MONROVIA, Liberia (AP) — Thomas Eric Duncan rushed to help his 19-year-old neighbor when she began convulsing days after complaining of stomach pain. Everyone assumed her illness was related to her being seven months pregnant.When no ambulance came, Duncan, Marthalene Williams' parents and several others lifted her into a taxi, and Duncan rode in the front seat as the cab took Williams to the hospital. She later died.Within weeks, everyone who helped Williams that day was either sick or dead, too — victims of Ebola, the virus that is ravaging Liberia's capital and other parts of West Africa, with more than 3,300 deaths reported.The disease is spread through direct contact with saliva, sweat, blood and other bodily fluids, and all those who fell ill after helping Williams had touched her. She turned out to have Ebola.Duncan is now hospitalized in an isolation ward in Texas after falling sick with Ebola following his arrival last month on a family visit. He has become a symbol of how the lethal disease could spread within the U.S.Here in Liberia, however, he is just another neighbor infected by a virus that is devastating the cluster of tin-roof homes along 72nd SKD Boulevard where Williams lived."My pa and four other people took her to the car. DALLAS (Reuters) - Up to 100 people may have had contact with the first person diagnosed with Ebola in the United States, and four people were quarantined in a Dallas apartment where sheets and other items used by the man were put in sealed plastic bags to prevent infection.Health officials said on Thursday that 12 to 18 people had direct contact with the patient, who flew to Texas from Liberia via Brussels and Washington two weeks ago, and they in turn had contact with scores of others.None of those thought to have had contact with the patient, Thomas Eric Duncan, were showing symptoms of Ebola, Dallas County officials said at a news conference. Duncan had been staying in an apartment in the northeastern part of the city for about a week before going to a Dallas hospital."The sheets were placed in a sealed plastic bag and have been in the bag, as well as the belongings of Mr. Duncan, those were also in a bag," said Clay Jenkins, Dallas County's top political official.Ebola can cause fever, bleeding, vomiting and diarrhea and spreads through contact with bodily fluids such as blood or saliva. It has killed at least 3,338 people in Liberia and two other impoverished West African countries, Guinea and Sierra Leone, in the worst such outbreak since the disease was identified in 1976.In Liberia, the head of the country's airport authority, Binyah Kesselly, said the government could prosecute Duncan for denying he had contact with someone who was eventually diagnosed with Ebola.The government said Duncan failed to declare that he helped neighbor Marthalene Williams after she fell critically ill on Sept. 15. Williams died.Kesselly said Duncan was asked in a questionnaire whether he had come in contact with any Ebola victim or was showing any symptoms. "To all of these questions, Mr. Duncan answered 'no,'" Kesselly said.Officials have said the U.S. healthcare system is well prepared to contain the hemorrhagic fever's spread by careful tracking of those who have had contact with Duncan, and employing appropriate care.Dallas County officials said the problem was very localized. "When I say local, I don’t mean Dallas. I mean a very specific neighborhood in the northeast part of Dallas," Mayor Mike Rawlings told reporters.

