It was Texas Senator Ted Cruz who took the prize this past weekend for the most outlandish claim regarding the man who opened fire on a Planned Parenthood in Colorado Springs, Colorado that left three dead on Friday. With details and facts still emerging over the Friday shooting, the junior senator first took the opportunity to denounce the "vicious rhetoric on the left, blaming those who are pro-life" to reporters in Newton, Iowa, the New York Times reported. Cruz, who called the gunman "deranged" also added that shooter Robert Dear was "registered to vote as a woman" adding, "it's also reported that he was registered as an independent and as a woman and a transgender leftist activist." A Cruz spokesman later clarified to the press that the candidate was not saying any of this himself, but that new information was constantly coming in and it was too soon to jump to conclusions about Dear's political leanings.While it appears that Dear was in fact registered to vote as a woman, no evidence suggests that Dear is either transgender or a "leftist activist." On the contrary, as ThinkProgress pointed out, a New York Times profile of Dear described him as "generally conservative." In addition to targeting the party's consistent bugaboo, Planned Parenthood, Dear was reported to have told police when he was apprehended, "No more baby parts."Other presidential candidates have been jumping into the fray on the tragedy. BALTIMORE (AP) — Jury selection for the first police officer to go to trial in Freddie Gray' s death began Monday with a judge questioning potential jurors about their knowledge of the explosive case, which led to widespread protests and rioting and added fuel to the Black Lives Matter movement.Baltimore Circuit Court Judge Barry Williams conducted initial questioning in a courtroom but planned to interview at least 66 prospective jurors in a private conference room. The large pool of people suggested how difficult the selection process could be.William Porter is one of six officers charged in the death of Gray, a 25-year-old black man who died April 19 of a severe spinal injury he suffered while in police custody.Porter, who is also black, is accused of failing to get medical help for Gray during several stops made by the police van that carried Gray on a 45-minute trip. At the end, officers found Gray unresponsive. He was taken to a hospital and died a week later.The officer is being tried first in part because prosecutors want to use him as a witness in the trials of several other officers. He is charged with manslaughter, assault, misconduct and reckless endangerment.The judge asked 75 potential jurors whether anyone had not heard about the case, the citywide curfew imposed after Gray's death or the settlement paid to his family. No one responded.By standing in response to the judge's questions, 12 jurors indicated they had family members in law enforcement. Thirty-eight indicated they had been a victim or a suspect in a crime, had been to jail or had charges pending against them.Twenty-six people indicated they had strong feelings about the charges against Porter.Williams read aloud more than 200 names of possible witnesses, a list that included more than 100 Baltimore police officers, lawyers and prosecutors.A small group of protesters gathered outside the courthouse. Their chants of "All night, all day, we will fight for Freddie Gray," could be heard throughout the morning proceedings.One prospective juror was taken to a hospital after tripping on courthouse stairs. AMMAN, Jordan - A trickle of Syrian refugees seeking to leave Jordan flowed into Canada's processing centre in Amman on Sunday, the first day of operations at what will eventually become the hub of much of the Syrian refugee resettlement program.Ninety people were put through a multi-step process, some under the eye of three federal cabinet ministers who travelled to the Jordanian capital to see first hand how their plan to bring 25,000 Syrians to Canada by the end of February actually looks."We have learned also there is positive things to report in terms of progress," said Immigration Minister John McCallum as he stood in the cavernous military exhibition facility now being leased to Canada by the Jordanian government."The processing centre had its first day of operation today, that will ramp up over time and get more intense. We also heard the good news that exit permits are not an issue in Jordan, so that's positive."McCallum was joined by Health Minister Jane Philpott and Defence Minister Harjit Sajjan. They flew to Amman late Saturday, spending the day meeting international aid and UN officials and Jordanian leaders on Sunday and then flying straight back to Ottawa.Canadian reporters were not permitted to report on their visit until they left the country, for what officials said were security reasons, but both the UN and Jordan's King Abudllah II posted word and photos of the trip on Twitter during the day.Refugees whose cases are being