Israel denies Palestinian claim that PM agreed to settlement freeze-Conflicting reports over message conveyed from Jerusalem by Kerry to Abbas amid efforts to end terror wave-By Times of Israel staff October 24, 2015, 6:30 pm

Israel on Saturday evening denied Palestinian claims that Prime Minister Benjamin Netanyahu has agreed not to issue “new building plans” at West Bank settlements, as part of efforts to calm tensions and end a wave of Palestinian terror attacks.According to Palestinian sources quoted by the Ynet news site, US Secretary of State John Kerry relayed this pledge from Netanyahu to Palestinian Authority President Mahmoud Abbas when they met in Amman on Saturday. In a similar report, the Al-Araby al-Jadeed website said Netanyahu had agreed to “a silent freeze” in settlement building, but would continue to issue new building tenders in order not to destroy his coalition. An Israeli official quickly denied any government commitment to freezing settlements, according to the Israeli Walla news site. A similar denial was reported by Israeli newspaper Maariv, which quoted a senior Israeli official as saying that, “there is no commitment of this nature.” Responding to various steps reportedly promised by Netanyahu to help calm tensions, Al-Araby al-Jadeed quoted Abbas saying that “if the Israeli moves are serious, it will be possible to make progress.”At a press conference two weeks ago, called to assure Israelis that the government was capable of thwarting the ongoing wave of Palestinian terrorism, Netanyahu said it was “common sense” for him not to risk alienating parts of the international community by announcing new settlement building in response to the terror surge, as many of his right-wing coalition colleagues have demanded. Nobody needed to teach him lessons about the value of settlements, he declared, but his prime obligation was to the security of Israel’s citizens. On Tuesday, furthermore, Netanyahu announced sorrowfully that settlement construction had slowed on his watch, compared to previous prime ministers, to an annual average of 1,500 new units. In Jordan on Saturday, Kerry announced that Israel and Jordan had agreed on various steps aimed at reducing tensions at the Temple Mount in Jerusalem. The steps include round-the-clock video monitoring and Israel reaffirming Jordan’s special and historic role as custodian of the site, known to Muslims as Haram al-Sharif or the Noble Sanctuary, Kerry said.Netanyahu was to announce details of the measures later Saturday, Kerry said.Ten Israelis have been killed and dozens injured in a string of Palestinian terror attacks since the beginning of the month. At least 50 Palestinians have also died, many while carrying out stabbing attacks on Israelis, and others in clashes with security forces.

Kerry: Israel okays 24-hour video cameras on Temple Mount-After talks with Abbas and Abdullah, secretary of state says new security measures also planned to calm tensions over holy site-By AP and Times of Israel staff October 24, 2015, 4:49 pm 16

