In continuation of a militarizing trend, Russia will deploy advanced aerial weapons systems to the Arctic, according to the deputy commander of Russia’s Aerospace Defense Forces.Speaking on June 20, Deputy Commander Kirill Makarov told RIA Novosti that the Kremlin will deploy fighter aircraft, surface-to-air missile systems, and radar systems to islands off the Russian coast in the Arctic."This is all done to the Russian Federation to defend its interests around the perimeter of our state, but also the interests in the Arctic," Makarov said according to a translation done by Google.The deployment of advanced aerospace technology to the Arctic is in keeping with a Russian drive to militarize the region as part of a new military strategy that was signed into place by the Kremlin in December 2014. In addition to the Arctic, Russia has placed particular emphasis on militarizing the Crimean peninsula and the Russian Baltic exclave of Kaliningrad.Since the new military doctrine has gone into effect, Moscow has undertaken a militarization and construction blitz throughout the Arctic. Russia is constructing ten Arctic search-and-rescue stations, 16 deepwater ports, 13 airfields, and ten air-defense radar stations across its Arctic coast.

Simultaneously, Moscow has created Joint Strategic Command North (JSCN) from components of the Northern Fleet in order to maintain a permanent military presence in the region. Ukrainian rebels on Tuesday accused government forces of killing three civilians in attacks launched hours before the start of crunch talks in Paris on ways to halt the 15-month separatist war.Kiev's Western-backed military command meanwhile reported the death of one soldier and accused the pro-Russian rebels of heavy mortar and artillery fire.The ongoing bloodshed underscores a repeated failure by diplomats to find a way out of a crisis that has killed 6,500 people in a little over a year.Entering the Paris talks, German Foreign Minister Frank-Walter Steinmeier said the recent deaths "shows that the ceasefire isn't just fragile but that the daily violations are becoming more frequent.""Without a ceasefire, all the other factors won't come together," warned the minister ahead of talks with his French, Russian and Ukrainian counterparts.

The eurozone “will need to shift from a system of rules and guidelines for national economic policy-making to a system of further sovereignty sharing within common institutions, most of which already exist and can progressively fulfil this task," it adds."In practice, this would require member states to accept increasingly joint decision-making on elements of their respective national budgets and economic policies."The report, entitled 'Completing Europe's Economic and Monetary Union', comes on the same day that finance ministers and their government leaders of the euro area will meet to debate the Greek debt crisis, amidst renewed fear of a Greek exit from the eurozone.The report refers to a “common destiny [which] requires solidarity in times of crisis and respect for commonly agreed rules from all members” and that those in the eurozone have given up their national currencies "once and for all".The financial and economic crisis has “forced national governments and EU institutions to take quick and extraordinary steps”, but “the quick fixes of recent years need to be turned into a lasting, fair and democratically legitimate basis for the future”.The report contains both medium- and long-term measures.In the next two years, by 30 June 2017, each country should create a 'competitive authority', “a national body in charge of tracking performance and policies in the field of competitiveness”.These bodies should be “independent entities with a mandate to ‘assess whether wages are evolving in line with productivity and compare with developments in other euro area countries and in the main comparable trading partners”.The opinions of the authorities should be used by social partners in wage setting negotiations.Other measures for the next two years include an advisory European Fiscal Board, completion of the Banking Union, and a reorganisation of the European Semester.These changes should be possible witin the current EU treaty but other ideas such as eurozone finance ministry by 2025 are likely to require treaty changes.“Euro area member states would continue to decide on taxation and the allocation of budgetary expenditures according to national preferences and political choices. However, as the euro area evolves towards a genuine EMU, some decisions will increasingly need to be made collectively while ensuring democratic accountability and legitimacy.”The report also notes that the Eurogroup should have a full-time president. Jeroen Dijsselbloem, the current eurogroup chief, is also Dutch finance minsiter.The report, which is mostly the work of European Commission president Jean-Claude Juncker, is likely to raise sovereignty concerns in some captials.However, the report argues that member states have already lost power during the financial crisis but without gaining any democratic oversight.“At the height of the crisis, far-reaching decisions had often to be taken in a rush, sometimes overnight. In several cases, intergovernmental solutions were chosen to speed up decisions or overcome opposition. Now is the time to review and consolidate our political construct”, the report says.Some of the report's ideas were voiced earlier this month in an op-ed by the German and French economy ministers.