processed at the Jordanian facility represent only some of the 15,000 Syrians the government is seeking to resettle itself. Applicants are being told to expect travel by the end of February, the deadline the government has set. McCallum said it's still an achievable goal."Let's be optimistic," he said.Flights will depart from a civilian airport across the way from the centre carrying not just Syrians from Jordan, but also those from Lebanon. But all the final details of how many and when are still being hammered out, said Defence Minister Harjit Sajjan."This being the first day there are a few kinks to work out and we also want to look at how to improve things," he said.An immigration official who briefed the ministers repeatedly noted how plans continued to change and develop, suggesting that while the centre's goal is to process 500 people a day, that workload will be a challenge.The reception point is ready, lined with rows upon rows of grey plastic chairs. The interview booths are set up with white tables and blue banquet chairs flecked with gold. The military has 10 biometric machines ready to go, though on day one only four were in operation.But one key problem right now is capacity for medical screenings.Officials are currently only scheduling medical appointments elsewhere until they can beef up availability of services on site. One option is getting the International Organization for Migration or the Red Cross to run clinics; the other is to have the military deploy a field hospital.Privately-sponsored refugees — who make up the majority of the 10,000 people the government says it will resettle by year's end — will not have their cases flow through the registration centre but are likely to depart on flights from the same airport. Those planes could begin leaving as soon as next week.Those whose cases are being handled by the hundreds of Canadian civil servants and soldiers now in Jordan, Lebanon and Turkey, are refugees selected by the United Nations refugee agency from a pool the international body is actively looking to resettle. An estimated 4 million people have been declared refugees from the Syrian war.Some will come from the Zaatari refugee camp, which the ministers visited earlier Sunday. They were briefed by the camp manager and aid organizations on the challenges at hand, including ensuring adequate water supplies and food for the camp's 80,000 residents.Philpott said she was struck by the scope of the issue."While obviously we're all thinking about 25,000 who will come to Canada, we need to remember there are more than a million refugees living here in the country," she said.She'll have a personal reminder to take back — both Philpott and Sajjan purchased paintings created by children at the camp.The one Philpott chose was painted by a 13-year-old boy named Hamza and depicts a woman trudging up a set of stairs, with a yellow sun setting against a blood red sky.On her back, a burden in the shape of Syria. Rather than four or five people, it's often eight or nine. On the same day, authorities released the dash cam video that shows McDonald — armed with a small knife and walking down a street on the city's southwest side — being shot repeatedly by the 37-year-old Van Dyke.The bond amount means Van Dyke will need $150,000 to be released.Attorney Dan Herbert said the officer is pleased the judge set a bond amount after ordering him held last week without bond. He said Van Dyke is "very scared about the consequences he is facing."Also on Monday, an online threat against the University of Chicago that led the school to cancel all classes and activities appeared to have been motivated by the fatal shooting, federal authorities said.Jabari R. Dean, 21, of Chicago, threatened to kill 16 white male students or staff at the school on Chicago's South Side, according to the criminal complaint. It was Texas Senator Ted Cruz who took the prize this past weekend for the most outlandish claim regarding the man who opened fire on a Planned Parenthood in Colorado Springs, Colorado that left three dead on Friday. With details and facts still emerging over the Friday shooting, the junior senator first took the opportunity to denounce the "vicious rhetoric on the left, blaming those who are pro-life" to reporters in Newton, Iowa, the New York Times reported. Cruz, who called the gunman "deranged" also added that shooter Robert Dear was "registered to vote as a woman" adding, "it's also reported that he was registered as an independent and as a woman and a transgender leftist activist." A Cruz spokesman later clarified to the press that the candidate was not saying any of this himself, but that new information was constantly coming in and it was too soon to jump to conclusions about Dear's political leanings.While it appears that Dear was in fact registered to vote as a woman, no evidence suggests that Dear is either transgender or a "leftist activist." On the contrary, as ThinkProgress pointed out, a New York Times profile