US Secretary of State John Kerry said Saturday that Israel and Jordan have agreed on steps aimed at reducing tensions at the Temple Mount in Jerusalem that have fanned Israeli-Palestinian violence. The steps include round-the-clock video monitoring and Israel reaffirming Jordan’s special and historic role as custodian of the site, known to Muslims as Haram al-Sharif or the Noble Sanctuary, Kerry said.Prime Minister Benjamin Netanyahu was to announce details of the measures later Saturday, Kerry said after meeting Jordan’s King Abdullah. The secretary said that the prime minister had agreed to “an excellent suggestion by King Abdullah to provide 24-hour video coverage of all sites” in the compound. “This will provide comprehensive visibility and transparency and that could really be a game changer in discouraging anybody from disturbing the sanctity of the holy site.”He said Israel is pledging to maintain the rules of worship at the site, the site holy to Jews and Muslims that is a key factor in the current tensions, and that Israeli and Jordanian authorities will meet about bolstering security.Kerry made the announcement after meeting in Amman with Palestinian Authority President Mahmoud Abbas and Jordan’s King Abdullah II.An Israeli political source said following the announcement that the security cameras would prove Israel was not behind the escalation in tensions on the mount, the Ynet news website reported.“Israel has an interest in this in order to negate the claims that [it] is changing the status quo, and will show that the provocation is not coming from the Israeli side,” the source said.“Israel has reiterated its commitment to preserving the status quo and expects greater effort from the Waqf in maintaining order inside the mosques” on the mount, he said. The Jerusalem Islamic Waqf oversees the administration of the Muslim holy sites on the Temple Mount. Abbas told Kerry on Saturday that Israel must commit to maintaining the status quo on the Temple Mount and prevent Jewish extremists from ascending to the contested site, according to the Palestinian leader’s spokesman. The top American diplomat’s visit to the region is part of efforts to reduce the weeks-long cycle of violence between Israel and Palestinians. Kerry, Abbas and the king were exploring ideas, first raised during a Thursday meeting in Berlin between the American diplomat and Netanyahu, on how to defuse the situation. Following his meeting with Netanyahu, Kerry said he was cautiously optimistic about calming the situation. He has also said he would like to see clarity in the rules governing access to the Temple Mount. The Palestinians claim that Israel is seeking to change the status quo on the Mount, referring to the decades-long arrangement at the Jerusalem hilltop, the holiest place in Judaism, which allows Jews to visit but not pray. The mount houses the Al-Aqsa Mosque, the third holiest site in Islam, and is the location of the two biblical Jewish Temples. Israel has vehemently denied that it is planning to make any changes to the status quo, and Netanyahu has accused Abbas of incitement for making such claims.Speaking to reporters after the Abbas-Kerry meeting, chief Palestinian negotiator Saeb Erekat said Saturday that Netanyahu had “changed the status of the Al-Aqsa Mosque — that’s why we and Jordan are asking the American side to re-establish the situation.”“The king has guardianship over Al-Aqsa Mosque and the holy places and will not allow this manipulation by Netanyahu,” he said.Kerry, his Russian counterpart Sergei Lavrov, EU foreign policy chief Federica Mogherini and UN Secretary General Ban Ki-moon — members of the Middle East peacemaking Quartet — appealed for “maximum restraint” after talks on Friday in Vienna. They also issued a call for Israel to work with Jordan as historic steward of the Al-Aqsa Mosque.Ten Israelis have been killed and dozens injured in a string of Palestinian terror attacks since the beginning of the month. At least 50 Palestinians have also died, many while carrying out stabbing attacks on Israelis, and others in clashes with security forces.

Israel must maintain Temple Mount status quo, Abbas tells Kerry-In Amman meeting, PA president says Jerusalem needs to prevent ‘confrontational settlers’ from accessing the flashpoint site-By AP and Times of Israel staff October 24, 2015, 1:58 pm 11

AMMAN, Jordan — Israel must commit to maintaining the status quo on the Temple Mount and prevent Jewish extremists from ascending to the contested site, Palestinian Authority President Mahmoud Abbas told US Secretary John Kerry in Amman Saturday at a meeting aimed at exploring ideas on how to restore calm after weeks of near-daily Palestinian terror attacks and Israeli-Palestinian clashes.“Keeping the status quo and stopping confrontational settlers from accessing the site are among the first steps Israel should take” to ease tensions, Abbas told Kerry, according to PA spokesman Nabil Abu Rudeineh.Rudeineh said Abbas emphasized that the ball was in Israel’s court and that the Palestinians would “have to see what steps Israel takes before any move on our part.”The meeting with Kerry was also attended by chief Palestinian negotiator Saeb Erekat and Palestinian Intelligence chief Majed Faraj. The Temple Mount is a frequent flashpoint and its fate is a core issue at the heart of the Israeli-Palestinian conflict. It is the holiest site in Judaism, revered by Jews as the Temple Mount, once home to the biblical Temples.Muslims call it the Noble Sanctuary and believe it is the spot where the Prophet Muhammad ascended to heaven. It is the third holiest site in Islam and houses the Al-Aqsa and Dome of the Rock mosques. The Palestinians have charged that Israel is trying to change long-standing understandings, in place since 1967, under which Jews are allowed to visit, but not pray, at the site. Those fears have also been fueled by a rise in visits by Jewish activists demanding prayer rights, including by some members of Netanyahu’s coalition government.Israel has repeatedly and vehemently denied Palestinian allegations that it is trying to change the status quo and has accused Palestinian political and religious leaders of lying and inciting to violence. The site is managed by an Islamic foundation under the auspices of Jordan — the Waqf — but Israel, which captured the area in the 1967 war, controls access. Before their meeting, Kerry and Abbas expressed hope that a solution could be found in brief comments to reporters. After seeing Abbas, Kerry met the Jordanian monarch. Neither spoke to reporters as they began their talks. On Thursday, Kerry met with Prime Minister Benjamin Netanyahu in Berlin to discuss ways to defuse tensions. On Friday in Vienna, Kerry, his Russian counterpart Sergei Lavrov, EU foreign policy chief Federica Mogherini and UN Secretary General Ban Ki-moon — members of the Middle East peacemaking Quartet — appealed for “maximum restraint” after talks.Over the past five weeks, 10 Israelis have been killed in Palestinian attacks and over 50 Palestinians killed by Israeli fire, including at least 28 attackers.Kerry will later Saturday fly to Saudi Arabia for talks with Saudi King Salman.