The US military will be sending enough equipment to supply a typical army unit to allied countries in the Baltics and Eastern Europe in response to Russian actions in the Ukraine, Defense Secretary Ashton Carter said Tuesday, during his week-long trip to Europe, CNN reported.The equipment, which includes dozens of tanks, Bradley armored fighting vehicles, and self-propelled howitzers, will be positioned in Estonia, Lithuania, Latvia, Bulgaria, Romania and Poland, Carter announced at a press conference with US allies in Estonia.The equipment will be used in training exercises by NATO troops and will not involve US soldiers.“We're sending a message of assurance to our NATO allies. We have obligations, under the NATO treaty, to defend those countries if attacked,” said retired Brig. Gen. Mark Kimmit, the former military assistant to the Supreme Allied Commander in Europe, to CNN. “I think those countries in the region are going to be welcoming the positioning of these – this equipment into their countries."The contribution of tanks and armored vehicles from the US comes at a time of international debate over how rigorously NATO allies and the region should prepare to defend against an increasingly combative Russia.A survey by Pew Research Center suggests that the citizens of NATO’s member nations are divided on how NATO might intervene if Russia takes action in the Baltic region and Eastern Europe.“At least half of Germans, French and Italians say their country should not use military force to defend a NATO ally if attacked by Russia,” the Pew Research Center found in a recent survey, which is based on interviews in 10 nations, according to The New York Times. Americans and Canadians, Pew says, were the only nationalities surveyed in which more than half of those polled believed that their country should take military action if Russia attacked a NATO ally.Such mixed public sentiment is likely unsettling to NATO members in the Baltics and Eastern Europe, who see what is happening in Eastern Ukraine where more than 6,000 people have been killed in fighting between ethnic Russians, supported by Russia, and Ukraine, and wonder what may be coming next from the Kremlin.“During the Cold War we had everything there in the neighborhood we needed to respond,” said Julianne Smith, a former defense and White House official who is now a senior fellow at the Center for a New American Security in Washington, to The New York Times. “It’s all atrophied. Good afternoon.On Wednesday and Thursday this week, the NATO defence ministers will meet. And the main issue will be how NATO is adapting to a new and more challenging security environment. This is an environment which is more complex and more demanding than it has been for a long time.NATO is responding to this new security environment with solidarity and with resolve.And just a few days ago I visited Poland, and there I saw the new Spearhead Force exercising. And this is the first deployment on an exercise of this newly established, very high readiness joint task force or Spearhead force of NATO.And the establishment of this new Spearhead Force and the exercise in Poland, sends a very clear signal about that NATO is here. And NATO is ready.Seven European Allies will lead the force over the coming years. Six new small headquarters across the eastern part of the Alliance are being set up. And all Allies are making substantial contributions to our strengthened presence in the air, at sea and on the ground.At our defence ministerial this week, we will take new steps to strengthen our collective defence. So we can respond to the challenges even faster and more effectively.First, we will take decisions to further increase the strength and the capability of the NATO Response Force. All together, it will amount to between 30,000 and 40,000 troops – more than double its previous size.The centerpiece of this enhanced NATO Response Force is the Spearhead Force. Its land component was decided in February to be a brigade. At the meeting this week, we will approve the air, sea and special forces components of the new Spearhead Force.The second decision I expect ministers to make related to how we are increasing the readiness and the responsiveness of our forces, is that we will speed up our political and military decision-making to enable a rapid deployment of the NATO Response Force, while maintaining full political control.To further promote faster decisions, we will have more detailed and advanced plans which is key to be able to deploy forces quickly.We are giving our Supreme Commander, SACEUR, more authority to prepare our troops for deployment and get them ready to go once the political decision is made.And third, we will set up a new logistics headquarters within the NATO command structure, better to coordinate and manage the movement of our forces across Alliance territory and their central supplies.So these are some of the decisions which we are going to take and I expect the ministers to take. And they are important decisions for NATO’s adaptation to a new and more challenging security environment.But adaptation requires an increased investment in defence.We have just published the Allies’ defence spending figures for 2014, and we have also published estimates for 2015.This year, we expect five Allies to spend 2% of GDP on defence and these Allies are Estonia, Greece, Poland, the United Kingdom and the United States.Eighteen Allies are expected to increase their defence expenditure in real terms.This is good news. But the picture is mixed. Overall, we expect total NATO defence expenditure to continue to decrease in 2015 by 1.5 percent. And this comes on top of a steady decline in especially European NATO Allies defence expenditure during a long period of time.So we need to redouble our efforts to reverse this trend. Because we are facing more challenges, and we cannot do more with less indefinitely. I will take the question of defence expenditure up with the ministers when we meet on Wednesday and Thursday because this is key when it comes to both following up the decisions we made at our Summit last fall in Wales, but also preparing for the next Summit which will take place in Warsaw in July 2016.On Thursday, the second day of the ministerial meeting we will also meet with Ukraine’s new defence minister in the NATO-Ukraine Commission.We will there reaffirm our strong commitment to an independent, peaceful and prosperous Ukraine. And to Ukraine’s territorial integrity and sovereignty.Finally, we will review progress made since the launch of our Resolute Support Mission in Afghanistan at the start of the year. And the evolution of this mission.And we will look at how we will continue to support the Afghan National Defence and Security Forces in the longer term.They continue to face considerable challenges. I strongly condemn the attack on the Afghan parliament today. This is an attack on democracy.The Afghan forces stand their ground. They, and the Afghan people, deserve our full support.With that, I am ready to take your questions.
MODERATOR: We’ll take three more questions over there because I know lots of people had their hands up so we’ll go to the second row, first there.
Q: Japanese Daily Mainichi, my name is Saito. I have two questions if I may. One question is, I missed the point, you suggested that something changed your command structure, headquarter, could you elaborate a little bit? And second question, [inaudible] for discussion, but with partners, does some partners already took part in the NATO Response Force but is there any discussion to invite some partners to take part in the [inaudible], namely the enhanced opportunity partner five countries especially?
JENS STOLTENBERG: So what I said was that we are going to establish a new logistic headquarters within the NATO command structure. And the reason why we are going to do that is that that will increase our capability and our capacity to coordinate and manage the movement of our forces across the territory of our Allied countries. And especially to manage supplies which is key when it comes to both the readiness and but also the sustainability of military forces. So everything related to logistics, supplies, transportation is key and we are going to then establish this new headquarters within the existing command structure which is going to address this issue in particular. When it comes to partners you are very right that partners have contributed to the NATO Response Force before and we are planning for that they can also do that in the future. Exactly how we are going to do that, well we have to discuss with partners but we are very positive and I’m very committed myself to make sure that we will find ways of making sure that partners can contribute to the NATO Response Force in the future. And you have to remember that the Spearhead Force, the very high-readiness joint task force, is part of the NATO Response Force. I’m certain that we will find practical ways of doing this so we can still invite partner countries to contribute to the NATO Response Force also in the future.
Q: John Dahlberg from the Associated Press. Secretary General if I could ask you to comment on the meetings taking place across town today, is NATO concerned that a failure for, between Greece and its creditors to come to an agreement on what to do with the Greek economy and a departure of Greece from the Eurozone might have consequences for European of Transatlantic Security? You mentioned Greece as one of the five countries to make its 2 % commitment.
JENS STOLTENBERG: So I welcome very much the efforts made by the European Union, the Commission, the creditors and Greece to try to find a solution. And I think this is a very demanding and very difficult challenge and I think it will only become more difficult if I start to give them advice. So I will leave that to them and I think it’s up to the European Union and Greece to find a solution. But what I will underline is that of course it will be a great advantage for us all if they are able to find a solution and therefore I support all efforts to try to find a solution because that will contribute to a more predictable development in Europe that’s good for the, for Europe but is of course also good for the stability and the predictability surrounding NATO and I think that’s important also for NATO.

Q: Terry Schultz with NPR and CBS. Secretary, Defense Secretary Ashton Carter is saying that he won’t let Russia drag NATO and the Allies back to the past saying that this is looking more and more like a cold war scenario. Every reassurance, everything that you call a reassurance measure is met with a fairly aggressive response by Moscow, increasing the nuclear arsenal for example. Do you feel like things are moving back to a cold war mentality and how would you assess right now the status of the so-called Minks Ceasefire? Thanks.
JENS STOLTENBERG: We are not in a cold war situation, but we are not in a strategic partnership with Russia either. And therefore we are facing something which is in between. The historic experience of cold war and what we strived to establish the strategic partnership with Russia after the end of the Cold War. We are responding and I think that if NATO hadn’t adapted when the security environment is changing then it would have been fair to criticise us, because there is no doubt that, that the security environment surrounding NATO is fundamentally changed. Both with the violence, the turmoil we see to the south with ISIL, violence spreading across the Middle East and North Africa. But also with the challenges we see to the east caused by more aggressive actions in Russia in Ukraine, Russia’s long-term and heavy investments in defence but also the behaviour we see of Russia when it comes to for instance an increased number of snap exercises which have been used as a disguise for annexing Crimea, sending forces, supplies, support into Eastern Ukraine to destabilize Eastern Ukraine and also their increased use of nuclear rhetoric, as a part of the total defence posture and the way they are messaging to neighbours and NATO Allies. So all of this requires that we are adapting and what NATO does is defensive, it’s proportionate and it’s fully in line with our international commitments. NATO does not seek confrontation with Russia. We don’t seek an arms race, we continue to strive for a more cooperative and constructive relationship with Russia. We continue to work for more predictability, transparency, especially related to military activities, exercises, this has has always been important. But it is even more important now because the military presence along the borders have increased and therefore it is very important to avoid that any situation spirals out of control and therefore predictability, transparency and part of these also arms control is and remains a key goal for NATO. But as I’ve stated several times there is no contradiction between strong defence and dialogue, actually we need strong defence, collective defence to have the foundation for engaging Russia in a political dialogue.
Q: Naftali Bendavid, Wall Street Journal. A few times in recent weeks you’ve mentioned the growing use of nuclear rhetoric by Russia and I know it’s something that’s of concern to you and I wanted to ask, what exactly is NATO doing in response to this increased use of nuclear messaging?
JENS STOLTENBERG: The nuclear messaging of Russia is destabilizing, it’s unjustified and I also characterized it as dangerous. Because what we learned during the Cold War is that everything related to nuclear weapons has to be dealt with in a very cautious way, in a predictable way and this nuclear sabre rattling is not the right way of addressing the challenges we face, especially today with increased tensions. The nuclear sabre rattling is part of the picture which has made it necessary for NATO to adapt, to increase the readiness of our forces, the preparedness of our forces, to have increased military presence in the eastern part of the Alliance with more ships at sea, planes in the air and troops on the ground on a rotational basis. And it’s also the reason why we are establishing the new small headquarters, the high readiness of our forces, to respond to the overall picture and the nuclear rhetoric is part of this overall picture. As we have stated many times we will still rely on deterrence in NATO which is a mix of conventional forces, missile defence and nuclear forces and that will also be the case in the future.

