KHARTOUM (Reuters) - Egypt, Ethiopia, and Sudan signed an agreement on Tuesday finalizing the two firms tasked with carrying out studies on the potential impact of Ethiopia's Grand Renaissance Dam on the flow of the Nile, their foreign and water ministers said.The three countries had initially picked French firm BRL and Dutch firm Deltares in April but Deltares later withdrew leading them to replace it with French firm Artelia on Tuesday.The leaders of the three countries signed a co-operation deal in Khartoum in March that paved the way for a joint approach to regional water supplies.Cairo and Addis Ababa had previously been locked in a bitter war of words over Ethiopia's $4 billion project.Tuesday's agreement came after talks between the foreign and water ministers of the three countries had to be extended for a third day.Technical studies will start in February, when the six ministers are due to meet again, and will take between six and 15 months, Sudanese Water Resources, Irrigation, and Electricity Minister Moataz Mousa said.The principles in the March agreement included giving priority to downstream countries for electricity generated by the dam, a mechanism for resolving conflicts, and providing compensation for damages.Signatories also pledged to protect the interests of downstream countries when the dam's reservoir is filled.Addis Ababa has long complained that Cairo was pressuring donor countries and international lenders to withhold funding from the 6,000 megawatt dam, which is being built by Italy's largest construction firm Salini Impregilo SpA.Egypt, which relies almost exclusively on the Nile for farming, industry and domestic water use, has sought assurances the dam will not significantly cut its flow to its rapidly growing population.Even before the impact studies have been started, officials say 50 percent of the dam's construction has been completed."We are satisfied with the results of this meeting and look forward to achieving a strategic partnership," said Egyptian Foreign Minister Sameh Shoukry.Ethiopia, the source of the Blue Nile which joins the White Nile in Khartoum and runs on to Egypt, says the dam will not disrupt flow. KANSAS CITY, Mo./CHICAGO (Reuters) - Missouri residents struggled through a fourth straight day of storms on Tuesday, fighting rising floodwaters that inundated homes, forced evacuations and closed highways and even part of the Mississippi River.A week of chaotic weather continued throughout the United States as a storm system that spawned deadly tornadoes in the Midwest and Southwest pushed north. PORTLAND, Maine - Winter weather that spun off a series of deadly storms in the Midwest brought the season's first big punch to the Northeast on Tuesday, with snow, sleet and freezing rain greasing roads, sending drivers spinning and keeping people indoors amid sub-freezing temperatures.Parts of northern New England had already about 6 inches of snow by early evening, and isolated areas could get 10 inches or more by the time it ends late in the day, according to the National Weather Service.The weather made for a sloppy mess in parts of metro Boston, where memories linger of last winter's record-breaking snowfall. But as Fernando Gonterman waited for a train from Harvard Square to his job at Massachusetts General Hospital, he was unfazed."Weather is weather. Just deal with it, right?" he said.In snow-loving Vermont, Chassidy Byrd, the assistant manager at a gas station and convenience store in Plainfield, said the storm returned the state to a sense of normal.Without any snow, "it didn't feel like Vermont," she said.Mike Kistner of the National Weather Service in Gray, Maine, said the storm that chilled the Northeast is linked to the same system that produced deadly tornadoes in the Midwest beginning Saturday, then brought heavy snow, ice, rain, flooding and blustery winds as it moved toward the Great Lakes. TORONTO - A powerful storm system which dealt southern Ontario its first real blast of winter this season moved into Quebec on Tuesday, with meteorologists expecting it to hit Atlantic Canada later in the day.The system moved into Canada from the United States, where it had spawned deadly tornadoes in Texas over the weekend, and brought heavy snow, ice and blustery winds Monday to several other states, causing the cancellation of more than 2,800 flights nationwide."This particular messy mix of precipitation, the snow, ice pellets, freezing rain, rain, really is the first taste of winter for a lot of southern Ontario," said Geoff Coulson, a warning preparedness meteorologist with Environment Canada. "This is a large-scale system."Snow gave way to rain in many areas, including the Toronto region, by Tuesday morning.The conditions made for a slow commute as motorists dealt with slick roads and slushy sidewalks. Ontario Provincial Police said they had responded to more than 300 collisions since the storm began.While southwestern Ontario was expected to see periods of rain for the rest of the day, a freezing rain warning remained in effect for areas north and northeast of Toronto.Meanwhile, in eastern and central Ontario, including the Ottawa valley, North Bay and the Sudbury areas, colder temperatures meant heavy snow was in the forecast, said Coulson.The storm system also made its way into southern Quebec, with the Greater Montreal area, the Laurentians and the Eastern Townships expected to get 30 to 40 centimetres of snow by Tuesday evening."They anticipate this to be mostly a snowfall event, where some areas of southern Quebec could see between 30 to 40 centimetres before the system finally weakens off and pulls out overnight," said Coulson. HALIFAX - Parts of the Maritimes are digging out for the second time in three days as a winter storm sweeps through parts of the region.Environment Canada meteorologist Barrie MacKinnon says a weather system near Cape Cod is responsible for the storm which was expected to bring up to 25 centimetres of snow to much of mainland Nova Scotia and southeastern New Brunswick by the end of the day Tuesday. MacKinnon says up to 15 centimetres of snow was expected for northern New Brunswick, while lighter amounts of up to 10 centimetres were forecast for Prince Edward Island and Cape Breton.The snowfall led to several flight delays at Halifax Stanfield International Airport and to event cancellations in some parts of the region.RCMP in Nova Scotia say the conditions also caused more than a dozen traffic accidents across the province.The most serious was a head-on collision around 2 p.m. on Highway 104 near French River, N.S., that sent a man and a woman to hospital with serious but non-life threatening injuries.The latest snowfall follows a storm on Sunday that dumped up to 18 centimetres across areas of the Maritime provinces.