After Netanyahu talks, Kerry says Israeli-Palestinian strife may ease-Reuters By Arshad Mohammed-oct 22,15-yahoonews

BERLIN (Reuters) - U.S. Secretary of State John Kerry on Thursday voiced cautious hope there may be a way to defuse Israeli-Palestinian violence that has killed nearly 60 people this month.Speaking to reporters after about four hours of talks with Israeli Prime Minister Benjamin Netanyahu, Kerry said he thought there were steps that could reduce the violence and said they needed to be discussed with Jordanian and Palestinian officials."I would characterize that conversation as one that gave me a cautious measure of optimism that there may be ... a way to defuse the situation and begin to find a way forward," Kerry told reporters after he met Netanyahu at a Berlin hotel."If parties want to try, and I believe they do, want to move to a de-escalation, there are a set of choices that are available," he told a joint news conference with German Foreign Minister Frank-Walter Steinmeier. At a United Nations Security Council meeting on Thursday, Israeli Ambassador Danny Danon said peace could only be achieved through direct talks between the parties. He called on the international community to urge Palestinian President Mahmoud Abbas to accept an invitation from Netanyahu to meet.Palestinian Foreign Minister Riad al-Malki said he would never dismiss the possibility of a meeting if it could help de-escalate the violence. But he added that Netanyahu would first have to "end his own incitement" and withdraw Israeli troops from the occupied Palestinian territories.Nine Israelis have been killed in Palestinian stabbings, shootings and vehicle attacks since the start of October. Forty-nine Palestinians, including 25 assailants, among them children, have been killed in attacks and during anti-Israeli protests.Among the causes of the turmoil is Palestinians' anger at what they see as Jewish encroachment on the al-Aqsa mosque compound in Jerusalem's Old City, Islam's holiest site outside Saudi Arabia, which is also revered by Jews as the location of two ancient temples. The area, also home to the Dome of the Rock, is known to Muslims as the Noble Sanctuary and to Jews as the Temple Mount.State Department spokesman John Kirby said a number of constructive proposals were suggested at Kerry's meeting with Netanyahu, including steps Israel could take to reaffirm its commitment to maintaining the status quo at Temple Mount."Both agreed on the need to stop incitement, reduce tension and restore calm," he added, describing the meeting as "lengthy and constructive".Kerry made no reference to Netanyahu's suggestion this week that Haj Amin al-Husseini, the Mufti of Jerusalem during the 1940s, persuaded Adolf Hitler to exterminate the Jews. But the White House urged against the use of inflammatory rhetoric on Thursday.Netanyahu's comments have attracted wide criticism from Israeli opposition politicians and Holocaust experts, who accused the prime minister of distorting the historical record. It is not clear why Netanyahu launched into the issue of the late mufti's role, with Israeli-Palestinian tensions at a new peak, notably over the Jerusalem holy site overseen by the current mufti.-MIDEAST 'QUARTET' MEETS-The European Union's senior diplomat, Federica Mogherini, also met Netanyahu and said she told him of "the need to explore together ways to stop violence, to calm down the situation"."We discussed concrete ways to de-escalate the situation on the ground and to guarantee the status quo in the holy sites," she told reporters in Berlin.Mogherini, the EU's foreign policy chief, said the "Quartet" of Middle East peace mediators would meet in Vienna on Friday to urge Israeli and Palestinian leaders to tone down their rhetoric and calm down the situation on the ground.Whatever immediate steps might be taken, diplomats hold out little hope for any resumption of broader Israeli-Palestinian peace talks, which collapsed in 2014.Netanyahu blamed the Palestinians for the recent surge in killings, singling out Abbas."There is no question that wave of attacks is driven directly by incitement. Incitement from Hamas, incitement from the Islamist movement in Israel, and incitement, I am sorry to say, from President Abbas," he said.A senior U.S. State Department official told reporters that Kerry hopes to persuade both sides to "tamp down" their rhetoric during a four-day trip to Europe and the Middle East in which he also plans to meet Abbas and Jordan's King Abdullah.(Reporting By Arshad Mohammed, additional reporting by Michelle Nichols at the Uinited Nation and Julia Edwards in Washington; Editing by Susan Thomas and Tom Brown)