Q: I’m [inaudible], Kommersant Daily Russia. My question is about the information that the USA is planning to store some heavy weaponry in the Baltic region and in some Eastern European countries. First will this topic be discussed during the meeting? And second how could you answer it to the Russian authorities what they say that this decision will be a violation of the Russian NATO Founding Act of 1997? Thank you.
JENS STOLTENBERG: Prepositioning of equipment is, as planned by and discussed by NATO and NATO Allies is in no way violating the NATO Russia Founding Act. Everything we do is defensive, it’s proportionate and it’s fully in line with our international commitments. We addressed the question of pre-positioning when we made our decisions last fall at the NATO Summit. We decided there to increase the readiness and the preparedness of our forces and we are doing that step by step. I mentioned some elements which we’re going to discuss at our meeting later on, later on this week related to the air, the sea and the special operation forces and the more rapid decision-making and better planning. Pre-positioning was addressed at our Wales Summit, we, we believe that pre-positioning is one element in, in increasing our readiness and increasing our ability to reinforce if needed. And I welcome also efforts by Allies and by the United States to support each other and I’m certain that we’re also going to discuss the question of pre-positioning at our Defence Ministerial Meeting later on this week.

NATO Secretary General joins Allied ministers to watch Spearhead Force in action-18 Jun. 2015

NATO Secretary Jens Stoltenberg along with the Deputy Prime Minister of Poland, and Defence Ministers of Germany, the Netherlands and Norway, as well as top NATO military commanders, attended the first deployment exercise of the Alliance’s new very high readiness Spearhead Force on Thursday (18 June 2015) in western Poland.Minister of Defence of Germany Ursula von der Leyen, NATO Secretary General Jens Stoltenberg, Minister of Defence of Norway Ine Eriksen Soreide, Minister of Defence of the Netherlands Jeanine Hennis-Plasschaert and Minister of Defence of Poland Tomasz Siemoniak at the Noble Jump 2015 Exercise training session.The Secretary General described exercise Noble Jump as NATO delivering on the promises made at the Wales Summit, where Alliance leaders decided to increase the readiness and preparedness of NATO forces in response to rising security challenges from the east and the south. "This is a strong expression that NATO stands ready to protect and defend Poland and all Allies against any threat," Mr Stoltenberg said.“I am impressed by what I've seen," he added, praising the professionalism, the dedication of the troops and their ability to work together. "Troops from 9 different countries working together as one - this is really the strength of NATO,” said the Secretary General.Mr. Stoltenberg met with Polish Deputy Prime Minister and Minister of Defence Tomasz Siemoniak, the German Defence Minister Ursula von der Leyen, the Dutch Defence Minister Jeannine Hennis-Plasschaert and the Norwegian Defence Minister Ine Eriksen Søreide, whose countries are playing a leading role in developing NATO's very high readiness force. Brigadier General Kees Matthijssen, the Brigade Commander of the interim VJTF, explained that the 2,100 participating troops from 9 countries had deployed within 4 days using 9 trains, 440 vehicles, 30 military convoys, 17 flights and over 100 containers. The exercise started on 9 June and runs until 19 June. The speed and the precision of the new force was demonstrated in practice in a live fire exercise involving special operations against irregular forces, combat helicopters and fighter aircraft, tanks, and armoured engineering vehicles.The Secretary General also met with Polish President Bronislaw Komorowski in Warsaw. He thanked the President for his personal leadership and commitment to a strong defence and a strong NATO strong. Poland will meet the 2 % of GDP guideline in spending on defence this year and in July 2016 will host the Warsaw Summit, which will be a key milestone in the adaptation of the Alliance. Mr Stoltenberg also met President-elect Andrzej Duda.
EU drafts plan on Russia's media 'misuse' By Andrew Rettman-june 23,15-euobserver
BRUSSELS, Today, 09:29-EU institutions aim to counter Russian propaganda with “positive” messages, media funding, and closer regulation, a new action plan says.The plan, a nine-page paper drafted by the EU foreign service and seen by EUobserver, will be discussed by ministers at a general affairs council on Tuesday (23 June), with a view to adoption by leaders on Thursday.It notes that Russia’s “use and misuse of communication tools” has “played an important role in the dramatic political, economic, and security-related developments” in the EU’s eastern neighbourhood in the past 18 months.It calls for “promotion of EU policies” in former Soviet states, support for “independent media”, and “increased public awareness of disinformation activities by external actors”.It says a new EU foreign service cell, called East StratCom Team, which is to be up-and-running by September, will shepherd activity.It's to “develop dedicated communication material on priority issues”, which will be “put at the disposal of the EU's political leadership, press services, EU delegations, and EU member states”.It notes the material, to be circulated in Russian and in local languages, should “allow citizens to easily understand that political and economic reforms promoted by the EU can, over time, have a positive impact on their daily lives”.It says that “rather than explain the detail of EU policies and programmes, [it] should clearly explain their benefits to the people of the region … in clear language, and based on real-life success stories that will resonate”.EU institutions will also work with NGOs “to raise awareness of [Russian] disinformation activities amongst the general public”.They will tap the so-called Open budget line in 2015 to 2020 for “targeted training and capacity building of journalists and media actors” in countries such as Georgia, Moldova, and Ukraine.On the regulation front, the EU foreign service notes that “media policy remains primarily a national competence”.But with some Russian media, such as RT or Sputnik, broadcasting fabrications and hate speech from their bureaus in EU cities, it says “the EU … will work to improve co-operation between national regulators, including through meetings of the European Regulators Group”, an audiovisual body.It also says the European Commission will “table a new legislative proposal to improve the regulatory environment and take account of current challenges”.The plan is the fruit of three months’ reflection by the EU diplomatic corps.It was circulated to EU ambassadors on 16 June.A diplomat from one northern EU member state described it as a “pragmatic, low-level approach”. He noted that “the action plan is a living document, which can be expanded later”.Diplomats from former Iron Curtain EU countries, many of which see Russian propaganda as an immediate threat, have ridiculed it.One contact told EUobserver: “It’s weak. We hope the ministers will strengthen it when they meet on Tuesday”. A second contact said: “It’s a piece of crap”.