of Dear described him as "generally conservative." In addition to targeting the party's consistent bugaboo, Planned Parenthood, Dear was reported to have told police when he was apprehended, "No more baby parts."Other presidential candidates have been jumping into the fray on the tragedy. BALTIMORE (AP) — Jury selection for the first police officer to go to trial in Freddie Gray' s death began Monday with a judge questioning potential jurors about their knowledge of the explosive case, which led to widespread protests and rioting and added fuel to the Black Lives Matter movement.Baltimore Circuit Court Judge Barry Williams conducted initial questioning in a courtroom but planned to interview at least 66 prospective jurors in a private conference room. The large pool of people suggested how difficult the selection process could be.William Porter is one of six officers charged in the death of Gray, a 25-year-old black man who died April 19 of a severe spinal injury he suffered while in police custody.Porter, who is also black, is accused of failing to get medical help for Gray during several stops made by the police van that carried Gray on a 45-minute trip. At the end, officers found Gray unresponsive. He was taken to a hospital and died a week later.The officer is being tried first in part because prosecutors want to use him as a witness in the trials of several other officers. He is charged with manslaughter, assault, misconduct and reckless endangerment.The judge asked 75 potential jurors whether anyone had not heard about the case, the citywide curfew imposed after Gray's death or the settlement paid to his family. No one responded.By standing in response to the judge's questions, 12 jurors indicated they had family members in law enforcement. Thirty-eight indicated they had been a victim or a suspect in a crime, had been to jail or had charges pending against them.Twenty-six people indicated they had strong feelings about the charges against Porter.Williams read aloud more than 200 names of possible witnesses, a list that included more than 100 Baltimore police officers, lawyers and prosecutors.A small group of protesters gathered outside the courthouse. AMMAN, Jordan - A trickle of Syrian refugees seeking to leave Jordan flowed into Canada's processing centre in Amman on Sunday, the first day of operations at what will eventually become the hub of much of the Syrian refugee resettlement program.Ninety people were put through a multi-step process, some under the eye of three federal cabinet ministers who travelled to the Jordanian capital to see first hand how their plan to bring 25,000 Syrians to Canada by the end of February actually looks."We have learned also there is positive things to report in terms of progress," said Immigration Minister John McCallum as he stood in the cavernous military exhibition facility now being leased to Canada by the Jordanian government."The processing centre had its first day of operation today, that will ramp up over time and get more intense. We also heard the good news that exit permits are not an issue in Jordan, so that's positive."McCallum was joined by Health Minister Jane Philpott and Defence Minister Harjit Sajjan. They flew to Amman late Saturday, spending the day meeting international aid and UN officials and Jordanian leaders on Sunday and then flying straight back to Ottawa.Canadian reporters were not permitted to report on their visit until they left the country, for what officials said were security reasons, but both the UN and Jordan's King Abudllah II posted word and photos of the trip on Twitter during the day.Refugees whose cases are being processed at the Jordanian facility represent only some of the 15,000 Syrians the government is seeking to resettle itself. Applicants are being told to expect travel by the end of February, the deadline the government has set. McCallum said it's still an achievable goal."Let's be optimistic," he said.Flights will depart from a civilian airport across the way from the centre carrying not just Syrians from Jordan, but also those from Lebanon. But all the final details of how many and when are still being hammered out, said Defence Minister Harjit Sajjan."This being the first day there are a few kinks to work out and we also want to look at how to improve things," he said.An immigration official who briefed the ministers repeatedly noted how plans continued to change and develop, suggesting that while the centre's goal is to process 500 people a day, that workload will be a challenge.The reception point is ready, lined with rows upon rows of grey plastic chairs. The interview booths are set up with white tables and blue banquet chairs flecked with gold. The military has 10 biometric machines ready to go, though on day one only four were in operation.But one key problem right now is capacity for medical screenings.Officials are currently only scheduling medical appointments elsewhere until they can beef up availability of