HOSPITAL SENT PATIENT AWAY

Duncan initially sought treatment at Texas Health Presbyterian Hospital on the night of Sept. 25 but was sent back to the apartment, with antibiotics, despite telling a nurse he had just been in Liberia. By Sunday, he needed an ambulance to return to the same hospital after vomiting on the ground outside the apartment complex.He was in serious condition on Thursday, no change from Wednesday, a hospital spokeswoman said.Police and armed security guards were keeping people about 100 yards (meters) away from the apartment, with orange cones blocking the entrance and exit. Maintenance workers scrubbed the parking lot with high-pressure water and bleach.Dr. David Lakey, commissioner of the Texas Department of State Health Services, said the four people under quarantine did not have a fever and were healthy.Lakey said monitoring included fever checks twice a day. At the apartment, "there is a law enforcement person there in case individuals leave," Lakey told reporters on a conference call.U.S. officials initially described the number of people potentially exposed as a handful, and on Wednesday said it was up to 18. Then on Thursday, the Texas health department said there were about 100 potential contacts.CNN reported that a Dallas woman who had a child with Duncan said he had sweated profusely in the bed they shared at her apartment. The woman, whom CNN identified only as "Louisa," is quarantined in the apartment with one of her children, who is 13, and two visiting nephews in their 20s (Health officials described them as relatives of Duncan.) They were all in the home when Duncan began showing signs of illness, the report said. The woman said she mentioned twice to hospital staff that he had come from Liberia.The U.S. Centers for Disease Control and Prevention's (CDC) director, Dr. Thomas Frieden, told reporters on Thursday that the agency had interviewed most of the 100 people who may have had contact with Duncan and "there are a handful who may have had exposure and who therefore may be monitored."Dr. Amesh A. Estimating the fatality of the 2014 West African Ebola Outbreak-"Case fatality rate" - or CFR - is a term that's been tossed around a lot lately in the context of the 2014 West African Ebola outbreak… But what does it really mean? The CFR – which is calculated by dividing the number of deaths that have occurred due to a certain condition by the total number of cases – is actually a measure of risk. For infectious disease, CFR is a very important epidemiological measure to estimate because it tells us the probability of dying after infection. If estimated properly in the middle of an outbreak, it can even help us examine the efficacy of interventions as they take place.Because different outbreaks of the same disease can demonstrate different CFRs, there’s usually a range of possible CFRs for a given disease. In the past, outbreaks caused by Zaire ebolavirus have demonstrated a mean end-of-outbreak CFR of 80% [1]... But based off of the WHO's most recent report, it seems that only about 53% of reported Ebola cases thus far have ended in death since the 2014 outbreak began.However, if we want to be particular, that 53% isn't really a CFR; it's actually the proportion of fatal cases - or PFC. This is a critical distinction. Because the outbreak in West Africa is still ongoing, we can't calculate end-of-outbreak CFR yet. We don’t know how many people will die from Ebola in the weeks ahead or how many total cases will ultimately accumulate by the end of the outbreak. So, for the time being, we have to make do with the PFC, which is essentially the number of deaths thus far divided by the number of cases to date.When the WHO releases a report on the current situation in West Africa, it tells us two things: the number of people who've died and the number of reported cases at some specified point in time. For instance, in the most recent report, the WHO cited 4293 total cases and 2296 deaths as of September 8th. Dividing 2296 by 4293 gives us our previously stated PFC of 53%.At first glance, it might seem then that only 53% of Ebola cases have been dying during this outbreak - a good deal less than the 80% we've seen prior... But what it really means is that only 53% of Ebola cases have died as of September 8th. We have no way of knowing whether all the people who were still hospitalized as of September 8th will survive the disease. Because of this, mid-outbreak PFC - as we've defined it thus far - doesn't tell us much about the likelihood of dying [2].Despite Ebola’s frightening reputation, not all Ebola fatalities happen quickly. Without a little fine-tuning, PFC doesn't account for the lag between when a case is reported and when a case dies - approximately 16 days for this outbreak [3]. What this means is that the 2296 deaths reported as of September 8th were all likely reported as cases by August 23rd. Adjusting PFC for this lag-time gives us a much better approximation of CFR well before the outbreak ends [4].Below is a chart that shows both unadjusted and lag-adjusted PFC over time for Ebola in West Africa [5]. The lag-adjusted PFC - about 80-85% - is significantly higher than the unadjusted PFC but is consistent with recent fatality estimates by Médecins Sans Frontières [6]. This finding reiterates the magnitude of this outbreak – not only in terms of scale, but also lethality. In light of this new estimate, a stronger global effort is all the more imperative.