Shiites commemorate Muhammad’s grandson with mourning, self-flagellation-Thousands gather at Karbala shrine in Iraq for Ashura, the most somber day in Shiite calendar, as millions hold processions in home towns-By Abdelamir Hanoun October 24, 2015, 4:58 pm 6-THE TIMES OF ISRAEL

AFP — Huge crowds of black-clad Shiite faithful massed in the Iraqi city of Karbala on Saturday, crying and beating their chests to commemorate the Prophet Muhammad’s grandson, who died in the seventh century. The holy day of Ashura was marred by attacks in Pakistan and Bangladesh but got under way without incident in southern Iraq, where last year’s security fears have given way to political grievances. Many Shiite worshipers travel from neighboring Iran and other countries each year to visit the shrine, which lies about 80 kilometers (50 miles) southwest of Baghdad.Millions of others across the Shiite world, from Lebanon to South Asia, hold processions in their home towns, performing a variety of rituals, many involving flagellation. Some beat their backs to a drumbeat using chains or blades. Others beat their heads with a sword until their faces and their white mourning robes are covered in blood.Gathered under the golden dome of Imam Hussein’s mausoleum in Karbala, devotees clutching paper tissues wailed and wiped their tears as they listened to accounts of Hussein’s death. The dirge cantor himself repeatedly choked back tears as he sang the praise of Hussein, whose 680 CE killing by the armies of Caliph Yazid lies at the heart of the Sunni-Shiite schism. The 10th day of the mourning month of Muharram has been marred by attacks in the past and Iraq deployed tens of thousands of security forces across the country.“Our forces have set up a security plan that includes more than 20,000 members of the security forces,” Qais Khalaf Rahima, a senior army commander, told a news conference in Karbala on Friday. They formed three concentric security rings around Karbala, banned traffic in the city center three days ago and used special explosives detection equipment, he and the Karbala police chief explained.-Political grievances-The measures are aimed at reducing the risk of suicide bomb attacks by the Islamic State, an extremist Sunni group which controls parts of Iraq and considers Shiites heretics.Karbala province borders the vast Anbar region, which is an IS stronghold.Baghdad’s early efforts in the counter-offensive that followed the devastating jihadist assault launched across Iraq in June 2014 focused on securing Karbala and the other holy Shiite city of Najaf, further south.Military operations against IS south of Baghdad were successful and the commemorations in Karbala, as well as the various processions in Baghdad and southern Iraq, felt less exposed than last year’s.In Pakistan, Ashura was marred by a suspected suicide blast which targeted Shiites in the southern city of Jacobabad and killed at least 24, according to a provincial minister. At least one person was also killed and nearly 80 wounded in a bomb attack on the main Shiite shrine in Bangladesh’s capital Dhaka Saturday, police said. The commemoration, the saddest day in the Shiite calendar, had political undertones in Iraq, where many of the faithful vented their resentment towards the country’s leadership.“Remembering Imam Hussein gives us the strength to fight corruption and those who are responsible for it in government,” said Kadhem Hussein. The 52-year-old, who comes from his southern hometown of Basra every year for Ashura, wore a black shirt and stood in the middle of a huge crowd following the dirge on screens outside the shrine. The past few months have been marked by mounting popular discontent over the lack of services and corruption.Iraqi Prime Minister Haider al-Abadi has announced a reform package but the measures are slow to take effect and weekly protests in Baghdad and elsewhere have continued.“Our politicians try to cast themselves as close to Imam Hussein but who stole the state’s money?” said Jassem Muhammad, a 40-year-old man from Najaf.

