"It is important the public be aware that these practices are taking place at these Ohio facilities."Stephanie Kight, president and chief executive officer of Planned Parenthood Advocates of Ohio, questioned the report."These new allegations by the attorney general that we are improperly disposing of fetal tissue are flat-out false," Kight said in a statement."Planned Parenthood handles medical tissue like any other quality health care provider," she said. BRUSSELS, Today, 09:29-The European Union is considering a plan to introduce a permanent external border control force that could be deployed if it deems that a member state is in need of help to police its frontiers even without the EU country’s consent, the Financial Times and The Wall Street Journal reported Friday (11 December).The migration crisis has exposed the bloc’s leaky external border control, and the Paris attacks, where two suspects entered the EU posing as refugees, added to the anxieties about external border checks.There have been repeated calls by EU leaders to step up efforts to police external borders as almost a million people looking for refuge enter the bloc, according to figures by the UN’s refugee agency. However, handing over a core sovereign power from member states to the EU, with the commission, the bloc’s executive, deciding to deploy the new border force, might be a tough sell.It will have to be agreed by the EU member states, and in the process the proposal might be watered down.Just last week Greece accepted the EU’s help in foreign border guards patrolling the Aegean islands, but only after much foot- dragging, and following threats that they might be pushed out of the Schengen passport-free zone.The EU Commission is to set out the proposal, pushed by Germany and France next week (15 December), ahead of the meeting of EU leaders in Brussels.Frontex, the EU’s current border control agency based in Warsaw, can only co-ordinate border protection, not enforce it. The proposed beefed-up border force would have its own border guards and equipment, and would not need to rely on member states’ contributions. The new force would be a permanent border and coast guard with a pool of 2,000 staff that could be deployed within days.It would not need an invitation from the member state it is set to be deployed to, ultimately the EU Commission would decide on their mobilisation after consulting member states.The new border guard force would operate in countries that are part of the border-free travel zone, Schengen. Security Council on Ukraine, a session that was delayed for an hour and a half after Russia insisted U.N. Assistant Secretary-General for Human Rights Ivan Simonovic should not brief the 15-nation council.In the end, Simonovic spoke during the meeting, though Russian United Nations Ambassador Vitaly Churkin made clear his displeasure. "It is important the public be aware that these practices are taking place at these Ohio facilities."Stephanie Kight, president and chief executive officer of Planned Parenthood Advocates of Ohio, questioned the report."These new allegations by the attorney general that we are improperly disposing of fetal tissue are flat-out false," Kight said in a statement."Planned Parenthood handles medical tissue like any other quality health care provider," she said. "Our agreements with vendors all require them to follow state law, and dispose of tissue accordingly. If they are not, then I will take swift action."DeWine's spokesman Dan Tierney said that while Planned Parenthood contracts with medical waste companies to handle the fetal remains, the three affiliates have the obligation as surgical facilities to ensure humane disposal.The violation, if proven, is administrative and not criminal. BRUSSELS, Today, 09:29-The European Union is considering a plan to introduce a permanent external border control force that could be deployed if it deems that a member state is in need of help to police its frontiers even without the EU country’s consent, the Financial Times and The Wall Street Journal reported Friday (11 December).The migration crisis has exposed the bloc’s leaky external border control, and the Paris attacks, where two suspects entered the EU posing as refugees, added to the anxieties about external border checks.There have been repeated calls by EU leaders to step up efforts to police external borders as almost a million people looking for refuge enter the bloc, according to figures by the UN’s refugee agency. However, handing over a core sovereign power from member states to the EU, with the commission, the bloc’s executive, deciding to deploy the new border force, might be a tough sell.It will have to be agreed by the EU member states, and in the process the proposal might be watered down.Just last week Greece accepted the EU’s help in foreign border guards patrolling the Aegean islands, but only after much foot- dragging, and following threats that they might be pushed out of the Schengen passport-free zone.The EU Commission is to set out the proposal, pushed by Germany and France next week (15 December), ahead of the meeting of EU leaders in