U.S. stocks staged a broad-based rally Tuesday with the main indexes closing with their second-largest gains this year. Stocks found relief after last week's rout and as investment funds repositioned their portfolios in the wake of the Labor Day holiday. The S&P 500 SPX, +2.51% closed 48.18 points, or 2.5%, higher at 1,969.40. The Dow Jones Industrial Average DJIA, +2.42% jumped 390.30 points, or 2.4%, to 16,492.68. The Nasdaq Composite COMP, +2.73% ended the day up 128 points, or 2.7% at 4,811.93.

Add the world’s biggest stock-index futures market to the list of casualties from China’s interventionist campaign to stop a $5 trillion equity rout.Volumes in the country’s CSI 300 Index and CSI 500 Index futures sank to record lows on Tuesday after falling 99 percent from their June highs. Ranked by the World Federation of Exchanges as the most active market for index futures as recently as July, liquidity in China has dried up as authorities raised margin requirements, tightened position limits and started a police probe into bearish wagers.While trading in Chinese equities has also slumped amid curbs on short sales and an investigation into computer-driven orders, the tumble in futures volumes may cause even greater damage because of their central role in the investment strategies of domestic hedge funds and other institutional money managers. A failure to revive the market would undercut the government’s own efforts to attract professional investors to local stock exchanges, where individuals still account for more than 80 percent of trades.“It is further evidence that the Chinese authorities are not yet ready to commit to freely trading markets,” said Tony Hann, a London-based money manager at Blackfriars Asset Management, which oversees about $350 million. “Fully functioning developed financial markets in China will take many years.”-Popular Tool-Chinese policy makers, intent on ending a selloff that has eroded confidence in their management of the economy, are targeting the futures market because selling the contracts is one of the easiest ways for investors to make large wagers against stocks. It’s also a favored product for short-term speculators because the exchange allows participants to buy and sell the same contract in a single day. In the cash equities market, there’s a ban on same-day trading.Yet futures are also a popular tool among sophisticated investors with longer-term horizons. For hedge funds, they provide an easy way to adjust exposure to market swings. And large institutions use them to make cost-effective asset-allocation changes. As an example, selling index futures might be cheaper than unloading a large block of shares -- an order that could put downward pressure on prices.A sustained slump in liquidity may spur some institutional investors to “give up hedging in futures, unwind futures positions and reduce their stock positions,” said Dai Shenshen, a trader at SWS Futures Co. in Shanghai.China, which has been investigating evidence of “malicious” short selling since July, stepped up curbs on the futures markets on Monday. The China Financial Futures Exchange now labels a position of more than 10 contracts on a single index future as “abnormal trading.” While the bourse said the restriction won’t apply to futures used for hedging purposes, it didn’t detail how it will identify such trades. Before last month, investors could have as many as 600 contracts.The bourse also raised fees for settling positions opened on the same day to 0.23 percent from 0.0115 percent. Margin requirements on stock-index futures contracts were lifted to 40 percent from 30 percent. For those with hedging demand, the levels climbed to 20 percent from 10 percent. Exchange officials didn’t respond to e-mailed questions from Bloomberg News on Tuesday.Futures trading on the CSI 300 Index, a gauge of the nation’s biggest companies, shrank to just 34,085 contracts on Tuesday. That’s down from 3.2 million at the end of June and compares with the 30-day average of 1.7 million. For the CSI 500 Index of small-cap shares, futures volumes have dropped to 13,167 from about 144,000 a month ago.The CSI 300 climbed 2.6 percent on Tuesday, paring its retreat from a June 8 high to 38 percent. Right now, Hong says, policy makers are primarily focused on ensuring stability in the nation’s financial system.“Reform is still a very important agenda, but it is also a longer term one,” said Hong, the China strategist at Bocom in Hong Kong.For Yoyo Shi, a Shenzhen-based trader at Citic Futures Co., it’s unclear how long the latest measures will last. What she does know is that they’re bad for the brokerage business as volumes evaporate.“It’s a tough time for all of us,” said Shi, whose firm is a unit of China’s biggest brokerage. “All the measures the authorities introduced to help the market become more healthy over the past three months were supposed to be temporary. But as we can see, there are more measures coming in.”