The City of Ottawa has issued its first winter overnight parking ban of the season to clear up the heavy dump of snow that started just after midnight Tuesday.On-street parking permit holders are exempt but others could be ticketed, towed and fined between 1 a.m. and 7 a.m. For the first time this year, residents have free access to six city-owned garages during overnight bans. Garages have different times when the free period begins.Find out more about free parking at city-owned garages during the overnight parking ban here. Overnight parking bans are issued when seven or more centimetres of snow falls, so that plows can clear the streets. By 3 p.m. Tuesday, more than 25 centimetres of snow had fallen in some parts of Ottawa.

While some Islanders are worried they'll be experiencing another winter like the last two, others are embracing it.For some that means a visit to Brookvale Winter Activity Park to enjoy some skiing.The provincial park opened its cross-country ski trails on Tuesday after the weekend snowstorm. Tesa Court and her daughter took advantage of the opening.When asked if she loved winter, Court said she has learned to over the years of living on the East coast."You don't really have a choice.  if you want to get outside, you have to kind of love it," said Court."We took every opportunity last year to get out into the snow during those big storms, doing some snowshoeing, and skiing and stuff.  You've got to embrace it if you're here." P.E.I. Snowmobile Association president Dale Hickox says more people are getting excited about snowmobiling on the province's groomed trail system."The excitement generated this year is at record levels. Everybody is talking about it, our trail permit sales seems to be climbing quite a bit. We've had requests for more passes from all our distributors, so that's an encouraging sign for us," said Hickox.-Sales increasing- Not only are the sales of trail permit passes increasing, so are the sales of snowmobiles.Toymaster Motor Sports owner Gary Dunning said sales have doubled over the past two years because of the amount of snow the Island received."It looks like the makings of a year like last year, so it's definitely introduced more people into it. And we're seeing a lot of new people, new buyers that don't own snowmobiles coming into it this year."While there hasn't been enough snow to open the downhill slopes at Brookvale, there's been enough to raise the anticipation level."People are always excited whenever there's snow around. And whenever they've had a good season, it gets them pumped for the next season," said Erin Curley, assistant superintendent at Brookvale Winter Activity Park.But even snow enthusiasts like Hickox say last year's record-setting winter was a little much. He adds he'll take all the snow, just not the storms."The difficulty in it was it was a very tough year for our volunteers and our equipment, getting the trails in the kind of shape all our membership would like to see them at," said Hickox."It was a continuous battle right to the end of March to do that."But he adds days with weather like the Island had on Tuesday would make for the perfect winter.

BRUSSELS, Today, 20:02-Belgium has raised the terrorist threat level for police stations in Brussels following intelligence of another jihadist plot.Authorities on Tuesday (29 December) raised the level from two to three in measures to last until 4 January.The move means: there’ll be armed officers outside police stations; opening hours and public access will be restricted; officers can go on patrol only in pairs; and police auxillaries can only move around with an armed escort.The alert comes after house raids in the Belgian and EU capital on Sunday and Monday led to two arrests, as well as seizures of computer equipment, Islamic State (IS) propaganda, and military clothes, but not weapons.According to an internal police note, dated Monday, and seen by the Belga news agency, there is “a possible and credible threat of Paris-type attacks” against: visitors to the Grand Place, in Brussels’ tourist centre; the main police station adjoining the square; and against police and military personnel in general.The attack was to be carried out in the New Year holiday period. But it was not said to be "imminent," which would have merited a level four alert.Belgium in general is, in any case, on level three since November, when security services expected a Paris-type attack against shopping centres. But police facilities had been left on level two.The general level three alert means soldiers in comabt fatigues continue to patrol the streets in Brussels city centre, putting a dampener on the atmosphere, with shops, bars, and restaurants less busy than normal.The sense of alarm comes after IS-inspired gunmen killed 130 people in Paris on 13 November, with several of the attackers linked to Belgium.But the Brussels military patrols have also become part of normality, with one soldier recently pictured with a shopping bag.Other European cities, including London and Moscow, are also taking extra security precautions after an unnamed intelligence service uncovered signs of a Paris-type plan to attack New Year’s revellers.Belgium has the highest concentration in the world per capita of nationals who went to fight with IS in Syria.