Brussels.Frontex, the EU’s current border control agency based in Warsaw, can only co-ordinate border protection, not enforce it. The proposed beefed-up border force would have its own border guards and equipment, and would not need to rely on member states’ contributions. Dec, 09:26-British prime minister David Cameron and the EU could find a middle ground on EU migration to the UK in order to secure a deal in February ahead of a EU memberhsip referendum in the UK net year.Cameron is said to be ready to compromise and see only some of his concerns on migration and welfare for migrants addressed, while the EU could agree on a promise to introduce an "emergency brake" on migration to the UK.The positions are aligning ahead of next Thursday's EU summit, which is designed to pave the way for a final deal at the next summit in February.According to London daily The Guardian, Cameron is preparing to tell EU leaders that he will accept agreement on most, not all, his demands on migration and welfare.This would mainly concern the demand to cut benefits for four years for EU citizens working in the UK, which is widely opposed by other member states.-Most delicate issue'-As a trade-off, the EU would be ready to grant the UK an "emergency brake", allowing the country to put a cap on EU migration when its social services are overwhelmed."Britain wants to make sure it can defend against the abuse of welfare benefits. We could imagine other ways to do that. It could be an emergency brake," a European diplomatic source was quoted as saying by the AFP.The mechanism would amount to a limitation of free movement in the EU and would require a delicate legal wording to be in line with EU law.But in an interview to the Spectator weekly, Cameron warned that migration would be a key issue in the upcoming EU referendum he will organise in June or September next year."I think with both the eurozone crisis and the migration crisis, the short term impact is for people to think: ‘Oh Christ, push Europe away from me. (Reuters) - The U.S. Missile Defense Agency said it successfully completed the first intercept test for Lockheed Martin Corp's land-based Aegis missile-defense system, which is due to be deployed in Romania. The primary objective of the test, which used Raytheon Co's Standard Missile-3 Block IB missile, was to assess the effectiveness of the Aegis Ashore capability, the agency said in a statement.The system uses identical set-ups to those used aboard Aegis Ballistic Missile Defense (BMD) vessels, the primary sea-based component of the U.S. missile defense system. UNITED NATIONS (Reuters) - The United States and Russia blamed each other on Friday for the continued conflict in Ukraine, with Washington accusing the Kremlin of attempting to suppress public discussion of facts about the nearly two-year-old war.The mutual accusations came during a meeting of the U.N. Security Council on Ukraine, a session that was delayed for an hour and a half after Russia insisted U.N. Assistant Secretary-General for Human Rights Ivan Simonovic should not brief the 15-nation council.In the end, Simonovic spoke during the meeting, though Russian United Nations Ambassador Vitaly Churkin made clear his displeasure. He said human rights discussions belong in Geneva at the Human Rights Council.Churkin also criticized U.S. Ambassador Samantha Power's handling of the rotating presidency of the Security Council this month, saying she has "introduced wrong elements."On Thursday, China and Russia tried unsuccessfully to block a U.S.-organized council meeting on alleged human rights abuses in North Korea."Washington is playing a destructive role" in Ukraine, Churkin said.Fighting between Ukrainian troops and pro-Russian rebels seeking independence from Kiev erupted in April 2014. Moscow (AFP) - An upscale Russian store chain apologised on Thursday for selling chopping boards with an image of US President Barack Obama as a monkey, after the US embassy reacted furiously.The product features a family of monkeys, with an image of Obama's face superimposed onto that of the smallest primate. The store chain on Thursday announced it had pulled the item from its shelves, saying it had not been aware of Obama's image."Sales of the chopping boards have been stopped," Valentina Moiseyeva, a spokes woman for the Bakhetle supermarket chain, TASS agency reported."We are sorry that such product was on our store shelves. For us it is unacceptable that a store is used as a place for political provocation," Moiseyeva said, adding that the supermarket had lodged a formal complaint against the boards' supplier.The board is styled as a calendar for 2016, the year of the monkey according to the Chinese zodiac.The Bakhetle chain is based in Russia's traditionally Muslim region of Tatarstan but has stores throughout the country."Disgusting to see that such blatant racism has a place on Russian store shelves," Will Stevens, the spokesman for the US Embassy in Moscow, wrote on Twitter.Stevens later posted a picture of the chain's apologetic comment, adding in a tweet: "Thank you to colleagues in Bakhetle for issuing an apology...
