Israel sentences female Palestinian lawmaker to 15 months in prison for political activities-By Josef Federman, The Associated Press | The Canadian Press – DEC 8,15-YAHOONEWS

JERUSALEM - An Israeli military court has sentenced a female Palestinian lawmaker to 15 months in prison after convicting her of belonging to an illegal organization and incitement, the army announced Tuesday, drawing angry denunciations from Palestinian leaders in the West Bank.The sentencing of Khalida Jarrar marked the culmination of a case that has attracted widespread attention. Jarrar is a popular figure in the West Bank and known for her fiery speeches against Israel.Jarrar was arrested last April in a raid on her home for allegedly violating Israeli travel restrictions that barred her from Ramallah, the West Bank city where her family lives. She was subsequently charged with incitement and membership in an illegal organization.Palestinians say Jarrar, who is in her early 50s and the mother of two grown daughters who are pursuing advanced university degrees in Canada, was prosecuted for political reasons. They say the evidence against her was flimsy and that she poses no threat to public safety.Israel's military courts try Palestinians charged with security offences against Israel under a separate legal system from the one that serves Israelis. Critics say that Palestinians who are tried under the military courts are seldom acquitted and many, fearing they have little chance of proving their innocence, opt to accept the shorter sentences offered in plea bargains.Hanan Ashrawi, a senior Palestinian official, said there was "no legal basis" for the sentencing. In a statement issued on behalf of the Palestine Liberation Organization's Executive Committee, she said it violated Jarrar's parliamentary immunity and called for her immediate release."The actions of the military court are politically motivated and are part of a deliberate attack on Palestinian politicians," she said. "It is high time for the dehumanization and the captivity of the Palestinian people to end."Jarrar is a senior member of the Popular Front for the Liberation of Palestine, a secular, left-leaning Palestinian faction that opposes peace with Israel. The group, which was involved in hijackings and other attacks in the 1970s, has scaled back its militant activities in recent years.In a statement, the Israeli army said Jarrar was convicted under a plea agreement on Sunday in a military court for her PFLP membership and for allegedly calling for Palestinians to kidnap Israeli soldiers in order to win the release of Palestinian prisoners held by Israel. It said she will be credited for time served.Jarrar is also an outspoken feminist activist who was involved in a Palestinian bid to press for war crimes charges against Israel at the International Criminal Court. She has criticized the Palestinian Authority for its security co-operation with Israel, which has continued even during the past three months of Israeli-Palestinian fighting.In the latest violence, a Palestinian official said a Palestinian youth was shot and killed early Tuesday in clashes with Israeli soldiers at the Deheishe refugee camp in the West Bank.The Israeli military said Palestinians attacked soldiers on "routine activity" in the area with pipe bombs and burning tires. It said forces fired warning shots to disperse them. U.S.-Japan funded Raytheon SM-3 missile aces second test - Pentagon-By Andrea Shalal | Reuters – DEC 8,15-YAHOONEWS

WASHINGTON (Reuters) - The United States and Japan on Tuesday conducted a second successful test of Raytheon Co's new Standard Missile-3 (SM-3) Block IIA missile that is being jointly developed by the two countries, the U.S. Missile Defense Agency (MDA) said.During the test off the coast of Southern California near Malibu, the missile opened its new sensor seeker in space for the first time and used new altitude control rockets to target a star, said a source familiar with the test, who was not authorized to speak publicly.No intercept was planned for this test and no target missile was launched, but several intercept tests will follow in coming years, MDA said in a statement.The agency said programme officials would evaluate the missile's performance based on telemetry and other data from the test.The United States has spent just over $2 billion on the SM-3 IIA weapons programme, while Japan contributed about $1 billion (0.66 billion pounds), according to the U.S. Missile Defense Agency.The new missile is a 21-inch variant of an earlier SM-3 missile and works with the U.S. Aegis combat system built by Lockheed Martin Corp to destroy incoming ballistic missile threats in space.Tuesday's test