By comparison, the UK, in April, created a 1,500-man unit in the British army, the so-called 77th Brigade, to engage in psychological operations.It will focus on social media, targeting Russian and Islamic State propaganda.But for his part, Daniel Korski, an advisor to British PM David Cameron, who used to work for the EU foreign service, said effective communication doesn’t need more officials in the small East StratCom Team.“It’s much less to do with funding new institutions or schemes. It’s more about rapid reaction by politicians and institutions, so that when a statement is blatantly false, we're quick to debunk it and to say what we stand for”, he told Globsec, a security congress in Slovakia last weekend.Korski, who worked on British PM David Cameron’s election campaign, noted that EU states already have adequate infrastructure.“ We already have structures which are capable of reacting very quickly to media developments, of debunking negative messages: Tthey’re called political parties”, he said.

Robert Pszczel, Nato’s former spokesman in Moscow, told Globsec the EU should “take off the gloves”.
“We have to talk back. It doesn’t mean we engage with Russian propaganda tit for tat … but we have to talk back because silence is interpreted in the wrong way”.He said Russian VIPs are prone to self- contradiction and hollow arguments.“I’d like to see Western media invite more Russian officials on talk shows. I’d like to see them take on people like Chizhov [Russia’s EU ambassador] or Churkin [its UN ambassador] because they’ll win”, he noted.“They contradict themselves: One minute it’s ‘gay EU’ and ‘Nato is a paper tiger’. The next minute it’s ‘neo-Nazi EU’ and 'Nato is a terrible menace'.”He gave his own TV clash with Russian nationalist MP Vladimir Zhirinovsky as an example.“If Mr Zhirinovsky says: ‘We [Russia] have nukes, so, aaargh!’, it’s easy to say: ‘Well, we [Nato countries] have nukes as well’. It made him keep quiet for a while”.

Brussels, Today, 18:29-Europeans, compared to other parts of the world, hold more critical views of China’s human rights record, according to a survey published by US think tank Pew on Tuesday (23 June).
Pew interviewed people from 40 countries, including the EU's six most populous countries: Germany, the UK, France, Italy, Spain and Poland.In France, 93 percent of respondents said the Chinese government does not respect the personal freedoms of its people; 92 percent of Germans, and 88 percent of Spanish were of the same view.Respondents from Canada and the US responded in a similar fashion, but most regions in the world, especially Africa were much more positive. Only 28 percent of Russians answered No, and 52 percent answered Yes.When asked about their general opinion of China, the six surveyed European countries, which account for 70 percent of the EU's population, were also less favourable towards the Asian country.Thirty four percent of Germans held a favourable view of China, while 60 percent held an unfavourable one. The most favourable views within the European countries were held in France, where they were almost tied with negative views.In some European countries gender and age revealed differences when it comes to how China is viewed.Among Spaniards, 37 percent of those above age 50 have a favourable view of China, this rose to 56 percent among 18 to 29 year olds.Forty-two percent of German men view China positively, compared to 25 percent of German women.
Political power
Of the five regions the researchers compared – the EU, Middle East, Latin America, Africa, and Asia/Pacific – it was the EU where most people believed that China would take over the US as a superpower.Almost half of French, German, Spanish, and British respondents believed that China “will eventually replace the US as the world's leading superpower”.Only 31 percent of Italians agreed, but that is because 26 percent were of the opinion that China has already replaced the US as leading superpower.Around a third of Europeans believed China will never replace the US as superpower.In the US itself, 10 percent believed China has replaced the US, and 36 percent that it will do so eventually.
Economic power
On the economy, there is substantial support in Europe for the idea that China is currently the world's number one economic power.However, that notion was more popular a few years ago.“Between 2009 and 2012, Europeans increasingly saw China, rather than the US, as the world’s economic leader. However, the pendulum has swung back in the other direction since 2012, and today Europeans are now essentially divided on this question”, the report said.In France, 49 percent named China as the leading economic power, 40 percent named the US.In Germany, 39 percent believed China to be the world's economic powerhouse; 27 percent said that honour belongs to the US, while 25 percent of Germans named EU has the main economic power in the world.Of the forty surveyed countries, only five had 10 percent or more respondents believing that the EU is the world’s number one economy: Germany (25%), Ukraine (12%), Palestinian territories (11%), Vietnam (11%), and China (10%).

In continuation of a militarizing trend, Russia will deploy advanced aerial weapons systems to the Arctic, according to the deputy commander of Russia’s Aerospace Defense Forces.Speaking on June 20, Deputy Commander Kirill Makarov told RIA Novosti that the Kremlin will deploy fighter aircraft, surface-to-air missile systems, and radar systems to islands off the Russian coast in the Arctic."This is all done to the Russian Federation to defend its interests around the perimeter of our state, but also the interests in the Arctic," Makarov said according to a translation done by Google.The deployment of advanced aerospace technology to the Arctic is in keeping with a Russian drive to militarize the region as part of a new military strategy that was signed into place by the Kremlin in December 2014. In addition to the Arctic, Russia has placed particular emphasis on militarizing the Crimean peninsula and the Russian Baltic exclave of Kaliningrad.Since the new military doctrine has gone into effect, Moscow has undertaken a militarization and construction blitz throughout the Arctic. Russia is constructing ten Arctic search-and-rescue stations, 16 deepwater ports, 13 airfields, and ten air-defense radar stations across its Arctic coast.