Two other polls published last week showed New Democracy beating Syriza for the first time.In Monday's poll, the far-right Golden Dawn party, whose leader and senior lawmakers are standing trial on charges of being a criminal group, ranked third with 6.5 percent of the vote.The Independent Greeks, Tsipras's junior coalition partner, is expected to get 2.5 percent of the vote, below the 3 percent threshold needed to enter parliament.As many as 35 percent of Greeks want the two first parties to form a coalition government, the poll showed. U.S. stocks surged, with the Standard & Poor’s 500 Index’s second-best gain this year, after a late rally in Chinese stock markets led global equities higher.The S&P 500 jumped 2.5 percent to 1,969.28 at 4 p.m. in New York, after the gauge’s second-biggest weekly retreat this year.“Now that China showed that it was not going to break down further, our market is taking back what it lost on Friday,” said Matt Maley, an equity strategist at Miller Tabak & Co LLC in New York. “The market got hit hard on Friday because people were worried about China.”Equities around the world climbed today, led by China. A rally in Shanghai in the final hour of trading followed a pattern that has recently suggested state intervention to prop up the nation’s equities. U.S. stocks have turned more volatile in recent weeks amid concerns that a Chinese economic slowdown will weigh on global growth, while investors bet the Federal Reserve is on course this year for its first interest-rate increase since 2006.The S&P 500 swung up or down an average of 2 percent a day for more than two weeks through Friday, while before Aug. 20, the 2015 average was around 0.6 percent. In 10 of the last 13 days, the benchmark has closed with a move of at least 1.3 percent. The Chicago Board Options Exchange Volatility Index had posted 11 straight sessions above 25, a level that before August it touched on just five days since 2011.U.S. stocks slumped last week as August payrolls data gave little guidance on interest rates. LONDON (Reuters) - Gold eased back towards its lowest since mid-August on Monday as stock markets firmed and the dollar steadied, and after U.S. payrolls data failed to provide clarity on the timing of a Federal Reserve rate hike.Having failed to benefit from recent turmoil in stock markets after China devalued its currency last month, gold is now struggling to find direction outside of U.S. monetary policy, analysts said. Spot gold (XAU=) was down 0.3 percent at $1,119.10 an ounce by 2:30 p.m. EST (1830 GMT), while U.S. gold futures (GCv1) for December delivery were down $3 an ounce at $1,118.40 with activity subdued by the U.S. Labour Day holiday."Gold didn't do enough during the equity market turmoil in China, or the yuan devaluation in China. People were expecting it to go up and it didn't, so they lost interest," Citi analyst David Wilson said."The market has already assumed that there may not be a September rate hike, so if anything, if there is a hike, there is more risk on the downside."Spot gold lost 1 percent last week and has fallen more than 5 percent this year, largely on expectations for a rise in U.S. interest rates.That would lift the opportunity cost of holding non-yielding bullion while boosting the dollar, in which it is priced.Bullion traders said uncertainty over the timing of a hike will keep gold under pressure until the Fed meets on Sept. 16-17. Russia won’t join the Organization of Petroleum Exporting Countries and isn’t able to cut production in the same way, said OAO Rosneft Chief Executive Officer Igor Sechin. Russia’s Deputy Prime Minister Arkady Dvorkovich said last week there is no way the country can artificially reduce supply.Oil has fluctuated the past three weeks as concerns over slowing demand in China fueled volatility in global markets. Prices are down more than 25 percent from this year’s closing peak in June on signs the surplus will persist. OPEC members are sustaining output and U.S. crude stockpiles remain almost 100 million barrels above the five-year seasonal average.“ Russia’s comments on the market are having some impact on prices today,” Bjarne Schieldrop, Oslo-based chief commodities analyst at SEB AB, said by phone. “There’s some positive data coming from U.S. rig counts for example, and that could be positive for oil prices this week.”Brent for October settlement lost $1.98 to settle at $47.63 a barrel on the London-based ICE Futures Europe exchange. The European benchmark crude traded at a premium of $3.37 to West Texas Intermediate. Prices have decreased 17 percent this year.-Producers’ Summit-WTI for October delivery dropped $1.79, or 3.9 percent, to $44.26 a barrel on the New York Mercantile Exchange. It was the biggest liquidation of bearish bets since May.The week made for a wild ride in the crude markets as volatility jumped to a five-month high amid anxiety about a stubborn worldwide glut of crude. Rising production from Iran and the U.S. combined with weaker demand from China put an end to three days of gains on Sept. 1, the last day of the report week, as oil plummeted 7.7 percent.“There’s a lot of nervousness in this market,” said John Kilduff, a partner at Again Capital LLC, a New York-based hedge fund that focuses on energy. “Everyone is retrenching in the face of this extreme volatility.”Money managers cut short positions, or bets that prices will fall, by 21,009 futures and options combined, U.S. Commodity Futures Trading Commission data showed. Net-long positions increased by 16,826 contracts as bullish wagers also declined.“We’re seeing some short covering along with long liquidation, which means that money is moving out of the market,” said Tim Evans, an energy analyst at Citi Futures Perspective in New York, said. “Investors are moving to the sidelines, which is an appropriate response given the volatility.”The U.S. benchmark oil contract advanced 16 percent in the report week to $45.41 a barrel on the New York Mercantile Exchange. Other Markets-In other markets, net-long positions on Brent crude were little changed at 140,660 contracts, according to ICE Futures Europe data. Net bullish bets on Nymex gasoline slid 18 percent to 16,383, CFTC data show. Futures fell 3 percent to $1.3956 a gallon. Net bearish wagers on U.S. ultra low sulfur diesel contracted by 14 percent to 28,822 contracts. Diesel futures advanced 13 percent to $1.5779 a gallon.U.S. crude output is 6.8 percent higher than a year ago even though oil rigs are down by 58 percent. Production has been resilient despite spending cuts as drillers focus on the most prolific properties.“The guns are loaded and ready to be fired again,” said Kilduff. “They’re waiting for a signal from OPEC or the rig count, or some kind of clear signal that the oversupply is going to be addressed.”