LONDON — A British court on Tuesday convicted a husband and wife of planning a major terror attack to mark the 10th anniversary of the London suicide bombings this year.Mohammed Rehman, 25, used the Twitter name “Silent Bomber” and asked users whether he should bomb a shopping center or the London Underground train network.Rehman used as his profile picture an image of the Islamic State group militant known as “Jihadi John”, believed killed earlier this year, and was said by prosecutors to have had a “keen interest” in IS.He was arrested in May after posting a tweet saying: “Westfield shopping center or London underground? Any advice would be greatly appreciated.”That was accompanied by a link to an Al-Qaeda press release about the July 2005 bombings in which four suicide bombers targeted London’s transport system. Fifty-two people were killed.The couple were accused of planning their attack around May 28. Rehman and his wife Sana Ahmed Khan were found guilty by a jury at the Old Bailey in London, England’s central criminal court.Police also seized more than 10 kilograms (22 pounds) of urea nitrate, which can be used to manufacture a large bomb, from their house and he filmed himself testing explosives in their back garden.“The manufacture of a detonator would have taken no more than a couple of days and could have been done by him much quicker if he chose to,” prosecutor Tony Badenoch told the court.While Rehman was responsible for creating the bomb, his wife funded his exploits and bought the chemicals, the Crown Prosecution Service said.If detonated on the London Underground, the bomb they were preparing “would have caused multiple fatalities,” said the CPS.“The intention to carry out some form of terrorism attack was clear,” Susan Hemming, head of the CPS counter terrorism division, said following the verdict.“ The pair had been very close to carrying out an attack. All they required was to purchase the chemicals to make a detonator.“There is little doubt that, had Rehman and Ahmed Khan not been stopped when they were, they would have attempted to carry out an act of terrorism in London.”The couple will be sentenced on Wednesday or Thursday, following mitigation hearings.

WASHINGTON - U.S. and coalition airstrikes killed 10 Islamic State leaders over the past month, including several linked to the Paris attacks or other plots against the West, a U.S. military official in Iraq said Tuesday.U.S. Army Col. Steve Warren told Pentagon reporters that the militants were killed mainly by drone strikes in Iraq and Syria. He offered few details, but said at least two of those killed were linked to the Paris attacks.According to Warren, one of the insurgents killed was Charaffe al Mouadan, a Syrian-based IS member who was directly linked to Abdel Hamid Abaaoud, the Paris attack cell leader. Mouadan, who was killed by an airstrike last Thursday in Syria, was planning additional attacks against the West, Warren said.Also killed was Abdel Kader Hakim, who was part of the Islamic State group's effort to plan attacks against Western targets and "had links" to the Paris attack network, Warren said.Most of the 10 appeared to be mid-level leaders.Warren's announcement came as Belgian authorities said they had arrested two men in connection with a suspected plot involving attacks during the holiday season in Brussels. The U.S. is ramping up pressure on such high-value militants. BRUSSELS, Today, 09:29-Polish president Andrzej Duda has defied the European Commission by signing a controversial law on constitutional reform.The president, himself a lawyer, told press in Warsaw on Monday (28 December) he did it after “careful reflection” because the changes “help to strengthen the position of the Constitutional Tribunal.”“If the tribunal is to make decisions on laws adopted by parliament, it should be by a higher majority. Why? Because they’re lawyers, lawyers who have different points of view, both legally and ideologically,” he said.“I find it difficult to believe how, until now, de facto three judges on the tribunal could decide the fate of a law adopted by the parliamentary majority.”The changes make it harder for the tribunal to make decisions, by raising the bar from a simple majority to two-thirds, and by raising the quorum from nine to 13 out of 15 judges.It also increases the lag - to up to six months - before they vet new legislation.The ruling Law and Justice (PiS) party, which won elections in October, says reforms are needed because the judges are “cronies” of the opposition who will block its legislative programme.But independent jurists and watchdogs, such as the Council of Europe and the European Commission, say the changes weaken a vital check on politicians’ power.The commission vice-president Frans Timmermans, in a letter on 23 December, urged Polish authorities to put off the reforms until the debate is settled.He said the changes risk seeing “the integrity, stability, and proper functioning of the national constitutional court undermined.”His spokeswoman said in Brussels on Monday the commission will discuss Poland on 13 January.The Polish opposition has reacted furiously to developments.Grzegorz Schetyna, Poland’s former foreign minister, from the centre-right Civic Platform (PO) party, told the RadioZet broadcaster on Tuesday he has “worrying signals” from the US that it may call off a Nato summit, due in Warsaw in July, to punish PiS.Slawomir Neumann, the PO chairman, said Duda’s decision shows that he “isn’t an independent politician.”Mateusz Kijowski, from the Committee for the Defence of Democracy, a group which organised anti-PiS protests in recent weeks, told British daily The Guardian: “This is the end of democracy in Poland.”Duda’s signature, the bill’s final act of adoption, comes after a previous PiS decision to remove five constitutional judges and replace them with loyalists, which was also criticised by Timmermans.Polish media report PiS is planning, in the new year, to restrict foreign ownership of media and to extend political control over the prosecutor’s service.Meanwhile, Neumann’s remark - that Duda isn’t independent - highlights concern the PiS party chairman, Jaroslaw Kaczynski, controls both Duda and the Polish PM, Beata Szydlo, despite not being elected to office.