Tallinn (AFP) - The US will deploy heavy weapons in central and eastern Europe for the first time, Washington said Tuesday, in the midst of the worst stand-off between Russia and the West since the Cold War, triggered by the crisis in Ukraine."We will temporarily stage one armoured brigade combat team's vehicles and associated equipment in countries in central and eastern Europe," US Defence Secretary Ashton Carter said at a joint press conference with three Baltic defence ministers on the eve of NATO ministerial talks."This pre-positioned European activity set includes tanks, infantry fighting vehicles, artillery," he said, adding that Estonia, Lithuania, Latvia, Bulgaria, Romania and Poland had "agreed to host company- to battalion-sized elements of this equipment" which would be "moved around the region for training and exercises.""While we do not seek a cold, let alone a hot war with Russia, we will defend our allies," Carter added.The Pentagon said the deployment of 250 heavy weaponry would include 90 Abrams tanks, 140 Bradley armoured vehicles, and 20 self-propelled howitzers."The American move sends a signal to Russia, US allies and other global powers that the US is a leading global military power able to counter Russian threats in the region -- that it's not a power in decline," Marcin Terlikowski, a security analyst with the Polish Institute of International Affairs (PISM), told AFP.The US announcement comes as NATO vowed Monday to step up its military presence in eastern Europe against the backdrop of the conflict in Ukraine.
Ukrainian rebels on Tuesday accused government forces of killing three civilians in attacks launched hours before the start of crunch talks in Paris on ways to halt the 15-month separatist war.Kiev's Western-backed military command meanwhile reported the death of one soldier and accused the pro-Russian rebels of heavy mortar and artillery fire.The ongoing bloodshed underscores a repeated failure by diplomats to find a way out of a crisis that has killed 6,500 people in a little over a year.Entering the Paris talks, German Foreign Minister Frank-Walter Steinmeier said the recent deaths "shows that the ceasefire isn't just fragile but that the daily violations are becoming more frequent.""Without a ceasefire, all the other factors won't come together," warned the minister ahead of talks with his French, Russian and Ukrainian counterparts.

In response to the conflict, and Russia's 2014 annexation of Crimea from Ukraine, NATO is flexing its muscles in Poland and the Baltic states.The alliance is carrying out a series of drills focused on its new spearhead force, which is designed to boost security on the group's eastern flank.Attending exercises in Poland last week, NATO head Jens Stoltenberg said the alliance was "implementing the biggest reinforcement of our collective defences since the end of the Cold War".Reports about US plans to deploy heavy weapons to eastern Europe had prompted Moscow to announce that it would in turn expand its nuclear arsenal.Putin accused the US-led alliance of "coming to our borders".NATO member Poland gave a pessimistic assessment of the situation last week, saying the post-Cold War peace in Europe was "now over" -- alluding to both the Ukraine conflict and terrorism.Under Moscow's thumb in Soviet times, the three Baltic states last month asked NATO to deploy several thousand permanent troops in their region as a deterrent to Russia.But some European NATO allies, like Germany, have been sceptical about any substantial permanent deployment, saying it could breach a 1997 agreement between NATO and Russia.That agreement however does not appear to rule out temporary NATO troop rotations or pre-positioning alliance equipment along its eastern flank.Speaking to journalists in Brussels on Tuesday, US ambassador to NATO Douglas Lute explained that Washington would only be deploying heavy equipment, without troops."The tanks are empty, the … vehicles are empty, and will be parked, stored and maintained in training areas across the six Eastern most allies for training purposes," Lute said."Then the soldiers, on exercise after exercise, will be flown in .. they'll exercise with their allies."Defence ministers from NATO's 28 member states will meet in Brussels on Wednesday to further discuss ways of meeting security challenges.

Jun, 09:28-Eurozone states should cede more powers to EU institutions, including to a euro area treasury to be set-up in the next 10 years, according to a new report on further integration in the single currency area published on Monday (22 June)."The world’s second largest economy cannot be managed through rule-based cooperation alone," says the report, drawn up by the heads of the European Commission, the EU Council, Eurogroup, the European Parliament and the European Central Bank (ECB).
The eurozone “will need to shift from a system of rules and guidelines for national economic policy-making to a system of further sovereignty sharing within common institutions, most of which already exist and can progressively fulfil this task," it adds."In practice, this would require member states to accept increasingly joint decision-making on elements of their respective national budgets and economic policies."The report, entitled 'Completing Europe's Economic and Monetary Union', comes on the same day that finance ministers and their government leaders of the euro area will meet to debate the Greek debt crisis, amidst renewed fear of a Greek exit from the eurozone.The report refers to a “common destiny [which] requires solidarity in times of crisis and respect for commonly agreed rules from all members” and that those in the eurozone have given up their national currencies "once and for all".The financial and economic crisis has “forced national governments and EU institutions to take quick and extraordinary steps”, but “the quick fixes of recent years need to be turned into a lasting, fair and democratically legitimate basis for the future”.The report contains both medium- and long-term measures.In the next two years, by 30 June 2017, each country should create a 'competitive authority', “a national body in charge of tracking performance and policies in the field of competitiveness”.These bodies should be “independent entities with a mandate to ‘assess whether wages are evolving in line with productivity and compare with developments in other euro area countries and in the main comparable trading partners”.The opinions of the authorities should be used by social partners in wage setting negotiations.Other measures for the next two years include an advisory European Fiscal Board, completion of the Banking Union, and a reorganisation of the European Semester.These changes should be possible witin the current EU treaty but other ideas such as eurozone finance ministry by 2025 are likely to require treaty changes.“Euro area member states would continue to decide on taxation and the allocation of budgetary expenditures according to national preferences and political choices. However, as the euro area evolves towards a genuine EMU, some decisions will increasingly need to be made collectively while ensuring democratic accountability and legitimacy.”The report also notes that the Eurogroup should have a full-time president. Jeroen Dijsselbloem, the current eurogroup chief, is also Dutch finance minsiter.The report, which is mostly the work of European Commission president Jean-Claude Juncker, is likely to raise sovereignty concerns in some captials.However, the report argues that member states have already lost power during the financial crisis but without gaining any democratic oversight.“At the height of the crisis, far-reaching decisions had often to be taken in a rush, sometimes overnight. In several cases, intergovernmental solutions were chosen to speed up decisions or overcome opposition. Now is the time to review and consolidate our political construct”, the report says.Some of the report's ideas were voiced earlier this month in an op-ed by the German and French economy ministers.