marked another milestone toward deployment of the missile on U.S. Aegis destroyers and Japan's Kongo ships in coming years, as well as the U.S. Aegis Ashore site in Poland in 2018.The test also validated the new sensor seeker developed for the redesigned kill vehicle, or warhead, that will eventually replace the ones now used on the U.S. fleet of ground-based interceptors in Alaska and California that are part of the U.S. homeland missile defence system, said the source.Neither Raytheon nor the U.S. Missile Defense Agency had any immediate comment.Raytheon's new SM-3 IIA missile has bigger rocket motors and a more capable kill vehicle that would allow the missile to engage threats sooner and protect larger regions from short- to intermediate-range ballistic missile threats.On Tuesday, the Pentagon announced that Raytheon was awarded a contract for more than $543 million for 17 SM-3 IIA missiles.Tuesday's test will also pave the way for Japan to buy more of the missiles, said the source.(Additional reporting by Idrees Ali; Editing by David Gregorio and Lisa Shumaker)

Critics of U.S. plutonium cleanup program seize on new report-By Andrea Shalal | Reuters – DEC 8,15-YAHOONEWS

WASHINGTON (Reuters) - Critics of a multibillion-dollar program to convert excess U.S. weapons-grade plutonium into fuel for commercial nuclear reactors under a 2000 treaty with Russia have seized on a newly disclosed report to renew calls for an end to the project.The fiscal 2016 defense authorization law includes $345 million in funding for a plant under construction at the DOE's Savannah River site in South Carolina, which will take 34 metric tons of plutonium and mix it with uranium to form safer mix-oxide (MOX) fuel pellets for use in commercial nuclear reactors.Congress must still appropriate the funding authorized in the law, but supporters say they do not expect any issues.Critics argue the MOX project should be halted after years of delays and cost increases, even though any changes could jeopardize one of the few agreements with Russia that is still running smoothly.Francie Israel with the National Nuclear Security Administration said the U.S. Department of Energy (DOE) was continuing work on the project for now, but several analyses had shown that diluting the plutonium and disposing of it at a site in New Mexico would cost less than half of the MOX approach.Russia has its own program to eliminate 34 metric tons of plutonium.A previously undisclosed report completed by privately-held Aerospace Corp for DOE in August concluded that diluting and disposing of the plutonium - or downblending - was the least technically complex of several alternatives and had the lowest cost risk since no new facilities were required."This report confirms that ... the downblending option is clearly less complex, less risky and cheaper," said Edwin Lyman, senior scientist at the Union of Concerned Scientists, urging Congress to end its parochial support for the MOX program. Lyman said DOE would likely seek to end funding for the project as part of its fiscal 2017 budget proposal. Aerospace concluded in an April report that it could cost $30 billion to complete the MOX facility, nearly 10 times the estimate of the company, CBI-Areva MOX Services.CBI-Areva MOX Services, a joint venture of U.S.-based Chicago Bridge & Iron NV and Areva SA, a French state-owned nuclear group, argues that the U.S. project is already 68 percent complete and it will be done in 5 to 9 years. The company says it will cost $3.3 billion to complete the work, on top of the $4.5 billion already spent.A Nov. 16 review completed by High Bridge Associates, a project management firm, for CBI said the downblending option was risky because cramming too much nuclear material into the New Mexico facility could result in a fission reaction.It said that adding material to the site would require a new environmental impact statement, which could delay work on the site if it sparked calls for the facility’s design life to be extended to 1 million years from 10,000 years, just as has occurred for the Yucca Mountain site in Nevada.The High Bridge report also raised concerns that a change in the U.S. approach could prompt Russia to withdraw from the 2000 treaty, as it has done with others, reversing nuclear non-proliferation efforts at a time of growing tensions with Moscow.(Reporting by Andrea Shalal; Editing by Alan Crosby)

Russia says it hit Islamic State with submarine-launched missile for first time-Reuters – DEC 8,15-YAHOONEWS