When news broke that the Ebola virus had resurfaced in Uganda, investigators in Canada were making headlines of their own with research indicating the deadly virus may spread between species, through the air.The team, comprised of researchers from the National Centre for Foreign Animal Disease, the University of Manitoba, and the Public Health Agency of Canada, observed transmission of Ebola from pigs to monkeys. They first inoculated a number of piglets with the Zaire strain of the Ebola virus. Ebola-Zaire is the deadliest strain, with mortality rates up to 90 percent. The piglets were then placed in a room with four cynomolgus macaques, a species of monkey commonly used in laboratories. The animals were separated by wire cages to prevent direct contact between the species.Within a few days, the inoculated piglets showed clinical signs of infection indicative of Ebola infection. In pigs, Ebola generally causes respiratory illness and increased temperature. Nine days after infection, all piglets appeared to have recovered from the disease.Within eight days of exposure, two of the four monkeys showed signs of Ebola infection. Four days later, the remaining two monkeys were sick too. It is possible that the first two monkeys infected the other two, but transmission between non-human primates has never before been observed in a lab setting.While the study provided evidence that transmission of Ebola between species is possible, researchers still cannot say for certain how that transmission actually occurred. There are three likely candidates for the route of transmission: airborne, droplet, or fomites.Airborne and droplet transmission both technically travel through the air to infect others; the difference lies in the size of the infective particles. Smaller droplets persist in the air longer and are able to travel farther- these droplets are truly “airborne.” Larger droplets can neither travel as far nor persist for very long. Fomites are inanimate objects that can transmit disease if they are contaminated with infectious agents. In this study, a monkey’s cage could have been contaminated when workers were cleaning a nearby pig cage. If the monkey touched the contaminated cage surface and then its mouth or eyes, it could have been infected.Author Dr. Gary Kobinger suspects that the virus is transmitted through droplets, not fomites, because evidence of infection in the lungs of the monkeys indicated that the virus was inhaled. What do these findings mean? First and foremost, Ebola is not suddenly an airborne disease. As expert commentators at ProMED stated, the experiments “demonstrate the susceptibility of pigs to Zaire Ebolavirus and that the virus from infected pigs can be transmitted to macaques under experimental conditions… they fall short of establishing that this is a normal route of transmission in the natural environment.” Furthermore, because human Ebola outbreaks have historically been locally contained, it is unlikely that Ebola can spread between humans via airborne transmission.However, the study does raise the possibility that pigs are a host for Ebola. If this proves to be true in the wild, there are direct ramifications for prevention and control measures. It is still unclear what role pigs play in the chain of transmission. To continue work on answering this question, the team plans to take samples from pigs in areas known to have recently experienced Ebola outbreaks.The Disease Daily has previously reported on Dr. Kobinger’s work on the Ebola vaccine.