US cutting aid to Palestinians by $80m in reported ‘message’ to Abbas-Annual economic assistance to drop from $370m to $290m amid rising Congressional criticism over Palestinian incitement, al-Monitor reports-By Times of Israel staff and JTA October 24, 2015, 9:36 am 19

The US State Department is cutting its economic aid to the Palestinian Authority from $370 million to $290 million annually, in a “message” to PA President Mahmoud Abbas over recent Palestinian incitement amid a relentless wave of terror attacks against Israeli civilians and security forces, according to al-Monitor.The 22 percent cut for the 2015 fiscal year comes amid rising criticism from Congress to act on inciting statements from PA officials in recent weeks in the wake of almost 50 separate terror attacks in just over three weeks.“The State Department notified lawmakers on Sept. 25 of its intention to reduce economic aid for the West Bank and Gaza Strip from $370 million to $290 million in the fiscal year that ended Sept. 30,” the report said.On Thursday, the US House of Representatives Foreign Affairs Committee unanimously called on Palestinians to end incitement against Israel. The non-binding resolution passed after a hearing on Palestinian incitement says “the Palestinian Authority has not fully lived up to its prior agreements with Israel to end incitement and should do more to prepare the Palestinian people for peace with Israel.”It “urges President [Mahmoud] Abbas and Palestinian Authority officials to discontinue all official incitement and exert influence to discourage anti-Israel and anti-Semitic incitement in Palestinian civil society.”The hearing was convened by committee chairman, Rep. Ed Royce (R-CA)-“This wave of violence isn’t some random flare-up,” said Rep. Eliot Engel (D-NY), the top Democrat on the committee, at the hearing, “It’s the product of years and years of anti-Israel propaganda and indoctrination — some of which has been actively promoted by Palestinian Authority officials and institutions.”Palestinian attacks on Israelis have become a near-daily occurrence in recent weeks, amid tensions over the Temple Mount, the holiest site in Judaism and the third-holiest in Islam. Driving the tensions in part have been Palestinian allegations that Israel is planning to alter the regulations at the site, which houses the Al-Aqsa Mosque and the Dome of the Rock, and allow Jews to pray there.Abbas has himself leveled such charges, which Netanyahu vehemently denies. While Abbas hasn’t openly endorsed the attacks, he hasn’t condemned them either, and Prime Minister Benjamin Netanyahu has accused him of inciting violence by calling for protests against Israel. At the UN last month, Abbas accused Israel of sending “extremists” into the Al-Aqsa Mosque. Last week, he alleged Israel was executing Palestinians in cold blood, and cited as an example a Palestinian teenager who had in fact perpetrated a terror attack, was alive, and was being treated in an Israeli hospital.During a September speech in the West Bank city of Ramallah, Abbas hailed Palestinian rioters on the Temple Mount, saying any blood spilled in defense of the holy site was “pure.”“The Al-Aqsa Mosque is ours. The Church of the Holy Sepulchre is ours as well. They have no right to desecrate the mosque with their dirty feet; we won’t allow them to do that,” he added. The House Foreign Affairs Committee resolution came a day after two top congressional appropriators, a Republican and a Democrat, warned Abbas in a letter that US funds were contingent on tamping down incitement during the current wave of violence.“We implore you to refrain from highly inflammatory language and to redouble your efforts to uphold nonviolence,” wrote Rep. Kay Granger (R-TX), the chairwoman of the Foreign Operations subcommittee of the US House of Representatives Appropriations Committee, and Rep. Nita Lowey (D-NY), the committee and subcommittee’s top Democrat.“As you are well aware, any US assistance generously provided by the American people to the Palestinian Authority is predicated on the PA’s adherence to the precepts of the Oslo Accords as well as countering terrorism and the incitement of violence.”The American Israel Public Affairs Committee is maintaining a list on its website of US lawmakers condemning Palestinian incitement. One lawmaker speaking during the hearing, Rep. Brad Sherman, (D-CA), excoriated Palestinian incitement but also lamented Israeli incitement, particularly related to the Temple Mount, also known as the Noble Sanctuary.“Back in the days of the Roman Empire, those zealots who claimed to be the most pro-Israel did enormous harm,” said Sherman, known for his closeness to the pro-Israel community, in remarks first noted by Americans for Peace Now in its weekly legislative roundup.“So now we see a few fringe Israeli leaders who want to disturb the status quo on the Temple Mount,” he said. “They, too, are harmful. They provide a pretext for those who incite terrorism in Israel and those who seek delegitimization abroad.”