MOSCOW (Reuters) - Russian Defence Minister Sergei Shoigu said on Tuesday that Russia had for the first time struck Islamic State targets in Syria with missiles fired from a submarine in the Mediterranean."The targets were two large terrorist positions in the territory of Raqqa," Shoigu told President Vladimir Putin in a televised meeting, adding that the Calibre missiles had been fired from the submarine Rostov-on-Don."We can say with complete confidence that fairly serious damage was done to weapons stores and a factory for preparing mines and, naturally, oil infrastructure."Shoigu said Russia had informed Israel and the United States in advance of its plan to launch missiles from a submarine.He said that, over the previous three days, Russia's air force had flown more than 300 sorties over Syria and struck more than 600 targets of various types.Russian bombers flying over Syria were being accompanied by fighter jets, as Putin had ordered, he added.Russia began intervening directly in Syria's civil war at the end of September with air strikes in support of its ally, President Bashar al-Assad.But the intervention has had unintended consequences, notably when Turkey shot down a Russian fighter jet that it said had strayed into Turkish airspace, an allegation that Russia denies.Shoigu presented the flight recorder of the downed jet to Putin at the meeting.Putin thanked Russian special services and Syrian government troops for recovering it, and said it would allow experts to determine where exactly the Russian plane was located when it was hit. (Reuters) - The United States added North Korea's Strategic Rocket Force to its sanctions list for ties to weapons development and illicit finance activities, the Treasury Department said on Tuesday.Treasury also listed officials of previously sanctioned North Korean banks for activities tied to the North's weapons proliferation activities, it said.The additional sanctions are designed to stop the North from evading existing U.S. and U.N. sanctions and prevent Pyongyang from accessing the U.S. financial system, the Treasury Department said in a statement.“As a result of today’s action, any property or interest in property of the designated persons in the possession of U.S. persons or within U.S. jurisdiction must be frozen," the statement said.The extent of the entities' financial holdings held in the United States being targeted was not immediately clear.Treasury said the Strategic Rocket Force was responsible for a series of ballistic missile launches in 2014 including two medium-range Rodong-class missiles in March last year.The North is under various U.N. Security Council sanctions for its missile and nuclear tests, which ban trade and financing that aid the country's weapons programs and any tests that involve the use of ballistic missile technology.Six individuals who are officials of the previously sanctioned Tanchon Commercial Bank and the Foreign Trade Bank were added to the sanctions list.Three shipping companies with ties to a previously sanctioned firm involved in arms shipments were also added, Treasury said.(Reporting by Jack Kim; Editing by Stephen Coates)

OTTAWA - The leaders of Canada's First Nations swaddled Justin Trudeau in a ceremonial blanket Tuesday as they embraced the newly elected prime minister's commitment to what he called a "sacred obligation" to the country's Aboriginal Peoples.Trudeau didn't show up empty-handed, either.The Liberal government will lift a long-standing two per cent cap on federal funding for First Nations communities, he told the Assembly of First Nations gathering — that, despite mounting economic and political pressure on the federal pocket book.He said the Liberals would also provide additional money for long-awaited education reforms to be led by First Nations communities themselves, another long-standing sticking point with the previous Conservative government.And he repeated one of the most anticipated promises of the 2015 campaign: to investigate the tragedy of missing and murdered indigenous women and girls. Three of his cabinet lieutenants kicked off the first consultative phase of what will be a federal inquiry next year."I promise you that I will be your partner in the years to come, and hope that you will be mine," Trudeau said.The removal of the funding cap, which was imposed originally to keep transfer payments in line with inflation, has been at the top of the First Nations wish list for years. Critics say it has long since fallen out of step with a growing aboriginal population across the country."As you know, that limit has been in place for nearly 20 years," Trudeau said of the cap, which he said would disappear in the government's first budget."It hasn't kept up with the demographic realities of your communities, nor the actual costs of program delivery."At one point during Trudeau's appearance, he was wrapped