The US military will be sending enough equipment to supply a typical army unit to allied countries in the Baltics and Eastern Europe in response to Russian actions in the Ukraine, Defense Secretary Ashton Carter said Tuesday, during his week-long trip to Europe, CNN reported.The equipment, which includes dozens of tanks, Bradley armored fighting vehicles, and self-propelled howitzers, will be positioned in Estonia, Lithuania, Latvia, Bulgaria, Romania and Poland, Carter announced at a press conference with US allies in Estonia.The equipment will be used in training exercises by NATO troops and will not involve US soldiers.“We're sending a message of assurance to our NATO allies. We have obligations, under the NATO treaty, to defend those countries if attacked,” said retired Brig. Gen. Mark Kimmit, the former military assistant to the Supreme Allied Commander in Europe, to CNN. “I think those countries in the region are going to be welcoming the positioning of these – this equipment into their countries."The contribution of tanks and armored vehicles from the US comes at a time of international debate over how rigorously NATO allies and the region should prepare to defend against an increasingly combative Russia.A survey by Pew Research Center suggests that the citizens of NATO’s member nations are divided on how NATO might intervene if Russia takes action in the Baltic region and Eastern Europe.“At least half of Germans, French and Italians say their country should not use military force to defend a NATO ally if attacked by Russia,” the Pew Research Center found in a recent survey, which is based on interviews in 10 nations, according to The New York Times. Americans and Canadians, Pew says, were the only nationalities surveyed in which more than half of those polled believed that their country should take military action if Russia attacked a NATO ally.Such mixed public sentiment is likely unsettling to NATO members in the Baltics and Eastern Europe, who see what is happening in Eastern Ukraine where more than 6,000 people have been killed in fighting between ethnic Russians, supported by Russia, and Ukraine, and wonder what may be coming next from the Kremlin.“During the Cold War we had everything there in the neighborhood we needed to respond,” said Julianne Smith, a former defense and White House official who is now a senior fellow at the Center for a New American Security in Washington, to The New York Times. “It’s all atrophied. Good afternoon.On Wednesday and Thursday this week, the NATO defence ministers will meet. And the main issue will be how NATO is adapting to a new and more challenging security environment. This is an environment which is more complex and more demanding than it has been for a long time.NATO is responding to this new security environment with solidarity and with resolve.And just a few days ago I visited Poland, and there I saw the new Spearhead Force exercising. And this is the first deployment on an exercise of this newly established, very high readiness joint task force or Spearhead force of NATO.And the establishment of this new Spearhead Force and the exercise in Poland, sends a very clear signal about that NATO is here. And NATO is ready.Seven European Allies will lead the force over the coming years. Six new small headquarters across the eastern part of the Alliance are being set up. And all Allies are making substantial contributions to our strengthened presence in the air, at sea and on the ground.At our defence ministerial this week, we will take new steps to strengthen our collective defence. So we can respond to the challenges even faster and more effectively.First, we will take decisions to further increase the strength and the capability of the NATO Response Force. All together, it will amount to between 30,000 and 40,000 troops – more than double its previous size.The centerpiece of this enhanced NATO Response Force is the Spearhead Force. Its land component was decided in February to be a brigade. At the meeting this week, we will approve the air, sea and special forces components of the new Spearhead Force.The second decision I expect ministers to make related to how we are increasing the readiness and the responsiveness of our forces, is that we will speed up our political and military decision-making to enable a rapid deployment of the NATO Response Force, while maintaining full political control.To further promote faster decisions, we will have more detailed and advanced plans which is key to be able to deploy forces quickly.We are giving our Supreme Commander, SACEUR, more authority to prepare our troops for deployment and get them ready to go once the political decision is made.And third, we will set up a new logistics headquarters within the NATO command structure, better to coordinate and manage the movement of our forces across Alliance territory and their central supplies.So these are some of the decisions which we are going to take and I expect the ministers to take. And they are important decisions for NATO’s adaptation to a new and more challenging security environment.But adaptation requires an increased investment in defence.We have just published the Allies’ defence spending figures for 2014, and we have also published estimates for 2015.This year, we expect five Allies to spend 2% of GDP on defence and these Allies are Estonia, Greece, Poland, the United Kingdom and the United States.Eighteen Allies are expected to increase their defence expenditure in real terms.This is good news. But the picture is mixed. Overall, we expect total NATO defence expenditure to continue to decrease in 2015 by 1.5 percent. And this comes on top of a steady decline in especially European NATO Allies defence expenditure during a long period of time.So we need to redouble our efforts to reverse this trend. Because we are facing more challenges, and we cannot do more with less indefinitely. I will take the question of defence expenditure up with the ministers when we meet on Wednesday and Thursday because this is key when it comes to both following up the decisions we made at our Summit last fall in Wales, but also preparing for the next Summit which will take place in Warsaw in July 2016.On Thursday, the second day of the ministerial meeting we will also meet with Ukraine’s new defence minister in the NATO-Ukraine Commission.We will there reaffirm our strong commitment to an independent, peaceful and prosperous Ukraine. And to Ukraine’s territorial integrity and sovereignty.Finally, we will review progress made since the launch of our Resolute Support Mission in Afghanistan at the start of the year. And the evolution of this mission.And we will look at how we will continue to support the Afghan National Defence and Security Forces in the longer term.They continue to face considerable challenges. I strongly condemn the attack on the Afghan parliament today. This is an attack on democracy.The Afghan forces stand their ground. They, and the Afghan people, deserve our full support.With that, I am ready to take your questions.
MODERATOR: We’ll take three more questions over there because I know lots of people had their hands up so we’ll go to the second row, first there.
Q: Japanese Daily Mainichi, my name is Saito. I have two questions if I may. One question is, I missed the point, you suggested that something changed your command structure, headquarter, could you elaborate a little bit? And second question, [inaudible] for discussion, but with partners, does some partners already took part in the NATO Response Force but is there any discussion to invite some partners to take part in the [inaudible], namely the enhanced opportunity partner five countries especially?
JENS STOLTENBERG: So what I said was that we are going to establish a new logistic headquarters within the NATO command structure. And the reason why we are going to do that is that that will increase our capability and our capacity to coordinate and manage the movement of our forces across the territory of our Allied countries. And especially to manage supplies which is key when it comes to both the readiness and but also the sustainability of military forces. So everything related to logistics, supplies, transportation is key and we are going to then establish this new headquarters within the existing command structure which is going to address this issue in particular. When it comes to partners you are very right that partners have contributed to the NATO Response Force before and we are planning for that they can also do that in the future. Exactly how we are going to do that, well we have to discuss with partners but we are very positive and I’m very committed myself to make sure that we will find ways of making sure that partners can contribute to the NATO Response Force in the future. And you have to remember that the Spearhead Force, the very high-readiness joint task force, is part of the NATO Response Force. I’m certain that we will find practical ways of doing this so we can still invite partner countries to contribute to the NATO Response Force also in the future.
Q: John Dahlberg from the Associated Press. Secretary General if I could ask you to comment on the meetings taking place across town today, is NATO concerned that a failure for, between Greece and its creditors to come to an agreement on what to do with the Greek economy and a departure of Greece from the Eurozone might have consequences for European of Transatlantic Security? You mentioned Greece as one of the five countries to make its 2 % commitment.
JENS STOLTENBERG: So I welcome very much the efforts made by the European Union, the Commission, the creditors and Greece to try to find a solution. And I think this is a very demanding and very difficult challenge and I think it will only become more difficult if I start to give them advice. So I will leave that to them and I think it’s up to the European Union and Greece to find a solution. But what I will underline is that of course it will be a great advantage for us all if they are able to find a solution and therefore I support all efforts to try to find a solution because that will contribute to a more predictable development in Europe that’s good for the, for Europe but is of course also good for the stability and the predictability surrounding NATO and I think that’s important also for NATO.