For Palestinians, social media is source of news — and anger-Israeli officials argue that content on Palestinian sites, some with millions of followers, is driving the current violence-By Daniel Estrin October 24, 2015, 7:16 pm-THE TIMES OF ISRAEL

RAMALLAH, West Bank (AP) — Four dailies, eight TV stations and scores of radio stations report on the current wave of Israeli-Palestinian violence in the Palestinian territories. But they are background noise for many Palestinian youth, whose No. 1 source of news comes from Facebook groups that pump out a minute-by-minute stream of bloody images and pro-violence slogans. Many Palestinians say such sites only hold up a mirror, or camera, to incessant Israeli violence and pent-up Palestinian fury — that social media reflects reality, not creates it. But Israeli officials argue the medium is the message — that Palestinian social media news sites, some with millions of followers, and the content they post are the driving force in the current wave of violence.“We are seeing a situation in which Osama Bin Laden meets (Facebook founder) Mark Zuckerberg,” Prime Minister Minister Benjamin Netanyahu said this week. “The incitement on the social networks is what is causing the wave of terror.”It was a message Netanyahu repeated in meetings this week with US Secretary of State John Kerry and other world leaders trying to find a way to calm the current tensions. The incitement, Israeli officials say, includes caricatures and video reenactments demonizing Israelis, graphics with instructions on “how to stab a Jew,” and youth calling for martyrdom on Facebook before carrying out stabbings. Hashtag slogans label the violence an intifada, or uprising, and accuse Israel of endangering Islam’s third-holiest spot — a claim that has fueled recent violence.Palestinians say such claims miss the point, and that the violence is the natural result of nearly 50 years of Israeli military occupation and, after years of failed peace efforts, the lack of hope for gaining independence anytime soon. They note that Israeli Facebook pages also post graphic images and hateful messages that contribute to the tense and sometimes vengeful atmosphere.Leaders on both sides have also blamed each other for contributing to violence with their words. Netanyahu accused Palestinian Authority President Mahmoud Abbas of incitement when he wrongly claimed that Israel had “executed” a Palestinian teen when he was actually being treated in an Israeli hospital. The same accusation has been leveled at Netanyahu for speeches linking Abbas to the Islamic State group and suggesting a World War II-era Palestinian leader was the one who persuaded Hitler to exterminate the Jews of Europe.Israeli officials say they convinced Google’s YouTube service and Facebook to remove some Palestinian videos, and an Israeli legal group is preparing a class-action lawsuit against Facebook to force the site to remove certain pro-Palestinian pages. Facebook in the past has removed some Palestinian news sites, but they simply popped up again under a different guise. Over time, they have become essential sources of news for Palestinians. The Quds News Network, which operates one of the most prominent Palestinian Facebook news sites, has about 3.7 million Facebook followers and says it relies on a network of some 300 stringers throughout Israel, the West Bank and Gaza. It breaks news so rapidly that it tends to beat out traditional Palestinian media outlets — even providing those outlets with video and photos. The site says it is independent, but has a reputation for being affiliated with Palestinian terror group Islamic Jihad. Another active Facebook site, run by the Shehab News Network, has about 4.2 million followers and is regarded by Palestinians as being linked with Hamas. Both groups oppose Israel’s right to exist, and have killed scores of Israelis in suicide bombings and shootings over the years.