in a ceremonial blanket, to the delight of the crowd. An AFN spokesman described the blanket as a gift meant to convey respect and protect the prime minister from harm.Finance Minister Bill Morneau, who has spent the government's first days in the hot seat during question period, was asked Tuesday how much the removal of the cap would cost.He would only say that the details would be in next spring's federal budget.But the most anticipated news came later in the day, when Justice Minister Jody Wilson-Raybould, Indigenous Affairs Minister Carolyn Bennett and Status of Women Minister Patty Hajdu detailed the first phase of the forthcoming missing and murdered inquiry.Wilson-Raybould, one of two cabinet ministers with indigenous roots, said the government will consult the families of victims over the next two months for their input on the inquiry's shape and its goals."We will listen clearly to their voices," Wilson-Raybould said."No inquiry, as we know, can undo what happened nor can it restore what we have lost. But it can help us find ways forward because we know, as a country, we can and must do better."A website will also allow Canadians to provide input online and learn more about the process, helping to determine the inquiry's terms of reference, Bennett added.She also hinted that the inquiry could last longer — and cost more — than the two-year, $40-million envelope that was originally projected."We are going to go out and listen to what people say this needs to look like, and we will then have to apply what budget that will take," she said."First the facts, and then we will see."Some family members said they felt compelled to head to Parliament Hill to hear first-hand how the initial steps of the inquiry will take shape.Christine Simard-Chicago, who lost a cousin to the hardscrabble street life of Vancouver's Downtown Eastside, said she believes the inquiry will prove to be a "hard road" for many."There's a lot of stories that need to be told and the circumstances are unique because they're from different territories and from different tribes," said Simard-Chicago. OTTAWA - Despite its relentless rhetoric against Russia, the former Conservative government quietly set clear, consistent limits on its support for NATO as the alliance sought to reassure jittery eastern European countries after the annexation of Crimea, newly released documents reveal.A May 27, 2014 directive authorizing the military to conduct a wide range of operations in Europe explicitly ruled out a return to Cold War-style permanent bases and instead committed the country to establishing a presence through the rotation of troops, jets and warships on a six month basis.Now in Opposition, the Conservatives have been quick to criticize the Liberals for setting limits and re-orienting the country's combat mission against the Islamic State in Iraq and the Levant, defence experts say.The restraints for Operation Reassurance in eastern Europe were laid out in the 26-page directive, obtained by The Canadian Press under access to information legislation. PORTLAND, Ore. - Oregon and the rain are synonymous — but the downpours that have caused flooding, landslides and evacuations in the state this week are getting to be too much even for the Pacific Northwest. Residents in the Portland area and throughout northwest Oregon and southwest Washington were pummeled by a second barrage of heavy rains on Tuesday, as rain continued to soak already saturated ground, bringing some area creeks and rivers to flood stage.Officials predicted that residents could face a repeat of Monday's scenario: streets turned into creeks, flooding near rivers and streams, landslides and delays in traffic and mass transit. Some buildings and residences were stacking up sandbags to prevent further flooding.Amtrak on Tuesday closed tracks between Portland, Oregon, and Vancouver, Washington, because of high waters north of Portland Union Station. Passengers using the Amtrak Cascades service will be taken by bus around the closed areas. Coast Starlight and Empire Builder trains will be rerouted through the area.Earlier Tuesday, commuter train and Amtrak services were cancelled between Seattle and Everett because of a landslide on the tracks. Train service will be halted until at least Thursday morning, part of a mandatory waiting period as tracks are inspected.The Oregon Department of Transportation closed all lanes of Highway 30 Tuesday afternoon south of St. Johns Bridge in Portland due to a landslide leaving trees and debris across the road. Officials had partially opened the road by Tuesday evening but weren't expected to fully open it until sometime Wednesday.As of Tuesday evening, more than 3,800 