Q: Terry Schultz with NPR and CBS. Secretary, Defense Secretary Ashton Carter is saying that he won’t let Russia drag NATO and the Allies back to the past saying that this is looking more and more like a cold war scenario. Every reassurance, everything that you call a reassurance measure is met with a fairly aggressive response by Moscow, increasing the nuclear arsenal for example. Do you feel like things are moving back to a cold war mentality and how would you assess right now the status of the so-called Minks Ceasefire? Thanks.
JENS STOLTENBERG: We are not in a cold war situation, but we are not in a strategic partnership with Russia either. And therefore we are facing something which is in between. The historic experience of cold war and what we strived to establish the strategic partnership with Russia after the end of the Cold War. We are responding and I think that if NATO hadn’t adapted when the security environment is changing then it would have been fair to criticise us, because there is no doubt that, that the security environment surrounding NATO is fundamentally changed. Both with the violence, the turmoil we see to the south with ISIL, violence spreading across the Middle East and North Africa. But also with the challenges we see to the east caused by more aggressive actions in Russia in Ukraine, Russia’s long-term and heavy investments in defence but also the behaviour we see of Russia when it comes to for instance an increased number of snap exercises which have been used as a disguise for annexing Crimea, sending forces, supplies, support into Eastern Ukraine to destabilize Eastern Ukraine and also their increased use of nuclear rhetoric, as a part of the total defence posture and the way they are messaging to neighbours and NATO Allies. So all of this requires that we are adapting and what NATO does is defensive, it’s proportionate and it’s fully in line with our international commitments. NATO does not seek confrontation with Russia. We don’t seek an arms race, we continue to strive for a more cooperative and constructive relationship with Russia. We continue to work for more predictability, transparency, especially related to military activities, exercises, this has has always been important. But it is even more important now because the military presence along the borders have increased and therefore it is very important to avoid that any situation spirals out of control and therefore predictability, transparency and part of these also arms control is and remains a key goal for NATO. But as I’ve stated several times there is no contradiction between strong defence and dialogue, actually we need strong defence, collective defence to have the foundation for engaging Russia in a political dialogue.
Q: Naftali Bendavid, Wall Street Journal. A few times in recent weeks you’ve mentioned the growing use of nuclear rhetoric by Russia and I know it’s something that’s of concern to you and I wanted to ask, what exactly is NATO doing in response to this increased use of nuclear messaging?
JENS STOLTENBERG: The nuclear messaging of Russia is destabilizing, it’s unjustified and I also characterized it as dangerous. Because what we learned during the Cold War is that everything related to nuclear weapons has to be dealt with in a very cautious way, in a predictable way and this nuclear sabre rattling is not the right way of addressing the challenges we face, especially today with increased tensions. The nuclear sabre rattling is part of the picture which has made it necessary for NATO to adapt, to increase the readiness of our forces, the preparedness of our forces, to have increased military presence in the eastern part of the Alliance with more ships at sea, planes in the air and troops on the ground on a rotational basis. And it’s also the reason why we are establishing the new small headquarters, the high readiness of our forces, to respond to the overall picture and the nuclear rhetoric is part of this overall picture. As we have stated many times we will still rely on deterrence in NATO which is a mix of conventional forces, missile defence and nuclear forces and that will also be the case in the future.

Q: I’m [inaudible], Kommersant Daily Russia. My question is about the information that the USA is planning to store some heavy weaponry in the Baltic region and in some Eastern European countries. First will this topic be discussed during the meeting? And second how could you answer it to the Russian authorities what they say that this decision will be a violation of the Russian NATO Founding Act of 1997? Thank you.
JENS STOLTENBERG: Prepositioning of equipment is, as planned by and discussed by NATO and NATO Allies is in no way violating the NATO Russia Founding Act. Everything we do is defensive, it’s proportionate and it’s fully in line with our international commitments. We addressed the question of pre-positioning when we made our decisions last fall at the NATO Summit. We decided there to increase the readiness and the preparedness of our forces and we are doing that step by step. I mentioned some elements which we’re going to discuss at our meeting later on, later on this week related to the air, the sea and the special operation forces and the more rapid decision-making and better planning. Pre-positioning was addressed at our Wales Summit, we, we believe that pre-positioning is one element in, in increasing our readiness and increasing our ability to reinforce if needed. And I welcome also efforts by Allies and by the United States to support each other and I’m certain that we’re also going to discuss the question of pre-positioning at our Defence Ministerial Meeting later on this week.