“Our message is twofold. Number one is to support the resistance . second, expose the aggressive acts of the Israeli occupation,” said Ahmed Yousef, 25, an editor at Quds News Network. Sitting in a baklava shop on a recent afternoon, he coordinated coverage with other editors in a Facebook chat group on his cell phone. Yousef said his site does not encourage violence, but only reflects the attitude of the streets. “During this uprising we have to match the mood of the people,” he said.Ten Israelis have been killed over the last month, mainly in stabbing attacks. On the Palestinian side, 49 people have been killed by Israeli fire, 28 of them during attacks on Israelis and the others in clashes with Israeli security forces. The violence has been fueled by rumors that Israel is plotting to take over the Temple Mount, a sensitive Jerusalem site holy to both Jews and Muslims. Israel says it is committed to the longstanding status quo, but Palestinians point to the growing number of religious Jewish visitors to the site, as well as calls from activist groups and senior politicians for expanded Jewish prayer rights.Palestinians say the violence is also rooted in frustration at decades of living under Israeli occupation. Israel says the reason is much simpler: Palestinian leaders are inciting the unrest with incendiary accusations, and Facebook posts are fanning the flames.Israeli social media have also spread graphic images, including security camera footage of attacks released by police. One popular Israeli Facebook news site, 0404, has a following of about 370,000 and provides a constant feed of news and images, including photos of dead Palestinians after being shot by Israeli forces, though it blurs graphic images. It also praises Israeli soldiers as “our brothers” for thwarting attacks. But the reach of these sites seems to pale in comparison to the Palestinian Facebook groups, whose audiences dwarf those of more traditional news sources. The Al-Ayyam daily, a major Palestinian newspaper, estimates its daily readership at about 120,000, while the top TV channel viewed by Palestinians, Al-Jazeera, is seen by about 22 percent of Palestinian adults, according to a survey last month by pollster Khalil Shikaki. In the first intifada, or uprising, in the 1980s, militant groups called for demonstrations by scrawling announcements on cement walls; today, those calls are made on Facebook walls.About half of Palestinians in the West Bank and Gaza use the Internet, and among young people, the percentages are much higher. Some 1.5 million Palestinians use Facebook. Electronic media, including Facebook and Twitter, are the No. 1 source of news for young Palestinians, said Ghassan Khatib of the Jerusalem Media and Communications Center, a research and polling center. The recent stabbings and other deadly attacks on Israelis have been largely carried out by Palestinians in their teens and twenties. Many of them have had no record of militant or criminal activity, and some appear to have been influenced by graphic images on social media showing young Palestinians on the ground after being shot by Israeli officers who said they had attempted stabbings.Relatives of Subhi Abu Khalifeh, a 19-year-old Palestinian accused in a Jerusalem stabbing, say he was outraged over a video showing the shooting of an 18-year-old Palestinian woman by an Israeli civilian after police said she stabbed him. A Palestinian version of events distributed on social media said the man had harassed the teen, trying to remove her headscarf, but she did not stab him.Yousef, the Quds News Network editor, said the group has developed a devoted network of contributors because stringers who submit footage are paid per submission, and editors guarantee their work will be used. Many Palestinians in recent years have bought video cameras for the supplemental income such sites provide. The site generates income from advertisements and subscriptions to its text message news alert service. Yousef said it did not receive support from any political or militant faction.Saed Karzoun, a 30-year-old Palestinian digital media activist who is worried about the influence of recent social media posts, scrolled through the Quds News Network Facebook page on his laptop at his Ramallah apartment. He stopped at a graphic picture of a young Palestinian lying in a pool of blood, shot dead by Israeli forces at a military checkpoint in the West Bank. The military said he had attempted to stab an officer.“You watch a kid dying. What you will do? You will pick up a knife,” said Karzoun. “This is the effect of social media now. This is very dangerous.”2015 The Associated Press.