vatican city-This morning Francis began a three-day meeting in the Vatican with Apostolic Nuncios to Middle Eastern nations and Superiors of the Secretariat of State and the Roman Curia, including the Secretary of State, Cardinal Pietro Parolin. The meeting will deal with the crisis in the Middle East, a part of the world where “Christians, along with other religious and ethnic minorities” are still “suffer[ing] as a result of the violence that continues to rage throughout the region.” "There are no religious reasons, political or economic conditions that may justify what is happening,” Francis said.In a statement issued the early afternoon, the Vatican spokesman Fr. Federico Lombardi, said “He [the Pope] himself wanted to introduce the work of the meeting , thanking the participants gathered to pray and reflect together on what to do to meet the dramatic situation of Christians living in the Middle East and other religious and ethnic minorities who are suffering because of the violence raging throughout the region.” Fr. Lombardi added that the Holy Father was clearly moved as he expressed his concern for the many places suffering from war, and for the “phenomenon of terrorism for which the life of the person has no value.” Fr. Lombardi said Pope Francis alluded to arms trafficking as the root of many of today’s problems, and expressed his concern for “the humanitarian tragedy” affecting the many people forced to leave their countries. Reiterating the importance of prayer, the Holy Father expressed his hope that initiatives and actions can be identified “at multiple levels” in order to “express the solidarity of the whole Church with the Christians of the Middle East and engage the international community and all men of good will, so as to meet the needs of the many people who are suffering in the region.”The Pope spoke about the dramatic situation in the Middle East during his Audience with Mar Dinkha IV, patriarch of the Assyrian Church of the East: "Our meeting is marked by the suffering we share over the wars that are going on in different regions of the Middle East; in particular, the violence that Christians and members of other religious minorities are subjected to, especially in Iraq and Syria. Many of our brothers and sisters are suffering daily persecution! When we think about their suffering, it is natural to go beyond the distinctions of ritual and confession. In them, there is the body of Christ that even today is hurt, stricken, [and] humiliated. There are no religious reasons, political or economic conditions that may justify what is happening to hundreds of thousands of innocent men, women and children. We feel deeply united in intercessory prayer and action of charity towards those members of the body of Christ who are suffering."There was mention of holding a meeting on the Middle East was last July when Francis decided to send Cardinal Fernando Filoni, Prefect of the Congregation for the Evangelisation of Peoples to Iraqi Kurdistan, among the people who are suffering persecution under the self-proclaimed Islamic State. In recent days the Holy See gave confirmation that a meeting on the Middle Eastern crisis would be held. He specified that the gathering, which began today, is being attended by papal representatives in Egypt, Israel, Jerusalem, Palestine, Jordan, Iraq, Iran, Lebanon, Syria and Turkey, as well as by Holy See representatives at the United Nations in New York and Geneva and at the European Union. Roman Curia representatives include: the Secretary of State, Cardinal Pietro Parolin, the substitute, Mgr. Angelo Becciu, the Secretary for Relations with States, Mgr. Dominique Mamberti and the Under-Secretary, Antoine Camilleri. BRUSSELS - French commission nominee Pierre Moscovici was the latest candidate to face a tough ride from MEPs, as the hearings for the EU executive became increasingly partisan.Moscovici, a former MEP who served as finance minister in Francois Hollande's government between 2012 and April this year, was nominated by Jean-Claude Juncker to become the commissioner tasked with policing the EU's economic governance programme.Appearing before the Parliament's economic affairs committee on Thursday (2 October), Moscovici was repeatedly attacked by centre-right and liberal deputies critical of his two year ministerial stint."No one of good faith can imagine you should be given a post that you failed in as finance minister of France,” said Alain Lamassoure, who leads France's centre-right delegation in the EPP, the Parliament's largest political group.Following the hearing, the EPP's economic affairs spokesman, Burkhard Balz, described Moscovici's candidacy as "hardly credible"."His answers on his time as French Finance Minister were extremely weak. He did not show any vision for the future of the Monetary Union," Balz added.In contrast, Moscovici received fulsome praise from the centre-left Socialist and Democrat group. Group spokeswoman Elisa Ferreira said Moscovici would make an "excellent commissioner" adding that his was "the best performance we've seen so far" during the hearing process.On Wednesday (1 November) the French government rejected calls from Brussels for it to adopt further austerity measures, adopting a budget programme that will not bring its budget deficit within the EU's 3 percent limit under 2017, four years later than initially promised by Moscovici.The French government has blamed a flat-lining economy, which is projected to grow by a mere 0.4 percent this year, and by 1 percent in 2015.But during a fiery debate which at times descended into heckling between EPP and Socialist deputies, Moscovici insisted that France had not broken the EU's rules under his watch and that he had reduced the country's deficit."France has to respect the rules like everybody else," retorted Moscovici, who added that France would not receive "special treatment" from him.In a bid to pacify conservatives who have criticised France's pace of economic reforms, he commented that "growth and structural reforms do not contradict each other".Parliament sources have indicated that the EPP were hoping to force Moscovici to be summoned for a second hearing with MEPs before deciding on his fate next week.The Parliament's left-wing and Green groups on Wednesday insisted that UK conservative Jonathan Hill face the economic affairs committee for a second time next week, after complaining that he had shown little knowledge of the main legislative files in his financial services portfolio.Meanwhile, a decision on Miguel Arias Canete, the Spanish centre-right candidate for the energy commissioner post, has also been postponed on the initiative of the leftist groups.The delaying or 'hostage taking' tactics are widely seen as a strategy by the the EPP and Socialist groups to ensure that candidates from their political family are not blocked by the opposing factions.

