NEW YORK (CBSNewYork) – It’s high-tech and certainly controversial, but with the two prisoners from the Clinton Correctional Facility still on the lam an upstate senator says one way to track future escapees is to microchip them.Bloodhounds and expensive manhunts are so yesterday when it comes to hunting escaped prisoners. That’s the opinion of one lawmaker, who says the state should explore implanting tiny GPS devices under convicts’ skin.Others say microchipping criminals could have multiple uses, CBS2’s Marcia Kramer reported Tuesday.“If you’ve got convicted murderers, the type of people these two men are, that it would make some good sense at that level that we should have something that we could track them,” said State Sen. Kathy Marchione, R-Saratoga.With 800 law enforcement officials still unable to pick up the trail of escaped murderers Richard Matt and David Sweat, the suggestion from Marchione to implant microchips in people convicted of serious crimes is picking up steam.“I’m in favor of it, but I do think there have to parameters with respect to the crime itself. I wouldn’t do it for arson, which falls under the violent, but I would do it for aggravated rape and murder,” said Paul Viollis, a security expert and former investigator in the Manhattan District Attorney’s Office.“I see the public safety value in it, not just from an escape standpoint but also from an inmate-control perspective within the institution,” said Jon Shane, a professor at John Jay College.The New York Civil Liberties Union said microchipping inmates is unconstitutional.
“It sounds like a knee-jerk reaction. They should plug the security inside prisons,” said NYCLU Executive Director Donna Lieberman. “As a constitutional matter, it won’t survive a challenge because it’s an invasion of body autonomy.”Shane, a former cop, said it might pass constitutional muster if the chip was removed if and when a prisoner is released.“Removing it when they are paroled, those sorts of things, transitioning from a microchip to an ankle monitor, are all going to have to be explored,” Shane said.Kramer asked local residents what they think, and the responses were split.“It wouldn’t do any harm, I guess. They do it with dogs,” one man said.“It opens a whole can of worms. (Reuters) - Heavily-armed police converged on towns in western New York state on Saturday to investigate possible sightings of two convicted murderers who escaped a maximum-security prison two weeks ago, police said.A witness saw two men who might have been the escapees walking along a railroad track in Friendship, a community of about 2,000 residents in a rural patch of Allegany County, New York State Police said in a statement.Police set up a perimeter in the area of Friendship, about 280 miles (450 km) southwest of the Clinton Correctional Facility where the escaped convicts had been serving sentences for murder, said New York State Police spokesman Beau Duffy.It could not be confirmed if the two men were the escapees Richard Matt and David Sweat, Duffy added.About 150 law enforcement officers were searching the area, Duffy said. The resources deployed, from a variety of agencies including the U.S. Marshals and State Police, included special operations teams, officers with dogs and helicopters.State Police in a statement on Saturday said another possible sighting was made about 50 miles (80 km) east of Friendship around a construction site in Erwin, New York state, and that troopers and investigators were sent there.Police had said the two men might have been spotted on June 13 near a rail yard in Erwin and the next day in nearby Lindley and that investigators were examining surveillance video to determine if that sighting from a week ago was the escapees.The Marshals Service has put Matt and Sweat on its 15 Most Wanted Fugitives List.The reported sightings of the men on Saturday came a day after officials said a corrections officer at Clinton Correctional Facility was suspended in connection with the escape.Authorities did not say whether they believed the corrections officer, whose name was not released, would face charges or if the officer was believed to have assisted in the breakout.Another prison worker, Joyce Mitchell, is accused of assisting the escapees. NEW YORK (CBSNewYork) – It’s high-tech and certainly controversial, but with the two prisoners from the Clinton Correctional Facility still on the lam an upstate senator says one way to track future escapees is to microchip them.Bloodhounds and expensive manhunts are so yesterday when it comes to hunting escaped prisoners. That’s the opinion of one lawmaker, who says the state should explore implanting tiny GPS devices under convicts’ skin.Others say microchipping criminals could have multiple uses, CBS2’s Marcia Kramer reported Tuesday.“If you’ve got convicted murderers, the type of people these two men are, that it would make some good sense at that level that we should have something that we could track them,” said State Sen. Kathy Marchione, R-Saratoga.With 800 law enforcement officials still unable to pick up the trail of escaped murderers Richard Matt and David Sweat, the suggestion from Marchione to implant microchips in people convicted of serious crimes is picking up steam.“I’m in favor of it, but I do think there have to parameters with respect to the crime itself. I wouldn’t do it for arson, which falls under the violent, but I would do it for aggravated rape and murder,” said Paul Viollis, a security expert and former investigator in the Manhattan District Attorney’s Office.“I see the public safety value in it, not just from an escape standpoint but also from an inmate-control perspective within the institution,” said Jon Shane, a professor at John Jay College.The New York Civil Liberties Union said microchipping inmates is unconstitutional.
“It sounds like a knee-jerk reaction. They should plug the security inside prisons,” said NYCLU Executive Director Donna Lieberman. “As a constitutional matter, it won’t survive a challenge because it’s an invasion of body autonomy.”Shane, a former cop, said it might pass constitutional muster if the chip was removed if and when a prisoner is released.“Removing it when they are paroled, those sorts of things, transitioning from a microchip to an ankle monitor, are all going to have to be explored,” Shane said.Kramer asked local residents what they think, and the responses were split.“It wouldn’t do any harm, I guess. They do it with dogs,” one man said.“It opens a whole can of worms. I think it would be a little bit extreme,” added Kurt Clarke of the Bronx.“I think that might be a good idea, maybe it’ll work,” said Andrew Passero of Atlantic Highlands, New Jersey.“I heard about it in other parts of the world, so I would say yes,” said Beata Perrasi of the Upper West Side.“It feels very inhumane to do that, but sometimes these people need it,” Forest Hills’ Bridget Westermeier added.“Once we go down this path we’re going to start microchipping all of us, which I think some people in Albany would like to do,” said Paul Insermann of East Flatbush.There’s also the question of whether the microchip could be cut out the minute the inmate escaped. Experts say the chips would be embedded in the neck, underneath six or seven layers of skin. So simply cutting it out without medical assistance would pose a significant health risk, Kramer reported.