NATO Secretary Jens Stoltenberg along with the Deputy Prime Minister of Poland, and Defence Ministers of Germany, the Netherlands and Norway, as well as top NATO military commanders, attended the first deployment exercise of the Alliance’s new very high readiness Spearhead Force on Thursday (18 June 2015) in western Poland.Minister of Defence of Germany Ursula von der Leyen, NATO Secretary General Jens Stoltenberg, Minister of Defence of Norway Ine Eriksen Soreide, Minister of Defence of the Netherlands Jeanine Hennis-Plasschaert and Minister of Defence of Poland Tomasz Siemoniak at the Noble Jump 2015 Exercise training session.The Secretary General described exercise Noble Jump as NATO delivering on the promises made at the Wales Summit, where Alliance leaders decided to increase the readiness and preparedness of NATO forces in response to rising security challenges from the east and the south. "This is a strong expression that NATO stands ready to protect and defend Poland and all Allies against any threat," Mr Stoltenberg said.“I am impressed by what I've seen," he added, praising the professionalism, the dedication of the troops and their ability to work together. "Troops from 9 different countries working together as one - this is really the strength of NATO,” said the Secretary General.Mr. Stoltenberg met with Polish Deputy Prime Minister and Minister of Defence Tomasz Siemoniak, the German Defence Minister Ursula von der Leyen, the Dutch Defence Minister Jeannine Hennis-Plasschaert and the Norwegian Defence Minister Ine Eriksen Søreide, whose countries are playing a leading role in developing NATO's very high readiness force. The exercise started on 9 June and runs until 19 June. The speed and the precision of the new force was demonstrated in practice in a live fire exercise involving special operations against irregular forces, combat helicopters and fighter aircraft, tanks, and armoured engineering vehicles.The Secretary General also met with Polish President Bronislaw Komorowski in Warsaw. He thanked the President for his personal leadership and commitment to a strong defence and a strong NATO strong. BRUSSELS, Today, 09:29-EU institutions aim to counter Russian propaganda with “positive” messages, media funding, and closer regulation, a new action plan says.The plan, a nine-page paper drafted by the EU foreign service and seen by EUobserver, will be discussed by ministers at a general affairs council on Tuesday (23 June), with a view to adoption by leaders on Thursday.It notes that Russia’s “use and misuse of communication tools” has “played an important role in the dramatic political, economic, and security-related developments” in the EU’s eastern neighbourhood in the past 18 months.It calls for “promotion of EU policies” in former Soviet states, support for “independent media”, and “increased public awareness of disinformation activities by external actors”.It says a new EU foreign service cell, called East StratCom Team, which is to be up-and-running by September, will shepherd activity.It's to “develop dedicated communication material on priority issues”, which will be “put at the disposal of the EU's political leadership, press services, EU delegations, and EU member states”.It notes the material, to be circulated in Russian and in local languages, should “allow citizens to easily understand that political and economic reforms promoted by the EU can, over time, have a positive impact on their daily lives”.It says that “rather than explain the detail of EU policies and programmes, [it] should clearly explain their benefits to the people of the region … in clear language, and based on real-life success stories that will resonate”.EU institutions will also work with NGOs “to raise awareness of [Russian] disinformation activities amongst the general public”.They will tap the so-called Open budget line in 2015 to 2020 for “targeted training and capacity building of journalists and media actors” in countries such as Georgia, Moldova, and Ukraine.On the regulation front, the EU foreign service notes that “media policy remains primarily a national competence”.But with some Russian media, such as RT or Sputnik, broadcasting fabrications and hate speech from their bureaus in EU cities, it says “the EU … will work to improve co-operation between national regulators, including through meetings of the European Regulators Group”, an audiovisual body.It also says the European Commission will “table a new legislative proposal to improve the regulatory environment and take account of current challenges”.The plan is the fruit of three months’ reflection by the EU diplomatic corps.It was circulated to EU ambassadors on 16 June.A diplomat from one northern EU member state described it as a “pragmatic, low-level approach”. He noted that “the action plan is a living document, which can be expanded later”.Diplomats from former Iron Curtain EU countries, many of which see Russian propaganda as an immediate threat, have ridiculed it.One contact told EUobserver: “It’s weak. We hope the ministers will strengthen it when they meet on Tuesday”. A second contact said: “It’s a piece of crap”.
UK perspective
By comparison, the UK, in April, created a 1,500-man unit in the British army, the so-called 77th Brigade, to engage in psychological operations.It will focus on social media, targeting Russian and Islamic State propaganda.But for his part, Daniel Korski, an advisor to British PM David Cameron, who used to work for the EU foreign service, said effective communication doesn’t need more officials in the small East StratCom Team.“It’s much less to do with funding new institutions or schemes. It’s more about rapid reaction by politicians and institutions, so that when a statement is blatantly false, we're quick to debunk it and to say what we stand for”, he told Globsec, a security congress in Slovakia last weekend.Korski, who worked on British PM David Cameron’s election campaign, noted that EU states already have adequate infrastructure.“ We already have structures which are capable of reacting very quickly to media developments, of debunking negative messages: Tthey’re called political parties”, he said.
Gloves off
Robert Pszczel, Nato’s former spokesman in Moscow, told Globsec the EU should “take off the gloves”.
“We have to talk back. The next minute it’s ‘neo-Nazi EU’ and 'Nato is a terrible menace'.”He gave his own TV clash with Russian nationalist MP Vladimir Zhirinovsky as an example.“If Mr Zhirinovsky says: ‘We [Russia] have nukes, so, aaargh!’, it’s easy to say: ‘Well, we [Nato countries] have nukes as well’. Jun, 20:46-Viktor Orban, the Hungarian PM, has said only “strong” leaders, not institutions, can create stability in Europe.Speaking at Globsec, a security event in Bratislava, on Friday (19 June), he said: “We were educated, over the past one or two decades, that leadership means institutions … that the job of a leader is to manage the work of institutions”.“But when you’re in trouble … you need personal leadership, and personal leadership isn’t respected in Europe. It’s rather considered as a danger”.He added that Europe’s big challenges - the Greece crisis, migration, Russia - need “strong leadership, even a personal one, and this leadership should be stable. Stability of leadership is the key to financial stability in Europe in future”.His remarks come amid increasing EU concern over his authoritarian style.In five years in power, he has extended political control over Hungarian courts, clamped down on NGOs, and tried to gag free media.He has also voiced disregard for EU institutions and laws.He recently told the European Parliament and the centre-right EPP group that EU treaties shouldn’t stop him from imposing the death penalty.His rejection of European Commission ideas on migrants is linked to his views on leadership.Hungary, the Czech Republic, Poland, and Slovakia, in the margins of Globsec, signed a memo saying No to Commission proposals on asylum-seeker quotas.They said one reason is because the Commission went against EU leaders, who decided, in April, on a voluntary scheme.Meanwhile, Orban made light of Commission criticism of his anti-migrant fence.He said national leaders, not EU institutions, are responsible for borders.“Borders must be secure. Brussels, Today, 18:29-Europeans, compared to other parts of the world, hold more critical views of China’s human rights record, according to a survey published by US think tank Pew on Tuesday (23 June).
Pew interviewed people from 40 countries, including the EU's six most populous countries: Germany, the UK, France, Italy, Spain and Poland.In France, 93 percent of respondents said the Chinese government does not respect the personal freedoms of its people; 92 percent of Germans, and 88 percent of Spanish were of the same view.Respondents from Canada and the US responded in a similar fashion, but most regions in the world, especially Africa were much more positive. Only 28 percent of Russians answered No, and 52 percent answered Yes.When asked about their general opinion of China, the six surveyed European countries, which account for 70 percent of the EU's population, were also less favourable towards the Asian country.Thirty four percent of Germans held a favourable view of China, while 60 percent held an unfavourable one. The most favourable views within the European countries were held in France, where they were almost tied with negative views.In some European countries gender and age revealed differences when it comes to how China is viewed.Among Spaniards, 37 percent of those above age 50 have a favourable view of China, this rose to 56 percent among 18 to 29 year olds.Forty-two percent of German men view China positively, compared to 25 percent of German women.
Political power
Of the five regions the researchers compared – the EU, Middle East, Latin America, Africa, and Asia/Pacific – it was the EU where most people believed that China would take over the US as a superpower.Almost half of French, German, Spanish, and British respondents believed that China “will eventually replace the US as the world's leading superpower”.Only 31 percent of Italians agreed, but that is because 26 percent were of the opinion that China has already replaced the US as leading superpower.Around a third of Europeans believed China will never replace the US as superpower.In the US itself, 10 percent believed China has replaced the US, and 36 percent that it will do so eventually.
Economic power
On the economy, there is substantial support in Europe for the idea that China is currently the world's number one economic power.However, that notion was more popular a few years ago.“Between 2009 and 2012, Europeans increasingly saw China, rather than the US, as the world’s economic leader. However, the pendulum has swung back in the other direction since 2012, and today Europeans are now essentially divided on this question”, the report said.In France, 49 percent named China as the leading economic power, 40 percent named the US.In Germany, 39 percent believed China to be the world's economic powerhouse; 27 percent said that honour belongs to the US, while 25 percent of Germans named EU has the main economic power in the world.Of the forty surveyed countries, only five had 10 percent or more respondents believing that the EU is the world’s number one economy: Germany (25%), Ukraine (12%), Palestinian territories (11%), Vietnam (11%), and China (10%).

WASHINGTON (Reuters) - The United States on Tuesday expressed deep concern about state-sponsored cyber theft and stressed the need to keep Asian sea lanes open at the start of annual talks with China, and said the world depended on the ability of the two countries to narrow their differences.In opening statements at the wide-ranging Strategic and Economic Dialogue forum in Washington, China expressed a desire for constructive relations with the United States, and said the two sides could manage their differences - as long as they accommodated each other’s core interests.U.S. Vice President Joe Biden said China and the United States might not resolve all of their differences during the Cabinet-level meetings that began in Washington on Monday with preliminary talks and a dinner and run into Wednesday, but should commit to working on them."We have to keep at it, day after day after day after day," Biden said. "This relationship is just too important.