BRUSSELS - A stormy hearing with Spain’s Miguel Arias Canete on Wednesday (1 October) ended with the Socialists seeking a delay on his approval, as part of a bigger confrontation between political groups." Socialists and Democrats asked for the postponement of the vote on commissioner designate Miguel Arias Canete ahead of a meeting between the spokespersons of all political groups in the energy and environment parliamentary committees tomorrow morning," they said in an emailed statement late on Wednesday night.Several sources told this website the centre-left group wants to hold off on centre-right Canete until a decision is made on Pierre Moscovici, a Socialist commissioner from France, who’s hearing in the European Parliament is on Thursday morning.The logic is that if Canete falls, then the centre-right will react by canning the Socialist candidate in revenge.A Liberal candidate, Vera Jourova from the Czech republic is also put on hold for more questions. Jourova did not impress MEPs on her suitability as a commissioner for justice, consumer affairs and gender equality - a mixed-bag portfolio.With Britain's Jonathan Hill up for a second hearing with MEPs next week on financial services, commission chief Jean-Claude Juncker could also intervene by reallocating some dossiers among the wobbly candidates to avoid the scenario of one rejection triggering a domino effect of other rejections.The most contentious issue is giving oversight on energy and climate change to Canete, who only just sold his shares in two oil companies.From the outset of his hearing, Socialist, Green and leftist MEPs zoomed in on Canete's family interests in the firms.Canete said he went "beyond the legal requirements" by selling all of his shares, as did his wife and his son, who used to be chairman of one of the companies.But the opposition MEPs were not satisfied.They repeatedly asked him about his brother-in-law, who reportedly took over Canete's family interests and who now sits on the boards of the two oil firms.Canete tried to dodge the question several times. Then he argued that a brother-in-law cannot be considered "direct family."He rejected claims from one MEP, who said that the brother-in-law has been his business partner for years. He also said the oil firms are "small, with 10-15 employees" each and are "only into logistics, not oil extraction, in two small harbours".But despite his efforts, Socialist MEP Kathleen Van Brempt said after the hearing that: “We didn't get good answers on the potential conflict between his family ties with the oil industry in Spain and his portfolio”.Van Brempt is also insisting for the vote on Canete to be postponed until there is a legal opinion on the fact he changed his financial declaration after Juncker gave him the energy and climate portfolio.The Socialists' spokesman on climate, Matthias Groote, said Canete "made many general statements about the importance of climate change and the need to mainstream sustainability in all policy areas. However, he did not convince our group of his genuine belief in what he said."Ahead of the hearing, a few dozen people mainly from left-wing and Green groups protested outside the parliament, holding up banners which said "Stop Canete".They also referred to his comments that women are not as smart as men and that immigrants are lazy.In his hearing, Canete said right at the start that his sexist comments were "a mistake" and apologised. BRUSSELS - Russia has cut gas deliveries to Slovakia by half in a bad sign for EU efforts to broker a deal on Ukraine.Prime minister Robert Fico told press after a cabinet meeting in Bratislava on Wednesday (1 October) that the drop came without any warning.He said his national distributor, SPP, can still "fulfill its commitments" on “reverse flow” to Ukraine and supply customers in Slovakia and the Czech Republic by buying extra volumes on the spot market.But he criticised Russia, saying: "Gas has become a tool in a political fight … This isn't about a lack of gas, it’s about playing with gas supplies as an instrument of political posturing”.He said he does not expect a gas crisis this winter because it would cause too much “economic damage on both sides”.But he called for EU help in dealing with Moscow.“We want to co-ordinate this situation with the European Commission … Slovakia will need co-operation in the European sphere”. Slovakia, Hungary, and Poland started selling Russian gas back to Ukraine after Russia cut off its neighbour in a price dispute in June. But Hungary also cut off Ukraine after the CEO of Russian gas firm Gazprom visited Budapest last week.The Slovak crunch comes ahead of meetings between EU officials, Russia, and Ukraine on Thursday and Friday.The EU commission has put forward a deal for Ukraine to pay Russia $3.1 billion of debt and to pre-pay for gas month by month at above market prices until April in return for 5 billion cubic metres (bcm).If there is no agreement Ukraine won’t be able to supply EU transit customers as normal.But Andriy Kobolyev, the CEO of Ukraine’s national distributor, Naftogaz, told German daily Handelsblatt on Wednesday that without reverse flow he will need another 5 bcm from Russia to keep EU supplies going.He also criticised the EU for doing nothing to make Hungary keep its promise.“Two EU companies, including a German one, have contracts with Hungary for gas delivery from there to Ukraine. But these are now simply stopped. Where is European solidarity?” he said.German chancellor Angela Merkel and EU commission chief Jose Manuel Barroso have also urged Russia not to escalate the gas war.Merkel called Vladimir Putin on Wednesday, while Barroso published a personal letter to the Russian leader.For his part, former German chancellor Gerhard Schroeder, who now works for Gazprom, in a speech in Rostock on the Baltic Sea coast the same day said the EU should take back economic sanctions to improve the situation.He said the Russia sanctions are “wrong … I want to say that loud and clear”.But Germany’s ambassador to the US, Peter Wittig, speaking at a think tank in Washington on Monday, indicated that Schroeder is out of touch with feeling in Berlin.Wittig said that Putin “broke trust” and “renounced … [the] partnership that we had” by putting troops in Ukraine.