services on site. One option is getting the International Organization for Migration or the Red Cross to run clinics; the other is to have the military deploy a field hospital.Privately-sponsored refugees — who make up the majority of the 10,000 people the government says it will resettle by year's end — will not have their cases flow through the registration centre but are likely to depart on flights from the same airport. Those planes could begin leaving as soon as next week.Those whose cases are being handled by the hundreds of Canadian civil servants and soldiers now in Jordan, Lebanon and Turkey, are refugees selected by the United Nations refugee agency from a pool the international body is actively looking to resettle. An estimated 4 million people have been declared refugees from the Syrian war.Some will come from the Zaatari refugee camp, which the ministers visited earlier Sunday. They were briefed by the camp manager and aid organizations on the challenges at hand, including ensuring adequate water supplies and food for the camp's 80,000 residents.Philpott said she was struck by the scope of the issue."While obviously we're all thinking about 25,000 who will come to Canada, we need to remember there are more than a million refugees living here in the country," she said.She'll have a personal reminder to take back — both Philpott and Sajjan purchased paintings created by children at the camp.The one Philpott chose was painted by a 13-year-old boy named Hamza and depicts a woman trudging up a set of stairs, with a yellow sun setting against a blood red sky.On her back, a burden in the shape of Syria. Philpott asked Hamza whom the woman represented, and he said no one in particular, just all women." Because women do carry countries on their backs," Philipott said.Many of the refugees Canada will resettle will be women, some alone, some heads of families.The ministers observed several families being processed through the system Sunday, telling them through translators that Canada is excited to welcome them but didn't have time to speak with them in depth.One surprise confronting Canadians is that the families being referred by the UN are larger than expected. Rather than four or five people, it's often eight or nine. McCallum said he viewed that as a positive."I think given Canada's aging population, not only are the children sweet-looking but they're very good for Canada more generally speaking," he said.Since Nov. 4, 153 Syrian refugees have come and another 928 have been issued visas, according to the government. CHICAGO - A judge on Monday set bond at $1.5 million for a white Chicago police officer charged with murder after a squad car video showed him fatally shooting a black teenager 16 times, and the officer's lawyer said he was hopeful his client could be released in the "very near future."Officer Jason Van Dyke has been locked up since Nov. 24, when prosecutors charged him with first-degree murder in the shooting death of 17-year-old Laquan McDonald. On the same day, authorities released the dash cam video that shows McDonald — armed with a small knife and walking down a street on the city's southwest side — being shot repeatedly by the 37-year-old Van Dyke.The bond amount means Van Dyke will need $150,000 to be released.Attorney Dan Herbert said the officer is pleased the judge set a bond amount after ordering him held last week without bond. He said Van Dyke is "very scared about the consequences he is facing."Also on Monday, an online threat against the University of Chicago that led the school to cancel all classes and activities appeared to have been motivated by the fatal shooting, federal authorities said.Jabari R. Dean, 21, of Chicago, threatened to kill 16 white male students or staff at the school on Chicago's South Side, according to the criminal complaint. Dean was arrested Monday morning and is charged with transmitting a threat in interstate commerce.The threat was posted Saturday, just days after the city released a video of Van Dyke shooting McDonald 16 times. The video sparked days of protests in Chicago, including one that blocked off part of Michigan Avenue in the downtown shopping district known as the Magnificent Mile on Black Friday.A separate judge had ordered the video released the previous week. On Tuesday, Cook County State's Attorney Anita Alvarez said she had decided a few weeks earlier to charge Van Dyke with murder and was planning to announce charges in a month. But knowing the intense public anger that the sight of the "chilling" video would generate, she announced the charges before the video's release in an effort to encourage calm.Herbert last week reassured the judge that Van Dyke is not a flight risk, explaining that he has deep ties to the community, lives with his wife and two children in Chicago and does not possess a passport.In the audio-free video, McDonald can be seen walking down the middle of a four-lane street. He appears to veer away from two officers as they