THE CORRECTION OFFICER THAT IS ON ADMINSTRATION LEAVE.IS A 25 YEAR WORKER,HE LIVES RIGHT NEAR THE JAIL.AND IS SURPRISED AND SCARED.AT WHY THE POLICE ARE LOOKING INTO HIM BEING INVOLVED IN THE ESCAPE.THE POLICE ARE LOOKING INTO HIM.BECAUSE HE GOT A PAINTING FROM MATT. ANDREW BROCK ATTORNEY FOR GENE PALMER SAID-THE CORRECTION OFFICER ON LEAVE AS OF NOW.GENE PALMER WAS GOING ON HOLIDAYS THE DAY AFTER THE 2 CRIMINALS ESCAPED.I GUESS THATS WHY THEY WERE CHECKING HIM OUT.INCASE THE 3 SETUP THE ESCAPE.AND PALMER PICKED THEM UP.AND DROVE THEM SOMEWHERE.BUT THE POLICE INSIST.ITS BECAUSE OF THE PAINTING HE GOT FROM MATT.YESTERDAY THE POLICE DID COME TO HIS PLACE WITH A WARRANT TO TAKE THAT PAINTING FROM PALMER.

IN DAY 17 OF THE ESCAPEES SEARCH.ITS REPORTED THAT 4 WORKERS ARE BEING INVESTIGATED FOR HELPING THE 2 ESCAPE.AND POLICE HAVE STARTED SEARCHING A NEW AREA 30 MILES FROM THE CLINTON JAIL.AT OWLSHEAD NEW YORK.
WE NOW FIND OUT THAT THE OWLSHEAD NEW YORK INVESTIGATION OF THE 2 ESCAPED CRIMINALS.WAS THAT A MAN SEEN SOMEONE RUN INTO THE WOODS. AFTER BREAKING INTO A CABIN IN THE AREA.AND THE POLICE FOUND DNA EVIDENCE.THAT THE 2 ESCAPED CRIMINALS MAY HAVE BEEN IN THAT CABIN ONLY ONE OR TWO DAYS AGO.UNLESS THESE 2 MURDERERS HAVE A CAR.THEY GOT SOMEHOW.THESE 2 SITES ARE 300 MILES APART.OR UNLESS THE 2 LEFT THE CABIN AREA ON FRIDAY.AND DROVE TO FRIENDSHIP NEW YORK.WERE THE WOMAN SPOTTED THEM SATURDAY AFTERNOON AT 1:16PM.IF THEY WOULD BE DRIVING BACK AND FORTH FROM THE JAIL AREA TO THE NEW YORK- PENNSYLVANIA BORDER.THIS COULD MEAN-THEY WANT TO BE SPOTTED AT A CERTAIN AREA. THEN QUICKLY DRIVE OFF.IF THEY HAVE A CAR.THAT WOULD MEAN THAT THESE MURDERER SCHEMERS WOULD BE PLAYING HIDE AND SEEK.AND ESCAPE QUICK WITH THE POLICE.OR THEY ARE PLAYING CAT AND MOUSE WITH THE POLICE.IF THEY HAD A CAR-WHY WOULD THEY JUST NOT LEAVE THE AREA AND GO INTO HIDING SOMEWERE WERE THEY HAVE NO POLICE.IS MY QUESTION.BUT MAYBE THE 2 WANT TO TEASE POLICE.AND MAKE THEM WAIST 1,000 POLICE OFFICERS.ON THEM.WHO KNOWS WHAT THESE MURDERERS ARE THINKING AND DOING ON THIS 17TH DAY OF THE ESCAPE.MAYBE THEY THINK THEIR THE DUKES OF HAZZARD STARS NOW.

DANNEMORA, N.Y. (Reuters) - Heavily-armed police converged on towns in western New York state on Saturday to investigate possible sightings of two convicted murderers who escaped a maximum-security prison two weeks ago, police said.A witness saw two men who might have been the escapees walking along a railroad track in Friendship, a community of about 2,000 residents in a rural patch of Allegany County, New York State Police said in a statement.Police set up a perimeter in the area of Friendship, about 280 miles (450 km) southwest of the Clinton Correctional Facility where the escaped convicts had been serving sentences for murder, said New York State Police spokesman Beau Duffy.It could not be confirmed if the two men were the escapees Richard Matt and David Sweat, Duffy added.About 150 law enforcement officers were searching the area, Duffy said. The resources deployed, from a variety of agencies including the U.S. Marshals and State Police, included special operations teams, officers with dogs and helicopters.State Police in a statement on Saturday said another possible sighting was made about 50 miles (80 km) east of Friendship around a construction site in Erwin, New York state, and that troopers and investigators were sent there.Police had said the two men might have been spotted on June 13 near a rail yard in Erwin and the next day in nearby Lindley and that investigators were examining surveillance video to determine if that sighting from a week ago was the escapees.The Marshals Service has put Matt and Sweat on its 15 Most Wanted Fugitives List.The reported sightings of the men on Saturday came a day after officials said a corrections officer at Clinton Correctional Facility was suspended in connection with the escape.Authorities did not say whether they believed the corrections officer, whose name was not released, would face charges or if the officer was believed to have assisted in the breakout.Another prison worker, Joyce Mitchell, is accused of assisting the escapees.
