to worldwide supporters of the Palestinian cause and the global jihad movement when looking for new recruits. Moreover, many so-called lone wolf attacks performed in the name of ISIS or Al-Qaeda weren’t really the work of a single operator. Radical groups often inspire and instruct these seemingly solitary figures, according to the report. The report examines how attacks on Jewish institutions often precede large-scale terror attacks. For example, in 2009, Abdulhakim Mujahid Muhammad carried out shooting attacks on two rabbis’ homes prior to his attack on a military recruitment center in Little Rock, Arkansas. It also stresses that it is important for people to recognize that today’s technology allows those promoting anti-Jewish rhetoric to rapidly reach a wide audience through social media, including Twitter and Facebook. The report serves as a reminder that the Jewish community doesn’t exist in a vacuum, and is subject to the social, political, and economic forces that affect all Americans. It’s when these forces are tested that the Jewish community is often adversely impacted. As such, there is no room for complacency, Barksy said.“The Jewish community can’t afford today in 2016 — or 20 years from now, or ever — to act in an irrational way when it comes to security,” Barksy said.“We need to understand what the risks are and make correct decisions about our security. We don’t want people to feel like they’re in a fortress, but we don’t want them to feel like it’s a free-for-all either,” she said.On the local level, synagogues, community centers, schools and other Jewish organizations must invest in community security infrastructure. Higher up, on the federal level, its essential that agencies such as the Department of Homeland Security understand the unique threat American Jews face, Friedland said.“We at CSS advocate that everyone look at themselves as participants in security. I think the report is really about engaging and empowering people and creating a level of awareness among civilians,” he said.