BRUSSELS - France has put itself on a collision course with its EU partners after rejecting calls for it to adopt further austerity measures to bring its budget deficit in line with EU rules.Outlining plans for 2015 on Wednesday (1 October), President Francois Hollande's government said that “no further effort will be demanded of the French, because the government — while taking the fiscal responsibility needed to put the country on the right track — rejects austerity.”The budget sets out a programme of spending cuts worth €50 billion over the next three years, but will result in France not hitting the EU's target of a budget deficit of 3 percent or less until 2017, four years later than initially forecast.The savings will offset tax cuts for businesses worth €40 billion in a bid to incentivise firms to hire more workers and reduce the unemployment rate.In a statement on Wednesday, finance minister Michel Sapin said the government had decided to "adapt the pace of deficit reduction to the economic situation of the country.”Last year, France was given a two-year extension by the European Commission to bring its deficit in line by 2015, but abandoned the target earlier this summer.It now forecasts that its deficit will be 4.3 percent next year. The country's debt pile has also risen to 95 percent of GDP, well above the 60 percent limit set out in the EU's stability and growth pact.
Meanwhile, Paris has revised down its growth forecast from 1 percent to 0.4 percent over the whole of 2014, and cut its projection for 2015 to 1 percent from 1.7 percent. It does not expect to reach a 2 percent growth rate until 2019.France, the second largest economy in the eurozone, has come under repeated pressure from the commission to speed up its deficit reduction programme, overhaul its pension and welfare system, and liberalise its labour market.But a flat-lining economy, which failed to grow in the first six months of 2014, is reducing the impact of government spending cuts.Hollande is also facing the lowest personal popularity ratings of any French president since the Second World War.Under the bloc's revised economic governance rules countries can face fines of up to 0.2 percent of GDP if they fail to take action to curb excessive debts and deficits. The commission is expected to decide whether to grant another extension later this month.The timing of the budget is unfortunate for France's nominee to be the EU commissioner responsible for implementing the bloc's economic governance rules.Pierre Moscovici, who served as Francois Hollande's finance minister for two years before resigning in April, will appear before MEPs on Thursday morning for a three-hour hearing.Moscovici's nomination in September has already caused disquiet in Berlin, with German finance minister Wolfgang Schaueble repeatedly voicing reservations about a French socialist getting the job.Meanwhile, the parliament's right-wing groups have warned they will veto Moscovici if the assembly's Socialist and Green groups oppose one of the conservative candidates, with Spain's energy commissioner, Miguel Arias Canete, the most likely to fall.

Turkey steels for action as Islamic State advances on Syrian border town-Reuters-By Ayla Jean Yackley and Alexander Dziadosz-OCT 2,14-YAHOONEWS