emerge from a vehicle, drawing their guns. One of the officers, Van Dyke, opens fire from close range. McDonald spins around and crumples to the ground. The officer continues to fire.Police have said that McDonald was carrying a knife and an autopsy revealed that he had PCP, a hallucinogenic drug, in his system. Alvarez said last week that the 3-inch (7.62-centimetre) blade recovered from the scene had been folded into the handle.Herbert maintains that his client feared for his life, acted lawfully and that the video does not tell the whole story. He told reporters Monday that while the video alone makes it seem like the shooting wasn't justified, he has information that others don't have, and that Van Dyke "absolutely" can defend his actions in court.Fraternal Order of Police president Dean Angelo said a fund has been set up to help Van Dyke post bond, though he didn't know how many officers have contributed or how much money has been raised.

BRUSSELS - Stephane Dion hasn't even arrived yet in Brussels, but a lineup is already forming to meet Canada's new foreign affairs minister.Canadian staff at NATO headquarters are fielding requests from alliance members keen to size up the new Liberal government's point man on the evolving confrontation with Russia and the growing influence of the Islamic State of Iraq and the Levant in Libya.On Tuesday and Wednesday, Dion will meet foreign ministers from the 28 NATO member countries. Several of them are eager to take stock of Prime Minister Justin Trudeau's plan to end Canada's participation in the bombing campaign against extremists in Iraq and Syria and refocus military effort on training local forces.While NATO is not formally involved in the 62-country, U.S.-led coalition against ISIL, its members see Canada's plans as important.One of Dion's most important tasks will be to reassure allies that the country remains stalwart, especially in light of the terror attacks in Paris and the security lockdown in Brussels.NATO Secretary General Jens Stoltenberg, as well as the American and British permanent representatives to the alliance, are underscoring growing concern about ISIL domination of ungoverned territory along the Libyan coast, mostly in Sirte."NATO is stepping up its efforts to deal with the challenges from the south," Stoltenberg said Monday, noting that the alliance's 40,000 strong rapid reaction force — originally conceived as a bulwark against Russian expansion in the east — could easily be deployed to face ISIL-back threats in the south.Surveillance is being increased in the region with the stationing of drones in Sicily, he said.The Islamic State presence in Libya is not new, but it is swelling and the fear it could be used as a springboard to launch Paris-style attacks in Europe is growing. NATO finds itself in an ironic position because it was the alliance's air campaign in 2011 that unseated dictator Moammar Gadhafi and helped create the instability on which ISIL feeds.Federica Mogherini, the European Union's high representative for foreign affairs and security policy, will join the NATO discussion on Tuesday as that organization also comes to grips with the threat. Particularly significant for Canada, there will be a review of what alliance countries are contributing and are prepared to further contribute to the U.S.-led coalition.Doug Lute, the U.S. ambassador to NATO, said he expects to see strong support from all allies who are contributing and military efforts will be "sustained and maybe even expanded."Concern about fallout from the downing of a Russian fighter which crossed the Turkish border from Syrian airspace last week has also gripped the meeting. Stoltenberg said the alliance's independent data backs Turkey's version of events. Moscow has repeatedly denied that its warplane crossed the border.Stoltenberg appealed for both sides to de-escalate the crisis and said Russia should be targeting "our common enemy" in the Islamic State, rather than focusing its bombing campaign on opponents of the Syrian regime.A resurgent Russia and its proxy war in Ukraine were to be the subject of discussion at dinner Tuesday.Some NATO members urged a kid glove approach at the Wales Summit a little over a year ago and suggested the invasion of Crimea was a "one-off." However, a senior eastern European diplomat, speaking on background because of the sensitivity of the issue, said those voices have largely been silenced by the Putin government's ongoing support for rebels in eastern Ukraine.Adam Thomson, Britain's ambassador to NATO, was more blunt, saying the world has changed dramatically in the last 12 months."What NATO is evolving to meet is totally new and so the way in which the alliance meets these threats is going to have to be totally new," he said."NATO is going to be taken back to the 20th century. It's not going to be — as some people assume — a return to the Cold War in any way. It's going to have to be completely new answers to completely new challenges."