customers were without power in the Puget Sound region while nearly 4,000 customers were experiencing power outages in the Portland area.Even before the downpour returned Tuesday, several of the previously flooded streets remained closed throughout the area. The state Department of Transportation said parts of several highways in western Oregon were closed because of high water.Officials were also trying to figure out how to repair massive sinkholes that had opened up on Monday — one in front of Mount Hood Community College in Gresham, a Portland suburb, and another on Highway 22 in Yamhill County. The college remained closed on Tuesday.Several school districts cancelled classes or evening activities. The Oregon Zoo remained closed for the second day in a row. Officials in Gladstone issued a health alert after raw sewage overflowed into the Clackamas River.The Oregon Parks and Recreation Department also issued a beach safety alert on Tuesday for coast visitors, as strong winds and extremely high waves are in the forecast. A high wind warning remains in effect until early Wednesday morning, with gusts on beaches and headlands potentially reaching up to 70 mph, the National Weather Service reports.The service predicts waves could break on shore at up to 40 feet high — higher than a two-story building — tossing logs and debris on shore. Already, several beach areas have been closed because of flooding and winds. Dec, 18:19-The slow pace of registering and relocating asylum seekers from Italy and Greece to other member states is frustrating EU-led efforts to get a grip on broader migration issues. Launched in September, the two-year plan to relocate 160,000 people in need of international protection remains mired in administrative, technical, and political delays.The relocation figure is dwarfed by the number of people asking for asylum in Europe. Greece alone saw 758,000 arrive so far this year.As of Monday (7 December), only 30 have been relocated from Greece and another 130 from Italy.Member states appear reluctant to announce any more pledges, while others are taking weeks to confirm matches. The Visegrad states - the Czech Republic, Hungary, Poland, and Slovakia - remain opposed.The task is further complicated by the lack of so-called hotspots, where EU teams are supposed to be deployed to help register arrivals.-One computer-Out of the five announced in Greece only the one in Lesbos has been declared operational. The zones are supposed to help sort and identify arrivals and determine who is eligible for protection.In September, police in the port had only one computer to register thousands of people. A month later in October, some 135,000 arrived on the island, more than anywhere else.Despite bad weather and the EU's €3 billion deal with Turkey, up to 3,500 continue to arrive daily on rubber boats from Turkey, with some Syrian refugees being intercepted at sea and set adrift by men in black masks. Turkey intercepted 3,000 people over a matter of days last week.Plans are now being discussed to resettle UN-recognised refugees from Turkey to member states.Details are to be proposed when the European Commission presents its plan to set up a European border and coast guard on 15 December. But the lack of experts, such as special interpreters, issues with red tape, limited accommodation, and lack of finger printing machines continue to pose problems.One senior EU official said fewer people who are not entitled to protection are being returned."There has been a clear dip in returns,” Marteen Verwey told MEPs in the civil liberties committee. No other member state, aside from Italy, organised a single return flight in November.-On the frontline-Last week, the EU's border agency Frontex and EU police agency Europol signed a data sharing agreement in their efforts to crack down on migrant smuggling. The illicit business from Turkey to the EU is said to be worth billions.Greek authorities, for their part, are planning to start work this week on getting the remaining hotspots up and running amid threats that Greece would be booted out of the passport-free Schengen travel zone."We are on the frontline and therefore we cannot have a good system asylum and relocation unless we realise that the gate to Europe isn't Greece, the real gateway here is Turkey and that is something that has to be settled,” said Anthi Karangeli, the Greek authorities' hotspot coordinator.The European Commission, for its part, also wants Turkey to tighten its visa regime to prevent people from Pakistan, Afghanistan, and Bangladesh entering the country.The relocation situation isn't much better in Italy, where Lampedusa is the only functional hotspot out of six announced.