SURUC Turkey/BEIRUT (Reuters) - Turkey's parliament authorized the government to order military action against Islamic State on Thursday as the insurgents tightened their grip on a Syrian border town, sending thousands more Kurdish refugees into Turkey.The vote gives the government powers to order incursions into Syria and Iraq to counter the threat of attack "from all terrorist groups", although there was little sign that any such action was imminent.The mandate also allows foreign troops to launch operations from Turkey, a NATO member which hosts a U.S. air base in its southern town of Incirlik, but which has so far resisted a frontline role in the military campaign against the insurgents."The rising influence of radical groups in Syria threatens Turkey's national security... The aim of this mandate is to minimize as much as possible the impact of the clashes on our borders," Defense Minister Ismet Yilmaz told parliament.Islamic State fighters advanced to within a few kilometers of the mainly Kurdish border town of Kobani on three sides on Thursday, extending their gains after taking control of hundreds of villages around the town in recent weeks.Smoke rose behind hills to the south of Kobani as the insurgents continued their shelling into the night. Dozens of anti-tank missiles with bright-red tracers flashed through the sky as darkness enveloped the town.Kobani's electricity supply was cut after militants bombarded a local power grid, a Kurdish fighter told Reuters.In neighboring Iraq, which also borders Turkey, the insurgents have carried out mass executions, abducted women and girls as sex slaves, and used children as fighters in what may amount to war crimes, the United Nations said.They took control of most of the western Iraqi town of Hit early on Thursday in Anbar province, where they already control many surrounding towns, launching the assault with three suicide car bombs at its eastern entrance.U.S.-led forces, which have been bombing Islamic State targets in Syria and Iraq, hit a village near Kobani on Wednesday. Sources in the town, which is known as Ayn al-Arab in Arabic, reported strikes further south overnight.The U.S. Central Command reported that U.S. and other forces in the coalition had conducted four strikes on Wednesday and Thursday in Syria and seven in Iraq. I don't want to be here," she said.Kurdish militants in Turkey warned that peace talks with Ankara, meant to end a three-decade insurgency, would collapse if the Islamist insurgents were allowed to carry out a massacre.The Britain-based Syrian Observatory for Human Rights, which monitors Syria's war, said Islamic State militants were clashing with Kurdish fighters hundreds of meters from Kobani, raising fears they would enter the town "at any moment".It said it had confirmed the deaths of 16 Islamic State fighters and seven Kurdish militants but that the true toll was likely to be higher.About 20 explosions were heard in the areas of the Tishrin dam and town of Manbij 50 km (30 miles) south of Kobani overnight, resulting from missile strikes believed to be carried out by the coalition, the Observatory said earlier.Asya Abdullah, a senior official in Syria's dominant Kurdish political party the Democratic Union Party (PYD), said there were clashes to the east, west and south of Kobani and that Islamic State had advanced to within 2-3 km on all fronts."If they want to prevent a massacre (the coalition) must act much more comprehensively," she told Reuters by phone from Kobani, adding that air strikes elsewhere in Syria had pushed Islamic State fighters towards the border town.

TURKEY HESITANT

The Turkish parliamentary vote extended a mandate initially intended to allow Ankara to strike Kurdish militants in northern Iraq and to defend itself against any threat from Syrian President Bashar al-Assad's forces.But it does not necessarily signal imminent action. President Tayyip Erdogan insists U.S.-led air strikes alone will not contain the Islamic State threat and is calling for the removal of Assad, an aim not shared by the U.S.-led military coalition for the current military campaign. Ankara is unlikely to act alone.The Turkish army has, however, vowed to defend the tomb of Suleyman Shah, grandfather of the founder of the Ottoman Empire, in a Turkish enclave in northern Syria, telling its troops there that it would rush to their defense if needed."One call and we will immediately be at your side," Chief of the General Staff General Necdet Ozel said in a statement.Ankara is also reluctant to take action that may strengthen Kurdish fighters allied to the Kurdistan Workers Party (PKK), a militant group that has fought the Turkish state for three decades and with which it is conducting fragile peace talks."If this massacre attempt achieves its goal it will end the process (with Turkey)," PKK leader Abdullah Ocalan said in a statement released by a pro-Kurdish party delegation which visited him on Wednesday in his island prison near Istanbul."I urge everyone in Turkey who does not want the process and the democracy voyage to collapse to take responsibility in Kobani," he said in the statement.Kurdish forces allied to the PKK, the People's Defense Units (YPG), are fighting against the Islamic State insurgents attacking Kobani. The PKK is designated a terrorist group by Turkey, the United States and European Union.A spokesman for the YPG said a U.S. citizen, Jordan Matson, had joined Kurdish forces in their fight in Syria.

"EXISTENTIAL THREAT" TO TURKEY

Islamic State has carved out swathes of eastern Syria and western Iraq in a drive to create a cross-border caliphate, terrifying communities into submission by slaughtering those who resist.Iraqi Kurdish troops drove Islamic State fighters from a strategic border crossing with Syria on Tuesday and won the support of members of a major Sunni tribe, in one of the biggest successes since U.S. forces began bombing the Islamists.The United States has been carrying out strikes in Iraq against the militant group - which is commonly known by its former acronym of ISIS - since July and in Syria since last week with the help of Arab allies. Britain and France have also struck Islamic State targets in Iraq.But Islamic State fighters on the border with Turkey have yet to be dislodged."(Islamic State) is Turkey's greatest existential threat since 1946, when Joseph Stalin demanded that Ankara cede control of the Bosphorus and other territory to the Soviet Union," said Soner Cagaptay, director of the Turkish Research Program at The Washington Institute."Erdogan and Prime Minister Ahmet Davutoglu know that only the United States has the necessary military hardware and intelligence assets to defeat ISIS in the long term," he said, forecasting that while Turkey would offer logistics and intelligence support, it was unlikely to back wholeheartedly a military strategy that does not target Assad.Erdogan said on Wednesday that Turkey's priority was also to enable the 1.5 million refugees it has taken in from Syria's conflict to return home. HONG KONG (Reuters) - Hong Kong leader Leung Chun-ying defied pro-democracy protesters' demands to step down by Friday, and repeated police warnings that the consequences would be serious if they sought to surround or occupy government buildings.Leung, speaking to reporters just minutes before an ultimatum for him to resign expired, also said that Chief Secretary Carrie Lam would hold a meeting with students soon to discuss political reforms. He gave no time frame.Some of the thousands of people massed outside Leung's office voiced disappointment, although the atmosphere was calm."The request is very simple. We want real democracy. When you ask for an apple you should get an apple. You don't get an orange made to look like an apple," said Howard Hu, a 35-year-old engineer.Student leader Lester Shum welcomed the offer of talks, but he also repeated warnings that students would take further action if their conditions of universal suffrage and a free election process were not met.Tens of thousands of people have taken to the streets in the last week to demand full democracy, including a free voting system when they come to choose a new leader in 2017.China decreed on Aug. 31 that it would vet candidates wishing to run for the post of Hong Kong's chief executive, and residents have aimed their anger at Leung, who enjoys Beijing's support.The protests, the worst to hit Hong Kong since China resumed its rule of the former British colony in 1997, have brought parts of the Asian trading hub to a standstill.Last weekend police used teargas, pepper spray and batons to quell the unrest, but since then the clashes have subsided as both sides appeared ready to dig in for a protracted stand-off.The size of the crowds has fluctuated over the past week, but in the early hours of Friday thousands still thronged the streets of central Hong Kong.

CONSEQUENCES COULD BE "SERIOUS"

Student leaders had demanded that Leung resign by midnight on Thursday, and called on their followers to occupy government buildings if he refused."I won't resign because I must carry out the universal suffrage work," Leung told a brief news conference, referring to electoral reforms. His decision had been widely anticipated."In any place in the world, if there are any protesters that surround, attack, or occupy government buildings like police headquarters or the chief executive's office ... the consequences are serious," he said, repeating warnings from the police that their response to any such action would be robust.The "Occupy Central" movement presents one of the biggest political challenges for Beijing since it violently crushed pro-democracy protests in Tiananmen Square in 1989.Universal suffrage is an eventual goal under the "one country, two systems" formula by which China rules Hong Kong. Under that formula, China accords Hong Kong some autonomy and freedoms not enjoyed on the mainland.China has dismissed the protests as "illegal", but cracking down too hard could shake confidence in market-driven Hong Kong, which has a separate legal system from the rest of the country.Not reacting firmly enough could embolden dissidents in mainland China.A top Chinese envoy has warned that the unrest could tarnish the city's reputation as one of the world's leading financial centers if they continued for a prolonged period.China's ambassador to Germany, Shi Mingde, told Reuters that the city's reputation as a financial hub was not under threat for now. "But if shares fall, if the unrest continues, then the social order and (Hong Kong's) role as a financial center will be in danger," he said in an interview in Berlin.The markets were closed on Thursday for a holiday, but Hong Kong's benchmark share index, the Hang Seng Index, plunged 7.3 percent in September. Spooked by the protests, some banks and other financial firms have begun moving staff to back-up premises on the outskirts of the city.

ENDGAME UNCERTAIN

Now that Leung has refused to meet the demands of protesters, they are pondering their next step.
Student leaders have vowed to keep up their campaign, but the government's patience could eventually run out.Fashion designer Crystal Chung said the demonstrations had achieved something at least."They (the authorities) avoided us for so many days, but offered to talk after we came and surrounded the government building," she said.But the 25-year-old shared the concerns of many around her."Will we get real universal suffrage? We are facing the Chinese government which is very powerful, and I really doubt that they will listen to our demands.
